no de los peores dramas domésticos es quedarse sin agua. Esa horrible sensación de abrir la llave y esperar en vano a que salga el líquido… y nada, nada.

Recurso necesario, sobre todo vital, que permite que nuestra vida fluya sin problemas es el agua.

Vivir en una región, como esta, que cuenta con caudalosos ríos y arroyos parecería un seguro infalible contra la escasez o falta del líquido, pero no es así. Ese recurso que imaginamos siempre disponible a veces llega a cuentagotas o falta, aunque vivamos en el trópico.

En los últimos tiempos el planeta vive años cada vez más calurosos, lo que provoca escasez de agua. Estimaciones catastrofistas sugieren que en menos de tres décadas se duplicarán en todo el mundo las sequías. México no es excepción, particularmente el norte y centro del país.

Son varias las causas del fenómeno. Desde el crecimiento poblacional, la sobreexplotación del agua, la deforestación, el cambio climático... Para colmo de males, deficiencias en la infraestructura de distribución limitan aún más la disponibilidad del líquido.

Ahora llueve menos. En junio de 2023 hubo en nuestra región un descenso en la precipitación pluvial: 60% menos respecto de la media para ese mes de 1991 a 2020. Cae menos agua y hace más calor. Esta escasez tiene consecuencias desastrosas en la salud, economía, alimentación y un sinfín de ámbitos.

Puerto Vallarta y la Bahía de Banderas enfrentan falta, baja presión o flujo intermitente del líquido. De acuerdo con Alfonso Baños, arquitecto y Maestro en Desarrollo Sustentable y Turismo por la Universidad de Guadalajara, y Doctor en Ciudad, Territorio y Sustentabilidad, también por la UdeG, “hay una disminución sostenida en la captación de agua en ríos y afluentes superficiales, así como en los acuíferos. Ello motivada por situaciones globales (cambio climático) y regionales y locales (extracción de agua, modificación de cauces, impactos por extracción de materiales, masiva urbanización, poca innovación en el cuidado).”

Tan solo en Bahía de Banderas se estima que 46% de las viviendas no gozan de abasto regular.

Puerto Vallarta está regado al norte por los ríos Ameca y Mascota, el Pitilla, la Vena de Santa María y el Cuale, en tanto que, al sur por los arroyos de Las Amapas, Las Estacas, el Carrizo, el Mismaloya…

Por la composición de sus suelos, la permeabilidad de la sierra es baja; en cambio, en las planicies costeras la infiltración y recarga de acuíferos es favorable gracias a los sedimentos aluviales y conglomerados que las componen. La ciudad se abastece mayormente de la explotación de aguas subterráneas: cerca de 75% corresponde a acuíferos. El resto se obtiene de ríos y afluentes superficiales.

El año pasado la población pata salada sufrió altas temperaturas y, como resultado, deficiencias en la provisión de agua: baja presión e incluso falta del líquido, en un centenar de colonias. El retraso en la llegada de las lluvias hizo descender considerablemente los niveles de los mantos freáticos; para colmo, en octubre el huracán Lidia provocó interrupciones del servicio eléctrico, además de dañar la red de distribución afectando el suministro de agua potable. ¿Estamos bajo estrés hídrico en la región?... A decir del doctor Baños, “las alertas amarillas están encendidas y de mantenerse la tendencia a la baja en la captación podemos entrar en fase de estrés hídrico. Ello parece

una contradicción en una región que tradicionalmente no había padecido por el tema del agua”.

SEAPAL, organismo público a cargo de agua y alcantarillado, trabaja para aminorar los efectos de la sequía anticipada para 2024. Luego de un caótico 2023 en cuestión de suministro, ha hecho obras de reencauzamiento de los ríos Ameca y Mascota, además de rehabilitar pozos profundos, sustituir equipo de bombeo a fin de duplicar el suministro. En previsión de contingencias, las autoridades han entregado tinacos para almacenar el líquido y cuando es necesario recurren al envío de pipas a quienes lo necesitan.

