The Progress Association has been actively working towards improving the amenity of Inverleigh for over 40 years. Of course all such organisations need volunteers and the Association is no exception. Without them nothing happens. If you have some ideas for the town you would like to achieve, you are welcome to join us and help achieve them. Some of the projects completed by the Progress Association include: The Federation Bridge which was built to commemorate the centenary of Federation in 2001. Walking Tracks were established with lots of support from the community, including fencing and tree planting. Public Toilets Progress Association members worked for many years with Council to have the old toilets removed and a new block built, which did not detract from the entrance to our town. They are used more than any other toilets in the Shire. The Clock a new clock was recently installed on the clock tower in our main street, clearly visable from the General Store across the road.

The Inverleigh Historical Society was formed in 2004. It operates under the auspices of the Inverleigh Mechanics Institute and Public Hall Committee. Our Aims are to collect and preserve items of local historic interest and to promote research and interest in local history. We welcome all donations to our collection or the opportunity to copy material. We are most grateful to the many people who have kept meet in the Inverleigh Public Hall 0n the 4th Monday of each Month @ 8pm the Historical Society in mind as they sorted through their own collec(Except December & January) tions. Welcome back to a New Year.....2020.......I didn't think I would every see this year. I didn't think I would see the turn of the Century, but all that stuff is way off in the distance when you are a kid. New challenges before us all as we contemplate what is ahead. Coping with Bushfire, Coronvirus, World events, the list goes on. How fast the time seems to go and momentum is gathering speed each week as we embrace new technology etc. I am so thankful for all that we have here in Golden Plains, Phone apps that tell us when emergencies are close to home. Look on the phone to see not just when the next rain may come, but how much there might be. But more importantly, Familiar faces that say "Hi" as you go to the local shop to collect your mail, or walk past a school and the kids smaile and wave. It all lifts your spirit knowing that you are part of a local town and you are known to others, appreciated by others, helped by others. This is not always the case, especially when you have to live in a bigger town or city or even the capital city. You may be greeted with a bump or a blast of the car horn rather than a wave or a "pardon me" as you step aside. How great to be in this part of this special part of the globe. Sit back, stand back, wave back and just enjoy what we have here, not just while it lasts, but to make it last beyond all expectations that you may have and your fellow citizens may have. I'll wave back to you and smile and say Hello and I hope you do too.

As always, locals really got into the spirit of the day, enjoying fun, food and fellowship. Well done to all volunteers who worked so diligently preparing for the day and tidying up again afterwards.

Sue is an Australia Day Ambassador and was a guest at the Inverleigh celebrations and had a hearty breakfast, along with the other attendee's. She had not been to Inverleigh before and did enjoy her short time here as well as then going on to attend similar events in Bannockburn, Shelford and Teesdale. It was a pleasure meeting you and you are most welcome to visit again if you are in the area.

Hello all, It has been brought to my attention that residents might be interested in an emergency Phone App. The emergency+ app is a free app developed by Australia’s emergency services and their government and industry partners. Take a look at it and see if it might be a handy tool for your benefit.

River campers: I Have again had issues with campers on the River Track. One camper was taking tree planting stakes and burning them, others breaking branches from trees for their fires. Spoke to numerous campers regarding the regulations in relation to fires but the CFA and

I both had instances where people were not complying and leaving fires smouldering or not in pits or just wanting to have a fire for the ambiance. With all the problems with campers I still wonder whether it is worth allowing people to camp by the rivers. I have found quite a few people of questionable character have been staying around the rivers over recent years. We had a male and female in a stolen car and stolen caravan camping by the river at the same time a few small thefts started occurring around the town (the male was involved in a shooting incident in Bannockburn and subsequently arrested). Another couple drove a stolen car there and dumped items from it before spray painting the Winchelsea road bridge and a gum tree. I found a male with an extensive criminal history likes the location to camp and I have summonsed him a couple of times now for having fires not in a pit and leaving them unattended. I attended an intoxicated driver who crashed into a tree and was fortunate that the branch that went through the windscreen didn’t impale him. I have had several groups bringing trail bikes etc to ride around the tracks and I had a chase with one a while ago. The township has also experienced several youth party issues when schools are breaking up (where up to 100 kids descend on the area with tents and leave it like a bomb site afterwards). These are a just a few of the incidents I have witnesses. The camp site is apparently all over the internet as a location to stay for free. I have also found some people who seem to make their stay a lot longer and don’t appear as though they are going to leave. I personally would not mind if camping and fires were banned there altogether and just leave the track

