Louisiana Department of Wildlife & Fisheries Five Cited for Closed Season Shrimp Violations in St. Bernard Parish Louisiana Department of Wildlife and Fisheries enforcement agents cited a total of five subjects for alleged shrimping violations in St. Bernard Parish on Sept. 2 and 3. Agents cited David Rung Le, 57, and Thuy Thi Tran, 46, both of Harvey, for shrimping in a closed area on Sept. 2. Agents also cited An Kit, 72, of Buras, Sau Tran, 56, of Harvey, and Hai Van Do, 47, of Harvey for shrimping in a closed area on Sept. 3. Agents observed Le and Tran inside Drum Bay located in St. Bernard Parish on a vessel outfitted with skimmers that were down and actively fishing on Sept. 2. Agents also observed Kit, Tran and Do actively shrimping in Morgan Harbor on Sept. 3.

In addition to any and all other penalties the court may revoke or suspend the violator’s trawl, skimmer, and butterfly gear licenses for one year from the date of the conviction. During such revocation or suspension, the violator may be present on a vessel harvesting or possessing shrimp or possessing a trawl, skimmer, or butterfly net, only if the vessel is equipped with and employs an operating vessel monitoring system which is accessible to the LDWF. The court shall also sentence the violator to perform 40 hours of community service.

The Louisiana Wildlife and Fisheries Commission set the 2020-2021 oyster season based on the annual oyster stock assessment provided by the Louisiana Department of Wildlife and Fisheries biologists and comments received from members of the public, including the oyster industry. The following dates were set for the upcoming oyster season: The Calcasieu Lake Public Oyster Area will open solely for sacking of market size oysters one half-hour before sunrise on Friday, October 30, 2020 (Closed on Saturdays and Sundays). The Hackberry Bay and Bay Junop Oyster Seed Reservation will open for bedding purposes only one half-hour before sunrise on Monday, November 16, 2020, and will close one half-hour after sunset that same day. The Hackberry Bay and Bay Junop Public Oyster Seed Reservation will open for sacking of market size oysters only one half-hour before sunrise on Tuesday, November 17, 2020, and will close at one-half hour after sunset on Monday, November 23, 2020 (Closed on Saturdays and Sundays). During the 2020-21 oyster season, the following provisions will be in effect: Any vessel from which any person(s) takes or attempts to take oysters from the public oyster seed grounds and reservations described above shall be limited to a daily take not to exceed 25 sacks of oysters per vessel, except for Calcasieu Lake where the daily and possession limits on the West Cove shall not exceed 15 sacks of oysters per vessel, and 10 sacks of oysters per vessel on the East side of Calcasieu Lake. A sack of oysters for the purposes of this Declaration of Emergency shall be defined as the size described in R.S. 56:440. If sacks smaller than the size described in R.S. 56:440 are used, the daily harvest and possession limit shall be based on the number of sacks used, not the size of the sack or other measures. limit shall not apply to vessels harvesting seed oysters for bedding purposes. The possession limit shall not apply to vessels operating under a valid Oyster Cargo Vessel Permit, and these vessels shall not harvest oysters. All vessels harvesting on the open public oyster seed grounds on Monday, November 16, 2020 shall be harvesting seed oysters for bedding purposes only and shall not have sacks or other containers typically used to hold oysters on board the harvest vessel. A vessel is limited to either harvesting market oysters for direct sale (sacking) or harvesting seed oysters for bedding purposes on any one day and is specifically prohibited from doing both. If any person on a vessel takes or attempts to take oysters from the public oyster areas, seed grounds or reservations described above, all oysters contained on that vessel will be deemed to have been taken from said seed ground or reservation from the time harvest begins until all oysters are off-loaded dockside. The harvest of seed oysters from a public oyster seed ground or reservation is for the purpose of moving the live oyster resource. The removal of more than 15 percent of non-living reef material in bedding loads is prohibited. All vessels must allow on-board inspection and sampling of seed oyster loads by LDWF biologists and/or agents. All oysters harvested from public areas, seed grounds or reservations for the purpose of market must be uncontaminated, sealed and not gaping. All oysters harvested from public areas, seed grounds or reservations for the purpose of market sales must measure a minimum of 3 inches from hinge to bill. Market oysters harvested from any public oyster area (including Calcasieu Lake), seed ground or reservation must be sacked, the number of sacks recorded in a log book, and each sack properly tagged prior to leaving said public oyster area, seed ground, or reservation. All vessels located in public oyster areas, seed grounds or reservations during those times between one-half hour after sunset and one-half hour before sunrise must have all oyster scrapers unshackled. Harvesting in the public oyster areas will only be allowed Monday through Friday. No harvest from public oyster areas, seed grounds, or reservations shall be allowed on Saturdays and Sundays. The use of oyster scrapers is prohibited in Calcasieu Lake. Oyster harvesting shall be limited to using hand tongs on vessels harvesting oysters, or collected by hand. Oyster tongs shall be made as a grasping device consisting of two pieces joined by a pivot or hinged like scissors used for picking up objects. The following areas will remain closed for the entire 2020-21 oyster season: The public oyster seed grounds and reservations, as described in Louisiana Administrative Code (LAC) 76:VII.507, LAC 76:VII.509, LAC 76:VII.511 and LAC 76:VII.516, including all areas east of Mississippi River, the Vermilion/East and West Cote Blanche Bay/Atchafalaya Bay Public Oyster Seed Grounds. Lake Tambour, Lake Chien, Lake Felicity, Deep Lake and Barataria Bay Public Oyster Seed Grounds as described in LAC 76:VII:517. The Little Lake Public Oyster Seed Grounds as described in LAC 76:VII.521. Sister Lake Public Oyster Seed Reservations and Lake Mechant Public Oyster Seed Ground as described in R.S. 56:434. The Sabine Lake Public Oyster Area as described in R.S. 56:435.1. The Secretary of the Department was authorized by the Commission to set closure dates and adjust sack limits and/or sacking-only areas based on biological harvest data or if enforcement issues are encountered. The Secretary is also authorized to take emergency action to reopen areas previously closed if the threat to the resource has ended and to open public areas if substantial oyster resources are located. Public notice of any opening, delay or closing of a season will be provided at least 72 hours prior to such action, unless such closure is ordered by the Louisiana Department of Health for public concerns.

