Given the complexity of Thailand’s various long-term visa rules, Pattaya Today has spoken to 20 local expats (aged over 50) about the various alternatives currently on offer. The research did not consider aliens with work permits nor those with permanent residency rights. The three main alternatives are the traditional one year extension of stay, commonly known as the retirement visa, the new 10 year visa announced earlier this year and the various

options available under the Elite card initiative. There is also the annual extension of stay based on a foreigner’s marriage to a Thai national. Far and away the most popular option is the annual extension of stay for retirees which requires income or bank balances of at least 800,000 baht. Bill, a 62 year old Brit, said he had looked at all the options. “I found the new 10 year retirement visa required a lot of complex paperwork including police clearance

from the UK and possession of comprehensive Thai medical insurance.” He said he had limited medical cover from a UK company but had been told foreign-based policies were ineligible. However, not everyone agreed. Bob, an American expat, said he had applied for the 10 year visa – in fact two chunks of five years – because his American wife and children could share the advantages of long-stay in Thailand. “We all feel much

more secure with a visa option which does not require annual renewal,” he said. “My wife and I previously held the one year retirement option, but found that we each had to have 800,000 baht in a Thai bank. The bureaucracy was actually more hassle than the new 10 year path.” The Elite card also has its champions. This requires a one-off payment of between 500,000 baht and two million baht for residency rights from Continued on page 4

News Grand procession ushers in Amazing Centara Hotels and Resorts sets out five year vision and strategy for growth Thailand Tourism Year 2018 Thailand’s leading hotel operator will double its revenues by 2022

The Tourism Authority of Thailand (TAT) kicked off the ambitious “Amazing Thailand Tourism Year 2018” campaign with a spectacular procession through the heart of Bangkok. The opening ceremony, held at Siam Discovery, was presided over by H.E. General Tanasak Patimapragorn, deputy prime minister of Thailand, and brought to life the campaign’s focus on sustainable, quality tourism in line with the Sufficiency Economy Philosophy. H.E. Kobkarn Wattanavrangkul, minister of Tourism and Sports, said: “Today marks the beginning of the Amazing Thailand Tourism Year 2018, which is at the heart of the Royal Thai Government’s ongoing efforts to foster the success of the tourism industry, as a key economic driver. Our outstanding programme of major events throughout the year will once again put Thailand in the spotlight as a preferred destination for international travellers.” The procession featured six parades, which joined a 3.5-km route from the National Stadium to Lumphini Park. Each parade represented a treasured aspect of Thai tourism, with the first showcasing the Lotus Goddess, a symbol of the Amazing Thailand Tourism Year 2018, signifying harmony and happiness. The second parade highlighted amazing architecture and sculpture from each region of Thailand, including miniatures of Wat Phra That Sri Chom Thong, Chiang Mai (Northern Region), Wat Phra Mahathat, Nakhon Si Thammarat (Southern Region), Chon Buri’s Kong Kao – or rice mould – Festival (Eastern Region), Phrathat Phanom Chedi, Nakhon

Phanom (Northeastern Region), and the Mon Songkran Festival in Sangklaburi, Kanchanaburi (Central Region). The third parade presented a taste of Thailand’s wide variety of distinctive foods, desserts, and ingredients, while the fourth and fifth parades showcased the various outstanding festivals and major sporting events set to be hosted in the Kingdom in 2018. The procession was capped off by the sixth parade, which exemplified Thailand’s role as a gracious host. The Amazing Thailand Tourism Year 2018 aims to boost Thailand’s reputation as a preferred destination, while increasing visitors’ average length of stay, expenditure and repeat visitation. The campaign places the spotlight on activities in 13 categories: sports, gastronomy, maritime tourism, weddings and honeymoons, medical and wellness, community-based tourism, leisure, green tourism, night tourism, MICE, trade fairs, B2B marketing activities and logistics. Each of these categories has a packed schedule of local and international events. Yuthasak Supasorn, TAT governor added that “Today’s procession offers a glimpse of what each and every visitor to Thailand can look forward to as part of the “Amazing Thailand Tourism Year 2018”. And one point to be emphasised is expressed in the last procession, which features the many occupations in the tourism industry, and reiterates that Thailand is a very hospitable country and has welcomed international visitors with open arms throughout its history.

Breast surgeon Dr Tapanutt Likhitmaskul , M.D. of Bangkok Hospital Pattaya Breast Center, gave a lecture to 50 volunteers from Phramongkutklao Hospital about breast cancer. Bangkok Hospital Pattaya also donated 100 artificial breast implants for breast cancer patient victims.

and competitive strengths, targeting new or growing markets through brand development or acquisitions. 3. The company will strengthen its core infrastructure, including operating platforms, technology, and reputation. It wants its systems to be best in class to ensure business and service processes are efficient and effective. This includes improving the customer experience via websites, mobile apps, relationship management systems and loyalty programmes. Centara also aims to increase international brand awareness using mass media, new media, event and relationship marketing. Jacques, a 55-year old French citizen, said he had paid 500,000 baht for the “baby” Elite card which allowed him a five years’ stay but renewable annually. “I do not have to do 90 days reporting in person as Elite sees to that,” he said, “and I don’t have to stand in long lines at the airport immigration.” Other advantages were discounts on spas and golf courses and no need for the cumbersome paperwork associated with one year extensions of stay. Introduced in 2003, the Elite card is now a privatized company owned by the Thai tourist authority with the aim of earning revenue from high-end visitors and investors. It currently has 4,300 members with most members coming from UK, China and several Asean countries. There are now various options and pricing structures which allow for family membership in the scheme. Critics of the Elite card complain about the cost and the fact that the advantages can be nebulous. For example, the discounts at sports facilities and various retail outlets are not restricted to Elite card holders. A halfpromise in 2003 that the Elite card might permit foreigners to own land under certain conditions was never ratified. At present, far-and-away the most popular option for retirees is the one year extension of stay for retirement. Its main advantage is its cheapness (1,900 baht + re-entry if required)and the fact that the documentation is relatively straightforward.

