New equipment to improve seniors’ lives and care

P

eople living and working in long-term care homes throughout B.C. are benefiting from a $6.9-million grant to purchase new equipment that will help improve the safety and quality of life of residents.

“Dignity, comfort, and security are what people and their loved ones expect and deserve when they are in long-term care,” said Adrian Dix, Minister of Health. “Government is investing in these long-term care homes by adding new and replacement items, like beds and mattresses, and ceiling lifts and sensory rooms, so people can feel comfortable in their surroundings and enjoy their homelike setting.”

Driving without a licence: What happens if I forget to renew my driver’s licence and I am involved in a car accident? There can be significant consequences for those caught driving without a licence in BC, including violation tickets, vehicle impoundment, and Driver Penalty Points. The consequences of driving without a licence are even more severe if you are involved in a car accident, particularly a major accident that causes serious personal injury such as a traumatic brain injury, paraplegia or quadriplegia, or death. Let’s examine some of the implications of driving without a licence in BC and how unlicensed driving factors into an ICBC claim for personal injury compensation. Driving without a licence is a breach of your ICBC insurance policy A condition of all ICBC insurance policies is that the driver of the insured vehicle must be “authorized and qualified by law” to operate a vehicle. Whether you are driving without a licence because you accidentally missed the renewal date, did not have your driver’s licence propPAGE 12

erly reinstated after a suspension or prohibition, or did not have a driver’s licence in the first place (for example, by deliberate choice or because you are underage), you are in breach of the “authorized and qualified by law” condition. The implication of this breach is that ICBC can deny your entitlement to insurance coverage in the event of a car accident that causes property damage or personal injury. Implications of driving without a licence in the event of a car accident In BC, if you are driving without a licence or if you allow someone who is unlicensed to drive your vehicle, you can be held personally responsible for property damage and personal injury caused to other people in the event of an accident. If you were at fault for the accident, ICBC will attempt to deny you coverage, leaving you exposed to personal liability for damages. Compensation for the most serious accidents that cause permanent impairment, catastrophic

injury or death can be valued in the multimillion dollar range. What happens if I am injured while driving without a licence? If you are injured while driving without a licence and you caused the accident, ICBC may attempt to deny your entitlement to Part 7 benefits (also known as no-fault benefits). However, you can still bring an ICBC claim against the driver and/or vehicle that caused the accident, regardless of your own policy breach or even complete lack of insurance. ICBC may attempt to deny your personal injury claim by arguing that you were wholly or partially at fault for the accident. These types of claims can be complicated, and the best course of action is to retain a lawyer early in your claim to protect your rights. International students continue to contribute to B.C. health care as MSP premiums eliminated As the Province eliminates Medical Service Plan (MSP) premiums for British Columbians, an updated payment method will ensure international students continue to contribute to, and benefit from, B.C.‘s health-care coverage. Under the old MSP system, international students, like all British Columbians, were required to pay premiums as part of their health-care coverage. On Jan. 1, 2020, MSP premiums will be eliminated and a new method is required by which international students contribute to their coverage under the B.C. health-care system. Under the updated system, effective Sept. 1, 2019, all international K-12 and post-secondary students will begin paying a monthly health-care coverage fee of $37.50. On Jan. 1, 2020, with the elimination of MSP premiums, the health-care coverage fee for international students will be $75 per month.

“For almost 30 years, B.C. has provided international students with provincial health coverage, while asking them to contribute a reasonable amount to help cover those costs. This updated payment method for international students continues that commitment,” said Adrian Dix, Minister of Health.

Helping communities better understand local homelessness

T

o better understand local issues to help municipalities and local organizations best support people experiencing or at risk of homelessness, government is conducting a second provincial homeless count. The Province is partnering with the Homelessness Services Association of BC (HSABC) and BC Housing to complete 16 community counts throughout the province in March and April. Government has provided $900,000 to support the community counts, pilot an extended count in two communities and support additional research on homelessness among Indigenous peoples. Data from the counts will provide a better understanding of homelessness in British Columbia. This information will be used to improve supports and services, measure progress in addressing homelessness and increase public awareness.

“Homelessness in B.C. continues to be a struggle for people, and the barriers that they face vary in different communities,” said Shane Simpson, Minister of Social Development and Poverty Reduction. “Our second provincial homeless count is a way that, together, we can get a clearer understanding of what homelessness looks like in order to better support some of the most vulnerable people in B.C.”
