SUMMER 2018

Peachland Recreation Guide

Recovering from the Flood of 2017 2017 was a landmark year for the Okanagan. Record breaking lake levels had all Okanagan municipalities struggling to protect critical infrastructure and guard their towns from rising waters and seasonal storms. June 8th was a significant day for Peachland. A southern storm challenged both our crews and protection measures and resulted in substantial shoreline damage. Retaining walls were undermined, most docks were damaged or destroyed and a considerable amount of land was lost putting Centennial Walkway and Beach Avenue at risk. In addition to the foreshore damage, heavy flows in the creeks resulted in both our water intakes being filled with large amounts of debris which posed a risk for future fire flows. Okanagan Lake did not reach full pool (normal high water) until August. In fact, the lake did not return to seasonal norms until September 2017. This meant that much of the damage was not fully observed until the Fall. At that time, a Shoreline Engineer and a Structural Engineer were commissioned to help determine the extent of damage and the priorities for recovery. As well, a Recovery Director, Donalda Ritchie, was engaged to help District Staff navigate through the recovery process. Much of the damage is 80% recoverable through the Disaster Financial Assistance program. However, with damage estimates over $800,000, the District will be responsible for more than $160,000 of the costs. Coupled with an already challenging year starting with the Renfrew Road slide ($667,000) and the MacKinnon Road flood ($627,000), Peachland has had to take a measured approach towards recovery. Additionally, other challenges such as contractor availability and environmental permitting will impact the timing of infrastructure repair/replacement and foreshore improvements. Currently, the project status is as follows: Projects Complete: • Hazard dock removal (5) • Minor dock repairs (2) • Deep Creek and Trepanier Creek intake restoration • Restoration of the Wellness Centre and Community Police buildings • Doggie Beach fence repair 2018 Projects: • Dock leveling and repair (9) • Retaining wall repairs (13th Street, Swim Bay, 3rd Street, and Day Use Wharf) • Centennial Way repairs • Shoreline plan 8th-13th Street (with a focus on pedestrian access) • Memorial Bench replacement • Repair sinking bricks at Swim Bay and Heritage Park 2019 Projects: • Dock replacement (5) • Implement shoreline plan (8th-13th Street) For additional information on the flood recovery, visit www.peachland.ca/recovery

Message from the Director: In January, Mayor and Council adopted the Parks and Recreation Master Plan. Two initiatives were undertaken immediately to improve program services – the gym stage was renovated into a fitness space and a new fob key system was installed in the Fitness Room. The fob key access will allow for extended operating hours of the Fitness Room when the Community Centre is closed (see p.11 for details). A new video surveillance system has been installed to enable staff to periodically inspect the space and ensure your safety. As well, an emergency call button has been installed so that if there is an emergency in the Fitness Room, you can push the button to activate an ambulance without delay! We hope these enhancements will improve your visitor experience.
