A

s a people, we often overlook our past. But in the words of Marcus Mosiah Garvey, “A people without the knowledge of their history, origin, and culture is like a tree without roots.”

The month of February was packed with several entertainment and educational activities celebrating Black History Month, despite strong objectives from opponents who continue to argue that it is a waste of time and an insult to African American communities.

However, we would like to put forward a few ideas in support of February as Black History Month. These points focus on the preservation of African American culture.

As advocated by the “father of black history,” Carter G. Woodson, the role of our people in American history and the history of other cultures was

being ignored or misrepresented among scholars.

He noted that AfricanAmerican contributions "were overlooked, ignored, and even suppressed by the writers of history textbooks and the teachers who use them."

Woodson realized the need for research into the neglected past of African Americans and devoted the rest of his life to historical study.

During that period, he accumulated a collection of t h o u -

sands of artifacts and publications.

Woodson’s enhanced his campaigned in 1926 and pioneered the celebration of "Negro History Week."

However, it was the Black United Students and black educators at Kent State University who founded Black History Month on Feb. 1, 1970. The educator was also very active in the Marcus Garvey “Black empowerment movement” and became a regular columnist for Garvey's “Negro World” weekly publication.

Ninety-two years later, there have been significant progress and awareness, but Black

youths are not benefitting from the social benefits of the African American culture.

Black History month should focus on children and youth -using culture to help them develop their critical thinking skills, builds self-esteem, and improves resilience, all of which enhance educational outcomes.

Several studies have revealed that students from lowincome families who take part in cultural activities at school are three times more likely to get a degree than those who do not.

Culture is also a means of expressing creativity, forging an individual identity, and enhancing or preserving a community’s sense of place.

Don’t jump to assumptions and conclusions in the negotiation process. Think about possible cultural reasons behind the behavior and try not to rationalize according to your view of the world.

If you sense confusion always clarify and re-check for understanding...

how challenging it may get – even if the negotiations are testing your patience always remain courteous and follow it to business.

Some cultures like to check the other person’s trustworthiness. If you are not familiar with culture, employ agents or advisors or get trained.

Who makes the decisions tends to differ from culture to culture. In more hierarchical countries, it is usually always the boss who has the final say.

If you are working across cultures and genders, make sure you are fully aware of any sensitivity. Some Muslims tend not to shake hands with the opposite sex (tell the story of friend shaking hands). In some cultures, they may assume that the woman present is not of critical, in reality, they may be the decision maker.

Honoring 'black Panther' Director:

ouncil Member Jumaane D. Williams recently presented Ryan Coogler, the writer and director of Black Panther and Creed, among other films, with an NYC Council Proclamation, recognizing the contributions that the young artist has made to cinema, and in particular, the way in which his films have celebrated Black culture. ‘'Black Panther' has already shattered several box office records, earning $242 million dollars in its opening weekend and taking the nation, and the world by storm. But last week, at a preview screening, Council Member Williams recognized its creator for the other ways that the film, and its writer/director, have made history.

"It is of vital importance to celebrate heroes of color, to create role models in the super hero universe and to unabashedly celebrate Black culture in a blockbuster motion picture. Children, and people of all ages, all over the world, are looking to Black Panther as an icon, and in bringing this story to life on such a grand stage, Ryan Coogler has inspired millions. Amid commercial success, he continues to uphold his artistic vision and his passion for storytelling."

As a former film student and actor, Council Member Williams deeply appreciates the work of Coogler and other artists like him, redefining the cinema landscape for actors of more color, and eagerly looks forward to Coogler's future work.

Former Owner of Three-Quarter Houses Pleads Guilty to Fraud

BROOKLYN: he former owner of a company that operated three-quarter houses in Brooklyn pleaded guilty to scheme to defraud and will be sentenced to up to three years in prison.

The defendant Yury Baumblit, 67, of Brighton Beach, Brooklyn pleaded guilty recently before Brooklyn Supreme Court Justice Danny Chun to first-degree scheme to defraud in exchange for a promised sentence of one and a half to three years in prison.

