Penn Relays provides opportunities for athletes!

f there is one thing that we can say about Jamaicans is that they are very serious about sporting activities, especially in the area of athletics.

Jamaica’s annual Boy and Girls’ champs is one of the island’s most popular events attracting well over 100,000 patrons and participants during the four-day long event.

It would appear that everyone is an accomplished athletic star in Jamaica during the high school championship. And the commitment and support of the schools, coaches, teachers, parents and other family members, as well as the past student associations, must be commended for their unwavering support over the years.

Dave Johnson, director of Penn Relays, is on point when he observed that “for the past 50 years, the Jamaican influence has transformed the Relays into far more of an

international event than it had been previously.” He noted the “carnival atmosphere” at the relays that have become a staple event in the Jamaican Diaspora.

As Friends of the Penn Relays, the organizers of the 123rd Penn Relays, welcome patrons to the grounds of the University of Pennsylvania on April 27-29, another bumper crowd of Jamaican nationals are expected to be in attendance to watch their fellow Jamaicans in action.

The Penn Relays is the oldest, largest and most prestigious track and field relay meet in the world, attracting more than 18,000 athletes to the event each year with many of the better high schools and colleges coming from Jamaica.

The Jamaican schools have been dominant since they began attending the relays back in 1964. The Jamaican invasion has spurred other Caribbean nations to follow suit. This year, Trinidad & Tobago and the Bahamas registered seven high school teams each. Teams from Barbados, Grenada, Guyana, St. Vincent and the U.S. Virgin Islands will also be participating.

The goal of the Penn Relays is to provide the best track and field competition for the greatest number of participants of all levels, ages, and abilities.

Penn Relays continues to be a very good forum for runners to showcase their talents

and athletes from Jamaicans and other countries have benefited significantly from the event.

Some seven years ago, Dr. Geneive Brown Metzger, the then-Jamaica Consul General to New York, was appointed to the Board of the Friends of the Penn Relays to help the organization strengthen its relationship with track and field interests in Jamaica and other Caribbean islands.

We have been witnessing positive steps with the inclusion of more Jamaican companies and products serving as sponsors and the hoisting of the Jamaican flag during the event.

Why I Am Against A Constitutional Convention

ou should know that on November 7, 2017, New Yorkers will vote on whether or not to spend millions of dollars to hold a State Constitutional Convention.

You should also know that under the New York State Constitution, every 20 years on Election Day, New Yorkers are asked to answer this ballot question: “Shall there be a convention to revise the constitution and amend the same?”

It is also important for you to know that I believe that a Constitutional Convention will hurt the men and women in New York who are already struggling to pay their bills and raise their families, among them are union workers from transit to teachers, retirees, those seeking employment, those who find themselves in court, and even our environment will almost certainly suffer irreparable damage.

Some of the reasons why I am opposed to a Constitutional Convention are: • Currently, the Constitution guarantees that pensions benefits for every public employee are protected and cannot be diminished or impaired. A Constitutional Convention would almost certainly result in the lowering of pension benefits across the board for all public employees.

• The public sector union currently has the right to collective bargaining. With a Constitutional Convention, it is most likely that those collective bargaining for public sector unions will end. This will do away with the right to good jobs and good wages.

• Presently, under the Constitution, all workers have the right to access public sector jobs. A Constitutional Convention will most probably turn back the hands of time and allow for discrimination, favoritism and nepotism in hiring.

• The Constitution currently provides for right to a free public education. A Constitutional Convention could take away this right, harming our children's fundamental right to education.

• Workers compensation rights are currently protected by the Constitution. A Constitutional Convention will almost certainly alter workers compensation, making work especially

dangerous for many men and women who face serious injuries every day on the job.

• Our watersheds, state parks and wild preserves are being protected by the Constitution. A Constitutional Convention can do enormous harm to our environment by opening up our watersheds, state parks and wild preserves to developers so they can be seized or plundered by the private sector.

• Our Constitution requires for judges to be elected into office by voters. A Constitutional Convention would almost certainly end the election of judges in favor or lifetime appointments, thereby opening our judicial system to many levels of corruption.

