nternational reggae artist Damian ‘Jr Gong’ Marley won his fourth Grammy Award after winning the "Best Reggae Grammy" category at the 60th annual Grammy Awards ceremony held at Madison Square Gardens in New York City last Sunday night.

Marley won for his 18-track Stony Hill album released last year under the Republic Records and saw guest appearances from brother Stephen Marley and Major Myjah.

by Common Kings and Wash House Ting by J Boog.

Gong’s Stony Hill album has been having a good run since it was released and shows no sign of slowing down.

Although it is currently number six on the Billboard Reggae Charts, it peaked at number one a few weeks ago and is celebrating 26 weeks on the charts. The album sold 18,000 copies in the United States alone up until the time of this publication.

The Grammy Awards, which is 60 years ago, introduced the reggae category in 1984.

In addition to Stony Hill, Damian also got Grammy awards for Best Reggae Album for HalfWay Tree in 2002 and Welcome to Jamrock in 2006. Also in 2006, his Welcome to Jamrock won the award for Best Urban/Alternative Performance.

Damian is the youngest son of reggae legend Bob Marley.

EDITORIAL Profiling suspects -a solution to Jamaica’s murder rate!

J

amaicans at home and across the diaspora are traumatized by the alarming and spiraling murder rate on the island of just over 3 million. With a shocking 1,616 persons murdered during 2017, Jamaica is comfortable retaining its infamous spot as the Top 10 murder capital of the world.

The island has been facing intolerably high murder rates for the past three decades. In fact, since1993, the average annual murder rate is 45 per 100,000.

These numbers are frightening, especially when compared to New York City with a population of 8.5 million but only recorded 290 murders, or 3.3 per 100,000, in 2017.

Despite the implementation of various strategies, as well as enormous allocation of both human and capital resources, the high murder rate lingers and threatens Jamaica’s fragile economy.

Policymakers are becoming hopeless to the point that a former Minister of National Security, Peter Bunting, recently called for divine intervention.

Security Minister Robert Montague recently articulated the government’s approach to crime reduction, including his “road map in the ‘Five Pillar Crime Reduction Strategy’ namely: effective policing, swift and sure justice, reducing re-offending, situational prevention and social development.”

However, it would appear that the Jamaican government over the past decades has tried to control the monster of crime but to no avail, as most of the strategies were old-fashioned and failed to profile criminals.

Nonetheless, the current government is moving in the right direction of implementing the “Epolicing Project” to support the operations of the security forces and to boost intelligence-led policing, including the Jamaica Eye, an integrated CCTV System which will receive feeds from both publicly and privately owned cameras. All of the feeds reportedly will be monitored from a National Monitoring Centre and

provide real-time information to support field operations and even investigations.

In addition, as soon as an arrest is made, the public and media should be fully informed about the suspect. The indentify of all arrested and charged persons, including their mug shot, height, race, occupation and other descriptions, should be recorded and disclosed to the public as a matter of urgency.

However, Jamaica’s law enforcement has been very selective in gathering and releasing information on arrested persons, citing old laws that restrict information to the public. But, in many cases, the said police release detailed information on persons with similar charges.

As confirmed by Minister Montague, a Kingston resident, for example, was on five occasions arrested and charged with murder and is now out on bail and awaiting trial. This accused man may very well be innocent, but the public would be better served if it

were aware of his previous arrests.

New York City and other places with low crime rates are very open and transparent about criminals or people with other legal issues in the criminal justice system.

The individual’s rights under the law, of course, must be protected, but from the moment an arrest is made, the suspect must be photographed, fingerprinted and other personal and relevant information captured and stored in a database.

Although the charges are still allegations, the information is released to the press and posted on the police website for the public to view.

Profiling suspects must be part of the solution to Jamaica’s high murder rate. We are sure people are not comfortable with having their charges available for the world to see, but these are serious times. A better informed public would be more willing to provide law enforcement with more reliable information to help convict or release the arrested persons.

Schools Should Support the Whole Child

P

roviding high-quality academics and meeting the social-emotional needs of children go hand in hand. You simply can’t have one without the other. During every step of my career – from teacher to principal to superintendent – I’ve prioritized instruction and emotional supports.

And, as Chancellor, I’ve doubled down on this imperative for all our schools. New York City has made critical investments to deliver a comprehensive framework that increases opportunities and access to health and wellness that put students on the path to success.

Public-private partnerships have been an important focus during my time as Chancellor, and through a wonderful partnership with Warby Parker, students have received more than 32,000 pairs of free glasses since 2015.

Another important partnership is with Sprint to provide high school students with free Wi-Fi hotspots, so kids can complete their assignments and study outside of schools hours, helping to address the “homework gap.” Students keep these hotspots throughout their time in high school.

Community Schools also facilitate a direct connection between home and school. School staff conduct home visits and parents are invited into schools for classes and workshops.

We know parents are a vital asset to public education, and we need their partnership. By working closely with parents, we’re empowering them to become leaders in the school and

support their child’s learning at home.

The investments we have made in our Community Schools are common sense and make a difference, not only for the 118,000 students attending these schools, but for their families and the larger communities in these neighborhoods.

By pooling the resources of entire communities and neighborhoods, whether it’s nonprofit partners, mental health counselors or parents and grandparents, we can fill in the gaps for our students and provide them with the tools they need to successfully learn.

Nearly half of city school cafeterias have health violations

That's according to a study done by students at the CUNY Graduate School of Journalism.

It states that city inspectors found over 1,000 critical violations at nearly half of the 1,400 lunchrooms they looked at.

In some cases, rats and vermin were found in the cafeterias.

The report also found that some of the school's with the worst inspection records also serve some of the city's most impoverished students.

In a statement, the Department of Education says it will work closely with the Department of Health to investigate.

The DOE says that 98 percent of schools passed their inspections in 2017.

Medgar Evers College President Named Co-Chair of Justice Task Force

udolph “Rudy” F. Crew, the president of Medgar Evers College, has been named co-chair of Justice 2020, a major justice initiative announced on Wednesday by Brooklyn District Attorney Eric Gonzalez.

