Parents do affect their children’s education!

A s we approach the new school year, I believe that it is important for us to discuss the significance of school environments, as well as the influence of parents regarding the assurance that our children succeed.

According to the Hoffman Post, researchers have found that a child’s economic and educational status in the U.S. is affected by parental guidance regarding education more than in any other country studied.

Using a primary metric, researchers have analyzed performance gaps in vocabulary tests among five-year-olds with highly educated parents, moderately educated parents and poorly educated parents. Among the English-speaking countries studied, the American gap between children with highly trained parents and poorly educated parents was the widest.

Greatly intrigued by these researchers, I took the time to interview the principal of the Bronx Charter School for Better Learning, Mr. Shubert Jacobs. Firstly, He mentioned that when looking at qualities for good teachers, he looks for persons who do not see stu-

By Solemn_Vow editor@streethype.net dents simply as empty vessels who need to be filled with knowledge. However, for teachers who see their role as facilitators who bring out the greatness that already lies deep within our children.

When it comes to parents, Principal Jacobs suggests that they should have an understanding that every school year is unique and should not be approached as if that which happened last year will repeat itself this year.

Parents should approach the new school years as a routine of significance each year, but also as something new each time. Along with all the preparations needed for school, he concerned was that many parents are still straying from playing an active role in their children’s education. He mentioned that some parents rely heavily on the teachers to provide their children with everything that they need to know as it relates to their learning.

Based on the findings from the Hoffman Post’s article, the problem regarding our children isn’t so much that parents are not involved. The problem lies with the fact that many of these parents are poorly educated and experience a lack of resources as many come from impoverished communities.

Statewide Commission on Prosecutorial Conduct T oday, all New Yorkers who believe that trust in our justice system is a bedrock in the foundation of our democracy can rejoice.

Henceforth, we all now live in a state which will provide a much needed system of checks and balances to the powerful office of the prosecutor.

This new law creates an avenue, not previously available, but now open for any New Yorker who is a victim of an unprincipled prosecutor to seek justice. As New Yorkers we can proudly claim that we reside in the only state in the nation to provide this highway to justice.

I would like to once again applaud, and publicly thank all the criminal justice advocates who came to meetings and rallies, spent countless hours organizing, mobilizing, and attracting attention to the flaws in our criminal justice system and applying the pressure to the right area to awaken state leaders to take on this challenge.

I laud and thank my Senate co-sponsor, Senator John DeFrancisco, who can retire after 26 years of public service in the New York State Senate wearing a badge reading "Champion of Justice." His partnership in this effort was indispensable, and future generations will thank him for this extraordinary service.

It cannot be empathized enough that this legislation was never intended to be an attack on our state's prosecutors who overwhelmingly serve with principle in a manner that we can be mostly proud, and I applaud them for their public service. This bill, for sure, is a direct attack on a serious, and surely unintended flaw in our criminal justice system that contributed to New York State's unenviable reputation as a leader in convicting innocent men and women, often times due to the unscrupulous misconduct of a handful of bad prosecutors across our great state who cared more about getting a conviction rather than justice.

To the many exonerated New Yorkers who supported this ambitious legislative undertaking from the beginning, I fully understand that no actions we take as legislators can ever return those years you lost, as you suffered behind bars, but we can, and must, as our sworn and faithful duty, act to restore yours and the public’s trust in our criminal justice system.

NEWS people indicted Jamaican struck and Seven for Fentanyl dealing killed in Mount Vernon A

Mount Vernon: out-of-control car hit and killed 61year-old pedestrian, Jamaican born Patricia Mackey, at the corner of South Ninth Avenue and West First Street while she was walking home from work on August 20, 2018.

Apparently, according to witnesses, a gold Honda Accord was traveling on First Street, but somehow ended up in reverse, striking Mackey, and dragged her as it hit a brick wall near South Ninth Avenue.

Emergency responders were seen jacking up the car to pull Mackey out from underneath. But, eyewitnesses say after they dragged her from underneath the vehicle, someone performed CPR, but there was nothing that could be done to save the critically injured grandmother.

Mourners lit candles that lined the scene, as a way for loved ones to mourn the tragic loss of Mackey.

Mount Vernon Mayor Richard Thomas called the crash “tragic.”

As for the driver, no tickets or charges were issued, but #MVPD said their investigation is still ongoing and that could change.

