Now a “mobile� visa!

Houses of Parliament Thai applicants for UK visas now have a further, if expensive, choice about how to process their paperwork. They no longer need to visit the embassy in Bangkok provided they enroll for the outsourced VFS Global On-Demand Mobile Visa Service in connection with their planned visit. The new service, originally launched six weeks ago, allows applicants to schedule their dates and their personal venue for the visa application and for

biometric data collection. There is no need to join the queue at the Bangkok application centre and the whole process can be completed in Pattaya, Chiang Mai, Phuket or anywhere else in Thailand. The processed documents are sent to and from VFS by courier mail, and three days notice is needed to activate the procedure and pay the fees online. Feedback so far is that the new service is useful for groups applying to visit the UK, such as student tours or

business men and women, while the cost is prohibitive for individuals. The minimum cost is around 51,000 baht for up to five applications, including singles, with a further 10,000 baht to pay for each group member over five. The ordinary fee for a standard visa to UK is around 5,000 baht. The new mobile visa service is available for all except the long-term student visa which requires a full interview. News Wallet stolen from parked truck

The window of a pick-up truck was smashed while the vehicle owner was having dinner. Warutchai Nantasurasak said he parked his truck in the restaurant’s parking area, opposite Soi Naklua 16/2, and when he returned to his car found that a window had been broken and his wallet with about 10,000 baht had been stolen.

German catches katoey thief

A Russian woman was injured when she kicked the glass door of the investigation room at the Pattaya Police station. The shattered glass injured the leg of the tourist, Vlada Cal, 35, who was sent to Pattaya Memorial Hospital. Vlada’s husband had been arrested for drunk driving. When Vlada arrived and insisted on seeing her husband, she was told to return the following day during visiting hours. She seemingly did not understand, became upset and kicked out the glass door. Police will be inviting her again for further questioning and possible charges.

German tourist Broschart Thomas, 59, was riding on a baht bus with his girlfriend and a German friend. As they passed the Dolphin roundabout in North Pattaya, another passenger, transgender Penphet Supaphat, sat beside Thomas and began to hold and hug him. When Thomas grabbed the katoey’s hand, he found it contained 1,200-baht stolen from the German’s pocket. Thomas escorted his new friend to the police station where Penphet confessed.

Famous Thai boxer mom robbed

The driver of a motorcycle taxi pulled up to two pedestrians and struck one of them in the head with a gun. Tika Pachoomlek, 29, said he and a friend were walking home in South Pattaya when a motorcycle approached and the driver shouted at them, then suddenly pulled a gun and hit Tika on the head. Not coincidentally, the assailant lives in the same apartment building as Tika, and had been shouting at him for several days. Police identified the suspect as Nantawut Changmai and later apprehended him in his room where they found a gun. It was determined to be a BB gun. The suspect admitted the allegations, claiming Tika had been shouting at him as well.

Cambodian-Thai conflict

Two gangs got into a brawl in Naklua where police found an injured man identified as 24-year-old Uthai Sangthong bleeding on the ground. He was sent to Banglamung Hospital. Witnesses said that Uthai was drinking with Thai friends, including one who worked in the pub where a Cambodian gang member also worked. After work, the Cambodian raced the engine of his motorcycle, and the Thais asked him to stop the loud noise. The offended Cambodian summoned his gang who assaulted the Thais with knives and sticks. Police are checking CCTV footage to identify the suspects.

Family Mart robbed

A man wearing a helmet and carrying a knife demanded cash from the register at a Family Mart. Employees said that the thief poked a knife at them, took 1,500 baht, and drove away on a motorbike. Police are reviewing the store’s CCTV footage. Pranee Klinmee, mother of famous Thai boxer Sudsakorn Sor Klinmee, was accosted by two unidentified men on motorcycle who stole more than 10,000 baht from the woman and her cousin. According to Pranee, she and her cousin were riding a motorcycle to Soi Nernplubwan after watching a Muay Thai fight when they were stopped by two men with guns. The men took their personal belongings and fled.

Gold necklace snatched from Chinese tourist

Chinese tourist Yingjee Tao was relieved of his 100,000-baht gold necklace by a thief in North Pattaya. He said he was sitting behind a motorcycle taxi driver when another motorcycle drove by and the driver snatched his necklace.

One of the men seen in a video sexually molesting a girl in Pattaya during Songkran was caught by police. The suspect, Jiraphat Krasaesathien, was taken to Pattaya Mayor Pol Maj Gen Anan Charoenchasri and Chief of Police Pol. Col. Apichai Krobpetch. At a press conference, Jiraphat acknowledged that he was indeed one of the men in the video but denied that he molested the girl. Further investigation was ordered by Region 2 Police Chief Chitti Rodbangyang, noting that the incident was bad for the city’s reputation. Police continue their search for a second suspect, 24-year-old Itthipol Sumontha.

News A Journey of music and dance by Derek Franklin The International Folk Dance Ensemble from the United States will be giving one single performance here in Pattaya as part of their 2017 tour of Southeast Asia. For more than six decades the group, which is based at Brigham Young University in the state of Utah, have p e r f o r m e d a l l ov e r t h e United States, as well as many countries around the world and their current show highlights traditional dancing from many nations. The name of their current show is ‘Journey’ and the 90-minute performance will take the audience on a journey of music and dance from the USA, Haiti, China, Ukraine, Russia, Slovak Republic, Spain, Hungary, Romania, Mexico, Indonesia and Ireland.

The one and only Pattaya performance will take place on the afternoon of Saturday, May 6, at Alcazar Theatre, located on Pattaya Second Road, and the show will start at 1:30 pm. Prices are from 500 baht

up to 2,000 baht for VIP seats and can be purchased at the Father Ray Foundation on Sukhumvit Road; all proceeds from the performance will be donated to the Education Fund at the Father Ray Foundation.

Tower Bridge UK ambassador Brian Davidson said, “The new initiative further enhances the services offered by the embassy to make Britain more easily accessible to their Thai friends and partners.” A similar system is already in use in China and India for British visa applications, according to internet sources. Because those countries are much larger than Thailand, there is a potential market from those who would have a long and difficult journey to visit the processing centre in person. An international school located near Pattaya is believed to be considering the new mobile option to avoid a large group visiting Bangkok to hand in the paperwork for a holiday trip and having their fingerprints taken there. A spokesman said anyone interested should send an email to ukviodmvbkk@vfsglobal.com to register an interest and to receive the full instructions. He added that each application costs about double the cost by the traditional route, but avoids travel costs and the inconvenience of using the VFS processing centre in Bangkok.

