Deadline for Marbete Cars will be confiscated / Politur became Cestur / Teachers in Higüey leave Classrooms General Juan Gerónimo Brown Pérez, head of traffic police AMET, recalled that the deadline to purchase the Marbete expires on 31st of December at noon. He warned that from January 1, 2,600 officials of the AMET will stop all the vehicles without Marbete and confiscate the car. The penalty for driving without Marbete is 1,600 pesos. Brown Pérez warned: „Who doesn't want to experience a bad moment, whether it's a holiday or not, should listen to what we say. We will confiscate his car.“ And this, regardless if the driver ia a member of the Armed Forces or the Police. „The law is equal for all, so we will act without distinction“, said Brown Pérez. The general stated that AMET does not want upset anyone, but it wants that people acquire this sticker. Unfortunately the people have to be forced to comply with the law.

The Tourism Police (Politur) recently was renamed in Cestur (Cuerpo Especializado de Seguridad Turística - special corps for tourist safety). The tourism minister Javier García (left), General Amílcar Fernandez, head of Politur/Cestur (2nd from left), and Defense Minister Admiral Sigfrido Pared Pérez (right) inaugurated the new building of this entity in the Avenida Gustavo Mejía Ricart in Santo Domingo. Politur had fulfilled its tasks, now the concept for the safety of the tourists will be changed with Cestur.

To protest that they didn't get their salaries for four months, teachers of the newly inaugurated high school Rufino Santana Rodríguez left their classrooms in Verón, Higüey, and said they will not teach until they get their money. More than 360 students are affected by the strike. The school with twelve classrooms was built at a cost of more than 40 million pesos and is one of the new schools built by the government to improve the education. Its inauguration was on 9 September. The only thing the authorities contributed since then, were chairs and half of the teachers. The classroom for informatics has not even a single computer. School is over until 7 January 2014 in most public and private schools nationwide. The Minister of Education, Carlos Amarante Baret, said that most schools had finished their final exams for this semester, and he called on parents to be watchful of the students and to encourage them to review their subjects and do the homework that they have been assigned. This year the Christmas and New Year's holiday season falls in mid-week, which means that the Three King's Day, 6 January, will be included in the children's holiday season. International Migrants Day 232 Million worldwide / Number of Foreigners in the Dominican Republic at 5.4 Percent “Migrants have more than just fear and uncertainty. They also have hope, courage and the determination to build a better life. With the right support, they can contribute to social progress,” said UN SecretaryGeneral Ban Ki-moon in his message on International Migrants Day. On 18 December 1990, the UN General Assembly adopted the International Convention for the protection of the rights of all migrant workers and members of their families. Haiti to this country to find a better life and in many cases are living here for decades, or the African refugees who try to get to Europe show that the subject is hot. According to the UN, migrants as a share of the world’s population have remained fairly steady at between 2.5 and three per cent for many years. The number of international migrants has grown to 232 million in 2013 (from 175 million in 2000 and154 million in 1990), but this is mainly the result of population growth. The motives of the migrants are extremely different. While for many of them it means their very survival, as in civil wars or in areas of hunger, others are simply seeking a better life, while still others go abroad to study or because they get offered a dream job. Accordingly, they are welcome or unwelcome in the host countries. The Director of the International Organization for Migration (IOM), William Lacy Swing, pointed out that 2013 was one of the deadliest years for migrants. “We will never know the true total, as many migrants died anonymously in deserts, in oceans or in other accidents. However, our figures show that at least 2,360 migrants died this year while chasing the dream of a new life. These

people are desperate - not even a very real fear of death prevents them from making their journey.” So each year many drown in the Caribbean - as for example by trying the crossing to Puerto Rico - 81 this year. With all the fussing over the partially selfinflicted Haitian “invasion”, the Dominican nationalists forgot that their country is a country of emigration itself and that officially almost 1.5 of approximately ten million Dominicans tried to find their luck elsewhere, and not always legally. So the Dominican Navy has arrested 2,579 people this year so far, who tried to travel to other countries illegally. 1,410 of them were Haitians, 1,055 Dominicans. While the “upright patriots” are sure that the true number of Haitians living in the country illegally is about two million, now the National Statistics Office (ONE) published official figures. Thus, 5.4 percent of the Dominican population are immigrants, a total of 524,632 people. Of these, 458,233 were born in Haiti. 66,399 come from other countries. According to ONE director Pablo Tactuk, these are real and accurate figures on immigration for the first time in the history of the country.


