Tony’s Take THERE’S NOTHING CONVENTIONAL ABOUT THESE CONVENTIONS I remember as a young man attending the 1964 Republican National Convention at the Cow Palace in San Francisco and being blown away with the pomp and circumstances of the way our country selects its leaders. Then, it was a back room, smoked-filled edifice, laden with virtually all men who hammered out the issues into a political platform. This convention selected Barry Goldwater of Arizona, by all accounts an extremely conservative man without a lot of charisma as was the practice in those days. The Republicans had fallen on their swords in 1960 with a sweaty, ill, un-hip Richard Nixon going up against the inspirational John F. Kennedy, a genuine war hero, author and grown-up spoiled brat who went from being a tow-headed Irish kid with a bunch of brothers to the President of the United States. Perhaps no words thrilled a nation more than Kennedy’s “Ask not what your country can do for you, but what you can do for your country”. Only FDR’s “the only thing to fear is fear itself” could bring a nation to its senses in a time of crisis in the same way. Kennedy came on the scene as the bucolic ’50’s and the caretaker 8-year career in the White House by former General Dwight David Eisenhower were coming to an end. But Kennedy probably had more enemies, considering their diversity and ability to do harm, than any other President in our history. The dichotomy of the Lyndon Johnson one term has continued to this day as the man who brought civil rights legislation into the light also had a very dark side and could not bring himself to provide the manpower and legislation needed to avoid the 59,000 casualties America sustained in the Vietnam era.

Today, the Louisiana Department of Wildlife and Fisheries (LDWF) announced a delay in the opening of shrimp season in portions of shrimp management zones 1 and 3 from Monday, August 24, 2020, to Friday, September 11, 2020. The opening is as follows: The portion of Shrimp Management Zone 1, known as the Biloxi Marsh, and the portion of Shrimp Management Zone 3, known as the Mermentau River, will be delayed. These portions of state inside waters, as described below, will open at 6:00 a.m. September 11, 2020: Biloxi Marsh - From a point at the intersection of the eastern shore of the MRGO and the Shell Beach Cut at 29 degrees 51 minutes 29.40seconds north latitude, 89 degrees 40 minutes 37.99 seconds west longitude; thence northerly to a point where Shell Beach Cut and the south shore of Lake Borgne intersect (29 degrees 52 minutes 00.35 seconds north latitude, 89 degrees 40 minutes 25.33 seconds west longitude); thence easterly and northerly following the southern shore of Lake Borgne and the western shore of the Biloxi Marsh to Pointe Aux Marchettes (29 degrees 59 minutes 26.87 seconds north latitude, 89 degrees 34 minutes 44.91 seconds west longitude); thence northeasterly to Malheureax Point (30 degrees 04 minutes 40.57 seconds north latitude, 89 degrees 28 minutes 46.59 seconds west longitude); thence southeasterly to a point on the western shore of Three-Mile Pass (30 degrees 03 minutes 00.00 seconds north latitude, 89 degrees 22 minutes 23.00 seconds west longitude); thence northeasterly to a point on Isle Au Pitre (30 degrees 09 minutes 20.50 seconds north latitude, 89 degrees 11 minutes 15.50 seconds west longitude), which is a point on the double–rig line as described in R.S. 56:495.1(A)2; thence southerly following the double rig line to where it intersects with the MRGO (29 degrees 40 minutes 40.11 seconds north latitude, 89 degrees 23 minutes 07.71 seconds west longitude); thence northwesterly along the eastern shore of the MRGO to the point of origin. Mermentau River - From a point on the shrimp inside/outside line and the western shore of the Mermentau River at 29 degrees 43 minutes 46.14 seconds north latitude, 93 degrees 00 minutes 40.50 seconds west longitude; thence northerly following the western shore of the Mermentau River to its intersection with Catfish Locks 29 degrees 52 minutes 47.31 seconds north latitude, 92 degrees 50 minutes 57.25 seconds west longitude; thence southeasterly following Catfish Locks to its intersection with the eastern shore of the Mermentau River (29 degrees 51 minutes 44.20 seconds north latitude, 92 degrees 50 minutes 52.98 seconds west longitude); thence southerly following the eastern shore of the Mermentau River to the point where it intersects the shrimp inside/outside line (29 degrees 43 minutes 46.33 seconds north latitude, 93 degrees 00 minutes 31.71 seconds west longitude); thence westerly along the shrimp inside/outside line to the point of origin. The secretary has been notified of recent biological data that could negatively impact the Louisiana commercial shrimp industry. The large abundance of juvenile white shrimp that have migrated into portions of state inside waters have rapidly increased. The opening of these state inside waters could be detrimental to the commercial industry as the possession count for white shrimp is currently 100 shrimp per pound and the opening of these waters could result in the increased mortality of sub-legal white shrimp. The Louisiana Department of Wildlife and Fisheries is responsible for managing, conserving, and promoting the wise utilization of Louisiana’s renewable fisheries resources. The secretary has determined that the best way to ensure utilization of the resource is to keep these waters closed as it is necessary to protect developing white shrimp. The Secretary has determined that a delay in the opening of these remaining areas