But British expats hoping to obtain a visa for their Thai partner said the mobile visa option was simply too expensive for individuals. “Nobody I know is going to pay over 50,000 baht just to avoid going to Bangkok to hand in a single file,” said one, “it’s just a bridge too far.” Another pointed out that the new procedure was not a fast-track option. “You still have to pay an extra fee if you want an answer in three days.” Commentators say that the outsourcing of some British embassy services in recent years has led to an emphasis on profit-making and revenue collection as the most important factor. What concerns many Thailand-based visitors and expats is the perceived reduction of front-line services for Brits with a personal problem. They point, for example, to the closure of provincial consulates in Thailand at a time when other European embassies seem to be expanding theirs. British embassy spokespersons argue that resources need to be centralized to concentrate on the most needy cases.

The Tourism Authority of Thailand (TAT) would like to assure all international tourists and travellers that Bangkok remains a top destination for street food. This is in light of recent articles in the Thai and international press, stating that the Bangkok Metropolitan Administration (BMA) is to ban food stalls from Bangkok’s main streets. TAT has contacted the BMA and found that while there are measures in place to control food vendors and enforce current regulations, there is no outright ban on the sale of street food. In fact, the BMA appreciates that food vendors are a vital part of the city’s identity and helped Bangkok be listed by CNN as one of the 23 best cities in the world for street food. BMA has said that it will be providing support and advice to the city’s street food vendors to help them raise hygienic standards, improve food safety, and adhere to proper waste

management procedures. To ensure the safety and convenience of all road users and pedestrians, BMA is enforcing measures regarding sidewalk and road obstructions and is working with the Metropolitan Police Bureau and its Traffic Division, to see that vital walkways are clear of the food carts, chairs and umbrellas used by many street food vendors in the city. This means that in Bangkok’s busiest areas, vendors have been required to move to designated zones and nearby markets to operate. Popular tourist streets, such as Chinatown’s Yaowarat and Khao San Roads, will not be affected. But these areas will receive special attention to ensure international hygienic standards are met by the vendors. To this end and pending government approval, the BMA intends to implement the following measures:

But silence has reigned since then. A similar story with the 10-year Thai visa for aliens which, some say, could replace the well-known retirement visa. We are told that there is no breaking news on either promise. Friendship supermarket on South Road has turned up trumps again and you can find the paste in the aisle, prominently displayed next to the nuts and amongst the jams. INFLATION RESTRAINED Contrary to received wisdom, some prices in Pattaya have not risen in over 10 years. If you shop around you can still obtain a photocopy for two baht a page and the monthly charge for city hall’s refuse collection has been 40 baht a month for as long as anybody can remember. Foot massages have even got cheaper of late with 150 baht becoming common. FIRST TRAFFIC LIGHTS To settle an argument, where was the first set of traffic lights installed in Pattaya? Well, it was on Sukhumvit Road at the junction with North Road as long ago as 1982. The rest of the resort in those far-off days was entirely traffic lights-free as well as never knowing what a traffic jam was like.

Thailand’s Ministry of Tourism and Sports says the total economic impact of spending during the Songkran 2017 holiday was 45.428 billion baht (USD 1.3 billion*), representing a 14.40 per cent increase over the same period last year. In addition, several destinations nationwide were reportedly recording noticeable tourism growth during the Thai New Year period. During the Songkran 2017 holiday period from April 11-17, Thailand attracted 695,894 international tourists and generated about 36.941 billion baht (USD 1 billion), up 10.9 per cent and 16.40 per cent, respectively. Meanwhile, domestic tourism resulted in 3.03 million trips and 8.487 billion baht (USD 242 million) revenue up 3.36 per cent and 6.45 per cent, respectively. The Ministry of Tourism and Sports in collaboration with the Tourism Authority of Thailand (TAT) organised and supported celebrations of Songkran 2017 in 14

destinations nationwide. They are Bangkok, Chon Buri, Chiang Mai, Khon Kaen, Ayutthaya, Songkhla (Hat Yai), Nakhon Si Thammarat, Phuket, Nong Khai, Samut Prakarn, Suphanburi, Nakhon Phanom, Lampang, and Sukhothai. H E K o b k a r n Wattanavrangkul, minister of Tourism and Sports, personally joined the Songkran 2017 celebrations in Khon Kaen, Ayutthaya, and Chon Buri. In Khon Kaen, she also took part in setting a new record for the “human wave” activity, covering a one-kilometre-long strip on Khao Neao Road. The activity, which started in 2009 to symbolise unity, attracted 100,000 revellers on the first day (April 13), increased to over 120,000 revellers on the second day and concluded with 135,271 participants on the last day. It involved three rounds of human waves created with the participants jumping from the ground with hands raised high and sitting down immediately. In Ayutthaya, Kobkarn said

the Songkran 2017 activities at the UNESCO World Heritage Site – Ayutthaya Historical Park were joined by many Thai and foreign tourists. On the last day of the one-week long holiday (April 17), the minister joined the traditional Sand Pagoda Ceremony on Lai Day in Bangsaen, Chon Buri, with the highlight being the building of sand pagodas – one of the traditional aspects of Songkran. In addition, Kobkarn said, “With 41 per cent of domestic trips going into 14 destinations where Songkran 2 0 1 7 c e l e b r a t i o n s we re organised by the ministry in collaboration with the TAT, that means Thais spent on accommodation, food and transport, thus supported local businesses. This makes us proud for being able to entice Thais to travel domestically.” Based on the ministry’s preliminary data, of the 3.03 million domestic trips during

April 11-17, 2017, a total of 1.25 million trips took place in the 14 destinations, a growth of 5.61 per cent when compared to the same period in 2016. The total economic impact totalled 5.15 billion baht (+7.86 per cent), or 61 per cent of total domestic tourism revenue generated during the Thai New Year 2017. Irish Society of Pattaya Pattaya is home to a large expatriate Irish community. Our city also hosts the largest Saint Patrick’s Day parade in Southeast Asia, and there are numerous Irish bars, many authentic, and others not so. The Irish Embassy in Bangkok has only been opened a few years, and HE Brendan Rogers, ambassador at the embassy, has visited Pattaya on many occasions, most recently to lead the parade on March 17. The Irish Thai Chamber of Commerce in Bangkok has a growing membership of local Thai and Irish business people who have an interest in the development of business ties between Ireland and Thailand. N ow there is a ne w organisation, located here in our city and whose founding members recently held their first inaugural and official meeting at the Tara Court Hotel. The Irish Society of Pattaya was formed by a group of expats, not all from the Emerald Isle, but who have an

interest in either the local expat community or connections to Ireland. The aims of the Irish Society of Pattaya are numerous. It wants to promote Irish culture and sport, not only with the parade on March 17, but also to introduce sporting events, organised in conjunction with the Gaelic Athletic Association. It also hopes to raise funds to cover the cost of bringing Irish cultural groups to Pattaya.