Sentencing was scheduled for March 7, 2018. The sentence will run concurrently with a sentence in a separate case that’s being handled by the New York State Attorney General’s Office.

Brooklyn District Attorney Eric Gonzalez today said that the defendant used various tactics to evict residents without a court order, including putting their belongings on the street, removing their mattresses, preventing them from cooking by breaking stoves and locking the doors to the residences to prevent entry after forcing them out during the daytime.

District Attorney Gonzalez said, “This defendant victimized the most vulnerable among us by treating them inhumanely – they were used to make him a profit and then literally thrown to the curb. His actions were unlawful and unconscionable, making the prison sentence he will receive appropriate. I remain committed to protecting everyone in Brooklyn from fraud and illegal evictions such as these.”

The District Attorney said that, according to the investigation, Baumblit operated Back

on Track Inc., a company that rented out three-quarter houses (also known as transitional houses or sober houses). Most tenants in his houses received shelter allowance from the New York City Human Resources Administration and others paid the landlord in cash.

Between April 2014 and March 16, 2016, the defendant unlawfully evicted at least 10 tenants who occupied rooms for over 30 days – even though landlords cannot evict a tenant who occupies a room or a bed for 30 consecutive days without a court order. That constituted an ongoing scheme to defraud these tenants of their property. All the tenants were directed by Baumblit to attend a substance abuse program, even when they did not have a substance abuse problem.

Former FBI agent wants to be Jamaican Police Chief

By Patrick Maitland Street Hype Editor ith Jamaica’s crime rate spiraling out of control, including more 1,600 murders in 2017, a retired Federal Bureau of Investigation (FBI) agent has expressed an interest in returning to his homeland to help tackle the island’s prolonged crime problem.

Wilfred Rattigan, 58, recently submitted a letter to the Jamaican’s Police Service Commission indicating an interest in the vacant Commissioner of Police position at the Jamaica Constable Force (JCF).

Speaking on Groovin Radio, a popular collaborative Caribbean radio program hosted on WVIP 93.5 FM in New Rochelle on (Saturday) March 3rd, Rattigan told host Clement "Ras Clem" Hume he would put forward a number of the approaches to address the national security/crime issue in Jamaica.

Rattigan explained that he would review and revamp the JCF’s organizational/reporting structure because the current structure is too “top heavy and the system of reporting system is inefficient.”

“I would the review and improve recruitment process of requirements and enhance the training regimen at police academy,” Rattigan offered.

The former FBI agent cited the need for Jamaica to be divided into three divisions “along county lines with one commander for each county.”

Jamaican police, the retired agent added, should build and maintain an intelligence center that will include appropriate government components and the private sector in support of police operations, health crises, and emergency operations.

Among a list of innovative suggestions put forward by Rattigan were the establishment of the following: daily video teleconference meetings with commanders, a robust visible policing mandate and presence, a DNA database for convicted criminals, regularly scheduled and unscheduled polygraphs, lifestyle background investigations and the tracking of law enforcement vehicles.

In 2014 the Police Service Commission turned down Rattigan who was among nearly 20 aspirants seeking to replace Owen Ellington as Police Commissioner.

WILFRED RATTIGAN, 58 Retired FBI Who wants to be the Commissioner of Police Rattigan grew up in tenement yards in Maxfield Avenue, Waterhouse and Olympic Gardens in Kingston. His mother was a maid and his father was a salesman at Purity Bakery. Despite growing up with crime

and violence and criminals, he was always encouraged to strive for success.

He obtained his tertiary education from the John Jay College of Criminal Justice, City University of New York and Howard University School of Law and for over 30 years, he worked with the FBI where he was assigned to several programs and divisions, including criminal, counter intelligence, cyber, undercover, intelligence and legal.

