has reported 15 boating fatalities for 2019. Louisiana had 19 boating fatalities in both 2018 and 2017.

Louisiana Department of Wildlife & Fisheries Port Sulphur Man Pleads Guilty to Oyster Violations A Port Sulphur Man pleaded guilty to commercial oyster violations and flight from an officer in the 25 th Judicial District Court of Plaquemines Parish on Sept. 19. Judge Keven Conner accepted the guilty pleas from James Phillips, 67, and sentenced him to pay fines totaling $1,500 plus courts costs and 90 days in parish prison suspended for flight from an officer, taking oysters from unleased state water bottoms and taking oysters from a polluted area. Louisiana Department of Wildlife and Fisheries enforcement agents witnessed Phillips dredging for oysters from a vessel in a polluted area in Gran Bayou on April 4, 2019. Agents attempted to stop the vessel, but Phillips quickly removed the dredges from the water and led agents on a vessel pursuit throughout the marshes of Port Sulphur. Agents observed Phillips and his crew intentionally dump oysters into the water during their pursuit. Agents chased the vessel into Sicola Canal #2 where Phillips and the other three occupants abandoned the vessel and ran down the levee. The agent found white oyster tags with Phillips’ harvester ID on the vessel indicating the oysters were going to hit the market intended for raw consumption. The GPS coordinates of where these oysters were harvested were inside the polluted area that was closed by the Department of Health and Hospitals. LDWF agents obtained an arrest warrant on April 15 and set up an arrangement for Phillips to turn himself into authorities. Phillips was subsequently booked into the Plaquemines Parish Jail.

As always LDWF offers free boating education classes year round. Those interested can take either an online or classroom safe boating course. Sherburne WMA Shooting Ranges to be Closed on Mondays Beginning Sept. 30 Sept. 13, 2019 - The Sherburne Wildlife Management Area (WMA) Shooting Ranges, including the rifle, pistol, archery and skeet ranges, will be closed on Mondays beginning Sept. 30. This weekly closure is being implemented to facilitate routine maintenance of the ranges. The range will continue to be open from sunrise to sunset, Tuesday through Sunday. The Sherburne WMA Shooting Ranges are located at 1132 Sherburne Road near Lottie. From U.S. Highway 190, take Sherburne (Louisiana Highway 975) exit and drive south approximately 3 miles. LDWF Data Updates Loss of Aquatic Resources from Historic 2019 Flooding The lingering effects of the 2019 record floodwaters on Louisiana’s aquatic life continue to be measured by the Louisiana Department of Wildlife and Fisheries. The Mississippi River remained above flood stage for a historic length of time, with records dating back to 1900. Additionally, local rainfall also impacted other drainages. Although rivers are finally returning to seasonal levels, the state is still feeling the effects in some of its fisheries. The Bonnet Carré Spillway opened an unprecedented two times this year for a total of 123 days, and flooding in the Atchafalaya Basin and other areas continued into August. Statewide biological sampling continues to indicate a notable reduction in the availability of oysters, shrimp, crab and finfish in those waterways

LDWF Urging Boaters to Practice Boating Safety During Hunting Season With the fall and winter outdoor season underway in Louisiana, the Louisiana Department of Wildlife and Fisheries (LDWF) Enforcement Division is reminding hunters about boating safety during the hunting season. Hunting season for many people in Louisiana means utilizing boats to get to remote hunting blinds, stands or other areas. The fall and winter boating season for Louisiana is a lot different than the spring and summer boating season for various reasons. Most hunters are operating vessels during low visibility times usually before dawn and after dusk. Also, most hunters are operating vessels in remote areas navigating smaller water tributaries. The hunting season also usually means colder months and thus hunters are wearing and bringing more gear and the water temperature is colder. If a hunter does go overboard, they will probably have the weight of their warmer hunting clothes and the colder water temperature making survival that much more difficult. “Boating in the fall and winter months during the hunting season is much different than in the spring and summer boating season,” said Major Rachel Zechenelly, the state’s boating law administrator. “We want to remind all boaters during the hunting season to follow some simple safe boating practices to ensure a good hunt and a safe trip.” LDWF would like all boaters to wear a personal flotation device while in a vessel, have a sober operator and also let friends and family know of their whereabouts and what time they intend on going hunting and coming back. It is also a good idea to keep a cell phone device in some kind of waterproof container on your person. Checking to make sure your vessel is equipped to run at night and in colder temperature is also important for safe boating practices. LDWF is reminding boat operators to make sure all lights are operational and that the engine has no trouble starting and running. LDWF reported a total of 22 boating fatalities the last three hunting seasons. To date, Louisiana

Statewide volume and value of brown shrimp landings were down 34 percent and 44 percent, respectively when compared to the five-year average. White shrimp fared slightly better with landings up 2 percent overall. Commercial blue crab landings have decreased across the state in all basins, with declines ranging from 14 to 84 percent in individual basins. Concerning finfish, the most recent data show that commercial black drum landings are down by 51 percent in the Vermilion/Atchafalaya Basin. Department sampling also indicates the catch per unit effort of spotted seatrout was 66 percent below average in the Vermilion/Atchafalaya Basin and 50 percent below average in the Pontchartrain Basin. To date, measurable negative impacts on the state’s freshwater fisheries are minimal. Fish kills, resulting from low oxygen levels in the water, may become more common until the water temperatures cool in the fall. This information is available here . LDWF personnel continue to monitor salinities as well as abundance of fish and shellfish in all the major estuaries of the coast. This blow to the coast’s fisheries is expected to be felt for some time, and the extent of damages cannot be fully determined until a 12-month evaluation is completed. Once the required data analysis is completed, it will be submitted to NOAA Fisheries for its inspection. To be considered for a federal fisheries disaster declaration, economic and/or fisheries resources losses must reach 35 percent over a 12-month period as compared to recent baseline conditions.

