Queens: massive 15,000 patrons from around New York, the tri-state area and beyond came out to Roy Wilkins Park in Queens, NY to enjoy the 7th staging of the Grace Jamaican Jerk Festival on July 23. Guests were treated to a full day of the "jerk experience" from a variety of vendors, a delightful culinary pavilion, cultural and mainstage performances, a fun Kidz Zone and an array of giveaways from a variety of sponsors. Even the weather cooperated, adding to the good vibes of the day, despite a predicted storm, the weather was as pleasant as the crowd.

The day kicked off with various activations at the Culinary Pavilion.

Hosted by Celebrity Chef Irie Spice of the critically acclaimed television series, "Taste the Islands with Chef Irie" and Food Network's 'Cutthroat Kitchen' and New York's BB King's and Highland Ballroom's Executive Chef Wenford Patrick Simpson, the Cook-Off tent was on fire.

The very impressive line-up of talented Chefs participated in friendly banter amongst themselves and the engaged spectators.

Chef Andre Fowles of Miss Lily's, a twotime Food Network Chopped champion kicked things off with a cooking demo of chicken tostadas, which was later devoured by the attentive audience.

Lisa Hanna, Jamaican Minister of Culture 2012-2016 and Miss World 1993, competed against New York City Mayor, Bill de Blasio in a quick-fire challenge with mystery ingredients that included pork chops, breadfruit, granola bars and spinach. While De Blasio named his dish "Ocho Rios Explosion", Hanna proudly won the challenge with her dish "Goodie" and later shared on the Main Stage that she "did not come from Jamaica to be beat." She did her parish of St. Ann proud.

Chef Shorne Benjamin won the Celebrity Chef Throw Down against Chef Troy Levy of B.B King's and The Food Network hit show Cooks vs Cons.

An independent country must focus on what is important !

J

amaica and Trinidad and Tobago celebrate Independence in the month of August, both having gained independence from the United Kingdom in 1962. But what does it mean to be an independent nation?

And in a world that is becoming more interconnected, can a sovereign nation achieve, or maintain, true independence?

Real independence means that a country exercises self- governance and sovereignty over its affairs without the control or interference of another country.

For Jamaica and Trinidad, “independence” signaled that their affairs would no longer be controlled or dictated by the UK. It then begs for us to ponder the question: how independent are these "independent" nations?

The Caribbean region, in general, appears to be struggling to handle rising crime rates, including murder, although it remains relatively safer than other regions of the world.

A noticeable, worrisome trend is the declining food production in the Caribbean region -- a region that once boasted a very robust, productive agricultural industry but is now recording a significant decline in production output.

In fact, the agricultural sector has seen on a 30year decline.

We believe that a truly independent nation must have the capability to produce enough to feed its people. In the case of Jamaica, the island is now spending an average US$905 million to import various food items including traditional foods once produced by the island nation in abundant such as coffee, sugar, pineapple, ginger, and bananas as well as livestock products.

Another striking fact is that many independent countries, including Jamaica and Trinidad, both suffer from massive debt. In 2016, Trinidad's public-sector debt stood at 61 percent of GDP while Jamaica's debt stands at 122 percent of GDP at the end of 2016.

Many readers will remember the global food crisis three years ago. The region was in a frenzy as the importation pipeline was restricted, impacting the supply of essential food items such as oil, milk, and flour that were imported from North America.

That should have been a wakeup call for all countries in the Caribbean region to ensure they produce and perfect the production of these essential food items where possible.

The crisis in Venezuela is another example of a country that ignored local food production, and now the country can hardly afford to buy enough food, and almost three-quarters of the population have lost weight in the last year according to some studies.

Venezuela failed to develop thousands of acres of land that often stayed idle for decades as they focused on putting most of their resources in oil production.

If a country wants to be truly independent, it needs to focus on what is important.

A country cannot borrow more than it produces. It has to produce enough food to meet the demand of the people, and they must take a stance to manage crime and violence and create an environment where people can raise families, live in peace and do business.

Forbes honors St. Francis College

BROOKLYN: very year Forbes offers prospective college students and their parents a way to find the best colleges for their money, and every year St. Francis College is offered as one of the choices. With the release of the 2017 rankings, St. Francis has now been ranked one of America’s Top Colleges all 10 years that Forbes has published the list.

Forbes puts a large focus “on the direct benefits a college or university provides its students. Favoring output over input.” The website argues that return on investment, measured by graduation rate, student debt, and post-graduate success, is more important than acceptance rate and SAT scores.