A launch committee composed of over 60 community leaders, clergy, experts in criminal justice, formerly incarcerated people and other experts will present recommendations to Gonzalez this spring on ways to strengthen community trust in the criminal justice system and keep Brooklyn safe.

The recommendations will go into a plan that will be shared with the public. The goal is to implement those recommendations by the end of 2020.

Dr. Crew’s co-chair in the endeavor is Jonathan Lippman, former New York City Chief Judge, currently of Counsel at Latham & Watkins LLP.

The committee has been broken down into several sub-committees focused on various aspects of the justice system in Brooklyn.

The sub-committees include those on data and transparency; mental health; alternatives to prosecution and restorative justice; violence prevention and gun strategies; civil rights and policing.

Dr. Crew, a former chancellor of New York City schools, attended a subcommittee meeting on Youth that was held Tuesday night at the DA’s office.

“It was an interesting meeting and will bode well for some aggressive, thoughtful recommendations for how the schools and the criminal justice system will have to work more closely to keep students out of the criminal justice system,” Dr. Crew said.

Bronx Cop Commits Suicide NEWBURGH: Bronx New York Police Department detective killed himself outside Billy Joe's Ribworks in Newburgh over the weekend.

Nicholas James Budney, 36, a New York City police officer who lived in Rock Tavern and grew up in Cold Spring, died Jan. 27, 2018, in Newburgh.

Police said on Jan. 31 that his death had been ruled a suicide.

Born Jan. 7, 1982, in Mount Kisco, he was the son of Doug and Margaret Budney.

Nicholas graduated from Haldane High School in 2000 and attended SUNY Plattsburgh and John Jay College of Criminal Justice.

On Jan. 10, 2005, he graduated from the New York City Police Academy and was assigned to the 47th Precinct in the Bronx.

He was a member of Special Operations, named Officer of the Year four times and assigned to Emergency Service Unit Truck 3.

Fidel Castro’s Eldest Son Commits Suicide HAVANA, CUBA: he eldest son of late Cuban leader Fidel Castro reportedly took his own life on Thursday.

Cuban state media reported that the 68-year-old Fidel Castro Díaz-Balart, affectionately known Fidel Castro in Cuba as Fidelito, Díaz-Balart had suffered from depression in recent months and had been receiving medical treatment as an outpatient, following a hospital stay.

No details about how he committed suicide were released. “Fidel Castro DíazBalart, who had been treated by a group of doctors for several months due to deep depression, took his life this morning,” Cuba’s official newspaper Granma reported.

Díaz-Balart once led Cuba’s nuclear power programme until a falling out with his father led to his dismissal.

He enjoyed cooking, gardening and woodworking. He loved being Irish and was loud and proud to be an Irish American.

On April 13, 2013, he married Shannon Sheehan at Our Lady of Loretto Church in Cold Spring.

Besides his wife and parents, Nicholas is survived by his sister, Heather Stoja (Matthew); his brother Christopher Budney; his godson, Lino Stoja; his niece, Anna Stoja; his maternal grandmother, Helen Miles; and his paternal grandmother, Margaret Budney.

A Mass of Christian Burial was celebrated on Feb. 3 at Our Lady of Loretto, with interment at Cold Spring Cemetery.

New York To Give Inmates Free Tablets NY, NY: eginning in the summer of 2018, each of the more than 50,000 inmates in New York state prisons will be given a tablet computer to use, free of charge. According to state officials, the tablets will not have direct access to the internet.

Anthony Annucci, acting commissioner of the state Department of Corrections and Community Supervision, announced the program during a state budget hearing Tuesday, the Democrat & Chronicle said.

The NYS DOCCS tweeted that the tablet program will cost the state nothing.

"The table initiative is not dependent on the budget as there are no state funds being used, nor is the Department taking commissions," a tweet dated Jan. 31 said.

The program is part of a contractual agreement recently entered into with JPay, a company that enables families to send inmates money, offers inmate email services and provides other services, such as video visitation.

The tablets will be pre-loaded with educational material, according to a press release from the DOCCS, and will also make additional services for inmates available, such as Prison Rape Elimination Act reporting, grievance filing and the potential for placing commissary orders.

Republican Assemb. Steve Hawley, of Batavia, Genesee County, wondered why a luxury item is being given to prisoners.

"If it's this easy to encourage vendors to provide free tablets to inmates," he told the Democrat & Chronicle in a statement, "why aren't they being provided to our students in disadvantaged school districts or to libraries across the state as a community resource?"

New York won't be the only state to have such a program. Georgia and Colorado provide tablets to inmates and Connecticut recently announced plans for a program, CNN said.

The Connecticut Department of Correction Commissioner Scott Semple vouched for the program.

"These tablets are an embedded network where there is no risk of victimization with the use of Wi-Fi, but it has a lot of capability to keep people connected with technology," he told CNN.

The measures include revisions to the Companies Act to incorporate the retention of beneficial ownership information; the designation of certain professions as reporting entities under the Terrorism Prevention Act; passage of the National Identification System Act; and the development of a system for capturing statistics related to trial matters.

“We will also see, in short order, the Micro Credit Bill and amendments to the Companies Act and Trust Act as additional steps by the government to improve our fight against (acquisitive) crimes and those who profit from it; to improve transparency and to be able to cope in the environment (of) increased de-risking arrangements by financial institutions,” Shaw added.

He was speaking during Wednesday’s opening ceremony for the Financial Investigations Division’s (FID) conference in New Kingston, under the theme ‘Taking the Profit out of Crime: What does it take?’.

The US senior diplomat will meet with Prime Minister Andrew Holness and Minister of Foreign Affairs and Foreign Trade Kamina Johnson Smith to discuss bilateral and regional security, energy efforts, and Jamaica's successful economic reform efforts.

Before he lands in Kingston, Tillerson will travel to Mexico City, Mexico; Bariloche and Buenos Aires, Argentina; Lima, Peru; and Bogot· in Colombia.