During an assignment to the Criminal Division, he successfully operated in an undercover capacity against a Jamaican crime syndicate in the US with tentacles in Jamaica. In a separate investigation, he testified for two weeks against a Jamaican national as the first patois translator in Federal court.

He has participated in the FBI's management program and successfully managed thousands of FBI Agents, linguists, analysts and intelligence partners in New York, Mississippi, the Arabian Gulf and South Africa.

Since retiring from the FBI, he has expressed an interest in returning to Jamaica to assist in a law enforcement capacity

Jamaican Novelist Gets Pinnacle Literacy Award

riter in Residence and Associate Professor of English at Macalester College in St. Paul, Minnesota, Marlon James received the Pelican Award at the American Foundation for The University of the West Indies’ twenty-first awards gala held at The Pierre Hotel, New York City on February 22.

James is also the first Jamaican to win the UK’s most prestigious literary recogni-

tion, the 2015 Man Booker Prize, for his novel, “A Brief History of Seven Killings.”

Other Pelican Awardees included Patrick Hylton, Angela Yee, Yvette NoelSchure and June Ambrose.

All proceeds from this event will benefit students at The University of the West Indies who are in dire need of financial assistance.

US and Canada update Trinidad and Tobago travel advisories

PORT OF SPAIN, Trinidad: he Canadian High Commission and the US Embassy in Port of Spain, Trinidad, have updated their travel advisories to citizens wishing to travel to Trinidad and Tobago in light of recent ISIS terror plots and the upsurge in crime.

The US and Canadian travel advisory was updated one day after diplomats met with Prime Minister Dr Keith Rowley and government minister Stuart Young. On Wednesday, Rowley met with British High Commissioner Tim Stew; Australian High Commissioner, John Pilbeam; Canadian High Commissioner, Carla Hogan Rufelds; and United States Chargé d‘Affaires, John McIntyre.

A release from the office of the Prime Minister stated that discussions centered on “the successful management” of the recent national security challenges, referring to a terrorist plot to disrupt Carnival.

The United Kingdom and Australia have also previously issued travel advisories warning of crime and terrorism in Trinidad and Tobago, which were published before Carnival celebrations.

Leptospirosis cases increase in St Lucia

CASTRIES, St Lucia: he ministry of health in Saint Lucia said it is concerned over a sharp rise in leptospirosis cases on the island. Last year the ministry noted an increase in the numbers of leptospirosis where 26 cases and four deaths were confirmed.

During a stakeholder consultation with town and village councils held on February 2, 2018, medical officer of health, Dr Sharon Belmar-George said it is important to engage all stakeholders as part of the disease program management plan.

Belmar-George said individuals should pay close attention to the signs and symptoms of leptospirosis.

OPEC Fund to help finance solar energy project in Cuba

VIENNA, Austria: he International Development Fund (OFID) with the Organization of Petroleum Exporting Countries (OPEC) will contribute to the financing of Cuba’s solar energy development project, following a bilateral accord signed on Thursday by the two sides in Vienna, Austria.

The accord was signed by the acting charge d’affairs at the Cuban embassy in Austria, Marieta Garcia, and by the OFID director-general Sleiman Jasir Al-Herbish.

The OFID executive said that a $45 million credit line has been granted to Cuba to contribute to the modernization and diversification of the island’s energy matrix through the increase in the capacity of current solar energy systems.

By Douglas McIntosh KINGSTON, Jamaica (JIS): he government is projecting 2.5 percent economic growth for Jamaica over the 2018/19 fiscal year.

This is according to 2018/19 Fiscal Policy Paper, which was tabled in the House of Representatives by finance and public service minister, Audley Shaw, on Thursday, February 15.

Continued strengthening of most industries, particularly agriculture, fishing and forestry; mining and quarrying; hotels and restaurants; and electricity and water supply is expected to drive this growth.

This is based on increased demand associated with projected higher levels of employment and investments; growth in external demand for Jamaica’s goods and services; strengthening of competitiveness in some industries, following plant upgrades during 2017/18; improvements in the business environment; the roll-out of major strategic investment projects; and recovery from the negative impacts of flooding and excess rainfall last year.