BRONX n investigation into the dealing of the dangerous opioid fentanyl in the Hunts Point Produce Market has resulted in seven people indicted for selling the drug inside the market and near school grounds, and the supplier being sentenced to prison.

Bronx District Attorney Darcel D. Clark said, “The defendants allegedly handled this toxic, deadly substance among fruits and vegetables in the Hunts Point Produce Market, which supplies produce to millions of people throughout the New York area.

They also allegedly sold drugs from a residence around the corner from a school.

We will not tolerate callous, careless behavior that could put people’s health at risk.”

Jamaican heads West Indian American Day Carnival BROOKLYN: Jamaican born Dr Ionie Pierce is the new president of the annual West Indian American Day Carnival Association (WIADCA) in New York. Dr Pierce is the first Jamaican woman in the Carnival’s 51-year history to lead the association.

The Brooklyn-anchored historic event – the largest parade and festival in the United States – attracts over 3.5 million participants annually, effectively pulling more people than the entire Jamaican population.

Dr Pierce takes over the top post from the late William Howard, the African-American president who was found dead in his Brooklyn home on Sunday, August 5.

The carnival celebration kicks off today, August 30, with the funky reggae party with headliner Charly Black. Other performers include Nailah Blackman (Trinidad), Ayo Jay (Nigeria), Linky First (Jamaica) and Brooklyn’s own Aquel J (Trinidad) and DyDy (Jamaica).

NYPD longer arrest marijuana smokers BRONX: t's not quite legalization, but the NYPD officially will no longer arrest most people caught smoking marijuana in public — although police will still handcuff people in some circumstances.

"Smoking a little weed out in public doesn't hurt anyone else," one man in Union Square said. "I've seen people do a lot stupider stuff on booze."

As of Saturday, officers will issue summonses instead of making arrests for smoking marijuana.

Officers will still arrest suspected smokers if they are on parole or probation, have an open warrant, a violent criminal history, fail to show identification, or drive while high.

Mayor Bill de Blasio and Police Commissioner James O'Neill announced the relaxed enforcement in June. It is a move the mayor estimated will eliminate at least 10,000 arrests a year.

Marijuana arrests have been on the decline over the last several years, dropping from 53,000 in 2010 to 19,000 in 2017. But deep racial disparities persist. Nearly 9 out of every 10 people arrested for marijuana possession or smoking last year were black or Hispanic.

De Blasio says the goal of the enforcement changes is to end racial disparities in the marijuana arrests.

"It's always been unfair and has focused arresting POC [people of color] folks," one New Yorker said. "Everyone knows the percentage of white people to POC, it's the same amount of people smoking marijuana."

In Union Square on Saturday, most people welcomed the new policy.

Protesters lined up outside a Brooklyn nail salon Sunday after its employees were caught on camera beating a customer.

Video posted online shows people gathered outside New Red Apple Nails in East Flatbush.

The demonstration was calling for the salon to be shut down because of video that emerged of workers attacking a woman for allegedly not paying for an eyebrow service.

Employees can be seen using broomsticks to beat a woman out of the store.

A tweet claims the woman's eyebrows were almost all removed from the service and that she didn't want to pay the five dollar fee because of it.

Contreras named executive director of North Central Bronx Hospitals Bronx: ublic administration and social work, Cristina Contreras, MPA, LMSW, has been appointed executive director of NYC Health and Hospitals/North Central Bronx, a recent press release from the institution announced.

She will assume her leadership role effective September 1.

Contreras has worked in the New York City public health care system for more than 20 years, including the last ten at NYC Health + Hospitals/North Central Bronx, where she has served as deputy executive director and chief operating officer for the past year.

Police identify suspect in shooting MOUNT VERNON: he Mount Vernon Police Department recently released the identity of a man arrested in relation to the August 17, 2018 shooting of a 41-year-old Mount Vernon resident. Phillip Ballinger Jr., 23, of Mount Vernon, has been arrested in connection with the incident and charged with Assault in the 1st degree.

The incident occurred at about 9:00 am on Friday, August 17, 2018, while the victim was sitting on the front porch of his home listening to music. He was approached and shot twice in the neck. Authorities believe this was a targeted action and not a random incident.

The victim is currently in stable condition in an area hospital.

Chief Richton Ziadie said, “The Mount Vernon Police Department will not tolerate these senseless acts of violence in our city.

