GOVERNMENT GETS IT RIGHT; PPP MONEY COMES THROUGH WITH NECESSARY CHANGES Despite recent lawsuits filed by major newspapers and other entities against the SBA to release information pertaining to which fat cat businesses received government funds they don’t need, the Payroll Protection arm of the relief and stimulus packages (CARES) has been fine-tuned to level the field for small businesses, like this publication. The PPP, as its known, promises a low-interest loan to primarily meet payroll expenses for employers of less than 500 people, which includes virtually everyone in my industry. Most of the papers applying for funds received them quickly, to the point that many have reached the end of their eight-week ceiling for using the money to defray payroll and other costs. In the beginning, the Administration indicated the money would be forgiven if at least 75% of the funds were used for payroll-related items and the remaining funds for business mortgage interests, rents or utilities expenses. Whether that forgiveness includes a partial or full forgiveness of income tax levied on the funds is still being determined. One possibility is that whatever percentage of the funds were used for payroll-related items, that portion would not be taxed and only the remaining percentage of the total up to 25% would be taxed. So, if a $20,000 loan awarded to a company would have $16,000 applied to payroll, then only $4,000 would be taxed as ordinary income, not the full dollar amount of $20,000. In this example, 80% of the funds issued would be treated more as a grant than a loan. However, even as a loan, the SBA decided to change the terms from a ceiling of 4% interest and 10 years to pay off the unforgiven portions to a flat 1% interest rate and two years to pay off the loan. Both guidelines offered an initial 6-month hiatus for businesses to begin paying, but interest costs, if any, would begin at the dispersal of loan funds to the company.

I would encourage you to do it NOW! Unlike the EIDL (Emergency) funds, PPP regulations have been relaxed and made more business friendly. EIDL money is more liberal with how it can be spent. But the original $10,000 maximum upfront advancement which was to be forgiven, even if a subsequent application for a loan was denied, has been changed. More intelligent heads realized that everyone and their mother would apply for the up to $10,000 advance and many would just forget the back end loan to which the advance should have been tied. Now the advance is granted at the rate of $1,000 for every employee up to 10, which subsequently ties employment conditions into this money and makes it nearly impossible to scam the system. Perhaps the EIDL folks will also change “employees” to “employees and independent contractors”. Agents arrested Trent Becnel, 29, felony hit and run, failing to comply with boating education requirements, careless operation of a watercraft, negligent injury, not having boat numbers, and failure to display valid decal certificate. Agents also arrested Lucas J. Becnel, 56, Patrick J. Morvant, 53, and Keith Morvant, 47, for accessory after the fact of felony hit and run. LDWF agents were notified about a two vessel collision that occurred in Bayou Chevreuil in Lafourche Parish on May 2 around 7 p.m. The collision occurred between two 20-foot aluminum vessels with three people in one vessel and Trent Becnel and a passenger in another vessel. After the collision, Trent Becnel fled the scene by himself. The three people in the other vessel and the passenger in Trent Becnel’s vessel all required medical aid and were transported to hospitals. All four people have since been released from the hospital. Agents learned that Trent Becnel fled the scene of the incident and attempted to make contact with him. Agents were unable to make contact with Trent Becnel for various reasons on the night of May 2. Agents were finally able to make contact with Trent Becnel on May 3. Agents continued the investigation and found that Trent Becnel avoided law enforcement on the night of May 2 with assistance from Lucas Becnel, Keith Morvant and Patrick Morvant. LDWF agents with the aid of the Lafourche Parish Sheriff’s Office obtained arrest warrants on March 13 and arrested all four subjects on May 14. Felony hit and run brings up to a $5,000 fine and 10 years in jail. Accessory after the fact of a hit and run carries up to a $500 fine and five years in jail. Careless operation of a vessel brings up to a $300 fine and 30 days in jail. Failing to comply with boating education requirements, failing to have boat numbers and to display a valid decal certificate each brings up to a $50 fine and 15 days in jail. Agents continue to investigate multiple leads from the public regarding additional parties that may be involved.
LDWF Announces 2020 Alligator Lottery for WMAs, USACE Property and Public Lakes May 18, 2020 – The Louisiana Department of Wildlife and Fisheries (LDWF) will conduct alligator lottery harvests on 19 LDWF Wildlife Management Areas (WMAs), 28 public lakes and one U.S. Army Corp of Engineers (USACE) property Aug. 26-Oct. 1, 2020. Applications are now available and are due by June 30. All lottery applications are now only available on the LDWF website at https://la-web.s3licensing. com/ . Those wanting to apply should click on the Lottery Applications tab, update or create their customer record similar to purchasing a license, and then submit an application. There is a $5 application fee and a $2 transaction fee. Only one alligator lottery application may be submitted per customer. Paper applications will no longer be accepted. Applicants must be legal Louisiana residents and 16 years of age or older. If selected, you will be required to purchase an alligator hunting license ($25) and to submit payment of $40 for each alligator tag allocated to the chosen location. To assist applicants in selecting specific WMAs/public lakes, LDWF has posted the percentage of lottery alligator harvest applicants selected in 2019 by WMA or public lake as well as a map showing the general location of each area and the appropriate area manager’s contact information on its website at https://www.wlf.louisiana.gov/assets/Hunting/Alligator/Files/lottery_choices.pdf.