Agriculture, fishing and forestry, which was severely impacted by adverse weather, is expected to rebound by seven percent and also

benefit from stronger linkages with the hotels and restaurants sector, which is expected to grow by four percent.

The Fiscal Policy Paper indicates that the projected outturn for hotels and restaurants is predicated on, among other things, increased

visitor arrivals resulting from anticipated growth in the global economy and Jamaica’s reputation as an award-winning world leading tourist destination.

The increase in visitor arrivals is expected to be driven by a spike in hotel room stock and more flights into the island.

The Fiscal Policy Paper further points to a projected 25 percent growth in mining and quarrying based on the continued increase in the global demand for aluminium, which is expected to lead to higher demand for alumina.

The document further notes that the industry’s growth will be supported by increases in the capacity utilization rate at local refineries, especially JISCO/ALPART, where the management continues to make significant investments to improve the plant’s operations.

Additionally, the local industry is expected to benefit from market diversification, particularly targeting the Asian bloc.

The electricity and water sector is projected to grow by 2.5 percent, based on increased business activities and housing stock, which are expected to lead to higher consumption of these utilities, facilitated by greater levels of production.

PORT-AU-PRINCE, Haiti: he government of Barbados is concerned that citizens of Haiti have to obtain visas in order to travel to a number of Caribbean Community (CARICOM) member states.

Prime Minister Freundel Stuart said: “Barbados has always thought that this was a little inequitable and discriminatory.

Therefore, we were able to provoke an energetic discussion among regional leaders and I think the way forward seems much clearer now.

The prime minister pointed out that this requirement was an anomaly in CARICOM arrangements.

Over 470,000 in NYC Could Benefit New Yorkers Need a Dream Act:

The Mayor’s of New York City office recently released a new analysis on the tremendous benefit the DREAM Act (S. 1615) could have for New Yorkers, showing that 150,000 residents would immediately benefit, or be eligible to directly benefit, from the DREAM Act. In total, 470,000 residents could benefit from the legislation when accounting for city residents who could indirectly benefit – the 320,000 family members and others who live with these 150,000 Dreamers. Studies have shown that gaining legal status allows immigrants to earn higher wages, contributing to greater economic stabilization of NYC households.

The City has found that 88,000 U.S. citizen children live with a Dreamer, showing how much as it stake for mixed-status families in NYC. Despite a recent court decision forcing the federal government to begin accepting DACA renewal applications for some, the need to pass a legislative solution is as urgent as ever.

“It’s past time Congress recognize what New York City always has: Dreamers are Americans,” said Mayor Bill de Blasio.

In September 2017, the Trump Administration announced that they would terminate DACA, or the Deferred Action for Childhood Arrivals program. Since, Dreamers and their allies have demanded that Congress pass a legislative solution that would allow Dreamers – undocumented youth who came to the United States as children – to retain their work authorization, protection from deportation, and even to chart out a pathway to citizenship.

The latest bipartisan DREAM Act (S. 1615)

would protect young immigrants, including DACA recipients, from deportation and codify in law that Dreamers are Americans. The bill would allow Dreamers to apply for legal status, work authorization, and eventually a path to citizenship.

The City’s latest analysis shows that 470,000 New Yorkers could directly or indirectly benefit from the DREAM Act. 150,000 Dreamers would be eligible for legal status and work authorization, leading to decreased anxiety about deportation and higher wages, improving the lives of the 320,000 family members and others they live with. One recent survey of DACA recipients, 30,000 of whom live in the five boroughs, found that their preDACA average annual earnings of $20,068 rose to $36,232 as of about five years after DACA began. DACA recipients strengthen New York City’s economy and enrich local communities every day, meaning all New Yorkers have a stake in its success. Specifically, under the bill: 470,000 New Yorkers could directly or indirectly benefit under the DREAM Act. Dreamers are deeply embedded throughout the five boroughs, with: 29,000 in the Bronx; 46,000 in Brooklyn; 18,000 in Manhattan; 55,000 in Queens; and 4,000 in Staten Island.

