Design-Build for Neighborhood Mini Parks
The following represents the anticipated project schedule, assuming that the City of Pontiac and AHJ’s staff can provide feedback and input at the necessary intervals, or within one (1) week from receipt of deliverables:
Phase 1:
Concept / Program Verification: 2-3 weeks with up to 2 steering committee meetings
Schematic Design: 4-5 weeks with up to 3 steering committee meetings
Phase 2:
Design Development: 4-5 weeks with 1-2 steering committee meetings
Construction Documents: 5-6 weeks with 1-2 steering committee meetings
Bidding, contracts, and submittals: 4-6 weeks
See attached Schedule our Team anticipates starting construction after Scopes and Budgets are agreed to by the City of Pontiac. We anticipate work can proceed early March 2026, and the Full Parks will be constructed by the end of July 2026. We presented Option A and Option B for proceeding on the 4 Partial Parks since the exact scope cannot be quantified until final designs are determined based on available funding. Option A would commence immediately after the 4 Full Parks are complete and be finalized by December 2026. Option B shows the anticipated schedule assuming an earlier agreed to Design and Scope with City through an expedited review to finalize the remaining funding for the 4 Partial Parks. This Option shows concurrently working on the last Full Park with the First Partial Park and results in a late Fall 2026 overall completion. Option B may be more advantageous for the City to help mitigate their overhead costs. Our Team plan is to work with the City to accomplish an earlier start on the 4 partial parks.
Approximately 10 months, with each of the eight parks will have individual project specific schedules, and depending on final scopes of work will dictate work duration. As previously, noted above our intent is to complete parks in accordance with priority, but with City approval may work concurrently on multiple parks to meet deadlines. All work to be completed and any ARPA funds will be spent and all parks completed by December 31st, 2026.

As requested in the RFP 3.1.1 and 3.2 the following is our final percentage of construction cost for design engineering, construction administration and engineering, and the percentage for construction.
• Design Engineering = 6.5%
• Construction Administration and Engineering = 1%
• Construction Management Fee = 3%
Clarifications/Assumptions:
1. Site surveys will be provided by Owner in digital (AutoCAD) format. This shall include boundaries, topography, trees over 6” caliper at chest height, underground and overhead utilities, easements, vaults, and any existing improvements.
2. Community and stakeholder engagement is completed and has informed the proposed improvements / design concepts. Additional stakeholder engagement is not included in this proposal but can be accommodated as an additional service if needed.
3. A half-day project kick-off meeting will be facilitated by the consultant to visit the park sites and verify the improvement program for each facility. Design coordination meetings will occur virtually via Microsoft Teams on a bi-weekly basis through the completion of construction documents.
4. This proposal is based on the elements included in the preliminary concept plans. If additional improvements are needed, such as electrical service, lighting, water, irrigation, sanitary or storm sewers, restrooms, etc., design for these elements cab be provided for an additional service fee.
5. Construction administration assumes that multiple site visits will happen during the same day, i.e. 2-3 parks per site visit.
6. The Construction Management Fee does not include the required general conditions and general requirement costs of the project including but not limited to on-site part-time supervision, office staff, porta johns, temp power, overhead costs, insurances, bonding, etc. Once the scope of the projects are known, these costs will be included in the cost estimates based on each park.
7. In reference to the City of Pontiac's response to Progressive Companies prebid question related to the future parks, we have only included design and construction fees for the (4) partial parks and (4) full scope parks. Progressive Companies and the City of Pontiac will partner together with an option to extend the contract for future parks with consideration for additional fees and schedule.