Another objective is to raise awareness and muchneeded funds for local charities, not only those with an Irish connection, but those who are in need of support. The society’s website, not yet up and running, will offer advice to tourists to Pattaya, as well as to those who are thinking of making Pattaya a more permanent home. It will also be able to offer basic advice on the official aspects of living in Thailand. However, it will not become an official

WTTC tourism leaders show support for Bangkok’s ‘Green Lung’ About 100 attendees from the World Travel and Tourism Council Global Summit in Bangkok will plant more than 300 mangrove trees in Bang Krachao, Bangkok’s ‘green lung’ across the Chao Phraya River from Klong Toey, to draw attention to environmental issues and the continuous pressure to develop the area. The greening effort on April 28 is part of the global Tourism Cares non-profit initiative, which unites tourism industry members to give back to local communities and is held in close collaboration with the WTTC. “I think WTTC tourism leaders will be pleasantly surprised by the wonderful 16 km of orchards, canals and rural walkways that we have on the doorstep of downtown Bangkok,” said Willem Niemeijer, CEO of YAANA V e n t u re s , a s u s t a i n a b l e tourism facilitator company which was chosen by Tourism

Fill a shaker with ice cubes. Add all ingredients. Shake and strain into a chilled rocks glass filled with ice cubes. Garnish with a maraschino cherry.

>> from L1 Mick and I were invited to visit their flagship restaurant and all-day dining outlet Atlantis recently and were so impressed not only with the friendliness of all the staff but the spectacular aqua-décor of the huge column aquarium that dominates the centre of the restaurant. We sat right by this fishy entertainment and the sheer variety and number of the exotic fish kept us amused all evening. We opened with a more than generous Black Tiger Prawn Salad (B.250). Big, fleshy BBQ prawns were stacked atop a technicolour salad of cherry tomatoes, chopped mangos and coriander and flashed with Balsamic dressing. Fresh, tasty and vibrant, it made the ideal starter. The kitchen also prepares a Classic Tomato and Buffalo Mozzarella Salad with garlic confit and house-made pesto sauce that would also have fitted the bill nicely (B.210). For a healthy delicious lunchtime snack, the menu offers some interesting wraps and sandwiches. The Indonesian Chicken Wrap (B.185) highlights grilled, marinated chicken with lettuce, peanut salsa and shavings of shallots and cucumber

or the big house signature Ciabatta Club (B.250) is full to bursting with chicken, crispy bacon, fried egg, lettuce, tomato and coated with garlic mayo. Their Classic Beef Burger (B.250) or Jalapeno Popper (B.290) for that extra kick were popular choices on the night we were there, as were their beer (Singha) battered fish and chips (B.180) with potato wedges. The Thai menu is a gratifying mix of the very best gourmet versions of the traditional dishes. For instance, the Geang Massaman showcases 24 hours braised best beef with onions and potatoes and scented with cinnamon and star anise. While the Tom Yum offers a choice of three versions using Tiger Prawns (B.320), Chicken (B.180) or Tofu (B.160). The herb-infused broth has been charged with galangal and lemongrass and treated to the added element of roasted chilli oil. We were then served a bowl of spaghetti pesto with garlic bread (B.180) which we enjoyed, especially the house-made sauce. All pasta dishes are handmade and cut and can be ordered with their variety of sauces with spaghetti, penne or

tagliatelle. This was followed by roasted Norwegian salmon served with a very well made Béarnaise sauce. Beef lovers would be well served with the Australian tenderloin coming in at 200 grams, being seasoned with Himalayan pink salt and black pepper and served for a very reasonable B.400. Other main courses include schnitzel, pepper pork tenderloin, Australian pepper steak and lots of other very competitively priced meat dishes. For the sweetest ending we chose a chocolate truffle gelato accompanied by fresh kiwi fruit and chocolate sauce, don’t miss it. NATAN’S: A Culinary Charmer!

At the nerve centre of this popular restaurant in Jomtien is the eponymous Natan and his partner Christophe who both manage to indefatigably manage the front of house hospitality and also produce the multilingual cuisine that leaves this contemporary kitchen. Combining their individual skills and patriotic penchants, the menu sings with Francophile and Thai dishes with a whole raft of international dishes in between. The restaurant really is a pleasing space in which to while away some hours. There’s a leafy terrace, a pleasing colour palate and flattering lighting. The bar has a life of its own and was pleasantly buzzing when Mick and I visited recently as was the restaurant area, confirming that Natan’s has surely carved out a special niche for itself. The restaurant exudes coziness and bonhomie with a tried and tested menu featuring strong influences from Italy and Spain and a prolific listing of everyone’s favourite starters including mussels in wine and cream, home-made soups, avocado and shrimp cocktail, crab and shrimp cocktail, hot goat’s cheese salad (B.250), tiger prawns in garlic butter with a whisky flambé (B.340), cheese plates, charcuterie selections, and vibrant salads. Totally enough to make a tapas style dinner and many diners come here for exactly that culinary experience. The “Specials Board” shines through daily with exciting dishes, the likes of beef Charolais bourguignon (B.370), grouper fish fillet with pink pepper, chicken and scampi fricassee, filet mignon de porc and bacon, entrecote maitre d’hotel and much more to really please all tastes. The wine list has been personally selected by Christophe with some excellent choices with an eye not only to quality but also to please every pocket. We were drinking a crisp, fresh white gris at B.1,109 from Gerard Bertrand who is a leading winegrower and owner of flagship estates in the terroirs of LanguedocRoussillon. Our dinner perfectly commenced with a present from the chef of a creamy, rich foie gras accompanied by a fresh tomato salsa and toast. The signature foie gras terrine was outstanding, rich, silky and meltingly

