Among them were Rexton Rawlston Fernando Gordon, more popularly known as Shabba Ranks, who lives in NYC today; the late great Gregory Isaacs; Brooklyn Gynecologist, Dr. Millicent Comrie; VP Records’ Chris Chin; Orville Brian Dorman of the UK Jamaican Diaspora and Enid Joyce Mclaughlin of the Jamaican Diaspora in Canada.

Vote on the issues and the reputation of the candidates

C

ome November 8 the people of the United States will be voting in national elections. This will be the 58th quadrennial U.S. presidential election. Voters will select presidential electors, who in turn will vote for a new president and vice president through the Electoral College.

Several hundred candidates at the federal and city including congressional and senatorial are also aggressively seeking a position as one of the nation’s highest legislators.

The city council members, state senators, judges, city controllers and board representatives are also set for Nov 8.

In keeping with our democracy, millions of eligible Americans will be exercising their voting rights on election day. However, including the

U.S. presidential election, voter turnout – regularly decried as dismal – compares with other developed democracies.

The voter turn out is always very low in our communities especially among the African Americans.

These communities are among the poorest in the nation as the people and their “political representatives,” are strangers and have no real commitment to the people.

However, “every nation gets the government it deserves,” as noted by that famous phrase originated with French lawyer Joseph de Maistre. It could be true as in the case in our democracy that signify i.e. the People, chooses the government.

Conversely, we cannot expect good governance of our communities if we continue to fail to participate in the process of electing our public officials as provided under The Voting Rights Act 1965.

The late Dr. Martin Luther King, Jr., voter registration drive in Selma, Alabama, to draw national attention to African-American voting rights is still relevant today.

While, voting is important, who we are casting our voters for is also germane.

Voting along party-line has never been a smart move as the poorest Americans are always those with a strong connection with either the Democrats or the Republicans.

Their political leaders don’t really care about the poor and underprivileged people as their support are “guaranteed.”

We are therefore urging the people to vote on the issues as well as the reputation of the candidates.

oday when I picked up Ajani from after school he was looking very sad. I asked him what happened he did not respond. Then Ms. Barbara came over and shared she wanted to tell me about something that happened during after school.

I was told an off task behavior took place. No adults saw what happened so they concluded it was an accident.

The language utilized is most troubling as well as having Ajani present to hear the language.

I was told the following, "there was an incident today and Ajani stabbed a boy in his stomach with a pencil. He did it twice and left a mark on the child's stomach. No adult saw what happened so we will say it was an accident. If this happens again I will have to suspend Ajani."

My response. I got to Ajan's level and asked him what happened. He whispered "someone called me stupid". I then shared with Ajani that is not something we do, correct. I then asked him to apologize to Ms. Barbara for what took place.

I turned to Ms. Barbara away from Ajani and said, we need to find another word for

suspension as I am part of a group on decreasing the suspension and expolsion of OUR children.

Mrs. Byam then approached and said, "Ajani continues to play with pencils and I keep tell him not to because someone could get hurt."

My response, "Ajani uses pencils at home to play the drum. Ajani please try not to play with pencils in school."

When we left the school he was very sad and asked if he could go back to Peck Slip,

which is the previous school he was in for pre-k.

The school environment should nurture our children.

Find out what took place with the children as many times I find out children are calling Ajani stupid, kicking him as well. At times children will exhibit off task behavior and as educators should utilize responsive classroom techniques to help the children.

Language is very powerful at any age but especially for prek to 3rd grade. Rather than stating to the child you are disappointed tackle the behavior not the child.

When we suspend young children we don't teach them how to resolve challenges or help them with their social and emotional development instead we send them a negative message and levels of trama and stress.

You may thing I am over reacting however when you look and review the latest neuroscience research you begin to understand how the engagement with children impacts them for life.

It is my hope the resources below will help to shift the thought process and change dispositions as a school environment helps to build up or break down our youngest learners.

Mayor Hall back on the Job

A

Village of Hempstead: fter two months on sick leave, Mayor Wayne J. Hall, Sr. of the Incorporated Village of Hempstead is back on the job since November 1.