However, some commentators believe that the 800,000 baht minimum requirement could be hiked whilst some government sources have expressed concern about longterm foreigners who do not have medical insurance. The X-O or 10 year retirement is only months old, but has so far not had a major effect on the expat market. Most retirees say they prefer to remain with the one year option – provided the ground rules do not change. One disadvantage of X-O is that a sum of money from 1.8 million to three million baht has to be lodged in a Thai bank on a long-term basis. The Elite card is the most expensive to obtain but requires little documentation and certainly simplifies responsibilities with Thai immigration. Although it is true that Elite can handle the 90 days reporting on a customer’s behalf, this holds true only for those members living in major cities and not in rural areas. Elite membership networks are also useful for those needing work permits or investment introductions. The one year extension based on marriage to a Thai citizen is a route mainly used by expats under 50 who are too young to apply for the retirement option. It requires at least 400,000 baht in a Thai bank or proof of overseas income to the same amount. Application and renewal can be slow processes because of the substantial documentation required and the need to show that the marriage is not on the rocks or a fake arrangement.

News Tasty Thailand guidebook released alongside Gault and Millau Belux 2018 edition

The Tourism Authority of Thailand (TAT), in partnership with Gault and Millau, recently released a bilingual ‘Tasty Thailand’ guidebook supplement alongside the new Gault and Millau restaurant guide Belux edition 2018. The launch gala dinner was held in Brussels, Belgium last month, and was attended by more than 600 who’s who in the Belux’s fine-dining scene. Y u t h a s a k S u p a s o r n , TAT governor, said the new Gault and Millau restaurant guide Belux edition 2018 included a 70-page supplement entitled Tasty Thailand sponsored by TAT with an aim of presenting the delights of Thai food to an even wider international audience. “The promotion of Thai cuisine is one of TAT’s top-most priorities because it builds bridges with the agriculture sector, which is Thailand’s largest overall industry, and goes hand in hand with the great branding job being done by Thai restaurants the world over. “There is also a focus on health and wellness, with many Thai dishes placing great importance

on high-value herbs and other highly nutritional ingredients. And because we believe a country’s cuisine is a wonderful way in which to experience its culture, heritage and ways of life,’ Yuthasak added. Thailand reaches for the stars with official launch of the Michelin Guide Bangkok 2018 On December 6, two back-toback events in Bangkok will mark a highly anticipated milestone in Thailand’s gastronomic history when the country’s first-ever Michelin stars are announced and awarded to selected restaurants and chefs in the Thai capital. In the afternoon, a press conference will be held at the Grand Hyatt Erawan Bangkok to mark the debut of Michelin Guide Bangkok 2018, and to announce those restaurants that will receive Michelin stars in the presence of the winning chefs. Later in the evening, a gala dinner will take place at Siam Kempinski Hotel Bangkok to celebrate the Michelin-starred restaurants and present the chefs with their prestigious Michelin star jackets. During the gala event, a sixcourse dinner will be prepared by famous chefs from Michelin-starred restaurants around the world, alongside local talents, to celebrate the inspirational journey of Thai gastronomy from ancient cooking techniques and long-forgotten recipes to modern sways. “Since it first launched in 1900 to guide travellers on their journey, the Red Guide has come full circle and it now acts as a driver for culinary travel worldwide. Our Community Akaryn Hotel Group receives King Of Bhutan recognition for student scholarship program Akaryn Hotel Group, the Thailand-based boutique hotel and hospitality group, put its Corporate Social Responsibility (CSR) initiatives front and centre with a range of initiatives in locations where the company operates hotels and resorts, as well as programs that reach far beyond Thai borders. In 2012, Akaryn Hotel Group launched a scholarship based training scheme for underprivileged Bhutanese young people, offering them the opportunity to travel to Thailand and receive on-thejob training at the group’s flagship resorts, Aleenta Hua Hin in Pranburi and Aleenta Phuket in Phang Nga. Since the program started,

the resorts have hosted and trained 12 individuals, arming them with the skills and experience necessary to find work in the hospitality industry back home, or even to start their own tourism related business. In a letter recently delivered to Akaryn Hotel Group’s Founder and Managing Director, Anchalika Kijkanakorn, His Majesty King Jigme Khesar of the Kingdom of Bhutan expressed his appreciation for the support provided to Bhutanese youth. “I was immensely pleased to learn that due to your wholehearted support and understanding, numerous Bhutanese have been able to change their lives and achieve

EQUINE-ASSISTED THERAPY ABLE THE DISABLED FOUNDATION, HORSESHOE POINT PATTAYA Volunteers needed Able the Disabled Foundation (ADF) Thailand is a foundation that provides therapy riding for special needs children. A horse’s movement is therapeutic and improves the child’s balance, coordination, behavior and muscle tone, along with confidence and self-esteem. The warmth of the horse’s body and rhythmic gait relaxes spastic muscles and stimulates muscular development. The horse’s movement naturally in walk simulates the movement of the human walk. ADF Thailand relies heavily on volunteers for its operation, and community support for its funding. There is a constant need for motivated, cheerful and reliable people to help. It is not necessary to know anything about horses, or disabled children, to make a big difference in the lives of these riders. ADF teaches its volunteers what they need to know in order to walk alongside a rider or lead a pony. The classes are held at Horseshoe Point on Tuesday and Thursday mornings between 10 am to 12 pm. WHA Group donates emergency equipment set to Nong Sua Chang Rescue Foundation

Kind-hearted students from Garden International School (GIS) have helped a Pattaya charity by donating dozens of bags of rice. Year 6 students visited the Hand to Hand Foundation in Pattaya as part of the Ban Changbased school’s Community Service programme. The pupils all “adopted” a Hand to Hand child for the visit and spent the time playing with, talking to and supporting their child doing some art activities or reading. They also sang songs and enjoyed lunch with the Hand to Hand children. In the afternoon, while the Hand to Hand children had a nap, pupils heard from K.Margaret (the founder) about the important work Hand to Hand does in

Pattaya to support families and children in need and heard about the backgrounds of some of the children Hand to Hand supported. Students were praised by K.Margaret for their support and dedication to the children. The pupils had a great time and many were sorry to say goodbye to the child they had ‘adopted’ for the visit. In addition to visiting Hand to Hand they also took a substantial donation of rice and donations of 4500 baht. IB Diploma students in Secondary also helped by promoting the rice drive and encouraging students to donate bags of rice. GIS is based in Ban Chang, near Pattaya.