delicious (it is listed on the menu at B.450). The cocktail of crab, prawns and avocado had a moreish opulence with lashings of fresh crab meat, plump sweet prawns jumbled with creamy avocado and dressed with a classic Marie Rose sauce while Mick’s frogs’ legs were chubby, fleshy limbs served with a mixed salad garnish. Excellent dishes both, and from the sounds of the satisfied customers around us, we were all en route to culinary happiness. The wine list offers some interesting labels from Spain, Australia and France with prices starting at around B.900, or the house carafe for B.330. New wines are being introduced regularly with this month’s promotion highlighting an Australian Cabernet Sauvignon from Minga Creek. Priced at B.790 for one bottle or B.1,390 for two, it’s quite a bargain. There’s also a Champagne Lombard Brut from Epernay on offer for B.1,995. Mick and I chose our main courses from the “Specials”, fresh sea bass with mustard sauce and chicken and scampi fricassee for Mick. The mustard sauce was ambrosial, buttery with a kick of mustard and complemented the bass perfectly, while the chicken and scampi made good friends in their creamy sauce, making for the original French comfort food. The Thai cuisine here comes highly recommended. From the deep-fried whole fish smothered in sweet and sour sauce to the fiery jungle curry with chicken or pork through squid fried with salted egg to the ever sought-after tom yam kung they are all here on this menu numbering

more than 25 in total. To finish, diners drool over these desserts. On a previous occasion when we ate at Natan’s a customer told us that the first time he sampled the chocolate mousse he cried tears of joy! Really, he said that! So how can you leave without trying it? It arrives in a pool of strawberry coulis wearing a tiny gold leaf tiara. An intensely erotic experience for all chocolate lovers! Another must try is a French specialty dessert called ‘omelette a la Norvegienne’ (better known to us as baked Alaska). This is flambéed with cognac for the sweetest indulgence. If you love a profiterole you must try them here. They are filled with rich vanilla ice cream and accompanied by an immoral chocolate sauce for a taste of dessert heaven. Thai-French culinary ‘entente cordiale’ just oozes from this cordial gastrobar/bistro. Memorable morsels abound whether you are ordering from the interesting tapas menu or going for the full 3-course a la carte experience. To sum up, Natan’s offers mouth-watering dishes at walletfriendly prices. It is the sort of local gem beloved by those in the know. Triangle Choke from Guard The triangle choke is one of the signature submissions in Brazilian jiu-jitsu. It works from white belt all the way to the highest levels of mixed martial arts and international competition, both gi and no-gi. The triangle choke teaches you how to use your legs to attack and choke your opponent. It is the primary threat from the bottom when you’re confronted with a larger, stronger opponent or a superior wrestler whom you are unable to reverse and obtain the top position. The triangle choke is very versatile and can be set up many different ways from the different guards. First you’ll learn how to correctly perform the mechanics of the basic triangle choke and in the future, you will discover that many different roads lead there. Attacking the triangle when the opponent has a strong posture. Posture is the best defence against the triangle and if you are attacking the triangle while your opponent has a strong defence then your success rate will be low. Cross Collar Choke from Guard The cross collar grip is the starting point for your sweeps and other attacks from the guard. The basic collar and sleeve grip is how you base your closed guard strategy. It is the starting point for all of your other guard attack combinations, including the previous two techniques. It teaches you how to use your grip to control your opponent’s head and break their posture down. This was Helio Gracie’s favourite attack from the guard and he memorably choked a Japanese challenger unconscious with this technique in an old black and white match in Brazil. Not getting the first hand deep enough in the collar. Instead reach way deep into the collar, and ‘grab the tag’ at the back of the opponent’s neck.

Property Sansiri confident of Pattaya’s real estate revival Sales to Thais and foreigners rising steadily Sansiri Public Company Limited is confident of continued demand for holiday homes by Thai and foreign customers in Pattaya as the resort city remains one of the preferred tourist destinations in the country resulting in increased interest among investors in this venerable holiday city. The 2016 overall sales growth over the previous year among Thai and foreign customers in the condominium and single house markets, or the rental market, was as much as 80 percent, especially for condominiums. The most preferred locations are right on the beaches or those with the view of the beaches on the famous Pattaya Beach stretching from North Pattaya to South Pattaya, or on Wong-amat Beach that promotes tranquility and privacy. (Information from Research and Development Department of Plus Property Co., Ltd. shows the revival rate of the market from 3 percent to 80 percent, from the overall supply of 56,953 units, while the beachside properties also were found to be selling well, likewise, at about 80 percent on average)

Uthai Uthaisangsuk, senior executive vice president – Business Development and Project Development Division (High Rise), Sansiri Public Company Limited, elaborated on the information, “The overall market projection for 2017 should be interesting for real estate developers, as the impressive growth trend in Pattaya from 2016 is still gaining momentum. This may be due to the fact that Pattaya is a highpotential seaside resort city that has always been popular among Thais and foreigners, although Pattaya tourism has had a setback due to the drop in the number of Russian tourists that used to make up the majority of visitors to Pattaya. “However, it is notable that the demand for beach-side developments has grown substantially among Thais and foreigners of other nationalities, such as the Chinese, whose presence in Pattaya grew by 31 percent. Currently, the Wong-amat location is strongly coming into focus due to its private and tranquil location with as much as 85 percent of the total supply sold in the 95,000-120,000-baht-

per-square-metre range. The most popular are the one-bedroom units with floor areas of from 40 to 55 square metres. This is because these mid-size units can accommodate more people and can more readily fulfill the needs of renters.” Where Sansiri projects are concerned, “THE BASE Central Pattaya”, the condominium under “THE BASE” brand in central Pattaya on the high-potential Pattaya Second Road, racked up 100-percent sales very quickly in 2013. Since its completion as scheduled in 2016, customers have continuously taken the transfer of ownership – 66 percent of Thai owners and 34 percent of foreign owners. The ratio between own domicile and to release for rent is about 30:70, with the good rental yield of 7 percent and the resale price appreciating by 15-20 percent – a satisfying return for investors. OFF-PLAN PROPERTY INVESTMENT What does “off-plan” property purchase mean? “Off-plan” purchase is the purchase of a property which has not been built yet or that does not actually exist or is currently under construction at the time the contract is signed, and the decision to buy is made with only the location and proposed building plans are available for assessment. What are the benefits of buying off-plan properties? Buying off-the-plan is one of the easiest ways to acquire a property. Most property developers offer very attractive payment terms allowing you to pay a small deposit which may be settled in several flexible terms and the balance of the purchase price does not need to be paid until the property has been built which provides buyers with time to plan their finances. Buyers who purchase in the early phase of a development can have the opportunity to choose the best units which, in time, offer highest capital appreciation, and will also generate the greatest rental incomes. Generally, the prices of offplan properties are usually very competitive and can be locked at the market price as of the contract date. Properties appreciate in value between the period of buying off the plan to the date the project is completed. Properties purchased closer to completion will be more expensive than those purchased early because as the demand rises

