The Progress Association has been actively working towards improving the amenity of Inverleigh for over 40 years. Of course all such organisations need volunteers and the Association is no exception. Without them nothing happens. If you have some ideas for the town you would like to achieve, you are welcome to join us and help achieve them.

Some of the projects completed by the Progress Association include: The Federation Bridge which was built to commemorate the centenary of Federation in 2001.

Walking Tracks were established with lots of support from the community, including fencing and tree planting.

Public Toilets Progress Association members worked for many years with Council to have the old toilets removed and a new block built, which did not detract from the entrance to our town. They are used more than any other toilets in the Shire.

The Clock a new clock was recently installed on the clock tower in our main street, clearly visable from the General Store across the road.

The Inverleigh Historical Society was formed in 2004. It operates under the auspices of the Inverleigh Mechanics Institute and Public Hall Committee.

Our Aims are to collect and preserve items of local historic interest and to promote research and interest in local history.

We welcome all donations to our collection or the opportunity to copy material. We are most grateful to the many people who have kept meet in the Inverleigh Public Hall 0n the 4th Monday of each Month @ 8pm the Historical Society in mind as they sorted through their own collec(Except December & January) tions.

Peter’s Editorial

A lot of us use social media, some to keep track of their children, some to communicate with family and friends and some to keep up with the immediacy of life today.

I have used social media for at least 20 years and found it a very positive tool when used correctly and have observed the repercussions when it has been used unwisely.

Now, I’m not writing this short editorial because of any negative use of social media in our district because that can sort itself out in due course, but over the last month I have seen the effectiveness of social media over the printed page first hand in our immediate area.

I ran an advertisement for 4 months in the Leigh News asking for volunteers to assist with managing our revitalised webpage. No Response. I posted on facebook and now have 2 volunteers contact me.

To that end, I am starting a volunteers opportunity list on page 29 and FB. Check it out! Please!

Have Your Say on the Inverleigh Structure Plan

Following Council’s adoption of the Inverleigh Structure Plan, a formal planning scheme amendment to implement the Inverleigh Structure Plan 2019 has been prepared to the Golden Plains Planning Scheme, referred to as Amendment C87.

The vision in the Inverleigh Structure Plan 2019 sees the town continue to grow at a moderate rate, while retaining the country town and village character with connected paths for walking, cycling and horse riding as well as providing for green links for biodiversity.

Key directions of the Inverleigh Structure Plan 2019 and Inverleigh Framework Plan include: • Retaining the town boundary.

• Integrating the findings of the Inverleigh Flood Study 2018.

• Providing capacity to sustain the expected continued population growth rate of 4.3% per annum.

• Defaulting to the State minimum lot size for subdivision in the Low Density Residential Zone, consistent with the remainder of the Golden Plains Shire and Council’s Low Density Residential Subdivision Local Planning Policy.

• Responding to the Strategic Bushfire Risk Assessment undertaken for Inverleigh.

Inverleigh residents will be sent a Notice of Amendment C87 with submission details. All submissions must be received by 16 October 2019 and will be presented to Council for consideration. Final approval of Amendment C87 is determined by the Minister for Planning.

Inverleigh Progress Association Report

The local phone book is almost complete. There will be one more opportunity for you to add details if you would like to be included. Volunteers will be at the Inverleigh Store on a Saturday morning, 3rd August from 8 am – 12 noon. If you wish to be included please either send your details to leighnews@bigpond.com or fill in the form in the Leigh News or meet one of the members of the Progress Association at the shop. The book will be out at the end of August and all residents will receive a copy.

The Draft Inverleigh Structure Plan is open for submissions from August 1st until October 16th. It details many areas for thought and I urge you all to read it and make a submission if you wish. The

plan covers many areas of interest to our small but growing community.

Once this plan has been completed it will be time to update our Inverleigh Community Plan, which covers areas of community concern. Our walking trails, signage, toilet block, gazebo and town clock have all been achieved through this process, which involves deciding on projects, submitting for funds and carrying out the project.