for walkers, fishermen and people having picnics. What is the benefit to the town of having people camp there, maybe a few small purchases at the shops although most of the people I come across seem to bring everything with them and tend to not take everything away when they leave! Is it worth all the issues with rubbish being dumped, damage to trees etc and the ongoing fire concerns? I raise this as something to consider and maybe for the issue to be raised with the council. There is a camping site beside the highway where it is easier to keep an eye on people and I don’t seem to get any problems there. With the fires that have occurred around the state already I would like everybody to stay vigilant and let’s try to prevent any fires occurring in the area. Please no angle grinding, welding etc. outside in the scrub and try to avoid other activities that may start a fire, especially on the hot windy days. Hope everybody had a good Christmas and new year, school should have started back by the time this is published and we will be heading towards Easter very quickly. Due to family commitments and changing capacity to support the market the current committee have decided February will be the last for the 2019/2020 season. It’s been a wonderful adventure raising money for local organisations including the Inverleigh Kindergarten and CFA, giving much needed fresh food to Out Reach in Geelong, giving many small businesses a platform to start a flourishing brand and customer following and of course giving locals a Sunday activity to soak up Lawson’s Park, meet friends for a catch up and find a special something to make their life styles that little bit better. CFA MESSAGE FOR THIS FIRE SEASON Welcome to the first Inverleigh CFA’s first article on the Leigh News for 2020. The reality of the fire season with its inherent dangers has been dramatically shown with the number, ferocity and size of the fires that have impacted so many communities. Around Inverleigh, we’re more subject to grass and crop fires although there is significant bushland nearby. We’ve had a busy start to the year and crews have already attended several substantial fires locally, especially a large fire at Mt Mercer. “Thank you” to the local community of Inverleigh which has done a great job bringing valuable, and accurate, information to those who are part of their social media networks. The good news is that a large part of the shared information is sourced from the CFA website and, as such, it can be relied upon. Please continue to share information that is from the CFA with your networks, because awareness and preparation are key elements to personal and community safety. Following this theme, here’s a slightly different way to “read” the Fire Danger Warnings

that appear on various sites. CODE RED. These are the worst conditions for a bush or grass fire. Homes are not designed or constructed to withstand fires in these conditions. Fire behaviour unpredictable and the CFA will not be able to control the fire. EXTREME. Expect extremely hot, dry and windy conditions. If a fire starts and takes hold, it will be uncontrollable, unpredictable and fast moving. The CFA will not be able to control the fire. Spot fires will start, move quickly and come from many directions. Homes that are situated and constructed or modified to withstand a bushfire, that are well prepared and actively defended, may provide safety. SEVERE. Expect hot, dry and possibly windy conditions. If a fire starts and takes hold, it may be uncontrollable, and the CFA may not be able to control the fire. Well prepared homes that are actively defended can provide safety. You must be physically and mentally prepared to defend in these conditions. VERY HIGH, HIGH and MODERATE. If a fire starts, it can most likely be controlled in these conditions by the CFA and homes can provide safety. But be aware of how fires can start and take all possible steps to minimise the risk. As you can see with the three highest ratings, the fire activity is basically uncontrollable and, as such, adequate prepa-

ration must be undertaken to minimize the possibility of fire in the first place or a clear plan needs to be ready to activate. Should a fire start, it’s imperative that

you access a web site or radio station to be aware of the level of warning that’s in place. These are:ADVICE. An incident is occurring or has occurred in the area. Access information and monitor conditions. WATCH AND ACT. An emergency is developing nearby. You need to take action now to protect yourself and others. EMERGENCY WARNING. You are in imminent danger and need to take action now. You will be impacted. The fire season still has several months to run and hopefully with intentional preparation and an increased awareness we will manage any situations if and when they occur. Dr Hope’s Station

