The first Candidate Luis Abinader prevails over Hipólito Mejía / Acrimonious Debate on Re-Election in PLD The new opposition party PRM (Partido Revolucionario Moderno - Modern Revolutionary Party) emerged after the break of the two archenemies Hipólito Mejía and Miguel Vargas, arguing about the leadership of the traditional party PRD (Dominican Revolutionary Party - Dominican Revolutionary Party). Ex-president Hipólito Mejía left with many of his followers, including the 47year-old economist and entrepreneur Luis Abinader, who ran as Mejía's candidate for vice-presidency in 2012. But also within the new party it had to be decided who of the two strong men will be the candidate of the PRM in the coming presidential election. Mejía from the beginning tried to make clear that he is the number one, but many in the party wanted a new head for the new party and called to vote who should lead the PRM in the 2016 election campaign. The polls showed that the new head Luis Abinader is head and shoulders above the rest which was confirmed in the voting on the 26th of April. With 70.24 percent, Abinader won clearly against his competitors and is now the undisputed leader.

Hipólito Mejía, although having many followers, would not stand a chance as a presidential candidate against both Danilo Medina nor former president Leonel Fernández, subordinated his own ambitions and placed his own team at the disposal of Abinader. Abinader thanked Mejía and said there will be one single team working that the PRM under his leadership will replace the PLD in government in 2016. After his victory, Abinader immediately was looking for allies in all parties who are ready to form a common front for the detachment of the PLD. Unlike Mejía, Abinader has a good chance to achieve this goal, because the yet unspent politician is among those who enjoy the least rejection in the population.

The ruling party PLD, in contrast, is short on domestic bliss since the decision of the Political Committee (CP) of the party, to facilitate the re-election of its popular president Danilo Medina by a reform of the constitution. Re-election today is not possible according to the constitution. The followers of former president Leonel Fernández, who wants to be a candidate himself, do not want to accept the binding order of the CP and so even are risking a fraction of the party. The followers of Danilo Medina are asking Fernández to order his followers to obey the decision of the highest board of the party. But Fernández didn't show any reaction yet. His wife, Vice President Margarita Cedeño de Fernández, rejected a constitutional amendment for reelection in a television interview. That there is a fight within the party with no holds barred, shows a lawsuit filed by two lawyers, followers of Fernández, before the Supreme Court (SCJ), accusing five deputies, followers of Danilo, to allegedly offer sums between seven and 20 million pesos to other deputies if they support the re-election. The reform project meanwhile was submitted to the Senate for consideration.


Environmental Disaster Forest Fires and Water Shortages in several Provinces / Highest Temperatures in History

In the history of records, there never have been measured temperatures like this in late April, which has led to devastating forest fires in many areas of the country. Again the most affected area was Constanza and surroundings. But the forests burned from DajabĂłn at the Haitian border to the east in Las Terrenas and in the National Park Los Haitises. After days, the firefighters reported to the authorities that the fires were extinguished. But environmental organizations repeatedly reported the reoccurrence of the fires.

Several people were arrested for malicious arson. A total of 13 men are in prison therefore, four others are still on the run. This year it burned more often as ever before. Alone in Los Haitises National Park, there were more than 100 fires, many times caused by small farmers who want to traditionally fertilize their land with slash and burn for the next planting. Because of the dense smoke, schools were closed in Constanza and the hospitals were full of people who complained of respiratory problems. In many places the volunteers had to work with objects not suitable for fire fighting because they didn't get any help from the authorities. So they tried to extinguish the fire with water bottles from the “colmado� or bet aisles with machetes and rakes, in order to prevent a spreading of the flames. Environmentalists say that in the forest fires in the National Park Valle Nuevo in Constanza, 30,000 tareas (more than 20 million square meters) fell victim of the flames last year, this year it is already twice as many. And the drought is not yet over.

Meanwhile, the complaints about problems with the water supply are coming from all regions of the country. The Water and Wastewater Association of Santiago (Coraasan) reported that water shortages have assumed dramatic proportions. Engineers say for normal water supply of the area, the level of the dam Tavera-Bao must lie at 322 meters above sea level. Currently it is at 318.40 meters and falls for another ten centimeters every day. In Boca Chica, only 30 per cent of the residents get water from the water tap.


Digitalized Application Residence to apply via Internet / Fair for Ecotourism “Aventúrate” in Santo Domingo The immigration authorities of the Dominican Republic (Dirección General de Migración - DGM) announced that as of May 15, all applications must be made via the portal www.migracion.gob.do. The trial period of the new digital system was completed, so that all foreigners who apply for a permission in the categories “Residente” (permanent residence) or “No residente” (no permanent residence) or any other application that refers to a grant of a temporary or permanent residence status have to do this via the said portal, or in more detail via the module “www.migracion .gob.do/servicios”. Each application must be started with the opening of the system, where the applicant must fill out the appropriate form via the Internet, and where he can make his dates for the necessary services such as collection of biometric data, laboratory testing and any other service. Each applicant and his lawyer, as far as he has one, has to provide a valid e-mail address through which he will be kept up to date on the status of the application. The system was designed to simplify the application process and to make necessary the personal presence as little as possible.

