Setup of Infrastructure European Union gives 70 Million Dollars / Emergency Center warns against Fundraisers In the first months of the coming year, the European Union (EU) and the European Investment Bank (EIB) will give the Dominican Republic 70 million dollars to set up the infrastructure. Antonio Vargas Hernández, the Director of the Multilateral Cooperation (Digecoom) and Ambassador and National Authorizing Officer for the European Development Fund, said that this amount has been already included in the next year's budget. Vargas said that 50 million dollars were assigned for the Ministry of Public Works and Transport (MOPC) to repair, among other things, roads, bridges, village streets and walls that had been damaged by the recent natural disasters. The remaining 20 million dollars will be used to build 4,400 housing units in 15 provinces, that had been declared as

emergency areas due to the natural disasters by the government. These 20 million dollars will not have to be refunded. In the Global Competetiveness Report of the World Economic Forum, the Dominican Republic fell twelve ranks to 104th out of 138 countries surveyed. Neighboring Haiti ranks 128th. The five most problematic points for companies that want to do business in this country are corruption, inefficient bureaucracy of the government, high tax rates, inadequately trained workers, as well as crimes. Virtually all fields were down in comparation to the year before. In education, there are catastrophic ranks, as in primary education, where the Dominican Republic landed at position 124 of 138 (Haiti ranks 90th). In higher education, the quality of mathematics and natural sciences is ranked 133 (Haiti 136th). Each year, the World Economic Forum evaluates twelve pillars, among others Institutions, Infrastructure, Health and Primary Education or Labor Market Efficiency of the countries that show the opportunities for a company to do business in these countries.

There is obviously nothing that shameless profiteers are not ready to do in order to make money. The director of the National Emergency Center (COE), brigadier-general Juan Manuel Méndez García (photo), warned the people not to be deceived by unscrupulous fellow citizens trying to collect donations for hurricane victims in the name of the COE. “Whenever we coordinate humanitarian aid, whether it is transfers or applications, we do this through the Social Assistance Plan of the Presidency or other government agencies,” says Méndez. “It's not our style to ask for help. I ask the citizens not to let themselves be overwhelmed by people who use foreign suffering in order to enrich themselves.”

Most expensive Fuel of the Region Despite Petrocaribe / Corruption mutated qualitatively Despite ongoing low oil prices and the purchase of petroleum for a special price via the Petrocaribe agreement with Venezuela, fuel prices at the Dominican petrol stations are horrendous. According to a new survey, gasoline in the Dominican Republic costs significantly more than in all the other countries of the region. Gasolina Premium currently costs around 220 pesos per gallon (3.79 liters), which is equivalent to about 4.60 dollars. The second highest price must be paid by the car drivers of Costa Rica. However, with 3.93 dollars per gallon, the difference is considerable. The same applies to Regular, for which the Dominican car driver pays 4.31 dollars per gallon. Again, Costa Rica follows with a clear distance: 3.68 dollars. Then follow Nicaragua, Honduras and El Salvador. Despite an increase of 6,000 percent because of the severe economic crisis, Venezuela still has the cheapest gasoline in the world: 2.27 dollars per gallon.

Transparency International, an NGO founded in 1993, based in Berlin, warned that global corruption has “mutated” in terms of quality. Since the founding of TI, corruption has mutated “into another animal,” as the Peruvian José Ugaz, the president of the organization, said at a conference of the think tank of the Inter-American Dialogue in Washington. Today, there are very powerful political and economic actors involved in the process of moving enormous sums of money and working with it through the channels of organized crime. Through the power of the actors, they go unpunished. “In the end, corruption is a tax for the poor,” said Ugaz. It has an impact on the rights of the population, deprived of the resources of their rights to education, health and protection of the environment. Ugaz underlined that the problem of corruption in Latin America is “embedded in the structure of our societies”. But he does not make only politicians responsible for this situation, but also private entrepreneurs because, instead of fighting against the evil, they take part in the game. The Brazilian corruption scandal “Lava Jato”, which moved sums of up to 50 billion dollars for bribing politicians and influential businessmen, exposed further scandals like Odebrecht, where several ex-presidents like Ollanta Humala and Alejandro Toledo from Peru, Mauricio Funes from El Salvador and Ricardo Martinelli from Panama had to go to jail or were sought after internationally. Even one of the best-rated presidents, Colombia's Juan Manuel Santos, had to admit that his campaign was financed illegally.