In 1857 an “Itinerant Photographer” whom we believe to be Thomas Hannay, took this image and one of the nearby Carrah Mill. Thomas Hannay was a Scottish immigrant who had a travelling darkroom - and was using the cumbersome method of wet collodion glass negatives, which had to be prepared directly before exposure and processed immediately after. He travelled in the Western District in 1857-9, and ninety of his images survive and can be found on the State Library of Victoria catalogue. Investigating further, the whole exercise of travelling on poor roads or rough tracks, and setting up your own darkroom, is a far cry from the ease of digital photography 140 years later. Historical Societies will need these images to be published but back to Thomas Hannay and his photography. “The wet collodion process had a major disadvantage. The entire process, from coating to developing, had to be done before the plate dried. This gave the photographer no more than 10 minutes to complete everything. This made it inconvenient for field use, as it required a portable darkroom. The plate dripped silver nitrate solution, causing stains and potentially explosive build-up of nitrate residue in the camera and plate holders. The silver nitrate bath was also a source of problems. It gradually became saturated with alcohol, ether, iodide and bromide salts,

dust, and various organic matter. It would lose effectiveness, causing plates to mysteriously fail to reproduce an image. As with all preceding photographic processes, the wet-collodion process was sensitive only to blue light. Warm colours appear dark, cool colours uniformly light. A sky with clouds is impossible to render, as the spectrum of white clouds contains about as much blue as the sky. Lemons and tomatoes appear a shiny black, and a blue and white tablecloth appears plain white. Victorian sitters who in collodion photographs look as if they are in mourning might have been wearing bright yellow or pink.”[8] Wikipedia) Dr. Hope’s Station is now called ‘Barwonleigh’. Dr. Robert Culbertson Hope was a ship surgeon arriving at Sydney, and then overlanding with his brothers George and James to the Port Phillip District of New South Wales in 1839. The brothers acquired land

on Sutherlands Creek and the Moorabool River by leases and purchase. In 1851 they took up the lease of Native Hut #3 station and Robert purchased several allotments in the township of Inverleigh, first offered for sale in 1854. Land speculators have been here for a long time. The family prospered during the gold rush with their mills and fresh vegetables and George and James Hope had another large landholding at Lake Wallace, later called Edenhope. Looking at the hazy image, we notice the proximity to the Barwon River, the whites on the clothes line, and what appears to be a man in a top hat and suit with a well dressed lady. There are three images online taken at Inverleigh, and two at Golf Hill, Shelford, still surviving from Hannay’s visit. Next meeting of the Inverleigh Historical Society is on Monday, 24th February, 2020, at the Inverleigh Public Hall at 8pm.

Dereel Art and Craf t Fe sti val Last October I was invited to attend the Dereel Art and Craft Festival, and I met up with some very talented artists. As I wandered around and studied all the art on show, I stopped to talk to the artist that were displaying their work. Marita Reynolds was using Ink Tense pencils and she showed me how it was done. “You apply to paper and then you add a little water and that intensifies the colours,” Marita used coloured pencils for years but felt that it was time for a change. “These are what I came up with,” she said. “I enjoy experimenting and these pencils just fascinate me” I found another artist that was using the same product but in a different format. Vivian Ireland was using Ink Tense blocks. “They have a strong colour and I enjoy playing around with them. They also provide a large colour range and that is important to me” I looked through Vivian’s collection of pictures hanging up behind her and I could see she really enjoys the multi coloured palette. A short distance away with a beautiful display of photographs was Carol Moyse. Her large portrait sized framed photos of birds was really spectacular. “I am self -taught” she informed me, “But I have always loved photography, I get a real sense of peace when I am out taking photos, it’s an escape from the world, it keeps me sane!” A mixed media artist that is no stranger to our area was