The IPA welcomes visitors to its meetings at any time. Many of the aspects of Inverleigh that you enjoy have been the result of serious volunteer community activity. If you are a new member of this community, we would especially welcome your ideas and involvement.

FROM THE MAYOR’S DESK – AUGUST 2019 Great news for Golden Plains Shire Council in July, with the announcement that we were successful in securing a $4.5 million grant from the State Government’s Rural Councils Transformation Program.

The Central Highlands Councils Victoria Regional Shared Services project will create a new shared digital platform, reducing duplication of predominantly statutory service functions across the region. In rural councils like Golden Plains Shire, we have small teams in many specialised areas including building services, environmental health, strategic land use and statutory planning. This new digital platform will reduce the time our officers spend on administration and increase the time they can dedicate to better meeting the needs and expectations of residents.

We worked hard for this grant; Golden Plains was a partner on three short-listed applications for this program and one of only four projects in Victoria to be funded. The successful grant was the result of several months of research and collaboration between Golden Plains and five regional partners: Ballarat, Ararat, Central Goldfields, Hepburn and Pyrenees Councils.

Golden Plains Shire has been very proactive in lobbying State Government for more investment in rural and regional councils. Strategic partnerships that our Council has with Central Highland Councils Victoria, G21 and Peri-Urban Councils are critically important to success for our region and our Shire.

We have ensured that our Council has an important seat at the table and we’ll keep telling the story of Golden Plains, lobbying for more investment in our communities and advocating for a better deal for our people.

Business is booming in Golden Plains, with 447 new businesses registered in the Shire in the 2018/19 financial year.

The Construction Industry sector represented the highest number of new businesses with 103, followed by Agriculture (42) and Administrative and Support Services (39). Most businesses are in Bannockburn and Teesdale, followed by Inverleigh, Lethbridge and Smythesdale.

SHELFORD PRIMARY SCHOOL

We welcome everyone back to third term. It is great to see how well everyone has settled back into learning and the school routine.

Golden Plains Shire Community Grant Success!

We thank the Golden Plains Shire for the $5000.00 grant which will go towards building a Shelford Community Playground. It has provided a much needed financial boost and has helped us to get closer to our goal of creating a new playground that we can share with the Shelford community.

Learning at Shelford Primary School

This semester students have had a focus on increasing their reading stamina, comprehension and reading fluency. Take home readers have also become mandatory to ensure good reading habits are formed outside of school, which enables students to work on their reading strategies.

It has been overwhelming to see the dedication each student has shown to improve on their reading and consistently applying this at home when presenting their home reader each week.

Our school reading data, obtained from Fountas and Pinnell Running Records, indicates that all our students have made significant growth. 70% of our students have shown more than 6+ months reading growth, while 10% demonstrated more than 1 year’s growth. The most impressive piece of data from our reading focus indicates that 20% of our student cohort have achieved 2+ years of reading growth within 6 months. This is a significant accomplishment, which has formed some educational standards for our students who continue to apply and strive to do their personal best.

Chess Virus at Shelford Primary School

It is such a great teacher moment when you see students learning and playing Chess which is one of the hardest board games.

The educational benefits alone are profound in that it raises IQ levels. The game requires concentration and focus, continually sharpens memory, improves reading skills, creativity and problem solving, logical thinking and decision making. It is just amazing to observe and continually see elements of strategy always evolving.

Not only have the older students at Shelford Primary School learnt how to play Chess, but even our grade Prep, 1 and 2 students now understand the game and apply their knowledge to play and challenge each other.

This is just something else that makes us unique in the educational benefits Shelford Primary School provides.

Woolworths Earn and Learn

A massive thank you to everyone who gave us Earn and Learn stickers. We are very appreciative of your generous support. With the points we have earnt the students have decided to put towards Chess sets, a massive Lego set comprising thousands of pieces and wheels as well as some other board games like Guess Who and Twister.

