Jerry Hodnett knows that levee improvements and coastal projects are vital to protecting our lives and communities against hurricanes and storm surge.

Over the next few years, the Restore Act and other sources will give our region the opportunity to rebuild our coast. We must have a leader who makes sure we spend these funds efficiently to protect our community and restore our wetlands without permanently damaging existing industries or ecosystems.

Working with federal and state leaders, Jerry will ensure that funds are invested in coastal restoration to build habitat and marsh and that all of Plaquemines gains greater flood protection. Both are integral to a healthy future for Plaquemines.

Today I decided on a fall wristlet. this is a super simple piece to make, You can use the regular elastic bracelet or you can bling it out with one of beautiful designer bracelets which can be worn without the flowers after your special night is over. I choose to use a 3 strand pearl bracelet, since it was the young ladies senior year and she wanted a keep sake. You can wire and tape your flowers or the simplest way is glue everything. It make the wristlet an lot lighter. On this particular bracelet, I glued the flowers and accents in place. When gluing your flowers, make sure you use a good quality floral glue which is made for flowers, it is a cold or cool glue. While some people use hot glue, this does damage your flowers and they won’t last as long. I choose to use orange spray roses, peach hypericum, baby’s breathe, and silk leaves along with the white sheer ribbon with silver metallic in it. You can also add spray rhinestones to give it more bling.

To begin this design put a thin layer of glue on the disk that will hold your design. Add a drop or two of glue on each element that you will be putting in the design. I added my ribbon first since it was the largest and needed more design area. Than I added a drop or of glue the roses and placed them where they needed to be. I continued on this way until the whole design was finished. Once you get the hang of making these it should not take longer than 30 minutes to put together. But, keep in mind, that is the time to make it, that means all of the things that go into the wristlet are laid out and ready for you to use. Preparation time (gathering, sorting, and cutting) is not included in design time. These wristlets are a lot of fun to make and the final product is strictly up to you.

Your imagination has no limit so be as creative as you want to.

Well, that’s it for now. So what will is your next project going to be? Mine…I don’t know. But, I know it will be a lot of fun.

Hope things are going well for you. It’s been kind of crazy busy at the office lately and I haven’t had a lot of time for much else but work. Plaquemines Parish Public Service Announcement Although there are no cases of Ebola in Louisiana, Plaquemines Parish President Billy Nungesser has been in ready communication with our state partners in the Department of Health and Hospitals, Office of Public Health and the Governor’s Office of Homeland Security and Emergency Preparedness. It’s the parish’s aim to increase the understanding of the Ebola virus: • Ebola is a severe, often fatal illness.

• Ebola is NOT transmitted by air.

• Ebola is spread by direct contact with an infectious person’s body fluids. The incubation period (time between exposure of Ebola and the showing of symptoms) is 8-10 days incubation time with a range of 2-21 days.

• Ebola is easy to kill by washing hands.

• Those at highest risk are health care workers and family and friends of an infected individual.

Reach B-2 Project heralded a step towards coastal restoration and storm protection, but affected property owners call it a “land grab” A group of concerned Venice property owners gathered recently to discuss a project being planned that will affect their family land, but if successful, will decrease a storm surge by five feet.

River to create the vegetated ridge and intermediate marsh areas. Borrow material, a total of 3.33 million cubic yards, will be dredged from existing water bottoms and wetlands beneath the proposed ridge footprint and placed along the outer edges to create detention dikes that will act as barriers to contain the dredged material for construction of the ridge.

The ridge and marsh will be planted with native grasses and trees, and maintained and monitored to ensure the survival and propagation of the vegetation.

Landowners received servitude agreements over the last few months, and once received, have one month to sign the agreement; if not signed in that timeframe, the land is expropriated by the parish.

“Plaquemines Parish is excited to begin this new project which has a major significance to our coastal restoration plans as a whole,” said Parish President Billy Nungesser. “We are moving forward diligently to have these ridges constructed in a timely fashion in order to provide new protection to Louisiana’s coastline. The ridges have been recognized by FEMA and will be certified as they are projected to lower storm surge by five feet.”

Landowners are being payed for just the acreage needed in the 240 foot area. The value of marsh per acre is $250. So if only half-an-acre is being used in the project, the payment would be $125.

Construction is planned to begin in December of 2014.

Land Owner Concerns Representatives from GRC were guest speakers at the citizens’ meeting and answered all questions, at times in presentation form and in one-on-one conversations, but the circumstances of the project and the servitude agreements left both parties without a satisfying conclusion.