Mayor Hall recently underwent a successful Kidney Transplant after suffering a condition called Focal segmental glomerulosclerosis (FSGS) which he was diagnosed with in his early 20’s. He initially was only given five years to live by his doctors but through living a healthy lifestyle he far surpassed that expectation.

The disease however continued to progress and has caused him to lose full functionality of his kidneys which resulted in him undergoing dialysis for the past three years. He added his name to donor lists and was excited when he received the call of an available donor. “I want to share my deepest thanks and appreciation to my doctors and also to those who prayed and offered their support towards my full recovery.” Mayor Hall continues, “I feel like I have a new lease on life.”

Mayor Hall has been mayor of the Village of hempstead since 2005 and he is up for re-election in March 2017. He has official announced that he will be running for his fourth term as Mayor. “There is still more work to do and I’m fully committed to getting it done”.

New York, NY: ew York Attorney General Eric Schneiderman said Tuesday he’ll introduce legislation next year to curtail employers’ growing use of non-compete agreements that limit worker mobility and depress wages as the White House called on all states to take similar steps.

Schneiderman said his bill would prohibit non-compete agreements that bind employees under a certain wage threshold and are broader than needed to protect trade secrets. It also would require employers to provide the contracts to job candidates before making an offer and to pay additional compensation if they sign them. And his proposal would limit the duration of non-compete restraints, which typically prevent employees from working for rival companies for a limited period of time.

“Workers should be able to get a new job and improve their lives without being afraid of being sued by their current or former employer,” Schneiderman said in a statement.

No degree? No problem as tight labor

Separately, the White House issued a “call to action” for states to crack down on the

unfair use of the agreements by approving limits similar to those proposed by Schneiderman. The White House also recommended banning the clauses for workers in certain occupations that promote public health and safety, and as well as those who are laid off or fired without cause.

“We have the most dynamic, productive workers in the world, but they can’t reach their true potential without freedom to negotiate for a higher wage with a new company, or to find another job after they’ve been laid off,” Vice President Joe Biden wrote in a blog post.

Non-compete clauses are intended to prevent workers with trade secrets from transferring them to rival firms. But the Obama Administration says they’re being wielded too broadly, with 18% of American workers, or 30 million, currently covered by the agreements. The pacts are restricting about 15% of workers without a college degree and 14% of those who earn less than $40,000 a year.

Queens man charged with possessing child porn, illegal firearm

QUEENS: n East Elmhurst, Queens man was last week Thursday charged with possessing a loaded 9mm handgun and numerous files of children under the age of twelve, even some as young as three, depicted in a sexual manner or performing sexual acts.

Queens District Attorney Richard A. Brown, identified the defendant as Milton Hilario, 42, of 97th Street in East Elmhurst, Queens. Hilario was arraigned earlier today before Queens Criminal Court Judge Stephanie Zaro on charges of second-degree criminal possession of a weapon, promoting a sexual performance by a child, possessing a sexual performance by a child and criminal possession of a firearm.

Judge Zaro ordered Hilario held on $15,000 bond/$7500 cash bail, to surrender his passport and to return to court on November 16, 2016. If convicted, he faces up to fifteen years in prison.

District Attorney Brown said that, according to the complaint, an investigator assigned to the New York State Police Department’s Queens District Attorney’s Squad was utilizing a law enforcement tool earlier this year to investigate individuals in the New York City area who were sharing images and videos depicting child sexual abuse on peer-to-peer networks when he made a direct connection with an IP (Internet Protocol) address being used by Hilario and the investigator was able to download 51 image files, eleven of which depicted two naked females between the approximate age of nine to thirteen years old.

According to the complaint, the investigator used the same law enforcement tool on two occasions last month to make contact with the IP address being used by Hilario. In one instance, the investigator allegedly observed a list of files that were being shared by Hilario and he was allegedly able to download a video file

NEW ROCHELLE: here are 29 registered sex offenders living in New Rochelle, according to the New York Sex Offender Registry.

More than half of rape/sexual assault incidents happen within a mile of the victim’s home, according to the United States Department of Justice. About 75 percent of victims know their attacker and 45 percent of victims are under 12 years old.