“Aventúrate” - “Dare the adventure” is the name of the third exhibition for ecotourism, which will be held on the 16th and 17th of May at the Botanical Garden in Santo Domingo. The exhibition aims to provide a platform for small tourism businesses on which they can present their offer the local audience. In addition to the various tourist “Clusters” of the country, more than 50 small and medium enterprises of the “industry without smokestacks” will take part on this exhibition. These enterprises include ecolounges or operators of natural, cultural and adventure tours as well as gastronomy and crafts products. For more than ten years, the Dominican Consortium for Tourist Competitiveness (CDCT) and the ten tourist clusters are working on a tourism model with the aim to include the country's small and medium tourist businesses and their products and services in the varied tourist offers of the country.

With the help of these companies it is expected to create new jobs and to protect the natural resources of the country. Another goal is to promote the Dominican culture. In addition to the CDCT, the organization Dominican Treasures is a sponsor of the exhibition. Dominican Treasures is a project of the CDCT, which is allowed to issue certificates to companies that meet international standards and demonstrate organic quality and sustainability. With this seal of approval, these companies may then advertise. The aim is to establish a network of alternative tourism services and products in which the genuine Dominican esence takes the center stage. In addition to an exhibition of products of the featured ten regions, workshops and lectures will be held on “Aventúrate”. Peace in Colombia is getting closer New US Ambassador to Haiti / USA grants Special Concessions for Ferries to Cuba US President Barrack Obama appointed the diplomat Peter F. Mulrean as the new US ambassador to Haiti. Obama said he was “satisfied� to send this experienced diplomat to Haiti, where presently the preparations for the long-delayed parliamentary and presidential elections are in progress. Haitian President Michel Martelly is ruling by decree since January, after six senators boycotted and delayed the planned elections, and so in the end they had to quit office since their own term ran out and there were not enough senators left to govern. Martelly fixed the date 9th of August for the first election of the new senators by decree, and 25th of October for the first round of the presidential elections. The US Deputy Secretary of State for Latin America, John Feeley, said, he hoped Haiti will become a stable democracy after the elections at last.

Generals of the Colombian Army and representatives of the Revolutionary Army (FARC) met in Havana, Cuba, to negotiate the last steps for a final agreement, so that the armed conflict in the South American country, which began in the sixties and in which more than 200,000 people lost their lives and 5.5 million had to flee from their villages, finally can be ended. One of the last points of contention is the compensation of victims of the conflict, in which still no solution is in sight. The FARC argues that the government is the main culprit in the conflict and therefore responsible for the compensation of the victims. Negotiations of sub-committees on disarmament and de-mining are the most advanced. Similarly, the issues land reform, political participation and illegal drugs are short of being concluded.

The normalization of relations between the former mortal enemies USA and Cuba is progressing in leaps and bounds. After President Obama has asked to remove Cuba from the list of state sponsors of terrorism, now the Office of Foreign Assets Control of the Department of the Treasury (OFAC) granted special concessions for passenger ferries between the US and Cuba. Four companies in Florida, which is just 150 kilometers from Cuba, said they have already got the green light from the Department of the Treasury, but still had to apply for additional permits, including the one from Havana. The ferry service could start in September or October, according to the companies. But still not every American may visit Cuba. Due to the embargo of 1962, the journey is only possible for Americans who have family in Cuba, or for academic, religious, cultural or sports purposes. Furthermore, the two million Cuban exiles who have fled from Cuba after Castro's takeover, or travelers from third countries with US visa are allowed to travel from the US to Cuba. There are also new flights from Miami, Orlando, Tampa, New Orleans and now from New York to Cuba.

High Infant Mortality 31 of every 1,000 Children die before first Birthday / Government Spending below Average The representative of the UN Children's Fund UNICEF in the country, María Jesús Conde, called the figures on infant mortality in the Dominican Republic “too high for a country where 99 percent of births take place in hospitals.” She responded to a publication of the National Bureau of Statistics (ONE) to the National Household Survey (Enhogar) 2014, according to which 35 of every 1,000 children die within the first five years of life. Of these deaths, 31 occur in the first year, and 28 of them in the first 28 days after birth. Paradoxically, more children die in the hospitals of the cities than in rural areas where the medical care is even worse. According to the UNICEF staff member “the poor quality in health care” is primarily to blame for the misery. According to her statement, 80 percent of these deaths are preventable. Conde called on the responsibles to ensure an improvement of the services they offer. “It is important to strengthen efforts to reduce maternal and infant mortality and to increase the rate of exclusive breastfeeding, which has declined in a worrying way.”

