The Turks and Caicos Islands Public Service Summer Internship Programme welcomed over 100 enthusiastic high school students from across the Turks and Caicos Islands this past summer This ambitious initiative was carefully designed to empower young minds and cultivate the leaders of tomorrow by providing these students with a comprehensive experience in various aspects of the Public Service

The internship program spanned the islands of Grand Turk, Providenciales, South Caicos, North Caicos and Middle Caicos, ensuring that all High Schoolers had the opportunity to participate Throughout the program, students were placed in various government offices and departments, where they engaged in meaningful tasks that not only enhanced their understanding of the service but also allowed them exposure to various career options

transparency, and alignment with industry standards to ensure that remuneration packages reflect the value and contributions of employees

FOREWORD

I am pleased to present the fifth edition of the Public Service Times Newsletter, which highlights our progress and accomplishments during the second quarter of the 2025/26 financial year covering the period July to September 2025

The first quarter set a strong foundation for the year, with several major initiatives successfully launched, including the 2025/26 Public Service Recruitment Programme, the hosting of the 2025 Public Service Leadership Forum and the introduction of the new Public Service Roadmap and Strategic Plan for 2025–2030

These efforts were focused on modernising our public service, building leadership capacity and setting a clear direction for the years ahead

Our momentum continued into the second quarter, with three recruitment batches rolled out across the first six months of the financial year This speaks to our ongoing commitment to strengthening the public service workforce and filling critical roles with talented individuals ready to serve.

Work also progressed on refining and implementing our Public Service Roadmap and developing the new Public Service Work Plan, both of which are central to achieving our longterm strategic goals.

A particularly exciting development this quarter was the launch of the High School Internship Programme, which welcomed 100 promising students into various government departments over the summer. This initiative provided meaningful hands on experience for young people while encouraging early interest in public service careers, an investment in the future of our nation.

As we take stock of these achievements, I want to extend my heartfelt thanks to all public servants for your continued dedication, resilience and professionalism. Your daily efforts are the backbone of our service to the people of these islands

Throughout the six-week programme, which concluded on August 15, 2025, students engaged in hands-on learning, mentorship and professional development

This experience was crafted to equip them with essential competencies for future careers while fostering civic responsibility.

Internship placements included, The Office of the Governor, The Office of the Deputy Governor, The Office of the Premier, Communications Directorate, Department of Motor Vehicles, Department of Mental Health and Substance Abuse, Office of the Director of Public Prosecutions, Fire and Rescue Department, Tourism Regulations Department, Department of Environmental and Coastal Resources, Dental and Primary Healthcare Units, TCI Border Force, Fisheries Department, Public Works, Planning, Statistics Authority and the TCI Sports Commission, TCI Ports Authority.

The event saw unprecedented participation, with a record number of community members coming together to support these vital causes The Turks and Caicos Islands National Cancer Society received $41,450, while United Way TCI was granted $33,600.50. Both organizations play crucial roles in enhancing the well-being of our community

Ms. Lucille Lightbourne, past President of the Turks and Caicos Islands National Cancer Society, expressed her gratitude for the generous donation, highlighting its importance: “This contribution is one of the largest we have ever received. It will greatly aid our ongoing support for cancer patients in need. We are immensely thankful for the unwavering support from Deputy Governor H. E. Anya Williams and the DG's 5K for designating us as a beneficiary.”

Mr. Mark A. Fulford, Chairman of United Way TCI, added, “This donation represents more than just financial support; it embodies the spirit of community leadership coming together for a common purpose. These funds will directly contribute to our literacy and youth development programs, including our ‘Yes I Can Read’ initiative and summer enrichment camps.”

Deputy Governor H. E. Anya Williams conveyed her pride in the community's involvement, stating, “I am deeply grateful to everyone who contributed to the success of the inaugural DG's 5K Run/Walk for a Cause. This event not only raised crucial funds for exemplary community organizations but also exemplified the compassion and unity of the people of the Turks and Caicos Islands.”

PUBLIC SERVANTS ACHIEVE PROJECT MANAGEMENT CERTIFICATIONS

In a remarkable demonstration of commitment to professional development, five dedicated public servants have successfully completed their project management certification programs This achievement represents a significant step forward in enhancing their skills and expertise within the Public Service

Warmest congratulations are extended to Mr Edward Hall Jr , Mr Justin Missick, Ms Lurita Ewing, and Ms. Gabrielle Williams for earning the Certified Associate in Project Management (CAPM) certification. Applause is also in order for Mrs Rebecca Astwood for attaining the esteemed Project Management Professional (PMP) certification

The CAPM and PMP certifications reflect the commitment of these public servants to hone their skills and capabilities. These rigorous training programs equip them with essential tools to implement projects effectively within their professional careers, ensuring optimal use of resources. The knowledge gained from this training is anticipated to foster significant improvements in service delivery, promoting better project execution, enhanced teamwork and more favourable outcomes for the respective Departments

Diligence and dedication to lifelong learning and professional advancement are commendable traits of these individuals. This achievement marks just the beginning of their journey, promising a future filled with success and positive impact There is great anticipation for witnessing the beneficial influence of their enhanced project management skills in the Turks and Caicos Islands Government.

Deputy Governor and Head of the Public Service H.E. Anya Williams emphasised the importance of continuous professional development by stating, “I would like to congratulate these public servants on their remarkable success in attaining these certifications. I would also like to use this opportunity to encourage all public servants to take advantage of the opportunities available through our Professional Development Fund and Coursera. Investing in your skills not only benefits you personally but significantly enhances the service provided to the community.”

A delegation of senior executives from the Turks and Caicos Islands Government, headed by Her Excellency the Deputy Governor, Mrs. Anya Williams, recently attended the Society for Human Resource Management (SHRM) Annual Conference & Expo (SHRM25) in San Diego, California

The conference, under the theme "Learn Grow Go further in your career," featured invaluable sessions on best HR practices and strategies, new trends in AI for HR, and a host of sessions designed to strengthen executive capabilities, enhance workplace experiences, and collaborate with industry partners around the world to ensure our greatest asset, the people, are first in everything we do The delegation was also able to gather more information on SHRM examinations as they continue to prepare for certification.

Additionally, the delegation had the opportunity to meet with the CEO of SHRM, Mr. Johnny C. Taylor, to discuss ways to strengthen ties between the TCI and SHRM, including the certification of local professionals in the HR practice. The TCI delegation have been preparing for the certification process and plan to sit for the examinations in the fourth quarter of this financial year.

The conference concluded with general session featuring SHRM’s CEO and the 46th President of the United States, Joe Biden. The session featured reflections on the enduring challenges and responsibilities that come with leading across sectors, generations, and global events.
