Gov. Jared Polis and the members of the Democratic majorities in the state Senate and House of Representatives unveiled Monday a proposal that would chop $40,000 off the valuations that steer total property taxes owed, reduce the overall residential assessment rate and expand and enhance the senior homestead exemption, among other changes.
In all, the owner of a $600,000 house who just saw their valuation increase by about 30% — the state average is 33% — would see their expected tax increase drop from about $834 next year to about $406, according to an analysis from the governor’s office.

To pay for the caps, the proposal would bite into predicted revenue surpluses the state otherwise needs to return under the Taxpayer’s Bill of Rights. Now, the state’s tax collection is capped at a formula based on inflation, plus population. This proposal would add 1% to that formula. That money would keep local districts that rely on property taxes from feeling a pinch, sponsoring Sen. Chris Hansen, a Denver Democrat, said.

The bill, which has not yet been introduced, will need to speed through the legislature in its final week of session.
The Taxpayer’s Bill of Rights, or TABOR, is a source of criticism from progressives who say it unnecessarily hampers the state’s growth and praise from conservatives for its limits on government growth. The Constitutional provision also leads to the occasional boon for taxpayers when they get hundreds of dollars of tax dollars rebated. Touching it can ignite bitter political fights in the state. Polis expects those tensions will be dampened because it’ll be voters who get to decide.
“We’re doing what TABOR contemplates, which is going to the voters,” Polis said.
He noted that “bits and pieces” of the proposal could be accomplished just with legislative authority, but this broader approach helps reduce property tax rates while helping to contain growth over a longer term. The proposal would have a 10-year sunset.

Generation Z – ages 14 to 25 – views homeownership positively but are wary of the obstacles in their path. In fact, 34% say homeownership seems out of reach nancially at any point in their life. is gure rises slightly to 35% of Black respondents and up to 50% of Hispanic respondents, according to a 2022 survey from Freddie Mac.
When Freddie Mac conducted the survey in 2019, 27% of Gen Z adults said homeownership was out of reach nancially – 7% less than held that view in 2022. In 2019, this group expected to attain the goal of homeownership by age 30, three years younger than the current median homebuying age of 33. ey were more positive than millennials, with 86% wanting to own a home someday.
Gen Z doesn’t have some of the same negative nancial memories as millennials, such as the 2008 housing market downturn, which occurred when Gen Zers were in middle school. Today, 75% still live at home and expect to go out on their own between the ages of 23 and 25, according to Freddie Mac.

Black and Hispanic Gen Z respondents viewed renting with pride and as a way to build
community.
e survey shows that they have good nancial role models in their life who demonstrate nancial responsibility. To get nancial advice, 89% of Gen Z say their parents are their primary resource for nancial advice.

HomeAid Colorado seeks to change the lives of Colorado children with “Builders for Babies” diaper drive

DENVER – (April 20) Before COVID-19, one in three U.S. families could not afford diapers. The pandemic’s resulting impact on American job security, increased cost of living, and growing inflation have only exacerbated this need as diaper banks struggle to keep up. With skyrocketing demand, HomeAid Colorado has begun its annual Builders for Babies Diaper Drive. “Coming a long way since collecting 18,000 diapers in 2015, this event has grown as the building industry has embraced the need for diapers and found a way to help struggling families across the state,” said Cindy Bell, Executive Director of HomeAid Colorado. “We are thankful for the construction community’s generosity
that secured over two and a half million diapers and two million wipes last year, providing the next generation of Coloradans with basic living necessities!” Now through May 19, you can donate through an online landing page to help HomeAid Colorado reach their goal of distributing two million diapers and two million wipes to 49 service providers across Colorado.
Over 38% of Colorado infants and toddlers don’t have access to clean diapers. The demand for diapers increased by as much as 300% during the pandemic but there are still no state or federal programs that cover the cost of diapers. Disposable diapers are required at most childcare facilities and cloth diapers are not an option for low-income families as they often don’t own mashing machines and washing soiled diapers is prohibited at most laundromats. Nationally, 57% of caregivers experiencing diaper needs said they missed an average of four days of school or
work a month because they couldn’t afford diapers.
It costs about $1,000 per year to buy a supply of average-priced diapers for one child. For someone who works a full-time minimumwage job, making just over $15,000 a year, that’s a huge expense. When a caregiver can’t afford diapers, children are sitting in unsanitary conditions for extended periods of time - placing children at a higher risk of infection and emotional trauma. It can also negatively affect the mental and emotional health of parents, leading to difficulty in coping with stress, depression, and trauma.
A young, single father of a six-month-old and a one-and-ahalf-year-old has struggled with acquiring this basic need. Before receiving diapers through Volunteers of America, a Builders for Babies diaper recipient, he had to resort to stealing. He was forced to use diapers that were too small for his child and diapers that were too large
for his baby. His children have gone without diapers and he has had to wash their bottoms in the bathtub repeatedly during the day when he is out of wipes. He is only one example of how dire the diaper situation can be for struggling families.
For critics who say these efforts are “just another handout to people who don’t want to work”, we disagree. Clean diapers can put struggling parents back into the workforce. Without clean diapers, babies can’t go to subsidized childcare, and without childcare, parents can’t go to work. Diapers can change that.
With the significant inflation of recent months, especially in the cost of housing, food and fuel, the families Sharing with Sheridan Food Pantry serve are struggling even more than last year. Nothing elicits a “Thank you” or “God bless you” from their guests more than when they have diapers available.