The Division of Criminal Justice Services is responsible for maintaining New York's Sex Offender Registry, which provides New Yorkers information about sex offenders living in their communities. MOUNT VERNON: judge issued a decision in the ongoing litigation between contractor Andre Wallace and the City of Mount Vernon.

On Friday (October 28) Judge Sam Walker of the Supreme Court of New York, Westchester County, has ordered the parties to appear in Court on November 28th to hear the City’s counterclaims of deficient, defective, and incomplete work done under a federal grant at the Third Street Firehouse in Mount Vernon.

The filings in Creative Direction Construction & Design, LLC v. City of Mount Vernon claimed that contractor Andre Wallace, who is also a Mount Vernon City Councilman, did not pay workers the prevailing wage required by law.

Wallace claims the city took $1 million in federal money and then stiffed him on $200,000 for work he completed on the center more than two years ago. The city in legal papers says it did not pay because Wallace falsified payroll records, did shoddy work and did

New law prevents early cancellation fees!

ov. Andrew Cuomo signed legislation on Tuesday that prevents phone companies and utility providers from charging a contract termination or early cancellation fees in the event of a customer’s death. “ This was a heartless and inappropriate policy that is mostly borne by grieving New Yorkers grappling with the loss of a loved one,” Cuomo said. “Ending these fees is the right thing to do and will spare those in mourning from this annoying burden.”

Many utilities and phone companies use early termination fees to ensure that a customer continues to use a service through the full contract period. But under this new law (A.8630-a /S.6485-a), landline, cell phone, television, internet, energy and water service providers are prohibited from charging con-

tract termination or early cancellation fees if a customer dies before the end of an agreement.

“This law was written in memory of my mother Therese Malone,” said Assemblywoman Aileen Gunther, the sponsor of the Assembly bill. “After she passed away, a utility company tried to charge her account an early termination fee. I wondered, if this was happening to my family, how many others have been taken advantage of.

“My mother was a generous, caring woman who was guided by her faith. She would be pleased that, even after her passing, she was able to help others.”

A civil penalty of up to $1,000 will be placed on providers that violate this law. The new law takes effect immediately.

US deported 20,000 Jamaicans

By Derrick Scott, Washington, DC amaica’s Ambassador to the United States, Audrey Marks, has revealed that some 20,000 Jamaicans has been deported from the United States to Jamaica over the past 10 years.

Jamaica has also received the highest share of individuals deported from the US on criminal grounds, with those convicted of criminal offenses accounting for 90 percent of Jamaicans deported, the ambassador said.

“Nearly 90 percent of Jamaicans returned from all countries, namely the United Kingdom and Canada, during this period were deported for reasons unrelated with violent crimes, the most common offenses being immigration and drug related offenses,” Ambassador Marks said.

Delivering the keynote address at the inaugural Jamaica Diaspora Northeast Trailblazer Awards at the Rosedale Village ballroom in Queens, NY, Sat. Oct. 29, Ambassador Marks said it is now time for us to bring the full force of the talent and resources of the Diaspora to this problem.

“We must stop the deportation of young members of the diaspora that have spent most of their lives right here and currently are more American than Jamaican,” she said.

The ambassador called on Diaspora organizations throughout the United States to unite as mentors and protect marginalized immigrant youths from being recruited into criminal activities.

The ambassador commended the creation of the Diaspora Crime Prevention Task Force, but pointed out that the task force does not need to make another fact-finding trip to Jamaica “as the problem starts here and your talents are right here and if organized into an intervention force in Jamaican communities throughout the US, you can put a dent in exporting the crime problem back to Jamaica.”

“We need to, firstly, ensure that every eligible Jamaican green card holder become a citizen,” the ambassador said, “because I am seeing too many cases of young men who came here at basic and primary school age and are now being deported back to Jamaica when they are at college age with no opportunities for a second chance in Jamaica.”

Ambassador Marks said there was a need to create a path to college program and stop the supply of deported criminals to Jamaica, mostly from the United States.