“Land grab” was the phrase most commonly used at the citizens meeting to describe the project.

Plaquemines Parish will construct this vegetated ridge and create intermediate marsh areas parallel and adjacent to the existing Army Corps of Engineers’ back levee.

“The purpose of the project is to implement the multiple lines of defense strategy of hurricane protection by creating an elevated ridge that complements the current levee system,” said a parish press release. “The vegetated ridge will offer enhanced flood protection benefits while creating a sustainable habitat for wildlife.

Intermediate marsh habitat will be restored in open water areas where they have been lost to subsidence and the impacts of tropical storms.”

The project, which is in the final stages of land acquisition and went out to bid Sept.

Reach B-2 Project

The Reach B-2 Vegetated Ridge: Fort Jackson to Venice Project is planned to run 7.8 miles from just south of Fort Jackson to the Venice Jump. Project coordinators expect to create 158 acres of ridge habitat and 104 acres of marsh habitat.

The project is planned to be 240 feet wide: the ridge is 170 feet, with buffers of 50 and 20 feet on either side.

Some owners received several agreements and informational packets with different language that they say conflict, and the word “perpetual” used throughout the servitude agreement has convinced many owners that their family’s rights in regards to their land will change in the future.

Plaquemines’ past sins during the Perez administration are remembered by older generations, and were brought up at the meeting: “Why can’t we be leery about this?” asked Ramona Buras.

Mineral Rights “It is a limited servitude; you maintain ownership of your land,” Coastal Projects Manager Billy Guste IV flat out told the residents. “We are not attempting to acquire anyone’s mineral rights.”

But in the January issue of Focus on Plaquemines, a monthly parish newsletter, the question is asked: What happens to my ownership when the land is washed away? The answer states that “the beds and bottoms of all navigable waters and the banks or shores of bays, arms of the sea, the Gulf of Mexico and navigable lakes belong to the State of Louisiana.”

If the project is successful and the 262 acres of ridge and marsh habitat are created, again, the State will own that recovered land “until it is reclaimed by the riparian

owner who must submit an application with the State Land Office.”

Restrictions Property owners will have to refrain from certain activities in two ways. First, very strict restrictions on activities until the vegetation takes a firm root and populates, and finally restrictions to ensure that the vegetation is not damaged.

Mitch is committed and would like to set regular town hall meeting for District 4 residents.

“In order for that vegetation to take, we cannot have much traffic,” explained Guste.

Restrictions include riding 4-wheelers and other ATV; residents see this as prohibiting access to their property. Restrictions also constructing any type of dwelling that the project deems harmful for the project— a camp for example. But most importantly, residents cannot disturb the vegetation. As native plants are part of the project, cutting a tree down would impact its integrity.

Using the land for hunting and fishing, whether private or for profit, remains an unanswered question. If the land is being used for hunting and fishing purposes now, it is unclear if that will be allowed to continue. The servitude agreement provided at the meeting states, “Undeveloped recreational uses must be consistent with the long-term protection and enhancement of the wetlands and other natural values of the property.”

Will the State make a streamline process for reclaiming ownership of the reclaimed land? Is this what all property owners can expect when more coastal restoration projects are underway?

It was clear that parish government has a long way to go to have long-time residents trust its intentions. Some participants wanted another meeting with both GCR representatives and parish officials present, others were resolute that they would put the project on hold until landowners needs were given more consideration.

“If I have to stand on my property with a gun, I’ll do it.” said one man.

On the west side, birds have been working around Bay Adams and Lake Washington with plenty of hungry trout under them. You will have a lot of action and will catch a ton of undersized trout but if you are persistent, you can fill your box. Redfish are being caught along the broken marsh and ponds along Grand Bayou on spinner baits, Gulp! under a cork and dead shrimp. The east side of the river is on fire as well. Redfish are being caught from California Point to American Bay, fishing all points and cuts. Use Gulp! or dead shrimp under a cork for best results. The river has begun to drop and the redfish are pulling in, ready to be caught. Fish your crank baits, spinner baits and dead shrimp along the rocks and cuts heading down the river from Buras. Poor Brooke kept trying but nothing got her bait. Kyra was getting an occasional catfish and even found a few rat reds.

By this time I had worked my way to the other side of the bay and found cleaner water. We had a bit of water movement but not much to speak of. Things looked a lot better here though. Just to prove it Kyra found yet another keeper redfish.

