BRIEF HISTORY
PAN AMERICAN CONCERNED CITIZENS ACTION LEAGUE
2021 AND 2022 PACCAL’S WOMEN’S HISTORY MONTH GALA – JUNE 2022
In the 1970s, a big influx of Filipino immigrants arrived in the state of New York. Because of its proximity to New York City, Jersey City became an immediate refuge. Fast forward to the early 90s, Jersey City had the largest concentration of Filipinos in the State of New Jersey.
Filipino professionals in various fields of education, medical, engineering, business, and other professionals started calling Jersey City home thereby contributing to its economic renaissance.
Filipinos started organizing the community but while there were numerous Filipino organizations in Hudson County most of them were focused on helping the Philippines.
Linda Mayo, the first Asian elected official in Hudson County and former Jersey City Deputy Mayor recognized the need for a culturally competent non-profit organization. Linda Mayo pioneered the founding of PACCAL in October of 1992 with the help of a group of World War II veterans headed by the late Sir Col. Mariano S. Aureus. Linda held the role as PACCAL’s President for twelve years and since then became the Executive Director implementing programs and services.
Linda is also the founder and former President of the Ladies for Rizal, Inc., New Jersey Chapter in the USA, an official affiliate of the “Kababaihang Rizalista, Inc.,” an international organization with headquarters based in the Philippines.
The first issue tackled by PACCAL is housing for Filipino seniors. They helped seniors in the process of applying in different Jersey City Senior Housing buildings. The first successful applicants PACCAL helped in Harborview Senior housing were WWII veterans and through them other Filipinos followed suit. PACCAL was the first support group of PAVO, Inc. in its fight for equity. The next project was The Voters’ Registration and Citizenship Drives to empower the Filipino community.
PACCAL, with Linda’s efforts, also partnered with Sir Dennis Hayes, the Director of the Jersey City Public Library from 1994 - 1996 to build a collection of 500 Philippine books in the Jersey City Public Libraries. The collection ranged from current form of government and economy to history, culture, arts, and heritage.
The PACCAL Neighborhood Center has been a haven for Filipinos in Jersey City needing information and referrals to City & County government services as well as other provider service agencies. Some of the services are information and referrals on senior entitlements; referrals to affordable medical check-ups and health services; social and recreational activities for seniors; youth classes on Philippine history, values & culture, and folk arts programs; substance abuse education & prevention; domestic violence prevention; educational forums and workshops or youth and family. PACCAL has also helped many Filipino women who are victims of domestic violence.
PACCAL is a member of the Hudson County HIV/AIDS Planning Council with voting members since 2001 and has an HIV/AIDS outreach and support group.
PACCAL is the current recipient of grants from the Hudson County Department of Health and Human Services - Office of the Aging. And works with the various local organizations for the Healthy Heart Healthy Family Program for the Oldr Adults in our community.
PACCAL is a community partner of Asian American Federation for the US CENSUS 2010 and 2020; NYU-Project AsPIRE and Kalusugan Coalition in the study of hypertension in the Filipino Community in Jersey City in early 2010s, and in the NYU’s grant study for Oral Health Care and Frailty in 2021.
Up to date, Pan American Concerned Citizens Action League, Inc. (PACCAL) continues to hold a 501(c3) non-profit organization status and holds the distinction of being the only Asian provider Agency recognized by the Hudson County Department of Health and Human Services (DHHS), Office on Aging.

Greetings my friends!
It is an honor to once again serve the community as PACCAL’s President for the second term after my 2012-2013 term and provide health and human service needs to the Filipino, the Asian-American, and Pan-American community.
As one of the charter officers of PACCAL back in the 90s, I have seen how the organization has grown. PACCAL’s journey through the years is not without challenges but PACCAL has continued to be blessed with dedicated community leaders, service-oriented volunteers, and a staff who ensures our program continue despite global predicaments.
Secondly,my warmestgreetingsand congratulations to all PACCAL Awardees who are all deserving for the recognition being bestowed to all of you tonight. Your achievements are an inspiration not only to the Filipino community but especially you are the models for our youth who are the “The hope of tomorrow”.
PACCAL is a 501c3 non-profit organization that has served the community for over 28 years, now going on its 29th year as we celebrate our anniversary this month of October 2021. PACCAL conducted its initial projects and programs by collecting funding through its members and then through various community fundraisers. I remember that there were times that we would open a flea market stand at the Jersey City parks and once in a while at Atlantic City trips. And although we now receive grants from the Hudson County Department of Human and Health Services Office of the Aging which helps provide the necessary funding to serve the seniors in our community, we need to continue with various fundraisers to help the other programs.
