Lifting the long-standing oyster lease moratorium and turning some public oyster grounds into leasable areas is part of an ongoing effort by the state to assist the oyster industry in adapting to changing coastal conditions. Governor Edwards challenged both the Louisiana Department of Wildlife and Fisheries (LDWF) and the Coastal Restoration and Protection Authority (CPRA) to find ways to help the fishing industries of Louisiana identify options to remain viable. Providing oyster producers with an opportunity to develop productive reefs in new areas is one such option identified as an available adaptation strategy. “The state is giving up these public oyster seed grounds to help provide the oyster industry with an opportunity to move to more productive areas – to adapt to both natural and man-made changes in coastal Louisiana, including erosion and shifting salinity levels,” explained LDWF Assistant Secretary Patrick Banks. “With over 1.7 million acres of public oyster grounds, the state does not have the resources to develop oyster reefs everywhere. One of the best things we can do is make this area available for private investment through our oyster leasing process.” Approximately 40,248 acres of the public grounds in Bay Eloi and northern Breton Sound will no longer be designated as an oyster seed ground upon commencement of the first lottery phase of the oyster moratorium lifting process (also described as Phase Four of Section 2 of Act 595 of the 2016 Regular Session of the Legislature). This acreage only consists of 4 percent of the Public Oyster Seed Ground area east of the Mississippi River. The area is described below:

Turlich Jr. congratulates two Plaquemines Parish Sheriff’s Office (PPSO) members for successfully completing the National Command & Staff College Leadership Program. On June 14, 2019, Lieutenant Michael Boudreaux and Lieutenant Troy Smith graduated from the 6-week program that was hosted by the St. Charles Parish Sheriff’s Office. The program focused on topics such as Leadership Principles, Strategies & Tactics, Futures Skills and Problem Solving for Today. “The ultimate goal is the overall safety and protection of the citizens of our parish,” said Sheriff Turlich. “We will remain focused on improving our leadership skills in order to provide the most efficient and professional service possible.” As a result of his efforts in developing executive managers, Sheriff Turlich received the MAGNUS Leadership Award during the 2018 National Sheriff’s Association Convention which was held in New Orleans from June 13 - 20 The Command & Staff Leadership learning experience will prepare each participant as part of the vanguard of today’s professional policing leaders. June 28, 2019 - The latest catch statistics recorded by LA Creel, the Louisiana Department of Wildlife and Fisheries’ (LDWF) near real-time data collection program, is 294,236 pounds, or 37 percent of Louisiana’s allocation. This estimate covers the period through June 16. The season will remain open until recreational landings approach or reach Louisiana’s annual private recreational allocation of 816,439 pounds of red snapper approved under the EFP according to landings estimates from LA Creel. The private recreational red snapper season began May 24 in both state and federal waters. This season will run weekends only (Friday, Saturday, and Sunday, including the Monday of Memorial Day and Thursday of Fourth of July) with a daily bag limit of two fish per person and a 16-inch total length minimum size limit. Louisiana is operating under its second year of an EFP which allows the state to manage the private recreational red snapper season in state and federal waters. Under the EFP, participating anglers are allowed to fish red snapper in the state territorial seas and adjoining federal EEZ, from shore to 200 nautical miles, during the season set by the LDWF Secretary or Commission. NOAA Fisheries continues to regulate federal for-hire vessels (charter and headboats). State charter captains (those who do not have a federal Gulf of Mexico charter permit for reef fish) may only fish for red snapper in state waters when the state recreational red snapper season is open. WATER CONSERVATION – EFFICIENT LANDSCAPE IRRIGATION PRACTICES During hot summer weather, garden plants utilize more water in an effort to manage heat stress similar to the human body. Doctors advise drinking plenty of fluids while working outside while at the same time horticulturists recommend supplemental irrigation for our landscape Will Afton plants. This goes for all types of plants including annual flowers, perennial shrubs, landscape trees, and turfgrass. Follow the guidelines below for proper irrigation practices that will help your garden plants survive the summer season. • • • • • • •
Use organic mulches in flowerbeds and around trees to insulate the soil and prevent excess water evaporation. There are several different types of mulches available including, pine bark, pine straw, colored hardwood chips, and cypress bark. Choose a color and texture that works best with your landscape and apply a 2-3 inch layer to the root zone for maximum effect. The eventually breakdown of organic mulches will provide nutrients and help with compacted soils over time. Keep a watchful eye on container plantings. Container soil is designed to be very well-drained and will be subject to drying out more often than native soil. A simple water breaker and wand are great tools that allow you to reach in and around potted plants. Thoroughly soak with water until it drains from the bottom of the container. Irrigation systems can make lifer easier while supplementing irrigation. There are many different types of applicators including, drippers, micro sprays, and drip tape. Irrigation systems can made custom to almost every situation. Applicators that apply water directly to the soil are more efficient than overhead types. Adjust irrigation systems to run in the early AM. Plants take up more water during the first half of the day than at the end of the day. In addition, watering in the morning allows for excess water to be evaporated throughout the day, preventing many disease issues. Adjust irrigation system frequency to water for longer periods of time, not so often. Deep waterings followed by dry conditions promote expansive root systems, which in turn make plants drought resistant. Short daily irrigation intervals encourage shallow root system and should be avoided. Routinely inspect irrigation systems for leaks and proper working spray heads. Most systems are designed with flushable enclosures. It is a good idea to flush the system from time to time to clear any debris that might have found its way inside. Check weather forecasts. Watering the garden before a rainfall event can actually improve water penetration into a soil.

Capt. Hoop/ Our Freedom / Life is Good! Fishing has been good at times and tough at others. I had the opportunity to take a friend fishing. She had not caught a redfish in about 40 years. The fishing was very slow as we had an incoming tide and windy conditions. This was her first. It had very beautiful colors.
After fighting hardheadeds and sting rays and feeding the rat reds she hooks a good one. This one tested her wrist. The fight was reel as it started her around the boat. Now she not only had her first in about 40 years but her biggest redfish ever. We had a great day on the water.
CALL US TODAY...SELL IT TOMORROW! When I was washing the boat I got a call that one of the girls on the other boat had taken first place biggest slot redfish. Outstanding job. The 2 sisters on my boat even had a double. I really enjoyed the kids on the boat. It was a fun filled day with a first place finish e outcome.
Although the picture does not reflect it this trip was under windy conditions. I was forced to fish in protected waters. Most places were dirty so I had to find a slight water change or some sign of life.
Our chances of limiting out were not looking too good. The biggest 2 fish were caught by the same guy.
I had a 2 boat group of young ladies in a school fishing tournament. There were 5 of them. 2 on my boat and 3 on the other boat. They were looking for the heaviest redfish under 27 inches.
He made a point to let his friends know about it. Building memories and friendship.
4 of the girls had fish of 26 and a half inches or bigger. 2 on my boat and 2 on the other boat. They left for the weight in with a very good feeling of one of the fish placing.
The trophy was this nice flounder. We ended up with 2 of them for the day. Life is Good!