In 2017, Dreamers contributed $4.7 billion in City GDP for New York City, and Dreamers earn $2 billion every year.

Jamaican bobsleigh athlete returns adverse drug finding

By Kayon Raynor/radiojamaica.com Jamaican who competed at last month's Winter Olympic Games in Pyeongchang, South Korea has returned an adverse finding for a banned drug and is now facing the possibility of a four year suspension, under the rules of the World Anti-Doping Agency (WADA).

However, RJR sources have revealed that athlete returned the infraction in her "A" sample for the banned drug clenbuterol in mid-January, from a test done in Switzerland, ahead of the Winter Games.

It is understood that the athlete and the Jamaica Bobsleigh Federation, who were notified of the infraction within the last 48 hours

by the International Bobsleigh and Skeleton Federation, are in the process of requesting that the "B" sample be tested.

RJR Sports contacted President of the Bobsleigh Federation Christian Stokes for a reaction on Friday afternoon.

According to WADA's prohibited list, clenbuterol is an anabolic steroid , which is banned at all times both in and out of competition. WADA states that there is no threshold under which the substance is not prohibited.

However, checks by RJR Sports with a number of cases involving clenbuterol in recent years, have been attributed to contaminated meat, and have been dismissed.

IAAF chief executive resigns

T

he chief executive of athletics' world governing body has resigned after 17 months in the job because of a disagreement over commercial strategy.

Olivier Gers joined the International Association of Athletics Federations (IAAF) in October 2016.

His remit had been to increase the sport's media coverage, audiences and revenue following the 2016 Olympics.

The Frenchman said: "I have resigned so the IAAF can pursue a different commercial strategy for the sport."

He added: "While I am sorry to be leaving, the pre-existing commercial framework makes it difficult for me to apply my talents and fully leverage the assets of the IAAF in the way I would like."

Gers, who will continue in his role for three more months before leaving, has more than 20 years of commercial, marketing and media experience.

Sebastian Coe, the IAAF president, thanked Gers for "securing broadcast and digital rights to expand audiences for athletics globally".

MIAMI, Florida: egional powerhouses Jamaica were the highest-rated Caribbean Football Union nation (CFU) when CONCACAF launched their new rankings system this past week.

The Jamaicans, finalists at the last CONCACAF Gold Cup, were rated at number six in the confederation behind Mexico, United States, Costa Rica, Panama, and Honduras. “The new ranking tool will update with each match result and will play a key role in determining qualification for important regional and international championships going forward,” a note on the confederation's website stated.

“The ranking establishes a classification that orders CONCACAF's national teams from one to 41.

Additionally, the CONCACAF Ranking Index makes it possible to calculate the probabilities of different match results (a win, a draw, or a loss) for all matches in the near future. “The rankings are based on the

results of all official and friendly matches played by national teams from each of the confederation's member associations, taking into consideration historical data from 1990 to present day.

The rankings however, sharply contrast with the world rankings produced by the sport's world governing body, FIFA, which places Jamaica at fourth in the confederation in the last list published earlier this month with a world ranking of 50th behind the Mexicans, Americans, and Costa Ricans.

The CONCACAF rankings also impact the order for CFU teams with Curaçao holding a world ranking of 83rd and St Kitts & Nevis rated 110th in the world, they complete the CFU top-five based on the world rankings behind Reggae Boyz, Soca Warriors and Haiti.

Rounding out the CFU top five in the first edition of the CONCACAF rankings behind Jamaica, however, are Haiti, T&T, Martinique and Cuba.

But in the case of Safaree, the global stampede escalated to a shocking new level, pushing US President Donald Trump off the Internet radar.

