NOCH Mgijima Municipality has failed to appoint its new municipal manager in a second special council meeting which ended up not taking a decision about the appointment as ANC councillors are divided between the Council Speaker Mzoxolo Peter’s side and the Executive Mayor Lindiwe Gunuza-Nkwentsha’s side.
Councillors gathered at the town hall on Thursday hoping to put an end to the ongoing factional battles in the municipality which have led to a halt of services in the area. In Thursday’s council meeting, a robust debate about the processes of employing the municipal manager started with ANC councillors Bonile Ngesi and Bulelani Mgoqi speaking against the appointment of the municipal manager Thembele Samuels. The meeting finally got to agree on the process followed by the panel but got stuck again on the competency report prepared by Isago Tshimollo Enterprise on three of the candidates. After the meeting was pushed to a vote, the council speaker Mzoxolo Peter adjourned the meeting stating that if this means it is the end of his political career “let it be” because he won’t let the wrong thing be done. Enoch Mgijima Municipality has been without a permanent municipal manager since last year and has had three acting municipal managers since August last year. Nkwentsha said that if the municipality failed to appoint a permanent municipal manager, they would forfeit the funds for muchneeded service delivery. According to Nkwentsha, the municipality
will lose a R20 million grant from the National Treasury if the municipal manager is not appointed soon. DA councillor Malibongwe Xhelisilo said the R20 million would not be the residents of
Enoch Mgijima’s problem but the councillors’ and councillors should foot the bill. “This should be taken from the councillors’ salaries as the community did not apply for this to happen.
“A better formula should be calculated based on our earnings and those who are getting more, serving as full-time councillors should pay more than part time councillors,” he said.
