AstheHeadofthePublicServiceoftheTurksand Caicos Islands, I am pleased to present the first edition of the Public Service Times Newsletter, coveringthefirstquarterofthe2025/26financial yearfortheperiodApriltoJune2025
With an ambitious agenda focused on strategic reform and efficient service delivery, the first quarter was marked by notable achievements that speak to the strength and commitment of ourpublicservice.
This includes a significant number of appointments and promotions across government; the successful hosting of the inaugural United Kingdom Overseas Territories CaribbeanHeadsofPublicServicemeetingright here in the Turks and Caicos Islands; the successful staging of our 2nd Annual Public ServiceLeadershipForumandtheofficiallaunch and rollout of the 2025–2030 Public Service RoadmapandStrategicPlan.
These achievements in the first quarter underscore our unwavering commitment to building a modern, efficient and responsive public service; one that meets the evolving needs of our people and delivers value through excellenceingovernanceandadministration.

This Summit, held under the theme 'Collaboration, Innovation, Impact: Driving Public Value Together,' speaks directly to the heart of what we aim to achieve and comes atapivotalmomentinourcollectivejourney aspublicserviceleaders.
Though our responsibilities as Heads of Public Service are as diverse as our islands, we are united by a common mission: to serve our people with integrity, efficiency, andpurpose.
Acting Premier and Minister of Border Control and Immigration, Honourable Jamell Robinson, in his remarks, stated, "The decision to host this year ' s UKOT Heads of Public Service Summit in the Turks and Caicos Islands is both a powerful endorsement and a symbolic milestone, a clear affirmation of our territory's rising leadership and influence within the region. This Summit is more than a gathering of leaders,itisaboldcalltoaction.
Meanwhile, Governor Dileeni DanielSelvaratnam also offered opening remarks, stating, "It is a pleasure to welcome the Deputy Governors and Heads of Public Service from across our sister Overseas Territories to the Turks and Caicos Islands You gather at a critical moment, as we collectively navigate complex challenges and bold public service reform to meet the evolvingexpectationsofamodernworld.
2 ANNUAL PUBLIC SERVICE LEADERSHIP FORUM A
TheTurksandCaicosIslandsproudlyhosted the 2nd Annual Public Service Leadership Forum on June 12–13, 2025, under the dynamictheme:"PublicServiceReimagined" This year ' s Forum served as a pivotal platform for advancing innovation, rethinking service delivery and empowering leadersacrossthepublicsector.
Bringing together senior leaders from ministries, departments and statutory bodies across the Turks and Caicos Islands, the two-day event fostered collaborative dialogue and shared learning to reimagine thefutureofgovernanceandleadership
In a historic first, the Forum welcomed Deputy Governors and Heads of Public Service from fellow United Kingdom Caribbean Overseas Territories, including Anguilla, Bermuda, the British Virgin Islands, the Cayman Islands and Montserrat. Their participation reinforced the spirit of regional partnership and a collective commitment to public sector transformation across the Caribbean
A central highlight of this year ' s Forum was the official launch of the Turks and Caicos Islands Public Service Strategic Plan (2025–2030), a bold and visionary roadmap for creating a modern, people-centred and results-drivenpublicservice.

In a significant step towards professional development within the Public Sector, 18 public servants have embarked on an academic journey by enrolling in a specialized Master of Science (MSc) in Accounting program Launched in late April, this initiative is offered in partnership with the University of the West Indies' Mona School of Business and Management (MSBM) and the Turks and Caicos Islands Government(TCIG)
This MSc in Accounting program is tailored to meet the professional development needs of accounting professionals within the TCIG It equips participants with essential knowledge and serves as a criticalsteptowardstheirACCAexamsand qualification.
Anoteworthyaspectofthisprogramisthat all associated costs are fully covered by the TCIG, allowing aspiring professionals to focus entirely on their studies without financialconcern.
The program ' s schedule is designed to accommodate working professionals, with classes held on Sundays from 2:00 PM to 6:00 PM, Tuesdays from 5:30 PM to 9:30 PM, and Wednesdays from 9:00 AM to 12:00 PM. This flexible structure includes both online learning and in-person classes at designated times, fostering a comprehensiveeducationalexperience
The curriculum encompasses key areas of accounting and business, taught by a distinguished team of experienced academics and industry professionals committed to enriching the educational experience.
This initiative builds on MSBM’s established reputationfordeliveringimpactfulbusiness education throughout the Caribbean, while reinforcing the Turks and Caicos Islands Government’s strong commitment to the professionaldevelopmentofitsworkforce.