Return Preparer Pleads Guilty to Filing Fraudulent Tax Returns

Nassau County, New York return preparer pleaded guilty on April 19 to filing fraudulent tax returns, announced Acting Deputy Assistant Attorney General Stuart M. Goldberg of the Justice Department’s Tax Division and Acting U.S. Attorney James P. Kennedy Jr. for the Western District of New York.

According to documents and information presented to the court, from January 2010 through April 2015, David Menzies, 51, of Floral Park, filed fraudulent tax returns for hundreds of clients that claimed fake business income and expenses and false dependents to claim refunds his clients were not entitled to.

Menzies solicited, and sometimes purchased, the personal identifying information of minors from their parents, and claimed them as dependents on other clients’ returns. Menzies charged his clients $250 for the use of the phony dependents and often used the same children’s information in multiple years.

He recruited people to assist him in filing these fraudulent returns and directed them to escort his clients to check cashers, in order to cash their refund checks and collect Menzies’ fee, including the money for the false dependents.

In addition, Menzies concealed his identity as the preparer by soliciting other people to apply to the Internal Revenue Service (IRS) for preparer IDs and filing the fraudulent returns using the preparer identification numbers the IRS assigned to these individuals. Menzies admitted that he caused a tax loss of more than $250,000.

Menzies also acknowledged that he failed to timely file his 2009 through 2015 personal tax returns.

Sentencing is scheduled for July 26 before U.S. District Judge Lawrence J. Vilardo in the Western District of New York.

Menzies faces a statutory maximum sentence of three years in prison, a period of supervised release, restitution and monetary penalties.

Borough Presidents Call for Universal Free Lunch in City Schools

Non-profit Organization Proposes Plan for Community Radio

enter for Caribbean Progress, Inc. (CCP) a not-for –profit organization based in Queens New York has proposed a bold yet simple plan for the Caribbean community to empower itself through the establishment of a Community Radio station.

The plan calls for the community to make a modest investment in itself by donating $1.00 per week or $52 dollar per year for membership in the organization.

The donations will then be used to purchase air time on existing brokered radio stations in the tristate –area; thus creating a community radio station.

The organization’s President, Attorney Donald P. Vernon, stated that a Community Radio is a unique and evolving tool for information and knowledge transfer; He went on to explain that CCP has identified Community Radio as an avenue for participatory communication and a tool relevant in political, social and economic development.

The proposed community radio station has been named Caribbean Public Radio (CPR) and is already up and functioning on WVIP 93.5 FM. CPR can be heard every Sunday between the hours of 1:00 PM and 2:00 PM. With the support of the community, Vernon thinks that the organization will be able to purchase at least 25 hours per week on its current platform within the next eighteen to twenty four months.

When asked why he has such optimistic projections? Vernon explained that his confidence is based on the fact that such a radio station is needed, the entry point requires only $1.00 per week, that for that $1.00 per week investment, each investor/supporter get back $5.00 to $15.00 per week.

Vernon went on to explain that the bundle of membership benefits: free consultation from a list of attorneys; free consultation from a list of CPAs; Free medical consultation, test or procedure from a list of medical doctor; and a discounts of 10% from participating business, amounts to a total value of $5.00 to $15.00.

New York City Hits New Record Low Unemployment Rate

N

ew York City Economic Development Corporation (NYCEDC) on Airil 21 announced that citywide unemployment dropped to a new record low of 4.0 percent in March 2017, the lowest rate since 1976, which is the earliest available unemployment data from the New York State Department of Labor (NYSDOL).

The unemployment rate breaks the previous record of 4.3 percent in February 2017, and is down from 5.2 percent in March 2016, based on NYSDOL data. Citywide unemployment is down from 8.2 percent in December 2013, representing a 4.2 percent drop since Mayor de Blasio took office.

Based on a seasonally-adjusted analysis, New York City added over 6,000 private sector jobs in March 2017. New York City has added 321,300 private sector jobs since Mayor de Blasio took office.

The New York State Department of Labor (NYSDOL) releases employment data for New York City and State that it collects under a joint program with the Bureau of Labor Statistics.

By Kimmy Blair Street Hype Writer 27-year-olf woman has been sentenced to 19 years for the grisly murder of her toddler in their Mount Vernon home last year.

Deasia Bartee of Washington Street was sentenced on March 28 after pleading guilty to manslaughter in the first degree.