New Marbete Since the 2nd of October the Marbete (car tax) can be paid for the coming year. The Tax Authority (DGII) called on the contributories to pay early in order to avoid the long waiting queues at the cash registers at the end of the term. Taxes for vehicles older than five years (built before the year 2012) are 1,500 pesos. For vehicles less than 5 years old (starting from 2013), 3,000 pesos are due. As of this week, the website of the DGII is in operation, where the “matrículas” (motor vehicle certificates) can be verified. The basic condition for the renewal of the Marbete is a legible photocopy of the current Matrícula. The taxes can be paid in 556 branches of a total of 28 credit institutions and cooperatives. Until the 15th of December, it is possble to pay via Internet at www.dgii.gov.do. This service includes the sending of the sticker to a private or a company address, which the owner has to specify, without any additional costs. Within the city, this takes five working days, inside the country the contributory has to wait eight working days for his sticker.

Unsafe Areas Evacuation of endangered Zones must be now / Environmental Damage getting frequent The geologist and environmentalist Osiris de León calls for the evacuation of the residents from endangered areas after the damage caused by the hurricanes “Irma” and “Maria”. In the Dominican Republic, it is urgent and imperative to definitively clear the areas affected by flooding and to resettle the inhabitants to safe places. “As a society we must face this problem sooner or later, because it is cheaper if we do that now. It is the only form that we can sleep peacefully, the local authorities and the citizens,” said de León. According to the geologist, it is important now to take the measures because the weather phenomena are increasing and more and more frequent due to climate change. The resettlement of people brings many benefits to the state. “The government's investment will have a high internal return from a social, environmental and economic perspective because every time these areas are flooded, billions of pesos have to be scraped up to solve the problems,” says the environmental expert.

In the past few days it has been shown that when major weather events occur, such as the hurricanes “Irma” and “Maria”, the state has to make a huge use of personnel and materials to help people living in vulnerable zones. “As long as the government does not clear these areas, more and more people will live there and the money they need to help those affected will become more and more,” predicts Osiris de León for the future. The expert suggests that the state is making the investments now to resettle these citizens to safe places, if necessary with the

help of international organizations such as the World Bank or the Inter-American Development Bank (IDB), “so that you don't have to run every time to bring them into safety when it rains”. For 30 years this has been repeated because the inhabitants always return after the floods. “So every time it rains intensely we have the same problem”, says Osiris de León. Osiris de León calls for further projects like La Nueva Barquita, where hundreds of people have been relocated from the low banks of the Río Ozama to higher locations. “With this project, the government has solved two problems. The floods and the pollution of the river by people living directly there.” People will have to be convinced that the lower regions of the great watersheds of the rivers Yuna, Yaque del Norte, Yaque del Sur and Rio Ozama are not habitable zones. In these zones the floods are reoccuring regularly. Therefore they must be handled in a comprehensive way because it is a social problem.

Incorrect Portrayal Interview with Juan Sebastián Marroquín / Where did all the Money of the Druglord go?

Also twenty-four years after his death, the legendary Colombian druglord Pablo Escobar is calling for attention when something is published about his life. So it happened after an interview with his son Juan Pablo Escobar Henao, who calles himself Juan Sebastián Marroquín Santos since 1994, to free himself from the stigma of the name Pablo Escobar, when he published his second book “Pablo Escobar in flagrante delicto” on the book trade fair in Guatemala (Filgua 2017).

He said it is indisputable that his father is more famous today than in his lifetime, before the narco series on television changed the youth culture. “They encourage them to repeat lives, such as my father's life, by glorification, as they do as drug traffickers themselves. In these series, they add a dose of fiction that is not real, but they sell it to the teenagers who consume it as a true story.” He wants to make it clear to the teenagers that the life of the druglords as it is shown through Netflix and Caracol Televisión, has not been their life. In his second book, Escobar gives the word to his father's enemies to tell who he is for them. “When I did the investigations to get to know the stories, I was afraid. I did not know if I would get out alive. I went to the meeting and came out alive, but I could as well have come out in a body bag,” he said. In his investigations, he had learned to forgive and to free himself from hatred. But there was no approach to the family of his father, because they are persons who hate him and his family. Moreover, they are ungrateful, because all that they have today, they had due to his father. Asked if corruption and drug trafficking in Colombia and Latin America had changed since his father's death, he said, “Yes, politics and drug trafficking are good friends. They go hand in hand everywhere.” After the death of his father, he had asked the International Red Cross, the United Nations, the Vatican and all the embassies for support to protect his family. But not even one wanted to help them. Even Nobel Peace Price winner Rigoberta Menchú denied help, when Escobars son approached her at a meeting in Colombia.

