AREA HISTORY

The town of Raymond was incorporated in 1907 and received its name from L.V. Raymond, the first postmaster. Because of the city’s location near the mouth of the Willapa River, where it empties into Willapa Bay, early town leaders decided to build Raymond’s business section and part of the residential section on stilts approximately six feet above the tidelands and sloughs. These elevated sidewalks and streets connected most the buildings, and twice a day the tides would wash away refuse under and around the town. Later on, around 1912, the sloughs that ran through town were filled so residents could have streets and their houses would not flood at high tide.

The Willapa Hills were abundant with timber and given Raymond’s proximity to the Pacific Ocean, the town’s population soon grew to 6,000 in the year 1913. It had a reputation as a wild and wooly lumber mill town. Raymond enjoyed prosperity until the Great Depression. Even though Weyerhaeuser attempted to revitalize the community by purchasing two mills in Raymond and South Bend, the larger economic downturn made it impossible for commerce to thrive in Raymond. In 1932, the Raymond Chamber of Commerce printed their own currency called

“oyster money” in an attempt to support the population until real money became available again.

In more recent years, the community and city government in conjunction with the Port of Willapa Harbor have developed attractions to draw tourists to the area as a way to boost the economy. A variety of industries as well as retail stores have moved into the downtown area. The former railroad bed across the Willapa Hills has been turned into the Willapa Hills

Trail, a 56-mile hiking and biking trail. The riverfront has been redeveloped to include the Willapa Water Trail, a waterway for small boats to follow to explore Willapa Bay. Raymond is unique in that it has been able to add tourist attractions, yet still retain the feeling of a small, charming coastal town. 14

Raymond, Washington, experiences a cool, damp climate typical of Western Washington. Year-round temperatures range from lows in the low-30s °F to highs around 60 °F, with summer peaking at roughly 71 °F. Annual precipitation is heavy— about 83–98 inches—with rainfall on roughly 210 days, while snowfall remains minimal (~2 in).