and more units are sold, the prices of all the remaining units also increases. What are the risks involved in buying off-plan properties? l Buying a property that you cannot physically see or inspect is already a significant risk. This means that when signing the contract, the buyers need to rely on floor plans and images so the buyer does not know exactly the quality and how the property will look when the construction is finished. l One of the biggest risks in buying off-plan properties are project delays. Or in a worstcase scenario, the developer goes bankrupt before completion so there would be a possibility that the project and contract could be cancelled. Some property developers do not have their own funds but instead source funds from the buyers and financial institutions. l Sometimes a developer may not have received pre-approval. The design or dimensions of the property may change to achieve EIA and

committee approval. l It is possible that after the property has been constructed, the valuation of the property may be worth less than what you paid. How to avoid the risks? Investors are advised to take extra precautions before finalizing any transactions. Due diligence is a useful tool for estimating the status of a prospective project and the developer which significantly helps to reduce the risks involved in buying a property that has not been built yet. Legal advice must be obtained before signing any document or paying any money. The need for thorough detailed due diligence is recommended to begin prior to the signing of a binding contract. It is recommended that you have a lawyer in Thailand to review the contract drafted by the seller to ensure it is prepared with proper terms and conditions that meets the standard terms as required by relevant laws and confirm that the contract does not contain terms of any hidden cost and drawbacks. It is essential to be aware of any pending or potential legal action involving the property and to make sure that the developer has all of the required permits and legal documentations for a project that is not yet built. The necessary title and background investigations provide the initial basis to confirm any safe purchase and ensure that both parties deal with each other fairly. The failure to conduct the necessary safeguard usually results in terrible consequences such as serious financial and legal distress on the part of the buyer.

THAI and Bangkok Airways enter code-share agreement Thai Airways International Public Company Limited (THAI), led by Acting President Usanee Sangsingkeo, and Bangkok Airways Public Company Limited, led by President Puttipong PrasarttongOsoth, signed a code-share agreement at THAI’s Head Office to strengthen their respective route networks, to facilitate commercial sales, and to improve passenger convenience in flight connections between the two air carriers. The Thailand Travel Mart 2017 Plus Amazing Gateway to the Greater Mekong Subregion (TTM+ 2017) is on track to report a record turnout of buyers when it is held between June 14-16, 2017 in the Chiang Mai International Exhibition and Convention Centre (CMECC). To be held for the second time

in the northern capital of Thailand, the show has already reported a registration (closure date March 23) of 480 buyers from 64 countries and 354 sellers from Thailand and the GMS countries. As of April 11, 2017, the largest contingent of buyers for TTM+ 2017 are Europe (182), East Asia (137), ASEAN (42), America (38), Oceania (29), the Middle East (11), and Thailand (41). Although final numbers will be established closer to the actual date, so far it is the highest turnout ever, well above the 343 buyers in 2016 and the 440 buyers in 2008. The registration of 354 sellers is also higher than the 342 recorded in 2016. The sellers comprise hotels and resorts (272), tour operators and travel agents (30), GMS (14), entertainment (11), sustainable tourism (8), associations (6), NTOs (5), transportation (4), and other travel services (4). Yuthasak Supasorn, governor of the Tourism Authority of Thailand (TAT), said, “This is a clear indication of the high level of interest in Thailand and Northern Thailand in particular. We are now finalising some very interesting events, activities and tours for the buyers which I am sure will go a long way towards helping them better promote Chiang Mai and Northern Thailand to their clients.” Now in its 16th consecutive year, this year’s TTM+ will be held under the theme concept, “Delivering

Unique Experiences”. The event will be opened on June 14 at 1:30 to 2 pm followed by the forum for Sellers and Buyers and then Local Tourism Product Presentation. The trade show will be held June 1417 at the CMECC. In the evening of June 14, the welcome reception will be held at CMECC. On June 15, a “Lanna Night” reception will be hosted

by the Upper Northern Provincial Cluster. The “TTM+ 2017: Thank You Party” will be held on June 16 at CMECC. The decision to maintain Chiang Mai as the venue of the TTM+ for the second consecutive year was designed to ensure that buyers and media get yet another chance to explore the many unique emerging cultural and natural attractions of North Thailand and the border countries of Myanmar and Lao PDR. It is also part of the TAT’s strategy to better balance the distribution of visitors nationwide. Although the vast majority of visitors head for Thai beach resorts along the southern and eastern coastlines, the future potential lies in the North and Northeast Thailand region, which is set to offer its connecting routes to the neighbouring countries of Cambodia, Lao PDR, Myanmar, and Vietnam. In the first quarter of 2017, Thailand’s visitor arrivals surged to 9.2 million, generating nearly 5 million Thai baht, up by 2 and 7 percent, respectively over the same period of 2016. Amongst these numbers, visitors from Southeast Asia were up by 18 percent followed by the Americas (+14 percent), Europe (+8 percent), the Middle East (+7 percent), ASEAN (+3 percent), and Africa (+2 percent). The Tourism Authority of Thailand (TAT) has entered into a partnership with Michelin Travel Partner to publish a Bangkok edition of the prestigious Michelin Guide. The aim is to allow food lovers to explore Thailand’s culinary scene, raise the profile of Thai restaurants and boost the economy. The first guide is expected to be released by the end of 2017. The Michelin Guide Bangkok is to be released in a bilingual Thai and English edition and will be available in a print and digital version. As Mick Jagger so eloquently intoned years ago, ‘I can’t get no satisfaction!’ Why did that unpretentious sentiment seem to resonate with an entire generation (and seems to continue to resonate today)? Perhaps one simple word – motivation. We’re motivated to get some kind of satisfaction out of life and frustrated when we cannot. Motivation is necessary in all aspects of life. Without it, the human race would become extinct. Unsurprisingly, it also plays a foundational role in learning. Various psychologists have experimented with motivation to understand the importance of its role in learning and have divided it into two categories – extrinsic and intrinsic. The champion of Behaviorism, BF Skinner, stressed external factors, through his theory of operant conditioning, as important to motivating and shaping behavior and, thus, learning. Simply put, operant conditioning is the attempt to modify behavior through the use of positive and negative reinforcement. Through operant conditioning, an individual makes an association between a particular behavior and a consequence. Through the application of positive and negative reinforcement as the consequence of a voluntary behavior on the part of the student, the student learns. That learning is reinforced (or motivated) through external stimuli, both negative and positive. External, or extrinsic, motivation can be particularly effective in classroom management, which is an important tool for creating a conducive learning environment. Regardless of how effective extrinsic motivation may be in

managing the class to provide focus and an optimal learning environment for the student, there are those who have taken issue with this approach as the most effective means of motivation and learning, specifically constructivists.

