Community and City Foundations We are ready to partner to address the needs of our rapidly growing community. Our population is set to soar to 149,000 by 2041, placing additional pressure on health services, and creating even more demand for employment, education facilities, housing and public infrastructure. Developed through community feedback and engagement across both the private and public sectors, this prospectus highlights a range of priority projects and initiatives that will unlock economic and social reforms – delivering economic growth for South Australia and positive outcomes for the people of northern Adelaide. While the City of Playford is committed to leading the way, we also require strong and effective partnerships and co-investment from State and Federal Government, the higher education sector, and the business community to respond to growth and unlock the full potential of our region.

Introducing the City of Playford The City of Playford is a rapidly-expanding community on the northern fringe of the Adelaide metropolitan area. We are a city of contrasts – a busy, urbanised centre, bordered by a large defence base, prime horticulture land, rural townships and natural open spaces. Currently home to 100,000 residents and covering 345 square kilometres, the city is experiencing intense greenfield residential growth, with farm land rapidly being transformed into new housing estates. It is anticipated that 25,000 new homes will be built over the next 25 years. We are an important regional centre, home to the area’s largest public hospital, a district policing centre and retail and professional services. Our community works in health, retail trade, defence, education and construction. Many members of our community are seeking employment and living with significant social disadvantage. The City of Playford has unparalleled access to major transport routes, with direct links to the national highway network, port facilities and interstate railway lines providing a strategic investment opportunity.

Revitalising the Elizabeth CBD The City of Playford is transforming the Elizabeth CBD into a thriving mix of retail and commercial activity, along with services, entertainment and experiences, cultural pursuits, and attractive public spaces. A revitalised CBD is needed to meet the demands of the city’s rapidly growing community and respond to growth in areas beyond Playford, such as Gawler, Light and the Barossa Valley, with the Elizabeth

Curtis Road duplication The City of Playford has been growing faster than state and national averages for many years. The following projects have significantly increased traffic movements and congestion on Curtis Road, Munno Para: • Playford Alive project, commenced in 2008

• Creation of the Playford Growth Areas in 2013

• Construction of the North-South Motorway – including the Northern Expressway and the Northern Connector.

In particular, the construction of the expressways has changed the function of Curtis Road from a local collector road to a state arterial road. Curtis Road traffic congestion was identified in 2020 as a key issue through council’s Strategic Plan community engagement. To alleviate the congestion on Curtis Road, the road requires duplication between Main North Road and the Northern Expressway, and an appropriate upgrade of the Adelaide – Gawler line railway crossing.

Traffic analysis identified that the road requires duplication when traffic volumes reach 24,000 vehicle movements a day, which has already been reached on some sections of Curtis Road. Council does not have the capacity to fund the duplication of Curtis Road and has been in positive negotiations with the Department for Infrastructure and Transport, with further traffic analysis required to progress duplication of the road.

Protect our $355M Horticulture Region Located on the Gawler River floodplain, the Northern Adelaide Plains is one of Australia’s most significant horticulture regions – producing 215,000 tonnes of fresh produce and over $355 million in farm-gate value each year. The region is subject to major flooding on average once every 10 years, with the last major flood in 2016. The impact was detrimental to the local economy, costing at least $51 million. The Northern Floodway project is designed to protect the horticulture industry and

wider Virginia community from the impacts of future flooding events. The floodway will manage the flows of floodwater through a constructed channel system. Other mitigating works include strengthening existing levee banks, removing weeds and debris from the Gawler River. Protecting the industry will stimulate investment in the region and create more jobs by removing risks associated with horticulture expansion in flood-prone areas.

The Gawler River Floodplain Management Authority (GRFMA) consists of six local councils, including the City of Playford. The GRFMA is currently progressing a Stormwater Management Plan for the Gawler River. The Department for Environment and Water in partnership with the GRFMA and local councils are developing a business case in line with Infrastructure SA requirements to determine the most appropriate flood mitigation options.

Develop Edinburgh Defence and Aerospace Precinct Edinburgh Defence Precinct is a key national research, manufacturing and sustainment hub. The Precinct is home to RAAF Base Edinburgh – one of two super-bases in Australia, accommodating 5,000 military personnel, public servants and contractors, Defence Science and Technology Group and major defence companies. Land surrounding Edinburgh Defence Precinct provides a unique opportunity to further support Australia’s defence operations for generations to come. The only opportunity to expand the precinct contiguous to RAAF Base

Edinburgh, is directly north of the base. There is potential to expand services that support the base’s Defence Air and Land Services and to establish businesses in the aerospace sector, complementing the activities at Lot Fourteen.

Expanding the Edinburgh Defence Precinct provides a strategic advantage to SA’s defence capability, enabling:

The Department of Defence’s investment in the 737 deep maintenance and modification facility next to RAAF Base Edinburgh will allow maintenance of the P-8A Poseidon to occur in Australia rather than off-shore – further cementing SA as the Defence State and improving Australia’s sovereign capability.

