State of the Nation The President's Address to the Independence Day / Policemen will get more Money Each National Independence Day, the 27th of February, the Dominican president renders his state of the nation. Already in the run-up to the speech of President Danillo Medina, there were high expectations, in particular to what he will say to the country's current corruption scandals, namely Odebrecht, Tucanos or Punta Catalina. In a speech of just over two hours, the President actually spoke of the corruption and impunity, as everyone expected. President Medina announced an unprecedented battle to improve the living conditions of the policemen and soldiers. 50 million pesos are to be spent to improve the professional profile of the policemen and to evaluate their performance. Young talents will be hired and there will be developed plans to allow police officers to get access to their own home ownership and other services. Various projects will be introduced to increase citizens' security. Some of them will be started in Santiago and San Cristóbal, where a high degree of insecurity prevails. For this purpose, there will also be used video cameras and drones. Several projects are currently implemented, such as a community police in Santo Domingo.

For President Medina, the most important project of his first term was education. He said that after the building of thousands of new classrooms nationwide, the qualification of the teaching staff now was the next step in his “Educational Revolution”. In 2016, the government spent 3.3 billion pesos on teachers' training, almost three times as much as in 2012. A total of 34,416 teachers took part in training courses. A program called “Excellent Teachers” will be launched: The new teachers will be exercised by national and international tutors from the beginning of their vocational training. In the health sector, Medina promised, the run-down public hospitals will be modernized throughout the country, 54 in number. He further wanted to expand the comprehensive health care with 28 new primary care centers, in which there will be integrated 14 diagnostic centers. “We are among the top ten countries in the region with the most people with a health insurance”, said Medina. Nearly 3.6 million are insured in state-owned companies, and nearly 3.5 million are privately insured. The goal is that 90 percent of the population have health insurance before the end of 2020.

Beside consent of the President's speech on the state of the nation in his own followership in the PLD and PRD parties, there was, of course, criticism from the opposition parties and the citizens' movements, which accused the President of failure to recognize the reality in the country and of sugarcoating the real situation. Economists were divided on the speech. Mainly, it was criticized as being too optimistic. Through excessive enthusiasm, the President had tried to regain credibility which he lost due to the corruption cases. Thus, he stressed the success of his government in the creation of jobs, but the number of new jobs was roughly the same as that of the young people who are pushing into the labor market, which is why the number of unemployed has decreased very little. Economist Miguel Ceara Hatton said that the number of unemployed fell by only about 4,000. The President had spoken convincingly, but what he needed was convincing deeds. "I think the president has lost himself in his own world of ideas," Ceara Hatton fears. Antonio Ciriaco Cruz is even tougher. Economic growth, which the President

accentuated so strongly, was not based on efficiency, but on higher debts. PRM deputy Faride Raful (photo), who last year was threatened by a PLD deputy to beat her with his belt because she refused to sign a document on further debt for the controversial coal plant of Punta Catalina before reading it, said, the Dominican people want to know the names of the politicians who have accepted bribes from Odebrecht and they want to see the guilty in prison. It was expected by the citizens that the Dominican Prosecutor's Office would rather have undertaken active own investigations in this case, and would not depend solely on the results of the investigations in other countries. The former presidential candidate of the PRM, Luis Abinader, said President Medina is wrong when he says that corruption is an endemic evil of Dominican society. This evil was reduced to a group of kleptocrats, which inflicted immeasurable damage on the country. Besides robbing the public funds, they tried to „provoke a general demoralization of the population by selling the false perception that the whole country was corrupt, and that we were all accomplices and are lying.“ Even before knowing the setence of Judge Vargas, which declared inadmissible the agreement between the government and the Brazilian construction group Odebrecht, Abinader accused the government to try to protect Odebrecht and the bribed officials. Abinader also complained that the president, in his speech of two hours and ten minutes, did not comment on the state debt, which amounted to 35 billion dollars, of which tens of billions were incurred in Medina's government.