A press release from the United States Embassy in Kingston said that Tillerson would engage with regional partners to promote a safe, prosperous, energy secure, and democratic hemisphere.

Tillerson is expected to advocate for increased regional attention to the current crisis in Venezuela.

EU to provide €15 million aid package to strengthen resilience in Haiti BRUSSELS, Belgium: he European Commission has announced an aid package of €15 million for disaster preparedness and resiliencebuilding in Haiti.

“Haiti is particularly vulnerable to natural disasters and we are stepping up EU support to help local populations become better prepared. Investment in prevention and preparedness today can save lives in the future,” said EU commissioner for humanitarian aid and crisis management, Christos Stylianides.

“The EU stands by Haiti, through our support for emergency preparedness as well as longer-term development actions. Our coordinated response strategy will have a true impact on people’s lives by assisting those in need and making them more resilient,” added the European commissioner for international cooperation and development, Neven Mimica.

Of the new aid, €5 million will support local disaster preparedness and response capacities in Haiti, to better anticipate and recover from crises caused by drought, cyclones, epidemics, and floods. The remaining €10 million will be allocated to the Pro-Resilience project, which aims to improve the livelihoods, food and nutrition security of the most vulnerable households in the country.

Bahamas court orders return of man illegally deported to Haiti

Chinese gaining ground in region as second foreign language SANTIAGO, Chile: peaking recently at the China-Latin America Ambassador Forum, Robert Ladenden, director of the Latin American Center of Confucius Institute, noted Chinese has become the second foreign language of Chile and other Latin American countries.

There are 39 Confucius Institutes and 11 Confucius Classrooms in Latin America and the Caribbean, with more than 50,000 trainees and more than eight million cultural activities.

He pointed out that China has been increasingly influential in the region in the past ten years and learning Chinese and understanding China has gradually become the consensus and trend of the Latin American people.

Both sides have had frequent exchanges in the fields of culture and education, especially the establishment of the Confucius Institute, paving the way for the exchange of languages and cultures between China and Latin America. Haimai Watt, president of St Thomas University, said that over the past ten years, through the Confucius Institute, St Thomas University and Anhui University and other Chinese universities have established a cooperative relationship, implementation of an exchange program and, through the Confucius Institute Headquarters, a scholarship program.

NASSAU, Bahamas: nding a four-month ordeal that saw a man arrested, detained and involuntarily sent to Haiti without ever being charged, a Supreme Court judge in The Bahamas on Tuesday ordered the government immediately to issue a travel document to Bahamas-born Jean Rony Jean-Charles to allow him to travel from Haiti back to The Bahamas.

Supreme Court Justice Gregory Hilton also ruled that Jean-Charles be paid the cost of the travel forthwith upon his return.

Additionally, the judge ordered that Jean-Charles be issued status to permit him to remain in The Bahamas within 60 days of him applying. He further ordered that the applicant be paid cost and compensation for breaches to his fundamental rights and liberties.

by Fred Smith, QC, was named as the applicant in the matter.

The respondents include the attorney general, minister of immigration, director of immigration, officer in charge of the Carmichael Road Detention Centre and the commodore of the Defence Force.

Hilton found that Jean-Charles was deprived of his liberty, unlawfully arrested and detained, falsely imprisoned in breach of his rights guaranteed by the constitution, and unlawfully expelled from The Bahamas, again a breach of his fundamental rights.

Major Crimes fall In 2017 in St. Kitts and Nevis Basseterre, St. Kitts: reliminary statistics from the Royal St. Christopher and Nevis Police Force reflect significant decreases in major crimes in the federation over the past year, which has been a priority for law enforcement as outlined in the Six-Point Plan for the Reduction of Homicides and Violent Crimes 2015.

At a press conference on Tuesday (January 16) at the Police Training Complex, Commissioner of Police, Ian Queeley, said: “there were decreases in the number of Murder and Manslaughter Offences in 2017 from 31 in 2016 to 23 in 2017.” That corresponds to a 26 percent decline.

There were also decreases registered in the number of Shooting at with Intent Cases, which fell from 26 in 2016 to 17 in 2017 – a 35 percent drop; Attempted Murder offences totalled 37 in 2016 and fell to 28 in 2017 – a 24 percent decline. Additionally, there was a decrease in the number of incidents of Wounding with the Use of a Firearm, which was down by 20 percent, while the number of illegal firearms recovered by the police rose from

36 in 2016 to 47 in 2017 – a record number.

“It is also a point to note that of those 47 firearms that were removed from the streets, 38 of those are cases where persons were made answerable,” Commissioner Queeley said.

“This again I say is commendable when viewed against the variety and caliber of weapons that we took off the streets. As you can see, our proactive enforcement led to an increase in some areas and therefore that is quite positive.”

The heightened police activity was explained as a primary reason for the increase in the number of crimes recorded in 2017. The numbers point to a rise of 203 cases or 12 percent in 2017, when compared to the same period in 2016. However, 116 of the 203 cases or 57 percent were a direct result of the police’s drug and firearm interdiction efforts.

A statistical report from the police indicated that there were increased cases of Malicious Damage last year, which represents a 26 percent increase over the same period in 2016.

Small Business Guide Q: What truth-in-advertising rules apply to advertisers?

A: Under the Federal Trade Commission Act: advertising must be truthful and nondeceptive; advertisers must have evidence to back up their claims; and advertisements cannot be unfair.

Additional laws apply to ads for specialized products like consumer leases, credit, 900 telephone numbers, and products sold through mail order or telephone sales.

And every state has consumer protection laws that govern ads running in that state.

Q:What makes an advertisement deceptive?

A: According to the Federal Trade Commission Act and the Federal Trade Commission (FTC), an ad is deceptive if it contains a statement - or omits information - that: is likely to mislead consumers acting reasonably under the circumstances; and is "material" - that is, important to a consumer's decision to buy or use the product.

By Royce Murray here has been a flurry of activity around finding a long-term solution for Dreamers this week. All three branches of government have engaged in these head-spinning developments, ultimately underscoring the need for an urgent fix for Deferred Action for Childhood Arrivals (DACA) recipients.