Just over 17 Jamaican nationals were recognized as “trailblazers” by the Jamaica Diaspora, Northeast.

Bahamas government eyes $2 billion agri-fishery deal with China

NASSAU, Bahamas -- The government of The Bahamas has given the green light to its embassy in Beijing, China, to further pursue a possible agriculture and fisheries partnership with the Chinese that promises to pump $2.1 billion into the Bahamian economy over ten years, The Nassau Guardian can confirm.

This would be an equal partnership between Bahamians and China or its substantial representatives.

According to the proposal, the initiative will entail the incorporation of 100 Bahamian companies under the Companies Act of 1992 and each of the 100 companies will be owned 50-50 by both China and by Bahamians or Bahamian entities.

The initiative would see China or its substantive representatives contributing to the 100 participating companies the $2.1 billion in cash (for working capital), agricultural and farming equipment as well as skilled expertise.

n responding to the impact of Hurricane Matthew on Haiti on October 4, 2016, Jamaica Defence Force personnel and Relief Supplies are scheduled to leave Jamaica today Wednesday October 19, 2016 for Port Au Prince, Haiti.

A United States C130 Heracles military aircraft (provided by the US Embassy) which arrived in Jamaica on Tuesday October 18, 2016 will be the carrier. Eight (8) military personnel from the Jamaica Defense Force will travel with the shipment. In Haiti, the JDF personnel will assist with the distribution of supplies and also make preparation for further support to that nation State.

The shipment contains quantities of food supplies, water, infant products and tarpaulins.

The items were procured with funding through the Caribbean Disaster Emergency Management Agency (CDEMA).

What made the DDoS attack on Dyn more troubling was that it set a dangerous precedent. Dyn provides domain name system or DNS services, which support part of the critical infrastructure underlying the global Internet. By targeting companies that make up the backbone of the Internet, hackers can bring down all kinds of other services.

Also disturbing is the fact that the hackers used networks of common smart devices like watches, TVs and refrigerators, to cause the major disruption. Analysts have linked the attack to the Mirai malware, which uses the Internet of Things, or IoT, as botnets. The Mirai source code was released on hacking websites in October.

Analysts are also linking the Dyn attack to others that took place within a fiveweek span, each larger than the previous, and all using Mirai. On September 20, a 660 Gbps attack was launched on the KrebsOnSecurity blog. A one Tbps attack was also launched on French hosting provider OVH on the same day.

“We have to look beyond basic infrastructure deployment, to developing the local content, services and business models that can truly benefit the region,” said Bevil Wooding, Internet strategist with US-based non-profit Packet Clearing House (PCH).

“Twelve Internet exchange points are already established in the Caribbean, and several others are being considered. While we continue to push for strengthening of critical Internet infrastructure in the region, our focus must also expand to development of the Caribbean Internet-based economy. We need to build out the Caribbean cloud,” he said.

PORT AU PRINCE, Haiti -- After publishing a new electoral calendar fixing the date of the presidential election on 20 November, which had originally been scheduled for October 9, but postponed because of the passage of Hurricane Matthew over Haiti, the Provisional Electoral Council (CEP) on Monday indicated that it may not in fact be able to hold the elections as rescheduled.

The reason given is the extent of damage caused by the hurricane to the electoral infrastructure (nearly 300 centres) and many access roads, while nothing is happening on the ground at the level of shared responsibility of the government to address these issues.

USCIS fees to increase in December

By Michele Waslin ees for immigration transactions will increase by an average of 21 percent beginning on December 23, 2016. Applications or petitions mailed, postmarked, or otherwise filed on or after December 23, 2016 must include the new fees.

While the fees for some petitions will remain the same, others will see significant increases. According to USCIS, the fee increase was necessary because the agency did not receive additional Congressional appropriations to cover the costs associated with the Refugee, Asylum, and International Operations Directorate (RAIO), the Systematic Alien Verification for Entitlements (SAVE) program (other than what user fees cover), and the Office of Citizenship. USCIS assumed it would continue to receive Congressional appropriations for these programs, but the funding didn’t materialize.