Cooking Program

Our cooking program has been a great success with the kids relishing their roles in food preparation, cooking, serving, and cleaning up.

We welcome any parent help on these days to support the cooking program. For catering purposes please advise teaching staff if your child(ren) are unable to participate in a certain week or inform the school if there are any additional allergies or intolerances we need to be aware of.

POLICE REPORT FOR JULY 2019

Dear Leigh Residents,

I have had the fortunate privilege & pleasure of policing Inverleigh & surrounds for the past 5 weeks whilst L/S/C Chris REYNOLDS was on leave. I have enjoyed working with & assisting members of the community, with both police matters & community engagement issues alike.

My job as far as traffic enforcement was certainly made easier by the fact that Chris has a fierce reputation on the roads in this region & I definitely noticed that drivers are on the whole, extremely respectful of speed limits & road rules around here! Inverleigh is a very unique town in so far as the crime rate is very low per head of population & it is heartening to see that residents, neighbours & friends look out for each other & report matters that ‘don’t look right’ or ‘could be a problem’ – this is what Victoria Police relies on as you are our ‘eyes & ears’ because we can’t be everywhere at one time – although we try!! I hope you all continue to be respectful, thoughtful & accepting of one another as this is what makes the world, & Inverleigh, a lovely place to live.

I have not encountered any worrying trends in relation to crime however my concern often comes back to motorists not driving to conditions with respect to kangaroos & wildlife on our roads that run alongside areas of bush or lush grazing. The speed limits may be 80 or 100kph but particularly at dusk or dawn along thoroughfares like Common

Road, Inverleigh-Teesdale Road etc. motorists are colliding with wildlife which causes substantial damage to their vehicles, has the propensity to result in a serious outcome for driver/passengers & sadly, requires police to attend & put the injured animals out of their misery. Not a pleasant task but is the most humane course of action. If you do face the unfortunate situation of colliding with a kangaroo or similar & the animal requires humane destruction, please call 000 & the nearest police member on duty will attend.

This brings me to my last point. Please be aware that there is now a Police Assistance Line (PAL) which means that the community do not have to call 000 or the local station (particularly not helpful if there is no police member on duty at that time) if they need any of the following services – •Report of theft, including bicycles, theft from cars or other items.

•Report personal property lost in Victoria.

•Report property damage, including graffiti.

•Register a party with Partysafe.

•Submit an Absence From Residence form.

Once again, thankyou for welcoming me into your town & now it is time to return to the neighbouring town of Bannockburn to continue my duties.

A BRIEF FIVE YEAR HISTORY OF THE NATIVE HUT BRANCH CWA.

We may not be a branch big on numbers but we certainly make up for it in our participation of all things CWA. In our short life we have attended State and Group conferences, regular delegates meetings, entered branch windows (craft etc) at the Geelong show and Group exhibitions.

At a local level we have helped at the Australia Day celebrations, had stalls at the Teesdale Twilight Christmas market, election day cake stall and three Bunnings BBQ’s.

We have made “wheelie walker bags” and wheel chair footrest bags for Estia Aged care, donations have been given to a local lass who was a participant in international athletics, helped a couple of students from the local primary school attend camp, purchased an IPad for a mum to keep in touch with her family whilst she was a patient in care.

We have made scones for indoor markets, knitted, crocheted beanies, scarves, octopus, blan-

kets and teddy bears, sewn art smocks, toilet bags, pencil cases and the list goes on………..

Donations have been forwarded to Geelong Mums, head office for various State projects and Thanksgiving funds

Socially we have had an outing to “Umina” (CWA Head quarters) for High Tea and the Geelong Group High Tea, more recently we attended “Menopause the Musical” for our 5th Birthday.

From our Branch we have had a Group President and an Exhibition Co-ordinator

A community project we hosted was the commencement of the “ Knit, Knatter and That” group which sees anywhere between eight and a dozen ladies click clacking and chatting away, a very talented lot! (go to page 22 for meeting details)

There is probably much more but as I said it is a “brief ” history!

