This is in stark contrast to the confidence in the institutions, which is absolutely minimal. Thus, 62.4 percent of people who have been victims of a crime or a threat have said they did not report it to the authorities. Why? The reason is explained clearly by a survey conducted by Latinobarómetro, where 72.8 percent of the respondents said they had no (52.7 percent) or only little confidence in the police. Only 10.8 percent said they have full confidence in the law enforcement officers. A 55.2 percent trust little or nothing in the military, and a frightening 60.5 percent have no or little confidence in the judiciary.
These sobering figures are resulting despite the various programs the government of Danilo Medina has launched since 2012 to improve citizens' security. At least, none of the programs has made citizens feel safer than they did in 2012. Neither the National Citizen Security Plan, nor the Police Reform, the introduction of the 911 emergency system, nor the formation of the National Table for Security, Citizenship and Gender and the National Institutional Strategic Plan have improved the situation. No plans and actions seem to work if one reads the daily reports of murder and manslaughter and the ever-increasing numbers of the murder of women by their partner or ex-partner. There seems to be no way to convince the men that it is no solution to kill the partner when she wants to leave him or doesn't want to come back. So the official statistics say something different from what the population perceives: For example, the number of murders per 100,000 inhabitants has been steadily declining since 2012. Very popular are the jobs in diplomatic missions abroad.
Hildalgo said the ADP would fight for the rights of the teachers, but it will cover no one who does not work. The beginning of the new school year will not be endangered. Nevertheless, the new school year begins with a moral and economic pain on the part of the teachers, he said.