According to the Westchester County District Attorney Anthony A. Scarpino, Jr., on August 5, 2016 at approximately 5:21 a.m., a 911 call was received by Mount Vernon Police for an unresponsive child -14-and-half-month-old Samia Yusuf --who had died in her sleep.

The officers responded to 210 Washington St. where they found the victim in a play pen. Police said the child was on her back with her arms rigid pointing towards the ceiling. The victim had no pulse and was extremely cold to the touch. Her left eye appeared to be swollen shut.

The victim was taken to Mount Vernon Hospital and pronounced dead on arrival.

The ER doctor who examined her told the police that the child was unusually cold and stated his belief the child had been dead for some time and may have been refrigerated as she was in an advanced state of decomposition.

The defendant, who was interviewed by detectives, implicated herself in the death of her child. She stated that she repeatedly struck the victim on the back with her hand. She was placed under arrest.

An autopsy conducted by the Medical Examiner’s Office ruled the victim’s cause of death as blunt force trauma of the body with a fracture dislocation of the lumbar spine and internal bleeding.

Yusuf was significantly underweight and malnourished and although 14-andhalf-month-old at the time of her death, weighed only 14 pounds.

Subway says it shut hundreds of U.S. restaurants last year

.S. sandwich chain Subway Restaurants said on Thursday it shut 359 restaurants in the United States last year, amid stiff competition in a highly fragmented fast-food industry.

Subway, owned by Doctor's Associates Inc, is the world's largest fast-food chain by number of restaurants. It had 26,744 locations operating in the United States at the end of 2016.

"We will continue to relocate some shops to better locations and look for new sites — both traditional and non-traditional," the company said in an e-mailed statement.

Subway said its U.S. sales fell 1.7 percent to $11.3 billion last year, while interna-

tional sales climbed 3.7 percent to $5.8 billion, reflecting a focus on overseas growth.

Subway rival McDonald's has also reduced the number of its U.S. locations in recent years, as it seeks to cut costs by franchising out more restaurants.

ST JOHN’S, Antigua: high court ruling this week rejected an application for judicial review by Leroy King, the former head of the Financial Services Regulatory Commission (FSRC) in Antigua and Barbuda, against the 2012 decision by the government to approve his extradition to the United States to face charges of facilitating the multi-billion dollar Ponzi scheme by convicted former businessman Allen Stanford.

In a 71-page decision, High Court Justice Darshan Ramdhani said, having reviewed King’s arguments, he saw no reason why either King’s claim for constitutional relief or the application for leave should be allowed.

The judge said he had seen no reason why the order of extradition to the US for trial should be stayed or quashed. “The claim for constitutional relief is therefore dismissed. The application for leave to apply for judicial review is also dismissed.

There shall be no order as to costs,” Ramdhani said.

King had argued that a decision made by the then foreign affairs minister, to order his return to the US under the Extradition Act 1993, was in breach of his right to the protection of law as guaranteed by the constitution.

Colombia landslide kills at least 17 in Manizales

MANIZALES, COLOMBIA: andslides caused by heavy rain have killed at least 17 people in the city of Manizales, in central Colombia, officials say.

The search continues for at least seven others who are missing, they add. Mud and rocks have destroyed several precarious houses built on steep hills.

Running water, electricity and gas services have been suspended. The landslides happened after the monthly average of rain fell in one night, the city's mayor said.

Earlier this month, more than 300 people were killed in landslides in Mocoa, in southern Putumayo province.

People and rescue agencies look for bodies in a destroyed area after mudslides, caused by heavy rains leading several rivers to overflow, pushing sediment and rocks into buildings and roads, in Manizales.

President Juan Manuel Santos visited the area and said humanitarian aid was being sent.

Mr Santos said the death toll was likely to rise as hopes were fading in the search for the missing.

The mayor of Manizales, José Octavio Cardona, said the city was cut off by "rock slides, mudslides, floods".

By NAN Contributor SPRINGFIELD, Illinois: bill introduced by a Democratic State Representative in the Prairie State of Illinois has named 18 Caribbean nations as foreign tax havens and if it becomes law, would forbid a company incorporated in any of those nations from submitting a bid or entering into a contract with the state.

The Expatriate Corp/Foreign Haven act or HB 3419 introduced on February 9 by Rep. Jaime M. Andrade, Jr. in the Illinois General Assembly has drawn concern from some business leaders, a few Caribbean and other international leaders for listing them as tax havens.