Juan Sebastián Marroquín gave an interview already in November 2016, saying that the money of drug trafficking is used in Latin America to finance violence, and outside to fund parties. The drug cartels of Latin America are very rich, but they are the poorest in the line of drug trafficking. “The richest in drug trafficking are those who are never spoken about. Or have you ever heard of the heads of the cartels in Miami, New York, Los Angeles or Chicago?” The Americans buy the pure cocaine from the cartels and stretch a kilo to four to five for the US market. They pay 20,000 to 30,000 dollars to the Latino vendor and then sell it for 200,000 to 300,000 dollars. “And this money does not leave the USA.” After September 11, the controls were sharply tightened, but the price of cocaine did not rise and it did not disappear from the streets either. “That means they see it and let it pass.” After the death of his father, he only survived because he gave up all his inherited fortune. Absolutely everything went over into the hands of his “enemies” and the authorities: huge amounts of cash, real estate, cars, motorcycles, airplanes, art works, everything. The only choice to survive he had was to say yes.

Postscript to “Maria” Second strong Hurricane within two Weeks / Consequential Damages due to Flooding

After “Irma”, which was announced as the strongest hurricane in history, caused much less damage than feared in the Dominican Republic, the following hurricane “Maria”, which was also temporarily classified into the highest category 5 of the Saffir-Simpson scale and which causesd devastating damage on the neighboring island of Puerto Rico, arrived exactly two weeks later. In spite of the fact that “Maria” was felt to be rather harmless in many areas, she caused severe damage in some parts of the country, especially in the east and on the Samaná peninsula. The rest of the country was actually quickly out of the danger zone, as “Maria” fortunately turned to the open sea. The problem, however, was the partial heavy rainfall that followed the hurricane almost a week, leading to severe flooding, particularly in the mountains around San Francisco de Macorís, on the Caribbean coast around San Pedro de Macorís and on the Haitian border near Montecristi. There were also more fatalities than during the paasage of the previous hurricane “Irma”. A man died in San Víctor, Moca, when his house collapsed. Members of the civil defense recovered the bodies of two

Haitians who drowned when they sought help for 48 of their fellow countrymen, who were surrounded by the water on plantain plantations at Hatillo Palma. Together with members of the air forces, these field workers could then be saved. Wind blasts and rain again caused a lot of damage on the Samaná peninsula up to Nagua. But also in Sosúa in the district La Piedra at least 30 houses were damaged by waves and winds. There were measured wind speeds of up to 175 kilometers per hour on the Atlantic coast. After already the sun was shining again on the north coast, heavy rains followed the hurricane in the mountain regions of the country, causing flooding on some rivers, such as the Yaque del Norte, the Río Yuna or the Rio Soco, Thus the autopista Juan Pablo II which connects Santo Domingo and Samaná, had to be closed because of flooding in several places. Close to La Romana, the connecting road between Guaymate and El Seibo was interrupted, and even San Pedro de Macorís on the Caribbean coast, far away from the passage of “Maria”, was under water. The north-west around Montecristi near the border with Haiti was also hit heavily. Also far away from the passage of “Maria”. The damage in agriculture can not yet be calculated, but damage has been reported to the two basic foodstuffs rice and plantains. In contrast to the plantain planters, who predicted a scarcity, the rice growers calmed down. There is enough rice in stock to supply the population for the next five months. Mauricio María, chairman of the National Federation of Rice Farmers (Fenarroz) said that 120,000 tareas (about 7,500 hectares) were flooded, but that is only ten to twelve percent of the national cultivation area. In Puerto Plata, the port, which has already been completely bedraggled and which will celebrate its centenary the next year, was

further demolished (middle photo). By wind and waves further parts of the quays collapsed. A reconstruction of the harbor was repeatedly announced, but as usual, no deeds followed. Even a week after the rainfall, there are still 26,000 people in the country who had to leave their homes. As a result of the flooding, there are still ten schools and 8,856 homes under water. Juan Méndez, Director of the Emergency Center (COE), said, 861 homes are damaged, 188 of them are completely destroyed. Even a week after the passage of “Maria” there are still 26 localities without connection to the outside world. 32 water pipes are damaged, which results that 389,352 people are without drinking water supplies. In many electric circuits in the country the supply completely collapsed. Some areas could not be supplied with electricity for days.