Real California Milk Culinary Academy Competition 2017

The California Milk Advisory Board (CMAB),in partnership with the U.S. Embassy’s Office of Agricultural Affairs, conducted season II of the Real California Milk Culinary Academy Competition. The competition promoted an array of California dairy products including cheese and milk. More than 40 culinary schools, colleges, universities throughout the country were invited to participate, a total of 12 teams advanced to the final round held at the Dusit thani College. The Suan Dusit International Culinary School was the declared the winner of the 2017 Real California Milk Culinary Academy Competition season II. This year’s winning team consisted of students Supara Kittiudom and Weerathep Artarekom and team advisor, Panjama Praphapantasak. Supara Kittiudom and Weerathep Artarekom are 4th year students in the faculty of Culinary Technology and Service. All three dishes they created each had their own unique concept using California dairy products. For instance, their appetizer featured a variety of California cheeses. This creation incorporated influences from an array of different cuisines including Thai, Japanese, Mexican, and American. Their ability to combine Monterey Jack cheese with red meat and fish on the same dish not only improved the flavor and aroma, but just as important enhanced the moisture and tenderness of the Surf and Turf ingredients. The Suan Dusit International Culinary team’s dessert skillfully combined a variety of California cheeses into hot and cold desserts. Their creations produced products with unique flavors that generated a mouth-watering aroma. Members of the Suan Dusit International Culinary team will travel to San Francisco, California and visit at the Culinary Institute of America’s (CIA), Greystone campus. The team will also take a short-course that will enhance their skills. The value of awards and prizes for the competition totaled 500,000 baht (more than $15,000).

Unveil Their Newly Concepted 1936 Salon In pride of place at the newly concepted 1936 Salon at Indian By Nature hangs one of Amrita Shergill’s seminal works, completed in 1936 and entitled “Sumair” – a reproduction which hangs as the centerpiece to this elegant gastroenclave. Her work is considered so important to Indian culture that the Indian government has stipulated that the art must stay in the country and has declared her works as national art treasures. Amrita Shergill was one of the most impressive and gifted Indian artists belonging to the pre-colonial era. She was also the youngest as well as the only Asian artist to be elected as an Associate of the Grand Salon in Paris. She is famously quoted as saying, “I can only paint in India. Europe belongs to Picasso, Matisse, Braque and others, India belongs only to me”. Av Kanajou, owner and executive chef, has taken inspiration from this great artist to create a reflective salon where she serves a special menu utilizing ingredients rarely found in Indian cuisine together with cooking styles from across India. The private Salon intimately has only two tables with seating of up to eight people for each. Mick and I attended the inaugural party, sat in the new salon and admired Amrita’s image. A selection of dishes from the special menu were circulating and bottles of Bridge Road Brewers’ craft beers were being cracked open. Many varieties including Chestnut Pilsnerm Hefe Weizen, Enigma Pilsner and lots more. A water melon salad (B.180) launched the proceedings. Cubes of sweet melon intermingled with mint, cucumber, a crumble of cottage cheese and dressed with an olive oil and lime juice dressing is the perfect palate cleanser to start your meal. Tandoori King Prawn Quinoa followed. Herbed Quinoa with cauliflower flowerets, capsicum, tamarind jus and topped with tandoori king prawns was a delight especially accompanied by a Hara pea soup (B.220). Delicately

simmered green pea soup with mint and Cottage cheese pearls, served with baby masala naan. The extensive menu includes many Indian favourites such as aloo tikki chat served with yoghurt, mint and tamarind chutneys or an extremely tasty Jamavar lobster burjee (spiced scrambled egg with lobster morsels). Navrattan platter is a sharing dish for two containing a selection of seasonal appetizers. Biryani cataplana is also for two (B.550) consisting of a mélange of prawns, fish and scallops in scented basmati rice. The open faced Dosa/ crepe with juliennes of masala potatoes/Lamb, zucchini ribbons, raita and chilli tamarind jam, served with sambar is another big Indian favourite. There is so much on the main a la carte menu it is not possible to detail it all but the traditional thalis are a big attraction at Indian By Nature and by way of a gourmet introduction to

the a la carte menu. Thali literally means “tray” and they come packed with a selection of non-vegetarian or vegetarian dishes. For example the “meaty” version contains, a chicken tikka, fried fish in gram flour batter, a lamb rogan josh (spicy lamb curry), a vegetable Zalfrezi,, tarkeywali dal, raita, naan bread and basmati rice, pickles, chutneys and dessert of the day. The vegetarian selection includes palak panner, paneer tikka, a vegetable Zalfrezi and samosas

plus breads, rice, pickles and dessert. They are both priced at B.750 and represent a personal Indian buffet of diverse dishes. To sum up, Indian By Nature presents gourmet Indian dining in an ambiance of refined elegance. The cuisine is progressive, contemporising on traditional ingredients but executed with the owner/chef’s unique savoir faire

DRIFTERS BEACH CAFÉ Offers an ambiance so laid-back its almost Horizontal… If I ever get my dream commission to write a guide on the best beach bars in the world, then Drifters Beach Café on Na Jomtien Beach would be an indispensible addition. If you haven’t chilled out at this unpretentious beach hang out yet, then now is the time to head out to the golden sands of Na Jomtien, kick back, relax and enjoy the simple pleasures of beach life. It certainly ticks all our boxes: an ambiance so laid back it’s almost horizontal, a backdrop of tropical paradise proportions, craft beers to slake the thirst and beyond borders chow. On approach you’d be forgiven for thinking the bar-cum café had been pieced together with driftwood but that is exactly its rustic charm. It’s set on the water’s edge and seating is either on the tall bar stools overlooking

