Spruced up Second Term of President Danilo Medina / First Arrests in Súper Tucanos Scandal
At the beginning of the second term of President Danilo Medina on this 16 th of August, the Palacio Nacional in Santo Domingo was spruced up by work brigades. In late July they began to pave the streets around the palace. The park area around the majestic building was newly laid out and the interior was refurbished. Since the President could get rid of a couple of followers of exPresident Leonel Fernández in the past four years, there could be some new faces in the government this time. Responding to questions from journalists Medina remained evasive, but said ambiguously, „There will be a new government.“ He asked to wait until the 16th of August. Danilo Medina presaged to grant priority to 20 new legislative projects in the new legislature, some of which have already been approved by the Senate. An anti-discrimination law is to be promoted, „to prevent discrimination and to punish it and to promote a cultural change toward equality“. The staff of the criminal justice system will be trained „in relation to human rights and the protection of the extremely vulnerable groups“. A high-profile commission should scour laws to modernize or to abolish them if they no longer reflect the reality in the country.
In the scandal over the purchase of the interceptors Súper Tucanos now comes movement. In 2010, eight of these small planes were purchased in Brazil in order to protect the airspace along the coasts against international drug trafficking more effectively during the government of President Leonel Fernández. Coronel Carlos Ramón Piccini Núñez traveled several times to Brazil to the aircraft manufacturer Embraer in 2009 and 2010 to negotiate the purchase. Piccini is accused to have been bribed with 3.4 million dollars to allow what the experts called an overpriced purchase at the price of 93 million dollars. After the Brazilian authorities gave more than 2,000 documents to the Dominican Republic, now the Specialized Prosecutor's Office for the Persecution of Administrative Corruption (PEPCA) issued arrest warrants for Piccini and the former Defense Minister Pedro Rafael Peña. Also some deputies and offshore companies are investigated. The first two aircraft arrived in the country in December 2009.

Sun, Sand and Sea 23 Million Tourists came in four Years / Calling for a Ban on Imports of used Tires
Tourism has developed in a way that it became an essential pillar for the macroeconomic stability of the Dominican economy, says Tourism Minister Francisco Javier García. The official called the tourism industry a major axis in macroeconomic stability and assured the tourism in the Dominican Republic “is in its best moment”. In the first half of this year, the tourism sector showed a sustained growth of over 6.5 percent. The overall occupation lies at 80.8 percent. In the first six months, already more than three million visitors arrived in the Dominican Republic, which guarantees that there will be more than six million tourists by year end. In 2012, there was a total of more 4.5 million visitors. By 2015, this number increased by 22.7 percent to 5.6 million guests. The number of jobs in tourism increased by 26.3 percent to 254,146 from 2012 to 2015. The tourists from the cruise ships, whose number exceeded 549,000 last year, were not counted. Overall, in the past four years 23 million tourists came to enjoy the sun, sand and sea in the Dominican Republic.
However, not only direct jobs in hotels, restaurants or in tour companies are created by tourism. Tourism also creates a demand for the catering of the guests. So the Hotel and Tourism Association of the Dominican Republic (Asonahores) published that this sector spent a total of 22.444 billion pesos to buy fruits, food, seafood, beverages, cigarettes and cigars and other products from local producers. Only the hotels bought drinks for 7.2 billion pesos last year, for the purchase of meat were spent 3.3 billion pesos. In addition, 1.4 billion pesos were for fruits, 1.9 billion pesos for dairy products, 1.2 billion pesos for sausages and ham, 630 million pesos for vegetables, 515 million pesos for eggs and 172 million pesos were used to buy cigars and cigarettes. In the first half of the year 2016, tourism already generated foreign exchange earnings of 3.4 billion US dollars and tax revenue in the tourist cards and other taxes at entry and exit by land and air in the amount of 4.1 billion pesos. Due to the many bad accidents in recent weeks and months, a debate on road safety has started. The chairman of the Supreme Court (SCJ), Mariano Germán, and Attorney General Francisco Domínguez Brito called for an update of the Traffic Act to toughen penalties and define aggravating circumstances such as negligence and accidents with serious consequences. Germán said, with a culture of prevention and tougher penalties, the huge economic
burden that cause traffic accidents in the country, can be reduced for the financial relief of the state and society. Each year, traffic accidents are causing damage amounting to billions of pesos, injuries that need to be attended, and death. Domínguez Brito ordered the prosecutors to apply for custody for drivers who cause accidents due to their irresponsibility, such as driving under the effects of alcohol and speeding, when one or more people are injured or killed. The transport organizations Conatra and Fenatrano demanded to ban the import of used tires from the United States and Europe, which would help a lot to prevent accidents, since many of these tires are defective. For tires without profile there is already the law 241, which only had to be applied. There it is written that bald tires are prohibited. When applying the traffic laws there is no need of tightening them, because everything is already regulated clearly by law.
