Peter’s Editorial Hello again for July 2017.

I have just received the following and thought I would share it with you.

That’s not my Job.

This is a story about four people named everybody, somebody, anybody and nobody.

There was an important job to be done and everybody was sure that somebody would do it.

Anybody could have done it, but nobody did it, somebody got angry about that, because it was everybody’s job.

Everybody thought anybody could do it, but nobody realised that everybody wouldn’t do it.

It ended up that everybody blamed somebody when nobody did what anybody could have.

If you have any small pieces to share with the community, please send them to me. I often have a small place to fill and would happily include your contributions.

Positive Oncology It’s true that life consists of ups and downs. There’s often not alot we can do to control the hand that we are dealt. I was dealt a nasty hand in October 2013 when diagnosed with a particularly aggressive form of breast cancer. Being told you have cancer is a terrifying experience. The cancer experience continues to be particularly torrid due to the treatments that are necessary to turn the disease around. In the Geelong region around 2500 people are diagnosed with cancer each year. Modern medicine has made rapid progress in treating many of the high prevalence cancers. In Geelong, around 65% of people diagnosed with cancer are cancer-free at the five year mark. These survival rates are better than at any point in history.

During treatment I found myself using lots of little techniques from positive psychology to help counteract the negativity and make the moments a little more positive along the way. Looking back in hindsight I am now able to distil many strategies that helped me manage a little more easily than people might have expected. I had a previous career as a nurse so had a familiarity with being in and around hospitals. Being married to a clinical psychologist was a huge free kick. I have a strong interest in positive psychology and the belief that an optimistic approach can help people feel and do better. I strongly believe in the power of the mind-body connection. All of this was useful “pre-season training”.

over what is happening. I was struck by how little reading material was on offer to help with the emotional adjustment to a cancer diagnosis and the ongoing fear of a fore-shortened future. This is what led me to write a self-help book when my treatment had finished. I am even able to now say that there are ways I have benefitted from the experience of having cancer.

There is a lot we can do to train ourselves to counter the negative mindset that a cancer diagnosis will generally induce.

Noticing our harmful thought patterns is the first step. Everyone is different and will have a different formula for improving their own wellbeing during illness.

Having simple habits in your toolkit to counteract downward thinking spirals and to induce positive emotions will usually improve resilience. With regular practice people are able to change their mindset and increase their positivity. You can retrain your mind as if it is a muscle.

Even if cancer continues to be a part of your experience, there are ways that you can allow yourself to move forward with more purpose and meaning. There is nothing like a health scare to give you an opportunity to re-evaluate and value-add to your life.

POLICE REPORT FOR MARCH 2017 Hello all,

A recent issue brought to my attention is the sighting of some young children regularly walking on the railway bridge over the Leigh River. This is obviously very dangerous and could have dire consequences if a train arrives. Could residents with children in the area speak with their children to see if it relates to them and please discourage this behaviour.

We have some criminals getting around in a utility doing some burglaries on farm sheds in surrounding areas which we have been able to identify due to some farmers having cameras in their properties. They appear to be targeting isolated sheds when no persons are around. They are also cutting fences to get onto properties. Please keep a look out for suspect behaviour around farm properties and if your suspicions are aroused call 000 and we can come and check them out. If you can afford some cameras for your property to cover sheds etc they can greatly assist us in identifying criminals.

The notepad left on the front door of the Police station is for not urgent matters. Please do not leave messages requiring immediate Police attention. Recently a message was left in relation to sheep on the road. A call to 000 would be more appropriate. I was off for a couple of days and I did not see the message until I returned which was obviously too late.

For Teesdale residents I have received numerous complaints of speeding vehicles through the town. I will be regularly patrolling to enforce the speed limit in the town especially the 60 zone outside the store.

On another note I have been assisting with cutting the lawn at the hall. I see appeals for volunteers in the Leigh news please consider assisting as it spreads the load around.

JUNE 2017 CALENDAR

Personally I have never understood the Christmas in July (shouldn’t it be June if at all?) but it is a great heading for this photo in the local calendar.

