Louisiana Department of Wildlife & Fisheries LWF Commission Sets 2019 Recreational Red Snapper Season The Louisiana Wildlife and Fisheries Commission announced the 2019 recreational red snapper season will begin on Friday, May 24 in both state and federal waters. The season will run weekends only (Friday, Saturday, and Sunday including the Monday of Memorial Day and the Thursday of Fourth of July) with a daily bag limit of two fish per person and a 16-inch total length minimum size limit. The season will remain open until recreational landings approach or reach Louisiana’s annual private recreational allocation of 19.1 percent or 816,439 pounds of red snapper according to estimates from LA Creel, a 73,439 pound (9.8 percent) increase from last year.

Louisiana is operating under its second year of an Exempted Fishing Permit, which allows the department to manage the private recreational red snapper season in state and federal waters. Under the EFP, participating anglers will be allowed to fish red snapper in state territorial seas and the adjoining federal EEZ, from shore to 200 nautical miles, during the season set by the Louisiana Wildlife and Fisheries Commission. NOAA Fisheries will continue to regulate federal for-hire charter vessels. Resident and Non-Resident Recreational Anglers: Must possess valid Louisiana Basic and Saltwater Recreational Fishing Licenses as well as a Recreational Offshore Landing Permit (free of charge) to participate. Anglers can sign up via the ROLP website or smartphone application (Google Play or iTunes) to participate. Log into your ROLP account and click the link to register to fish for red snapper under the EFP. Once you have registered, save an electronic copy on your mobile device or print a copy of your ROLP indicating your EFP registration and carry it on your person along with applicable licenses while fishing under the EFP. State For-Hire Charter Vessels: State for-hire charter captains (those who do not have a federal Gulf of Mexico charter/headboat permit for reef fish) are not covered by the terms of this EFP. May only fish for red snapper in state waters (within the 9 nautical mile state water boundary), when the Louisiana recreational red snapper season is open. Federal For-Hire Charter Vessels: Despite the department’s initial EFP application, vessels with federal reef fish for-hire permits will remain under federal regulations and may not fish under this EFP. May only fish in federal waters during the 62-day federal for-hire season from June 1 through August 1, 2019. If a federal for-hire charter captain also holds a Louisiana charter license, he/ she may also fish state waters only when the federal for-hire charter season overlaps with the Louisiana season. All EFP participants will be subject to periodic, random LA Creel dockside surveys and associated online and phone effort surveys, as has been the case since 2014 when LA Creel began. While these surveys are voluntary, we strongly urge your participation, as this will be the primary method for tracking harvest. The accuracy and reliability of harvest estimates depend on angler participation in LA Creel, so we need as many anglers as possible to complete both dockside and phone and email surveys. Those who opt to fish under the EFP also have the option to test electronic reporting via the ROLP smartphone application or mobile and desktop version of the ROLP website. LDWF hopes that voluntary use of electronic reporting will provide the department with a larger sample size than standard dockside and telephone sampling, improving the quality of recreational landings data to make future management recommendations. Electronic reporting could also provide landings data even faster than LA Creel. If you opt in to voluntary electronic reporting, you may also be contacted to participate in LA Creel. For additional questions regarding the upcoming red snapper season, the Exempted Federal Fishing Permit, or voluntary electronic reporting, please reference our FAQs.

LDWF Reminds Outdoorsmen of Harassment Violations As spring arrives and thousands flock to our state’s lakes and bayous, the Louisiana Department of Wildlife and Fisheries would like to remind anglers and hunters it is illegal to harass anyone legally hunting or fishing. This law prohibits interfering or disturbing hunters, anglers or the animals they are legally pursuing. According to statue, no person shall engage in the following activities:

Can you believe it, we are already in April! This year seems to be flying by. Spring is here with new buds on trees, flowers blooming, birds looking for places to make their nests, bees buzzing, and let’s not forget the love bugs. I have everything I need to get the bugs off the windshield and bumper. In between deciding what flowers I want to add to the back yard and somewhat cleaning out the shed, I decided to paint my little Gnome. I think I mentioned him before. He is a Renee Mullins design. He took about 4 hours to paint. For some reason I just couldn’t stay focused. There were so many things I had to get done and unfortunately, this is the only one I completed. But that’s okay because I plan on gluing a stick to his back and putting him into one of my potted plants. I think he will brighten things up a bit. I may decide to paint a couple more of him, in different colors of course. This design called for only 9 different paint colors. I am thinking about painting a larger one to put out in the flower bed (when I get it finished). Just need to find the time to cut wood. I would like to Congratulate the MMDA Competition Dancers on their many awards and trophies they recently brought back from competition in Biloxi, MS. They will be heading to Baton Rouge in a couple of weeks for another competition. And a big CONGRATULATIONS to our granddaughter, Carlea’, for making the Shaw Eaglets Dance Team! Words to GREAUX by UNDERSTANDING FERTILIZERS The beginning of the growing season is busy and exciting. As the weather turns warm, gardeners come out in groves to start weeding flowerbeds, planting flowers, and applying mulch. Both garden centers and home improvement stores advertise and promote gardening products during this time of year. Garden tools, gloves, and pesticides are some of the more common products available. The most popular product by far, other than the plants themselves, is fertilizer. You need it for your plants to live. Without it, your plants will not bloom, fruit, or grow properly. While this is all true, some of the fertilizer products Will Afton can be slightly misleading. People always want to know what the best fertilizer is and which one they should choose for their landscape plants. The answer is different for every garden.

In order to compare and contrast different fertilizer products it is helpful to understand the fertilizer label. Products labeled as a plant fertilizer must contain a “fertilizer analysis” on the label. A fertilizer analysis displays the content of nitrogen, phosphorous, and potassium for that particular product. These three elements represent the primary nutrients required for healthy plant growth. Three numbers separated by dashes are used to show the percentage of each element (N-P-K). Use the analysis to determine which fertilizer to use in a home fertilization program.

Soil testing should be the first step in determining a fertilizer program for any type of plants such as lawn grass, vegetables, or landscape shrubs. Fertilizing is the supplemental application of essential plant nutrients. The soil plays an integral role in providing nutrients to plants. A soil test analysis provides a survey of what nutrients are readily available in your soil. It also shows what nutrients are deficient. Choose a fertilizer that provides nutrients that are reported deficient by a soil test. That is the best answer to best fertilizer question.

Complete fertilizers contain some of all the nutrients. Vigoro Tree, Shrub, and Evergreen Fertilizer (16-4-8) is a good example. Fertilizers like 8-8-8 and 13-13-13 are also examples of complete fertilizers. Incomplete fertilizers contain only one or two of the primary nutrients. Calcium nitrate (15.5-0-0), super phosphate (0-17-0), and muriate of potash (0-0-60) are popular examples. Controlled release fertilizers provide nutrients to the soil over an extended period. The products release nutrients anywhere between a few weeks to several months. This allows for less frequent applications and prevents excess nutrients from leaching out of the root zone. Osmocote is a well-known brand of slow release fertilizers. Organic fertilizers are made from materials that are derived from one living organisms such as animals or plants. These products are becoming more and more available. They are not concentrated like conventional fertilizer, but they still provide primary nutrients. Black Kow Composted Cow Manure (0.5-0.5-0.5) and composted chicken manure (3-2-2) are commonly seen products that fall under complete fertilizer category. Blood meal (12-0-0) and bone meal (010-0) are examples of organic incomplete fertilizers. Choosing the right fertilizer is like putting together a puzzle. The soil test analysis is one side of the puzzle while the fertilizer is corresponding piece. It’s all about supplying nutrients that are deficient. Don’t guess, soil test!