Short Life Span Two out of three Pymes go bankrupt / 70 Percent of Small Business Owners are female In an emerging country with little or no own industry, as it is the case in most Latin American and Caribbean countries, the socalled MIPYMES deemed a miracle weapon against unemployment. MIPYMES is the abbreviation of “micro, pequeña y mediana empresa” - micro, small and medium-sized enterprise. The Minister of Industry and Trade, José del Castillo Saviñón, now said, “Two out of three MIPYMES go bankrupt, it is one of the tasks of the Ministry to reduce this mortality rate.” One of the reasons for the ruin of many companies is the lack of ability to quickly get short-needed capital, since most of these small companies usually don't have sufficient capital resources. There had to be more flexible rules on asset valuation for urgent cash funding. The Minister recalled that Banca Solidaria was established to help the micro companies, which until now gave loans of nearly 13 billion pesos to nearly 200,000 beneficiaries.
This private banking was allowed to compete with the state and to offer tailored programs for this sector. Del Castillo said that 70 percent of MIPYMES are founded by women who are head of the household in the majority and who have to support their family themselves and at the same time create two new jobs on average. According to a Spanish study on the issue, the failure of PYMES (small and medium enterprises) in each examined country was devastating. The statistics show that on average, some 80 percent of the PYMES go bankrupt in the first five years, 90 percent get less than ten years old. The owners of the PYMES blamed outside conditions for the failure of the company, but analysts say it is more the fault of the PYMES, particularly the lack of qualifications of the owner. Operators usually blame the failure to a lack of support from the state, the lack of utilities for the PYMES, little funding, excessive control by the state, high tax rates and similar obstacles.
Analysts say the operators are right in parts, but they ask why at the same time similar companies survive under similar conditions. They blame primarily the entrepreneurs themselves. Often they were too inflexible to respond to the customer requests or they ignore their competitors. Some lack the technical knowledge to manage the production effectively. Others showed little interest in their own business, there are problems with pointless expenditure or they surround themselves with the wrong staff. And some of the owners simply detract too much money.
520 or 518? Year of Foundation is still controversial / Checkered History of the Dominican Capital On August 5, the 520th anniversary of the foundation of the capital Santo Domingo was celebrated. Although almost certainly this date is incorrect. Spanish settlement attempts at the Río Ozama date back until 1493, one year after the discovery of America by Christopher Columbus. As the founding of Nueva Isabela (La Isabela was the first permanent Spanish settlement on the northern coast in the province of Puerto Plata), as Santo Domingo was also called in honor of the Spanish Queen Isabel II, is othen quoted the 4th of August 1496, which for different reasons can not be correct. First, the holiday of the saint Domingo de Guzmán, in whose honor the city was named, was on the 5th of August until the year 1558, when it was transferred to the 4 th of August by Pope Paul IV, because the 5 th of August was dedicated to Santa María de las Nieves (Saint Mary of the Snow). Second, according to witnesses, Santo Domingo was founded on a Sunday, but the 4th of August 1496 was a Thursday. Third, the founder of the city, Bartolomé Colón, the younger brother of Christopher Columbus, was on the north coast in August 1496. Columbus wrote a letter from Spain to him in mid 1496, where he ordered him to go to the south, in order to look for a good harbor near the gold mines of Haina. In mid-July of the same year the letter arrived in La Isabela with a fleet consisting of three ships. These ships brought provisions for the Spaniards. Since these ships with 300 Indio prisoners arrived in Cádiz, Spain, on the 29th of October, they had to have left La Isabela in mid to late August. Only after this, Bartolomé could have traveled to the south.

Only after having received the title Adelantado, Bartolomé Colón had the authority to build cities. For all these reasons, it is very likely that the true founding date of Santo Domingo was the 5 th of August 1498, so the 520 th anniversary will have to be celebrated in two years. This error arose because the former historians only mentioned the day of Santo Domingo de Guzmán, but no date of a year. They said only that Bartolomé Colón inspected the estuary of the Río Ozama and built a few fortifications there in 1496. The first time that the 4th of August 1496 has been mentioned, was by the National Historian of the Republic, Don José Gabriel García, in his book “A Brief History of Santo Domingo”, which is considered the official Dominican history from the year 1878 on. In 1502, Santo Domingo was destroyed by a hurricane and rebuilt close to the same place by the Governor Nicolás de Ovando. From this year comes the oldest surviving building of the city Santo Domingo, the Fortaleza (fortress) Ozama.