the beach (our preferred spot), at the batik clothed tables or on an iconic deckchair set directly on the beach for that toes-in-the-sand vibe. Famous for it’s jugs of Margaritas and their artisanal pizzas it reels in travellers from around the world, expats, locals and tourists. Owned by a charismatic expat from Darwin with his wife, Mon, who wields the baton over her kitchen, it operates at a steady pace with the wood-fired oven disgorging a succession of their top notch molten pizzas. Classic Aussie pies are naturally high up there on the menu and are all priced at B.185. Made with a short crust base and flaky top they are available with fillings of rich beef mince, steak and potato, steak and kidney, steak or chicken with mushroom, spinach and potato in a cream sauce or broccoli and pumpkin in a yummy cheese sauce. Additions of gravy, mushy peas and chips are always popular add-ons to boost the experience. Under the “Mains ‘n Stodge” listing hot dogs come topped with salsa or chilli, plus two tasty newbies, pulled pork and pastrami in long

rolls. The world’s three most requested pastas, carbonara, bolognese (B.165) and napolitana are the hot favourites here as are the sweet potato wedges, fried chicken mid-wings (B.95), the nachos with jalapeno peppers and cheese plus the extra large sausage roll (B.125). Tacos are full to bursting with your choice of filling while the beef stew piled high on toast with garlic bread (B.220) is a trencherman’s undertaking. Although only a small selection of Thai items they are all big on recommendations. Do try either the tom yam kung (spicy prawn soup) or the tom khaa ghai (spicy chicken soup) to appreciate the complexities of Thai flavouring. chicken massaman, Penang ghai and the tangy Thai salad all have their admirers. It all started with pizzas and they are undoubtedly still the best sellers. Over the years they have been perfected, honed and refined with the choice of toppings diverse and atypical. Choices from their 21-long list include the quintessential margherita (B.220) through prosciutto with mushrooms, seafood with crab, prawns and Mozzarella, but our favourite (until we tasted the smoked salmon) was vegetarian with tomatoes, olives, garlic, onion, rocket, bell peppers and

mushrooms but with extra salami. Hawaiian is another top seller but they are all much in demand from 11.00 am until well after the setting sun. Look out for the bacon and egg and the pizzalicious cross eyed crab (masses of blue crab chunks on creamy mozzarella. The demand for craft beers has soared recently and DBC has taken in this trend and is now stocking premium craft beers from the across the globe including America and Japan plus a whole range of stouts, porters and IPA’s. From the soft drinks we liked the ginger beer fizz plus of course there’s those famous cocktails, ciders, shooters, glasses and carafes of house wine plus carefully curated bottles. Also, the latest (and most potent) shot on offer is genuine Tennessee moonshine. It comes in ball mason jars the way it did way back. It’s distilled in the moonshine heartland and is a must try for you’all who want something unique. Drifter’s Beach Café is a true bonza place, no pretensions here, just great food, convivial company and a happy atmosphere. In truth, this is just about the most relaxed place in the world to nurse a beer and watch the kite surfers cruise by.

Does your skin feel like ‘Chicken Skin’? These small, hard, and spiky bumps are medically called ‘Keratosis Pilaris (KP)’. It is completely harmless and not contagious. Despite the fact that one in three people in the United Kingdom is affected by this abnormal skin condition according to National Health Service (NHS), the understanding of this common disorder is quite limited.

What is it really? Keratosis Pilaris is caused by the overproduction of keratin, one of the important building block protein that protects skin from infections, plugging up hair follicles. However, what triggering the excessive formation remains unknown. To some extent, it often appears in light-colored in certain areas like on the back of upper arms, the front of thighs, and buttocks- rarely on the face. Sometimes, these goosebump pimples can become red or swelling because of the inflammation. This can occur to everyone in different variations regardless of age, sex, or race but it is frequently prone to children, females, or people of Celtic origin. The symptom is particularly prominent during teenager years. Keratosis Pilaris affects approximately 50 to 80 percent of adolescents whereas around 40 percent of adults have it. Moreover, it is likely that KP is associated with people with dry skin conditions including eczema, atopic dermatitis, and ichthyosis vulgaris due to filaggrin gene mutations. This inevitably results in higher tendencies for the child to inherit from the parents. It is said that if one parent has the condition, there is 50 percent chance that the child will be inborn. Worldwide, nearly 30 to 50 percent of KP’s carriers have a positive family history. Is there a solution? Even if it is medically harmless but it is cosmetically bothering, especially to many ladies who see it as unattractive and are uncomfortable to wear strapless shirt. For the genetic reason, the state of Keratosis Pilaris has no permanent cures. Nevertheless, there are several remedies suggested by the practitioners to improve the rash; • First and foremost, it is obvious that you have to keep the skin moist by selecting the fragrance-free products containing salicylic acid, lactic acid or urea and soap-free cleansers as soap may exacerbate the dryness. • Avoid scratching your skin roughly and using hot water for showering will help reduce the effect with no extra cost. • With a bit more investment, you may consider adding a humidifier in your home to moist the air. • More or less, gently rub the skin with exfoliating sponge or pumice stone is another effortless alternative to lessen the effect. • Last but not least, the dietary can play a part to minimize dehydration of skin. It is advised to stay away from dairy products and consume foods rich in omega-3s such as walnuts, flaxseeds, salmon, tuna, sardines, soybeans, and Leafy greens. Quality defines successful Ocean Marina Pattaya Boat Show Thousands of visitors to the 2017 Ocean Marina Pattaya Boat Show kept exhibitors busy with sales during the four-day show. Pattaya turned on the style for the 6th Ocean Marina Pattaya Boat Show with four days of excellent weather welcoming 4,554 visitors to the Gulf of Thailand's premier marine event at Ocean Marina Yacht Club which saw a extensive in-water display of global yacht brands as well as a diverse range of onshore exhibitors. “This year’s show has been a great success. Not only has the lineup of exhibitors and displays been excellent, but the number of visitors and the quality of visitors has been very good too,” said Scott Finsten, harbour master of Ocean Marina Yacht Club, organizers of the Ocean Marina Pattaya Boat Show. The Ocean Marina Pattaya Boat Show continues to promote Thailand's marine industry and showcase the Gulf of Thailand's onshore facilities and offshore cruising grounds. Speaking of its central role in the region, Ewa Stachurska, Simpson Marine’s group marketing manager noted how important it was to hold an annual boat show in Pattaya, and how its growth will help to develop and increase brand awareness in the area. Berne Lamprecht, managing director of on-land exhibitor ASAP Marine, commented “The layout of the show was very good and the outdoor set-up was very professional,” while Kazuki Otsuka, managing director of Hull Marine,

