2022 PACCAL AWARDS AND 30TH YEAR ANNIVERSARY – OCTOBER 2022
In the 1970s, a big influx of Filipino immigrants arrived in the state of New York. Because of its proximity to New York City, Jersey City became an immediate refuge Fast forward to the early 90s, Jersey City had the largest concentration of Filipinos in the State of New Jersey.
Filipino professionals in various fields of education, medical, engineering, business, and other professionals started calling Jersey City home thereby contributing to its economic renaissance.
Filipinos started organizing the community but while there were numerous Filipino organizations in Hudson County most of them were focused on helping the Philippines.
Linda Mayo, the first Asian elected official in Hudson County and former Jersey City Deputy Mayor recognized the need for a culturally competent non-profit organization. Linda Mayo pioneered the founding of PACCAL in October of 1992 with the help of a group of World War II veterans headed by the late Sir Col Mariano S. Aureus. Linda held the role as PACCAL’s President for twelve years and since then became the Executive Director implementing programs and services.
Linda is also the founder and former President of the Ladies for Rizal, Inc., New Jersey Chapter in the USA, an official affiliate of the “Kababaihang Rizalista, Inc.,” an international organization with headquarters based in the Philippines.
The first issue tackled by PACCAL is housing for Filipino seniors. They helped seniors in the process of applying in different Jersey City Senior Housing buildings. The first successful applicants PACCAL helped in Harborview Senior housing were WWII veterans and through them other Filipinos followed suit. PACCAL was the first support group of PAVO, Inc. in its fight for equity. The next project was The Voters’ Registration and Citizenship Drives to empower the Filipino community. PACCAL, with Linda’s efforts, also partnered with Sir Dennis Hayes, the Director of the Jersey City Public Library from 1994 - 1996 to build a collection of 500 Philippine books in the Jersey City Public Libraries. The collection ranged from current form of government and economy to history, culture, arts, and heritage.
The PACCAL Neighborhood Center has been a haven for Filipinos in Jersey City needing information and referrals to City & County government services as well as other provider service agencies. Some of the services are information and referrals on senior entitlements; referrals to affordable medical check-ups and health services; social and recreational activities for seniors; youth classes on Philippine history, values & culture, and folk arts programs; substance abuse education & prevention; domestic violence prevention; educational forums and workshops or youth and family. PACCAL has also helped many Filipino women who are victims of domestic violence.
PACCAL is a member of the Hudson County HIV/AIDS Planning Council with voting members since 2001 and has an HIV/AIDS outreach and support group.
PACCAL is the current recipient of grants from the Hudson County Department of Health and Human Services - Office of the Aging. And works with the various local organizations for the Healthy Heart Healthy Family Program for the Oldr Adults in our community.
PACCAL is a community partner of Asian American Federation for the US CENSUS 2010 and 2020; NYU-Project AsPIRE and Kalusugan Coalition in the study of hypertension in the Filipino Community in Jersey City in early 2010s, and in the NYU’s grant study for Oral Health Care and Frailty in 2021
Up to date, Pan American Concerned Citizens Action League, Inc. (PACCAL) continues to hold a 501(c3) non-profit organization status and holds the distinction of being the only Asian provider Agency recognized by the Hudson County Department of Health and Human Services (DHHS), Office on Aging.

