The strictly conservative Cardinal and Archbishop of Santo Domingo, Nicolás de Jesús López Rodríguez abdicated shortly before his 25th anniversary as Cardinal. He already resigned in 2011 when he was 75 years old, but Pope Benedict XVI. asked him to remain in office. Pope Francis now accepted his resignation. López Rodríguez will remain in office until the Pope appoints a follower. Cardinal López Rodríguez was appointed Bishop of San Francisco de Macorís in 1978 by Pope Paul VI., John Paul II. appointed him Archbishop of Santo Domingo in 1981 and in 1991 he became a cardinal.
After his grandiose re-election as senator for San Juan de la Maguana with 70 percent of the vote, the PLD functionary Félix Bautista now faces problems with neighboring Haiti. The clever contractor betted on the reconstruction of Haiti after an enormous earthquake destroyed the country on a large scale in January 2010. From the beginning, there were rumors about bribes to Haitian politicians to get permission for luctrative works of reconstruction. Now the Haitian Senate opened an investigation on the contracts with the politician from the neighboring country. Investigative journalist Nuria Piera presented documents on deposits from companies of the senator to the then Haitian presidential candidate Michel Martelly in the amount of more than 2.5 million dollars in 2012. Also rival candidate Mirlande Manigat, who was not elected, got 250,000 dollars from Bautista. He also apparently paid large sums to the then Foreign Minister Jean-Max Belle-
rive shortly before his resignation to obtain six lucrative contracts in the amount of 324 million dollars. In 2015, Haitian authorities announced to terminate the contracts with Batista's companies because “they are working very slowly and the buildings are not ready yet”, although they already started in 2011. The Haitian Senate now wants to find out who paid how much to whom.

Slow Disarmament? More than 20,000 Deaths by Firearms in 15 Years / Import of Firearms rise despite Ban
Attorney General Francisco Domínguez Brito warned the judges not to be so generous in the prosecution of people carrying an illegal weapon. “Every time we release someone who has been arrested for illegal possession of arms, we set someone free who possibly then goes to rob or kill,” warned Domínguez Brito. Anyone who is caught with an illegal weapon should be behind bars. “A gun is not to plant a flower or to perform an act of love or tenderness. People have a firearm to kill. No one can be caught on the streets at night on a motorcycle with an illegal firearm and afterwards set free,”, Domínguez Brito said. There should be no tolerance to firearms any more. Neither here nor anywhere else in the world. The massacre of Orlando showed the danger of everybody being armed.
This demand of the Public Prosecutor immediately provoked the opposition of the expert in criminal law, Cándido Simón, who said this requirement is contrary to the Constitution. Since 2010, the rule of the Inter-American Court of Human Rights applies, after which freedom is the rule and detention is the exception. According to Act 36, illegal gun ownership has only light penalties. So the owner in the normal case has to be released, if he has not committed any other offenses in the context. The law number 36 on gun ownership is 51 years old and dates from the time of the revolution of 1965. It is a law which provides for very light sentences and was thought that the well-armed population voluntarily gives up its weapons. What it never did. Wearing illegal weapons leads only to a mild punishment: one month to two years in prison and fines of between ten and 3,000 pesos. According to the International Panel GunPolicy.org, 878 guns, 55,360 rifles and 165,315 small arms are in the hands of Dominican civilians. There are a further 300,000 illegal firearms. Every 50th Dominican carries a legal firearm. In the past 15 years, there were killed 20,455 people by firearms in the Dominican Republic. Many of these murders took place because criminals killed gun owners to get their firearm. So in reality it is dangerous to own a firearm, because it attracts criminals who want to get it. In the global peace ranking, the Dominican Republic is ranked only 99th.
Although President Leonel Fernández decided a ban on import of weapons in 2006, the country imported weapons and ammunition with a value of 40.3 million dollars in the past seven years. 2013 was a record year at 7.8 million, of which 5.3 million went to Brazil, which is the second largest arms supplier after the United States in the long-term average, followed by Russia and China. The draft law for the control and regulation of firearms, which was adopted in two readings of the Chamber of Deputies, provides that the Ministry of Interior and Police (MIP) has to create a mechanism to manage to collect the weapons of the civilian population. Also people who deliver an illegal weapon voluntarily should go unpunished. The Nueva Barquita project consists of 112 houses with 1,787 apartments and 108 business premises. There also is a kindergarden, a primary school, a secondary school, a police and fire station, a hospital,
sports fields, an amphitheater and water treatment systems, a Catholic and a Protestant church and an office of the public prosecutor. The whole project cost four billion pesos. Now all the families of the slum La Barquita who are living lower than six meters above the level of the RĂo Ozama will be moved to their new homes. Overall, these will be around 6,000 people. President Medina said there were planned four other similar projects, so that more Dominicans can live a better life. Meanwhile, a Neighborhood Council complained that the roads around the project were not asphalted as promised.
The confession of the police chief, that no one knew where 2,300 police officers are nor what they do, caused certain amazement. Meanwhile Major General Nelson Peguero Paredes assured, that a large part of the officials who get paid, but do not do any service could be spotted. The House of Representatives approved the police reform end of June, which is now law. Thereafter police is no longer allowed to work in personal protection or as security personnel for companies. The number of generals will be reduced from 50 to 20.