CLASS ACTION LAWSUITS IN THAILAND What is Class Action? Class action is a case procedure that allows a large number of people or a group of plaintiffs with the same rights deriving from the same facts and legal principle to present a complaint to the Court. The Court, therefore, passes a judgment showing the rights of the plaintiff and the members of the class. What is the difference between Class Action and Ordinary Action? In Ordinary Action, the interested person must join as the party in a case or interplead to be a party in the case after the Plaintiff has filed the lawsuit. The interested person must appear in the court procedure themselves or authorize a representative to appear in the court procedure, which then has corresponding expenses and complications. On the other hand, Class action only needs the representative of the class of persons to be the Plaintiff on behalf of a large number of injured parties. Consequently, it is more convenient than the ordinary action. All the class members shall be bonded with the court judgment. In case a member does not want to be bonded with the judgment, he/she can show the intention to opt-out of the class action within the prescribed period. The prescribed or limitation period ends when the court allows for class action, or when the parties agreed to make a compromise agreement or has agreed to go for arbitration. What happens after a person opted-out of the class? A person who opted-out of the class has the right to file a separate lawsuit and pursue individual claims. Moreover, he/she cannot file a motion to intervene or join as a plaintiff in the class action. What kinds of lawsuits are eligible for class action? According to the Thailand Civil Procedure Code, where there are numerous members of a class, the plaintiff, who is a member of the class may request for

a class action on the following cases: 1. Tort cases; 2. Breach of contract cases; and 3. Cases claiming various legal rights such as the law concerning the environment, the protection of consumers, labour, stocks and stock markets, trade competition. The court may allow a case to proceed as a Class Action in the following conditions: 1. The nature of the claim and of relief applied for, as well as the allegation on which the plaintiff’s claim is based and of the class of persons with the same characteristics as the plaintiff; 2. The plaintiff has demonstrated the same unique characteristics of the class of persons which are sufficiently clear for the class to be acknowledged, such as all members bought stocks in the same period of time, etc.; 3. The class is so numerous that to conduct a case as an ordinary case shall be complicated and impractical. Since the minimum amount of the members of the class is not specified in the law, the court shall consider about the convenience and complication if the members go on ordinary action; 4. To conduct the case as a class action is more just and efficient than as an ordinary case; 5. WHA Corporation PCL announced the signing of a Memorandum of Understanding (MoU) with Pluak Daeng Sub-District Administrative Organization in Rayong Province, for collaboration in the field of wastewater treatment. As part of WHA’s clean water for Planet CSR initiative, this MoU agreement covers a pilot project for the construction of an eco-friendly wastewater treatment system for the community, through a constructed wetland in Pluak Daeng. WHA Group will provide the engineering and financing for the constructed wetland, with a capacity of 400 cubic meter per day. After the construction, WHA Group will shoulder the expenses for the operation system and the engineering team to run it for one year. The constructed wetland, an eco-friendly biological wastewater treatment system using plants and microorganisms, is one of the technologies developed and used by WHA in its Hemaraj industrial estates. Under this MoU, after completion of the plant, Pluak Daeng employees will receive one-year training on wastewater management and treatment from experienced WHA Group engineers. Equipped with comprehensive knowledge after the training period, the staff will be able to effectively manage wastewater systems in a sustainable way. On November 7, Garden International School (GIS) held its annual Diwali Celebration Evening and, like every year, it was a huge success. Diwali is the Hindu festival of lights and is celebrated every year as a sign of hope and positivity. It was an eventful evening filled with a variety of delicious Indian food prepared by parents and lots of amazing dance performances by students from Year 1 up to IB2. Dances ranged in style from classical Indian to hip-hop and, as always, there had to be a staff performance as that is everyone’s favourite! GIS is based in Ban Chang near Pattaya. The event was sponsored by Indorama and Aditya Birla. Anjali is an IB Diploma student at Garden International School.

Vietnam War, read a passage from the poem For the Fallen, which was followed by the Last Post and a minute's silence. There were also poetry readings and a performance of Bryan Adams' '(Everything I Do) I Do It For You'. The school, based in Ban Chang near Pattaya, has been helping the local branch of the Royal British Legion and as a result collected around 18,000 baht. Let’s Play! by Jay Chambers It would be difficult to count the number of times teachers have been told, “He or she’s not sharing with me!” by little earnest young faces just demanding justice for another’s perceived crimes. The most common result by far is, “Johnny share with Jane,” by an irritated and overworked professional educator. This happens so many times that many don’t realize that it is a perfect chance for the students to actually learn something. It is a perfect chance for the students to utilize free play in order to learn to socialize without argument or rancor. Teachers, or anyone that takes care of more than one child at a time for that matter, can use this opportunity to teach the children how they should talk to each other.

Sit the children down and demonstrate the variety of options they have to come to an agreement peaceably. “You can play with the toy for five minutes and I’ll play with the toy for five minutes after that,” can be one example of making a deal for the participants. Maybe one of the children can find another toy they would like to play with until the first

toy is available once more. The kids may even realize that they both could play with the toy together, further increasing the joy that the toy brings. So, you see, free play isn’t just a waste of school time or resources. It can in fact be a meaningful bit of learning time in a busy day. Jeffrey Goldstein says in Play in Children’s Development,