For different reasons, judge José Alejandro Vargas's verdict was applauded, deciding that the agreement between the prosecutor's office and the Odebrecht Group is inadmissible. The prosecutor's office can not negotiate a settlement and thereby prevent prosecution. Odebrecht admitted to have paid 92 million dollars of bribes to Dominican officials and was willing to pay 184 million dollars to the Dominican state as reparation. With this payment, the case would have been closed. Tourism Minister Francisco Javier García Fernández rejoiced that this verdict proves that Dominican justice is independent. The Marcha Verde protest movement also welcomed the ruling and demanded the resignation of the General Prosecutor Rodríguez. He tried to prevent the case from being brought to court.


National Parks New Entrance Fees for Parks / Teleférico in Santo Domingo / Roadside Assistance very busy

The Dominican Republic is a country with many national parks compared to other countries in the region. For their maintenance, the Ministry of Environment and Natural Resources now raised the entrance fees for the parks. In the distribution area of LA PLAYA, this is the Cerro Isabel de Torres in Puerto Plata, where entry for foreigners now costs 300 pesos and 200 for children (for Dominicans it is 200 and 100 pesos). The work on the suspension railroad of Santo Domingo (Teleférico) is progressing. The work on the five kilometer long project started last year in January and it is planned to be finished this October. The suspension railroad will have two lines, one from Gualey to Los Tres Brazos, the other from Sabana Perdida to the Avenida Charles de Gaulle. There are 200 cabins for ten passengers each. The cabins were designed for the tropical climate and are able to withstand wind forcess up to 250 kilometers per hour. Like for the Metro, France will help financially again. The cost of the construction is more than three billion pesos.

For some time now, the road service (Asistencia Vial) has been ready for vehicles that are experiencing problems, and help is being offered free of charge on the most important roads in the country by calling 829-688-1000. Recently, the Navarrete - Montecristi and Autopista Duarte - San Francisco de Macorís routes have been added to the already impressive network. That the road service is necessary, show alone the figures for this year. In January and February, 56,442 drivers received assistance from Asistencia Vial. However, 13 percent of them simply went out of gas.


Elections in Ecuador Lenín Moreno Favorite / Second Ballot on 2nd of April / Waste Problem at Lake Titicaca Rafael Correa was the president of the Andean country of Ecuador for ten years, longer than anyone else since the founding of the Republic in 1830. Without a doubt, the most popular president of South America would have been elected a fourth time. But he did not want to change the constitution. In his place, Lenín Moreno ran for the party Alianza País. Lenín Moreno was vicepresident of Ecuador under Correa from 2007 until 2013. In December 2013, UN Secretary-General Ban Ki-moon appointed Lenín Moreno as Special Envoy of the Secretary-General of the United Nations on Disability and Accessibility and moved to Geneva in Switzerland. Lenín Moreno is sitting in a wheelchair since he became a victim of a robbery in 1998 and a bullet pierced his spinal cord. He is popular with the poor population, since as the vice president he was responsible of many social programs. In the election on the 19th of February, his main opponent was Guillermo Lasso, who was defeated by Rafael Correa in 2013, and who led a highly aggressive election campaign. Lenín Moreno got 39.36 percent of the votes, 28.09 percent voted for Guillermo Lasso. As a result, because of just 0.64 percentage points there will be a second ballot on the 2nd of April. Because according to Ecuadorian electoral law, to become president, the candidate has to get at least 40 percent of the votes and at the same time must get at least 10 percent more votes than the runner-up. In the National Assembly, the left-wing Alianza País won the most seats and remains the strongest political force in Ecuador. Lenín Moreno is confident that he

will win the second ballot. He promised “a worthy and decent election campaign.” “We won. If there is a second ballot, we will go and beat them,” said Lenín Moreno after the first close run, when it was not yet clear whether he would get the necessary 40 percent of the votes. Lenín Moreno is the author of several books on humor. He says the laughter, the humor and the cordiality have helped him to get over the bad times after the robbery. He was now a “expert for laughter”. Guillermo Lasso says that his ideology is only “the good ideas”. He also wants to revoke the political asylum of WikiLeaks founder Julian Assange, who still lives in the Ecuadorian Embassy in London. In Ecuador, voting is mandatory for all citizens from 18 to 65 years. Altogether, there are registered 12.8 million compulsory voters in this South American country.