Poor old Santa, on his bike, waving to the 3400 vehicles that pass him daily. (Vic Roads figures) No wonder he resorts to “going fishing” in the off season and leaves the bike until festivities resume.

Marking the spot of the original Murgheboluc letter box which was located on the roadside outside the former Murghe Post Office, Santa on the bike has been a delightful and iconic addition to the festive season since 2007. As with so many of the best ideas it started as a prototype bicycle joke from friends inventing a prototype big tyre bicycle. Over time anonymous rearrangements in the form of gumboots, scarecrow, fishing rod and signs as well as the first Santa suit appeared, and a land-

mark created. Truckies on the CB have been heard to say “going past the Santa on the bike” and the image has appeared on Christmas cards as well as a mention in the Weekly Times.

Sadly in late December 2016, Santa’s caretaker announced on Facebook that a car had stopped and stolen the gentleman off his bike. Scoundrels, dastardly thieves or most likely selfish twerps hurriedly freed him from the bike and took him away thus leaving the caretakers children and passing

motorists sadly less innocent.

Even the tea chest originally left behind was later stolen. Maybe it brought joy to another community.

The caretaker who claims not to be a ‘Christmassy’ person willingly undertakes the effort to dress and restuff the suits annually and enjoys a champers with Santa each Christmas Day. If any readers have a suitable body form or torso resting unwanted in their shed or a robust suit it would help the ‘Friends of Murgheboluc Santa’ continue this tradition.

Inverleigh Historical Society members are currently documenting the history of the street and road names in Inverleigh. For some of the original township names such as Dundas, Napier, and Cambridge are common all over the world and not specific to Inverleigh, but can anybody help us with Bakers Lane or the Rawson history? Wouldn’t it have been terrific if West Street had kept its nickname of “Cow Pat Lane”?

PROGRESS ASSOCIATION REPORT

The Annual Meeting of the Association was held on Tuesday 21st June.

Office Bearer positions are as follows. President – Hilary Hamilton, Treasurer – Tony Waayers, Secretary = Luanne Thornton, Leigh News Editor and Vice President – Peter Trevaskis. Our achievements during the past year are outlined in Hilary’s report.

Whilst this group is small, we welcome new members, particularly some of our younger and newer residents. Meetings are held at the Public Hall on the third Tuesday evening from 7.30 PM. We provide a liaison between the community and Council, working closely with Nicole Langtip (Council’s independent community coordinator).

The defibrillator has arrived and will be placed on the wall at the Shell Service station and easily accessible in an emergency. This site was chosen for the service hours, lighting and security.

Businesses along the south side of the Highway between the Hotel and the service station have requested improved parking for customers along the service road.

and have not helped the potholes along the edge of the tarmac.

In 2010 Council commissioned Tree Watch Arborist to complete a review of all the mature trees along the highway in the township and as a follow up they have completed a report of the trees that may be effected by any parking works. Six trees are in the immediate area and his report concludes that some work would be required to address possible insect damage, long heavy limbs and root compaction. He does not recommend the removal of the trees, apart from possibly the Eucalyptus camaldulensis due to insect damage. Prior to any work council will consult with the community.

The Progress Association continues to monitor the river pump, paying for the power used and any incidental or major repairs.

The local telephone book is now in use. It was distributed to all households in the district. The next one will be in three years. If you were not included but would like to be in the next edition, make sure you complete the authorisation form when the time comes. You will only be included if you give permission.

leigh news 7 Inverleigh Nature Conservation Reserve Excursion Report 23rd April 2017

We met near the Inverleigh hotel and were entertained by the many large Bardi Ghost Moths at the toilet block, one of which was being devoured by a Red Wattlebird. Later in the day, we would see pupal cases left in the burrows where the moths had emerged the night before.

Located in the sandy hillside area above the Leigh River, the Inverleigh Nature Conservation Reserve (INCR) covers over 1000 ha and is recognised as a valuable grassy woodland remnant. There has been a long history of human impact upon the species and vegetation structure of the INCR. The original indigenous Wadawurrung clans used fire to manage vegetation and utilised many of the plants for food, medicines, tools or weapons. European settlers arrived in the late 1830s and the area was set aside as a source of fire wood. In 1861, the area was proclaimed as the Inverleigh Common, available for grazing sheep and cattle. Some locals wished to take up the Common for selection, but reclassification of the area as State Forest in 1876 prevented this.