Furthermore, Conde criticized the social expenses of the government, which are scheduled for the childhood. While the average in the region spent for the needs of children is at six percent, in the Dominican Republic it is a mere 3.6 per cent of the gross domestic product (GDP). She also appealed primarily to parents, to completely take advantage of the vaccinations for their children that are offered for free by the state and to end the physical and psychological punishment of children to teach them discipline. Conde said the birth registrations of the children in the birth register must be utilized better. It is unacceptable that parents leave the hospital without holding a birth certificate of their child in their hands. Despite these negative figures, Unicef acknowledges a social and economic progress in the country, said Conde. So poverty has decreased from 41.7 to 38.1 percent between 2012 and 2014. And now the government spends 4 per cent of the GDP for education, which has not been the case during many years, even though it was enshrined in law.

“El Torito” Wants to become a Senator The Billboard Latin Music Awards originated from the publication of the magazine “Billboard”, which published the sales figures in a list, and how many times a song is played in the radio in the US, Latin America and in Spain. For the first time the price of Latin American artists was awarded in 1994. Now the awards for 2015 were given, for the period between the 1st of February 2014 and the 31st of January 2015. Ten of the coveted awards went to Romeo Santos (left) for his album “Formula, Vol. 2” and as the artist, producer and composer of the year. Enrique Iglesias got nine awards for his song “Bailando”, which for 41 weeks was the number one of the Hot Latin Songs, a record in the history of Billboard. The biggest applause of the many stars performing at the award ceremony in the BankUnited Center in Miami received Jennifer Lopez for her tribute to the singer Selena, killed in 1995, for whose role in a film Jennifer Lopez became a star herself. The special prize “Spirit of Hope” was for the guitarist Carlos Santana for his humanistic foundation “Milagros” (Miracles). The Brazilian singer Roberto Carlos was honored for his life's work and 120 million albums sold.

Héctor “El Torito” Acosta made it official now: He will run for the pre-election to become the senator for his Province Monseñor Nouel on the 22nd of May. But the Merengue-Star has not yet decided, for which party he wants to run. He says he will be supported by the PRM as well as the PRSC and Primero la Gente (People first), but did not rule out that also the PRD and some of the PLD will join his ambitions. His goal, says “El Torito”, is to become the voice of his community to solve its problems, such as the lack of basic services and the insecurity.

La India María Died at the Age of 74

In dozens of movies, the Mexican actress María Elena Velasco became popular as “La India María”. She played a poor Indian woman who fights with humor and sarcasm against the corrupt and their power. On the 1st of May she died from stomach cancer at the age of 74 years.

Even the fans of El Alfa (LA PLAYA 123), who also calls himself “El Jefe”, the boss, were outraged by a video posted by him on Instagram in which he insults the “fathers of the Fatherland”, Juan Pablo Duarte, Ramón Matías Mella and Francisco del Rosario Sánchez with an obscene word at the Plaza de la Bandera in Santo Domingo. But as usual, El Alfa (real name: Enmanuel Herrera), star of the Música urbana, which is not really poor with primitive cusswords, felt misunderstood. The word did not apply to the three heroes, but to those of his fans, who said he would not return to his country after a five-month US tour. He assured that he regretted deeply what had happened. As a consequence of what happened, the Duarte Institute in New York demanded a boycott of El Alfa and an indictment as “traitor of the nation”. The President of the Institute, César Romero, demanded to trample and crush the discs of El Alfa and to boycott him when he comes to New York again. Meanwhile, El Alfa was sentenced to clean the Plaza de la Bandera for two hours during 15 days and to sing the National anthem.

The duo Baby Rasta y Gringo is one of the pioneers of Reggaeton. Wilmer Alicea, aka Baby Rasta (left), was born on the 11 th of October 1976, and Samuel Garena, aka Gringo (right) on the 31st of December 1978. Initially he two Puerto Ricans called themselves the Eazy Boyz. They changed this name after 1998 and published three common albums. In 2005, the duo separated trying to pursue their own careers, but they reunited end of 2007. Throughout their long career, they did not get around the usual „problems“ with other groups of this genre, where apparently everyone always has to prove that he is better than all the others. So they called themselves „El dúo de la historia“ (the duo of the history) like their competitors Wisin y Yandel, which caused problems because both duos claim for themselves to be the first Reggaeton duo. However, in their newly released album „Los cotizados“ (the hip ones), on which the song „Un beso“ is found, Wisin, who separated from Yandel last year, collaborates with them.

Exam An eccentric philosophy professor gave a one question final exam after a semester dealing with a broad array of topics. The class was already seated and ready to go when the professor picked up his chair, plopped it on his desk and wrote on the board: “Using everything we have learned this semester, prove that this chair does not exist.” Fingers flew, erasers erased, notebooks were filled in furious fashion. Some students wrote over 30 pages in one hour attempting to refute the existence of the chair. One member of the class however, was up and finished in less than a minute. Weeks later when the grades were posted, the rest of the group wondered how he could have gotten an A when he had barely written anything at all. His answer consisted of two words: “What chair?”