In September, the administration ended the DACA program that provided a work permit and protection from deportation for 800,000 Dreamers. Congress has been tasked with providing a legislative solution for Dreamers, with an average of 122 DACA recipients losing their authorization each day since the initiative was terminated.

1. In the White House A few weeks ago an unusual meeting called by President Trump, where Republican and Democrat Members of Congress convened at the White House to discuss the parameters of a potential Dreamers deal.

Opening the meeting to reporters, President Trump said that this “should be a bill of love” for Dreamers, but also repeated his calls

for a laundry list of other changes, including building a border wall, closing so-called loopholes in immigration enforcement, making changes to long-standing family-based immigration categories, and ending the diversity visa program.

However, when asked by Senator Feinstein (D-CA) on whether he would agree to a “clean DACA bill now with a commitment to do comprehensive next,” Trump agreed that he would.

In the end, the president conveyed a sense of urgency in signing a bill both parties could agree on.

2. In the Courts A federal district court in San Francisco found that the administration’s termination of the DACA initiative was “based on a flawed legal premise.” The court ordered that the government must resume accepting DACA renewal applications, but does not require it to accept new applications from those that did not previously have DACA. The order does, however, permit grants of “deferred action” on an individual basis.

Although the Department of Homeland Security has broad discretion to grant deferred ac-

tion, the decision explained that the government did not follow the necessary procedural requirements when terminating DACA. The Department of Justice quickly announced it would immediately appeal the court’s decision.

3. In Congress Two new House immigration proposals also emerged this week to address Dreamers.

The first was a bipartisan bill from Rep. Will Hurd (R-TX) and Rep. Pete Aguilar (DCA)—the Uniting and Securing America (USA) Act—which would provide a path to citizenship for DACA recipients while also including some border security measures and increases to the number of immigration judges.

The second bill was a Republican-only proposal led by House Judiciary Committee Chairman Bob Goodlatte (R-VA), that would provide $30 billion to build a wall, add 10,000 border and interior enforcement agents, and roll back due process protections for unaccompanied children at the border, among many other draconian provisions—all in exchange for DACA beneficiaries receiving a three-year renewable legal status.

Q: What makes an advertisement unfair?

A: According to the Federal Trade Commission Act and the FTC, an ad or business practice is unfair if: it causes or is likely to cause substantial consumer injury which a consumer could not reasonably avoid; and it is not outweighed by the benefit to consumers.

Q: How does the FTC determine if an ad is deceptive?

A: A typical inquiry follows these steps: The FTC looks at the ad from the point of view of the "reasonable consumer" - the typical person looking at the ad. Rather than focusing on certain words, the FTC looks at the ad in context -- words, phrases, and pictures -- to determine what it conveys to consumers.

The FTC looks at both "express" and "implied" claims. An express claim is literally made in the ad. For example, "ABC Mouthwash prevents colds" is an express claim that the product will prevent colds. An implied claim is one made indirectly or by inference. "ABC Mouthwash kills the germs that cause colds" contains an implied claim that the product will prevent colds.

Although the ad doesn't literally say that the product prevents colds, it would be reasonable for a consumer to conclude from the statement "kills the germs that cause colds" that the product will prevent colds. Under the law, advertisers must have proof to back up express and implied claims that consumers take from an ad.

The FTC looks at what the ad does not say -- that is, if the failure to include information leaves consumers with a misimpression about the product. For example, if a company advertised a collection of books, the ad would be deceptive if it did not disclose that consumers actually would receive abridged versions of the books.

The FTC looks at whether the claim would be "material" -- that is, important to a consumer's decision to buy or use the product. Examples of material claims are representations about a product's performance, features, safety, price, or effectiveness.

Penn Relay Carnival sets for April 26-28

T

he 124th Running of the Penn Relays will be April 26-28, 2018.

Now in its 124th year, the Penn Relay Carnival is the world’s first – and most widely recognized – annual relay meet.

Each year, this historic rite of spring draws crowds of up to 100,000 to the University of Pennsylvania’s Franklin Field.

Here, spectators know they’ll see some of the world’s top track athletes compete — and often begin Olympic careers.

Both athletes and fans hail from all over the country and the world. There’s an accompanying festival offering food and souvenirs.

Over the course of the three-day Penn Relays festival, top high school, collegiate, masters and even Olympic athletes take to Franklin Field for games like the 4 × 400 meters relay, javelin, pole vault, 100 meter dash, mile runs, sprints and more in hopes of bringing home a medal.

Perhaps the most anticipated race is the USA vs. World series of elite races.

Take the Market-Frankford Subway line to 34th and Market streets and walk the few blocks to the track at 33rd and Spruce streets.

From the suburbs, SEPTA Regional Rail is one of the most convenient travel methods. Take the nearest line to 30th Street Station and it’s just a short walk to Franklin Field.

For those driving in, parking is plentiful. Parking garages are located at 3335 Chestnut Street, 4009 Walnut Street, 119 S. 38th Street and more. Street parking is also be available, but will be harder to find. For more information about parking and driving directions, click the button below.

The Penn Relays’ status as America’s largest amateur track meet goes back to the very first running meet, held in 1895 to stoke flagging student interest in track and field. That event drew 5,000 spectators, the largest audience for a track meet in Philadelphia up to that time.

The Relays have played an important role in Philadelphia’s cultural life from the beginning. It was one of few major events that accepted African-American competitors, and it was one of the high points on the African-American social calendar.

Jamaica confirmed for IAAF Athletics World Cup

J

amaica will be one of eight nations set to compete at the inaugural Athletics World Cup which will take place in London, England in July. The event will take place from July 14 to 15 and will include the Unites States, South Africa, Poland, France, China, Germany and Great Britain.

One male and one female athlete from each nation will compete in each track and field event. The two day World Cup is expected to be held at the London Stadium.

This was the same venue that hosted the 2017 IAAF World Athletics Championships.