also displaying and demonstrating her work. Lyn Dickson is a multi-talented lady, who mixes her love of the tactile with many various mediums. Today she was demonstrating coiling, a practice that is simple to master and uses up all your left-over threads and yarns. “You can coil anything” she informed me, “Even barbed wire!” She had various objects with her, and you could see the method of coiling in each one. Another well known artist from our region is Rosslyn Bosnar, who was busily working using Alcohol Inks, which are little bottles of coloured ink that you apply to a non porous surface and mix and blend to your hearts delight. “I find art very relaxing," she told me. All of these artists and more will be displaying their works during the Golden Plains Community Arts Trail, which is to be held on Saturday March 21st and Sunday 22nd, 2020 from 10am to 5pm. WORDS OF WISDOM FROM REV. PHIL

Welcome to the new year. It’s the time of year at which many of us take stock of how our lives are going. It is more or less arbitrary where we mark the end of the year, but because the convention is shared, our lives have a rhythm that’s marked by the calendar, and the length of the year makes it a good point for assessing some aspects of our life. We might ask whether we stuck to the resolutions made 12 months earlier. We might ask more general questions about how our life is going: have we been good parents or partners? Have we pursued worthwhile goals? Have the steps we have taken toward those goals between well-designed? Socrates is famously reputed to have said the unexamined life is not worth living. More recently, the philosopher John Stuart Mill echoed Socrates, arguing that it was better to live a life of self-reflection and be unsatisfied, than to be a pig who didn’t reflect but was happy. The idea that we can and should reflect on our lives and their trajectories remains deeply attractive. As a parish we’ve now spent several years reflecting on who we are, what we do and how we do it. At times this has been difficult, but slowly we’ve been putting pieces into place to honestly answer these questions and the most significant piece will be put into place on February 11th when a new full time Vicar, the Revd. Tim Smith will be commissioned to lead this parish into the future. Tim St. John’s Anglican Church Bannockburn

has been the Vicar at St Stephen’s Belmont for many years and has had a productive ministry there which has included the introduction and continuance of “Messy Church”, music groups and a range of community engagement groups. Before his ordination Tim was a radiologist in NSW. In addition to his theological degree Tim also has a PhD in Missiology, so is therefore really interested in mission and church growth. He has his own property in Teesdale (his “farm”) and will continue to live there. Tim also has strong ties with South Sudan and is the Founder and Chair at Foundation South Sudan, a foundation aimed at providing educational scholarships for the people in South Sudan who would otherwise be unable to further their education. Tim’s commissioning by Bp. Kate Prowd will take place at St Paul’s at 7.00 pm on February 11th and everyone is more than welcome to be part of the service on that evening. Congratulations must also be extended to our Presbyterian friends who also now have a new minister, Revd. Surendra Wesley. Surendra, who moved from Western Australia, was inducted into the parish on January 31st. The parishioners at St Paul’s wish he and his family all the best for time in the “Parish of the Leigh”.

Its basic purpose is to relieve isolation and loneliness associated with ageing and to provide regular opportunities to progress healthy minds and active bodies through social interaction and activities and to enjoy the fellowship of new friends. From the foothills of the Himalayas to a dusty gold-mining town, to the verdant Presbyterian Parish of The Leigh

The Leigh, in a good season, is a lush, productive region and very far removed from Mount Magnet, a dusty gold-mining town on Western Australia’s remote Great Northern Highway and in turn is a long way from the Indian city of Dehradun, nestled in the foothills of the Himalayas. But this is the route travelled by Reverend Surendra and May Wesley. God has worked His own sovereign plan and purposes out in the lives of the Wesley’s as only He can. The Wesley’s made themselves available in ministry and God chose this route for them to travel. The Presbyterian Inverleigh folk are thrilled to have Surendra accept their Call to him, to come and exercise a ministry in this part of God’s vineyard. Reverend Surendra Wesley was born into a Christian home in India but because of difficult circumstances grew up in an orphanage with his 2 brothers. His New Zealand wife returned to India with him where he studied theology at the Presbyterian Theological Seminary at Dehradun, graduating with a Master of Divinity. It was there that he met an Australian Presbyterian minister, the Rev. Dr. Peter Barnes, being a visiting lecturer in Church History at the time. Mr. Barnes arranged for the Wesley’s to go to Mt. Magnet W.A. for two weeks and they realised this was where God was calling them in ministry. Both the Wesley’s have previously lived in Australia. The family lived in