We meet 1st (Activies) and 3rd (Business) Tuesdays’ at the Mud Brick building Teesdale Primary School 7.30 p.m a welcome is extended to any ladies who would like to join us.

This months entry is from Peter, it was published but she felt she had to exercise her brain and make some in our second book titled “Gathering Gum Leaves” We new connections so she dived in. I can confirm that the little we have had from her is that she can indeed write, hope you enjoy it as much as we did. a little fumblingly at first but she shows good promise

HAVING A SAY ABOUT LITTER AND ILLEGAL DUMPING IN OUR REGION

Grampians Central West Waste and Resource Recovery Group is currently preparing a regional litter plan for the Grampians Central West region. The community are invited to participate in a survey that seeks to find out people’s views, concerns and priorities about litter and illegal dumping across the region.

‘We have done a lot of work to identify a range of problematic areas across the region including the Western Highway, wayside stops, parks and recreation areas and bushland,’ explains La Vergne Lehmann, Executive Officer, Grampians Central West WRRG, ‘But we also know that the community and community groups need to have a say in how we look to tackle the problem of litter and illegal dumping in the region.

The results of the survey will help in the development of a Regional Litter and Illegal Dumping Plan that will include a range of actions to tackle the top five identified priorities in the region. People will have until midnight on Monday 5 August to complete the online survey.

The survey takes about 15 minutes to complete, is confidential and anonymous and individual responses will be collated and analysed as group data. As an incentive, participants can provide their email address (which is kept separate to the survey responses) to enter a draw to win one of four $50 gift cards. The survey can be found at https://www.surveymonkey. com/r/regionallitterplan

The Grampians Central West region covers 12 council

areas including Moorabool, Hepburn, Ballarat, Central Goldfields, Pyrenees, Ararat, Golden Plains, Northern Grampians, Horsham, Hindmarsh, Yarriambiack and West Wimmera. Residents from all these council areas are invited to participate.

‘I strongly encourage Grampians Central West residents to complete the survey and share their thoughts on areas such as litter hotspots, how illegal dumping may have impacted on them, the ease at which littering and illegal dumping can be reported and any ideas they may have on litter prevention.’ Says La Vergne, ‘We are also keen to understand some of the great volunteer work that already happens in cleaning up litter and how that can be better supported.’

The results of the survey will be shared with stakeholders across the region as the regional plan is developed over the next 2 months.

WORDS OF WISDOM FROM REV. PHIL

How often have you heard it said that the number of people going to church is getting less and less? Compared with twenty years ago that’s probably a very true statement!

For many people the business of life doesn’t leave a lot of room for much else, let alone getting out of bed on a Sunday to go to church. You know what it’s like, young families to look after (and don’t they takes some looking after!!!) work commitments, sporting activities for all members of the family, friends and relations to visit, holidays to squeeze in, the list goes on and on.

Yet there is still a strong sense of “spirituality” that flows through the community. There’s a sense of “Wow!” as you play with a puppy or kitten. A sense of “Why me!” as you look at your children or grandchildren and realise what a great gift you’ve been given to help raise. A sense of “There’s something bigger!” in so many things. All of these cause us to consider the big questions of life and how we fit into the scheme of things. This is part of today’s spirituality because these experiences cause you to wonder about bigger things which often defy explanation.

Our church does the same thing, but we do it in a particular style and fashion. Notwithstanding however, it seems that there is a timeless consistency with the “message” that lies beneath what we do.

Last year, people in the parish are looking at what the Old Testament prophet Amos and what he had to say (on God’s behalf) to the people at the time. For example he said that they needed to be

much more concerned about injustice in the world and actually work towards doing something about it! He tied that reluctance to help others in with the way they were leading really self-centred, selfish lifestyles and how that was impacting on their society to the detriment of others!