Constructivists, who perhaps see their champion as Piaget, see learning as constructed from within the learner. Hence, the most effective motivation to learn, for the constructivist, is intrinsic in nature. Constructivists see intrinsic motivation as much more effective in learning because it does not depend on exterior forces or rewards to sustain the learning. The learner devotes attention to something which captures the curiosity because it is interesting, different and mysteriously unknown. The learner continues to pursue the ‘something’ until it is resolved, solved or the curiosity is satisfied. The learner will persist out of the need for inner satisfaction. Constructivists see this as a

stronger means of motivation because it does not depend on exterior rewards but selfsatisfaction. While intrinsic motivation may be the more powerful in regards to learning, it is not always possible to utilize it in the classroom. Extrinsic motivation has a place in learning because sometimes there is learning material that may not excite the learner, but mastery of that material is necessary for further learning to take place. Use of interesting and entertaining videos on the subject, games for fun or competition based on having mastered the subject, and allowing the students to choose how to approach the subject (such as role plays, visual displays or debates) are extrinsic motivators that can possibly tweak the intrinsic motivators to kick in. Therefore, I use extrinsic motivation as a tool to stimulate intrinsic motivation when necessary. Both intrinsic and extrinsic motivation have their advantages and need not be exclusive in their application. In my Year 7 class at MIS, I have used both and have found both to be effective in engaging the student in learning when applied as the learning situation dictates. Popular Conspiracy Theories When reports surfaced just before Christmas that North Korea’s “Dear Leader” had suffered a fatal heart attack aboard his luxury train, conspiracy theorists were having a field day within minutes of the breaking news. Several internet sites claimed that Kim Jong-il was still alive but had been exiled by rogue elements of the North Korean military angry about his alleged, recent deal with the United States to suspend uranium enrichment. So where is Kim now and

who is that guy surrounded by red roses in the glass coffin? One idea has Kim already spilling his nuclear secrets at a secret location in Kansas, USA, where he managed to flee one step ahead of his wannabe killers from the North Korean military. Another suggests he may be at a secret location on a Pacific island learning pottery and hand-weaving with another man very lucky to be alive, one Osama bin Laden. By the way, no problem about the guy in the glass

Doubts persist about heart attack coffin. Plenty of look-alike Kims knocking around. Even a Japanese professor wrote a book a couple of years ago arguing that Kim Jong-il had actually died in 2003 and had been replaced by look-alikes ever since. One of these replacements had apparently fled to Japan and contacted the Japanese professor as he was sick of the lies. Unfortunately, this defector was killed in a car accident and thus unable to verify the rumours. Nobody should be surprised that Dear Leader has given rise to stories galore since his alleged death. The North Korean government itself claimed that there was a double sunset on the day Kim was born in 1942 (it may have been 1941) and an unusually

red sky together with odd movements in a volcano on the day he allegedly suffered the fatal seizure. During his life, it’s said that Kim once sacked one of his spokesmen for stupidly suggesting that his boss had achieved five holes-in-one on a first-ever round of golf. The successor spokesman corrected the mistake – the tally had been eight holes-in-one. No wonder Tiger Woods is jealous. Of all the nonsense produced about Kim Jongil the most believable is the idea that his death was stagemanaged. The news that the world’s last true communist dictator had dropped off his perch was disclosed by a state television announcer who said Kim had died on a moving train at 8.30 a.m. during an inspection and guidance tour around the country. But questions were raised over the official version by Won Sei-hoon, head of South Korea’s intelligence service, who said surveillance footage revealed that the dictator’s personal train on which he allegedly died did not move

over the weekend. In any case, Kim was famous for his nocturnal lifestyle and usually got up around noon. So the authorities may have wanted to stage-manage the death: to create the myth that Kim collapsed from strain whilst working rather than snoozing in bed in his palace. Given that North Korea often tells lies – about the socalled repeated famines or the South Korean warship sinking last year – it is not beyond the bounds of possibility that a few details of Dear Leader’s death were fabricated to give a much better impression and to ease the succession for his son Kim Jong-un. Indeed, governments anywhere often lie about the death of their leader. The nazi radio station claimed that Hitler died fighting the Russians in his bunker whereas the truth was much more cowardly. The Libyan transitional government initially claimed colonel Gaddafi was not murdered by his enemies. We know differently now thanks to the video footage. Although the international press speculation following

Kim’s death was that the succession was far from sure, it has become plain that the 29 year old Kim Jong-un was always more in control than originally thought. Whilst his earlier promotion to four star general had been mocked earlier, Kim Jong-un ordered all units to halt military exercises and return to barracks as news of his father’s death was announced. “This example showed the younger man’s complete control over the military,” said South Korea’s official Yonhap news agency. What is clear beyond a shadow of a doubt is that the world has to face another dose of the Kim family medicine.