Summiteer President Medina at SICA and Petrocaribe Summits / Resuming Dialogue with Haiti

President Danilo Medina had a full program when he took part in two peaks within a week. As soon as he was back from the SICA Summit in Panama, he traveled to Caracas to the meeting of ALBA and Petrocaribe. At the SICA Summit (SICA = System of Central American Integration), the topic was primarily the fight against drug trafficking. 80 percent of the cocaine to the United States is passing through Central America, thereby making the region to one of the most violent in the world. Invited guest was

the President of the European Union (EU), José Manuel Durão Barroso, who signed an aid pact over 21 million dollars to fight crime in the region. President Medina called for a new culture of cooperation and regional identity at the takeover of the presidency of SICA by the Dominican Republic for the coming six months. Shortly thereafter, Medina traveled to the second Extraordinary Summit of ALBA-TCP Petrocaribe, appointed by the Venezuelan president Nicolás Maduro. At the meeting, the presidents of the ALBA countries (Bolivarian Alliance of Peoples of the Americas) Daniel Ortega (Nicaragua), Rafael Correa (Ecuador), Evo Morales (Bolivia) and Desi Bouterese (Suriname) were present, as well as representatives of the Petrocaribe countries, which are supplied with oil to special conditions by Venezuela. President Maduro wants to create an exclusive economic zone with ALBA, Petrocaribe and Mercosur. With respect to the ALBA countries, Maduro stressed that there was no more illitreacy in this union of antiimperialist countries and that their struggle against hunger has found recognition of the United Nations. Bolivian president Evo Morales congratulated Nicolás Maduro to the victory of the Venezuelan United Socialist Party, which recently won 76 percent of the city halls in the elections. The impact of the law 168-13 in the Dominican Republic also was a topic for discussion at the meeting. Under the direction of Venezuelan president Maduro, the presidents of the feuding neighbors Haiti and Dominican Republic, Michel Martelly and Danilo Medina, met and agreed that they would talk with each other again.

After his return from Caracas, President Danilo Medina announced meetings with the Government of Haiti to deal with several unresolved issues, such as poverty, security, environment, trade and migration. The dialogue between the two countries will be accompanied by Venezuela, the United Nations, the European Union and the Caribbean Community Caricom, which recently delayed the application for membership of the Dominican Republic at the request of Haiti because of the controversial citizenship law until further notice. Medina said that he appreciated the Venezuelan government's role in this process.


Influential Thinkers Pope Francis and four Latin American Presidents among Top 100 / New Perspectives The magazine “Foreign Policy” (FP) published its annual list of the 100 most influential thinkers of the world on the internet. Together with the Argentine Pope Francis, four Latin American presidents were listed: Mexico's Enrique Peña Nieto, Colombia's Juan Manuel Santos and Uruguay's José Mujica came next to the Pope to the list of “persons responsible for making decisions,” while Dilma Rousseff's (Brazil) fight against the “surveillance state” (for the U.S. Spionage against her country) is highlighted. The Brazilian president excelled, because she defied “the U.S. and its spies”. Rousseff did not hesitate to openly criticize the Unted States and brought the activities of the NSA to the United Nations (UN), with a fury that is supported “by her past as a left-wing

revolutionary” and a “discontentedness” against imperialism, which she shares with several of her colleagues in Latin America. “The anti-authoritarian impulse has paired with the desire of her country, to show muscles and to represent the interests of the region,” analyzed FP. Mexico's President Enrique Peña Nieto was praised for jolting “the dangerously ill institutions of Mexico”, with a “cascade of reforms" in the police, in education, the telecommunications and the energy sector and for getting closer to the opposition and the concession of “true power” to it. In the fight against the drug mafia, Peña Nieto showed new perspectives. He also focuses on economic growth and facilitated the access of foreign investors, which earned him approval in the U.S. In Colombia, where a civil war is raging for 50 years, President Juan Manuel Santos risked everything to end the bloodshed by leading peace talks with the FARC (Revolutionary Armed Forces of Colombia), where several points of the agenda could be checked off, which none of the previous governments has ever reached. These include participation in politics and land reform. The resistance of the Colombian rightists in the talks is growing rapidly and there are still some critical issues that need to be solved. But Santos is negotiating undeterred. “If he does not succeed, Santos will almost certainly not be re-elected, but a