Health and Well-Being that free play is, “- naturally cooperative. Children agree on when to begin and end play, what the rules and roles are, and then play according to the rules that they have agreed upon.” A chance to practice social skills is just one example of the benefits of free play. There are in fact many reasons for

children or even adults to spend a bit of their time each day to play. Play stimulates neural connections, enables problem solving skills and is a great way to increase health. Just think of it, how do you feel when you go through an entire day without any time devoted to play? Life becomes much more bland and boring when play is taken out of the equation for adults, how much more so would it be for children who have so much energy that is devoted to nothing but play? The staff and management at Mooltripakdee International School realize the importance of play in a child’s life. Automotive News 100 years of Chevrolet trucks A century ago, Chevrolet produced its first pickup truck –the Series 490 Light Delivery chassis truck in the U.S. The truck started a Chevrolet legacy that remainsto this day. With a focus on quality and constant innovation, Chevrolet continues to develop trucks that meet the needs and desires of customers across Southeast Asia and beyond. Many older-generation Chevrolet trucks can still be found on the road in Southeast Asia, reflecting not only Chevrolet’s focus on qualitybutalso its enduring popularity in the region. The 2018 Colorado Centennial Edition is an iconictruck that commemorates 100 years of Chevrolet Trucks and celebrates Chevrolet’s innovation and ingenuity. Chevrolet: 100 years of iconic trucks 1918 One-Ton: The first production truck from Chevrolet was inspired by vehicles used in plants to move parts and pieces from place to place. In the simplest terms, this was an example of form following function. A rolling chassis featuringan open cab, an inline four-cylinder engine and an open frame allowed customers to install a body that fit their unique needs. One particularly striking design element was the beautiful badge, clearly a carefully designed element of this truck. The unique font, proportions and dark blue – almost black – color ensured a very sophisticated bowtie, even by today’s standards.

1947 3100 Series: This is one of the most iconic designs in automotive history – the epitome of a vintage Chevrolet truck. It was such a significant departure that advertisers coined the phrase “Advanced Design,” because it was bigger, stronger and sleeker than ever before. The five-bar horizontal grille was a departure from vertical grilles of the past and was the very beginning of what became a signature of Chevrolet Truck design. The fenders were more integrated and the lamps were on the wide part of the vehicle instead of inboard, giving it a wider, stronger presence. The result was a very handsome design with great proportions. 1955 3124 Series Cameo Carrier: Known as the Task Force truck, the Cameo Carrier was Chevrolet’s first Fleetside design. The bed surface was flush with the cab and fender, making for one complete, elegant shape from front to back. It was also Chevrolet’s first bumper-to-bumper styled truck, as styling didn’t stop at the back of the cab. During this time, styling became a key selling point for vehicles, inspiring more focus on design for trucks as well. The truck represented the heyday of American automotive styling and ornamentation. 1958Apache 3100 Series:This was part of the TaskForce series and one of Chevrolet’s most iconic trucks over the century. The lightduty truck was part of the first truck series with air conditioning, power steering and power brakes. It featured a redesigned front end with four headlights and a fullfront grillealong with a wraparound windshield and panoramic rear window. 1967 C10 Fleetside: Boasting a beautiful, sleek design with a hint of wheel flare, the body side had a strong shoulder that tapered toward the rear. The Chevrolet bar on the front fascia connected the headlamp center with the bowtie – a design element that remains today. During this time, metallic paint was introduced, which highlighted the subtleties and body lines that weren’t as obvious before.

1918 One-Ton 1929 International Series LD: The 1929 was among the first Chevrolet trucks to feature a closed cab, which created the potential for what we know today as interior design. As with all designs, once the functional elements were defined, more comfort- and stylefocused features started to become a priority for truck buyers. This saw the start of an evolution from the purpose-built 1918 truck to a more styled, closed-cab truck. It was with these generations of trucks whereChevrolet started to introduce a wider variety of color options.

1967 C10 Fleetside 1973 C30 One-Ton Dually: This third-generation C/K squarebody truck was the first crew cab dually to market, and many consider it to be the first modern heavy-duty truck. The design reflected a dramatic increase in capability for customers who used their trucks for both work and recreation. The simple, tough and purposeful stance was similar to the earliest Chevrolet trucks.

1929 International Series LD 1938 Half-Ton: This was the first truck designed in the newly formed Art and Color Department, later known as the Design Center, by Harley Earl and his team (Earl became GM’s first design chief ).In the same year, designs of cars and trucks began to deviate, as Design realized the need for trucks to have their own unique identity. As such, the 1938 Half-Ton is arguably the first example of Design’s influence on trucks. The proportions evolved from the earlier designs, creating a lower and longer truck with a styled grille and elegant, swept fenders.

1973 C30 One-Ton Dually 1988 C/K1500: The C/K1500 was the first truck where the design was influenced by aerodynamics. This generation had great design reach, meaning it looked very advanced for its time. This truck still looks modern and sophisticated 40 years later. 1999 Silverado 1500 LT Z71: This was the first generation that used the iconic Silverado nameplate. It introduced many of the modern design elements that customers associate with current ChevroletTruck design, especially the iconic Chevrolet front end. It also included an industry-first three-piece modular truck frame, thus being stronger than its predecessors. 2003Colorado: The introduction of this historic truck redefined the standard of a midsize pickup truck, with an unexpected combination of features that showcased design, functionality and capability. Bangpakong Riverside Country Club (Stableford) The question as we gathered at BJ’s in the morning was would it rain or not as one of the groups had cancelled their game the day before. So after a short discussion off we went, after all we have been wet before, like the last time we went there. Soaked more like it. It was pretty dull on the way up but apart from the odd spot we met no rain to call rain on the way up but as we arrived it did look very dull. Still a quick change and off we went to the start nice and early. The sad first remarks were no carts off the cart path, then I knew we were in trouble especially when I spent the whole day hooking the ball with the cart paths set up for the fade/slicer. So off we went and the first thing we noticed was that the rain of the last few days had left the course seemingly overgrown. It looked like it was been difficult to cut the wet grass and the fairways were a bit long and the rough was penal if you got into it. As I did several times. Most of all though is that the greens putted like you were on velcro, and it was really

Having a cart and pulling the ball I must have walked much more distance than those simply walking and the last few holes were difficult to get through. Indeed to say my age showed was an understatement. I was bushed. And seemingly not the only one. All in all a tough day, but at least it did not rain. Happy days. Soon through the showers it was into cars and back to home base where we were soon into the results. In the A Flight, 0 to 21, the winner was Brian Gabe with 38 points on countback over

the trip to Emerald for the first game of the week. Light rain fell as we departed for the course and the outlook was not good, however, the round was relatively rain-free with only the slightest shower falling. The course was in good shape despite the rain but a little soft so the pick, clean and place rule was applied at the outset just in case of plugged balls. The rough had not been cut for a while and had grown up quite a bit so play from there was a challenge. There were no holdups on the course and the lead group was back in the clubhouse within four hours. The winner of the A flight with 36 points was Stuart Tinkler followed by Keith Norman on 35 and Colin Greig with 34. In the B flight, Phil Moore prevailed with 35 points followed by Ken Davidson in 2nd on countback from Dave Gow both on 33 points. Near pins went to Geoff Parker, Gez Williams, Keith Norman and Michael Brett. Gez failed to show at the presentation so the delinquent’s fund grew a little more.