In describing why St. Francis made the list, Forbes writes that, “Academia is celebrated at St. Francis – an impressive 20% of students pursue postgraduate education… and the five-year Master’s track for Accounting regularly sends graduates to the Big Four.”

The listing goes on to praise the college for its diversity, entrepreneurship program, and tradition of volunteering by students.

“We take a lot of pride when the hard work of our professors, administrators, and of course, our students, is recognized for a ranking like America’s Top Colleges,” said Interim President Timothy J. Houlihan.

Mayor’s Millionaires tax needed to fix subway 'crisis'

MANHATTAN: ayor Bill de Blasio on Monday outlined his plan to tax wealthy New Yorkers to fix what he says is a subway crisis.

The plan would tax city residents with annual incomes of more than $500,000 in order to raise money for the Metropolitan Transportation Authority's subway improvements.

It would also fund reduced-price MetroCards for low-income riders.

The proposal adds another tweak in the rift between the mayor and Gov. Andrew Cuomo over the funding for the subways.

In a statement, Cuomo also said the system is "in crisis" and requires immediate action.

MTA Chairman Joe Lhota said the mayor should partner with him and match the state funding immediately to "turn the trains around."

In a statement released Monday, Lhota added, "You can’t delay an emergency plan

to stop delays. The challenges the subways are facing today need immediate resources and solutions right now, not years from now."

State lawmakers would have to pass the measure, but Republicans control the state senate.

"With New York City sitting on a surplus that is north of $4 billion, the absolute last thing we should be talking about is raising taxes," a State Senate Republican spokesperson said in a statement Sunday. "If the City wants to up its contribution to help shore up the subways for commuters and their families — which we support — it certainly has the means to do that."

Cuomo added that the state is looking to introduce congestion pricing, including potential fees on for-hire vehicles.

Former mayor Michael Bloomberg pushed hard for congestion pricing during his time in office - but couldn't find enough political support outside Manhattan.

Candlelight Vigil For Jon-Adrian Velasquez:

A rally and candlelight vigil was held this evening on West 125th and Frederick Douglass Blvd. for a New York man who many say was wrongly convicted and imprisoned since 1998 for killing a retired city cop during a botched robbery at a bad-news social club in Harlem. The jury acquitted JonAdrian Velasquez of first-degree murder, but went for second, sending him to prison for 25 to life. The rally was led by NYC Council Member Andy King (4th l) and Velasquez’s mother Maria Velasquez (5th l). They were joined by dozens of supporters and Velasquez, still in prison, phoned in to speak to the crowd of supporters.

Five men charged in 12-Hour violent crime spree

MOUNT VERNON he Westchester County District Attorney Anthony A. Scarpino, Jr. announced on July 17, the indictments of five men in connection with a twelve-hour violent crime spree that began on May 21, 2017.

On May 21, defendant Allen Copeland a/k/a “Hat”, using an illegal handgun, shot at Victim-1 in the area of 3rd Street and Union Avenue in Mount Vernon.

On the same day (May 21) defendant Eric Lee a/k/a “Bubba”, using an illegal handgun, shot at Victim-2 and Victim-3 in the area of 4th Avenue in the Mount Vernon.

Between May 21, 2017 and May 22, 2017, defendants Eric Lee a/k/a “Bubba,” Sincere Smith, Allen Copeland a/k/a “Hat,” Leroy Garcia and John Oquendo participated in a conspiracy to commit robberies which led to the murder of victim Trevon Boswell, an intended robbery victim.

This robbery conspiracy spanned throughout several jurisdictions – the City of Mount Vernon, the City of New Rochelle, and the City of Yonkers in Westchester County as well as various robberies in Bronx– and lasted several hours.

According to the charges in the 50-count conspiracy indictment, defendants Lee, Sincere Smith, Copeland, and Garcia conspired to commit robberies in Mount Vernon.

They began by attempting to rob Victim4 and completing an armed robbery of Victim5 in Mount Vernon.

Lee and Smith attempted to rob Victim6, Trevon Boswell, while Garcia stood as the lookout and Copeland acted as the getaway driver, and when Boswell tried to get away, defendant Lee shot Boswell in the back in the

Lee and Ssmith then robbed Victim-7 in the vestibule of an apartment building in the 47th Precinct in the Bronx.

Lee, Smith and Copeland then reJohn Oquendo cruited the fifth defendant John Oquendo and sought additional robbery victims.

Lee, Smith, Copeland and Oquendo, armed with illegal handguns, robbed Victim8, Victim-9 and Victim-10 in the area of Bonnefoy Place in New Rochelle.