CARIBBEAN NEWS US Peace Corps volunteers pulled out of St Vincent

Jamaica and Guyana to Strengthen Relations Kingston, Jamaica WI: amaica and Guyana have agreed to strengthen bilateral relations in the areas of trade, investment and agriculture.

The two countries will reactivate the Guyana-Jamaica Joint Commission that was set up under the Agreement on Economic, Technical and Cultural Cooperation and which was signed by both states on June 1, 1995.

This followed discussions between Prime Minister Andrew Holness; and President of the Cooperative Republic of Guyana, David Granger, today (July 6) at the 39th Regular Meeting of the Conference of Heads of Government of the Caribbean Community (CARICOM), held in Montego Bay, St James.

The reactivation will see both countries collaborating on trade and investment and agriculture, among other things.

Minister of Foreign Affairs and Foreign Trade, Kamina Johnson Smith, told JIS News that the partnership is about building strong relations in the region.

Trinidad natural gas deal with Venezuela raises US sanctions issues PORT OF SPAIN, Trinidad: he recently signed agreement between the governments of Venezuela and Trinidad and Tobago for the exploitation, transfer and sale of the natural gas reserves located in Venezuela’s “Dragon” field has raised questions as to the implications of current US sanctions.

The deal, details of which have been kept secret, will allow Trinidad and Tobago to access gas through a direct line from Venezuela through a joint venture between energy giant Shell, the Venezuela stateowned Petróleos de Venezuela, SA (PDVSA) and local company National Gas Company (NGC), which will create the infrastructure, to be structured through a special purpose vehicle (SPV) to be formed and owned by PDVSA, Shell and NGC. Shell’s pipelines will be used to transport the Dragon field gas to the Hibiscus platform off the northwest coast of Trinidad.

The Hibiscus platform is jointly owned by the Trinidad and Tobago government and Shell.

Many of the reports of the “Dragon agreement” refer to “cheap energy” for Trinidad and Tobago.

However, current US Treasury Department sanctions imposed on Venezuela by Executive Order 13835 dated May 21, 2018, among other things, prohibit transactions by a US person or within the US related to the sale, transfer, assignment, or pledging as collateral by the government of Venezuela of any equity interest in any entity in which it has a 50 percent or greater ownership interest.

KINGSTOWN, St Vincent: he US government has evacuated its Peace Corps volunteers from St Vincent and the Grenadines (SVG) at short notice after their safety was threatened by what appears to be a modern-day equivalent of Eric Gairy’s infamous paramilitary “Mongoose Gang” in neighbouring Grenada.

According to the US embassy in Barbados, the Peace Corps volunteers were airlifted from St Vincent to Saint Lucia due to a specific safety reason, without elaborating on the precise reason.

However, a US government source, speaking on condition of anonymity, told Caribbean News Now that an influential regional government had falsely informed the government of SVG that Peace Corps personnel were in fact US intelligence agents.

As a result, a gang of thugs said to be acting under the direction of the son of SVG’s prime minister, Dr Ralph Gonsalves, vandalised Peace Corps vehicles and left threatening messages.

It is not yet known what, if any, the longer-term US response might be; however, the Peace Corps volunteers will be debriefed in detail by the FBI and other relevant agencies on their return to the US. The Peace Corps began service in SVG in 1967.

Unions threaten to shut Trinidad down on Sept 7

By Eve George Caribbean News Now PORT OF SPAIN, Trinidad: ollowing last Tuesday’s announcement that the state-owned Petrotrin oil refinery will be shut down, leaving some 2,600 workers without a job, unions in Trinidad have threatened industrial action on September 7 in solidarity with the Oilfields Workers’ Trade Union (OWTU).

At a media conference on Wednesday hosted by the Joint Trade Union Movement (JTUM) at the Banking, Insurance and General Workers’ Union (BIGWU) headquarters, teachers were asked to stay away from classrooms on September 7 by Trinidad and Tobago Unified Teachers Association (TTUTA) president Lynsley Doodhai.

Next week Friday, parents please keep your children at home, teachers will not be in school on Friday 7,” Doodhai said.

“Schools would be devoid of teachers come next week Friday. Do not waste your hardearned money to send your children to school, the teachers won’t be there.”

“TTUTA would hope that good sense would prevail and that the government and Petrotrin board would reconsider the decision that they announced yesterday (Tuesday),” he added.

The trade unions said they are going to retaliate in response to the plan to shut down the Petrotrin refinery.