Lo que es imperdonable es el lucro económico y político con esta grave problemática. Para no ir lejos, ahí está el triste caso del gobierno municipal de Luis Michel en Puerto Vallarta, que enseña algo turbio al haber contratado pipas a una empresa fantasma de pipas de agua, que recibió cerca de $5 millones de pesos, a cuya supuesta propietaria nadie conoce y que tiene por domicilio fiscal una simple casa habitación. Cabe señalar que la familia del emprendedor Profe Michel posee un negocio de pipas de agua potable y que el alcalde ahora en licencia solía publicar fotos donando tinacos a los vecinos que carecían de suministro del líquido.

A juicio del doctor Baños --consultor en temáticas de planeación urbana y regeneración-- tanto SEAPAL como OROMAPAS (para Bahía de Banderas), cuentan con personal capacitado, pero la gestión en CONTINUA PÁGINA 16

ne of the worst domestic dramas is running out of water. That horrible feeling of turning on the tap and waiting in vain for the liquid to come out... and nothing, nothing.

A necessary resource, especially vital, that allows our lives to flow smoothly is water.

Living in a region like this one, which has abundant rivers and streams, would seem like a foolproof insurance against the scarcity or lack of liquid, but it’s not. That resource that we always imagine as available sometimes arrives in drips or is lacking, even though we live in the tropics.

In recent times, the planet has been experiencing increasingly hotter years, which causes water shortages. Catastrophic estimates suggest that droughts will double worldwide in less than three decades. Mexico is no exception, particularly the northern and central regions of the country.

There are several causes of the phenomenon. From population growth, overexploitation of water, deforestation, climate change... To make matters worse, deficiencies in distribution infrastructure further limit the availability of the liquid.

Now it rains less. In June 2023, there was a decrease in rainfall in our region: 60% less compared to the average for that month from 1991 to 2020.

Less water falls and it gets hotter. This scarcity has disastrous consequences on health, the economy, food, and countless other areas.

Puerto Vallarta and Bahía de Banderas face shortages, low pressure, or intermittent flow of the liquid. According to Alfonso Baños, an architect and Master in Sustainable Development and Tourism from the University of Guadalajara, and Doctor in City, Territory, and Sustainabil-

ity, also from the UdeG, “there is a sustained decrease in water capture in rivers and surface tributaries, as well as in aquifers. This is motivated by global (climate change) and regional and local situations (water extraction, modification of riverbeds, impacts from material extraction, massive urbanization, little innovation in care).”

In southern Nayarit, there is an aggravating factor: the dispersion of its inhabitants makes regular and efficient supply of the liquid difficult. Only in Bahía de Banderas, it is estimated that 46% of homes do not have regular supply.

Puerto Vallarta is irrigated to the north by the Ameca and Mascota rivers, the Pitilla, the Vena de Santa María, and the Cuale, while to the south by the streams of Las Amapas, Las Estacas, El Carrizo, Mismaloya...

Due to the composition of its soils, the permeability of the mountains is low; on the other hand, in the coastal plains, infiltration and recharge of aquifers are favorable thanks to the alluvial sediments and conglomerates that compose them.

The city is mainly supplied by the exploitation of groundwater: about 75% comes from aquifers.

The rest is obtained from rivers and surface tributaries.

Last year, the salted population suffered high temperatures and, as a result, deficiencies in water provision: low pressure and even lack of liquid, in a hundred colonies. The delay in the arrival of the rains considerably lowered the levels of the water table; to make matters worse, in October, Hurricane Lidia caused interruptions in the electrical service, in addition to damaging the distribution network affecting the supply of potable water.

Are we under water stress in the region?... According to Dr. Baños, “the yellow alerts are on, and if the downward trend in capture continues, we can enter a phase of water stress. This seems contradictory in a region that traditionally had not suffered from water issues.”

16 | ABRIL / APRIL 2024 | No. 396 ambas instituciones dista de ser la más eficiente: “Las administraciones son de tres años y ello dificulta la planeación de mediano aliento, algo indispensable por los montos de inversión requerida.”