First Rank of Hot 100

“Shut the fuck up!”

Pepe Aguilar Stars collect for Mexiko

For the first time, an American singer of Dominican origin made it to the top of the Hot 100 of the Billboards. Cardi B, after her teen-age nickname “Bacardi”, is furthermore the first female rapper since Lauryn Hill with the song “Doo-Wop (That Thing)” in 1998 who reached this ranking. Belcalis Almánzar, Cardi B's real name, replaced Taylor Swift with “Bodak Yellow (Money Moves)” from the first rank, who in turn replaced “Despacito”, the song, which broke records with 16 weeks uninterrupted on position one along with Mariah Carey and Boyz II Men. Cardi B was born in the Bronx and started her career as an “exotic dancer” before she became an “Internet Celebrity” through Instagram and signed a contract with Atlantic Records this February. “Bodak Yellow (Money Moves)” is her first hit and “New York Times” called the song the “Rap anthem of the summer”. The 24-year-old, a confessing Christian, was the newcomer in the reality series “Love & Hip Hop” in 2015. In 2016, Cardi B was guest in the show “Kocktails with Khloé” by Khloé Kardashian, where she explained how she had told her mother that she was working as a stripper.

Pepe Aguilar announced that he will donate the entire proceeds of his concert on the 29th of September in the Arena de México for the earthquake victims of the Mexican States of Morelos, Puebla, Chiapas and Oaxaca. The money will go to the Carlos Slim Foundation which will multiply every peso donated by five. The singers Thalia, Alejandra Guzmán or Gloria Trevi, as well as the actors Salma Hayek, Gael García Bernal and Diego Luna, also called for donations and donated themselves. The Mexican Rock group Maná donated 195,000 dollars. During two violent earthquakes on the 7th and the 19th of September, about 450 people died in the south and the center of Mexico.

Jennifer Lopez One Million for Puerto Rico

US pop star and actress with Puerto Rican roots, Jennifer Lopez, announced that she is going to donate a million dollars to the flood victims of the island of Puerto Rico, which was severely affected by the hurricane “Maria”.

Donald Trump was very concerned about the fact that stars of the National Football League (NFL) refuse to stand when the national anthem is played and to kneel instead to protest against police abuse against Afro-Americans. While hurricane “Maria” caused severe damage in Puero Rico during its direct passage across the island, President Trump continued to twitter his indignation about the NFL stars whom he would fire. Salsa star Marc Anthony, who has Puerto Rican roots like his ex-wife Jennifer Lopez, finally bursted with anger and wrote a rude message to the American president on twitter: “Mr. President shut the fuck up about NFL. Do something about our people in need in Puerto Rico. We are American citizens too.” In the meantime, Trump announced to come to Puerto Rico to see the damage. Almost two weeks after the hurricane. Marc Anthony and his ex-wife Jennifer Lopez have called for donations for Puerto Rico, which both call “my island”. They ask to support and make donations to the aid program “United for Puerto Rico”, created by the First Lady of the neighboring island, Beatriz Roselló.

“Culebrilla” Shingles, triggered by Herpes Zoster / Myths and Cure / Vaccine available since 2006 “Culebrilla”, the “little snake”, is a disease in which a painful inflammation of the skin produces a rash along a line. It is believed in the Latin American population that when the two ends of the line of the the inflamed nerve path (head and tail end of the “snake”) meet, the diseased will die. On the other hand there are popular “remedies”. You have to rub a frog over the inflammation – against the propagation - to absorb the poison, or write the words “Jesús”, “María” and “José” in black ink on both ends to stop the progress.