State to ban e-cigarettes in school

aping will not be allowed when students head back to school this fall.

Governor Andrew Cuomo signed a bill outlawing the use of electronic cigarettes on the grounds of all the state's public and private schools.

A report from the state Health Department says e-cigarette use among high school stu-

dents nearly doubled between 2014 and 2016.

Vaping devices do not contain tobacco but deliver nicotine to users in liquid form and release water vapor.

Critics of the ban say there is no evidence of health threats linked to e-cigarettes, but the state says any nicotine use by teens is harmful.

Next, the men traveled to the 45th Precinct of the Bronx (Coop City area) and robbed Victim-11 of a chain from around his neck.

When Victim-11’s cab driver (Victim-12) attempted to get the chain back, Lee shot Victim-12 two times with his illegal handgun.

Lee, Smith, Copeland and Oquendo robbed Victim-13 of his jewelry in the 47th Precinct of the Bronx, near the Mount Vernon border.

Finally, Lee, Smith, Copeland and Oquendo robbed Victim-14, Victim-15 and Victim-16 inside a cab stand in the City of Yonkers, holding them at gunpoint.

During the course of the conspiracy, these five defendants victimized sixteen innocent people, including the shooting death of Boswell, shooting and causing serious physical injury to Victim-12, and, assaulting Victim8 using a handgun.

NEWS AMERICAS: s Caribbean countries across the region continue to battle rising violent crimes, a News Americas Now analysis of Interpol’s most wanted criminals from the region shows that some 44 Caribbean nationals currently wanted for murder are on the list.

The majority are from Jamaica, which has had one of the highest murder rates in the world for many years, according to United Nations estimates.

Jamaica Currently, Jamaica has 35 wanted murderers on the latest Interpol list of most wanted. They include Rohan Nelson, 37, and Shenardo Kiffin, 31, who are both wanted for two counts of murder.

The others wanted for murder are: Morris Anthony Lee, 58; Kemar Graham, 35; Damion Simpson, 37; Davion Baker, 27; Dwayne Ellis, 27; Lester Gordon, 65; Odeen Mcgregor, 31; Dwayne Bailey, 30; Ainsworth Smith, 41; Marlon Perry, 40; Nigel Omar Abdullah, 39; Alphanso Derrick Nelson, 27; Teran Bryan, 27; Shanrick Shavaughn Nugent, 23; Kemar Ruddock, 26, Paul Casanova, 41; Randy Rodman, 31; O’Neil Ferguson, 34; Marlon Omar Mcmillan, 31; David Stewart, 41; Jermaine Gordon, 36; Damian Williams, 35; Patrick Kay, 26; Dion Chambers, 50; Gregory Lester Anthony Anderson, 36; Javier Adane Lewis, 22; Ricardo Eshaka Powell, 26; Dwayne Alouisus Thomas, 34; Ayele Logan Russell, 21; Oshane Thompson, 24 and Oral Dwayne Nelson, 29.

Sint Maarten The Dutch Caribbean island of Sint Maarten has five wanted murders on its Interpol list. They include French St. Martin national Jameson Saint Cyr, 20, who is wanted for murder/manslaughter along with four Caribbean nationals living in Sint Maarten. They are Grenada national Kathron Fortune and Diomedez Bobadilla Suarez, 40 and Sobiesky Manuel Parrondo, 29, and Emanuel Santos Rosario, 40, all of the Dominican Republic.

Suriname Suriname has two wanted murders listed with Interpol. They are Surinamese born Ricardo Rinaldo Oeloe, 36, who is wanted for aggravated theft, armed robbery and injury causing death/manslaughter/murder and Brazil national Ferreira Manoel Moura, 30, who is wanted for murder.

Belize And The Dominican Republic Belize and the Dominican Republic are the only other Caribbean nations with murderers listed with Interpol. They both have one each.

Belize authorities are seeking information and the arrest of 28-year-old Hovard Felipe Martinez, who is wanted for murder while Dominican Republic want to arrest Yovanis Francisco Tavarez Perez, 43, who is wanted for attempted murder.

Suriname defamation - a law setback for freedom of expression

PARAMARIBO, Suriname: n an effort to curb criticism on the government, and especially the president, the Suriname government has submitted a draft bill to parliament in which insulting the president on social media is punishable by either imprisonment or fines.

During Thursday’s first debate on the draft bill ‘Electronic Legal Transactions’, member of parliament Stephen Tsang argued that “we will have to be more careful and be more polite against each other online”.