Garbage is becoming a growing problem around the world. Even the most remote regions are slowly suffocating in the waste of civilization. The Lake Titicaca, situated on the high plateau of the Andes and shared between Peru and Bolivia, was the sacred lake of the Incas, the cradle of the sun, from whose foam the first ruler of the Andes rose. It is one of the freshwater reserves of South America. 400,000 tourists come to the mystical lake at 3,800 meters above sea level every year. But today the lake is full of waste and sewage from the 23 cities and villages that lie on its shores.

The Peruvian city of Juliaca produces 200 tons of garbage every day, most of which goes into the river that flows into Lake Titicaca. Hospitals dispose of their garbage in the lake and restaurants throw plastic bags with old cooking oil into the oncecrystalline lake, which today looks like a cloaca in many places. Residents at the lake have stomach problems. A woman complains that she gets diarrhea when she drinks the water from the lake, when she bathes with it, she gets red spots on the skin. If she washes a white blouse, this is greenish afterwards, and tea prepared with this water tastes salty.

In the summer of 2015, before the “Amber Cove” cruise terminal was inaugurated in the Bay of Maimón, the beautiful undulating countryside around the village of Maggiolo between Puerto Plata and Maimón lay under a mist that looked very romantic from afar for a few months. But getting closer, it resulted that this was the stinking smoke that came from the landfill of the “Bride of the Atlantic”, Puerto Plata. From the road that connects Puerto Plata with Navarrete and Santiago, not much of the dumpsite could be seen at that time, since an earth wall had previously been erected towards the street, which was planted with bamboo.

It was said that the landfill will be closed until the opening of “Amber Cove” as this was one of the conditions of the cruise company Carnival, which built the harbor with its own money. But on the 6 th of October 2015 the first cruise ship arrived, and the old garbage dump was still in operation. The first season was over, and there were screens of smoke several times, when the garbage caught fire again. No one seemed to care. There was no sign that anybody was intersted in changing anything on the badge of shame of the north coast. In the meantime, some of the garbage, which was deposited almost until the road, was dug to the ground, as apparently somebody noticed that the missing future two traces of the road, which should be four-lane from the port to Puerto Plata when the port opened - which is still not the case today - can not simply be built on garbage, but needs a firm foundation. In the summer season, when only sporadic cruise ships docked, nothing happened. There were no further indications that the landfill will be closed or relocated to another place as romised. Then began the second season for the cruise ships in November 2016. At the same time, a bad weather period began with exceptionally violent rainfall over weeks which led to severe flooding with huge damage in Puerto Plata and the surrounding area, but also in other places on the north coast. The rain also had a severe impact on the landfill in Maggiolo.

From the earth wall towards the road, the built-up water inside the garbage dump pushed through the earth wall. There were huge waterfalls that fell into the depths of the excavation. However, garbage was also flown out in large quantities. And it stank as hell. And all the buses and taxis with the passengers of the cruise ships passed by. After several days, tearing apart the whole earth wall and laying a few large pipes so that the water can drain was seen as the remedy. Side effect: Now the garbage is open visibly towards the street. Since then nothing has happened. An embarrassing “calling card” for the city of Puerto Plata, which after a long time finally got a second chance to regain its well-deserved place on the tourist world map. Apparently, witnessing the disastrous impression this “sensation” is leaving on the guests, the taxi drivers are slowly rebelling, feeling the reaction of their guests directly. And even the national press responded with an article in “Hoy”. This badge of shame is not only damaging the reputation of Puerto Plata but of the whole Dominican Republic.