Tony’s Take VARIOUS AND SUNDRY THOUGHTS BEFORE THE FALL It’s been a couple of months since we absorbed the remnants of Coast Motor News into our Coast Motorcade section of this publication and it seems to be working well for our handful of automotive and related advertisers. We won’t get them all, of course; more than 100 physical car lots of every size and description fill the four county area where Penny Plus is distributed. And many have already forgotten what print can accomplish. Our readers…you guys….are more likely to actually buy a product from our pages as opposed to those hundreds who surf the electric ocean, many of them dreamers by nature and economics. Yes, much of the exposure is free but the prospects with their exclusive opposable thumbs are not the same buyers who filled the lots with tire kicking and in-person negotiation skills and automotive knowledge and enthusiasm. Those skills and attributes are slowly dying in so many areas. People are just downright lazy and self-absorbed to the point that they think everything should come to them with little or no effort on their part. Much of the unrest in recent months and years stems from this lack of discipline and sense of reality. The grownups are becoming a scarce breed as the “basement babies” of entitlement continue to demand unrealistic results based mostly on someone else’s efforts. Fortunately, the Deep South has been able to channel Mama and ‘dem enough times to keep it real and just about everyone down here, regardless of race, religion, national origin and even SEC loyalties get along with each other. We’re a friendly bunch; we like each other and respect people’s place and opinions. The weather is just now starting to show some compassion for those who do not worship the hot and humid and soon the 3:00-5:00 PM human crawfish boil will be gone as we enter what I’ve called the “Brrrr” months….SeptemBrrr, OctoBrrr, NovemBrrr and DecemBrrr. The best weather month of the year is October as hurricanes, humidity, bugs and screwy daylight and darkness hours seem to go away, at least for a little while. We all should be attending football games now but the COVID-19 era has kept us all playing Musical Chairs with each other and preparing us all for careers in either bank robbery or as a fast food drive-thru order taker (“you want fries with that?”) I, for one, consider understanding these young people speaking through some of the crappiest speaker systems in the world one of the big positives in a less than positive time. I would hate to be a lipstick manufacturer today and one of the tragedies of this six months has been the almost eradication of one of the world’s most beautiful flowers…..two lips. Seen two lips lately in public? New courses in facial recognition will have to include the skill set of only comprehending the eyes and bridge of the nose as clues to whom you are speaking. We could continue on with politics, as you might guess, but just about anything and everything that can be said, thought or performed as been accomplished and November 3rd can’t get finished fast enough. Armageddon won’t come November 4th regardless of the outcome but we better start maturing and cooling off sooner than later before the next plebiscite in two years or rage will take over completely. I really don’t know how I’m going to fill all of my Saturday afternoons and evenings with limited football. Two large decking projects will keep me busy during October and November as my 2002-era construction is beginning to age and product to replace it is so much better than using treated lumber. I built these decks virtually by myself; I’ll need help 18 years later because I have a few extra miles on me these days. But I love to do these projects and once the frustration and irritation is replaced by a sense of accomplishment, things are all right with the world again. I just hope that things will be all right on our planet and in this marvelous country this time next year. -0-

Words to GREAUX by DEAD BRANCHES IN SHADE TREES It is quite common to notice a dead branch in the canopy’s of landscape trees during the late summer months. The second half of a long growing season takes its toll on many of our landscape plants, especially trees. Because of their large size, trees are considered the “tough guys” in the landscape, but they too can struggle with environmental stresses. There is no one single explanation for a dead branch in the canopy of a tree. Will Afton Let’s look at a few causes to understand why our landscape trees might develop a dead branch and how to manage it. The Black Twig Borer (Xylosandrus spp.) is a small beetle with an affinity for your shade trees. These beetles are so small that they typically go unnoticed until they cause a section of tree branch to turn brown. If you can follow the branch down to where green foliage is present, you will notice hole smaller than 1mm. This is the entry hole for a female Black Twig Borer. Once inside the stem she burrows out a cavity and lays eggs. The young beetles use the hollowed out cavity until they emerge as adults where this process can be repeated. The best way to manage this problem is to apply good tree care practices that encourage tree health and vigor. Remove dead branches by pruning 3 to 4 inches below the beetle entrance hole. Insecticides may help but they need to be applied early in the year before beetles enter the tree. Permethrin and bifenthrin are labeled for such use on landscape plants. Be sure to read and follow label instructions before applying any pesticide.