Although we missed the boat we would like to farewell Glenn Smith returning to Australia for a few weeks. Travel safe and we will catch up soon! Mountain Shadow A smaller than expected group of 17 golfers participated in the mid-week game at the difficult Mountain Shadow course. Conditions for golf were perfect with temperatures moderate, no wind, and a course for the most part in excellent condition with the exception of a few bunkers in need of a bit of T.L.C., grass growing on some and all in need of a good raking. The course was relatively empty so play was at a good pace until the closing holes where a group of five Northern Europeans held up play as you might expect from a five ball. Phil Moore continuing his recent run of good form took the honors with a score of 39 points off a generous handicap of 18, an excellent score on this course. One feels a cut coming his way. Second was Ken Davidson also in good form and putting like a demon with a score of 35, another who may feel the lash of the handicapper’s scalpel.Stuart Tinkler took 3rd with 34 and Richard Baldotto brought up the rear with 31. Near pins went to Phil Moore, Stuart Tinkler, and Michael Brett.

Pleasant Valley A good field of 19 made the trip to Pleasant Valley for the last game of the week. The course was in good order except for two o three greens which were showing signs of wear. Play got underway on time but over the course of the front 9 one of our groups was guilty of very slow play and by the ninth had lost a full three holes on the group in front of them. Unless some players can keep up a reasonable pace of play they risk being put out last every time they play, it is simply unacceptable to lose so much ground on the preceding group. Today scoring was of a very high standard with the winner Stuart Tinkler in sparkling form recording a score of 42 points. Geoff Parker returned to form with 41 to take second place, Gerry Cooney was 3rd with 38 points and at least three players were locked together on 36, the honors going to Dave Gow on countback. Alan Sullivan was the only one not in the winner’s circle to bag a near pin with the other three going to Gerry, Geoff, and Stuart.

Plutaluang (Big Navy) We had 21 golfers turning out to take on the challenge of Plutaluang, or as we know it Big Navy. The course was in great nick, even with the amount of water lying on the fairways. That being the case, we played lift clean and place, the greens being slow for the first hour, but as soon as the rain came it left them a little slower. With 21 Golfers we were in a position to play two divisions with the break down being Div 1 0 to 17 and Div 2 being 18 plus. The breakdown of Divisions was pretty well spot on five of the six placings ended up on 32 points with the Div 1 winner returned with 33 points! It was Steve Younger that lead the way going head to head with Alex kept him on his toes. As said earlier, Steve greeted the judges with 33 points enough to win on the day. Eric Black and Terry Drier were to be separated by our count back system with the Judge getting the nod and taking second. Division 2 saw a bottle neck at the top of the tree, four golfers returned with 32 points a scorers nightmare anyway we sorted it.

by Dick Warberg Crystal Bay – Medal It was the day after Thanksgiving (Black) Friday and the Tropical golfers were shopping for lower scores in the quest to go home with the Monthly Medal Mug! No pick up and get on with your round, you had to keep hitting the little ball until it goes into a just slightly larger hole. That means strategy, focus, and as always is the case in golf, some luck. With that in mind fifteen golfers headed out to try for this most coveted prize. Crystal Bay was the choice today, and we played the C and B courses in that order, maybe to match the course initials? CB is a good stroke play venue as it is more forgiving that most in the rotation, but what is this? Due to rains, less maintenance, or by design, the rough was higher than the usual shaved non-fairway areas for Crystal Bay. Balls off the fairway were often hard to find and equally hard to get out of. It played like a different course. Overall CB

is in fair-to-good condition. A few greens had bare spots but that was about it. Other groups visiting the same day, with Tropical Golfers behind the lot, made for much worry about an agonizingly slow round, but after a few holes everything got spread out and pace was acceptable. The scores were quite interesting... there were two players, and then everyone else. Results: Two players tied at the amazing score of net 64. It’s a shame we didn't have two mugs to pass out as both deserved one, but due to count-back, Mick Coghlan

(c/h 24) won his third Monthly Mug! Mick is hoping to be the first Grand Slam Monthly Mug winner. Tied at the same score let’s not forget Gordon Clegg (34). Gordon has some solace in that he has been playing so well lately he knows that you can't spend a mug. Well played guys! Then “everyone else” came in way back, all tied at net 73, with the count-back order; Andy Murphy (17), Colm Mullen (26) and the returning Rob Brown (8). At least they can feel good that one short missed putt didn't cost them the mug.

The greens on the front nine were sanded (Really? In November?) but putted true, and the back nine greens were just great. There were surprisingly few grumbles in the locker room so the verdict was still good on the course. Overcast skies made the round more bearable. No high scores today and a tie for first saw the return of our old mate Ian Brimble, and the departure of the engaging John “Butch” Furneaux. Yes, Ian is back with us again for a couple of weeks golfing holiday and kicks it off in fine form with a win. Butch is leavin’ on a jet plane back to Oz and it has been a fun 5 weeks with him and his mates in town. Don Calais finds himself at third with a 34 and none other than Kenny Aihara claims the Caddy Smile near pin. Did he get the birdie? From what I hear he was lucky he didn’t 3 putt!

Green Valley – Stableford – White Tees The greens were fast out at Green Valley today, even with a light mist for the first few holes. Yes, there is still rain about in November as unusual weather patterns continue in Chonburi. It used to be that the end of October marked the end of the rainy season, but no more. The locals took advantage of the day as regular Monday golfer Andy Makara wins here today with a strong 42 on the card. Three followed on 41, including our mate Bob Mulholl and who did not allow all the locals in all the scoring. Robbie Taylor took the near pin but walked off with just a par.