Without the funding from Congress, the agency will have to cover all costs with money generated from increased fees. For many years advocates have argued that user fees cannot be expected to cover USCIS’s entire budget and that Congress needs to appropriate additional funds. But instead we see a 21 percent increase in fees.

A full list of the new fees is available on the USCIS website, but here are a few highlights: Although certain naturalization applicants will receive reduced fees, the cost of various naturalization-related forms will increase significantly. This may present a barrier to naturalization, or to obtaining documents proving citizenship, for some people who cannot afford the new fees.

There is a new three-level fee for naturalization applications (Form N-400). The standard fee will increase from $595 to $640

(not including the biometrics fee). A reduced fee of $320 will be charged to naturalization applicants with family income greater than 150 percent but not more than 200 percent of federal poverty guidelines. No fee will be charged to certain applicants with military service or with approved fee waivers.

The fee for an Application for Certificate of Citizenship (N-600) will increase from $600 to $1,170. The fee for the Application for Replacement Naturalization/Citizenship Document (N-565) will increase from $345 to $555.

The fees for immigrant investors will increase significantly. This could make the U.S. less appealing for people looking for investment opportunities.

An Application for Regional Center Designation under the Immigrant Investor Program will be increased from $6,230 to $17,795, and a new fee of $3,035 is created to process the annual certification of a Regional Center (Form I-924A).

The fee for an Immigrant Petition by Alien Entrepreneur (I-526) will increase from $1,500 to $3,675.

Many immigrants including DACA beneficiaries will also experience fee increases for various benefits: The Application for Employment Authorization (I-765) increases from $380 to $410 and the Application for Travel Document (I-131) will increase from $360 to $575.

Other fees for immigrant workers and family members will see increases.

The Petition for a Nonimmigrant Worker (I-129) will increase from $325 to $460.

The Petition for Alien Fiancé (e) (I-129F) will go from $340 to $535; and the Petition for Alien Relative (I-130) will jump from $420 to $535.

USCIS is required to conduct fee reviews every two years to determine how much must be collected to support the agency’s activities.

USCIS is nearly entirely funded by fees paid by applications and petitioners for immigration benefits. This is the first fee increase since 2010 USCIS increased fees by 10 percent. In 2007, the agency had increased fees by 66 percent.

While fees are increasing, processing times are also increasing. According to immigration attorneys, there are already excessive

adjudication times for applications for employment authorization, temporary visas for artists and entertainers, DACA renewals, extension of status for specialty occupation H1B workers, and others.

A lack of reliable data published by USCIS on processing times creates more confusion. Therefore, these new fees should be accompanied by a real commitment to improved processing times and better customer service.

They are: 1: Triple Olympian Usain Bolt, who successfully defended his Olympic titles in the 100-m, 200-m and 4x100m relay at Rio 2016 and ended the season unbeaten at all distances, including preliminaries. The 30-year-old

clocked 9.81 and 19.78 season’s bests.

2: Omar McLeod, who emerged as the world’s top sprint hurdler, winning both the Olympic title at Rio 2016 and world indoor gold in the 60-m hurdles events, with world leads indoors (7.41 60-m hurdles) and out (12.98). The 22-year-old produced six of the eight fastest performances outdoors and became the first sub-13-second 110-m hurdler to run faster than 10 seconds for the flat 100-m.

3: Elaine Thompson, who emerged as the world’s premiere sprinter, winning Olympic titles at both 100-m and 200-m in Rio and ended the season with 10.70 and 21.78 world leads, respectively.

College of New Rochelle Owes $20M in Payroll Taxes

NEW ROCHELLE, NY: reliminary inquiries into the financial stability of the College of New Rochelle found that about $20 million in payroll taxes were not paid for eight quarters, beginning in 2014.

A report posted on the college’s website said that information resulted in an immediate investigation by a Special Committee of Trustees.

Not only was a chief restructuring officer engaged to manage the college’s finances, but a forensic accounting firm was hired to review the school’s financial records and practices.