OCTOBER CELEBRATION

A CHILD’S INTRODUCTION AND EXPERIENCE TO THE FILIPINO CULTURE AND CLOTHING
It is not everyday that a child from a FilipinoAmerican family gets to wearor get familiar with the roots of their parents.
At times, they would have to attend a Filipino American event like the Santacruzan, a traditional and cultural event. Or perhaps the “Small World” programs being done within the school.
The SWEETLY FILIPINIANA is for both young girls and boys to allow them to wear various Philippine clothing like baro at saya, terno, Filipiniana, barong, etc… where they can connect with their Filipino roots – while also having the intimate experience with their parents, grandparents, or friends who would also be joining them on a walk at PACCAL’s Women’s History Month Gala Event.
PACCAL recognizes the men and women who are fifty and above who continue to remain active in their community work to help the indigineous.
Today we celebrate PACCAL’s reaching a milestone. The first health and human service organization in Hudson County is now 30 years!!!
During the first decade PACCAL held many projects and activities to enumerate a few are as follows:
1. Support the Filipino American World War II Veterans in their fight for equality
2. Voter’s Registration drives to empower the Filipino community
3. Youth and Family Forums to address the identity crisis of Filipino-American Youths
4. Read America Project in cooperation with Jersey City Public Library
5. Information and Referral services for new immigrants
6. Summer programs for Filipino Youth. Teaching them Filipino language, folk dance, and history
7. Assists seniors in applying for senior housing
8. Partnered with the Kalusugan Coalition in “Project Aspire”, a study of hypertension in the Filipino Community.
9. Sponsored the first Philippine Consulate Community Outreach in Jersey City in cooperation with CAM (Catholic Action of Mary)
10. In order to alleviate Filipino seniors issues of loneliness and isolation, PACCAL sponsored free bus trips to Longwood Gardens, Amish Country, Seven Flags Great Adventure, and Concert at NJPAC.
These activities and projects laid down the foundation and shaped the future endeavors of PACCAL in the next two decades. Tomorrow starts a new beginning for PACCAL. I strongly believe that under the leadership of Ria Serrano, Executive Director, PACCAL will continue to grow even bigger in its missions.
I want to thank Freddy Burke, chairperson of PACCAL’s 30th Anniversary; Rose Javier, President; all officers and board members of PACCAL, past and present; and all the committee members and volunteers for making a strong and stable Health and Human Service organization for Filipinos and other Asians.
I thank all the honorees, their family and friends for their invaluable help to make PACCAL’s 30th Anniversary an affair to remember.
MOVE FORWARD PACCAL! MABUHAY!
Honored Guests, Friends, and Family
Welcome to the 30th Year Anniversary of PACCAL.
I am very proud that I am one of the pioneers of PACCAL and 30 years later, I am still with PACCAL to server our community.
I have fond memories of the years when PACCAL staged “Back to the Roots”, a 3-hour play with an original script written and directed by Linda Mayo. As one of the actresses, we tackled the issue of identity crisis of the Filipino-American youth. We had so much fun.
Throughout the years, PACCAL had many challenges which we tackled through steady team work. I wan to thank PACCAL’s Executive Director Ria Serrano, Chairperson of 30th Anniversary Freddy Burke, and all the officers, committee members, and volunteers for all their help and sacrifices to make this event a huge success.
Maraming Salamat po sa lahat.
Enjoy the party!
It is with honor and pride that I join the leaders and members of PACCAL at the 2022 PACCAL AWARDS as we honor these amazing men and women whose personal achievements have contributed to the upliftment of our community. We are proud to meet and present these individuals whom we are hopeful that the future generation can look up to and learn from. We thankthefamily and friends of the honorees for joining us today and to PACCAL’s families, friends and supporters for being our backbone of this beautiful event.
Additionally, allowme totake this opportunity to thank PACCAL’s 2022 Executive Board and Board of Directors led by President Rose P. Javier for their commitment in continuing the mission of PACCAL. We also wish to thank Hudson County’s Health and Human Services – Office of the Aging whose grants help us in delivering our services to the seniors.
This year, PACCAL continued its flagship program “Healthy Heart Healthy Family” which provides health topic review about diabetes, hypertension, arthritis, and many more and it is followed by a light exercise program to provide our seniors with stamina for the day. PACCAL also initiated the “Medicare in 5 minutes” during our online workshops to help our seniors understand the new programs and determine the best plan within Medicare.
In the last 2 years, PACCAL has partnered with several organizations to accomplish local community projects. This inclued the partnership with SCI (Senior Citizen Incorporated) for the Liberty Park Picnic, with JCI Jersey City (Junior Chamber International) and Rotary Club of Kalayaan Cagayan De Oro for the “Rice-of-Love Tabang Kagay-Anon” which is a Rice Relief effort for families in Cagayan De Oro, Philippines, with Phenom, FABLLI and UNIFFIED for the procurement of a multipurpose printer for Cagayan Do Oro School to serve 6000 students. Locally, we worked with NYU and Kalusugan Coalition for their research on Oral Health Care and Frailty for the Filipino seniors, and with the Department of Health for the Tuberculosis info-session. We have attended about 60 events from the beginning of this year to support other organizations for their causes.