But I digress, as the saying goes. Today’s conventions, Covid-19 be damned, are nothing like those get-togethers after World War Two. Yes, the pandemic keeps the flesh-pressers from pressing anything but a Zoom button or cellphone, but the lack of civility, of common sense, of genuine concern for this country’s citizens and the ascension of coarseness, rudeness and downright stupidity is best served isolated. And it is being served up by the Baby Boomers and the TimeOut Children, those told that their place in society transcends any other with few, if any, of the responsibilities expected of young citizens under 16 years of age that were the rites of passage to adulthood in the era of American pride. I’m not sure which epidemic is worse: Covid or the politics of incivility. If we had any visible leaders to talk to today, it might be a start. But virtually no one wants to put the sanity and survival of this nation above their grievances. Americans have always been able to work out their differences on a neighborhood scale. The problem comes when someone from outside your community disturbs the status quo. Not the oppressive norms that some claim are endemic; these “norms” are in nearly every case the exceptions in a societal situation. But the manufactured wrongs suffered by those who have no argument with the status quo. It’s true dialog has not been as forthcoming as it should have been over the past century but now that the communication systems have been improved, we should return to the mantra of “letting cooler heads prevail”. Today’s conventions indicate cooler heads are locked up in some remote freezer while the rousing of hateful rhetoric keeps entirely too many good people on the defensive or instills still more hate or fear. November 3rd’s results really won’t change most of this. What this country needs more than anything today is introspection. America will not become the “other world” land of dreary landscapes and oppressive society unless its citizenry doesn’t care any more. Then, revolution or complete foreign takeover will be the order of the day, maybe not in the near future but scarily closer than most people want to imagine. Today’s offer of “free” does not mean freedom. It means control of you and yours, obligation without a voice or opinion. Kennedy asked what we could do for our country 60 years ago. We can defend it as we clean it and improve it. Keep the true course of government our forefathers forged with no guarantee of success and the sure end of their privileged lives if they had failed. Remember American Privilege. It’s for all Americans to have, to share, not to lose to false prophets or Marxist idealists. We’ve earned it with our overall treatment of others in this world, both with treasure, tears and manpower. We need to continue to be a beacon to those looking for a better life and opportunity, not just a handout. Let’s look within ourselves for the answers. -0TURNTABLE AUTO-BELT drive, Sony PS-LX250H “New in Original” carton $100. Antique rim locks 3 for $10. Call 985-400-4004 or 985-246-6952. CREATING A TROPICAL PARADISE IN YOUR BACKYARD