Tax Havens are defined as jurisdictions with: no tax, or very low rates of taxation; strict bank secrecy provisions; a lack of transparency in the operation of its tax system, and a lack of effective exchange of information with other countries.

Those making the list from the Caribbean on HB 3419 are: Anguilla, Antigua and Barbuda, Aruba, The Bahamas Barbados, Belize, Bermuda, The British Virgin Islands, Cayman Islands, The Turks and Caicos Islands, Dominica, Grenada, Montserrat, Netherlands Antilles, St. Kitts and Nevis, St. Lucia, St.

Vincent and the Grenadines and U.S. Virgin Islands.

Any company that has incorporated in any of these nations would be considered an expatriate corporation under the bill, which calls on the Illinois Investment Policy Board to create a list of expatriate corporations to include in the state’s rolls of “restricted companies.”

The New York City Council on Wednesday approved legislation to ban employers from requesting or using job applicants’ salary history when making hiring decisions, a measure intended to address gender-based wage disparities. CONCACAF files federal law suit against Warner, Blazer

A

federal lawsuit has been filed by CONCACAF against disgraced officials Jack Warner and Chuck Blazer. The governing body are seeking $20 million damages to "to redress the harms caused by warner and blazer’s fraudulent, unfair and unlawful acts as former high ranking officials of CONCACAF".

Warner, the former CONCACAF boss, is facing extradition from his native Trinidad and Tobago on charges of wire fraud, racketeering and money laundering.

Blazer, a former FIFA Executive Committee member and former CONCACAF General Secretary, struck a plea deal in 2013 and turned whistleblower for the Federal Bureau of Investigation. He was key to several FIFA officials being arrested in Zurich in May 2015.

The 71-year-old former FIFA Executive Committee member and Warner conspired to accept bribes in connection with the 1998 and 2010 World Cup bid processes, won by France and South Africa respectively.

Kingston, Jamaica WI: ermaine Mason, the Jamaican-born high jumper who won a silver medal with Team GB at the Beijing Olympics in 2008, has died following a motorcycle crash, aged 34.

Ben Hawes, chairman of the British Olympics Association athletes’ commission said of Mason “Winning a silver medal in Beijing places him amongst a unique group of athletes and underlines what a talented individual he was.”

Mason was born on 20 January 1983 in Kingston, Jamaica, the son of a British father and a Jamaican mother.

He first came to notice at international level in the 2000 World Junior Championships in Santiago, Chile, gaining a silver medal with a jump of 2.24 metres.

The Club’s president and founder, Caswell Bryan, explained that Dynamic Sports came out of necessity to supplement the floundering New York Cricket League and to promote professional cricket in the community.

The year after a Summer Olympics is always very special as so many medalists make a return to Franklin Field, hallowed ground for almost 250 Gold medalists from 16 countries over the last 29 Olympic games.

This year marks the 50th anniversary of the first artificial running surface in Franklin Field. Last year was the first year with our new Rekortan surface, which allowed for the expansion of the track. Donations from the Friends of the Penn Relays made this possible. We have so many other improvements that we would like to accomplish in the future. What makes this event so special is that all of you are Friends of the Penn Relays.

W

elcome to the 123rd Penn Relays! On behalf of the University of Pennsylvania and Penn’s Department of Recreation and Intercollegiate Athletics, it is a great pleasure to put together the 123rd edition of the Penn Relay Carnival.

Nearly 75 years ago, Jamaica competed at the Penn Relays in the person of Herb McKenley. After his running days, when Herb became a high school coach, it was his prodding that provided the impetus for a Jamaican high school to attend the Relays in 1964. In the more than 50 years since then, the Jamaican influence has transformed the Relays into far more of an international event than it had been previously, and has added to what had long been known as the Relays’ carnival atmosphere.

The Penn Relays extends a hearty welcome to all who will enjoy the Carnival this year. And we’ll try to deliver on a promise of wonderful weather!

Olympians, World Championship Gold Medalists Set to Compete at 123rd Penn Relays

INDIANAPOLIS: strong lineup of Olympic and World Championships competitors – including Jamaica’s latest sprint sensation – is set to face off in the USA vs. The World events at the Penn Relays on Saturday, April 29.