Beside the proposed legislation parliament is also aiming at revitalizing several dormant defamation laws dating from Suriname’s colonial era.

Meanwhile several national and regional organizations, including the Surinamese Association of Journalists (SVJ) and the Association of Caribbean MediaWorkers (ACM), have voiced their concern regarding the draft bill.

“The introduction of this proposed law is a significant backward step for freedom of expression in the Caribbean. In many places in the Latin America and the Caribbean, socalled insult laws are being shunned, repealed and generally condemned as being contrary to constitutional provisions that guarantee free expression,” said ACM president Wesley Gibbings, in an invited comment.

Cayman Islands speaker escapes groping accusation

GEORGE TOWN, Cayman Islands: he speaker of the Cayman Islands Legislative Assembly will not face any charges following accusations that he groped a waitress in a Florida casino last month.

McKeeva Bush had been arrested after the woman alleged that the veteran politician had touched her inappropriately while she was serving at the casino in Coconut Creek, Broward County. Although the Seminole police department said at the time that the woman made a sworn affidavit and CCTV footage had been recovered, officials there have now confirmed that no charges will be filed.

Bush had protested his innocence from the moment his mug-shot appeared online and the details of the allegations emerged, and he implied, through his attorney, that the episode was a cultural misunderstanding. He filed a not guilty plea after he was released from jail, having deposited a $1,000 cash bond. Soon afterwards he returned to the Cayman Islands.

Ron Ishoy, from the Florida State Attorney’s Office, confirmed that the case was not going ahead and a full explanation would be released this week. “The Broward State Attorney’s office in Fort Lauderdale filed paperwork …noting that it will not file a charge of misdemeanour battery against William Bush.”

MIAMI: hile Panama is drowning in a number of major corruption and white-collar scandals, a major human rights violation, which proved fatal, is not receiving the attention it deserves.

A Canadian, Dr Arthur Thomas Porter IV, a hospital administrator accused by anticorruption prosecutors in Quebec of accepting $22.5 million bribe to facilitate a billion-dollar hospital construction contract, died of lung cancer in a small, dirty Panamanian prison cell, when the government of Panama denied him life-saving medication and treatment, after which a large portion of his $11 million in criminal assets disappeared from his Panamanian corporation bank accounts.

Porter had been arrested in Panama pursuant to a pending Canadian extradition request.

Fewer Woman Lawyers in NY Courtroom Roles

ust a quarter of lawyers who have leadership roles in New York state and federal courtrooms are women, according to a new analysis by the New York State Bar Association. The gender discrepancy differed significantly between attorneys representing public entities, such as state or federal government, and those representing private parties.

Women accounted for 38.2% of lawyers representing the public, but only 19.4% of lawyers representing private parties, according to the report, by the association.

Senate Passes Bill to Help Terminally Ill Patients

he Senate on Thursday passed by unanimous consent a measure designed to make it easier for terminally ill patients to get access to experimental treatments without oversight from the Food and Drug Administration. The “right-to-try” legislation has been championed by the libertarian Goldwater Institute, which has worked to pass similar legislation in 37 states. The federal version, now headed to the House, would bar the government from blocking patients from getting access to medications that have undergone only preliminary testing in humans. Patients first would have to try all other available treatments and be unable to participate in clinical trials. The bill would provide drug companies some legal protection if a treatment results in harm of patients.

LEGAL AFFAIRS DCA investigates home healthcare agencies for sick leave violations

D

epartment of Consumer Affairs (DCA) Commissioner Lorelei Salas on Monday announced that its Office of Labor Policy & Standards (OLPS) has launched investigations into nearly 40 home healthcare agencies across the city that represent upwards of 33,000 workers.

General compliance issues with this industry have been reflected in OLPS’ experience enforcing the NYC Paid Sick Leave Law. Home care aides as a group have filed the third highest number of paid sick leave complaints.

OLPS has handled 94 home healthcare agency cases leading to nearly $200,000 in fines and more than $475,000 in restitution (about 12 percent of total restitution recovered) on behalf of 6,183 workers, or more than one third of all workers on behalf of whom OLPS has recovered restitution under the law in two-plus years of enforcement.

Recent New York State Department of Health data estimates that the number of home care aides working in New York City is about 203,100, making them one of the largest private sector workforces in the city.

Approximately 700 licensed Home Care Service Agencies operate nearly 850 locations in the city and dispatch this workforce mostly to private homes. Wage and hour and other labor and employment law violations among this workforce are reportedly rampant, despite recent reforms meant to raise standards like the State’s “wage parity” law and extension of federal wage and hour rights to the workforce.