Unlock development in Greater Edinburgh Parks Greater Edinburgh Parks (GEP) has been identified in the 30-Year Plan for Greater Adelaide as supplying 95% of future Employment Lands in Greater Adelaide. When fully developed, the precinct has the capability to host over 37,000 jobs. Many of these jobs will be in specialised and support industries such as advanced manufacturing, logistics and warehousing.

Playford Growth Areas infrastructure upgrades Growing communities require new roads, footpaths, stormwater infrastructure and places to meet and play, including community centres and sports grounds. Infrastructure Deeds have been established to support the funding of new infrastructure in the Playford Growth Areas. The deeds ensure that developers contribute to the costs of upgrading existing infrastructure and creating new roads, stormwater systems, community centres and sporting grounds to support growing communities to thrive.

The Department for Infrastructure and Transport is responsible for the delivery of the road upgrades in the Playford Growth Areas. It is important that the timing of road upgrades by the Department are in line with growth and community expectations to create liveable and safe communities. The townships of Angle Vale and Virginia are surrounded by new residential estates, which will all be connected to mains sewerage. The challenge is in the original townships where the existing premises have on-site wastewater systems, with

many reaching the end of their useful life. The size of existing blocks makes it difficult to install new systems under the current design requirements. Commercial developments, particularly in the main streets, are hindered due to the lack of mains sewerage. The communities of Virginia and Angle Vale deserve equitable access to sewer networks.

Outcomes for the state To improve the safety of over 34,000 residents and local businesses within new and existing communities.

Deliver on the City of Playford’s Public Health Plan approved by State Government.

Unlock commercial investment in the Virginia and Angle Vale town centres.

Expand the Lyell McEwin Health Precinct The Lyell McEwin Health Precinct Master Plan recognises the potential for the development of a cluster of public and private health services. These organisations would provide tertiary training, research capability, allied health facilities and residential accommodation around the premier tertiary hospital – benefiting the local community and the wider northern region. The size of the Lyell McEwin Hospital must double to meet population demand. Our community’s need for medical and allied health care services continues to increase with residents having to travel outside of the region for health services. The Lyell McEwin Health Precinct is strategically

situated to serve the regional population well beyond Adelaide’s northern suburbs. Currently servicing over 400,000 people, it is also the nearest tertiary public hospital for an additional 160,000 people living across country South Australia in the areas of Port Pirie, Yorke Peninsula, Riverland, Barossa Valley and Clare Valley. The Lyell McEwin Hospital is Playford’s largest employer, with more than 5,000 staff, many of whom live locally. While the Lyell McEwin Hospital continues to grow to meet demand, future community health requirements will also include the need for private and allied health providers, as well as research and health science educational institutions.

Council has released land holdings for development within the precinct in line with the Lyell McEwin Health Precinct Master plan. To date private investment in the Lyell McEwin Health Precinct includes:

• Fluid Solar House – commercial and office development

• Elizabeth Vale Centre NorthWest development – retail and multideck carpark, specialist medical consulting and private hospital

• ACH Healthia – aged care complex and university training centre • Council acknowledges the investment by the State Government in the upgrade of the Lyell McEwin Hospital to date

Outcomes for the state Internationally recognised research capabilities with the establishment of a research centre that focuses on addressing chronic health issues.

Renewal of social housing in Playford Almost 70 years ago, State Government housing policies shaped the City of Playford through the planning and development of the former City of Elizabeth. Public housing still influences the city today, with social housing representing 11% of the total dwellings – 3,295 homes are owned by the SA Housing Trust and 642 are owned by community housing providers. The majority of these properties are concentrated in the Elizabeth suburbs, Davoren Park and Smithfield Plains.

University campus in Playford Education contributes to economic growth and is a key determinant of an individual’s social wellbeing. High levels of educational attainment are associated with increased employment opportunities, higher wages and improving a community’s economic standing. The City of Playford has the sixth lowest university attainment in Australia, with only 6% of the Playford community obtaining a university degree, compared to 21.2 % for Greater Adelaide. To reach parity with Greater Adelaide by 2036, approximately 28,000 people in Playford will need to be university educated.

The presence of a university in Playford will help address barriers to further education that people from the north face. This includes financial issues, limited role models, lack of access to transport, along with distance and stigma associated with coming from the north. Seeing is believing and having a university close to home, at the forefront of young people’s minds, makes it more attainable and less daunting.

Council commissioned a feasibility study in collaboration with The University of Adelaide to gain a greater understanding of the higher education needs of the community and areas of interest to study. The research validated the community’s aspirations and market demand for establishing a permanent university or learning hub in the city. The future population growth of the city and surrounding areas directly north of Playford, along with the low cost of housing, telecommunication and transport infrastructure and broad-based industry sector positions, make the City of Playford an ideal location for the expansion of the university sector.

To progress this vision, council, through a partnership with the Stretton Centre and Flinders University, is offering the Flinders Foundation Studies program that provides an alternative pathway into higher education.

Provide training for youth in the north who have expressed strong aspirations for careers requiring tertiary qualifications.

Address barriers to education, allowing universities to capitalise on a young and growing population.