success would bring peace to Colombia for the first time in half a century,” said FP. The President of Uruguay, José Mujica, a former leftist-guerrilla who spent many years in prison is praised because he had redefined the Left in Latin America after the death of Hugo Chávez. He had become a new, unexpected leader who has launched an unprecedented experiment in social liberalism in Latin America. So Mujica legalized abortion, allowed the gay marriage, and now legalized marijuana - “fundamental rejection of the war against drugs, led by the USA.” Mujica broke with the open antiAmericanism of Chávez. Pope Francis appears in the list for leading the crusted and unworldly Catholic Church to the 21st Century with small gestures of humility and a broad point of view.

Uruguay has legalized INCB and DEA protest / Michelle Bachelet reelected / Handshake Obama and Castro With great personal commitment of President José Mujica, the Parliament in Montevideo now finally adopted the new law to legalize marijuana in Uruguay. Despite vigorous protests of the International Narcotics Control Board (INCB) and the U.S. Drug Enforcement Administration (DEA), the citizens of Uruguay are now allowed to enjoy their spliff in peace, without fear of being punished for it. The real reason is that this way Uruguay wants to deprive the drug mafia of the business with cannabis at least, and wants to put the money in meaningful projects which otherwise only benefits criminals. Mujica asked the INCB President Raymond Yans to explain why two U.S.

states, Colorado and Washington, are legalizing recreational marijuana and in other states marijuana is tolerated, but it should be banned in Uruguay. “Or are there two discussions? One for Uruguay and another one for the strong ones?” Yans had claimed that the law legalizing marijuana violated the 1961 Single Convention on Narcotic Drugs, which Uruguay has signed. Also the neighboring country Paraguay sharply criticized the new way of Uruguay.

With 62.16 percent of the votes, with Michelle Bachelet a woman was re-elected as President of Chile for the first time in the second ballot. Opposing candidate Evelyn Matthei of the ruling party got 37.83 percent of the votes. According to her election manifesto, Bachelet wants to change the Constitution, which dates from the time of the dictator Pinochet. Education should be free and of better quality and she wants to increase the corporate taxes from 20 to 25 percent, which earned her fierce criticism of the still reigning rightists. Bachelet admits that her project is ambitious, but she can build on big popularity and the good results of her party Mayoria Nueva (New Majority) in the elections. Bachelet, whose quietness often irritates her opponents, shows no fear of the new tasks of her second presidency. She has enough experience to lead this process, and expressed confidence that she will succeed to overcome these challenges.

At the funeral of Nelson Mandela, who died at the age of 95 years on 5 December, there was a handshake between U.S. President Barrack Obama and Cuba's head of the government, Raúl Castro, which was seen as “historic” by some, while it was seen rather indifferent by others. From both sides it was considered normal among civilized people. But a poisonous arrow head against Cuba was hidden in Obama's speech: “There are too many leaders who show solidarity with Madiba (term of endearment for Mandela) in his fight for freedom, but don't allow any other opinion in their own country.” Here Obama probably forgot that the United States and Israel supported the racist apartheid system until its end. Israel's President Netanyahu was not even ashamed to say that he will not participate at the burial for the trip to South Africa was “too expensive”.

Yellow Pages Sorry, no Special Edition at the Moment / Please take into Account LA PLAYA Customers Dear readers and advertisers. Due to various, mainly private circumstances I currently find myself not in a position to finish the announced special edition of LA PLAYA. I could probably do it until February, which does not make much sense,

because then the season nearly will have come to its end. But at least an important part of the plan becomes a reality today. In this issue, the “Yellow Pages” are placed in the middle of the magazine. It is just eight pages, but