The board of trustees said the review is still in progress, “but preliminary findings indicate that there is a path forward for the college to remain a stand-alone institution. It will require significant cost-cutting

and a a significant amount of outside funding; however, it is the primary goal of the board.”

ow often should you wash your hair? It's the perennial question of the hair industry and but experts seem to agree that cutting back is a good thing - and washing every day is a mistake, no matter how much you might crave clean-feeling locks.

"Your hair's natural oils are designed to condition and protect your tresses, so when you shampoo daily, it strips these vital oils away," explains New York-based hair stylist Dan Sharp, whose clients include Kate Winslet, Hilary Swank and Charlize Theron.

“It creates a vicious cycle of over-production of oils and a need to shampoo very often. Ideally, to keep your hair healthy, you only need to wash two to three times a week, max."

Don't overwash coloured hair This is especially true for coloured hair, which can lose its sheen quickly with too much washing.

"The biggest mistake people make is over-washing coloured hair," says colourist Tracey Cunningham, the woman behind Gwyneth Paltrow’s icy blonde hue.

he Passaic County Prosecutor’s Office is investigating a shooting involving police that took place Saturday evening October 29, 2016 just outside the police headquarters in Paterson.

A civilian was injured in the incident, according to a brief statement issued by the office of Passaic County Prosecutor Camelia M. Valdes.

Police at the scene said that no police officers were injured.

The one-paragraph statement, by Chief Assistant Prosecutor Mary Catherine Ryan, said that the office’s “Shooting Response Team has been activated for a police-involved shooting that occurred on October 29, 2016, in Paterson outside the Paterson Police De-

partment located at 111 Broadway.

“The scene has been secured and the investigation is active and ongoing,” said Ryan, who leads the office’s Public Integrity Unit.

Paterson Public Safety Director Jerry Speziale arrived at the scene as the investigation was under way. Speziale referred all inquiries to the Prosecutor’s Office.

Essential Nutrients for Women while Cutting Calories

Unfortunately, when trying to lose weight, many busy people tend to limit some of the very foods they need the most. Here are some tasty ways to get the essential energizing nutrients your body craves and to cut back on unnecessary calories at the same time.

Carbohydrates The biggest problem with low-carb diets is they restrict your body's preferred energy source. If you want to cut back on calories from carbohydrates, focus on reducing your intake of sugar-sweetened beverages such as soft drinks, candy and other foods with added sugars. To maximize your energy level and longterm health, look to nutrient-rich carbohydrate sources such as whole grains, fruits, vegetables, beans and peas.

Protein One of the most satisfying ways to eat and control weight is to include lean protein in every meal. Try low-fat dairy foods, eggs, lean meats, poultry, seafood, nuts and beans. Protein may be especially helpful in the morning.

Add some protein to breakfast and you'll probably be satisfied until lunchtime. Chances are you won't be as tempted by all those high-fat, sugary mid-morning snacks.

Iron Low iron intakes can lead to serious problems such as iron-deficiency anemia, the most common nutrient deficiency for premenopausal women and children. To prevent anemia and fatigue, women between the ages of 19 and 50 should get 18 milligrams of iron per day. Pump up your intake with excellent iron sources,

such as lean red meat and iron-fortified cereals.

Other good sources include poultry, fish, beans and leafy green vegetables. When relying on plant foods for iron, consume a source of vitamin C, such a strawberries or tomatoes, with the iron-rich food to help your body absorb the iron.

Calcium Calcium does a lot more than help build strong bones and teeth. Getting enough calcium helps keep your heart and muscles strong and may help prevent high blood pressure and colon cancer too. Those are plenty of reasons to enjoy high-calcium foods, such as low-fat dairy; calcium-set tofu; green leafy vegetables including kale, collard greens and broccoli; and calcium-fortified 100-percent fruit juice.

Aim for at least 1,000 milligrams per day (more if you are younger than 18 or older than 50).

Folic Acid Every woman of childbearing age needs 400 micrograms of folic acid every day. That's what it takes to reduce the risk of neural tube birth defects by 75 percent. Folic acid can also boost your immune function by producing disease-fighting white blood cells. Get your folic acid from tasty, nutrient-rich foods, such as whole grains, green leafy vegetables, oranges, berries, nuts, beans and enriched grain products.