Wildlife, particularly squirrels, can create problems in landscape trees. When food is scarce squirrels will feed on tree roots, twigs, buds, and inner bark of small limbs. The resulting damage appears as dead branches in the canopy. Open wounds in trees can be entryways for pathogens and lead to more compounding problems later on. Managing squirrels and other wildlife can be tricky. There are several methods available including trapping, use of repellants, birds of prey decoys, and the use of physical barriers like aluminum flashing wrapped around the base of a tree. The Louisiana Department of Wildlife and Fisheries (LDWF) publishes a nuisance wildlife control operator list that can be accessed on their website. It provides a listing of individuals who are licensed by LDWF to control nuisance wildlife. The website can be found at www.wlf. louisiana.gov.

Root zone stress is one of the more popular ways to cause issues in tree limbs and branches. Its common in new construction but it can affect any landscape tree. Changes in surface drainage and root zone compaction along with physical and mechanical damage by humans are some of the leading ways to cause stress on mature landscape trees. When tree roots become unproductive, the flow of water from the root system to the canopy becomes disrupted. Portions of the canopy will stop receiving water. Typically, symptoms of root zone stressed trees include leaf dieback at the tips of branches (furthest point from the root system), delayed leaf emergence, whole branch failure, and eventual tree decline. Older trees that have accumulated stress over a longer period do not recover overnight. It is a gradual response to beneficial soil conditions that help these trees recover. Start by not digging in the root zone of a tree and refrain from cutting roots within 10-15 feet of the tree in question. Prune out dead limbs when possible. Passively alleviate soil compaction by providing a layer of organic mulch over the root zone. The organic layer of the forest floor provides habitat for many organisms that live their life in the soil. They help to aerate the soil by digging, burrowing, and feeding. You can create a forest floor for your shade trees by using mulch. Cover the soil with 3-4 inches of any organic mulch product. Fallen leaves from the tree in question make an excellent resource for this purpose. Pull the mulch back 6 inches from the trunk of the tree to allow for air flow at the crown level. These suggestions won’t turn things around overnight, but they will help to reduce stress over time which benefits long-lived plants like trees in our landscapes.

Here I sit on this Sunday evening watching the news and wondering where these storms will end up. Well, wherever they go, my prayers will go. Hopefully these storms won’t be bad. But, in the mean time while I sit here watching the news, I am thankful I got my this times project finished a couple days ago. And I actually started next times project today. Aren’t these the cutest little pumpkins ever! I just love them. And their legs actually move! So you can position them however you want to. This is a Chris Haughey design. He was so much fun to paint. But, I must admit, it wasn’t such a quick project for me since the stem had to be painted with a couple of different techniques. So did the pumpkin, come to think of it. But, it was still a fun piece to paint. I painted four and have one left. My granddaughter, Carlea’, even helped with the out lining of the mouth and teeth, I am ordering more wood blanks of this adorable pumpkin. Hopefully they will be in within a week or two. How many of you like decorative skulls? Wait til you see what I will have to show you later. I have been having so much fun going through patterns and trying to pick out which ones I will do next. Yes, my packages are finally being delivered! Hope you like my little pumpkins. If there is something you would like to see, email me. Sometimes I do need some suggestions. How to Get Involved with the LA SPCA Volunteering your time to nonprofit organizations is one of the best ways to become involved in your community and give back. There are plenty of volunteer opportunities available at the Louisiana SPCA, so you can find the one that fits you perfectly. Two of the most popular and most valuable ways to get involved with us are through volunteering and fostering. Volunteering encompasses a wide variety of things, but one of the most popular forms of volunteering is animal socialization. This involves taking dogs on walks, playing with cats, assisting with adoptions and anything else that involves the adoptable animals at our shelter. Our dedicated volunteers provide our animals with love and enrichment as well as helping them find their forever homes.

Our Plaquemines Parish Campus is open for adoptions again but our adoptions are being done by appointment only. This will ensure a limited number of people in the building at one time to help keep our adopters and team safe. To view the animals currently available for adoption visit www.la-spca.org/adoptables. All non-business ads for merchandise are FREE if the items are priced this way:

If you are selling one item - it can’t be more than $300 If you are selling two items - each item can’t be more than $200 If you are selling three items - each item can’t be more than $150 All free ads must be completely written by the seller whether placed in person, by mail, fax or email and be legible to be printed. Persons placing multiple ads -or- consistently sending free ads will be barred from running ads in our paper. No more than 3 listed items will be accepted.