I thank all of you who are present tonight for supporting these wonderful individuals as our community progresses throughout the years. Our community will not be where it is for without such hardworking individuals who provide unrelenting efforts to make our community better.
Thanks to our volunteer board members who joins us on our meetings to discuss how to make our programs better; to our staff who implements all the programs on behalf of PACCAL; and to all our members for supporting our endeavors throughout the year especially during these challenging times.
It is with honor and pride that I join the leaders and members of PACCAL at the 2021 PACCAL AWARDS as we honor these amazing men and women whose wondrous personal achievements have contributed to the upliftment of our community. From the time the committee received numerous nominations… to then reviewing each narrative…to the interviewing phase... finalizing the names of the honorees and… then progressing to the actual presentation Each stage of this process has been truly rewarding. Each of these individuals possessed the amazing virtue of resilience and strength in spirit as they sort through the various challenges of life and achieve their goals amidst the odds. We are proud to meet and present these individuals whom we are hopeful that the future generation can look up to and learn from.
We thank the family and friends of the honorees for joining us today and to PACCAL’s families, friends and supporters for being our backbone of this beautiful event.
Additionally, allow me to take this opportunity to thank PACCAL’s 2021 Executive Board and Board of Directors led by President Rose P. Javier for their commitment in continuing the mission of PACCAL We also wish to thank Hudson County’s Health and Human Services – Office of the Aging whose grant approval help in delivering our services to the seniors.
This year, PACCAL continued its flagship program “Healthy Heart Healthy Family” which provides health topic review about diabetes, hypertension, arthritis, and many more and it is followed by a light exercise program to provide our seniors with stamina for the day. PACCAL also initiated the “Medicare Merienda” during the summertime to help our seniors understand the various programs and determine the best plan within Medicare.
PACCAL also partnered with several organizations to accomplish local community projects. This year, PACCAL partnered with SCI (Senior Citizen Incorporated) for the Liberty Park Picnic, with JCI Jersey City (Junior Chamber International) and Rotary Club of Kalayaan Cagayan De Oro for the “Riceof-Love Tabang Kagay-Anon” which is a Rice Relief effort for families in Cagayan De Oro, Philippines, with Phenom, FABLLI and UNIFFIED for the procurement of a multi-purpose printer for Cagayan Do Oro School to serve 6000 students. Locally, we worked with NYU and Kalusugan Coalition for their research on Oral Health Care and Frailty for the Filipino seniors, and with the Department of Health for the Tuberculosis info-session.
We are indeed very blessed to have our board, staff, members and volunteers that help serve community. And we look forward to hearing and meeting new faces.

2021 PACCAL HONOREE
PIA PASCUAL VOCAL PERFORMER
Versatility is one of the peculiarities that gauge a singer’s well-rounded malleability and ultimate vocal pliability to suit any style or genre of music. This same distinctive trait could easily be ascribed to fast-rising singing sensation Pia Pascual… ‘though it won’t be surprising at all since Pia was born to a musically inclined family. It was actually her mom who trained her at a tender age of five and learned to embrace it since. And just like any topnotch recording artist, Pia’s early public exposures were in the church choir where she was a member of the Music Ministry. At seventeen she became an integral part of a band that determinedly performed in various entertainment venues around Laguna and Metro Manila areas. Her escalating professional experiences and idiosyncratic vocal style brought her to Shanghai, China and a singing stint in a cruise ship prior her New York destination.
Pia’s talent is justifiably equating with power, an enticing appeal, and a face that admissibly deserves a queenly title… and accurately enough, she was crowned Miss PWU 2007 and Miss NAFA 2019 in Jersey City.
As a testimony to her singing capability Pia, through Whatsonfilam Music and record producer Jeremy Newcastle, enthusiastically released her maiden single, “Palm Tree.” Which can be downloaded in all major digital platforms like Itunes, Amazon Music, Spotify, Beezer, and CD Baby.
After hearing Pia rendered several ditties, I observed that this world-class artist could hit every note with ease and diligently mastered her own vocal range… be it in a low-toned bar or a high-pitched note, she could make them seemed cool while exhibiting a relaxed and effortless bearing.
She’s in total control not only of her vocal aptitude in “attacking” a song’s mood but also her audience. Her veritably captivating stage presence, aside, of course, from her innately enthralling voice, is more than sufficient to hold the crowd under her spell and keep them breathlessly in awe. Fittingly dubbed the “Bossa Nova Princess,” Pia’s pliable body coordination and slithering locomotive nuances are unquestionably her distinguishing assets that make her performance even much more electrifying. And not to forget her statuesque deportment that cannot be easily ignored.