Greenwood With a good field of 26 golfers, it was a pleasant change to take the buses up the highway to tackle Greenwood CC Golf Course. With our drivers finding a different route to travel it got travelling time down to under an hour. On the buses, the usual suspects were predicting as they do every time we venture out, it is a vast different trip home with most of the punters taking the time to lament the days outing, or just take the quiet time to catch up on some sleep. We played C and A nines from the yellow tees and although a little short for some, it was the tricky par 5’s to sort most out. Scores were good on the day but this is a course that sorts out a lot of golfers. The course was in great nick with the greens playing spasmodically. The weather was also good to us, a bit of a breeze would have been good as it did get hotter as the day got longer. In Division 1, it was Buffalo Bill that showed the way, returning with 37 points two clear of his nearest opponent. Second in was Mashi Kaneta with Colm Lawlor knocking the judge out of contention via the count back system. Division 2 saw Fritz Webber return a very good score, he greeted the judges with a score of 40 points. Second and third went to Alan Sanders and Colin Stielow. Those little hidden fingers of water that jut out into the fairway are the bugaboo of this course. Once you figure that out, it is a whole lot easier and you will score a whole lot better. Some guys also let those terrible little letters O and B get into their heads, so you had better get over that as well at Eastern Star. Surprisingly, I find it is the low handicappers who struggle at this course. I personally really like this course and when that new Pattaya bypass opens in a couple of years, we will get here, and Emerald, in about 35 minutes. We were off the yellow tees today at 6,600 yards and it was a good decision as we were getting a fair bit of roll on the ball in spite of a few wet patches. Former pro Franjo Blazevic is getting used to his new clubs and a 37 here gets him third place. Kenny Aihara is getting his form back thanks to those Sunday sessions at Siam Waterside. Kenny is back on the podium with a respectable 38 here. It was all Robbie today with a Taylor made win on 40 points, and the near pin as well! That is very good shooting on this track so congrats to Robbie for a fine round of golf. Unfortunately, Robbie bagged the birdie on the near pin so that beer is on me mate! Kenny has been with us for about 8 years and I don’t believe his handicap has ever been this high, so he obviously needs to spend more time in Pattaya! I know Kenny won’t mind me sharing this, but last year at Pattavia, he had a 5-putt green. That is an example of how difficult this course can be, and in typical T.G.C. tradition, we will always give the S.B.M.F. some s#*t about it! You & Your Pets Collar your dog right Every dog needs a collar, chiefly because it provides something to which you may attach a leash and your dog’s ID tag bearing your telephone number. But what kind of collar should you choose? You might want a decorative or colorful collar that reflects your dog's (or your) personality, or something more practical designed to train dogs or discourage bad behavior. The standard flat collar has a buckle or plastic snap closure and a ring for attaching identification tags and/ or leash and is available in many colors and designs. It should fit comfortably on your dog's neck--not so tight that it chokes him but not so loose that he can slip out of it. The rule of thumb is that you should be able to get two fingers underneath the collar. Then there’s the martingale or limited-slip collar designed for dogs with narrow heads such as Greyhounds and other sight hounds (Afghan, Saluki, whippet). It is also useful for a dog of any breed that is adept at slipping out of its collar. The martingale consists of a length of material with a metal ring at each end. A separate loop of material passes through the two rings. The leash attaches to a ring on this loop. When your dog tries to back out of the martingale, the collar tightens but just to the size of your dog's neck so it won't choke him. Another option is the head collar--similar in principle to a horse's halter. One strap of the collar fits around your dog's neck and sits high on the head, just behind the ears. The other strap forms a loop around your dog's muzzle. The leash attaches to ring at bottom of muzzle loop. The head collar is good for strong, energetic dogs that jump and pull. Because the halter is around the muzzle instead of the neck, your dog loses a great deal of leverage and will be unable to pull on the leash with its full body weight.

To be effective, the head collar must be properly fitted and the leash must never be yanked. Ask your vet or a dog trainer to help with proper fitting. It may take time, patience, and lots of treats before your dog becomes accustomed to the head collar. Initially, use it only for short periods until your dog is comfortable, then only when you take him out on a leash. Even if your dog is difficult, avoid using an aversive collar, choke chain or shock collar. The aversive collar, designed to train dogs through discomfort or pain, suppresses unwanted behavior, but it doesn't teach dogs what proper behavior is. Choke collars, which are made of metal links, are designed to control your dog by tightening around your dog's neck. However, you cannot control how much the choke chain tightens, so it's possible to choke or strangle your dog. It can also cause problems such as injuries to the trachea, esophagus and blood vessels in the eyes, neck sprains, nerve damage, fainting, transient paralysis, and even death. And shock collars use electric current that claim to help train dogs and discourage barking. But they can be painful and can irritate and inflame your dog's neck. For training purposes, positive obedience exercises, treats and repetition work best. Avoid painful and harmful devices.

Think dogs' mouths are cleaner than humans? Think again. Dogs' chops are teeming with bacteria and may harbor germs like salmonella and campylobacter. These organisms get into a dog's mouth from eating spoiled food or when he uses his tongue as toilet paper. Then a kiss moves these germs from pooch to person, potentially along with a nasty case of diarrhea.

This lovely mum and son combination were rescued from our local temple. Celia had 3 kittens 2 of which have already been re-homed, leaving just this little black and white rascal Wilson. This "Purrfect pair" would love to go to a new home together if possible.

This friendly handsome boy has been with us for a few years now, he just loves playing in the garden and is a good cat for catching vermin. He would love to go to a new home where he could be the centre of attention, but could also be a good friend for your lonely puss.

Temple kitten 1

This lovely kitten was born here just 6 weeks ago: we found her mum at our local temple. She was heavily pregnant. Just a few days later she gave birth to 5 beautiful babies. This one is called Moley and has many lovely colours.

This next lovely kitten is an unusual ginger girl as most ginger cats are boys. Just like her sister above, she is lively, friendly and very naughty as most kittens are. It would be nice to re-home her with one of her brothers and sisters.