Consider your camping plans. If you are car camping, you may be able to bring a cooler with you. Coolers come in many shapes and sizes, but remember that plastic, fiberglass or steel coolers are the most durable and have the best “cold retention” power. Styrofoam coolers also have good “cold retention” power but are far less durable and eco-friendly.

Spring has arrived, which means the Colorado camping season is ramping up. Whether you are out for a day hike, car camping or embarking on a multiday backpacking trip, it is important to pack nutritious snacks and meals.
However, there is no kitchen in the woods. When choosing your
While packing and camping, keep cold food cold in your cooler. Bacteria grows most rapidly on food in the danger zone – between 40 °F and 140 °F. To keep your cooler cold, pack gel ice packs, ice blocks or freeze boxed drinks. Remember, a large block of ice will keep food colder for longer than ice cubes. While at the campsite, keep your cooler in the shade or under a blanket to preserve the ice. You can also purchase more ice throughout
your trip if necessary. At the end of your trip, discard all perishable foods if there is no longer ice in the cooler. The same food safety guidelines you follow at home apply in the outdoors, too. Wash your hands and utensils before handling food to prevent the spread of bacteria. Be sure to use a biodegradable soap. If you are planning on cooking raw meat, bring a meat thermometer with you to ensure meat is cooked to the proper temperature. If possible, pack raw meat in a separate cooler to prevent cross-contamination. Alternatively, you can precook meat, store in the cooler while camping, and reheat as part of your camp meal.
If you do not bring a cooler, pack shelf-stable, nonperishable foods. Some popular favorites include dried noodles and soups, peanut butter, meat jerky, canned fish, whole or dried fruits, nuts, instant oats and granola bars. Try your hand at mixing and matching nonperishable foods to create a campsite-friendly
version of your favorite meal. For example, you can make a proteinpacked peanut noodle dish with instant ramen, peanut butter and canned chicken.
Finally, make sure you store food and throw away food waste in accordance with local guidelines. Food should never be left out or kept in a tent; this attracts bears and other animals. Many camping areas have designated food lockers for your use. However, in some cases, bear cans or bear bags may be recommended. Be sure to look up food storage guidelines for your campsite. Proper food storage keeps you and our wildlife safe.
Remember to prioritize food safety while camping to make the most of your outdoor adventures.

Increasing the velocity of your real estate with a reverse exchange
Real estate exchanges have been the mainstay of building real estate portfolios for years. The main reason for the popularity of exchanges is it allows you to trade one real estate investment for another while deferring taxes on that transaction. This enables a more rapid increase in portfolio size since more equity can be applied to your next property, instead of being spent on taxes. A “Forward Exchange” is commonly referred to as a 1031 Exchange, relating to Section 1031 of the IRS tax code, which outlines the parameters to correctly establish the exchange. Section 1031 applies only to property held for investment, not your owner-occupied single-family home. In a Forward Exchange, when an investor (taxpayer) sells a property, they have 45 days to identify potential replacement properties and 180 days to make sure a closing occurs on the replacement property.

Some advanced planning is necessary if you are hoping to conduct a 1031 Exchange. Typically, what happens is that an investor puts a property on the market which has had a substantial valuation increase. A key part of the exchange is not getting your hands on the money from the sale of the old property. In order to do that, the investor hires an Exchange Intermediary who will hold the money until the replacement property is found. Then, once the old property closes, and the proceeds are available, the investor needs to meet the 45- and 180-day requirements as described above.
Our recent “hot market” has made it difficult for some investors trying to complete a 1031 Exchange. Often, sellers of the possible replacement property have not been interested in considering a 1031 offer unless the old property has already closed, and the investor has been able to have the cash ready to
go. In a low inventory market, the risk to the investor organizing the 1031 exchange is that there may not be a suitable replacement property to be found before the 45 days are over.
This is where the “Reverse Exchange” can be a useful tool for the investor. However, there is both good news and bad news.
In a Reverse Exchange, the investor has 45 days to identify the property that the investor will sell, from the date the new property is acquired and 180 days to close on the identified old property. Sounds simple, but here’s the catch: the new property must actually be acquired by the Exchange Intermediary initially. To do that, the investor must hire the intermediary, pay the fee, which is higher than a forward exchange fee, AND provide cash to fund the purchase of the new property. This whole process allows the investor the time in the marketplace to find a property that meets the investor’s criteria.This is as opposed to buying something
they didn’t want because the investor was down to the 45th day of the identification period. The risk in a reverse exchange for the investor is that the old property fails to sell. In that case, the investor will have to buy a property without the benefit of using the cash generated from the sale of the old property.
In summary, as long as the Reverse Exchange is structured according to the following “safe harbor” rules, you will be in compliance with the intent of the IRS guidelines:
The 5-Day Rule. A “Qualified Exchange Accommodation Agreement” must be entered into between the taxpayer and the exchange accommodation titleholder (Qualified Intermediary in most cases) within five business days after the title to property is taken by the exchange accommodation titleholder in anticipation of a Reverse Exchange.
The 45-Day Rule. The property to be “relinquished” (the Relinquished Property) must be identified within
45 days. More than one potential property to be sold can be identified in a manner similar to the rules of delayed exchanges (i.e., the threeproperty rule, the 200% rule, etc.).
The 180-Day Rule. The Reverse Exchange must be completed within 180 days of taking the title by the exchange accommodation titleholder.
Any exchange structured outside of these rules would be considered out of the “safe harbor” and should only be done with the help of your team of professional advisors. Be sure to consult your Realtor® and a tax professional to see how these exchanges could work best for you.

