Statement of Government Spokesman Highlighting Successes of the Government / Green Party / Banca Solidaria helps Poor

On the occasion of the start of the second year of the second term of office of President Danilo Medina, government spokesman Roberto Rodríguez Marchena drew a positive balance of the first year that finished on the 15th of August. The government had reached 80 per cent of its objectives, he assured. “Danilo Medina and his government work day by day to achieve the goal of giving the population a better life. He has no time for distractions with topics like the re-election.” Rodríguez Marchena wanted to end the debate, which had rekindled recently, rumoing that Danilo Medina wanted to run again for the presidential election in 2020. Rodríguez Marchena said, since 2012 it has been five years of achievements for the Dominican people. Danilo Medina made good on his election promises point by point during these years. Today, 72 percent of the Dominicans have a health insurance, including police, military and domestic workers. The weekly surprise visits of the President in the countryside is the spearhead of the democratization, according to Rodríguez Marchena. In all, the Banco Agrícola

granted loans of 80 billion pesos to farmers with the help of its agricultural financing program. This has helped many small businesses to modernize and to increase their productivity. By invitations to tender for the state, the number of firms executing orders for the state was increased from 19,000 to 69,000. A large number of these providers are women. More than 60 percent of the school supplies are coming from small firms. Another element of the dynamism of the Dominican economy is the export, according to the government spokesman. In 2012, nearly 1.4 million units were loaded in the ports of the country, the target for 2017 is almost 1.9 million units. Another achievement is the “educational revolution”, which relieves the poor families through the all-day school. A household now needs to spend 80,000 pesos less per child each year as the children can eat in the schools. Rodríguez Marchena also commented on the “Marcha Verde” civil protest movement. This was an invigorating value for society. “We are fully in agreement with this and we are applying this. The money of the population, which is collected by taxes, must be well managed. Money controlled by the state must not go into someone's pockets. We agree. They are on the streets and are mobilizing for this purpose,” the government's spokesman said. The fact that the word “Green March” is currently on everyone's lips due to the “Marcha Verde” movement also makes others jump on the train. So the party named PASOVE (Socialist Green Party) now changed its name in Partido Verde Dominicano (Dominican Green Party). The PASOVE had already changed its name before, as it was called Partido Renacentista Nacional (PRN) at its foundation. The party is an allied party of the government party

PLD. Antolín Polanco, chairman of the party, said: “Currently, the Greens are modern and there is a movement called Marcha Verde. But nobody wants to take anything away from the other or envy him.” There were different goals, although both share the fight against corruption and impunity. The name change had been carried out because international organisms, such as the Green Parties of America and Global Green International, had suggested this, said Polanco. A success story of the Danilo Medina government is the Banca Solidaria (BS), which was established at the beginning of the first term in 2012 with the aim of giving loans to small businesses that they would not get from a “normal” bank. To date, almost 400,000 small businesses have receiveded a total loan sum of more than 18 billion pesos by the Banca Solidaria. And as much as 80,000 jobs were created due to these loans, especially in the poor regions of the cities and in low-income municipalities in the countryside. Clients of the BS are small firms like beauty parlors, hairdressers, comedores (small restaurants) that would not get any credit from an established bank. Wrongly. Because the default of repayment of the customers is only at one percent. “BS has democratised the lending business because we give the credits to the relatively small ones. I say relatively because they have less, but they have a bigger heart than any big businessman,” said Maira Jiménez, the director of Banca Solidaria. “Each person rescued is as if they were 100 for what each story represents.”

Fear of Crime 41.4 Percent of People restrict Activities for Fear / Perception of Crime worse than Reality? Although, according to official data, the number of murders is constantly declining, the greatest fear of the Dominican population is to become a victim of crime. Despite all programs against crime, this figure is currently at 74.6 percent. These data are in a report titled “Citizens' Security in the Dominican Republic: Perception and Reality from the View of Law”, published by the Observatory for Social Policy and Development, an initiative headed and organized by Vice-President Margarita Cedeño de Fernández. When the former Minister of Interior and Police, José Ramón Fadul, said last year that crime was merely a perception, but not reality, he got nothing but scorn and derision. But also this report laments: “Yet it is no less true and important that there are not the expected results in terms of the way individuals perceive the level of insecurity in the country and how fear permeates the social and economic dynamism of citizens.” As a result of this situation, 41.4 per cent of