Summer vacations give us an opportunity to get away and see other areas of the country. People may decide to engage in the scenic views of the Colorado Rockies or the Smokey Mountains, but many people still enjoy going to the beach for a quick peaceful getaway. The areas where water and land meet create a wonderful convergence of rest and relaxation. The landscapes in these areas, like South Florida and the Florida Keys, present something exotic and new to the summer tourist, even those form South Louisiana. From beautiful bougainvillas to the everblooming ixora and trailing mandevilla, we associate these types of plants with stress-free lifestyles. We could list a thousand more tropical plants here, but the dominant landscape plants of tropical destinations Will Afton are palm trees. Beaches just don’t seem authentic without the inclusion of palm trees. Once we return to the hustle and bustle of everyday life, these vacations and weekend getaways eventually become memories, but the feeling they provided during those trips does not fade. Many gardeners look to immediately incorporate the tropical look into their own landscapes to extend that feeling of peacefulness and relaxation. South Louisiana presents a similar climate, hot and humid summers, to some of these distant places, at least during the warmer season. The one big difference between tropical climates and temperate climates of North America is cold weather. Tropical plants, including palm trees, originated in areas near the equator where annual temperature changes are minimal and plant growth can continue during most of the year. In fact, many of these areas have only a wet season and dry season. Knowing the environmental conditions of where tropical plants originated from provides great insight into managing these plants in our own landscapes. This article will focus on growing palm trees in South Louisiana and similar areas. When planning to include palm trees into a new or existing landscape, there are numerous characteristics the gardener should consider when selecting the right palm. Mature size, growth habit, leaf shape, and texture are some of the obvious characteristics, but the most important factor to consider is cold hardiness. Palm trees evolved in areas where cold weather was non-existent. They never developed mechanisms to protect against freezing temperatures. In my experience, cold damage is the leading stress factor in palm trees planted in our region. Although cold hardiness is not a characteristic that we can see, selecting cold hardy palms is the first step towards long-term success in the landscape. Hardiness describes a plant’s ability to handle cold temperatures. The United States Department of Agriculture (USDA) provides us a tool to define hardiness zones based on average low temperatures. Most of the area north of Lake Ponchartrain is designated Zone 8b (average minimum temperatures between 15-20°F) and Zone 9a (20-25°F). South of the lake is primarily Zone 9a with some isolated areas designated as Zone 9b (25-30°F). The use of USDA hardiness zones is essential when researching new plants to understand the environmental conditions of where they evolved. Below are several options of palm trees that are proven to display some extent of cold hardiness when grown in a temperate climate. True date palm (Phoenix dactylifera) This is the commercial palm where the fruit (date) is harvested and consumed by humans. These palms feature a pinnate (feather-like) frond and can reach heights near 60 ft tall but average closer to 20 ft in the lower gulf region. The blue/green fronds can reach lengths near 18 ft in mature specimens. Female plants may produce fruits when male plants are nearby. However, fruits aren’t guaranteed in areas with consistent cold weather. Canary Island date palm (P. canariensis) Another selection from the genus, Phoenix, the Canary Island date palm is one of the more common palm varieties seen in South Louisiana. These palms can reach heights near 50-60 ft tall but are commonly seen around 20-25 ft tall in most instances. The feather-like fronds have a glossy green/yellow color and reach lengths of 8-10 ft long. However, beware of the needle-like spines at the base of each frond. The Canary Island date palm is the largest growing palm in the Gulf region, where mature plants may withstand temperatures down to 20-25°F. Pindo palm/jelly palm (Butia capitata) The fronds of this palm have more of blue/grey color than previously mentioned varieties. It is one of the most cold hardy palms grown in the region, withstanding temperatures down to 15°F. The feather-like fronds reach lengths of 3 to 6 ft long and display a natural recurve. Mature specimens can reach heights near 20 ft tall but average closer 10-12 ft tall. During mild winters, this palm may develop and produce edible fruit. Hence, one of the common names for this plant, the jelly palm. Windmill palm (Trachycarpus fortunei) The windmill palm is the most popular palm grown in the local production scene and rightly so. This is one of the most cold hardy palms available. They produce fronds of a different shape than previously mentioned varieties. The fan-like fronds of windmill palm average 3 ft in diameter. Older specimens can reach heights near 25-30 ft tall. However, the average is closer to 15 ft tall due to their extremely slow growth rate. The distinguishing feature of this palm is the burlap-like fiber produced on the trunk of the tree. This fiber eventually disappears and a smooth trunk is produced on older plants. Cabbage palm (Sabal palmetto) Most palms are introduced into the landscape from far away lands, but the cabbage palm actually calls North America its home. It is a native palm from Coastal Carolina down to Florida, the Bahamas, and Cuba. Similar cold hardiness as the windmill palm where it can normally withstand cold temperatures into the teens, especially for short durations. The fronds display a cross between the feather-like and fan-like fronds of previously mentioned varieties. The fronds can reach up to 12 ft long and have a yellow/green color. Mature trees can reach heights of 5070 ft tall but are more commonly seen closer to 25 ft in existing landscapes. Due to its native range, I find myself recommending cabbage palms over most of the palm selections in the market. You can find more palm varieties while shopping at your local garden center. Determine your USDA hardiness zone and use it to evaluate a possible new palm tree into your backyard! William Afton | County Agent LSU AgCenter • St. Tammany Parish 1301 N. CAPT HOOP -- OUR FREEDOM

The guy on the left is fighting one while this picture is being taken. This time of the year they are in thick and the action is hotter than the sun.