The Island of Providenciales witnessed a spirited showcase of community togethernessandphilanthropyastheDeputy GovernoroftheTurksandCaicosIslands,HE Anya Williams, held the inaugural DG's 5K Run/Walk for a Cause on Saturday, June 14, 2025.
The event, which commenced at the Deputy Governor's Office (RBC parking lot) and circled back from the Central Square, saw hundreds of enthusiastic participants lacing up their running shoes to support a worthy cause.
The run surpassed expectations, raising over $70,000tobenefittheUnitedWayTCIandthe National Cancer Society of TCI. The funds raised will significantly contribute to ongoing support and development initiatives led by theseesteemedorganisations
Deputy Governor and Head of the Public Service, H.E. Anya Williams, expressed her heartfeltgratitudetoeveryonewhotookpart, "The DG's 5K inaugural Run/Walk for a Cause was truly remarkable, and I am overwhelmed by the incredible support from our community. This event, initially launched eleven years ago by the Deputy Governor of the Cayman Islands, the Honourable Franz Manderson, seeks to promote healthy lifestyles while raising fundsforcharitablecauses.
I am pleased that DG Manderson and I were able to jointly launch this initiative here in the Turks and Caicos Islands during the recent visit of our Caribbean Overseas TerritoriesDeputyGovernors,andhopethat it will continue to grow in future years to come. "

3RDANNUALEASTEREGGHUNTHELDATWATERLOOGRANDTURK
Hundreds of children turned out to celebrate the Easter season at the 3rd Annual Easter Egg Hunt, held at Waterloo, Grand Turk on Monday,April14th,2025.
The event was filled with fun and excitement, including a special visit from the Easter Bunny Childrenenjoyedavarietyofactivities such as egg hunts, face painting, sack races, musicalchairs,andothertraditionalgames.
Commenting on this year ' s festivities, Deputy Governor Her Excellency Anya Williams shared, “It was such a joy to see the smiles and excitement of the children at this year’s Easter Egg Hunt. Now in its third year, this event has become a staple on Grand Turk’s Easter calendar. It was wonderful to engage with so many children and members of the community
While we thoroughly enjoyed the presence of theEasterBunny,Iremindedthechildrenthat Jesus is the real reason for the season and wishedthemandtheirfamiliesablessedand enjoyableEaster.”
The event continues to grow in popularity and has become a cherished tradition for familiesacrosstheisland















This report offers a strategic overview of training and development initiatives undertaken by the Government of the Turks and Caicos Islands for the 2024/2025 fiscal year. It highlights the pivotal role of the TrainingandDevelopmentDirectorate,along with the significant contributions from various departments and agencies dedicated to enhancing the capabilities of thepublicsector.
During this period, a wide array of interventions including workshops, certifications, leadership programs, and technical training were executed. These initiatives reflect a commitment to strengthening human capital, promoting service excellence, and aligning skills with nationalobjectives.
Throughout this fiscal year, a total of 705 public officers received training through the Training and Development Directorate, while an additional 639 individuals participated in programs offered by other ministries and agencies Notably, 22 training programs were facilitated by the TDD, complemented by269fromdifferentorganisations.TheTDD also supported 53 professional certifications through ICPS, whereas other ministries and agencies accounted for 71 certifications, illustrating a robust focus on upskilling and formalqualificationswithinthepublicsector.
Overall, these initiatives signify substantial progress toward cultivating a more agile, skilled,andinnovativepublicservice.

This achievement underscores our commitment to innovation and the ongoing improvement of user experience when accessing our services.
The E-Portal, designed with userfriendliness and accessibility in mind, enables applicants to submit their requests and applications online with ease.Thissystemnotonlystreamlines the application process but also reduces the time and resources traditionally required, making it more efficientforbothusersandstaff.
As we continue to embrace technology, the E-Portal represents a transformative step toward improving operational efficiency while enhancing user satisfaction. Feedback from users has been overwhelmingly positive, citing the convenience and speed of the online application process as major benefits.