Later, part of the Common became the local rubbish tip and gravel extraction was permitted. Locals continued to take firewood, often clearing scrub to get to fallen timber. The whole area was crossed by many vehicle tracks. The GFNC published a booklet on the Flora and Fauna of the Inverleigh Common in 1973. In 1977, the Common became a Flora and Fauna Reserve. An elected Committee of Management, including a representative from the GFNC, was created in 1983. The Reserve is now managed by Parks Victoria and classified as a Nature Conservation Reserve, in recognition of the vulnerable grassy woodland habitat and the rare species present.

We were met by David Bruce, president of the Friends of INCR and Neil Anderton, president of ANOS (Geelong) who has extensive knowledge of the orchids and other flora of the INCR. We started at the entrance near the golf course where David explained some of the difficulties experienced in trying to revegetate the old tip site. We proceeded along Links Track and crossed a small valley.

At this site, experimental Owlet Nightjar Sunbathing use of “grooming” has removed large amounts of Acacia paradoxa Prickly Hedge-Wattle. Although A paradoxa is an indigenous species, changes to fire regimes and other unknown factors had led to extensive grassy areas being colonised by this fast growing and prolific wattle. Fire creates perfect conditions for the seeds to germinate, but they also germinate after floods. Repeated fires may limit the spread. However, such burning regimes are expensive and difficult to implement as the bushes are hard to ignite in cooler conditions, yet they burn fiercely Greenhood in warmer conditions, burning the

canopy of the eucalypts.

We observed groomed areas where tracked “forest mowers” had reduced the acacia bushes to coarse mulch.

Grasses and some sedges and herbs were growing as the reduced competition for light, water and nutrients allowed them to regenerate. Grooming may become an effective management tool to stop encroachment of woody shrubs in many areas where open grassy woodland is the preferred habitat.

Meadow Argus Butterfly The next stop, further along the Old Shelford Road, involved a short walk that passed from the E pryoriana Manna Gum zone to the E camuldalensis Red Gum zone. A section of open grassland had been fenced to exclude rabbits, wallabies and kangaroos. The gate was opened during autumn, after the flowering of most plants.

A wide range of grasses and herbs were noted here including the cute Parsons Bands Erochilus cucullatus.

By lunchtime, we already had more than thirty bird species, including several raptors. After lunch, the next stop involved a slightly longer walk to a dam created many years ago. We noted some ancient Red Gums and large yellow-gilled fungi Phylloporus rhodoxanthus and also the Horse Dropping Fungi Pisolithus arhizus. The peace was disturbed by two illegal trailbike riders who got a shock when we all took photos of them.

A highlight was the delightful Owlet Nightjar sunning itself in a hollow, spotted by Cheryl’s sharp eyes.

The humid weather seemed to trigger the emergence of many large winged “sugar ants” Camponotus intrepidus, both male and female. The females climbed atop grass stems or sticks before taking flight over the tree tops.

The final stop was in the western section where we were pleased to see at least four flowering Pterostylis sp. aff Revoluta Autumn Greenhoods, a species that is only found in a few locations in the region.

We thanked our hosts and left with intentions of returning again in the spring when the wildflowers are in full bloom.

PROGRESS ASSOCIATION ANNUAL REPORT 2017 Inverleigh Phone Book:

During the latter part of 2016, a Federal Election took place, with voting held at our primary school. This is the time that we aim to update our local phone book. As voters pass by, we seize the opportunity to get residents to take a moment and update detail in our publication. This book then, will only be updated again at the next Federal Election time. Businesses are approached to advertise in this.

Great value for three years’ worth of advertising and always close at hand to look up local businesses.

The advertising in turn covers the cost of printing. Many thanks to the subcommittee for helping collate and finalise the advertising and getting it ready for printing. With the growing population of Inverleigh, additional copies had to be reprinted.