the respondents stated that they suspended some of their usual activities for fear of becoming victim of a crime. On the second rank of the problems the country faces, the fear of unemployment is far behind, with just 42.3 percent, and corruption is a problem for only 26.5 percent, a little bit more than every fourth of the Dominican population. This is in stark contrast to the confidence in the institutions, which is absolutely minimal. Thus, 62.4 percent of people who have been victims of a crime or a threat have said they did not report it to the authorities. Why? The reason is explained clearly by a survey conducted by Latinobarómetro, where 72.8 percent of the respondents said they had no (52.7 percent) or only little confidence in the police. Only 10.8 percent said they have full confidence in the law enforcement officers. A 55.2 percent trust little or nothing in the military, and a frightening 60.5 percent have no or little confidence in the judiciary.

These sobering figures are resulting despite the various programs the government of Danilo Medina has launched since 2012 to improve citizens' security. At least, none of the programs has made citizens feel safer than they did in 2012. Neither the National Citizen Security Plan, nor the Police Reform, the introduction of the 911 emergency system, nor the formation of the National Table for Security, Citizenship and Gender and the National Institutional Strategic Plan have improved the situation. No plans and actions seem to work if one reads the daily reports of murder and manslaughter and the ever-increasing numbers of the murder of women by their partner or ex-partner. There seems to be no way to convince the men that it is no solution to kill the partner when she wants to leave him or doesn't want to come back. So the official statistics say something different from what the population perceives: For example, the number of murders per 100,000 inhabitants has been steadily declining since 2012. While in 2012 there were still 22.4 murders per 100,000 inhabitants, this figure fell linearly to now 16 per 100,000 inhabitants by 2016. In addition, this figure is below the average of the region and the sub-regions of Central America, the Caribbean and South America, according to the Center for Citizens' Safety of the Ministry of Interior and Police.

Best Cocoa in the World Cultivated in Altamira, Puerto Plata / Moringa Investigation Center in Nicaragua opened

For the second year in a row, Dominican organic cocoa was awarded the “Golden Bean” as the best cocoa in the world. The award ceremony took place in London, where experts tested almost 600 chocolate bars from around the world. Winner was the chocolate bar named ”Hispaniola” from the Canadian enterprise Almonte's Tiny Hummingbird Chocolate Company from Ottawa that imports its cocoa beans directly from farmers in the Dominican Republic, Nicaragua, Guatemala and Vietnam, paying farmers more than fair trade prices. The bar “Hispaniola”, as the

name suggests, was made from cocoa from the Dominican Republic. The company Hum-mingbird who produced this delicacy was founded in 2011 by Erica and Drew Gilmore, producing chocolate in handwork. The organic cocoa comes from Altamira in the province of Puerto Plata. “We are so grateful for the outstanding cocoa grown by farmers in northern Dominican Republic," said Drew Gilmore. In addition to the “Golden Bean” for the “Hispaniola” panel, Hummingbird won three more silver and one bronze award for other chocolates. The Dominican Republic has a 60 percent share of the world market in organic cocoa. The main customers are countries such as Japan, the USA and Europe. The Association of Dominican Exporters (ADOEXPO) writes on its Internet portal: “Because of the quality of the product, the Dominican Republic has been accepted into the exhilarating group of 15 countries recognized for its gourmet cocoa for truffles and pralines of the highest quality.”

Five years ago, a completely irrational “Moringa fever” broke out in the Dominican Republic after Cuba's dictator Fidel Castro called the Moringa plant one of the reasons for his longevity. It was a “wonder tree”, he said. The result was that every Moringa tree that was discovered somewhere was plundered completely, because of each of its parts, from the leaves to the seeds and rinds to the roots, miracles were expected. But as fast as the craze arose, it faded away, since nobody was cured from cancer within a couple of weeks and the sick people kept on dying. The fact that the plant from Asia is very healthy, however, is free of doubts. Both, its fresh and dried leaves have extremely high levels of minerals and vitamins. In Nicaragua, where the plant is called “marango”, on the 13th of August, the birthday of Castro, the “Center for Technological Development Comandante Fidel Castro” was opened. Its main task will be to investigate Moringa and distribute young plants to the farmers of the region.