DCA’s OLPS has been shifting its enforcement resources to focus on industries that tend to have higher rates of labor and employment law violations.

The Office recently sent 39 notices of investigation and requests for documents to home health agencies around the city. The agencies include a broad cross-section of agencies across the five boroughs, which collectively employ approximately 33,000 workers. orkers in NYC have rights regardless of immigration status. The Department of Consumer Affairs (DCA) Office of Labor Policy & Standards is NYC’s central resource for workers.

Paid Sick Leave If you work in NYC for more than 80 hours a year, you can earn up to 40 hours of sick leave each year to care for yourself, your child, or other family members.

If your employer has five or more employees, you have a right to paid sick leave.

If your employer has fewer than five employees, you have a right to unpaid sick leave.

It is illegal for an employer to retaliate against you for requesting or using sick leave.

Under federal law, you may also have the right to take additional unpaid time off from work: Some workers who work for employers with more than 50 employees may take up to 12 weeks of unpaid leave each year to care for themselves or a family member or to bond with a new child. The leave may be taken all at once or from time to time.

Starting January 2018, most workers in New York will be eligible to take paid family leave to bond with a new child, care for a close relative with a serious health condition, or address certain military family needs. The amount of leave and pay will phase in over four years, starting at eight weeks paid at 50% of the worker’s salary in 2018.

Gatlin stuns Bolt to win 100m world title

merican veteran Justin Gatlin was booed after he stunned Usain Bolt to win the 100m world title in London on Saturday.

Gatlin, who served a doping ban between 2006-10 and won silvers behind Bolt at the last two world championships, clocked 9.92 seconds, with teammate Christian Coleman winning silver in 9.94sec.

Bolt suffered a dreadful start and could only claim bronze in 9.95sec. "I'm sorry I couldn't end it on a winning note, but I want to thank you for your support," said Bolt, who embraced Gatlin after they streaked through the line with no clear victor immediately apparent.

"It's been a wonderful experience as always." Gatlin was afforded the same rough reception as he had in the heats and semi-finals, loud boos and jeering ringing around the same stadium where in 2012 his rivalry with Bolt was presented as 'good against evil', given the American's doping-tainted past.

But Gatlin has form as the last man to beat Bolt over 100m -- by a hundredth of a second in Rome in 2013 -- and at the age of 35, can still produce the goods, something he has in the past ironically credited with his four years of forced exile from the track.

After Usain Bolt and Elaine Thompson both fell by the wayside in the 100m finals, Jamaican Olympic champion Omar McLeod put his country and his region in gold standing with a win Monday in the 110-m men’s hurdles competition.

McLeod won in a time of 13.04 to move his country’s medal total to two so far in the Championships. By contrast, Jamaica won seven gold medals – and 12 in total – at the 2015 World Championships in Beijing where they dominated the sprint program.

“There was a lot of pressure coming in but I channeled it positively,” McLeod commented after the race. “It’s totally different to last year where we had Usain and Elaine winning, which I used to propel me. I didn’t have that this time so I really wanted to come out and shine my own light.”

Rihanna giving bikes to girls in Malawi

ihanna is giving bikes to girls in Malawi to help them get an education. It's part of a new partnership between the singer's Clara Lionel Foundation and Chinese bikesharing company Ofo. The campaign called 1 KM Action will fund scholarships to help hundreds of girls attend secondary schools in Malawi. Those who qualify for a scholarship will receive bikes to make sure they get to school.

According to the foundation, there are approximately 4.6 million students across Malawi but only eight per cent of students complete secondary school. One of the reasons for that is because of the poor transport links.

Rihanna has a reputation for being a humanitarian. Through her foundation, which is named after her grandparents, she has focused on providing children with access to education in more than 60 developing countries, giving priority to girls.

Her efforts helped win her Harvard University's Humanitarian of the Year award.

As a result, the 36th IRAWMA winners and ceremony that was set for September 30th will instead be revealed in conjunction with the 37th Chicago Music Awards (CMA) in February 2018.

As an Independent Nation, Jamaica assigns Ambassadors overseas who represent the country. They sign treaties on behalf of Jamaica and become members of various international organisations. This is important, as it gives Jamaica equal rights on various issues relating to international trade, policies and treaties.

Every year on August 6, (previously first Monday in August), Jamaicans celebrate the removal of our dependence on Britain, to control specific functions of the country. At this time we also honour all those persons who were responsible for the transfer of power.

