Tony’s Take REOPENING AFTER THE VIRUS: SMALL BUSINESSES, ESTABLISHED NEIGHBORHOODS LOOK STRONGER In 2006, geographer Richard Campanella with the Tulane School of Architecture initiated a study to determine how and why areas of New Orleans recovered after Katrina. A joint effort by Tulane and LSU, funded by The National Science Foundation, Campanella’s finding were written in a front page story in the Times Picayune/New Orleans Advocate on May 4th. 673 businesses were surveyed from late 2005 through 2007….restaurants, hardware stores, boutiques, auto repair shops, barbers, banks, coffee shops and chain retailers. There were different parameters used in this study because of the capricious effects from Katrina along several business corridors. Obviously, the pandemic is more of a leveler of the playing field and does not include the physical destruction nor the displacement of peoples outside of the affected trade areas. It took three months after Katrina…around the first of 2006…for business reopenings to reach the 50% mark; meaning half the affected businesses were open to some degree. The mean average of 70% of all businesses was reached three months later. Although floodwaters varied in the areas studied, the most telling statistic was the area where the businesses were located. In virtually every case, those neighborhoods with higher income skews showed a more consistent recovery rate and a faster rate than those in lesser income areas. About 95% of businesses in the higher income areas recovered with the poorer, more flood affected areas recovery stood at 45%. Many of the poorer area enterprises were closer to financial instability before Katrina, a parallel that should be noted as data is gathered from Corona. A spirit of renewal and grittiness spurred the recovery rate in every area but even more so among high stakes owners of local businesses, those with more expensive and credit purchase inventory. A surprising finding was the fact that nonessential businesses actually fared better than the essential ones. “Wants” trumped “needs in the majority of cases. Restaurants, bars and spas opened at a higher rate than hardware stores, pharmacies and automotive shops. However, the Corona pandemic shouldn’t follow this skew as the needs types of stores are universally open while the wants types are generally closed to normal patterns of daily business. This also bodes well for a full recovery as desires to shop, eat out and mingle (think: Goldie Hawn in Private Benjamin) will remain constant with the pent-up desires fomented by the stormy surge of Katrina in 2005. One of the keys in recovery is the need for leadership to open and set an example for the rest of the pack, so to speak. A choice restaurant, popular bar, trendy spa opening will encourage the others sitting on the fence or still struggling with reopening at all. Going by the fancy scientific term “spatial spillover impact”, those who run towards the fire will rally those who retreat or remain in place to show the “spirited sense of fortitude” that allowed New Orleans to recover in 2005, San Francisco to rebuild in 1906 and countless other examples of those ready to step forward with allow the remedy of renewal without scuttling the course of the cure.

Louisiana Department of Wildlife & Fisheries Four Cited for Closed Shrimping Violations in Plaquemines Parish Louisiana Department of Wildlife and Fisheries (LDWF) enforcement division agents cited four individuals for alleged commercial shrimping violations in Plaquemines Parish on April 26. Agents cited Todd Stechmann, 47, of Meraux, Samuel Shano, 36, of Braithwaite, Seth Lion, 22, of St. Bernard, and Terrance Wilson, 43, for using skimmers during a closed shrimp season. Stechmann was also cited for improper running lights. Agents were on patrol in the area of Black Bay in Plaquemines Parish when three vessels were located several miles inside an area that was closed to shrimping. The inside shrimp season closed in December of 2019. Agents seized a total of 175 pounds of shrimp and sold them to the highest bidder. Using skimmers during a closed shrimp season carries up to a $950 fine and 120 days of jail. The court may also revoke or suspend the violator’s trawl, skimmer, and butterfly gear licenses for one year from the date of the conviction. During such revocation or suspension, the violator may be present on a vessel harvesting or possessing shrimp or possessing a trawl, skimmer, or butterfly net, only if the vessel is equipped with and employs an operating vessel monitoring system which is accessible to LDWF. The court may also sentence the violators to perform 40 hours of community service. Operating a vessel with improper running lights brings up to a $50 fine and 15 days in jail.