This event is expected to be held every four years with the winning team taking home US $450,000 while the last place team will walk away with US $100,000.

MLS side Atlanta United retains Reggae Boy Williams GEORGIA, ATLANTA: amaican striker Romario Williams, 23 has been retained by Atlanta United FC in US Major League Soccer (MLS) and will be part of their roster for the 2018 season. The former Kingston College student has been given the number 9 jersey and will be looking to make his debut for the Georgia-based club in March.

Despite being signed by Atlanta in 2017, he was sent out on loan in the United Soccer League with Charleston Battery where he scored 15 goals in 22 games for the club, guiding them to 2nd in the Eastern Conference. Williams was a member of Jamaica's team who played at the Under-17 FIFA World Cup in Mexico in 2011.

USA 4x200 Women Establish American Record at The Armory NY, NY: longtime American record was rewritten during the International Women’s 4x200 relay at the Dr. Sander Invitational Saturday at The Armory New Balance Track & Field Center in Washington Heights.

The United States team of Kyra Jefferson, Deajah Stevens, Asha Ruth and Daina Harper won the 4x200 with an American-best 1:32.67, eclipsing the 1994 American mark of 1:33.24.

During Saturday’s performance the USA team, running together for the first time, nearly broke the world record of 132.41 set by Russia in 2005.

Ruth, of Harlem and former standout at Rutgers, didn’t know she’d get a chance to make American history until early Saturday morning when she was added as the team’s anchor when Shakima Wimbley pulled out. “I got the phone call this morning,” Ruth said. “I said, ‘Sure, I’d do it and I didn’t have to go to work.

I knew our girls would get out quickly because they are amazing 200 runners. All I had to do was maintain my lead.”

Stevens is a 2016 Rio-Olympian whose running career started in nearby Mt. Vernon, N.Y. while Jefferson and Harper hail from Detroit and Houston, respectively.

West Indies ‘A’ to face England Lions in pink ball “Test” ST JOHN’S, Antigua: The Selection Panel of Cricket West Indies (CWI) has announced the Windies “A” Team squad for three-match “Test” Series against England Lions in the Caribbean.

The four-day matches will run from February 11 to March 1 and will feature a “Test” using the pink ball. This will be the final match under lights at the Sir Vivian Richards Cricket Ground in Antigua. Play will start at 2pm (1pm Jamaica Time).

The other matches will be Trelawney Multiplex and Sabina Park in Jamaica. First ball is 10am (11 am Eastern Caribbean Time).

The Windies “A” Team will be led by left-handed opener Kieran Powell, with Shamarh Brooks as the vice captain. Following the “Tests” Windies “A” will face England Lions in three 50-over matches at the Coolidge Cricket Ground in Antigua.

The squad for these matches will be named at a later date.

Commenting on the squad, chairman Courtney Browne said: “With a strong England Lions team touring the Caribbean, the selection panel felt that it was a good opportunity to strengthen the A team with some of our Test players who will not have the opportunity to play any first-class cricket ahead of the Sri Lanka series. This series also provides some of the incumbent Test players the opportunity to restate a claim for a position in the Test match squad for what will be two important home series (vs Sri Lanka and Bangladesh in June and July).”

This international cadre of diaspora Artists - hail from resident homes in England, Canada, The United States By way of Trinidad, Barbados, Haiti and for the first time Artists from The Commonwealth of Dominica, showcasing work evocative of emotions after the devastation of category five Hurricane Maria.

Despite being a place that would easily fit under the optimistic theme “Here Comes The Sun” Dominica, after Maria “is in our darkest hour and we need to be saved,” says Artist, Carla Armour.

Her hurricane Maria chronicles, a series of nine 3 x 3 acrylic paintings ‘Throw me a Lifeline’, Uses primarily 'Caution Orange' Based on life rings. “I use them as a metaphor for living in the depths of this Post-Maria 'shituation'. I am reaching out for any and everyone to just throw us a float a 'Lifeline'.

The sizing plays on the Holy Trinity while the grey and white are for confusion and clarity and completes her prayer for finding sanctity balance and strength.

“I think they present strong symbolism,” the Artist says who embarked on creating an entirely new body of work for the show After Maria.

By Kimmy Blair, Street Hype Write —————————————————————————— everal weeks after she was enlisted as a paramedic in the United States Army, the family and close friends of Specialist Shauna-Lee Moodie are still in limbo as they wait for answers as to how the young and ambitious solider met her sudden demise in Mexico.

Moodie's body was brought back to Jamaica on Jan. 18, nearly a month after she was found lifeless in a Mexican hotel room.

Reports out of Mexico indicate that her body was found on the hotel floor with her husband, 25-year-old Clive Anthony Edmonson Jr., beside her. Reasons for death are not yet known, although Mexico’s Attorney General's Office reported that they have witnesses who heard the couple arguing. Police arrested the husband, but later released him. It is unclear whether he was charged.

Moodie, 23, a former Advertising Executive at Street Hype Newspaper, hailed from St James, Jamaica, where she studied at Montego Bay High School and then went on to The Moneague College where she pursued a Diploma in Primary Education

and graduated with a perfect grade average point of 4.0. She migrated to the United States in 2013 and later enrolled in Monroe College where she also graduated Summa Cum Laude. Moodie’s insatiable appetite for knowledge and success did not stop there, as she joined the US Army shortly after.

The trip to Mexico was intended to be a celebration of her achievements, but it turned out to be tragic.

Moodie's cousin, Naomi, told Street Hype that the circumstances under which Moodie died are quite mysterious. "This is so frustrating because a second autopsy is not possible. What we are hearing from the husband's father is that she choked on her saliva. All now we can't get to see an autopsy report," she said.

Daren Johnson, a longtime friend, said that he is despondent about what happened.

"Her death is very devastating and painful.

Johnson described her as a “fashionista, a very educated, forward-thinking, strong, motivated person who knew what she wanted. She was a very hard worker, and she was very determined."

BEHIND IN TAXES? Your passport could be in jeopardy!