Things are hoppin’ at Beshel’s where 20 to 30 trout per boatload or limits of trout are being caught in Grand Point Bay, Triple Pass, American Bay Bay Law, Cox Bay and a few redfish in the back pit bays, such as Pointe a la Hache Bay. Lake Coquille, Bays 1, 2 & 3, The Spider at Oak River, Bay Jack, Pointe Fienne, Lake Batolo, etc. are all producing fish. The water is in and out and fairly clean. Josh, Erica and Doc were on a two day inside-/outside fishing expedition. It was a bit of a slow start on Friday out of Venice, catching a few pedestrian fish. But a move ten miles south started the action. With an increasing tide, the bait fish showed up in huge numbers followed by the big reds and spinner sharks. It was non-stop action for about three hours and made for a very busy boat and a very happy captain! Here’s a picture of Doc’s biggest redfish ever and another photo of Doc and Erica with two more typical south Plaquemines keepers. Captain Dan also caught a couple of nice cobia near Venice. Dan says the cobia are showing up at a lot of the shallow water rigs off the coast. I am blessed to have 3 of my great grand daughters living close enough that the family could drive down and spend time with Jo-Ann and I. They arrived around 7:00 am and after eating breakfast they hit the pool for the first of 2 times today. The water is 78 to 80 degrees.

It took all day before Brooke landed keeper and (Bashful) Brookie put one in the box. A nice black drum. This was her first fish ever. A bit of a struggle for her 40 pound frame but she did it well.

We kept losing fish at one point and I thought they must have been small bait stealers but Kyra proved me wrong by landing this nice trout It was getting late and the girls were getting tired so we headed in. On the way in I was suddenly heading into a group of feeding birds that formed right in front of me. I did not even ask them if they wanted to fish more. I shut down the big motor and set up the I-Pilot. As they were reaching for the bait I told them to just throw plastics. These specks were small but we found 3 that made the length as well as a bunch of white trout. The kids loved the action and it was a nice ending to a good family outing with 4 generations all together.

We played this action as long as we could. We beat dark thirty but not by much. Once home they had something to eat and quickly passed out due to a very active day both in the water and on the water.

Nobody helped Grandpa clean the fish but I did not mind at all.

Life is Good!

Fishing is not a matter of life or death. It’s more important than that.

All grade levels at BCA had a lesson focused on The Constitution on September 17th, Constitution Day. Belle Chasse Academy has recently begun working on a school Victory Garden. The mission of the Belle Chasse Academy Victory Garden is to provide students and their families with life skills, health literacy, and economic insight, through the integration of the garden and kitchen classroom experience into our daily school curriculum and the local economy. This will be accomplished through a hands-on holistic approach that immerses every student in making healthy food choices, improving our environment, and becoming a community with a smaller carbon footprint and larger ecological “handprint.”

IS MISSISSIPPI BURNING? WE KNOW ALABAMA’S SABAN IS FUMING

Just when we thought we had the SEC figured out, along comes not one but two extremely unlikely scenarios involving the teams from the Magnolia State. Ole Miss and Mississippi State are the two best teams in the nation. Think about that. THE NATION. Just like Alabama and LSU were three years ago. Forget Florida State. They’re underperforming especially with the emotional baggage toted by their Heisman winning quarterback, Jameis Winston. Ole Miss might be the better team; Mississippi State has the better quarterback. Alabama, Auburn, LSU and Texas A&M are out of luck and the SEC East is not even in the discussion.

A former Florida coordinator and Southern Miss head coach have put both Oxford and Starkville (Stark Vegas?) on the map. Towns that previously were known for corn dog comments, drunks, The Grove, 18 miles per hour and the Governor standing in the school house door (Oxford) and for cowbells, bad access roads and lack of pizazz (Starkville) are now the sites for back-to-back College Gameday appearances. Kirk Herbstreit must be beside himself, that denizen of urbane Columbus, Ohio, home of Woody Hayes and Urban Meyers. Starkville might have been aptly named at one time, but their new stadium look and improvements (where else do men’s restrooms have picture windows?) have the football world’s attention.

The Egg Bowl has been the embarrassingly accurate description of the annual football game between these two schools. Both programs have been laying eggs for years, decades even. But this year’s Egg Bowl will involve a golden egg…a ticket to the Football Championship Series fourteam round-robin. Maybe both teams will be involved, like LSU and Alabama in 2011.

Both Alabama and LSU have seen the wrath of these programs as have Auburn and Texas A&M. Change is good once in a while and even the most diehard Yellow Hammer or War Eagle fan will acknowledge that fact. LSU fans still must live with the Hat for several more years and continue to wonder how a man who can’t speak adult English can communicate with a bunch of 18 to 22year olds. We’re used to being usurped by another West team or our own coaches’ stubbornness.