Australia Day Breakfast:

Again, the Progress Association was happy to help at the Australia Day Breakfast. It is always an enjoyable morning and nice to catch up with people that we haven’t seen for a while. We are pleased to contribute financially to the cost of this event, going halves with the Hall Committee, after any donations from the community on the day, have been taken into account. We look forward to helping again next year.

The Town Entrance:

I am saddened to say that things have not gone quite according to plan over the past year. We have hit a few speed bumps (pardon the pun), that have indeed slowed the whole project. As you will all know, we are on a Highway and are governed by Vic Roads regulations as well as local Council regulations. Trying to work within all of the constraints, we have had to rethink a few aspects of the original design. We are looking at having a Town Entrance that reflects the character of our town, rather than a generic entrance that you may see leading into other townships. We are determined to see the project through and hope that we will have more details for our community very soon. Special thanks to Nicole Langtip, Community Planning Facilitator, for her enthusiasm and ongoing support throughout this and other community projects.

The Defibrillator for Inverleigh:

I am sure you will all have read recently in the Leigh News, about the Defibrillator that is to be placed at Riordan’s Service Station in the main street of Inverleigh. Andrea Bolton has been the driving force behind this project and we are very happy that we have been able to make a financial donation, along with

The Inverleigh Progress Association (IPA) is interested in updating the old pump shed located at the river end of Lawson Park. However, the members of the association have little expertise in organising and executing such a building project.

We are looking for a person or group of people that may wish to undertake this project. The Golden Plains Shire has placed some limitations on the Pump Shed rebuild that can be worked around in it’s design.

The Progress Association has placed some funds in its budget to undertake this project. If interested or can help in some way, please contact a member of the IPA or phone Tony on 52651610.

Inverleigh has had a website for many years, but it is in desperate need of a major overhaul. We are in the process, at the moment, of having a new website created, that will be user friendly and at a glance, will tell the story of our great little town. Stay tuned for updates in the Leigh News.

Section 86 Committee:

Once more, special thanks must go to Damien Baker and the section 86 committee for their tireless work in the open space area along the north side of the Leigh River. This work often goes on unseen by others, but the results are enjoyed by many.

Sincere thanks also to the members of the Progress Association, few in number but enthusiastic and community minded people.

To Luanne Thornton, our hard-working Secretary, Tony Waayers, our diligent Treasurer and Ross Peel who keeps a vigilant eye on our river water pump, which is used by so many at certain times of the year.

There’s no mistaking that we’ve hit winter! One of the pleasures that many people enjoy living away from the city is the wood heater or open fire that warms their house.

In many homes it’s an architectural feature and one around which the family gathers. But have you thought much about the chimney or flue?

Your chimney or the flue from the fire place or wood burner has a very real function, and that is to carry dangerous flue gases from your fireplace, or wood stove, safely out of your home. The last thing you are likely to be thinking about however, is the condition of your chimney. But if you don’t give some thought to it before you light those winter fires, your enjoyment may be very short-lived because dirty chimneys can cause chimney fires, which damage structures, destroy homes and injure or kill people. The chimneys have the job of expelling the by-products of combustion – the substances produced when wood burns. These include smoke, water vapour, gases, unburned wood particles, hydrocarbon, tar fog and assorted minerals. As these substances exit the fireplace or wood stove, and flow up into the relatively cooler chimney, condensation occurs. The resulting residue that sticks to the inner walls of the chimney is called creosote.

And if there’s a sufficient build up, creosote is highly combustible!

Clean chimneys and flues don’t catch fire, and there are different ways you can minimise the risk. You might like to consider having a chimney sweep inspect your solid fuel venting system annually to give you a report on its condition. If you feel that a lesser course of action is necessary then there are many DIY solutions and products which may help maintain a healthy chimney or flue.

Don’t forget, fire belongs in the fireplace or fire box, not in the chimney! As is so often the case, some easy maintenance could prevent costly damage.

SONNY TEESDALE COMMUNITY EVENTS

The Sunday markets have been discontinued due to lack of support.