TMZ, Daily Mail, Bossip, Hollywood Gossip, Hip Hop Wired, In Touch Weekly, VH1 and Hot 97 all carried feature stories about the erotic nude pics. Twitter was flooded with thousands of posts, some ranging from disbelief, shock while others were downright funny.

TMZ posted "Safaree Samuels' weiner is trending!?!? Bossip wrote "Safari's mighty pum pum pulverizer is still bruising the internet's cervix."

And a grey-haired granny looking like twice Safaree's age posted a one minute video clip pleading her case, "Don't think cause I'm old I can't handle it. One more for the road. ' Safaree call me when you want some of this old throwback."

Some questioned whether Safaree leaked his own nude pics as a publicity stunt. Seems plausible, given he dropped a new single 'Hunnid' that coincided with the release of the pics.

Social media was not the only platform buzzing with excitement.

ERSEY CITY: ead Across America Day was especially exciting for kids at School 28.

Each student at the Hancock Avenue school was given a free book from the Bridge of Books Foundation. The organization works to give books to children who need them the most.

It's the 10th year the organization has partnered with the school and it's estimated more than 10,000 students in the building have received books over the past decade.

State denies Torres early prison release —————————-

PATERSON: ormer Mayor Joey Torres’ application for early release from prison has been rejected, a state spokesman confirmed last week.

Torres had applied for New Jersey’s Intensive Supervision Program, a state official said. At the time of Torres’ sentencing last November, one of his lawyers said the former mayor could be released in about six months if he was approved for the supervision program.

“I can confirm that Mr. Torres applied and his application was denied,” Peter McAleer, communications director for the New Jersey Administrative Office of the Courts, wrote in an email on Tuesday.

McAleer did not say why or when Torres’ application was rejected. Nor did he say whether Torres could appeal the decision or reapply for the program. As part of the supervision program, Torres would have been allowed to return home as long as he complied with certain restrictions, which could have included the use of an electronic device to monitor his whereabouts.

Now it appears that the earliest Torres could be released is 2019. Torres would become eligible for parole on Feb 23, 2019, according to Samuel Plumeri Jr., chairman of the New Jersey State Parole Board.

PATERSON: ity Councilman and mayoral candidate Michael Jackson was issued a summons for driving while his license was suspended last month, the second time he has received such a ticket since July, according to police reports.

Both summonses were issued during motor vehicle incidents in Paterson.

Jackson received one suspended license ticket from a Paterson police officer after the councilman was in a collision on Spruce Street in July 2017 and he got the most recent summons on Jan. 29 from a Passaic County Sheriff’s officer on Grand Street.

Drugs found at Hackensack’s penthouse

HACKENSACK: Hackensack man was arrested by detectives with the Bergen County Prosecutor’s Office after police allegedly found a number of different drugs in his home.

Ryan W. Rohlfs, 39, turned himself in to the police Tuesday after his penthouse at 170 Prospect Ave. was searched Feb. 15, acting Bergen County Prosecutor Dennis Calo said.

During the search, police found anabolic steroids, marijuana, LSD, psilocybin mushrooms, THC hash oil and ketamine.

Update Installed Software – In addition to updating Windows, you will also want to make sure that the third-party software installed on your PC is also current.

Do a Full-System Antivirus Scan –Double-check that your antivirus program is up-to-date with the latest virus definitions and perform a full-system scan to verify that your system is still clear of any Trojans, viruses, or other malware.

ypertension also called high blood pressure, is when the systolic pressure (top number of the blood pressure) is consistently over 140 mmHg or the diastolic pressure (bottom number of the blood pressure) is consistently over 90 mmHg. Ideal blood pressure is less than 120 systolic and less than 80 diastolic. Hypertension is common.

Hypertension has few symptoms.

There may be occasional headaches. If hypertension is severe there may be vision changes, vomiting and chest pains.

Causes Essential hypertension comprises 95% of all hypertension and has no identifiable cause. It may have genetic and environmental factors such as salt intake.

Secondary hypertension is hypertension causes by another disorder such as a kidney disease.