Mt. Magnet for five years and served the congregation there but their ministry also extended to small mining communities, Indigenous settlements and stations. “From a very young age I had, and still have, a great desire to be a pastor,” Surendra says, adding that “by the grace of God I had an excellent Christian upbringing and education. After graduation my wife and I talked about working in Australia, since it was a familiar territory for both of us. Behold, in answer to prayer, Mt. Magnet opened up for us.” Surendra continued; “Since then, we have been blessed with three lovely children, Gabriella (Ella) (7), Elijah (4) and Caleb (15 months). Because of our children’s education, we were prayerfully looking where to from here. God is surely good in all His ways for He heard our prayers and answered with a Call from The Leigh Presbyterian Parish. What a blessing to us. God has been so gracious in His dealing with us and the people of the Parish have already endeared themselves to us.” Surendra says; “We look forward with great encouragement to this new era God has set before us in bringing the Good News of the Gospel of our Lord Jesus Christ to the people of The Leigh and surrounds.”

The Bannockburn & District Men’s Shed was grateful to receive a Bannockburn & District Connected Communities (B&DCC) grant for $4400 which paid for two new machines for the workshop – a “thicknesser” and a “linisher”. FROM THE MAYOR’S DESK – FEBRUARY 2020 Happy New Year! As one busy year ends, so another one begins. As we head into the final nine months of our Council term, I am honoured to be elected Chair of the Central Highlands Councils Victoria (CHCV) for the 2019/20 term. CHCV is an alliance of eight central Victorian municipal councils – Ararat, Central Goldfields, City of Ballarat, Golden Plains, Hepburn, Moorabool, Northern Grampians and Pyranees – that advocates for a strong economic and social future for the region. We work collaboratively on issues and projects of mutual importance to make a positive impact on the communities in the Central Highlands region. Over the past year, I have enjoyed and valued the opportunity to represent the Golden Plains Shire and its residents at the CHCV table and I am excited for the opportunity to serve as Chair of this respected and improtant local government alliance. Council is partnering with the State Government to develop a new Sport and Active Recreation Strategy to inform its policy, planning and delivery of sport and active recreation programs, infrastructure and services from 2020 to 2030.

This new strategy will replace the current Recreation Strategy 2015-19 and reflect the needs of the Shire’s evolving communities over the next 10 years.

The Cemetery Trust extends its sincere thanks to Tuckers Funeral & Bereavement Services for their generous sponsorship of this event, the many local businesses that donated goods and services for prizes and also to the Inverleigh and District community that attended and strongly supported the evening. We are pleased to say that $1,685 was raised on the night. All funds raised will go towards upkeep and improvement of the Cemetery. CONNECTING NEW RESIDENTS AND LOCAL BUSINESSES Golden Plains Shire Council is pleased to offer a new free advertising opportunity to local businesses and services to connect them with the Shire’s newest residents. Golden Plains Shire Council publishes a New Residents Guide that is distributed to people who have newly purchased or rented a home in Golden Plains Shire. The guide includes useful information on Council services, including how to find out what day the rubbish is collected and how to access the local library, aged care, or maternal and child health services. Council is updating the guide and adding a new section of vouchers to promote local businesses to this valuable group of prospective new customers and clients. Each voucher will include a special offer for new residents from that business, such as a local café may offer two free coffees or a local dentist may offer a 10% discount on the first check-up appointment. For local businesses, it’s free and easy to participate. Interested businesses within Golden Plains Shire can complete an online form with their business information, offer to new residents and attach a business logo, if applicable. The online form is available at goldenplains.vic.gov.au/forms/new-residents-guide-2020-businessvouchers-form. Funded by VicHealth, Golden Plains Shire Council will support not-for-profit sporting, recreation clubs and community grants with $300 to run initiatives during This Girl Can Week. BUSHFIRE APPEAL Make up some ice lollies with some of their favourite treats. Freeze tuna in brine or some low-salt chicken stock for any icy snack. Your pets can get sunburnt, particularly pale-coloured ones, with ears and noses especially susceptible. Use a sunblock suitable for pets if they are outside when the sun is at its strongest. Pocket Pets It is important to keep Rabbits, Guinea Pigs, Rats, Mice and Ferrets cool as they do not cope well in the heat. Move their enclosure to a shady part of the garden. Put a beach umbrella over the hutch. Fill a bottle with water, freeze, wrap in a towel and place in the hutch. Place some ceramic tiles in the hutch for them to lie on.