The next event will be Twilight Market and Christmas Carols on Wednesday 20th December. This event has been successfully run for 3 years growing from a crowd of 200 to over 2000 for the past 2 years culminating in us being awarded the Golden Plains Community Event of the Year last Australia Day.

Due to changes in the personal circumstances of the committee, we will be seeking to recruit new members to assist with the Twilight Market & Carols, planning, assistance with set up, pack up, car parking, advertising, etc.

A meeting will be held in September to organise ther event. Can you please help to ensure this event can continue.

That Plant Makes Me Think of …

One of the joys of running a nursery is hearing customers respond to plants. They tell of their experiences, brought back suddenly by sights and smells. Plants are enmeshed in the stories of our lives, carried in memory, and able to take us back to other times and people. This article shares a few such stories and, hopefully, will trigger some memories for you.

‘We visited the Perry Sand Hills at Wentworth. The Sunraysia roadsides were littered with paddy melons. We and our cousins established forts and marked out territories. A fierce battle with paddy melons as ammunition was the highlight of the day. If I see a paddy melon, it takes me back to being ten years old, wounded yet triumphant, storming the enemy fortress.’ ‘I was a tree climber and I still admire a tree that can be climbed, but creates a challenge.’

‘I spent hours under the pine trees at primary school, using the pine needles to sweep out rooms between the roots, to create mattresses and seats and to form lines to indicate the walls.

The scent of pines takes me back. If I close my eyes I can almost hear skipping rhymes.’

‘I think that Jacaranda trees are so romantic. My friends married beneath a Jacaranda tree on a carpet of purple blossoms.’

‘Roses are romantic – I had pink, perfumed roses in my bridal bouquet’.

‘Whenever I smell lilac, I think of my first kiss. It was behind a lilac bush at the back of the local hall. I was 13. His name was Stephen.’

‘My children always brought home a little posy of Tecoma when they came home from their grandmother’s house. We planted a Tecoma in our garden in memory of this sweet tradition.’ ‘We planted a lavender hedge after we came back from living in France – we felt that we were bringing a little bit of Provence back to our garden.’

‘Dad had a vegie garden out the back. We kids were able to pull up a carrot, grab some strawberries or eat raw peas whenever we felt like it. I’ve always had a vegie garden and my kids loved to eat from it too.’

‘My doll was called ‘Little Abelia’ – after the beautiful abelia in our garden. I have grown an abelia in every place I have lived. Luckily she wasn’t called ‘Daphne’, which is so hard to grow.’

‘I can’t stand the pussy willow tree.

We used to walk to the dentist and once we reached the pussy willow at the gate, I knew we were there. Our dentist was a real sadist.’

‘I love weeping willows. They created beautiful shade beside Lake Cullulleraine, where we spent so many summer days sailing with friends.’

‘I looked at lots of different houses but I bought the one that had a Cyprus, just like the one I played in at my uncle’s farm when I was young.’

‘The Mallee pine means Christmas to me. It was years before I realised that everyone didn’t have a Mallee pine for a Christmas tree.’

‘I want to give you some cuttings.

They are of the salvia that you suck the nectar from, you know, the one that grows in every grandmother’s garden.’

‘Do you have a plant with James in its name?’

‘I bought a ‘Margaret Davis’ camellia – couldn’t believe my luck at finding one of my mum’s favourite flowers called her name.’

‘I remember that plant – ceonothis, blue Pacific. My sisters and I made mud pies in the garden beside the fishpond. To wash our hands, we gathered handfuls of ceonothis flowers and rubbed them to make a sort of soap, rinsing it all off in the pond.

Next morning the fish were all dead and Dad asked if anyone knew what had happened. No-one knew, at least, no-one was saying.’

Plants have their place in memories. We can select plants for our gardens to promote such connections. Will my granddaughter remember running her two year old fingers along our border of lamb’s ears, whispering ‘Soft, soft,’? I hope so, along with the warm and loving feeling of being with her grandparents.

Change of hours - our hours at Garden Gate Nursery from July 19th to August 20th will be Friday and Sunday, 10 – 4 changing back to our normal hours of Thurs to Sat, 10 – 4 after that.