could be probably at least twice as much easily. Unfortunately - as fore-seen - once again there was the usual local sluggishness. Oddly, some companies seem to have no particular interest to publish their address and telephone number, even if they get it for free as from LA PLAYA. I hope that at least the readers are pleased with this service of LA PLAYA, and maybe in the next 300 days, a few companies will sign up to be published in the next issue of the yellow pages in one year. LA PLAYA has printed all the advertisers and sponsors of the magazine in bold letters and high-lighted them in yellow, and invites the readers to take into account these friendly companies when they go dining or shopping the next time. Tito Nieves Album honors Mother The new video of the Puerto Rican band Calle 13 - owner of 19 Latin Grammys and double Grammy winner - was shot in Palestine, in cooperation with the Israeli singer Kamilya Shubran and WikiLeaks founder Julian Assange. “Multi Viral” criticizes the media manipulation, and praises citizens' movements that currently take place in many parts of the world. Calle 13 singer René González aka Residente said that they started to write the video in the Ecuadorian embassy in London, along with Assange. “He's perfect, a modern icon, facilitating to hit in the media and become known to the people via the Internet,” said Residente. In Beit Sahour, a Christian neighbor village of Bethlehem in Palestine, Resident said: “We wanted to use a song that connects the the whole world, use the voice of the people to write.” There was a worldwide collective malaise today, similar to the seventies, said González. The video has been inspired by citizens' movements such as 15-M, Occupy Wall Street or the Mexican movement Yo Soy 132. One part of the video is based on the work of the Colombian artist César López, who has a project in which he forges weapons to musical instruments.

Puerto Rican Salsa star Tito Nieves dedicated his new album “Mis mejores recuerdos” to his mother, who died in August, when he was on tour in Peru. The 55- yearold said, most of the songs reminded him of his childhood in New York, “the best time” of his life, protected by his parents and without the worries of an adult. Tito Nieves, who looks back on a 30-year music career, calls his parents his idols. “I have always admired their values, the good and the evil. I am very proud of these two 'Jibaritos' (pet name for Puerto Ricans) who gave me life.”

Kenny Williams Espriella Gaviria, shortly Kenny Williams, was born 24 years ago in Cartagena, Colombia. His first album in 2012 contained the smash hit “La rumba buena”, which was at the top of the charts for months in many Latin American countries. More than 50 Colombian models performed in the video clip. Kenny Williams says the song is based on own experiences. He was a music student of the Conservatory of the Universidad de los Andes in Bogotá, Colombia, and is a percussionist and drummer. His goal is to produce music of quality and to give a good name to Colombians in the world as an artist. Kenny Williams' producer is the Puerto Rican Master Chris, a very successful publisher of Salsa, Reggaeton, Bachata and Tropi-Pop, which would classify this song best. Last summer, Kenny Williams sang at the Colombian Festival in Miami and also performed in the Dominican tourism complex Cap Cana. “Now there will start a lot of traveling and a lot of loneliness.” Kenny said at that time that he had no girlfriend.

Dengue Epidemic Already 110 Dead until End of November / Vaccination against HPV for Girls in 2014 The prediction of the Dominican Medical College (CMD), that there would be 100 dengue victims by the end of the year, has already surpassed the number end of November with 110 dead. A total of 15,521 cases were registered, with 81 percent in the past month in only eleven provinces: Santo Domingo and the National District, Santiago, Espaillat, Puerto Plata, La Vega, San Cristóbal, San Juan, Duarte, Valverde and Monseñor Nouel. Compared to last year, the number of dengue cases increased

significantly. So 62 people died in 2012 until the same date and 8,637 cases of dengue were reported, then. Throughout the year, there was a steady increase in this fever disease which is transmitted by the so called tiger mosquito (Aedes aegypti), which lays its eggs in clean water, and every week deaths were reported, mostly of children. Thus, in 2013 dengue became the main public health problem in terms of epidemics. But not only in the Dominican Republic dengue is a cause for concern. In several countries of Latin America, notably in Paraguay, Colombia, Costa Rica and Brazil, the numbers grew this year. So the Pan American Health Organization (PAHO, Spanish: OPS) reported 32,000 cases of the dangerous hemorrhagic dengue until 15 of November. Paraguay reports the worst dengue epidemic in its history with 242 dead so far, three times more than in the previous year. Also Costa Rica reports the most dengue cases in its history, although with only one dead, the first since 2010.

The Dominican Ministry of Health announced the vaccination against the human papilloma virus (HPV) of girls aged from nine to ten years for 2014. “We hope that we will have 300,000 doses of vaccine against HPV in the second third of the year, which is the wish of Health Minister Freddy Hidalgo, which is why this vaccination has been included in the budget of the Ministry of Health for the coming year,” said Dr. Zacarias Garib, director of the advanced immunization program (PAI). The vaccination will be carried out in the schools. In addition, the ministry was developing strategies to reach also the girls who did not participate in classes for various reasons.