He also was really critical at the “church” of the time and said that they had an almost ‘pretend” religion without any true substance to back it up! People didn’t “live out” the lives that they claimed to have!

Much the same thing is being said today. You see, a timeless message.

But beneath it is always an invitation to move away from such self-centredness whether its power or image or position or wealth or selfishness and to link in with that force behind the sense of “Wow” so that we can start to change the world for the better, beginning with ourselves. A lot of the things that bother us and inhibit us have already been dealt with (look up “Easter” on Google) so they no longer need to get in the way. Good News eh!

The Amendment comes into operation on the date this notice is published in the Victoria Government Gazette.

The Amendment rezones Lot 1 TP372637J and Lot 1 TP397040G, part of 230 Hopes Plains Road, Inverleigh from Farming Zone to Low Density Residential Zone and applies the Design and Development Overlay Schedule 5 and Development Plan Overlay Schedule 16 to the land.

CFA MESSAGE FOR THIS FIRE SEASON

Inverleigh CFA has always been strongly supported by the local community and is very appreciative of this. However, every now and then something special crops up which highlights this support in a special way and this was recently the case with John Thornton and Kaenyn Farcey-Williams

Both boys are 5/6 students from Fyans Park Primary School and recently raised $97 for the Inverleigh CFA. The donation was the result of their Project Based Learning task undertaken in Term 2 where they designed and made a lantern. The lanterns were then offered for sale at an auction with all proceeds donated to a charity of their choice which had to meet certain criteria. The charity had to be non-for-profit and respond to natural disasters. The project provided many challenges for John and Kaenyn particularly at-

Inverleigh CFA Captain Noel Wilson responded to a Facebook post from Fyans Park Primary School teacher Mr Hambrook to support the project and kindly provided educational materials and equipment for John and Kaenyn’s auction display. John and Kaenyn learned the value of social

consciousness, charitable giving and the knowledge that they were able to help others.

We have three young girls in their “Sunday best” and a young man with wheelbarrow in what looks like an early Drizabone coat.

Looking east across the valley with Wilson’s store and the bridge prominent and the gum tree beautifully centred.

T h e tree and the stone fence are no longer recognisable in Thomson Street, but in other photos from the same era the tree is opposite the Primitive Methodist Chapel building which dates from 1869. Drizabone coats have been made in Australia since 1898.

INVERLEIGH HISTORICAL SOCIETY Annual Report 22/7/2019

Over the last year the Inverleigh Historical Society has continued to work towards its aims of conservation, investigation and research, and sharing with the wider community.

Each month items of historical interest have been presented at our meetings, helping to build up our collection and knowledge of life in our district at various times. It has been fascinating to hear the contributions of members during these ‘show and tell’ sessions. Thank you to Christina Garratt for continuing to collect media items related to Inverleigh and to others for updating our collection of Leigh News copies and items related to current local activities.

Special thanks to Ross Peel for sharing information about Clifford Peel following the Peel reunion attended by 70 family members to mark 100 years since his death on 19th September 1918 when he and his plane disappeared. The Inverleigh Historical Society is most grateful for the donation of the book ‘John Clifford Peel’.

Investigation and research have been ongoing, with Liz McDonald fielding the many requests for specific information. Thanks to Liz and to the others she has called on to help, whose knowledge and connections have been invaluable.

Thank you also to Liz for taking a session teaching us how to use Trove effectively and for compiling

a list of Inverleigh street name origins. Ongoing research projects on early Inverleigh, WW1 soldiers and sporting groups by various members continue.

Christine Windle, in her capacity as secretary of the Inverleigh Hall Committee as well as member of the Historical society, prepared and presented two papers at the Mechanics Institute Conference in Ballarat in November. Historical society members contributed photos. Material for the second paper was drawn from the memoirs collected by the Historical Society in our project ‘150 Years, 150 Voices’ in 2016, which marked 150 years of the Mechanics Institute in Inverleigh.