The history of the city, which was called the “Gateway to the New World” is full of change. In the first century of its existence it was the platform for the conquests and discoveries in America. In 1586, the city was occupied by Francis Drake after the Spanish interest in Hispaniola waned because of the more lucrative conquests in Mexico and Peru. For about 50 years, pirates led the fate of the city. Between 1795 and 1822 the commanders changed frequently. In 1795, Santo Domingo was ceded to France, in 1801 the city was occupied by rebellious Haitian slaves, reconquered by France in 1802 and by Spain in 1809. In 1821, Santo Domingo became the capital of the Republic Spanish Haiti under General José Núñez de Cáceres, one year later, Haiti occupied the entire island, until 1844, when after the reconquest of the eastern part of the island, the Dominican Republic was proclaimed for the first time. At that time, the capital Saint Domingue had just 8,500 inhabitants. In 1861, the new Republic was returned to Spain by General Pedro Santana, for which the restoration war broke out from 1863 to 1865, when the country definitely became independent, except for the two occupations by the United States from 1916 to 1924 and from April 1965 to September 1966. After independence in 1865, there were countless conflicts and the governments lasted only briefly, until the Americans came in 1916. In 1930, Santo Domingo was largely destroyed by the hurricane “San Zenón” during the reign of dictator Rafael Leonidas Trujillo (1930 to 1961). After the reconstruction, the city was renamed Ciudad Trujillo in 1936, until it got its old name Santo Domingo again after Trujillo's assassination in 1961.
First black Gold Medalist Haitian Rugby Player played for France / Súper Sánchez / Manigat incriminates Bautista
At the current Olympic Games in Rio de Janeiro, a total of ten athletes from Haiti are starting in the competitions. Their medal chances realistically go to zero. Overall, the neighboring country won two medals in 16 participations, namely the first 1924 in Paris. The five-person team won the bronze medal in outdoors rifle 400, 600 and 800 meters, team, which is no discipline any more today. And in 1928, Silvio Cator won the silver medal in the broad jump with 7.50 meters in Amsterdam. That same year he also made it to the then world record of 7.93 meters. Haiti participated at the Olympic Games for the first time in Paris in 1900. In these games, on the 28th of October, a black man won an Olympic gold medal for the first time in history. It was Constantin Henriquez, who however did not compete for Haiti, but played in the French rugby team (top photo, in the middle). At the same games he also won the silver medal in tug of war for teams, but again for France, not for Haiti. Constantin Henriquez came to France to study medicine at the Collège d'Albert-leGrand in 1893. There he joined the rugby team, which became vice champion in 1895 and champion of France in 1901.
After finishing his studies, Constantin Henriquez returned to Haiti. There he taught gymnastics and physical culture at the Lycée Pétion in Port-au-Prince and became the main supporter of sports and athletics in his days. He also coached the silver medalist of 1928, Silvio Cator, after whom the Stadium Sylvio Cator in Port-au-Prince is named, where in the present is played mainly football (soccer) and which was partially destroyed by the earthquake in 2010. Rugby was an Olympic discipline from 1900 until 1924 and was played then with a team of 15 players. This year in Rio, rugby again is an Olympic discipline for the first time after 92 years, but it now is played with only seven players. There is also a women's rugby team - unthinkable in 1900.
The most successful Dominican athlete ever is New York born Félix Sánchez, called El Súper Sánchez. He twice won a gold medal in 400 meters hurdles, 2004 in Athens and again 2012 in London. The Dominican Republic participated at the Olympic Games for the first time in Tokyo in 1964, and since then at each Summer Olympics. Overall, the country won three gold, two silver and one bronze medal in the Olympic Games. In Rio, 29 Dominican athletes are participating in 12 sports, after 33 in ten sports in London.
In the summons of the Commission on Ethics and the Fight against Corruption, led by the Haitian Senator Youri Latortue (see LA PLAYA 179), the former presidential candidate Mirlande Manigat declared that in 2010 she received 550,000 dollars for her campaign from the construction company of the Dominican Senator Felix Bautista, Hadom. Bautista denied this immediately and proceeded to a counter-attack. He did not give any money to any Haitian candidate to get lucrative construction contracts after the earthquake. All the contracts he got in regular tenders. The allegations from Haiti, he had finished only 22 of 29 contracts, he met with criticisms of the Haitian State which has paid only 137 million dollars of the promised 300 million, which is why his company was not able to complete all the projects. Engineer José Elias Hernández said in order to proceed with the projects, Bautista's involved companies Rofi and Hadom need 52 million dollars. But Haiti don't even respond to these demands: meanwhile, the projects have been passed to other companies in order to finish them.
