Komani goes green Local businesses and residents are taking a stand against littering in Komani as part of the Go Green initiative, headed by Queenstown Jackson’s Motors, and supported by Twizza, Pick n Pay, Mica and the local Enoch Mgijima Local Municipality. Last week Friday 250 learners of Balmoral Preprimary and Stepping stone Primary, alongside their parents and the staff of Queenstown Jackson’s Motors, rolled up their sleeves and collected refuse and tidied up the Komani Memorial Gardens. ENOCH MGIJIMA: YEAR AFTER AMALGAMATION NO BYLAWS YET IN PLACE

YEAR after the establishment of the Enoch Mgijima Local Municipality, which was a merger of Tsolwana, Nkwanca and Lukhanji local municipalities, the institution is yet to create any by-laws of its own.
This was recently revealed by the local municipality’s spokesperson, Gcobani Msindwana, when the Express enquired about the enforcement of by-laws in the jurisdiction of Enoch Mgijima Local Municipality. “You must remember that the Enoch Mgijima Local Municipality is a fusion of three local municipalities
and the institution is still new. “As such we don’t have our own bylaws that we can say they are the bylaws of the newly established municipality,” said Msindwana. By-laws are a set of rules or laws established by an organization to regulate itself but must comply with the laws of the country and its constitu-
tion. Common municipal by-laws include, among others, vehicle parking and stopping regulations, animal control, building and construction, licencing, noise, zoning and business regulation, and management of public recreation areas. The Express’s inquiry into the local
municipality’s by-laws was sparked by a plea made by the chairperson of the Chris Hani Area Tourism Organisation (Chato) and tour guide at the 045.com Tourism, Tsepo Moerane, to the local municipality during the launch of tourism month. Continued on page 3