T

he Internal Revenue Service today strongly encouraged taxpayers who are seriously behind on their taxes to pay what they owe or enter into a payment agreement with the IRS to avoid putting their passports in jeopardy.

This month, the IRS will begin implementation of new procedures affecting individuals with “seriously delinquent tax debts.” These new procedures implement provisions of the Fixing America’s Surface Transportation (FAST) Act, signed into law in December 2015.

The FAST Act requires the IRS to notify the State Department of taxpayers the IRS has certified as owing a seriously delinquent tax debt.

The FAST Act also requires the State Department to deny their passport application or deny renewal of their passport. In some cases, the State Department may revoke their passport.

Taxpayers affected by this law are those with a seriously delinquent tax debt. A taxpayer with a seriously delinquent tax debt is generally someone who owes the IRS more than $51,000 in back taxes, penalties and interest for which the IRS has filed a Notice of Federal Tax Lien and the period to challenge it has expired or the IRS has issued a levy.

There are several ways taxpayers can avoid having the IRS notify the State Department of their seriously delinquent tax debt. They include the following: • Paying the tax debt in full • Paying the tax debt timely under an approved installment agreement,

• Paying the tax debt timely under an accepted offer in compromise, • Paying the tax debt timely under the terms of a settlement agreement with the Department of Justice, •Having requested or have a pending collection due process appeal with a levy, or • Having collection suspended because a taxpayer has made an innocent spouse election or requested innocent spouse relief.

A passport won’t be at risk under this program for any taxpayer: • Who is in bankruptcy • Who is identified by the IRS as a victim of tax-related identity theft •Whose account the IRS has determined is currently not collectible due to hardship • Who is located within a federally declared disaster area

•Who has a request pending with the IRS for an installment agreement • Who has a pending offer in compromise with the IRS •Who has an IRS accepted adjustment that will satisfy the debt in full For taxpayers serving in a combat zone who owe a seriously

delinquent tax debt, the IRS postpones notifying the State Department and the individual’s passport is not subject to denial during this time.

In general, taxpayers behind on their tax obligations should come forward and pay what they owe or enter into a payment plan with the IRS.

Frequently, taxpayers qualify for one of several relief programs, including the following: • Taxpayers can request a payment agreement with the IRS by filing Form 9465. Taxpayers can download this form from IRS.gov and mail it along with a tax return, bill or notice. Some taxpayers can use the online payment agreement to set up a monthly payment agreement for up to 72 months.

• Some financially distressed taxpayers may qualify for an offer in compromise. This is an agreement between a taxpayer and the IRS that settles the taxpayer’s tax liabilities for less than the full amount owed. Damage to the hair must be trimmed away or grown out. For example, there is not a permanent cure for split-ends. There are some conditioners that can essentially patch splitends and make them less visible, but over a period of time those split-ends will reappear. The only way to permanently get rid of your splitends is to trim them away. You should absolutely never burn away your split-ends.

Hair breakage is the most common cause of hair loss. Tight hairstyles (ex. tight ponytails and braids) can break off the hair and damage the hair follicle. If your hair constantly breaks you will need to identify exactly what’s causing the breakage and eliminate the culprit to

Health, Nutrition, Hair Vitamins and Supplements Generally speaking, the same nutritious foods that are good for your body also promote stronger, healthier hair. If you don’t eat a healthy diet, your hair could suffer.

It’s important to mention that your hair doesn’t contain vitamins – it is not a living structure. If you’re eating a balanced, nutritious

diet there is very little benefit gained from taking hair vitamins and supplements.

If you simply concentrate on eating lowfat proteins, dairy products, fruits, vegetables and whole grains you can help your hair reach its full potential without supplements.

The United States Department of Agriculture has established dietary guidelines for Americans (Chapter 1). Although, according to most surveys, the average American isn’t familiar with the guidelines and doesn’t manage their dietary intake accordingly.

For those who aren’t eating a well balanced, nutritious diet, or have a medical condition or imbalance, you might need vitamins and supplements to help your hair reach its full potential. You should consult your doctor to determine if a multivitamin is right for you.

My advice to you: Eat a healthy, well-balanced, nutritious diet and save your money on hair vitamins and supplements unless you have a medical condition or imbalance.

Police nab Jamaican fugitive on most wanted list

Gov. Murphy putting New Jersey back in environmental pact TRENTON: ew Jersey Gov. Phil Murphy has signed an executive order to have the state rejoin a regional environmental pact.

The order signed Monday by the Democratic governor will require that New Jersey be put back in the Regional Greenhouse Gas Initiative.

Murphy's predecessor, Republican Chris Christie, announced in 2011 that the state would leave the initiative, saying the pact didn't effectively reduce greenhouse emissions and amounted to a tax on utility customers.

The RGGI is a cap-and-trade program of nine New England and mid-Atlantic states whose aim is to reduce carbon emissions from power plants.

Murphy said Christie's decision to withdraw from the compact has forced New Jersey to fall behind on the critical goals of reducing greenhouse gas emissions and mitigating the impacts of global climate change.

NEW JERSEY n investigation that lasted more than 16 years resulted in the arrest of a man listed on Bergen County's Most Wanted List while he was in Jamaica, authorities announced on Wednesday.

In December 2001, Davey Scott allegedly sold more than 25 pounds of marijuana to an undercover detective in Franklin Lakes, then struck a Bergen County Prosecutor's Office detective with his vehicle when he fled the scene, according to the prosecutor's office.

Newark officially regains control of City schools NEWARK: wenty-two years after a state takeover, Newark has officially regained control of its schools.

Mayor Ras Baraka celebrated the milestone on Thursday, telling students that "we are not giving the keys back."

The state took over Newark's schools in the mid-1990s after years of mismanagement and academic underperformance.

State-appointed schools superintendent Christopher Cerf has been replaced by an interim superintendent until Newark's school board chooses a full-time replacement.

The state's board of education voted in September to return local control to Newark, citing the district's improved performance.

New Jersey became the first state in the country to approve the takeover of local school districts in the late 1980s, and eventually took control of school districts in Jersey City, Paterson and Camden in addition to Newark.