Seven nations, plus Team USATF, will light up the lanes on the track at Franklin Field.

Teams from the Bahamas, Jamaica, the Dominican Republic, Guyana, Haiti, Nigeria, and the British Virgin Islands are scheduled to compete in the six events staged Saturday afternoon. Athletes converge on the Franklin Field oval to vye for titles in the men’s and women’s 4x100m, 4x400m and sprint medley relays. Team USATF clinched five of the six events last year.

Highlighting the Team USATF roster are a quartet of women who won gold in Rio: Two-time Olympic 4x100m gold medalist and 2016 long jump champion Tianna Bartoletta (Elyria, Ohio); fellow 2016 4x100m gold medalists English Gardner (Voorhees, New Jersey) and Morolake Akinosun (Chicago, Illinois); and two-time 4x400m Olympic gold medalist Natasha Hastings (Brooklyn, New York).

With the USA-Jamaica rivalry always in the spotlight at Penn, Jamaica’s newest sprint queen, Rio 100m and 200m gold medalist Elaine Thompson provides international star power. She is joined by teammate Kerron Stewart, who owns two Olympic silver medals and one bronze.

On the men’s side, 2008 Team USATF Olympian Wallace Spearmon (Fayetteville, Arkansas) leads a group of competitive men including Brycen Spratling (Webster, New York) from 2016’s world-record setting men’s DMR squad; Casimir Loxsom (New Haven, Connecticut), a Penn State graduate and American record holder in the indoor 600m (1:14.91) and 2011 World Championships gold medalist in the 4x400m Mike Berry (Seattle, Washington). Spearmon, who has run 26 sub-20 200s, has also won gold in the 4x100m relay at the 2007 IAAF World Championships in Osaka.

Full list of competing athletes will be released next week. Invited athletes for USA vs. the World are subject to change.

Earlier this year, USATF and Penn announced a new partnership through 2020.

The new partnership will expand television coverage from the traditional USA vs. the World relay events on Saturday to include a live, Friday night show on NBCSN. USATF.TV also will stream a live global webcast of the Penn Relays live during all three days of competition from 2017 through 2020.

Team Jamaica Bickle Hosting Caribbean Athletes

By Andrea Daley Contributing Writer eam Jamaica Bickle will begin welcoming athletes from across the Caribbean early next week to the annual Penn Relays Carnival held at the University of Pennsylvania, which will take place April 27-29.

Athletes will arrive from dozens of high schools and a handful of colleges in Jamaica; from Trinidad and Tobago, St. Vincent & The Grenadines; Guyana and Barbados.

The organization provides ground transportation, hot meals, chiropractic care and coordinated hotel accommodation, among other services to the athletes during their stay in Philadelphia.

With 23 year of hosting, under its belt, it is a routine that they are well used to. It involves early mornings to ensure buses move on time to get athletes to the stadium for competition, to getting breakfast started before the crack of dawn for those early competitors.

The huge tent is a meeting spot for the entire contingent. It is where sponsors, friends and fans converge.

The large commercial grade kitchen from which meals are served daily is operated by the organization’s founding partner, Caribbean Food Delights.

Athletes throughout the years have come to expect great Caribbean hospitality; a warm spot in what can be a cold Philadelphia during these relays.

The week of preparation is a culmination of planning of activities that begin as early as fall of the previous year. Throughout the months leading into the relays, the organization and its cadre of volunteers engage in various fundraising activities from New York to Philadelphia to underwrite its huge budget. “Fundraising is necessary for our survival,” says Irwine Clare CEO. “Corporate support is not as it used to be so we are pushed to increase our activities especially at the community level. Our appeal is for the community to donate more as their donations to us (as a not for profit), are tax deductible. We are proud of our athletes; let’s put our money where our mouth is.”

on't let your shampoo bottle fool you: Dry hair is not a hair type—it's a condition that can be treated. Your first step: Find out what's stripping strands of their natural oils. We asked experts in the field to nail down some culprits, as well as simple treatments to nix dry, damaged hair for good.

5. Brushing Hair When Wet “Remember that hair is most susceptible to breakage when it is wet,” says Vaught. This won’t necessarily dry the hair, but it will leave the ends brittle and lead to breakage down the entire strand. PATERSON: clerk in the Passaic County Board of Social Services was arrested Friday and accused of spending more than $500 in food stamps meant for other people, authorities said.