Our Freedom Charters • 504-247-8459

Capt. Hoop/ Our Freedom / Life is Good!

ARCHIVED STORY FROM 8.29.19 I had a multipal boat trip for Fish on Guide Service. The group wanted nothing but bulls and bulls we gave them.

Doubles and triples are a common thing. It can get hectic on the deck with the big fighters going wherever they want and crossing each other a circling the boat at will.

Amberjack season is now open. I did a trip with Mark Lanzotti, his daughter, and another father daughter friend of theirs. Our plan was to find a few amberjack and red snapper. I like when a plan comes together.

Mark’s wife came here once and does not like the boat or fishing his daughter fell in live with it and now daddy has a fishing partner. This will make for more good times here together. His friends daughter also had a blast catching amberjack and red snapper. I can see a future ahead for this team.

Each person only kept one and some did not even want one. Big bull reds are the breeders. They are best for a picture and release for other customers to enjoy the fight.

This is a first for me. I managed to catch an ocean trigger fish. Our common grey trigger fish is totally different from this. Notice the flat tail as opposed to the flaired out ends of the grey and the thicker differently shaped dorsal and lower fin. Thi fish was much larger and the fillets were good and thick. Great tasting white meat. Life is Good!

YOU COULD BE ON OUR FISHING PAGES! SEND US YOUR EVENT PICTURES! email to: plaqueminesplus@gmail.com Be sure and send your text & comments so we know who to identfy in your photos!

How to Trap a Feral Cat Over the past several weeks, we have talked a lot about feral cats. From what they are to the importance of trapping them, we have covered nearly everything there is about these community cats. This week, we will walk through the steps of actually trapping a feral cat to have them spayed or neutered.

Our Plaquemines Parish Campus is open for adoptions again but our adoptions are being done by appointment only. This will ensure a limited number of people in the building at one time to help keep our adopters and team safe. To view the animals currently available for adoption visit www.la-spca.org/adoptables. To make an appointment, potential adopters must complete our online application Once submitted, our team will contact the adopter to schedule their appointment. On a side note, I’ve seen some online chatter about residents being frustrated about animals not being picked up by animal control. We do not provide animal controls services for the parish, only sheltering. Animal control issues should be directed to the Plaquemines Parish Animal Control at 504-934-6690.

First and foremost, if you are willing and able to trap cats in your neighborhood, the Louisiana SPCA has traps available to rent and videos on trapping techniques that you can take advantage of. In order to trap feral cats, there are a few steps that you must follow to make the process of trapping as smoothly as possible. First, identify the caretaker in your area and coordinate with them when you can trap the cat. After you coordinate with the caretaker, you have to set up the trap itself. Making a “slip” is a crucial part in trapping feral cats because it protects their feet and can help prevent any major injuries from occurring. A slip is usually a few sheets of a newspaper with the sides folded in and taped down. After your slip is in place, place the bait in the back of the trap. Any form of smelly fish or tasty cat treat will help lure in the animal. After your bait is in place, you set the trap’s trigger mechanism and place the trap in an area where the cat will be able to get to it pretty easily. For an exact tutorial on how to set the trap, watch our video called “TNR How to set up a trap” on our YouTube page. Once you have the cat trapped, you can take it to our community clinic or any other shelter or veterinarian that participates in TNR to have the cat spayed or neutered. After the surgery is complete, the cat will have the tip of its ear clipped to tell other trappers that this cat has already been fixed. Once you get the cat back, it is important to release the cat in the same area you found it. Introducing a new cat to a feral cat community will cause issues for the cat as well as the neighborhood in which you released it. If you are interested in becoming a volunteer cat trapper for us or would like more information on TNR in general, visit www. la-spca.org/tnr. If you are interested in becoming a trapper you can also email us at volunteer@la-spca.org. You can also fill out cat trapping request forms if you cannot trap an animal yourself but would like a feral cat spayed or neutered, simply visit www. la-spca.org/feralcatassistance.