First Successes Zika Vaccination tested successfully on Monkeys / Chikungunya Vaccine on Volunteers At vaccination trials with rhesus monkeys in the Beth Israel Deaconess Medical Center in Boston there have been tested sera that should immunize against the Zika virus in three vaccination experiments. One of the vaccines is so far developed that there have already been first tests on human subjects, the other two were close to do it. Inovio Pharmaceuticals and the National Institute of Allergy and Infectious Diseases (NIAID) announced to have injected a test
person each to monitor the safety of the vaccine first. Eight monkeys became immune to Zika in the vaccination experiments, eight other monkeys that were vaccinated with a placebo, became infected by Zika. The Walter Reade Army Institute of Research in Silver Spring, Maryland, developed the serum to be tested on humans in October. The sera developed in the Beth Israel are not ready yet. It is expected that the vaccination against Zika is not available for the general public before 2018
On 78 volunteers, vaccination experiments against the chikungunya virus are carried out in the Dominican Republic currently, which, as Zika and Dengue, is transmitted from the Tiger mosquito (Aedes aegypti). The experiments with vaccines developed in the US, are also carried out in Haiti, Puerto Rico, Guadalupe and Martinique. In phase one, the serum was already applied to 25 subjects in the United States and considered safe. The research department for vaccines of the Dermatological Institute still is looking for further volunteers. They will be inoculated with the serum or a placebo and then observed during 18 months to find out if there are side effects and whether an immune response will be formed.

“Maceta” was an integral part in the Dominican comedy show ”A reír con Raymond y Miguel” every Saturday. Saúl Jacob Rodríguez Gutiérrez always played the role of the sympathetic thick guy, such as a police officer, due to his body weight. “Maceta” was especially popular in New York, where he was applauded by the audience on various tours of the comedy show, as if he was one of the main characters of the show. Besides Raymond and Miguel, Maceta also was acting in the show “Buenas Noches” on channel 29 at Teleuniverso. Overall, he has been present for almost 20 years on television and radio. Saúl Rodríguez had problems with his heart due to his obesity for a long time and had to be treated several times at a clinic in Santiago. On the 3rd of August 3, the only 43-year-old comedian died at his home in Santiago from heart failure. At his funeral, the comedian Miguel Céspedes said, “Our people have the bad habit, to not appreciate what they have until they lose it. We have lost a good and talented man.”
El Nene La Amenazzy with his catchy Reguetón is one of the most successful new stars of Música urbana (see LA PLAYA 174). Now the 20-year-old got himself into hot water, when he said that his colleagues are only able with the help of drugs to get on stage for four or five shows per day. He made this statement after he was late for a press conference and was accused that he was always tired and worn, while his colleagues were always fit. El Nene said, if someone is able do four or five shows an the evening, he should be checked what kind of substances he takes. “Only to drive from Santiago to the capital is stress. Then you have to transmit happiness to the audience when you are on stage. Others take drugs in order to give more than they really can. In my case, I'd say, I'm doing the normal thing and that's why I'm so exhausted.” He apologized that he is new to the business and did not yet know well how to behave and what he has to say. The statement of El Nene provoked sharp reactions of his colleagues. El Mayor Clásico wrote on Instagram, “These lads that come up, do not know what is respect in our genre. You came yesterday and are talking shit about us, us, who are the leaders of the movement.” Then he added. “There are things that you may think, but you may not say. We all have our secrets and in this life one learns everything. Each of us gets his moment, do not spoil yours.” And El Alfa even claimed that Música urbana is the genre, where less drugs are used. Vakeró, asked about his opinion, said, “Take me out of this. I only do two or three parties a night.”
After years of waiting, Fefita la Grande at last got the coveted Gran Soberano in May this year. The popular interpreter of Merengue típico, who will be 72 years old on the 18th of September, is so proud of the statue, which she was awarded as a prize for lifetime achievement, that she always carries it with herself. Now she was frightened to death, when the statue disappeared at a fiesta where she was invited in Manhattan. Fortunately the valuable piece was found again. But it was not clear whether the whole thing was just a silly joke, or if someone tried to steal the noble piece.

Born into a modest family, he learned to play guitar and composed his first songs at the age of eleven years. At the age of 20, he traveled to Buenos Aires to present himself at the record company CBS, where he got a record contract immediately. He then quickly became popular and got his own radio show. In 1966, Leo Dan, as he called himself briefly, married Marlett, the Miss Mar del Plata. With her he moved to Spain, where he published the presented song “Siempre estoy pensando en ella”. Due to his great success in Mexico, the couple moved to the land of the Aztecs to return to Argentina after ten years in 1980. Today Leo Dan lives in Miami, but still performs worldwide.