Over the years, wallpaper has been all the rage. Step into a house renovated from the 1950s to early 1990s, there is probably a lot of wallpaper. Current generations remember the sticky, smelly glue that soaked into your sheetrock and ruined anything it touched. As we turned into the mid-to-late ‘90s, wallpaper began to fall out of favor.
Homeowners began ripping it down, dealing with the price taglike paper that left glue everywhere. They steamed, they scraped, they wet the walls with wallpaper stripper — anything that would help peel the stubborn paper and glue off.
Nowadays, wallpaper is back and better than ever.
The new wallpaper does not apply the same way as it used to.
There are two methods in which wallpaper can be applied. Either paste the wall or peel and stick. It used to be that the installer had to soak the paper to activate the adhesive.
Peel and stick is the most commonly used; it is like using a sticker. Paste the walls is used for more heavy, high-quality wallpapers with a non-woven backing. You apply the glue to the wall and then hang the dry paper. You can then adjust the paper and smooth it out as needed before it dries.
The best part? Peel and stick wallpaper can often be reused. Wallpaper that has a non-woven backing can be peel off dry and leave behind some spots of glue that can be washed off with soapy water. The important thing about modern wallpaper is proper preparation of the walls prior to application. Make sure paint is dry and the walls are clean before you apply it.
Beside the changes in application, wallpaper is now accepted and encouraged in the interior design world.
“Wallpaper is a great way to add drama to a space,” Kellie Burke of Kellie Burke Interiors said. “It adds that artistic flare that a piece of art would bring to a space.”

“We are also loving the reinvented granny florals that were such a trend in the ‘80s,” Burke said. “Layering of the same pattern on drapery, upholstery and walls is magic and warms up a space.”

“Dare to be bold,” she said.

Are you still saving in retirement?
Most of us have been taught over the years how to save money and why we need to save money, especially the need to start saving money at a young age. The concepts of saving money are almost all that you hear about when it comes to financial planning and financial management. Our whole society is built on saving money and finding ways to save, invest, and make money on our money.

However, have you ever considered the fact that when you retire, you transition from saving money to now spending your savings? Think about that for a minute. Most people earn less income in retirement and therefore you need to spend part of your savings to cover expenses in retirement. Which means, you are no longer putting money into savings but in fact you are withdrawing money from your savings and other retirement accounts. This ultimately means you are in a spending mode and no longer a savings mode. As a matter of fact, the government forces us to spend down our retirement accounts (401k, 403b, and IRAs) once we reach a certain age. This is called Required Minimum Distributions (RMDs) and these begin at age 72 today. This means that when you turn
72, you are required to take out a certain percentage of your retirement savings each year (Roth IRAs are excluded).
The challenge is that nobody teaches us how to spend our savings and retirement accounts safely and strategically when we reach this point in life called retirement. This needs to be a fundamental shift in one’s mindset and most people are uncomfortable spending their savings that they have worked so hard to save. However, isn’t that the reason why you saved in the first place, to spend it at a later point in life?
So, with all this being said, have you considered the fact
that when you make a mortgage payment, you are saving money in an account that we call home equity? Yes, that is right. Part of your mortgage payment is principal (unless you have an interest only mortgage payment) and that portion of your payment is paying down your loan balance and therefore increasing your home equity. Additionally, if your home value goes up, your home equity grows too. As a matter of fact, most American’s largest asset today is the equity in their home.
Now, think about this for a second…if you are in a spending mode in life (meaning you are spending down your savings and
retirement accounts), why are you putting more money into your home equity by making mortgage payments? This is why a reverse mortgage can be such a powerful financial tool because it allows you to stop making mortgage payments when you already have a significant amount of equity in your home! Additionally, not only does it allow you to stop making mortgage payments, but it also allows you to access some of the equity in your home that you have been saving over the years. Remember, you need to shift your mindset in retirement and understand that you are no longer in a saving mode in life and you are in a spending mode. So, when you retire, you need to learn how to spend your savings accounts and retirement accounts safely and strategically with the goal of making them last as long as possible. Well, there is, it is called a Home Equity Conversion Mortgage, also known as a reverse mortgage which is one of the best financial products on the market today.
