TheTurksandCaicosIslandsPublicServicecontinuesto make significant strides in enhancing the capabilities and effectiveness of its leaders. A cohort of 57 senior leaders within the TCI public service have recently completed an intensive online training programme offered by the International Centre of Parliamentary Studies(ICPS) Thisprogramme,knownastheSuccessful Managers Toolkit, is designed to equip public service professionalswithadvancedskillsnecessaryformodern governanceandpublicadministration.

The Public Service Times Newsletter, officially launched in April 2024, aims to inform public servants and the public about important public servicemattersintheTurksandCaicosIslands.

Overview:

The 2024/2025 Financial Year started off with a flurry of activity across the Turks and Caicos IslandsPublicService.

The first quarter also saw the launch of the Inaugural Public Service Leadership Forum on June 3, 2024, which included over 200 senior officialsfromacrossthegovernment.Additionally, over 50 public servants successfully completed the Successful Toolkit for Managers, a five-part online learning program facilitated by the United Kingdom’s International Centre for Parliamentary Studies, aimed at enhancing the capabilities of ourseniormanagementstaff

During the second quarter of the financial year, the focus will continue to be on recruitment and the delivery of the 2024/25 programme The work on the Statutory Body Pay and Grading Review is expected to conclude, with implementation planned for September 2024. Other priority objectives include implementing recommendations from the procurement review and advancing e-government initiatives across the government. As part of our improved communication strategy, Public Service meetings will take place in October to provide updates on these and other important public service initiatives, including the official handover of the TCI Pension Fund to the newly contracted administratorandinvestmentfirm.

A key feature of this programme was its online delivery format, which provided flexibility of time and facilitated self-paced learning. The programme also included peer-to-peer study groups, enhancing collaborative learning and support among participants. Students also benefit from a year-long access to the portal after completion, allowing them to review the materialandcontentattheirconvenience Director of Training and Development, Ms Sherrill Poitier, remarked, “Through our dynamic partnership with ICPS, the TCIG is transforming leadership within the Public Service. I am delighted by the practical knowledge our leaders have gained and excited about the positive impact it will bring.”

By investing in the development of its public service leaders, TCI ensures that its governance remains responsive, transparent, and capable of meeting the evolvingneedsofitspopulation

LEADERSHIP FORUM “EMPOWERING TODAY FOR TOMORROW’S SUCCESS”

As part of its commitment to driving transformative change across the Turks and Caicos Islands Public Service, the Office of theDeputyGovernor,undertheleadershipof Deputy Governor and Head of the Public Service Her Excellency Anya Williams, hosted the first Public Service Leadership Forum on Monday, June 3rd, 2024. The forum, themed “Empowering Today, for Tomorrow’s Success,” aimed to build the skills of current andfuturepublicserviceleaders

The event included 200 of TCIG’ s most senior staff, encompassing Permanent Secretaries, Deputy Secretaries, Heads of Department and their Deputies, among other senior staff. Members of the Cabinet, House of Assembly, and other invited guests werealsoinattendance.

Deputy Governor Anya Williams opened the forum with a speech emphasizing the importance of leadership in the transformative journey of the Turks and Caicos Islands. She stated: “The Turks and Caicos Islands is embarking on major transformative change. Senior public servantswillberesponsibleforleadingthis change. As we work to lead our Public Service into this new realm, we want our senior public servants to be leaders, not managers.

Leadershipisnotaboutbeingincharge about taking responsibility and insp others to achieve a common goal. about creating a vision, building a te and guiding that team through challen to success. TCI Border Force is proud to announce the recruitment of twenty-four (24) new staff members. This recruitment drive is part of TCIG’s steadfast initiative to enhance the effectiveness and responsiveness to the challenges faced at our borders while facilitating legitimate trade and travel.

This strategic hiring effort is designed to fortify support within Border Force Inland Operations, Ports Operations, Service Delivery and Corporate Support, ensuring our team is wellequipped to meet the growing demands and complexities of border management in today’s environment

The newly recruited officers will fill essential roles focusing on various functions, including enhancing operational processes, improving internal and external communications, increasing capacity for effective throughput at border points, and improving community engagement Since their arrival, the new officers have been undergoing rigorous training and upskilling rotation with the various units, which will further strengthen our capacity to address the Border Force’s mandate.

Commencing with Ecumenical services at churches across the Turks and Caicos Islands on Sunday, June 16, 2024, the schedule of events continued with a Community Projects Day, where Ministriesspearheadedvariousoutreach initiatives across the islands on Monday, June 17th. This was followed by staff appreciation and awards events across the entire Turks and Caicos Islands, kicking off with an Awards Gala on Grand Turk on Monday evening, June 17, 2024 The following day, there was a Staff Appreciation Luncheon on Salt Cay, and later that evening, a Staff Appreciation and Awards Dinner on the island of South Caicos On Wednesday, June 19, 2024, a Staff Appreciation Reception was held at the Ocean Breeze Resort for the staff of North and Middle Caicos.

On Thursday, June 20, 2024, the Turks and Caicos Islands Government hosted its first Public Service Youth Forum and 40 Under 40 Awards, honouring 40 Public Servants under the age of 40 for their excellence both in and outside of publicservice

The week of events culminated in a grand awards gala on the island of Providenciales on Friday, June 21, 2024, where long-service awardees and ministry-nominated MVPs were honoured for their outstanding contributions. The week concluded with a Family Fun Day and inter-ministry competitionontheislandofGrandTurk onSaturday,June22,2024.

Commenting on the week of activities, Deputy Governor and Head of the Public Service, Her Excellency Anya Williams, stated: "Civil Service Week was a true testament to the dedication, resilience, and spirit of servicethatdefinesthecivilservice”.

Throughout the week, we celebrated not just our roles as public servants, but the impact we have on our communities andourcountryasawhole.

From honouring long service and outstanding achievements to fostering teamwork and innovation, we have taken the time to reflect on the importance of our work whether it's ensuring the operation of government services, implementing policies that improve lives, or responding to the needs of our fellow citizens in times of crisis Each day, we reaffirmed our commitment to integrity, professionalism, and the highest standardsofpublicservice.

Celebrated on the heels of the inaugural Public Service Leadership Forum, Civil Service Week provided us with opportunities to learn and to grow from ourfellowpublicservants.

The insights shared by our Youth in Public Service at the first Public Service Youth Forum was inspiring. Their ideas willhelptoshapethefutureofourpublic service.

The week of events was a celebration of our shared values and camaraderie, coming together as a community to support and to uplift one another in our collective mission to serve the public good.

As we look back on the events of Civil Service week, I ask that public servants carry forward the spirit of unity and dedication that defined Civil Service Week. Let us continue to strive for excellence in all that we do, knowing that our efforts make a profound differenceinthelivesofthoseweserve.