The papers were published in the conference notes. Christine presented the paper ‘I Remember – Recollections of Inverleigh Hall’ to Historical Society members at our breakup in November.

Once again the Inverleigh Historical Society mounted a display in the Hall supper room for the community Australia Day Breakfast. This year’s topic was ‘Made in Australia’. The display included current as well as historical items.

Christine Windle prepared a slideshow of Inverleigh WW1 soldiers to be shown at the RSL supper dance to mark the centenary of the end of the war. Katrina Robson, on behalf of the RSL, organised the supper dance and coordinated a display of poppies for the occasion, inviting members of the Historical Society to contribute.

The 2019 Inverleigh Historical Society calendar was produced along with two more books of compilations of articles about calendar photos. Thank you to Bronwyn Price, Liz McDonald, Katrina Robson and Coral Peel for their work on these projects.

A3 materials for the calendar photos and articles were also prepared for display in the town gazebo. Thank you to all the members who have written the articles for the Leigh News each month, finding out about the photos and sharing interesting historical information with the community.

A visit from the Anglesea Historical Society and Family History Group was hosted by members of the Historical Society with Liz McDonald doing us proud with her talks about the be-

ginnings of Inverleigh and the Anglican Church. Thanks to Liz, and to Val Robertson, who organised for the visit to take place in the Presbyterian Church Hall.

A project that commenced this year is the production of corflute signs, in conjunction with the Progress Association, to be displayed at the tables area at the toilets opposite the pub. A range of topics of specific local interest will present visual material with informative captions, with the audience being people passing through the town, as well as locals.

A major issue for our community this year was the Streetscape changes proposed in various drafts by the Golden Plains Shire. While this was predominantly addressed by other groups such as the Progress Association and community campaigns such as ‘Inverleigh One Way, No Way’, it was discussed at our meetings and many of our members were involved

in individual capacities.

Congratulations to all our members for your dedication and contributions and thank you to office bearers for your work.

We look forward to another rewarding year in 2019/2020.

Some 30 years ago Landcare was formed, initially started by farmers to address environmental issues; such as, improve tree shelter on farms, fencing off creeks and rivers, revegetating gullies to help with soil erosion and the eradication of weeds and rabbits.

Move forward to 2019 and you will find Landcare is still a group caring for the environment but has also evolved to be an expanding group of all ages that enjoy connecting with our community.

Leigh and District Landcare group meet usually four times a year. Our meetings are often at the hotel, dinner followed by a meeting and sometimes a guest speaker. We have outings throughout the year, in the past we have visited Berry Organic, Barunah Plains, Narmbool and Oz trees at Illawarra to name just a few.

National tree day is always a popular activity for our group and the community.

We attend the Inverleigh market to pro-

vide assistance on environmental issues such as weed identification, native species and rabbit control.

None of us are experts and we are all learning.

Joining the Leigh District Landcare group costs $11 per year per family. This enables you to - access to Landcare grants providing the project fits the criteria.

Mito Awareness Day

Staff and students came together in either green or their PJs to help raise awareness for Mitochondrial Disease, a cause very close to the hearts of a family in our community. Students conducted their own ‘Bloody Long Walk’ or ‘Muddy Long Walk’ around the oval collectively walking 35km, the equivalent to the distance the Wilson family will be walking on the Gold Coast in August. Thank you to everyone who donated to the cause and for supporting the day.

Earn and Learn Stickers

Thank you to all families for collecting stickers. We managed a total of 33,000! This has allowed us to purchase a Makey Makey kit – an invention kit for the 21st century.

Our garden has provided an abundance of fresh ingredients to work with including spinach, leek, kale, lettuce, cauliflower, cabbage, snow peas plus lots of eggs from our chickens.

At the end of this term, grade 5/6 students will be making a three course meal to share with their class. Each group has been allocated one course to prepare. We look forward to viewing their proposed menu in a couple of weeks.