As if her thriving career wasn’t enough to prove her worth in the field, she joined the 2019 WCOPA (World Championships of Performing Arts) where she finished as a silver medalist in her category… indisputably, an effectual morale booster to her intensifying career. There seems no stopping this latent superstar of the local entertainment arena. Just last December 7, 2019, Pia bigheadedly hugged the limelight once more but that time via a concert, aptly tagged “Simply Pia,” at the JC Underground (@ 116 Newark Avenue, Jersey City, NJ 07302) that was produced by Ruffy Ronas’s Kalye Solutions, LLC.
The low-key Ronas readily gambled and invested in the said event all because of his intuitive self-assurance in Pia’s genuine talent that he profoundly attested. He was even quoted openly that the svelte singing sensation has got what it takes to be a big celebrity… that she’s aptly armed with that enticing stage appeal, that magnetic personality, and a wellassessed aptitude that could, in all possibilities, attract a large audience.

She performed with the company at preschools, senior centers, day care facilities, and various community events in the county during the holiday season. She was also inducted to the National Honor Society for Dance Arts (NHSDA) during Dance NJ Festival last January 2020 held at Montclair State University. Each school year, she volunteers her time teaching pre-school aged kids for creative movements and dance as part of The Little Steps community program Mikaela started dancing at 7 years old as a form of positive recreation to channel her hyper energy and upon turning 13, she auditioned for ‘Clara’ and got the coveted role where she performed the lead character in the Nutcracker production of the New Jersey Youth Ballet (NJYB). Every holiday season, NJYB brings magic to young audiences across Central Jersey, with eight performances in three theaters. She started performing on pointe at 14 with various soloist roles and classical variations like Sleeping Beauty, Paquita, and Raymonda to name a few. Soon after Clara, she evolved into many Nutcracker soloist roles such as Ballerina Doll, Soldier Doll, Arabian Princess, snowflakes, flowers, Mouse Queen and Snow Queen. At 16, she was chosen to be the Sugar Plum Fairy, the most sought-after role within NJYB's Nutcracker ballet. As Sugar Plum Fairy, she moves gracefully en pointe, and smile as she bids farewell to Clara and the Nutcracker in the Land of the Sweets, it was a bittersweet goodbye, as her final 2019 season ends with NJYB.
Last summer, Mika participated in Model United Nations Institute and received her diplomat and ambassador certificate from Best Delegates. It was a great learning experience for her to meet international students, debate world issues, visited United Nations, and enjoyed the beautiful grounds of Georgetown University and Columbia University. Also tried Filipino pageantry, professionally trained by Bobby T. Yalong in pageantry and modeling in New York City. Won her first beauty title as Miss Philippines-America 2019 with FSCNY in Astoria World Manor in New York. Mikaela said she has gained more confidence and learned to believe more in herself. To highlight the artistic quality of Filipino music and dance, together with her ballet mistress, she created an original choreography of the beloved Filipino folk song "Paru-Parong Bukid". Her folk-classical ballet variation won ‘Best in Talent’ during the pageant and has won the hearts of audiences where she performs this variation in Filipino-American community events.
After winning Miss Philippines-America 2019, she enrolled to a summer intensive 2019 training with BalletCNJ in Hamilton. The artistic director already observed her artistry, her potential, and her bright personality that she brings in the studio on her first day in class. At the summer performance, she was awarded a director’s scholarship for a 5Week Summer Intensive in 2020 and an invitation to join their full-time professional training division. On her first month of training, she was encouraged to audition for a few international ballet competitions and got accepted for her very first solo competition against ballet dancers around the world. Competing in Miami-IBC and New York-YAGP Semi-Finals provided her more training and to be more visible in the ballet world. It is like an open audition in front of international ballet masters from the most renowned companies.
Being a classical ballerina is a huge commitment as ballet is hard, the training is strenuous, the hours are exhausting, but the joy it brings her is noteworthy. Whenever Mikaela finds the time, which is rare these days, she likes to spend time with her friends and relax on the beach down the Jersey shore. At home, she loves cooking her own meals, baking, piano playing, singing and crafting.

Currently Adé finds joy and unprecedented gratification in spending time with her granddaughters and occasionally travels to the Philippines and back to New York as a breather.
Adé adheres to this bible verse in Proverbs 22:6 “ Train up a child in the way he should go: and when he is old, he will not depart from it.” She is truly a remarkable individual and most of all, the best mother she could possibly be to her children and the best Nana as she is fondly called by her grandchildren. CHESKA ZUASOLA 2021 HONOREE – BUSINESS
Young as she may be, Cheska Zuasola, at the prime age of 22 is the co-owner of the Zuasola Funeral Homes of New Jersey, LLC, The first Filipino-owned Funeral Home based in the Garden State.