Former Vice President Joe Biden is the presumptive Democratic Party presidential nominee. He has received the endorsements of every major figure in the party, including former President Barack Obama, and 2016 Democratic Party presidential nominee Hillary Clinton. Biden was also endorsed by all his opponents in this year’s nomination battle, including U.S. Senator Bernie Sanders (I-VT). Despite this unified support and his consistent lead in the polls over President Donald Trump, Biden is in serious trouble. His media appearances in the past few weeks have been embarrassing. Biden continues to make serious gaffes, looks confused and does not inspire any confidence that he can handle the most important position in the world. Now, Biden is facing a serious sexual assault allegation from a former staffer, Tara Reade. Last year, Reade came forward to claim that Biden engaged in inappropriate behavior, such as unwanted touching. In March, she gave more information about the alleged assault by Biden. She asserted that Biden groped and penetrated her against her will in 1993, while she was working in his U.S. Senate office. Not only did Reade make the accusation in an interview, but she also filed a criminal complaint against Biden with the Washington D.C. police. Reade said that after she made a complaint about Biden’s behavior, she was fired from her Senate position. There is corroboration for this allegation from four people, including her brother, a neighbor and several people who knew Reade. They claim she told them about the attack. In fact, her mother called into the Larry King Live show on CNN in 1993 to discuss a “problem” that her daughter had with a U.S. Senator. She asked for help on the show since her daughter “could not get through” with any type of relief. The caller did not identify herself, her daughter, or the Senator, but Tara Reade has confirmed it was her mother, Jeanette Altimus, who lived in San Luis Obispo, CA. Unlike the flimsy allegations of Christine Blasey Ford against Judge Brett Kavanaugh in 2018, Reade seems to have a very credible accusation. While Ford was given great coverage by the media and allowed to testify before the United States Senate, Reade has been practically ignored. Ford became a household name after her more than 30-year-old allegations against Kavanaugh almost derailed his Supreme Court nomination. Until recently, Reade has been practically ignored by the mainstream news media and received few, if any invitations for interviews.

Selection of craft supplies is really slim lately.Unless you are making masks, craft supplies are really hard to find. Even the everyday day paints that were readily available at WalMart and Michael’s (I so miss Hobby Lobby) are in short supply or you can’t find them locally. They are even out of stock at some of my favorite online suppliers. But, I totally lucked out when I went to Dollar Tree. They had cutest wooden hearts. I thought that would be too cute for the little ones to paint and give to Mom or Grandma for Mother’s day. I didn’t have a pattern, I just picked out some paints, grabbed a couple of paint brushes and started painting. It didn’t turn out too bad for not having a pattern. And it only took a couple hours to make. Just think of all the possibilities, with the imigation of a child. I bet they would come up with some really super designs. Finally, in an interview on MSNBC Friday morning, Biden was asked about Reade’s allegations. He vigorously denied the charge, claiming that it “never, never happened.” Democrats will now have to determine whether these allegations are enough to derail his nomination. Biden is also facing claims from seven other woman that he engaged in unwanted touching, kissing, messaging, hair sniffing and hugging, although none of them alleged assault. Biden was able to overcome the inappropriate non-sexual accusations by confessing he was too friendly and just wanted to warmly greet people at public events. Of course, he did not explain how it was proper to grab women and children without their consent. Despite the inappropriateness of such behavior, Reade’s charges are more damaging as she is alleging criminal conduct that cannot be explained away. If Biden is so confident that the allegations are untrue, he should authorize the University of Delaware to allow access to his personal archives. In the MSNBC interview, Biden refused to grant permission for his archives to be researched, claiming that it would be political “fodder” for his opponents. Even worse, Biden has refused to allow Reade’s name to be searched among his University of Delaware records. While Biden has serious problems, prominent Democrats, and leaders of the #MeToo movement are sticking with him. For example, House Speaker Nancy Pelosi (D-CA) discounted Reade’s allegations and called Biden “a man of great integrity.” Fortunately for Biden, his supporters are not abandoning him at this point. However, in the days ahead, the challenges for Biden will multiply. He will eventually have to leave his basement and conduct real interviews. This will give him more opportunities for embarrassing mistakes. He will also have to continue to address Reade’s accusations, which are not going to disappear. While Biden faces plenty of difficulties, Trump will continue to dominate the recovery spotlight. If the nation can move forward toward an economic reopening, Trump will receive the credit. He must walk a fine line between health and economic concerns, but if anyone can navigate a political minefield, it is Donald Trump, who won the presidency in 2016 despite the political world being arrayed against him. Although he is currently behind in the polls, President Trump is in good shape to repeat his 2016 victory and earn four more years in the White House. -0-