New School Year begins Salary Payment to Teachers stopped until Clarification of Activity / Children must work

President Danilo Medina's top priority is education and to fight and erradicate illiteracy. Despite the construction of hundreds of new classrooms throughout the republic, there is still a great lack of awareness, both in the teaching staff and in the parents. After teachers protested that they had not been paid their salary for two months, the Ministry of Education announced that it had not paid 8,098 teachers because it was unclear who they were and where they were teaching. According to the Minister of

Education, Andrés Navarro, after a technical commission investigated the 18 educational regions of the country, the salary of the teachers who worked elsewhere than in their instructed place was blocked. After another investigation, the payment to 4,169 teachers was resumed as they were able to prove that they were teaching. The remaining 3,292 teachers could not demonstrate that they work somewhere and therefore continue to receive no salary. Navarro said, “As the education minister, I have the obligation to work transparently and can not allow people who are not working to continue to be on the payroll.” The head of the Dominican Teaching Association (ADP), Eduardo Hidalgo, asked the Ministry of Education (Minerd) for a list of the teachers who are no longer receiving salary to clarify who they are. For there are some who are abroad for training, others were sick or waiting for their pension. 53 percent of the inactive teachers were sick or waiting for the pension. Not everything was “botellas”, as they were accused. “Botellas” are jobs for people who have been in some way helpful to the govern-ment or an influential politician, and there-fore get a job in which they have nothing to do, but are paid well. Very popular are the jobs in diplomatic missions abroad.

Hildalgo said the ADP would fight for the rights of the teachers, but it will cover no one who does not work. The beginning of the new school year will not be endangered. Nevertheless, the new school year begins with a moral and economic pain on the part of the teachers, he said.

A report of the organization “Save the Children” puts the Dominican Republic worldwide on rank 120 of 172 evaluated countries, based on a list of dangers that prevent carefree childhood. For example, 13 per cent of children have to work out of poverty and therefore do not attend school.

No Death by Dengue so far Also the common Mosquito is able to transmit Zika / 40 Deaths due to Leptospirosis The good news first. This year there were no Dominicans who died of Dengue to date. It is the first time in ten years that no one has died from the tropical fever in the Dominican Republic in the first seven months of the year. Last year, there already died 36 people of Dengue at this time, and there were more than 70 deaths in 2015 at the same time. However, four deaths are still to be investigated, because they are possibly related to Dengue. This does not mean that Dengue is defeated now. Because 729 people were again

infected this year. Even though last year there were already 5,642 ill at this time. Most Dengue cases were registered in the year 2103 with officially 16,850 patients, followed by the year 2010 with 12,119 cases. According to the infectologist Clemente Terrero, the numbers declined because this is not an epidemiological year. In addition, the Dengue virus has displaced by the Zika virus in the mosquitoes of the species Aedes aegypti, which transmits the three diseases Dengue, Zika and Chikungunya,. In addition, a large part of the population of the Dominican Republic has now developed immunity against these viruses. Who once had Dengue, of which there exist three virus strains in the country, does not get it a second time from the same virus strain. In Zika, which can have serious consequences in pregnant women and is still present in the body for a long time, it is similar. Many people already had Zika without noticing it, since in many cases it does not show a clinical picture. The third disease, Chikungunya, is painful and can last for months but usually it is not fatal. In Brazil, researchers discovered that the virus that triggers Zika is transmitted not only by the tiger mosquito (Aedes aegypti), but also by the common mosquito (Culex). Culex' ability to transmit the virus to humans has been confirmed by the Foundation Oswaldo Cruz (Fiocruz), the largest center for medical studies in Latin America, subordinated to the Ministry of Health.

The researchers of Fiocruz have found that the Zika virus can multiply in this host and reaches its salivary glands, which can transmit it into the human blood circulation. The mosquitoes that were examined came from the city of Recife in the state of Pernambuco, one of the most affected regions by Zika in Brazil. “The hypothesis was that if this mosquito is also a carrier, it would explain why the epidemic could spread so fast in this city,” said Fiocruz. Also in Brazil, the Zika epidemic has declined significantly in the meantime. While in the first three months of last year, 170,535 were infected by Zika, this figure fell to 7,911 cases during the same period of this year. There is no “all-clear” at all in the case of leptospirosis, which, however, is not transmitted by mosquitoes, but by water contaminated with animal faeces and urine. This year already 40 people died of leptospirosis, whereas in the same period last year there have been reported “only” 20 deaths. The reason for this high number are the floods early this year, when there was contaminated water everywhere.