Resistance to Antibiotics Diseases can not be healed any more / WHO emits Alert / Problem Factory Farming The World Health Organization (WHO) has published a list of pathogens that have become resistant to antibiotics over recent years. Among them are the twelve most dangerous bacterial groups that cannot be treated with the existing antibiotics any more. The aim of the publication is to promote research on new antibiotics in order to control the threat for public health, especially by the gramnegative bacteria, which are becoming more and more resistant to the existing antibiotics.

This is due to the unconsiderable use of antibiotics for every little pain, but also because of the masive use of antibiotics in agriculture. In 2011, 40 times more antibiotics were used in agriculture than in hospitals worldwide, in particular in fish farming and intensive livestock farming. While 21 new preparations were launched in the last decade of the last century, there were only nine in the first decade of this century. The WHO warns that there are too few new developments to have a significant influence on the resistance problem - and above all, no completely new substance class has been added.

Marie-Paule Kieny, Deputy Director of Health Systems and Innovation at the WHO, called on governments to provide funds to develop new antibiotics. “Resistance to antibiotics is increasing and the therapeutic options are used up very fast. If we leave it to the market, the most urgently needed new antibiotics will not be ready in time.� The highest priority category is antibiotics against multiresistant bacteria in hospitals, residential homes for the elderly or in patients with devices such as ventilators and intravenous catheters.

After a break of three years, Romeo Santos returned with a new record on Valentine's Day, which of course is pushed as usual by all channels and media. In the daily paper “Listín Diario”, at least eleven articles about Romeo had been published since the beginning of February, in “Hoy” even the lyrics of the new song “Héroe favorito” were published, describing that he would like to be a superhero, who protects his beloved. Romeo anyhow can not do anything wrong, since the “Romeists”, as he calls his confirmed fans, always like to hear the same. The critics also predict a huge success for the song. Awards will certainly hail again, as recently the Premio Lo Nuestro for “Excelencia Musical”. On the Dominican Independence Day, the 27th of February, Romeo Santos surprised his fans with a shortly before announced one-hour gratis concert in the central park in Baní, province of Peravia. It was his fourth so-called “Popup Show”, this time in the Dominican Republic, which he announced in the social media. There were rumors, however, already days before. He said, he wanted to thank Baní, because this was the first city that supported the music of Aventura from the beginning, whose singer then was Anthony “Romeo” Santos, today just Romeo or “The King”.

The Dominican singer-songwriter José Antonio Rodríguez was Minister of Culture during the first term of office of President Danilo Medina from 2012 to 2016. Today he is the Dominican ambassador to the UNESCO. Now, with his new album “Una mas”, which was recorded in full with the Philharmonic Orchestra of Cuba, he returned to the music scene with ten songs.

Sweet Micky Ex-President sings again

Former Haitian President Michel Martelly continued his interrupted music career as “Sweet Micky” immediately after stepping down from presidency. Now, he took part in the national carnival parade in Les Cayes (called Okay in Haiti), the town devastated by Hurricane “Matthew” last October.

Esteban Grullón was born in La Vega in the Dominican Republic. With his boyhood friend Alberto Martínez, called Ringo, he went to Puerto Rico to study. There their paths separated. After they met again in 1979, they founded the highly successful Merengue group Jossie Esteban y La Patrulla 15, which released about 20 albums with hits like „El tiguerón“. In these years they have been awarded many prizes such as „Orchestra of the Year“ in New York or „El Congo de Oro“ in Colombia. Jossie Esteban said it was that innocent time, when „juicy“ Merengues were fashionable, not that vulgar and direct as today. In 1997, Ringo Martínez left the group and Jossie Esteban found God in 2005, singing only Christian songs from then on, but also as Merengues. Now Jessie Esteban decided to „make music for the joy of the Dominican family“ again, as his office announced on the occasion of his new song „Una sola noche", released after a long break.