In October, during National Heritage Week (third Monday in October), we also honour our six National Heroes and one Heroine, in recognition of their contribution to the birth of our nation.

It is my firm belief that a strong and prosperous Diaspora will translate to a strong and prosperous Jamaica. It is against this background that I am giving priority to working with you in helping address some of the challenges faced by our vulnerable nationals as they seek to take advantage of the opportunities available in this country.

ellow Jamaicans, On the 55th anniversary of our independence, it is fitting that we celebrate our achievements and strengths while pondering our challenges. Our independence theme this year is, “Celebrating Jamaicans at home and abroad.”

And how appropriate that we should have that theme when our athletes from home and abroad are right now holding our flag high at the World Championships in Britain, as they did for Jamaica 50 during the Olympics in London. So they will no doubt bring glitz and glory to this little island which always stamps its weight in gold.

We can draw inspiration from our sports men and women who have quintessentially incarnated the true spirit of Jamaica: A spirit of excellence, extraordinariness, daring, resilience, optimism, faith and hope. We have been stunning the world with our sporting prowess even before our independence. Jamaica had the first person to make the final in all three major Olympic sprint events—the 100m, 200m and 400m sixty-five years ago.

To this day no one has equaled that Herb McKenley’s record. We were also the first Caribbean team to hold the 4 by 400m relay world record, and that again 65 years ago in Helsinki, when the Jamaican greats of Arthur Wint, Herb Mckenley, George Rhoden and Leslie Laing mined gold.

We little, but we Tallawah. Today we have both the fastest man and the fastest woman in the world.

Our rich culture—our sport, music, dance, drama, fashion, language -- represents our soft power. Culturally, Jamaica is a superpower. How many countries in the world — not just counties of comparable size—have produced someone as internationally famous and influential as Bob Marley, Usain Bolt or Marcus Garvey?

How many countries have produced ei-

ther world-famous music or sporting legends, let alone both? Many scholars are now writing about the importance of soft power in international affairs. All over the world, people identify with Jamaican culture.

As we celebrate Jamaicans at home and abroad this independence, let us note that it is not just in the area of culture where we have made a decisive mark.

In science, we have made notable achievements. Just a few weeks ago it was announced that one of our internationally recognized scientists, Dr Henry Lowe, was granted what is called an orphan-drug designation by the US Food and Drug Administration for developing a drug from cannabis to treat myeloid Leukemia. This drug, which could be on the market in three years, is projected to have estimated annual sales of US$250 million dollars in the US market alone.

There are other Jamaican scientists doing cutting-edge research in North America, Britain and continental Europe.

There are Jamaicans like Dr Vincent Reid, Director of Surgical Oncology at the Mercy Medical Centre in the United States who is doing pioneering cancer research and being published in the best scientific journals in the world. In whatever field you can mention, there are Jamaicans at home and abroad who have distinguished themselves internationally. We are a people of excellence.

As we mark Jamaica 55, let us not be overwhelmed by our challenges. Our problems do not define us. Our achievements and strengths do. Let’s focus on the positives for, indeed, there are many. Among our noteworthy achievements have been the macroeconomic reforms that we as a people have fostered.

As a people, we have said “enough is enough!” with regard to debt and budget deficits. Jamaica took the hard decisions and you made the sacrifices to strengthen our independence by putting our macroeconomic house in order.

We knew the debt trap and double digit inflation were whittling away our independence, making us more vulnerable to external pressures.

Fellow Jamaicans, you have shown the discipline necessary to undertake the reform measures. We have achieved record low inflation rates and have significantly cut our debtto-GDP ratio. We now boast a budget surplus after many years of chronic deficits. Jamaica achieved a primary balance surplus of $135.9 billion in the 2016/2017 fiscal year, 7.7%, or $12.9 billion above the minimum 7% target.

Our independence is being strengthened.

We have demonstrated as a people that we are quite able to manage our own affairs and to show economic discipline without social unrest.

Glue extensions, or double sided tape, are often used with popular lace wigs. Unfortunately, they can cause damage that is often permanent. The glue can block your scalp pores and damage your hair follicles as well as burn and dry out your hair. Heavy extensions pull on your scalp resulting in thinning hair. It is difficult to clean your scalp with glue extensions in it creating unhealthy hair.

Sometimes hair extensions can cause headaches and bald spots.

Hair bonding glue contains high concentrations of soluble latex antigen and may cause anaphylaxis without mucosal contact.