Carol Austin, 61, of Paterson, faces theft and other charges for allegedly using food stamps for herself that were issued by social services to five low-income residents, Passaic County Prosecutor Camelia M. Valdes said in a statement.

Austin used "Electronic Benefit Transfer (EBT) cards that did not belong to her and that she did not have authorization to use," Valdes said.

The activity occurred from Nov. 2015 to February of this year, the prosecutor said.

EBT cards are issued by the Passaic County Board of Social Services to low-income residents for the purpose of assisting them with buying food.

Austin was employed by social services during the time the cards were used, Valdes said. Her employment status with the board was unclear on Friday afternoon.

The arrest was made by the Passaic County Prosecutor's Office with the assistance of the North East Regional Office of the Inspector General for the United States Department of Agriculture.

Austin was charged with impersonation/theft of identity, theft by deception and unauthorized use of food stamp coupons, Valdes said.

If convicted, she faces more than 15 years in prison and up to $75,000 in fines, the prosecutor said. Austin was given a summons and released without bail. Anyone with additional information is asked to contact the prosecutor's office at 1-877-370PCPO or tips@passaiccountynj.org.

CARTERET -- Amazon has opened its largest fulfillment center in the state -- a 1million-square-foot facility bustling with more than 2,000 employees in the heart of New Jersey's industrial hub.

Chris Cooper, the facility's general manager and a Carteret resident, said the new fulfillment center will serve as a major

artery to ship items to customers faster in the state and mid-Atlantic area.

"So having a new building in Carteret makes it possible to keep customers happier, help to get packages out more quickly and as many as possible," he said.

During a sneak peek tour of the new Carteret facility Thursday, the machinery,

mechanisms and people were already humming along.

Amazon also announced plans Friday to open three additional fulfillment centers in Cranbury, Edison and Logan, creating more than 2,500 new, full-time jobs, according to a statement from Amazon.

For example, I can’t tell you how many times an organized friend took pleasure in helping me pick up and straighten out my closet. My mom’s best friend is a professional organizer, and she taught me how to fold my clothes so they’d fit in my drawers.

I know not everyone has a friend who is a professional organizer, but almost everyone knows one or two people who are super neat. So use them! See if your organized coworker will share the rules she sets up in her inbox, or ask your boss how to make your schedule work better for your other colleagues.

Make Sure Everything You Own Has a Place For years, I’d throw business cards and paperwork on top of my

desk. They never really had an official home, so they’d pile up in a random corner, spilling over into the real work I was trying to get done.

Sound familiar? Well, you can reduce the messy explosion if you just make sure that every single item that you own has a place. I repeat: Every single item that you own should have a place. For example, any snack I bring to work lives in a certain desk drawer. Any outgoing mail item lives in front of my monitor so I remember to send it out.

Turn it Into a Challenge If you turn cleaning up into a game, you can make the process fun.

It sounds ridiculous, but I’ve found this strategy really works (and I’m not even particularly competitive).

For example, my boyfriend and I recently came up with a challenge: When either of us leaves an item of clothing on the floor, we get a tally mark. Whoever has the most tallies at the end of the month has to do the laundry for the next month. We did it for the month of October, and it (mostly) worked. We fell off track after a vacation, but for the most part we were able to keep our clothes in the hamper.

But this down-on-yourself attitude gets in the way of actually cleaning up. There have been so many times when I’ve slinked around my apartment, convinced the cleaning would never get done. So, cut yourself a break. Even small changes can make a big difference.

How Does Cosigning a Loan Affect Your Credit?

C

osigning for a loan is an action that should never be taken lightly, as it can have very serious implications for your credit history.

The reason you’re asked to cosign a loan is usually because the credit applicant did not meet the requirements to qualify for a loan on their own.

Your signature on the loan implies that you are allowing the main credit applicant to “borrow” your good credit. It also means you agree to abide by the terms of the loan. If the borrower defaults, you are obligated to pay off the balance to resolve the total amount.

The cosigned loan will APPEAR ON YOUR CREDIT REPORT and can directly affect your credit as a debt owed. If you choose to apply for additional credit of your own, lenders may consider the debt from the cosigned loan when deciding whether or not to extend additional credit.