OCTOBER 2022, New Jersey, USA
We are indeed very blessed to have our board, staff, members and volunteers that help serve community. And we look forward to hearing and meeting new faces.
RIA SERRANO EXECUTIVE DIRECTOR PACCALOCTOBER 2022, New Jersey, USA
A warm welcome again to all our distinguished awardees, guests, past and present officers, members and advisors. It is an honor to stand before you here today. As a twenty four year old irishfilipino american, I am grateful to the many good works that Pan American Concerned Citizen Action League Incorporated (PACCAL) has done for over 30 years. PACCAL’s founder, Linda Mayo, had a vision for health and human services that was able to be fruition into reality in the year 1992. In the 1990s, A large number of Filipino World War II veterans also arrived and were naturalized as U.S citizens, and Linda saw they needed a support group for their needs. These veterans helped Linda organize Paccal. In October 1992, PACCAL came to life.
The founding members and 1992 board, Linda and Joey Mayo, Merla Favila, Virgie Alvarez, Trinidad Paguiligan, Linda Salas Pam, Edgar Rosales, Rose Estrellado, Carmen Flores, Ador Equipado, Alfredo Diaz, Jose Red, Cesar Liongson, Josephine Baello, and Rose Javier ensured that a community of love can be built. Jersey City Public Library gave PACCAL its first grant through community partnership. This helped provide books and educational services to those who wished to learn. Engaging Filipino youths about their culture, and heritage. PACCAL has engaged in participating in the Manila Ave Santacruzan and Flores de Mayo with the Catholic Action of Mary for many, many years. This Filipino catholic religious tradition showed Filipino youths and the many Filipino migrants who came to downtown jersey city that the Filipino community is flourishing! I’d like to take the time to thank PACCAL for their belief in me and my vision of continuing this religious tradition of the Santacruzan, now entering its 45th celebration in 2023. Additionally, thank you to Sir Joey Mayo for your 10+ consecutive years of services to the Santacruzan Street Festival. The traditions of the Philippines brought over here to America, should be cherished and taught to the future generations. Strolling down Paccal’s memory lane of important points in the organization’s history and projects: Rosalinda K. Repulda wrote the first CDBG grant from Jersey City and outreach grant from the Hudson County Office on aging. Guy Catrillo provided technical and educational, historical, support for Paccal’s major projects like the staging of ‘Back to the Roots’ in Ferris High School and in Edison NJ. Virgie Alvarez taught children born in the U.S ofFilipino heritage, the art of Philippine folk dances. Florentino Capili wrote plays which encouraged Filipino American children to speak in Tagalog. Bobby T. Yalong, former Executive Director brought his skills and artistry to PACCAL. As a writer and columnist of Asian Journal, PACCAL became known for its continuous health and human services in Hudson County. Ria Serrano, current Executive Director of PACCAL, starts the beginning of a new era. With her enamor, youth and zeal, knowledge of I.T and technology PACCAL has continued with strong force. On her birthday in 2020, Ria organized a massive fundraiser for PPE, masks for our seniors and vulnerable adults, helping combat the pandemic of COVID-19. Kay Habana’s vision for filipino youths in traditional filipiniana and barongs gave birth to Sweetly Filipiniana during Paccal’s Women’s history month. Now in 2022, Paccal has formed a youth adult group! From the words of Tita Linda Mayo to me today, PACCAL is blessed and is still ready to serve the community’s health and human services after 30 years of service. I’d like to take a moment to pray for the members who have joined the lord in Heaven, Dennis Hayes, Edgar Rosales, Crispina Mirasol who passed this year.
To the 2021-2022 Board led by Tita Rose Javier, thank you for continuing this vision and mission to help the community. To the Staff of PACCAL, thank you for continuing the Health Heart and Healthy family seminars with our seniors and at Harborview, you are essential! Thank you to the generosity of our Honorary Chairs, Maria Pilar Monje and Ofelia ‘Lea’ Frain. This afternoon, we are empowering our community members by honoring them in their field of work and recognizing outstanding individuals who have excelled. To all the Past and Present PACCAL Presidents, thank you for leading the helm of this organization during your time. Your service to the community is remarkable. Lastly, to all present in our 30th Founding Anniversary Gala today, thank you for your support and belief in the mission and vision of Pan American Concerned Citizens Action League Inc. now and forever. May God bless you all and enjoy the afternoon!