Repeated glue exposure may potentially sensitize consumers. Physicians, cosmetologists, and latex-allergic patients should be aware of bonding glue-induced immunoglobulin Emediated reactions associated with hair alterations.

Probably because the products made from latex are increasing in number, reactions to latex have become more common. Latex is found in balloons, rubber bands, condoms, elastic bands, bathing suits, underwear, waist-

bands, and rubber toys. The reactions to these items go beyond contact dermatitis, and may cause asthma, or even anaphylactic shock.

What Are the Symptoms?

The most common symptom of dermatitis or scalp allergies is the appearance of red, itchy raised areas on the skin called hives that can be very small dots or large splotches.

Acute hives arise quickly, and can last up to six weeks. Sometimes they appear in groups that fade as other groups develop. Hives near the eyes, lips, or genitals swell a great deal, and can be alarming, but usually go away in twenty-four hours. The most common causes of acute hives are: foods, medicines, insect bites, and sunlight. Chronic hives are much less common. They may linger as long as six weeks, and the cause may remain unknown.

The effects of severe scalp allergies can be particularly troublesome because of the presence of hair over the lesions that must be cut to properly treat the scalp, or where the hair actually breaks off at the base, leaving bald spots. Most people are somewhat selfconscious about the appearance of their hair.

A simple treatment that brings relief for any case of dermatitis is to bathe with a mild soap in cool to lukewarm water to relieve the itch.

Sometimes an ultraviolet light, a sunlamp, or cortisone is recommended There have been several recent cases where women have had severe allergic reactions to hair bonding glue. A prime example of this type of reaction is where a 37-year-old woman developed systemic anaphylaxis upon

repeated exposure to hair bonding glue. Skin tests to the glue and latex tests were positive.

Antigen levels exceeded those reported in other natural rubber latex-dipped products.

What Can I Do To Prevent This?

This is a serious matter, in that many females young and old have been using these adhesives regularly for hair extensions. Please be informed that if you have any allergies to latex or latex type products bonding glue or adhesive is not for you. Be aware of itching, bumping or irritation at the scalp surface. If you notice this reaction, remove the source of the problem right away.

There are non-allergenic and fragrancefree products on the market for those who have skin allergies or scalp conditions. In addition, treatment is usually with over-thecounter antihistamines, such as Benadryl or cortisone.

Mortgage Broker Gets 54 months I Fraudulent Loan

taBernaCLe: ierre Chainey, 42, tabernacle, new Jersey, was sentenced to 54 months in prison for his role in a mortgage fraud scheme that caused $2.7 million in losses.

Chainey previously pleaded guilty before U.s. District Judge noel L. Hillman to one count of conspiracy to commit wire fraud and one count of money laundering.

Judge Hillman imposed the sentence on July 7, 2017, in Camden federal court. according to documents filed in this case and statements made in court: In november 2005, Chainey established Universal Lending solutions LLC, a mortgage brokerage company in northfield, new Jersey, and served as chief executive office of the company until 2008.

He was also a loan officer for the company.

From november 2005 through at least January 2008, he conspired with others to profit from the sale and purchase of properties in new Jersey by obtaining mortgage loans for unqualified borrowers using fraudulent loan applications, HUD1 settlement statements and other documents.

In addition to the prison term, Judge Hillman sentenced Chainey to three years of supervised release; restitution will be determined at a later date. acting U.s. attorney William e. Fitzpatrick announced the sentence and credited special agents of the FBI, under the direction of special agent in Charge timothy Gallagher, and special agents of IrsCriminal Investigation, under the direction of special agent in Charge Jonathan D. 2. Send Romantic Text Messages When you’re apart, send romantic text messages to one another. This can build anticipation for when you’ll see each other again. Use texting to send short messages of love, admiration, and encouragement. Don’t be afraid to send some sexy text messages to spice things up. It is a simple and easy way to keep the romance in your relationship.

3. Schedule Regular Date Nights Most couples go on dates regularly during the initial phase of their relationship. However, going out to dinner often gets traded in for sitting on the couch. As a result, the relationship can become a little dull. Schedule regular date nights so you can spend quality time together as a couple.

Diaspora Members Make Donations To Education Sector

KINGSTON, July 27 (JIS): embers of the Jamaica Diaspora made donations to the education sector at a session of the Jamaica 55 Diaspora Conference, at the Jamaica Conference Centre, downtown Kingston, on July 26.

The session was addressed by Minister of Education, Youth and Information, Senator Ruel Reid, who highlighted the needs in the education system, and gave an update on the Government’s investment in the sector.