The documentary charts the dangers and chaos of mass deforestation, and escalating human conflict in the border region between the Dominican Republic and Haiti over charcoal trafficking. Beginning with a Dominican Republican park ranger’s gruesome murder, the film examines the lives of the people on both sides of the border and the human, economic, and environmental price paid by those affected by these activities. Lust for charcoal is leading to murders, political unrest and the chopping of prime forests on the most populous island in the Caribbean, and a portion of the bounty winds up used to fuel barbecue grills in the United States. That's the conclusion of the directors of “Death by a Thousand Cuts” that will appear on TV networks this winter. Haiti cut down almost all of its forests long ago to make charcoal. The mountains on
the Dominican side, by contrast, are lush cloud forest, in a country where national parks are cherished jewels protected by the military. Both countries used to have depleted forests. But in the 1960s, the Dominican government made forest preservation a priority, setting aside the best areas as national parks. In the 1980s, the government successfully dialed back demand for charcoal by offering subsidies for people to cook with propane instead. Meanwhile, Haiti continued its reliance on charcoal even as its population grew.
Desperate Haitians today forage for wood deep into the Dominican Republic's Sierra de Baoruco mountain range. They are clearing the trees with machetes and building ovens that slow-cook wood into lightweight black charcoal. This is then brought to Haiti's capital, Port-au-Prince, where it is sold on the street as a primary source of energy. The filmmakers took four years to make the movie, following the trail of charcoal on mules, on motorcycles, on cargo trucks, on the tops of crowded buses and on sailboats running contraband routes to Port-au-Prince. With almost no attention, the Dominican Republic has become a significant exporter of charcoal to the United States and Puerto Rico - a remarkable development considering that Dominican charcoal is supposed to be illegal. U.S. Census Bureau and Dominican customs data show that from 938,000 to more than 2 million metric tons of Dominican charcoal has arrived at ports in Puerto Rico and Miami every year since 2012.
Historic Truce Agreement 50 Years of bloody Civil War ended in Colombia / 27 presidential Candidates in Haiti In a historic and long-awaited Act, Colombian President Juan Manuel Santos and the commander of the Revolutionary Armed Forces of Colombia (FARC), Timoleón Jiménez, alias “Timochenko”, signed a ceasefire agreement for both sides in the Cuban capital Havana on the 23rd of June, which was negotiated in almost four years. This will be the end of an inter-Colombian conflict, which began in 1964 and in which 260,000 people lost their lives, Thousands disappeared without a trace and six millions of farmers were forced off their land and had to go to the cities. At the signing ceremony there were present UN Secretary General Ban Ki-moon, the Dominican President Danilo Medina, in his function as the current President of the Economic Commission for Latin America and the Caribbean (CELAC, English abbreviation ECLAC), and among others there also came Venezuelan President Nicolás Maduro and Chilean President Michelle Bachelet. Cuba as a guarantor of the agreement was represented by Rodolfo Benítez, who explained the details of the agreement. Both parties wanted a new culture and rule out that the circumstances that led to this bloody conflict, may ever recur. The FARC agreed to lay down its arms and the Colombian government in return guaranteed for the safety of the former rebels. President Santos would like that a final peace agreement will be ready to sign by the 20th of July, the National Holiday of Colombia,, but “Timochenko” prefers not to give an exact date.
But there is also resistance to the negotiations in Colombia. First of all, the former president Alvaro Uribe, a right wing hardliner, who is mobilizing against the agreement. He accuses Santos to be too soft with the rebels. It is possible that Uribe fears to be held accountable for massive human rights violations in the merciless war on the FARC during his presidency and that he will be sent to trial some day, such as Peru's Fujimori who also led a merciless war on the Maoist rebels of the Sendero Luminoso (Shining Path). At the elections in Haiti that will take place on the 9th of October, 27 candidates will compete for the presidency. In the previous failed elections of last year there were 54 candidates. The provisional President Jocelerme Privert is still in office, although his time is up after four months. The Parliament could not decide who should be his successor, since the meeting was postponed for an indefinite time after Privert's followers threatened parliamentarians and threw stones at the parliament. Privert said he would remain in office until a successor has been found. Because of the imminent danger of unrest, the Haitian government suspended all permits for weapons until further notice because supposedly there are plans of some groups to attack government departments, schools and petrol stations. The population reacted with fear to be unarmed.

Kiko Rodríguez was born in Tamboril, Santiago. From an early age, he was attracted to music and has performed for the first time publicly at the age of twelve years.