HACKENSACK: nonprofit run by former Gov. James McGreevey opened a Hackensack office Friday that McGreevey said will help guide former inmates through their return to society.

Flanked by county officials and three clients whom the New Jersey Reentry Corporation has already helped, McGreevey thanked those who supported the creation of the Hudson Street site. The office — which is in the Courthouse Towers, above the county probation offices — will help former inmates from county, state and federal prison navigate the knotty road to a normal life, he said.

“We’re here for one purpose: To serve persons returning from prison,” McGreevey said afterward. “To keep them sober, to keep them healthy and to secure for them employment.

The Classic Warning Signs of an Abuser!

Dear Readers: ecently I printed the feedback I received regarding a letter from Robin whose feeling “Smothered in the Bronx," a recently divorced mother of two. Her ex-husband had been emotionally unavailable. She's now dating his "exact opposite" who "treats her like a queen" and is "loving, affectionate, generous and' caring." She went on to say he stops by her job "only a few" times a day, and the minute she's home he shows up at her door.

All her dinners are with him -- he pays for everything -- and he doesn't leave until her kids go to bed. He spends every waking hour with her and accompanies her wherever she goes.

She said she knows she should feel grateful, but instead feels "indebted, stalked, controlled and burdened." Her question: "Am I just being selfish, and can I train myself to like being spoiled?"

I told her she and the man were overdue for a candid talk about personal space that she’s still healing from her divorce and he seems so smitten or insecure that he's preventing her from figuring out where she ends and he begins.

Today I'll share the classic warning signs of an abuser.

Read on: 1. PUSHES FOR QUICK INVOLVEMENT: Comes on strong, claiming, "I've never felt loved like this by anyone." An abuser presses for an exclusive commitment almost immediately.

2. JEALOUS: excessively possessive; calls constantly or visits unexpectedly; prevents you from going to work because "you might meet someone"; checks the mileage on your car.

3. CONTROLLING: Interrogates you intensely (especially if you're late) about whom you talked to and where you were; keeps all the money; insists you ask permission to go any-where or do anything.

4. UNREALISTIC EXPECTATIONS: Expects you to be the perfect mate and meet his or her every need.

5. ISOLATION: Tries to cut you off from family and friends; accuses people who are your supporters of "causing trouble." The abuser may deprive you of a phone or car, or try to prevent you from holding a job.

6. BLAMES.OTHERS FOR PROBLEMS OR MISTAKES: It's always someone else's fault if something goes wrong.

7. MAKES OTHERS RESPONSIBLE FOR HIS OR HER FEELINGS: The abuser says, "You make me angry," or "You're hurting me by not doing what I tell you."

8. HYPERSENSITIVITY: Is easily insulted, claiming hurt feelings when he or she is really mad. Rants about the injustice of things that are just a part of life.

9. CRUELTY TO ANIMALS OR CHILDREN: Kills or punishes animals brutally.

Also may expect children to do things that are far beyond their ability (whips a 3-year-old for wetting a diaper) or may tease them until they cry. Sixty-five percent of abusers who beat their partner will also abuse children.

Why is my computer so slow?

By Karen Maxwell hen you first get a computer, it may seem very quick and able to handle a number of tasks with ease. However, over time you may find that it starts to get slower to respond and particularly if you have a few applications open at the same time.

This guide will give you step by step suggestions for some of the things you can do to free up space and help your computer run faster.

You’ll need: A computer with Windows 7 installed.

Follow these step-by-step instructions to help your computer run faster Step 1: Empty your recycle bin. When you delete documents etc, they are sent to the recycle bin, so deleting all data in the recycle bin can free up space. Find the recycle bin icon on your desktop.

Step 2: double click on the icon and check all the documents and data in the bin to check you are happy to delete everything. Close the bin.

Step 3: Right click with your mouse on the recycle bin icon. Choose Empty Recycle Bin from the menu by left clicking with your mouse.

Step 4: You will be asked if you are sure you want to delete the items. Click on Yes. Your recycle bin will be emptied.

cations or programs that are not used, as these can take up a lot of hard drive memory and this can cause your computer to run slowly.

Step 6: From the start menu, choose Control Panel. Once the Control Panel is open, choose Uninstall a program.

Step 7: Scroll down the list of programs and find any that you do not use. Click on the program in the list so that it is highlighted, then click on Uninstall.

Follow the on screen instructions to remove the program.

Step 8: Run a 'Disk Cleanup'. A number of files and applications can use up memory and aren’t required – such as temporary files and cookies.

Running Disk cleanup will allow you to remove any data that isn’t needed to free up more space on your hard disk.

Step 9: From the Windows Start Menu, choose Computer.

When the computer dialogue

box opens up, right click on the C: and choose Properties from the menu.

Step 10: Click on Disk Cleanup in the next window, the computer will then go through a number of files and programs to see what can be deleted.

Step 11: Once it has done this, it will offer a list of possible files to delete.

Step 12: Scroll down the list in the disk cleanup to see what you can delete to free up space.

Click in the tick box to choose the item. When you have finished and are happy to delete the files, click on Clean up system files.

HEALTH AND NUTRITION 44% of New Yorkers exposed to secondhand smoke at home T he Health Department on Feb 4 released a new Vital Signs report on secondhand smoke exposure and smoke-free housing policies in New York City.

Secondhand smoke exposure is the involuntary exposure to smoke from a burning cigarette or from another person exhaling smoke from a cigarette. According to the data, 44 percent of adult New Yorkers in 2016 reported being exposed to cigarette smoking while in their home – whether the source of smoke was from another apartment, house, or from the outside.

The rate of secondhand smoke exposure was assessed by asking individuals if they smelled cigarette smoke. Secondhand smoke exposure was found to be more prevalent among Latino adults, Black adults and those in high-poverty neighborhoods.

Latino adults (56 percent) were more likely to report being exposed to secondhand smoke from the outside than other nonLatino racial/ethnic groups. Black adults reported exposure in their home at higher rates than White and Asian/Pacific Islander adults (44 percent versus 38 percent and 35 percent, respectively).