No son raras las quejas por la calidad del servicio y el líquido en Puerto Vallarta. Ahí está el caso de LH, quien vive en la zona hotelera norte: “Si bien no tengo queja por el abasto, sí por la calidad. En fechas recientes a menudo sale turbia, el filtro de agua que utilizo se pone café en muy pocos días”.

Vecinos de la zona del Pitillal y áreas cercanas han padecido por días de escasez de agua, lo que forzó a mucha gente a comprar tinacos. EE, habitante del fraccionamiento Hipódromo padeció mucho por la falta de suministro en los últimos meses, problema agravado por tener a dos hijos menores de edad.

De vez en vez, se pone sobre la mesa la posibilidad de desalinizar agua marina como solución a la escasez de agua potable. Por ahora los beneficios son debatibles pues estas plantas consumen altos volúmenes de energía. “Parecen ser una solución costosa en lo económico y en lo ambiental”, acota Baños.

Según datos oficiales, en México cerca de 78% del líquido se destina a fines agropecuarios, de modo que el consumo de industrias y hogares es marginal. En Bahía de Banderas –comenta el doctor Baños-- buena parte se usa en la agricultura, aunque se tiene un distrito de riego que toma agua del río Ameca. El resto se requiere para el sector turístico y la vivienda de medio millón de habitantes en la región.

Por mientras, hay que rezar o encomendarse a Tláloc (dios mexica de la lluvia y el relámpago) pues se anticipan meses de escasez de agua en esta zona, de acuerdo con previsiones del Comité Científico de Protección Civil de la Bahía. Si bien nos va, hasta junio-julio empezará a llover en la zona. Expertos en estos asuntos llaman a las autoridades a reutilizar el agua tratada (para riego de áreas verdes) y además instan a que se aproveche el agua de lluvias para uso doméstico o comercial.

Más vale actuar ya, antes de que sea demasiado tarde. No nos gustaría vivir lo que pasa en la zona metropolitana de la Ciudad de México, donde varias colonias reciben agua apenas dos o tres días por semana, incluso racionada en pipas. Las sequías, el crecimiento poblacional y una infraestructura obsoleta se combinaron para llegar a este lamentable escenario, que las autori-

dades tratan de minimizar. Pero ahí están las cifras: entre 1996 y 2021 el suministro diario de agua por habitante se ha reducido casi a la mitad. Pasó de 570 litros a 308 litros diarios por habitante.

Al observar la desaforada edificación de condominios en zonas como Versalles, en Puerto Vallarta, o poblaciones como Bucerías o La Cruz, en Nayarit, muchas voces han expresado preocupación: ¿Cómo pueden construir viviendas, además de lujo, con la misma infraestructura urbana existente? El agua no alcanza y vemos frecuentes fugas en calles de, por ejemplo, la Versalles, señalan. No son pocos quienes piden evitar repetir los problemas de áreas como Emiliano Zapata (Zona Romántica) que tuvo un crecimiento desmedido en los últimos años y sufre de fallas en la infraestructura de distribución y el drenaje.

No solo es un asunto de índole gubernamental, sino también responsabilidad de desarrolladores que construyen modernos y lujosos edificios de departamentos pero que no toman en cuenta los costos y carencias que deberá asumir la comunidad a muy mediano plazo.

Por mientras y escala personal, ¿qué hacer por ahora? Usar de manera responsable el líquido, antes de que sea demasiado tarde.

Lo que ya sabemos: duchas breves, cerrar la llave al cepillarse los dientes, reparar cualquier fuga y filtración en llaves y tuberías, ajustar el nivel de agua en la lavadora, lavar el auto con cubeta y esponja, en vez de usar manguera, regar el jardín temprano o por la noche, no usar el WC como basurero.

Mientras pasa el tiempo, si no la cuidamos, el agua se agota gota a gota.

In anticipation of contingencies, the authorities have provided tanks to store the liquid and, when necessary, resort to sending water trucks to those in need.