Words to GREAUX by FALL BLOOMING CAMELLIAS

As you walk through a garden it’s easy to point out that each plant blooms during a specific time of year and they all work together to produce a year round experience. As the month of October approaches, the sansanqua (Camelia sansanqua) blooming season begins. There are several other species of Camellia available in the trade. The garden camellia, C. japonica, produces large leaves and large rose-like flowers. C. reticulata camellias produce very large flowers. The tea plant, C. sinensis, is a little-known evergreen shrub that grows well in the shade and is the same plant cultivated for tea in China for centuries. The Will Afton sasanquas, like all other camellias, are evergreen plants that produce attractive dark green foliage and bloom late fall through the winter. The one characteristic that sets sasanquas apart from the rest is the fact that they can tolerate full sun. Due to their perennial nature, hardiness, and longevity sasanquas are popular landscape plants in Louisiana. To prepare a new planting of camellias consider having the soil tested to determine the current soil pH or degree of acidity/alkalinity. Camellias prefer a soil pH between 6-6.5, slightly acidic. Add agricultural limestone to increase soil pH and elemental sulfur to lower the soil pH. Provide a moist, well-drained soil full in organic matter. Homemade compost or commercial compost available from the garden center are excellent choices. Camellias can be very shallow rooted. It’s important to note when adding new plants in the garden, to plant them slightly higher than ground level, especially if drainage might be an issue. As far as sunlight conditions, camellias prefer partial shade but sasanquas will grow in full sun under ideal soil conditions. As with other plants, sasanquas have a few pests that can become problematic over time. The most common insect pests of camellias are scales, especially tea scale. Scales are piercing/ sucking insects that feed on the undersides of leaves. They can cause a speckled leaf appearance and they also produce honeydew, a sugary substance that favors the growth of black sooty mold. Scales can be easily managed using oil sprays and systemic insecticides. Spider mites are problematic during hot dry periods during the summer and early fall. Symptoms appear as speckling near the midrib of the leaf. From a distance, the leaves take on a silvery appearance Timely oil sprays made throughout the year will keep spider mites at acceptable levels. Sometimes camellias leaf beetles feed on new growth during the spring, but never really at alarming rate. However, permethrin can be used for control if desired. Be sure to read and follow label instructions before applying any pesticides. Because of their popularity and stamina in the landscape, you will find many different cultivars of sasanquas for sale at garden centers and home improvement stores. Some of the tallest growing cultivars can reach heights near fifteen feet tall. The cultivar ‘Alabama Beauty’ is one of the earliest bloomers and has beautiful rosy-red flowers. ‘Pink Snow’ is another larger growing cultivar and it produces lovely soft-pink flowers. The ‘Leslie Ann’ cultivar was selected as a Louisiana Super Plant due to its outstanding performance It produces a white flower with pink edges on each petal. ‘Setsugekka’ is another taller growing cultivar but it produces a pure flower. For those looking for a smaller growing option look at ‘Stephanie Golden’. It produces a hot pink flower and stays around five to six feet tall to satisfy those smaller spaces. These are not the only choices you will see. Make a trip to your local garden center to see what is available in your area.

I gave my guys from the first day a hard time saying they jumped ship and did not like to fish with a guy that could not find fish. Trust me this was a great bunch of fun loving stone crushing guys.

It was another stormy morning and I figured from what I saw the day before there was only one place to find fish and clean water. I hit one side of an island and found nothing but catfish. Conditions were as I figured so I moved to the other side and found some good fish.

I did a bachelor party trip for Paradise plus out of Venice. We had 4 boats and the same guys for 2 days. The first day they had a big fish bet going on. The conditions were horrible to say the least. We had a hard time even loosing bait. On our first stop we had a few hard head catfish. At the second stop we were on the board with a Good I never moved more than 100 feet and we filled the fish box. It was not long before we had our limit. As soon as we had our limit the guys said let’s go in. one. The conditions were extremely difficult. We looked on every point, every drain, and all around every Roseau cane bank we could find. Keepers were hard to find. Although 2 of the boats had 10 fish we were only able to put 3 in the bod before we were driven in by a nasty thunder storm. It was a bachelor party and the liquid supply was getting dangerously low anyway. When group of buddies get together for something like this there is a lo of wagering going on. This was no exception. The first day it was biggest redfish and each guy put up $50.00. This stud redfish came in at just under 27 inches and was an astounding 9 pounds 10 ounces. It was worth the $350.00 pool prize. If you can only get a few make it the best!

I never moved more than 100 feet and we filled the fish box. It was not long before we had our limit. As soon as we had our limit the guys said let’s go in. It is 9:11 in the morning and we are do at the customer’s request. We were told to stop fishing at 10:00 because they all wanted to go to the city for the rest of the party. This days $50.00 wager was the boat with the most fish or if it was a tie the first one in had the $350.00. We were in way before everybody else finished fishing. The guys on My boat took all the money for each day. Back at the dock I let my guys from the day before know they lost out by jumping ship. My boat was the money boat both days. Life is Good! We looked on every point, every drain and along every Roseau cane bank. Everybody had the same story only a few. Two boats limited out. We gave up at noon as all the others were coming in also. The liquid supply was getting low! It was a bachelor party after all.

Empire South Pass Tarpon Rodeo Makes Second Monetary Donation to PPSO Dedicated to the Special Olympics On Tuesday, September 10, 2019, the Empire South Pass Tarpon Rodeo returned to the Plaquemines Parish Sheriff’s Office (PPSO) to make a $2,000 donation in support of PPSO’s involvement with the Special Olympics.