Gardenias are some of the most popular flowering plants found in Southern landscapes. Similar to azaleas, gardenias are evergreen shrubs that bloom in the spring, albeit a little later in the season. They are members of the Rubiaceae family along with coffee, pentas, and ixora. Although native to sub-tropical regions, gardenias are fairly cold hardy. Most will tolerate temperatures near 0°F. Second to their sweet-smelling blooms, heat tolerance is what really helps them excel in the Deep South environment. Gardenia foliage can be quite exquisite. The dark green glossy leaves provide a beautiful backdrop throughout the growing season.
Site selection, like with most plants, is important when planning to add gardenias into the home landscape. Although they can tolerate full sun, locations with morning sun and filtered after noon light are ideal. The soil should be moist with moderate drainage. The optimum soil pH range for gardenias is between 5.5 and 6.0. Have the soil tested to determine the current pH and adjust with lime or sulfur if found to be out of range. Amend the soil by incorporating 3-4 inches of organic matter (homemade compost, composted manures, etc.) at planting. Follow recommended planting instructions by digging a hole slightly shallower than and 2-3 times as wide as the root ball. Slightly pack excavated soil around the plant and water in to collapse any voids. Finish the planting by adding a 2-3-inch layer of organic mulch (pine straw, pine bark, cypress, etc.). Another reason why gardenias are popular landscape plants is because of the variation within cultivars available at the nursery. There seems to be a gardenia that fits in any space you have to offer. The lowest growing selection is ‘Radicans’ and is commonly known as dwarf gardenia. It grows about 2-3ft tall and 3-4ft wide, giving it a spreading-like growth habit. ‘Daisy’ has a bushier growth habit and reaches 2-4ft tall and wide. It produces a single flower while as most other varieties produce double flowers. ‘Frost Proof’ gardenia is a medium sized shrub with a more upright growth habit and fine foliage texture, averaging 4-5ft tall and 3-4ft wide. It is well known to Louisiana gardeners because it was promoted as a Louisiana Super Plant in 2011. ‘August Beauty’ is one of the larger growing cultivars. It reaches 6-7ft tall and 5-6ft wide. It produces large double flowers almost 3 inches in diameter. All the cultivars listed produce the typical white flowers and sweet fragrance. Like most other plants, gardenias have a few common pests. Whiteflies and scales feed on the foliage of the plant. They produce honey dew which falls on lower leaves and provides a substrate for black sooty mold to grow on. Treat with a horticultural spray to keep under control. Follow the label for mixing instructions and application frequency. More than one application of spray will be required to control both scales and whiteflies. Flower thrips are another pest of gardenia. The small insect (1/20th inch) feed on developing flower buds that cause the flowers to brown quickly soon after opening. They are hard to manage because they live inside the flower bud. The most effective strategy is to use a systemic insecticide like imidacloprid. Like with all pest problems, keep plants healthy and they will be able prevent most infestations. Follow plant spacing recommendations, supplement irrigation, and provide adequate fertility to encourage optimum growing conditions. -0-

Hope this finds you all well and on the road to some type of normal living again. I am ready for things to be like they were. But, we have learned from past experiences, when there has been major changes nothing is ever the same again. We either adjust or we don’t. I don’t like change, so it is hard for me to adjust. So, I find something to distract me until I am ready. I have decided I want to get back into planting and caring for flowers and plants. I guess this might be my way of adjusting. So I have been making super early trips to Lowe’s once a week, to see what kind of plants they have marked down. There selections vary each week, so it is an adventure. With that being said, it leads me on to today’s project. I decided I wanted to have some decorative containers for my plants to grow in. What better way to display the plants that I briing back to there natural beauty than with a painted terra cotta pot. This is a Tracy Moreau design. I did change some of the colors, as the ones I needed were not readily available. And it does take awhile for them to come in when ordered. But, all in all, I don’t think it looks too bad. This pot, of course, is reserved for the kitchen and whatever will be placed in it. More likely an ivy. I have one that is just about ready to be moved into in a new container. Just another few days and it will be strong enough for the move. Well, that’s my project for this time. What have you been doing? You can always email me a picture of some of your crafts projects. We were very lucky to land this hard fighting beast. It went back to breed and fight again. Joe has the hook to add to his story. 2 days if catching made for some great story’s to tell my son in law as they have morning coffee together back in Kentucky..
If you love to fish this is the place to be. When you love fishing some times you get a bit excentric. The good fishing is here. I have been running trips on a regular basis. There were some days it took a while and other days it was a one stop limit. We are still being challenged by the exceptionaly high river that looks like will remain that way for another month. On one of my days off I got with Lee Nguyen, Joe Harris and his wife Jennifer. Our target was vermillion snapper. At our first stop Lee brings in a very good scamp grouper. The place we tied up was over a lot of hangs and not much happening so we moved. Being familiar with this area I suggested we move to a further out rig that usually has a different current than the others in the area. Lee said he never gets much off it and I said it is my favorite one in this group of rigs. The current was different and we were able to fish.