Additionally, New Yorkers living in medium-, high- and very-high poverty neighborhoods were more likely to report exposure to secondhand smoke at home than residents living in low-poverty neighborhoods. The Health Department’s annual Community Health Survey provided data for the report. The Vital Signs can be found here.

“There is no safe level of exposure to secondhand smoke, and these troubling data show that too many New Yorkers are being exposed to that danger – especially in communities of color,” said Health Commissioner Dr. Mary T. Bassett. “Exposure to secondhand smoke can put families at higher risk of stroke and other tobacco-related ill-

nesses. We continue to encourage all New Yorkers to adopt smoke-free policies in their homes in order to protect their health and the health of their family.”

The Vital Signs report also examines smoke-free housing in New York City. Forty percent of New Yorkers living in multi-unit housing reported living in a building that prohibits smoking, although White and Black adults were less likely than Latino and Asian/Pacific Islander adults to report they lived in a building with a smoke-free policy.

In 2013, 77 percent of New Yorkers also had an “in-home smoke free policy,” meaning smoking was not allowed in their residence, up from 62 percent in 2002.

Additional Vital Signs data highlights: New Yorkers in multi-unit housing (three or more units) were more likely to report being exposed to cigarette smoke from outside than those in one- or two-family homes.

Latino and Black adults and younger adult New York City residents were more likely to report being exposed to secondhand smoke than White and Asian/Pacific Islander adults and those ages 65 and older.

In 2016, 40 percent of adult New Yorkers living in multi-unit buildings reported smoking was prohibited in all areas.

In 2013, three-quarters of adult New Yorkers (77 percent) reported they had a smoke-free policy at home – meaning smoking was not allowed anywhere inside. Nonsmokers were more likely than smokers to have such a policy (81 percent versus 55 percent).

Among smokers and non-smokers, the percentage implementing in-home smokefree policies has increased steadily between 2002 and 2013 (from 29 percent to 55 percent for smokers; from 71 percent to 81 percent for non-smokers).

1. Start with the Serving Size •We need to look for both the serving size and the number of servings in the package.

• Compare the portion size to the serving size listed on the panel. If the serving size is one cup then we eat two cups, we are consuming twice the calories, fat and other nutrients.

2. Check out the Total Calories • Find out how many calories are in one serving. It's good idea to cut back on calories if we are watching your weight.

3. Let the Percent Daily Values Be our Guide We need to use percent Daily Values (DV) to evaluate how much food fits into our daily meal plan.

• Daily Values are average levels of nutrients about 2,000 calories a day. A food with a 5 percent DV of fat provides 5 percent of the total fat.

Percent DV means for the entire day, not just one meal( such as breakfast, lunch and dinner) or snack • Some may need more or less than 2,000 calories per day. The amount of calories we should eat every day depends on our age, height, gender, daily activity level, and whether we want to lose, maintain, or gain weight.

• For some nutrients may need more or less than 100 percent DV. 4) The High and Low of Daily Values • Low is 5 percent or less in saturated fat, trans fat, cholesterol and sodium.

• High is 20 percent or more in vitamins, minerals and fiber.

5) Limit Saturated Fat, Added Sugars and Sodium Consuming less saturated fat, sugars and sodium may help to reduce the risk of having chronic disease.

• Saturated fat and trans fat increase risk of heart disease.

• Consuming added sugar makes it difficult to meet nutrient needs within the calorie requirement.

• High levels of sodium may develop high blood pressure.

• Need to look for low percentage DV of these kinds of nutrients.

6) Look for Enough Vitamins, Minerals and Fiber • Add more fiber, potassium, vitamin D, calcium may help to reduce your risk of certain health conditions such as osteoporosis and anemia.

• Consume more fruits and vegetables for more of these nutrients.

• Need to look high for percentage DV of these kinds of nutrients.

7) Additional Nutrients It is also important to know about the additional nutrients on the Nutrition Facts label.

• Protein A percentage Daily Value of protein is not mandatory to be listed on the label. We need to look for moderate portions of lean meat, poultry, fish, eggs, low-fat milk, yogurt and cheese.

• Carbohydrates The three types of carbohydrates are sugars, starches and fiber. We need to eat whole-grain breads, cereals, rice and pasta as well as fruits and vegetables.

• Sugars Simple carbohydrates, or sugars, are naturally present fruit juice (fructose) and milk (lactose) or refined sources such as table sugar (sucrose) or corn syrup. The 20152020 Dietary Guidelines for Americans recommends consuming less than 10 % of daily calories from added sugars.

Check the Ingredient List Foods with more than one ingredient need to be listed on the label in descending order by weight. The largest amounts are listed first. This information may be helpful to individuals with food allergies, those who need to avoid pork or shellfish.

Black History Month Nine Tips For Growing A Successful Business T T he theme for Black History Month 2018 honors "African Americans in Times of War" like the legendary Tuskegee Airmen, who were highly decorated for their service in World War II. Each year beginning on February 1, an entire month of events are planned nationwide honoring the history and contributions of African Americans.

The theme for Black History Month in 2018 is "African Americans in Times of War" honoring those brave men and women who served their countries in the armed forces, especially those who made the ultimate sacrifice while defending the American ideals of freedom and democracy.

During World War II, for example, more than 2.5 million black men registered for the draft and one million served as draftees or volunteers in every branch of the armed forces.

A decade before the first glimmers of the Amercan civil rights movement, most black men were assigned to segregated combat groups.

Even so, more than 12,000 black men who served in the segregated 92nd Division received citations or were decorated for "extraordinary heroism" on the battlefield. Perhaps more famously, the Tuskegee Airmen also became legendary for their heroic feats, and in total received a Distinguished Unit Citation, several silver stars, 150 distinguished flying crosses, fourteen bronze stars, and 744 air medals.

At war's end, recognition of the AfricanAmerican contribution to the war effort would eventually lay the groundwork for the civil rights protests of the 1950s and 1960s.