As Cheska narrates, she came to the United States on May 2013 together with her father Francis Zuasola and brother Chesko while her mom and other siblings continued to stay in the Philippines. With her father managing their family-owned funeral business back home, her father dreamed of having his own funeral business also in America. And so upon her father’s encouragement, Cheska went to study at the American Academy Mcallister Institute of Funeral Service on April 2019 and works with her father at the Funeral home on the remaining days.
During the height of the pandemic in 2020, The Zuasola Funeral Home faced the crucial experience of having to deal with a multitude of families in the lowest turning point of their lives. Their funeral homes accommodated the increasing numbers of needing families to the best of their capacity during the critical months of the pandemic with the additional integration of sending remains back to the Philippines. On regular day in their kind of business which would run 24 hours and 7 days a week, Cheska would be the primary person to meet the family and discuss the information needed. She takes care of paperworks and the obituaries, ordering needed the supplies, scheduling the church and cemeter or crematory, but on top of it all, her priority is ensuring that the families’ wish is being taken cared of. On the other side of the business, her brother Chesko would be tasked to pick up the remains, guide guests where to park on viewing days, and at times would be driving the hearse for the beloved. Her father, she adds, continues to be their guide for various tasks and responsibilities needed to be fulfilled especially as they meet families who needs their assistance.
As Cheska co-owns the family business, she shared these thoughts “There is a certain comfort in working together especially when we experience being shorthanded. We know each other's strength, weakness, traits and styles. However, work always follows at home or everywhere. I can't call in sick when they know I'm not. But other than that, I love our team work especially how we got each other's back.”
When asked if she was looking for a different work in a different industry, Cheska replied “I tried to work in a different kind of field but funeral home is my calling. I can't see myself now not working at the funeral. Although this is an unusual business for most people, there is the warmth to every family we serve; at an unusual setting, we are creating new friends and family.”

YAS SANCHEZ-HEREIRA 2021 HONOREE – LAW
Yas is currently an Associate General Counsel at NYC DoITT (New York City Department of Information Technology and Telecommunications) and NYC Cyber Command, Of Counsel for Gulapa Law (with offices in Manila and New York), and Legal Consultant for PatentProse Philippines.
As a lawyer who is licensed in both in NY and the Philippines, and with 8 years of law practice, Yas has accumulated experience in a mix of corporate and commercial transactions, contracts, intellectual property and information technology (IT) law, media/entertainment and data privacy law. She currently focuses on IT contracts, and has extensively (software and cloud licensing agreements, service agreements, etc.) with various technology vendors for the City of New York, including vendors for NYC 311, data center and cybersecurity upgrades.
In addition to her legal practice, Yas is also an Adjunct Professor at Fordham Law, New York, teaching a course for LL.M. students called "Perspectives in U.S. Law." She is also a legal consultant for PACEC (through her work as Gulapa Law Of Counsel).
Yas graduated from Fordham Law, New York with an LL.M./Masters in Intellectual Property and IT Law (cum laude). She obtained her J.D. (with Honors) from Ateneo Law School, and graduated with a degree in A.B. Communications (cum laude) from Ateneo de Manila University in the Philippine.
Earlier in her career life, Yas thought that being a lawyer was not the right path for her because she is a friendly and outgoing kind of person – opposite from the tough and intimidating personality she thought a lawyer needed to have. With that in mind, she took advertising and worked as an account manager in a multinational advertising agency. However, she had a yearning to find fulfillment. With her father being in the field of law, and with his persistence, she took law. Her father encouraged her to find creativity while studying law. She remembers her father telling her that instead of using her talent to sell products, she should take law to sell an advocacy -- with the genuine need to help people who do not know how to use their voice.
While in Ateneo Law, she represented the Philippines in the 2012 Vis International Commercial Arbitration Moot in Vienna, and the 2010 Philip Jessup International Law Moot Court Competition in Washington D.C., where her Jessup team garnered the award for 5th Best Team. She was also part of the teams that won the awards for Best Team at the 2010 Human Rights Moot Court Competition and Best Memorial at the 2008 Ateneo Society of International Law (ASIL) Colayco Cup Moot Court Competition.
One of the projects that Yas is proud to have assisted in during her career was the new e-Passport Project with the Department of Foreign Affairs, which has helped to improve and expedite the processing and delivery of passports for the community.