Sofía Vergara Naked for Women's Health

Many Latin American artists have been jumping on the “Urbano” train in the last time to be on the safe side. This is the opinion of the singer of the Mexican Rock group Maná, Fher Olvera. Maná will not allow to be carried away by this whirlwind and make music, which only serves to “move the ass”. Maná will also continue to preserve its musical identity and further strengthen the social compromise and the commitment to preserve the environment the group had from the beginning. “If you see many little brown stones in the sand on a beach, and there is one white stone among these millions of stones, it will be that one that stands out,” Fher philosophized. The author of successes such as “Mariposa traicionera” believes that it still is possible to be successful today without losing the own authenticity. “I like to fight for something, that the music has a social value, and isn't just there to wiggle with the ass.” According to Fher, Maná has been focussing on the concerns of the Latinos in the USA for 15 years and he called on them to lose the fear of political pressure and other consequences of the anti-immigrant rhetoric of Trumps.

The US-Colombian film and television actress and former model for Pepsi, Sofía Vergara, according to Forbes, the best paid American actress in series in 2016 with an estimated income of 43 million dollars, now stripped down to nothing for the cover and the title story of the fitness magazine “Women's Health”. “This is the woman who is able to show her body at 45.” She was now experiencing a second youth, she said.

“Cocote” Film Award in Locarno

With “Cocote”, for the first time a Dominican film took part in the 70-year history of the Locarno Film Festival. The drama “Cocote” by director Nelson Carlo de los Santos Arias from the Dominican Republic was awarded the prize for the best film of the experimental section “Signs of Life”. “Cocote” was financed by producers from Germany, the Dominican Republic and Argentina.

On the 28th of August, the Mexican singer Aida Cuevas will release her second album as a tribute to Juan Gabriel, who died the same day last year. The new album contains Rancheras and Boleros of the “Divo de Juárez”, who according to Aida Cuevas “was touched by the finger of God"” The well-known singer, already in 2013 started a homage to the then still living Alberto Aguilera, which is the real name of Juan Gabriel. The singer and composer gave her the rights of 63 of his songs so she could produce four more albums. Some of the songs of “Totalmente Juan Gabriel. Volume II”, including a duet with him, she started recording when her great idol still was alive. Aida Cuevas has always had songs of Juan Gabriel in her repertoire, but she says that since Juanga passed away, her feeling has changed as how she is interpreting these songs. “With every tone I sing, with every melody I interpret in each of his songs, his words, sentences, I notice what a great man he was, what he lived, the talent and the magic of his songs,” says Cuevas enthusiastically about one of the greatest singers and composers of her country.

Dreaming of Europe Homesick for the Dominican Republic / Family Ties should never be underestimated For many Dominicans and other people living in the poorer countries of the world, it is a dream to come to Europe, where they think that all their longings will be fulfilled. Many of them take on unspeakable hardships and even risk their lives. Others are more lucky and are invited, for example, by someone who knows them on vacation and often falls in love with them and they with him or her. Having arrived in Europe, many of the visitors usually quickly get their eyes open when they see that people have to go to work so they can allow themselves a vacation in the Dominican Republic. Furthermore it is the language, the food and other peculiarities, which gradually appear. Not to talk about the weather. The experience of the title girl of LA PLAYA, Smeily, who, after a long struggle, finally got a coveted visa for Italy to visit her boyfriend for three months, was quite sobering. Even though she was lucky and could

live in the beautiful Dolomites. But neither the love nor the landscape could prevent that homesickness for her family, the friends

and the Dominican Republic prevailed after three weeks and Smeily returned via Munich after three more weeks.

What is this Guy singing? “Soy peor” by Bad Bunny Unlike their fathers who were proud to be Latin Lovers and gallants pleasing the ladies, the boys see things prosaically. Salí jodido la última vez que en alguien yo confie. Me compré una fory y a Cupido se la vacié. No me vuelvo a enamorar, no. No me vuelvo a enamorar. Sigue tu camino que sin ti me va mejor Ahora tengo a otras que me lo hacen mejor. Si antes yo era un hijo de puta, ahora soy peor. Ahora soy peor, ahora soy peor, por ti Sigue tu camino … Hoy yo no quiero fumar regular. Si no me conoces no me señales.