The Mudbrick Café

Come along and support our students at the Mudbrick Café on Wednesday the 14th of August. Open from 11.30am until 12.15pm. Serving a selection of seasonal foods using fresh ingredients from our garden. All welcome.

Parents’ Club

IN OTHER NEWS Hendra Update In a monumental decision, Australia’s most successful trainer has announced that all horses in the Chris Waller Racing stable will need to be vaccinated for the Hendra Virus by the end of 2019 to continue to train with him. The Hunter Valley Thoroughbred Breeders Assoc has been asked by a group of major stallion farms, to alert breeders that the group have agreed on a unified Hendra vaccination policy.

The policy states that the farms will NOT accept mares to be served in the 2019 or subsequest breeding seasons that are NOT VACCINATED for the Hendra virus.

Dental Disease

When considering dental health, it is important to remember all animals should have regular dental checks in order to maintain their overall health.

While there is increasing recognition that dogs and cats need regular dental care, other animals are overlooked.

Dental disease, or periodontal disease, is inflamation of the teeth and gums caused by a build up of plaque. Plaque, which is made up of food particles, saliva, and bacteria, sticks to the tooth surface and if not removed will calcify into tartar.

Cats and Dogs

Four out of five dogs and cats over the age of three years have some form of dental disease. Dental disease will often progress and become more severe with age.

If left untreated it can lead to serious health problems in areas such as the kidneys, heart and liver.

It can be hard to tell if your pet has a toothache so we have listed some tell tale signs for you to watch for.

• Bad breath • Excessive drooling

• Discoloured teeth • Inflamed gums

• Pawing at the mouth • Facial swelling

• Pain when handled around the head

•Reluctance to eat hard food If your pet is showing any of these signs contact the clinic for an appointment. Periodontal disease is one of the most common problems in pets.

• Abcesses Rabbit and Guinea Pig dental care can be maintained by regular check ups, preventing or resolving any issues before major dental procedures are required.

Equine

Dental care in a horse involves many of the similar principals as human dentistry; many of the diseases seen in people’s teeth are also diagnosed and treated in the horse.

Horses aged 2-5 years should have their teeth checked at six monthly intervals. After the age of five all horses should have an annual dental check.

Horses are herbivores and their teeth are designed to grab and grind forage (grasses).

Horses have two sets of teeth during their life and these teeth are constantly worn away by the actions of chewing and grinding.

Signs of dental problems:

• Weight loss

• Behavioural problems

• Loss of coat shine

• Excessive salivation

• Quidding (dropping partially chewed food from mouth)

• Unresponsivness to the bit or head tossing

GOLDEN PLAINS SHIRE COUNCIL MEDIA RELEASE

Date: Friday 26 July 2019 GREEN-LIGHT FOR NEW WORKS PROJECTS

Golden Plains Shire Council awarded three new tenders at its Ordinary Meeting on Tuesday 23 July, giving the greenlight to construction of the Bannockburn Soccer Pitch No. 2 and Victoria Park Recreation Reserve Sports Lighting, as well as the replacement of Wall Bridge in Teesdale.

The contract for the construction of an adult size natural turf soccer pitch at the Bannockburn Recreation Precinct, including irrigation and subsurface drainage, two soccer goals, perimeter fencing and gates, at a cost of $416,312.20 was awarded to Global Turf Projects Pty Ltd. Remaining funds will also deliver new coaches boxes.

The number one pitch at the Precinct is used by the Golden Plains Soccer Club five nights per week for training and two days for weekend matches, as well as winter junior hockey training by the Golden Plains Navigators Hockey Club. The new pitch, funded by Council and State Government, will facilitate more training and matches for local junior and adult teams.

The contract for the construction of Victoria Park Recreation Reserve Sports Lighting – Oval 1 and 2 was awarded to DeAraugo & Lea Electrical Contractors for the tendered amount of $439,840. This project is fully funded by the Federal Government and will upgrade the lighting on Oval 1 and deliver four new lighting poles on Oval 2, for training and night matches of the Bannockburn Football Club.