Senator Reid also urged the members to partner with the Government to improve the education system.

He said a major focus of the Ministry is taking over a number of privately run early childhood institutions that need upgrading.

“We will need the Diaspora to continue to give support to improve the infrastructure as much as possible,” the Minister told them.

Retired educator, Dr. Hermine Speckles, donated US$2,500, noting that her contribution is a “giving back,” as the Education Ministry helped her with an overseas scholarship.

Representative from Caribbean Food Delights, Janice Julian, contacted her senior managers, and got the approval to donate US$2,000.

Public-Private Relationship Manager with the National Education Trust (NET), Latoya Harris, informed that other partners on the agency’s Pledge 2 Build initiative

ran their own fundraising exercises during the Conference.

Some 14 schools at the primary and the secondary levels are slated for repairs by the end of the year through the donations.

“People like to see when others have confidence in something, and Pledge 2 Build is an initiative than can make a difference in the lives of thousands of children,” the NET official told JIS News.

Director at the Onecare Health Services Inc., Carlton Darby, made a pledge of $250,000 for the West Kingston-based Tivoli Gardens High School.

Darby informed that he, along with several past students, will, in a few weeks, start the implementation of a project to support the school, which includes the mentoring of students.

Eight Tips to Protect Taxpayers from Identity Theft

dentity theft happens when someone steals personal information for financial gain.

Tax-related identity theft happens when someone uses another person’s stolen Social Security number (SSN) or Employer Identification Number (EIN) to file a tax return to obtain a fraudulent refund.

Many people first find out they are victims of identity theft when they submit their tax returns. That’s because the IRS lets them know someone else already used their SSN to file.

The IRS continues to work hard to stop identity theft with a strategy of prevention, detection and victim assistance. So far, the agency has stopped millions of dollars from getting into the hands of thieves.

Check out these eight tips on how to protect against identity theft: 1. Taxes. Security. Together. The IRS, the states and the tax industry need everyone’s help. The IRS launched The Taxes. Security. Together. awareness campaign in 2015 to inform people about ways to protect their personal, tax and financial data. Learn more at www.IRS.gov/TaxesSecurityTogether.

2. Protect Personal and Financial Records. Taxpayers should not carry their Social Security card in their wallet or purse.

They should only provide their Social Security number if it’s necessary. Protect personal information at home and protect personal computers with anti-spam and anti-virus software. Routinely change passwords for online accounts.

3. Don’t Fall for Scams. Criminals often try to impersonate banks, credit card companies and even the IRS hoping to steal personal data. Learn to recognize and avoid those fake communications. Also, the IRS will not call a taxpayer threatening a lawsuit, arrest or to demand immediate payment. Beware of threatening phone calls from someone claiming to be from the IRS. 4. Report Tax-Related ID Theft.

Here’s what taxpayers should do if they cannot e-file their return because someone already filed using their SSN: File a tax return by paper and pay any taxes owed. File an IRS

Form 14039, Identity Theft Affidavit. Print the form and mail or fax it according to the instructions. Include it with the paper tax return and/or attach a police report describing the theft if available.

File a report with the Federal Trade Commission using the FTC Complaint Assistant.

Contact Social Security Administration at www.ssa.gov and type in “identity theft” in the search box.

Contact financial institutions to report the alleged identity theft.

Contact one of the three credit bureaus so they can place a fraud alert or credit freeze on the affected account.

Check with the applicable state tax agency to see if there are additional steps to take at the state level.

5. IRS Letters. If the IRS identifies a suspicious tax return with a taxpayer’s stolen SSN, that taxpayer may receive a letter asking them verify their identity by calling a special number or visiting an IRS Taxpayer Assistance Center.

6. IP PIN. If a taxpayer is a confirmed ID theft victim, the IRS may issue them an IP PIN. The IP PIN is a unique six-digit number that the taxpayer uses to e-file their tax return. Each year, they will receive an IRS letter with a new IP PIN. 7. Report Suspicious Activity. If taxpayers suspect or know of an individual or business that is committing tax fraud, they can visit IRS.gov and follow the chart on How to Report Suspected Tax Fraud Activity.

8. Service Options. Information about tax-related identity theft is available online.

The IRS has a special section on IRS.gov devoted to identity theft and information for victims to obtain assistance.

Avoid scams. The IRS does not initiate contact using social media or text message.

The first contact normally comes in the mail.

Those wondering if they owe money to the IRS can view their tax account information on IRS.gov to find out.