Last time I came out quite crappy when I trusted someone. I bought a forty (40 ounces) and emptied it on Cupido. I will not fall in love any more, no. I will not fall in love again. Go your way, without you I am better. Now I have others, who do it better to me. If I was a son of a bitch before, I'm worse now. Now I'm worse, worse, because of you. Go your way … Today I don't want to smoke normally. Bring me a kush (a cannabis sort) which makes me feel spectacular. To celebrate that you are no longer there to speculate and make my life difficult for all those asses that I have on my phone. Today we are drinking and going out. Being unfaithful does not matter anymore. Because of women like you, they say, that we men are all the same. If you don't know me, don't point at me. I know all your mistakes. Like Hector el Father I go to the streets today with two thousand abnormals. Go your way … Because of you, now I'm doing what I want. I only think of myself first. Throwing bills in the whorehouse. To hell with true love, I only think of making money. Baby, ours is resting already in peace. I don't care who you are with. Tell your mother, I'm no longer missing her. Now I have mothers-in-law in abundance. I have the white one that makes positions. The rocker, to whom I put it and more. The blacks, the blondes, models, and this without counting all the the fans. I don't want monthly loves any more. I don't want any quarreling nor stupidities. Look for someone else to kiss you. None of these sons of a bitch compares to me. Everyone has what he deserves. Tell Mom not to pray for me. Tonight I go to the street stoned. And no one will correct me. Last time I came out quite crappy when I trusted someone. I bought a forty …

Benito Antonio Martínez Ocasio was born in Puerto Rico's capital San Juan on the 10th of March 1994. His artist name Bad Bunny comes from his childhood, from a school photo, on which he was dressed as a bunny and looked rather angry. Bad Bunny has been involved in the music business since 2015, before changing his record company in 2016. And with the remix of “Diles” together with Ozuna, Farruko, Arcángel and Ñengo Flow he landed a hit, which was played on YouTube more than 300 million times to date. His cooperation with Arcángel “Tu no vive aquí” also has made more than eleven million clicks on You Tube alone in the first two weeks after being published. Although Bad Bunny has not been in the music business until recently, he is one of the bigger stars in the Spanish-speaking Rap and Hip-Hop, more precisely in Trap, one of the darker styles of Hip-Hop. “Soy peor” even broke in the mainstream music. In the drug scene, the word “trap” describes the place where the deals take place.

X-Sudoku

Blabbing

At the beginning of the new school year the teacher wants to know her new pupils and asks them to introduce themselves: “My name is Mary, I am ten years old and my father is working at a bank.” “My name is Timothy, I am eleven and a half years old and my father is a painter.” “My name is Michael, I am ten and a half years old and my father is a naked dancer in a gay bar.” Totally disturbed, the teacher quickly changes the subject. At the next recess she calls Michael and asks him whether it is true about his father's job. Michael blushes and stutters, “No, my father is a politician. But I was too ashamed to admit it.”

Each row, column and square has to contain the numbers from 1 to 9. X-Sudoku must show these numbers also on the two diagonal lines. Solutions on page 14.

“Your Honor,” declares the defense lawyer, “my client, who is accused of a deliberate arson, is completely innocent, because on the same day when his property burnt down, he had ordered two barrels of beer delivered to his house. Which incendiary would order two barrels of beer just before burning his home?” “Two barrels of beer?”, the judge asks the defendant. “Are you an alcoholic?” “No, I'm not, Your Honor”, replies the defendant, “I bought the beer because I thought the guys of the fire department might be thirsty.”

 The school class is photographed at the beginning of the school year together with the teacher. The teacher recommends the students to buy some copies of the photos. “Imagine how nice it is to see the picture after 30 years and remember: Oh, that's Paul, he is also a teacher now; And that is Fred Lehman, who has become a broker; And that's Henry, he emigrated to Australia when he was 18.” Says a boy from the last row: “And that was our teacher, Mr. Miller. He's dead a long time!”

 The gynecologist examines his new patient, and then, smiling, says, “I have some good news for you, Mrs. Summer." “Miss!”, she interrupts him. “Oh,” the doctor swallows. “Miss Summer, I have some bad news for you.”

 The teacher asks: “Bert, can you tell me five animals that live in Africa?” Bert thinks for a moment and says, “Three elephants and two lions.”

“The youth of today! Just look at this guise. Long hair, a cigarette in the corner of his mouth, looking at the cell phone as if he was a zombie, the pants full of holes. Is that a boy or a girl? " “Stupid! That's my daughter!” “Oh, sorry, I did not know that you are the mother.” “I am the father!”