Due to the success of the recent Parenting Workshop conducted

by Centracare Ballarat, Grampians Regional Parent Resource Service, we have been offered a range of further Parenting Programs. This is a wonderful opportunity for our school community. Such programs support parents and guardians to feel connected to parenting service and also learn and share parenting strategies.

MVA Winter Sports

Grade 3-6 students participated in two afternoons of winter team sports with the Moorabool Valley Schools. Congratulations to students who were selected and played for the Moorabool Valley Lightning Premiership teams in AFL: Mason Pavlinac, Kade Bower, Andrea Wellington, Mitchell Wise, Jack Thompson, Nate Brislan, Billy Thompson, James Rigby and Tom Cowling, and in netball Nyah Kent and Zoe Grigsby.

Sports News

Congratulations to students Emma Goldsworthy, Nyah Kent, Andrea Wellington, Jack Thompson, James Rigby, Isaac Gandolfo, Gilbert Hose and Baxter Holdsworth who competed in the Geelong North District Cross Country event. Nyah Kent successfully qualified to advance to the Western Metro Region Cross Country Event.

Indonesian Incursion

On Thursday June 22 Year 3-6 students participated in an Indonesian incursion. Students were visited by an Indonesian chef, where they discussed culture, traditions and customs relating to food and enjoyed delicious nasi goring. This was a fantastic cultural opportunity to support current learning in class.

Phillip Island Adventure Camp Cowes

The grade 5/6 students attended school camp at Phillip Island Adventure Camp from Monday 26th June – Friday 28th June inclusive. This camp has wonderful facilities and activities, which will help develop confidence, trust, problem solving and teamwork skills.

Students really enjoyed their experience and adventures at camp.

Student Lead Conferences

In term 3 there will be the opportunity for students to further share their learning at our Student Led Conferences. These are planned for Monday 31st July, from 11am until 7pm. The conferences

will be for 15 minutes and are designed to be a positive experience for all. It is a formal and professional opportunity to discuss achievements and learning.

Kitchen Garden News

The junior classes have been reading the story of Hansel and Gretel and searching for the trail of bread crumbs in the garden as well as helping to water our garlic, spring onion and winter vegetable crops.

The 3/4 classes have been building no dig garden beds by alternating layers or mushroom compost and pea straw. We have completed two beds which will be the new home for an apricot and peach tree. We have been harvesting kale, leek and broccoli and making delicious vegetable soup and a warm cous cous salad with spring onion, pumpkin and broccoli.

Mudbrick Café Report

Our last café on the Wednesday 7th June included a delicious menu of vegetable soup, a tasting plate featuring home-made quince paste and a devine lemon and rosemary syrup cake. Guests were entertained by Felicity, Aimee, Maeva and Penny performing songs and poetry. Five of our school leaders, Chloe, Paige, Tarrant, Tom and Alessia, were involved with customer service. The next café date is Wednesday 16th August. All welcome.

Congratulations Stephanie Alexander Kitchen Garden Program on 10 years

This year celebrates our school's 10th anniversary of running our Stephanie Alexander Kitchen Garden Program. To commemorate this significant achievement, we will be dedicating our cafe on the Wednesday 13th September to celebrate and recognise the contribution of past and present teachers, parents and students. The plan for the day is to welcome visitors from 10am to see our garden class in action, followed by a walk through our historical display, then ‘Sharing our Harvest’ , enjoy lunch made by our students using fresh produce from our garden at 11.30am.

Here are a few top tips for surviving the cold winter months.

If your pet spends the majority of their time outside then proper outdoor housing is important.

Ensure housing is placed away from the elements in a position where they feel secure.

Whether inside or outside make sure your pets bedding is raised off the floor and away from drafts.

Warm engines in parked cars can attract cats and even small wildlife searching for a warm place to stay. To avoid injuring any hidden animals, bang on the bonnet of your car before starting the engine.

Jumpers and coats are a good option, because they help retain body heat and insulates your pet when they are outside.

You’ll probably notice your pet’s appetite will increase during winter. This is especially true in outside pets that require more energy to keep warm. Keep a close eye on your pet’s weight ensuring they are nourished, but not overfed.