The contract for the Wall Bridge Replacement in Teesdale was awarded to Begbies Contracting for the tendered sum of $573,276, co-funded by Council and the Federal Government.

Mayor Cr Owen Sharkey says that these works projects are great examples of Council partnering with State and Federal governments to improve roads and community facilities in local townships.

“Council is committed to delivering quality infrastructure for the growing communities in Golden Plains Shire. With a new high school and two primary schools, our largest town of Bannockburn will welcome the new soccer pitch and new lighting for both ovals at Victoria Park. Both the home soccer and football clubs, as well as visiting clubs from across the Shire, will benefit from the new infrastructure.

“Safety on our roads is paramount and the existing 98-year-old Wall Bridge on Stones Road will be replaced with a new single lane concrete structure with a wide footbridge for pedestrians with a safety rail, for residents and visitors of Teesdale.

“These projects are success stories for Council and the people of Golden Plains Shire. Council secured a Federal Government grant of $500,000 to fully fund the new sports lighting at Victoria Park and a $303,500 grant from the Bridges Renewal Program to match Council’s investment in the replacement of Wall Bridge. We also locked in a $250,000 grant from Sport and Recreation Victoria to partner with Council’s funds for the second soccer pitch in Bannockburn. In total, these three projects will cost $1.59 million, but less than one-third of that money comes from the Council Budget. It’s a great example of the value of lobbying State and Federal Government to invest in Golden Plains, and we’ll continue to advocate for more support for our local communities.”

GOLDEN PLAINS SHIRE COUNCIL MEDIA RELEASE Date: Thursday 25 July 2019

A NEW COMMITMENT FOR UNSEALED ROADS Golden Plains Shire Council will deliver a new scheduling system for grading roads, following Council’s adoption of the Unsealed Roads Charter at its Ordinary Meeting on Tuesday 23 July.

The Charter features a commitment by Council to grading the Shire’s entire 700km unsealed road network and maintaining every unsealed road to an agreed standard. Council’s annual maintenance schedule of grading will be mapped from April to October, and available to all residents on a new online calendar.

The new calendar program will minimise the time that graders spend travelling to jobs and maximise the time they are out working in the prime grading weather. In the warmer months, when it’s too dry for maintenance works to be cost-effective and efficient, the grading crews will keep busy with drainage, construction and sealed road shoulder works.

In addition to the new calendar, the Charter has established a clear commitment to maintaining specific levels of intervention. Council will track the busy roads that need more attention, building up an informed system and delivering an improved service within Council’s Budget, while moving toward greater investment in the future.

Council has a new roads inspector who will monitor the condition of the roads, and when residents contact Council with concerns about their road, will respond and assess the road within five business days. If upon inspection, the corrugation levels for the road are greater than 65mm in depth across 30% of 1km of the road, or if there are potholes at a depth greater that 100mm and with a diameter of greater than 400mm, the road will be put on the intervention list and Council’s Works team will complete the repairs on the road within 30 business days. At inspection, if the road rates better than the committed level of intervention, it keeps its place on the calendar and the grading team will return to work on the road as scheduled.

Mayor Cr Owen Sharkey says that the new transparent grading calendar will deliver a more efficient and fairer roads commitment across the Shire.

“With more people travelling our Shire’s 700kms of unsealed roads, the current grading system no longer works and we have adopted a new way of doing business that delivers better results for our roads budget.

“The new grading program is about making a commitment to residents we can keep, so it’s fairer for everyone.

We’ve done a lot of research to establish the great new program and we’ll be refining it as we go to make sure it works for all our residents travelling our unsealed roads in Golden Plains.”

In its 2019/20 Budget, Council increased its total investment in road improvements and maintenance including $1.15 million for resealing local roads, up from $850,000 in the 2018/19 Budget; $1.1 million for improvements to local roads, up from $280,000 in 2018/19; and $600,000 for gravel resheeting of local roads, up from $300,000 in 2018/19.