Marcelino is the first Filipino to have won Pratt's top graphic arts award aside from being the first Filipino to accomplish to feat twice, having won another award in 1972. Pratt's Annual Graphic Arts Competition is considered one of the more prestigious contests in the field. It is also one of the toughest to win as it involves consensus judging by an unnamed panel of critics and judges. The Pratt tour the United States for about a year.
Winning the award twice is only one of Marcelino's achievements. His works have been exhibited and well received in various parts of the world, including Sao Paolo, Brazil. In addition, he is considered one of the finest printmakers in the Philippines.
The artist, Marcelino Rodriguez, says his basic creative ideas begin with a simple starting point. The application of square, circle, and triangle are his geological references. Mr. Rodriguez’s experiences at the many interesting islands in his native Philippines brought together with the western experiences form a unique blend of emotions. They became the artist’s inspiration, evident in his works, colors, and expressions. “Impressions Landscape”
a mixture of ideas, textures, and composition is the result of Mr. Rodriguez’s desire for spiritual creativity. Collages and incorporation of copper foils are his duplications of lights and shadows, while lines, drawings, and hard edges are the rendition of the total creation. These variations are essential layers of patterns. In the end, the artist views each piece as a quick and simple exercise that wins momentary pleasure for its creative experience. Marcelino Rodriguez has joined several exhibitions and competitions over the years. His first solo exhibit was at the prestigious Luz Gallery in Manila, Philippines.
Marcelino is the second son of Manuel Rodriguez Sr.,. His father was a pioneering printmaker in the Philippines, who also boasts of another equally talented brother Manuel Rodriguez Jr. Manuel and Marcelino founded the Sepia Print Workshop in New York City to help the struggling Filipino and third World Artists.

She mentions” As a coach, there is no greater joy than watching athletes develop and go on to continue their sport in college, and I coached many student-athletes who swim competitively in college, with some earning individual conference championship titles. Overall, I believe in the healing properties of water for spiritual, emotional, and physical well-being. As for the future, I look forward to continuing to foster the development of aquatics programs in my hometown and in the State of NJ.
One of her major goals is to increase the water safety of all populations so they may enjoy the benefits of aquatic programs with security and confidence. We excel in what we do because we as a people love doing the things we do. When we love what we do and endeavor to improve, we raise the standard of excellence set by our elders and set an example for those who will come after us. It is so important for me to be visible as a young Filipino woman in a leadership position because as our world continuously changes, we must show up and be seen by future generations. We must send the message that Filipino leadership in America is normal because we are capable of being leaders in our respective fields because excellence is part of our culture. I will continue setting that example for my peers and future generations of Filipinos in America.”

LJ’s dream is to pass her Nurse Registered License and be an Aesthetic/Cosmetology Nurse, and have her won aesthetic clinic one day.
Adreinne Crizelle Lacorte-Mercado, 14 years of age, is the youngest and only daughter of Arlyn Lacorte and Erl Mercado and has an older brother named Sean Mercado. She was born and raised in Brooklyn, New York. She is currently a Freshman at Midwood High School and will be graduating in June 2025.
Being new to high school, Adreinne takes her academics very seriously and puts a lot of effort into school. She takes every new day’s challenges as a motivation for her to do better. Since her elementary days, she has always been on the top of her class and in the Honor Roll. Recently, she had an overall average of 99.00%. Aside from her academics, Adreinne is a big advocate for worldwide issues and has expanded her advocacy by joining the UNICEF club at her school. She has participated in fundraisers and multiple events for charity both online and in person. Adreinne wishes to pursue a career in science and medicine and dreams to become a pharmaceutical scientist. Helping the unfortunate has always been a top priority for her.
Adreinne recently participated as Reyna Elena II in the year 2022 for C.A.M. (Catholic Action of Mary) and believes that it helped shaped her into a strong minded young woman. She learned so much on her journey as a Reyna and hopes to learn much more as Miss Teen PACCAL 2022.

2022 PACCAL AWARDS AND 30TH YEAR ANNIVERSARY – OCTOBER 2022
From the thoughts of a fiive year old:
1. My name is Dominique Grace de Leon, from Secaucus, New Jersey. My parents are Gerardo and Darlene. I have a sister. Her name is Angel. And I have a brother. His name is Derek
2. I like playing with toys. I love school because I see my friends and play in the playground. I also like singing, dancing, and going to ballet practice. I love to paint, and draw, like huggy, wuggy, unicorns, Hello Kitty, our dog Lily, and my family. I like to make pan de sal with my mom and eat a lot of it.
3. Thoughts and feelings for Little Miss PACCAL: I am proud to be a Filipino American. I want to share with the community our Filipino values and good food.