After 13 amazing years at Bannockburn Veterinary Clinic our valued vet Dr. Wendy Balmain has left us for a new career opportunity in sunny Queensland. To celebrate (and commiserate) her new adventure, we all headed out for a night out to reminisce on our favourite Wendy stories and Wendy cases. She will be sorely missed, but we certainly wish her well on her new adventure.

Birds Ensure the cage isn't in direct sunlight A light mist spray will help keep your bird cool Provide a bath, birds love to frolic in cool water. Use a shallow dish filled with a couple of centimetres of water. Place a rock in the bottom. Keeping Large Animals Cool Horses that are heat stressed may show signs of excessive sweating and reduced feed intake. Cool them down by hosing with cool water. Some horses will rush over to a sprinkler for a dowsing! Excess water should be scraped off afterwards unless there is a good breeze. Sponge with water or drape a wet towel over them. Add salt to daily feeds this will encourage water consumption. Restrict exercising to coolest part of the day. Heat stress tolerance varies between species. Cattle will adapt to heat as long as the temperature change is gradual. Cattle with lighter coat colour tend to be more heat tolerant. Sheep that are newly shorn are at a risk of sunburn. Pigs become heat stressed at a lower temperature than other animals, as they dont sweat and have small lungs.

MYSTERY OBJECT

The mystery object for December (above) is a copy of a Emco Wheaton B5 valve wrench. It is a positive valve wrench and was used on many early petrol tankers and other bulk storage items. The swivelling socket and plug are both ½ inch AF square drive. The combination of both male and female socket and plug meant only those issued with this wrench could use this as a key for safety and security. The wrench in my collection has no markings, it is a copy, as many early tools used in Australia were both for convenience and cost saving. Many Thanks.........Bruce McDonald

ARTSACTION TO SUPPORT CREATIVE SECTOR In partnership with Pop Up Art, Golden Plains Shire Council is excited to launch today its new initiative to support and foster the local creative industry – ArtsACTION. ArtsACTION is a free upskilling and professional development program for Golden Plains artists and creatives. The program will provide online and face-to-face training, as well as practical opportunities to activate career pathways, broaden networks and build market reach. The ArtsACTION program will run from February to September 2020, and all artists, creatives and arts workers are invited to participate in the two components of the program; an email course and workshops. The six-part email course will provide inspiration and practical information to get artists and creatives thinking and taking action to develop their creative career. Once signed-up to the course, participants will receive one email each week with part of the course, and can sign-up at any time. The second component of the program will feature three half-day workshops for artists and creatives to connect and strengthen networks, encourage market-readiness and broaden reach. The workshops will be held across the Shire from May to August. Workshop 1: Being Market Ready 12.30 to 4.30pm, Thursday 7 May, The Well, 19 Heales Street, Smythesdale. Workshop 2: Working Together Effectively 12.30 to 4.30pm, Thursday 30 July, Meredith Community Centre, 4 Russell Street, Meredith.