Local Sports Sandy Kraokaew Stuvik in the points on GT3 debut

The inaugural race of the Blancpain GT Series Asia took place at Sepang in Malaysia on weekend of April 8-9 and Sandy Kraokaew Stuvik was eager to begin the new season in his Vincenzo Sospiri Racing supported Lamborghini Huracan GT3. Partnering Sandy this season is Martin Kodrić, an official Lamborghini Junior Driver. The pair, one of the youngest in the Series, entered the Silver Cup class, the second largest category in the bumper field of 30 cars. After three days of testing and free practice, two frenetic qualifying sessions of 15 minutes each took place on Saturday morning. Stuvik went out in Q1, a session which was red-flagged twice, once at the halfway point and again with two minutes left. The session was not restarted leaving Stuvik in 8th place overall, 5th in class. Kodrić took over for Q2 which saw an almost identical situation with an unwelcome red at the halfway point. Further improvements were impossible when the session restarted and Kodrić qualified in 13th place overall, again 5th in class. Stuvik took the start for race one and behind him a start-line accident brought out the safety car which neutralised the race for four laps. The track went green on lap five and much of the first part of the race was spent with the top six fighting their way past Liu's Ferrari. The number 86 Audi was the first to get ahead and the eventual race winner streaked off into the distance creating a gap which proved unbeatable. On lap nine Stuvik passed the Ferrari to move into 5th and started chasing down Gounon's Porsche. The pit window opened and on lap 13 VSR called Stuvik in to hand over to Kodrić. When the pit window closed and the race settled down the Croatian found himself down in 10th place. two places and he spent his last laps defending 8th from a train of Audi's. Kodrić lined up on the grid for Sunday's race in 11th place and after making a good start ran wide in turn three and was forced to return to the pits to have grass removed from the front radiator. He rejoined the race still on the lead lap but over a minute and a half behind the leading cars. With no safety car to bunch up the field there was little to be done in the hour long race except show the potential pace of the car. Kodrić was soon one of the fastest men on the

track and quickly caught and passed the GT4 cars as he fought to close up on the GT3 pack. On lap 15 he pitted to hand the Lamborghini over to Stuvik who continued to push hard as he reeled in the back of the pack. When the chequered flag came out the Thai driver had come back up to 16th place overall, 7th in the Silver Cup. The points earned in both races have left the drivers in 5th place in the Silver Cup standings. The next race will be a special one for Sandy as it will take place in his home country, at the Buriram International Circuit, on May 20-21. Sandy is supported by The Pizza Company, Singha Corporation, Thai Airways, Dacon Inspection Services, the Tourism Authority of Thailand, the Sports Authority of Thailand, and the Royal Automobile Association of Thailand.

Anyways we had an eager bunch of boys and girls keen to get out and have a hit at Greenwood CC. We played A and B nines, from the white tees, as usual the course was in great condition, the fairways gave a bit of run whilst the greens played as they normally do on this great course. The weather was quite warm (as it should be this time of year) with no rain is sight but, as the day got longer the lack of breeze made it somewhat uncomfortable. On the return to The Swan we greeted many red faces and that had nothing to do with scores, more to do with lack of sunblock. Many slept the journey home. With a small field we were to play 1 Division only which made the day very competitive. It was Tony Cook who came up trumps returning a score of 36 points. He tipped out Alex Field via the countback system. Third home was Peter Bailey finding his way to the

With the vouchers, we had a good rate at 1,100 baht for the green fees. One topic of conversation coming back in the van was how good the greens were here today, and overall the course was in very good shape. The last par-3 is our regular near pin prize and it was Tom Cody who got the closest.

If she had been around today she may have changed the words to "I was lost in Khao Yai". This was the case for Frank and Les who didn’t make it to the first game of our tour, even with sat nav they had to concede defeat. To be fair, the Sir James course is tricky to find. This is a beautiful layout, but there were a few issues with the greens, slow and bumpy and in need of a mower. Scoring was on the low side with only three players reaching 33 points, the placings decided on countback. There were many hard luck stories and cases of what might have been but these never make it to the score sheet. Overall a very pleasant day’s golf devoid of those pesky little black flies that cause so much annoyance on the Pattaya courses. Khao Yai Golf Club, Stableford (blue tees) 1st Mike Brett (17) 37 pts 2nd Geoff Parker (14) 35 pts 3rd Jimmy Carr (18) 35 pts Near Pins: Les Hall (2), Mike Brett, Mashi Keneta Nestled amongst the mountains of the National Park, Khao Yai Golf Club must surely be the most picturesque course in Thailand. Designed by the Golden Bear, it has some of Jack’s best design work on display. A peculiar feature of the course is the bunkering; red/orange sand is very different, even the course dogs that frequent them are the same colours. In keeping with the quality of the course, the standard of golf was much improved with the exception of a two shot penalty incurred by both Jimmy Carr and Geoff Parker for playing each other’s ball on a closing hole. Both ended up with 35 points taking second and third places

on countback. Mike Brett took first place with 37 points, 22 on the back nine. Mashi generously donated a Titleist golf tog bag to the winner of the day. Longest drive of the day went to Frank Quinlan, not on the course but on the way to the course. It seems Frank is destined to be dogged by sat nav problems on this tour. Rancho Charnvee, Stableford (yellow tees) 1st Les Hall (24) 34 pts 2nd Geoff Parker (14) 33 pts 3rd Les Cobban (8) 32 pts Near Pins: Mashi Keneta (2), Mike Brett, Jimmy Carr With Frank having difficulty in finding the golf courses he decided to follow the organizer Geoff only to arrive at the course via the runway of the local airport. Dodging aeroplanes is somewhat unusual as opposed to cars and motorcycles on the roads. The clubhouse was of a very high standard and the view out from there was visually stunning, including a lake with a cabin cruiser moored in the middle. The course promised a very good playing surface, however, as we went around we encountered a variety of conditions, pristine in places and disappointingly shabby in others. Some greens had just been cored and sanded, others had been done a few weeks prior and the remainder still to be done meant an ever-changing putting challenge. To add to this we had also a variety of weather conditions. Starting out in bright sunshine, for a few holes the wind got very strong, and eventually gave way to rain which luckily was very light and brief, and we finished as we started in bright sunshine again. Scoring was mediocre at best; Les Hall took the chocolates with a modest 34 points. Songkran Getaway tour participants Today started out bad and went downhill from there. Over breakfast Mashi and Gerry Garcia decided not to participate any further and set off back to Pattaya. Frank’s bad back didn’t respond to pharmaceutical intervention so he was sidelined also. This left two groups of four to contest the days play. We received a concession rate of 1,000 baht all in as the course was under maintenance, this was Thai speak for coring and sanding the greens. This was not our biggest problem. By any measure this is a tight challenging course, but today it was as dry as the Gobi desert with dry withered grass on hard pan fairways. Anywhere off the fairways was severely punished which resulted in low scores for most, however, none of this mattered to Gerry Cooney who sailed home with a very good 37 points. The rest of the scores are best ignored to avoid embarrassment.