It is believed that “culebrilla” is triggered by a snake crawling over the clothes when they were drying in the sun, and the snake's poison got into the clothing. Not very logical in the Dominican Republic, where there are no poisonous snakes. In truth, “culebrilla” is simply shingles. This disease can be triggered by stress, too much sun or a weakened immune system and occurs in two thirds of cases in people over 50 years. Anyone who was suffering from chickenpox once in a lifetime, which means almost the entire world population, can be attacked. The painful disease is triggered by the reactivation of the herpes zoster virus already present in the body, which have already triggered the chickenpox. The viruses remain in the body and can be reactivated under certain circumstances. It is estimated that about 90 percent of the Europeans over 14 years of age are carriers of varicella zoster viruses due to former chickenpox infections. After two to three weeks, shingles will usually be in remission by itself. It is produced due to the inflammation of the nervous tissue during the reactivation of the latent virus. In most cases after one to two days, the initial phase is followed by the appearance of the characteristic skin rash. At first the rash appears similar to the first appearance of hives; however, unlike hives, shingles causes skin changes limited to a dermatome, normally resulting in a stripe or beltlike pattern that is limited to one side of the body and does not cross the midline. Later the rash becomes vesicular, forming small blisters filled with a serous exudate. The

painful vesicles eventually become cloudy or darkened as they fill with blood, and crust over within seven to ten days; usually the crusts fall off and the skin heals, but sometimes, after severe blistering, scarring and discolored skin remain Shingles can occur on all body regions. It depends on the infected nerves. It occurs most frequently in the thoracic region. In cases of attack of the face and eyes, the virus can lead to partial or complete blindness by corneal scarring. When the ears are affected, deafness and disturbances of the balance can occur. When the entire nervous system (Zoster generalisatus) is affected, there is a danger to life. However, this variant usually occurs only in the case of very severe weakening of the immune system, for example in the case of AIDS. Since May 2006, the FDA has approved a vaccine against shingles. It was recommended to vaccinate persons over 60 years with the vaccine “Zostavax”. As a result, 51 percent of the disease can be prevented. If shingles occure despite vaccination, its course is much milder. The postherpetic neuralgia, which often causes lifelong severe pain, can be avoided by 66.5 percent.

With “Klok con klok y klok” (pronounced ke lo ke con ke lo ke y ke lo ke - “ke lo ke” is a greeting among youngsters who roughly means “What's up?”) the rapper Ceky Viciny, his real name is Aneurys René Mateo Medina, had a first hit which now is followed by “Te siento en para”. His mother, who died when he was nine years old, was a dancer, and his father is working as a DJ, which is why Aneurys felt drawn to the show business from his childhood. In 2006 he started his musical career with the group The Ghetto. In 2012 he founded the duo Ceky Bichan y La Tetera, which soon separated. In 2013, he changed his name to Ceky Viciny and started a solo career. He was born in the poor district of Gualey in Santo Domingo and says he is not only a rapper, but also a painter. He studies public relations in the sixth semester at the Autonomous University of Santo Domingo. To his songs, Cecy Viciny says, “If you live in these barrios, you will tell what you hear there. Therefore my songs are a reflection of my environment, where one sees the robberies, the movements of the police. I just write and sing what I see in barrio.”

A man comes in an exclusive bar, full of guests. At the end of the bar sits a darkskinned lady. The man sits at the bar and orders, “A round of champagne for all those present. Except for the black at the end of the bar.” When all of them have their glass, he raises his glass for a toast. The lady at the end of the bar smiles at him and says kindly, “Thank you.” This angers the generous donor. He orders again, “A round of noble cognac for all those present, except for the black at the end of the bar.” And again, he is raising his glas for a toast to all. And again the dark-skinned lady smiles at him and says, “Thank you.” The man is boiling with rage inwardly and orders again “The most expensive champagne for all those present, except for the black at the end of the bar.” Again, everyone is toasting. And again the dark-skinned lady smiles kindly and says, “Thank you.” Confused by the lady's behavior, the man asks the bartender: “Tell me, what is wrong with that tart? Is she nuts, or what? Everybody is drinking on my expenses, and she only sits there, smiles stupidly and says 'Thank you'. What kind of twat is that?” The bartender answers, also smiling: “She is the owner of the bar.”

Surgeons Five surgeons are discussing who makes the best patients to operate on. The first surgeon, says, “I like to see accountants on my operating table because when you open them up, everything inside is numbered.” The second, responds, “Yeah, but you should try electricians! Everything inside them is color coded.” The third surgeon, says, “No, I really think librarians are the best! Everything inside them is in alphabetical order.” The fourth surgeon, chimes in: “You know, I like construction workers. Those guys always understand when you have a few parts left over.” But the fifth surgeon, shut them all up when he said: “You're all wrong. Politicians are the easiest to operate on. They have no guts, no heart, no balls, no brains, and no spine. Plus, the head and the ass are interchangeable!” CROSSWORD SOLUTION