Enjoy what you can this year and don’t concern yourself with any major loss of LSU players to the NFL. What might be a concern is possible loss of skill set players to other college teams where their pass-catching abilities might be used for something more than a decoy. The Tigers’ top four receivers are probably the best in the nation but if they can’t get free on patterns, it probably means they don’t get enough reps in practice to be able to to it in a game. Meanwhile, look for a new offensive coordinator in 2015 as Miles lets good buddy Cam Cameron go and Coach Kragthorpe will be leaving once his son’s eligibility is done. Why waste any money on a OC when Miles doesn’t want one? Pounding the rock and defense wins games, but the stadium seats more than 102,000 souls and you won’t see that many there this year, even for the Alabama game. LSU fans are notoriously bad about leaving the stadium early, so why show up at all? This isn’t the collapse of the LSU program by any means but for many thousands of supporters through the years, the mess is in the message. Good luck to the Tigers for the rest of the year and pick up your box lunch at the end of the season.

CUTTING FIREWOOD NOW MEANS WARMER RESULTS IN WINTER

Firewood cut now will be dry by the time cold weather rolls around. It can take as much as a year for split and stacked firewood interiors to reach an `air dry’ condition, so it’s never to early to cut for the coming winter.

Three to six months of storage under cover should leave wood dry enough for satisfactory use.

Most species are suitable for burning, but the heavier, denser-grain hardwoods such as the oaks are best. Caution should be taken against burning pressure-treated wood.

It is best to stack the wood off the ground in an open area to allow air circulation. Covering the wood pile to keep the rain off will speed the drying process. This can be done cheaply by using tin roofing or plastic covering.

When your cutting firewood, safety should be a primary consideration. A chainsaw is a dangerous piece of equipment. Chainsaws cause more than 30,000 accidental injuries each year, mostly because of operator carelessness. Be sure to study saw manuals and wear safety equipment, such as eye protection, gloves and ear protection to safeguard your hearing.

Be sure you know what you’re getting when buying firewood. First, ask if the wood is green or dry.

Then check on the amount and price. Wood often can be purchased more cheaply this time of year.

Firewood is frequently advertised for sale by the cord, but the seller usually means a “face” cord, which is not a true cord.

A true cord of wood is a stack 4 feet wide by 4 feet high and 8 feet long, explains the specialist.

A face cord is a stack 4 feet high and 8 feet long, but the pieces are only 18 to 24 inches long.

From the front, or face, it looks like a cord, but is only one-third of a cord. A pickup-load of wood is sometimes equal to face cord.

Cutting firewood early means that the wood will be drier and lighter, will have fewer insects, will provide maximum Btu, and will produce less dangerous creosote.

Be sure to check all parts of your wood appliance. To reduce the chance of fire hazard, have the chimney cleaned before using it this winter. Chimney fires can be extremely dangerous. They burn many houses each year.

ORNAMENTAL TREES, SHRUBS PROVIDE FALL LANDSCAPE COLOR Fall is here, and this season reminds us about the wonderful colors that tree and shrub foliage can provide to our landscapes.

Many native trees of Louisiana give good fall color. These include sweet gum, red maple, sassafras, baldcypress, nuttall oak, dogwood, hickory and black gum.

Some introduced or non-native tree species, such as Chinese pistachio, crape myrtle and Bradford pear, also can be used to complement our native selections chosen for colorful foliage.

Two excellent native shrubs for fall foliage color are oakleaf hydrangea and Virginia willow.

A named variety of Virginia willow, also called Virginia sweetspire, is Henry’s Garnet. This Virginia willow has outstanding foliage characteristics and was a Louisiana Select plant this past spring.

Other native shrubs for fall color include blueberries, huckleberries and sumac, the horticulturist says, adding that you could try nandina and Chinese witch hazel (Loropetalum) if you want some introduced species in your landscapes.

Leaf pigmentation in plants is a result of several physiological reactions that occur in response to seasonal temperature and day length changes.

Basically, the formation of a separation occurs within the leaf petiole, resulting in blocking of sugar movement into the leaf. This in turn results in the breakdown of green pigments (chlorophyll) in the leaf, making other pigments, such as yellow, red and orange, more dominant.

Creative landscaping can be done with native and introduced tree and shrub species that provide fall foliage color.

Using native plants, which have beneficial characteristics other than foliage color, is an added bonus. When considering landscape plantings and renovations, remember to consider fall foliage color as a design element.