I did 2 days for Champion Charters under conditions that prevented them from going offshore. The first day was outstanding in with steady action. The son was disappointed because he was missing many fish. He was leaving too much slack in the line. It was hard to keep contact with the bait under such windy conditions. He did enjoy the fight of this black drum. It took a lot of drag and had him going around the boat. We returned it to fight again. At this size and bigger they get parasites in their meat so we have no desire to keep them. We had a double that made for a good father and son picture to put on the wall at home. Due to conditions and scheduling problems they were never able to make it offshore.
We dialed into the vermillion snapper and the game was on. The sharks were very bad. The challenge was to reel in the fish fast enough to keep it away from the sharks. We managed to save most of them for our box but the tax man managed to take his share. Some of the sharks were even taking our lines on the way down. On one drop I got hit by a shark and the fight was on. I hate fighting them because it takes up too much fishing time and can tangle up lines unless the other people stop fishing. As it got closer to the boat this shark looked a bit different. I had a nice cobia on the line. A nice addition to our fish box. With a limit of vermillion snapper, a scamp, cobia, some good mangrove snapper, and a few strawberry grouper. It was a very successful day. I had Joe and his wife from Kentucky for 2 days. We did very well on the redfish. Our problem was the fish were all too big. It took us a long time to get a limit of keepers but they loved the hard fish fighting action. This beauty which went back fell in the net as the hook slipped out of its mouth.
There were many fish we released to fight as well as getting our limit of keeper slot fish. The spots on this beauty were well deserving of a photo opp before we let it swim free. Red snapper season is starting Memorial day weekend and will be every Friday, Saturday, and Sunday. Until our state quota is reached. Life is Good!

Tony’s Take KILLER WEATHER TRUMPS KILLER VIRUS In 2006, geographer Richard Campanella with the Tulane School of Architecture initiated a study to determine how and why areas of New Orleans recovered after Katrina. A joint effort by Tulane and LSU, funded by The National Science Foundation, Campanella’s finding were written in a front page story in the Times Picayune/New Orleans Advocate on May 4th. 673 businesses were surveyed from late 2005 through 2007….restaurants, hardware stores, boutiques, auto repair shops, barbers, banks, coffee shops and chain retailers. There were different parameters used in this study because of the capricious effects from Katrina along several business corridors. Obviously, the pandemic is more of a leveler of the playing field and does not include the physical destruction nor the displacement of peoples outside of the affected trade areas. It took three months after Katrina…around the first of 2006…for business reopenings to reach the 50% mark; meaning half the affected businesses were open to some degree. The mean average of 70% of all businesses was reached three months later. Although floodwaters varied in the areas studied, the most telling statistic was the area where the businesses were located. In virtually every case, those neighborhoods with higher income skews showed a more consistent recovery rate and a faster rate than those in lesser income areas. About 95% of businesses in the higher income areas recovered with the poorer, more flood affected areas recovery stood at 45%. Many of the poorer area enterprises were closer to financial instability before Katrina, a parallel that should be noted as data is gathered from Corona. A spirit of renewal and grittiness spurred the recovery rate in every area but even more so among high stakes owners of local businesses, those with more expensive and credit purchase inventory. A surprising finding was the fact that nonessential businesses actually fared better than the essential ones. “Wants” trumped “needs in the majority of cases. Restaurants, bars and spas opened at a higher rate than hardware stores, pharmacies and automotive shops. However, the Corona pandemic shouldn’t follow this skew as the needs types of stores are universally open while the wants types are generally closed to normal patterns of daily business. This also bodes well for a full recovery as desires to shop, eat out and mingle (think: Goldie Hawn in Private Benjamin) will remain constant with the pent-up desires fomented by the stormy surge of Katrina in 2005. One of the keys in recovery is the need for leadership to open and set an example for the rest of the pack, so to speak. A choice restaurant, popular bar, trendy spa opening will encourage the others sitting on the fence or still struggling with reopening at all. Going by the fancy scientific term “spatial spillover impact”, those who run towards the fire will rally those who retreat or remain in place to show the “spirited sense of fortitude” that allowed New Orleans to recover in 2005, San Francisco to rebuild in 1906 and countless other examples of those ready to step forward with allow the remedy of renewal without scuttling the course of the cure. Corona will not change the demographics of an area as Katrina did but the procedures of doing business will soon show a caution that will be practical and not panic-driven. As we adjusted to major changes in pre-flight procedures after 9/11, so will the country adjust to certain distancing and masking procedures in many cases where the general population, not the politicians, deem it prudent. The steps of reckoning and retribution are still a ways in the future and somebody or someone, notably China, will have to pay for this, at best, “horrible mistake”, not only to the United States but the world. That’s a production that’s a long way off; we have a pandemic to round up, a POTUS election to hold and a coming to Jesus with our journalistic efforts and sense of fair play. Me, I’m looking forward to 2024, when most of the players on the big stage will be gone or forgotten and this nation has taken steps to not only prepare for another pandemic but cured many of the ills of those who have been ignored, stepped on or generally dismissed as money talks and…well, you know the rest. -0-