A green fee of 1,000 baht suggested it might be a reasonable course and as it turned out that’s what we got. A wide open course with well-positioned fairway bunkers, and good quality greens, however, anything too wayward was appropriately punished. A good watering would improve the course enormously. Our numbers were reduced to six players plus one guest, 7-year-old Tina Butler with a swing to die for. Tina got two parr’s off the ladies tees, an excellent result from one so young. It may come to pass that we have to change our name to The Bunker Boys and Girls. The winner of the day was dad Lee who after some difficulties throughout the week found his mojo and recorded a score of 36 followed in second place by Michael Brett with 34 beating Mark Stanley on countback.

Tour overall result The winner for the week was the ever consistent Jimmy Carr who, despite not winning any day, maintained a sufficiently high standard to claim the prize of three sleeves of Calloway balls donated by Mashi. Second and third went to Michael Brett and Geoff Parker. In future, if we undertake a five-day tour it has been suggested that we take a day out in the middle for relaxation and recreation, after five days in a row fatigue becomes significant.

This is the ninth year we have ventured up to Khao Yai province and based ourselves in the town of Pak Chong to escape the madness of a Pattaya Songkran. Overall, we had a great trip as usual, albeit a hotter one than normal. We can usually count on it being a few degrees cooler up there (75 minutes north of Bangkok) but this trip was a hot one. We stayed at the Hill Hotel which is convenient, being right in town so the ladies on our trip were not isolated. I noticed all rooms had new air conditioners and management advised all hallway carpets were being tiled this summer. The swimming pool is the biggest in town! There is a new restaurant called Moosse that is just to the right 80 yards after you leave the hotel that we were all very happy with. Thursday was just a travel day so we had a leisurely three hour 45 minute drive up including two breaks. Friday was our first comp day at Rancho Charnvee and when Gary and Steve finally

found the course, we teed off. Even our caddies mentioned pin placements were wicked but the course was in great shape. Last year it was bone dry but now is back to the lush greens we are used to here. Michael Winterburn won the day with 36 points and Alan Rothwell was right behind with 34. Alan has won this twice before but recent back issues may be a problem. That night we all met up with our darksider buddies from The Players Lounge for some nosh down at the Rim Tarn Inn, and let’s just say the beer and wine were certainly flowing freely. Saturday was optional golf at Bonanza and with a Songkran weekend promo of 1,350 with buggy how could you say no? The course was empty and in beautiful shape. Sunday was our second comp day and the venue was the Seve Ballesteros - designed Mountain Creek. This was voted the least favourite course of our trip and it was supposedly redesigned but you could hardly notice. Alan

Rothwell and Fred Graham shared the win with each on 35 and Phil Smedley struggled for third with 30. Monday was our third comp day and Panorama was the venue. This is a lovely parkland course with some dramatic elevation changes and as the name may indicate, some stunning views. Fred Graham waltzed through here with a winning 39 points and great to see our new friend Rita Zoebeli come in tied for second with the Muscles from Brussels Frank Tordeur at the 37 point mark. We fully expect to report Rita shooting her age in no time! Tuesday was a rest day for some and an optional golf day for others. Some went to the fabulous Toscana Valley and others returned to the Bonanza they enjoyed so much on Saturday. Toscana was great but there is still a lot of construction going on all around the golf course as the multi-million baht housing project is well under way. You just wouldn’t believe the size of some of those houses! It

The Songkran Gang poolside is by far the biggest five-star golf resort development in Thailand. The project is owned by Green Valley and thanks go to Khun Nirand for getting us our tee times at this exclusive golfing destination. The last round of the trip was saved for the incredible Khao Yai Golf Club. This is a Jack Nicklaus golf design and it is spectacular both in layout and the setting. Voted the best course of the trip, K.Y.G.C. also had the best scores. It also blessed us with the coolest weather as overcast skies brought down the temperature to a very comfortable afternoon out there. It was moving day for some of the punters and this was the only day we had our lads hit the 40 mark. Europe was

represented by Walter Baechli and Frank Tordeur who got things together in a big way with each of them hitting 40 points. It was our Aussie mate Fred Graham who cleaned up today and 42 points was his winning score. Our man of the mountain tour is based on the three best scores out of the four comp rounds played so at the end of it all it was a bit of a surprise to see Fred Graham pull through with a total of 110 combined points for his first winning Cowboy hat! It was that final 42 point round that put Freddie in contention and end up with a victory. Fred Birch had one of the near pins but Michael Winterburn was all over those par-3s and scooped all the

You & Your Pets Toilet training for pet owners Thinking back over the years, some readers might recall when the term “toilet water” was synonymous with cologne or perfume. Today, however, the term may refer to the liquid routinely lapped up by your dog—or very daring cat. A common habit, no doubt, but is it sanitary? If you keep a spotlessly clean toilet bowl, you may think it is no problem for your pet to drink from it. On the other hand, what products do you use to keep the bowl spotless? Are those products safe for pets? Have you ever wondered whether it’s safe for your dog or cat to drink that blue water meant to keep your toilet bowl clean? Or even to nibble on those discs or tablets that many people commonly put in the bowls? In essence, consuming any cleaning agents can be hazardous to your pet. However, drinking only small amounts and in the diluted form of toilet water, the threat is negligible. The animal might suffer some mild upset. If taken in larger quantities, you can give your pet a small amount of milk or fresh water to further dilute the mixture. If symptoms are more severe than mild stomach upset,

contact your vet. Also contact your vet if you see your pet eating any cleaning agents or chewing on those colored discs or tablets that go into the toilet. Many of these products cause burns in the mouth, throat and digestive tract. And use caution if you take your pet to visit other homes where hazardous chemicals might be used. Note also that the water quality in your toilet may not be the same as from your kitchen tap, particularly if you do not have a whole-house water filtration system. Even if the water feeding your toilet is sanitized, remember that the toilet itself is a breeding ground for bacteria and germs that could potentially make your pet sick. Gastrointestinal upset could result from stagnant, bacteriafilled toilet water. Beyond the threat of ingesting contaminated water, pets are at risk of falling into—and being unable to climb out of—the toilet bowl. Smaller pets are most vulnerable. If they climb up to investigate the water in the toilet bowl they could easily fall in, putting them at risk of becoming trapped, injured or even drowning depending on their size and the level of water in

This friendly but shy girl has been with us for a few years now. She just loves helping in the garden or with the chores! Smudge's best friend is her sister Bobbie Bobtail who is also shown in this article and it would be nice to find them a home together.

James