What is unforgivable is the economic and political profit from this serious problem. Not to go far, there is the sad case of the municipal government of Luis Michel in Puerto Vallarta, which shows something murky by having hired water truck services from a phantom water truck company, which received about $5 million pesos, whose supposed owner nobody knows and whose tax address is a simple residential house. It is worth noting that the family of the entrepreneur Profe Michel owns a business of potable water trucks, and the mayor, now on leave, used to post photos donating tanks to neighbors who lacked water supply.

According to Dr. Baños - a consultant on urban planning and regeneration issues - both SEAPAL and OROMAPAS (for Bahía de Banderas), have trained personnel, but management in both institutions is far from the most efficient: “Administrations last for three years, which makes medium-term planning difficult, something essential due to the investment required.”

Complaints about the quality of service and water in Puerto Vallarta are not uncommon.

There is the case of LH, who

lives in the northern hotel zone: “Although I have no complaints about the supply, I do about the quality. Recently, it often comes out turbid, the water filter I use turns brown in just a few days.”

Residents of the Pitillal area and nearby areas have suffered from water shortages for days, forcing many people to buy tanks. EE, a resident of the Hipódromo subdivision, suffered a lot due to the lack of supply in recent months, a problem aggravated by having two minor children.

From time to time, the possibility of desalinating seawater as a solution to the shortage of drinking water is put on the table. For now, the benefits are debatable as these plants consume high volumes of energy.

“They seem to be a costly solution both economically and environmentally,” adds Baños.

According to official data, in Mexico, close to 78% of the liquid is allocated for agricultural purposes, so the consumption of industries and homes is marginal. In Bahía de Banderas Dr. Baños comments - much of it is used in agriculture, although there is an irrigation district that takes water from the Ameca River. The rest is needed for the tourism sector and the housing of half a million inhabitants in the region.

Meanwhile, we must pray or entrust ourselves to Tláloc (the Mexica god of rain and lightning) as months of water scarcity are anticipated in this area, according to forecasts from the Scientific Committee of Civil Protection of the Bay. If we’re lucky, it will start raining in the area by June or July. Experts in

these matters are calling on authorities to reuse treated water (for watering green areas) and also urging the use of rainwater for domestic or commercial purposes.

It’s better to act now, before it’s too late. We wouldn’t want to experience what happens in the metropolitan area of Mexico City, where several neighborhoods receive water only two or three days a week, even rationed in water trucks. Droughts, population growth, and obsolete infrastructure have combined to reach this unfortunate scenario, which authorities are trying to minimize. But there are the figures: between 1996 and 2021, the daily water supply per capita has been reduced by almost half. It went from 570 liters to 308 liters per capita per day.

When observing the uncontrolled construction of condominiums in areas like Versalles, in Puerto Vallarta, or towns like Bucerías or La Cruz, in Nayarit, many voices have expressed concern: How can they build homes, in addition to luxury ones, with the same existing urban infrastructure? Water is scarce, and we see frequent leaks on streets in, for example, Versalles, they point out. There are many who demand to avoid repeating the problems of areas like Emiliano Zapata (Romantic Zone) that had an excessive growth in recent years and suffers from flaws in distribution infrastructure and drainage.

It is not only a matter of governmental nature, but also the responsibility of developers who build modern and luxurious apartment buildings but do not take into account the costs and deficiencies that the community will have to assume in the very near future.

In the meantime, on a personal scale, what to do for now?

Use water responsibly before it’s too late. What we already know: short showers, turn off the tap while brushing teeth, repair any leaks and filtrations in faucets and pipes, adjust the water level in the washing machine, wash the car with a bucket and sponge instead of using a hose, water the garden early or at night, do not use the toilet as a trash can.

As time passes, if we don’t take care of it, water runs out drop by drop.

These customers tell us that although the sofas they see in stores in the area look nice, they are uncomfortable. They are also concerned about how long the couches and sectionals will last, especially with the high humidity, intense UV rays, salty ocean air and termites.

Although they do not want to overpay for a couch for their vacation or rental home in Mexico, they want to ensure they get good value for their money.

When purchasing any big-ticket item, there are two ways to ensure you buy right the first time. The first is to spend hours researching what to look for and how to tell if a piece of furniture is well made. The other way is to buy from a trustworthy retailer and manufacturer.