Even though it’s cold outside, it is still important to keep a regular exercise routine.

Not exercising can affect your dog’s physical health and in some cases can lead to behavioural problems.

Moving between the cold and dry heat of your home can result in your dog getting itchy, dry skin. After your pet has been outside, pat them dry with a towel to remove any excess water.

If your pet is struggling to get out of bed, it could be a sign of arthritis or an age related disease.

Often these problems are provoked by cold weather , we recommend a winter check-up if your pet is showing signs of discomfort.

While it may seem like a while away, the arrival of spring marks the beginning of breeding season. With cats and dogs breeding from a young age, winter is a good time to take advantage of National Desexing Month discounts and desex your pet in July.

Mayors Message July 2017 Dear Residents

At Council’s June meeting the Council Plan 2017-2021 and Budget 2017-18 were considered for adoption.

The Council Plan is a great opportunity for our new Council to re-examine our priorities, and check that we are delivering services valued by our ratepayers.

Community engagement for the Council Plan 2017-2021 was the most extensive engagement with our residents ever undertaken by Council.

Over a six month period, residents had the opportunity to provide input and give feedback on key priorities prior to the development of this plan.

Residents have told us consistently that they wanted more consultation and engagement.

Findings from our consultation show that residents highly value Golden Plains’ rural lifestyle, sense of community and natural environment.

Residents’ priorities for Council included listening and consulting, encouraging business growth and support for local events bringing the community together.

These priorities were reflected in the four pillars of the Council Plan:

-Promoting Healthy and Connected Communities

-Enhancing Local Economies

-Managing the Natural and Built Environment

-Delivering Good Governance and Leadership

The Council Plan doesn’t just sit on a shelf for four years – it’s a reference document for Council and residents to check actions against progress.

It also sets financial direction by feeding into the four year Strategic Resource Plan, which informs the annual Budget.

My sincere thanks to those residents who responded to surveys and provided feedback in person.

We look forward to continuing to engage meaningfully with our communities.

BEN HALL, CLOWN PRINCE OF BUSHRANGERS

A lot of people think Ned Kelly was the funniest bushranger, but any fool can put a bucket on his head and swan about writing letters. For bushranging comedy with some real originality and intelligence behind it, you need to look to the conceptual art of Bold Ben Hall, the tragic hero who turned to a life of crime after his wife left him and the police burnt down his house.

Unlike most bushrangers, Hall was not all that interested in shooting people. Even robbery under arms took a secondary place in his priorities to the all-important goal of publicly humiliating the police. To this end, he conducted a criminal career that was less a reign of terror than an extended live episode of Candid Camera.

Australian bushranger Ben Hall never killed anyone and gained a reputation as “the gentleman bushranger”. And unlike the fifty other “gentleman bushrangers”, he actually deserved it.

On two separate occasions, Hall’s gang bailed up the NSW town of Canowindra, locked the police in their own cells, and threw a huge party for the rest of the population in the town’s pub.

On leaving, they paid the landlord for all goods consumed and the townspeople for their time, just to really rub it in that they were not only smarter than the cops, but more generous.

However, Hall’s bushranging career hit a peak when he was being pursued by the local police, near Bathurst.

Disarming the troopers, the gang proceeded to strip them naked and tie them to trees, whereupon Hall delivered a stirring lecture on the pressing problem of police misbehaviour, before riding off into what I presume was a beautiful sunset, leaving the

long arm of the law to await assistance in its highly embarrassed state.

It was the ultimate example of Ben Hall’s raison d’etre as a bushranger — on that day, one of Australia’s greatest bushrangers proved that you could make as powerful a statement by taking the piss out of the coppers as by shooting them.

If Hall’s educational address was not particularly well-received by its captive audience, it was certainly well-timed, and one might think a warmer embrace of the Hall method in the corridors of power might be beneficial when dealing with disciplinary matters.

In any case, it was a shining testament to the legacy of Ben Hall, a man who defied the law not for personal gain or the satisfaction of base desires, but for the innocent and noble purpose of having a bit of a laugh at others’ expense. Good on him.