“Workers are no longer going to take it.

There is a saying in TTUTA, if you touch one teacher, you touch all teachers, I say this morning if you touch one worker, you touch all workers,” Doodhai said.

Sheep and Goat Farmers Association president Shiraz Khan was the most outspoken in his condemnation of the government, in particular, Prime Minister Dr Keith Rowley and Minister of Finance Colm Imbert, saying they need to be “dealt with”.

Khan pointed out that Rowley met with the JTUM on ten occasions soliciting the unions’ support ahead of the 2015 general election.

Venezuela crisis: Brazil to send army to safeguard border VENEZUELAN: razil says it is sending its army to the Venezuelan border to "guarantee law and order" amid an influx of migrants fleeing the crisis-hit country.

President Michel Temer said in a televised address on Tuesday that Venezuela's "tragic" situation threatened peace across South America.

Millions of Venezuelans have fled their country due to hyperinflation, and food and medicine shortages.

Brazil's move follows recent border clashes between locals and Venezuelans.

Following those clashes, President Temer sent a small contingent of troops to the border town of Pacaraima, where the unrest happened.

On Tuesday, he signed a decree which will deploy soldiers for two weeks along the border and federal roads of its northern state of Roraima. "The problem of Venezuela is no longer one of internal politics. It is a threat to the harmony of the whole continent," Mr Temer said.

In addition to ensuring the security of Brazilians, the soldiers' role is also to look after the Venezuelan migrants' safety, the president stated.

Meanwhile, neighbouring Peru has declared a 60-day health emergency in two provinces on its northern border, after health authorities expressed concerns of the spread of diseases from migrants.

re you having trouble making your home mortgage payments? Are you facing foreclosure on your home? Get all the facts before you pay someone to help you work out your mortgage problems.

“Bankruptcy foreclosure scams” or “mortgage rescue scams” target people whose home mortgages are in trouble.

Scam operators advertise over the Internet and in local publications, distribute flyers, or contact people whose homes are listed in the foreclosure notices.

Sometimes they direct their appeals to specific religious or ethnic groups.

These scam operators may promise to take care of your problems with your mortgage lender or to obtain refinancing for you.

Sometimes they also ask you to pay your mortgage payments directly to the scam operator. They may even ask you to hand over your property deed to the operator, and then make payments to the operator in order to stay in your home.

But instead of contacting your lender or refinancing your loan, the scam operator pockets all the money you paid, and then files a bankruptcy case in your name — sometimes without your knowledge.

A bankruptcy filing often stops a home

foreclosure, but only temporarily. If a bankruptcy is filed in your name but you don't participate in the case, the judge will dismiss the case and the foreclosure proceedings will continue.

If this happens, you will lose the money you paid to the scam operator — AND YOU COULD LOSE YOUR HOME. You will also have a bankruptcy listed on your credit record for years afterward.

amaica's double sprint world record holder Usain Bolt made his first appearance for Central Coast Mariners in Australia on Friday in a 20-minute cameo.

The Jamaican sprint king, who wore the number 95 shirt, came on in the 71st minute of a pre-season friendly against Central Coast Football, to huge cheers from the crowd and fireworks.

Bolt, who admitted before the game he was not match fit and, looked winded quickly before a late flurry, narrowly failing to get on the end of a low cross after a sprint into the box, before seeing a shot blocked.

Almost 10,000 fans witnessed the match at the Central Coast Stadium. Bolt's team won the contest against the amateurs 6-1. Bolt is on a indefinite trial with the Mariners.

Asian Games: India athletes break barriers to make sports history

wapna Barman competed at the Asian Games with an excruciating toothache. At 21, the first Indian to win a heptathlon gold at the Asian Games.

It's considered to be one of the most difficult track and field events, and an excruciating toothache made competing even more difficult for her. She appeared in the stadium with a heavily taped jaw and chin to reduce the pain.

Adversity has been part of her existence practically since she started walking. She was born with six toes on each foot. Her homemaker mother and rickshaw-puller father in West Bengal's Jalpaiguri district barely managed to earn enough for two meals a day for the family.

They didn't have the means to fund their girl's athletics career.

For years, she squeezed her six toes into a shoe meant for five. Heptathlon stretches athletes to the limits of their endurance and stamina. It needs strong running and fine throwing and jumping techniques to score as many points as possible over a multi-day competition.

Boyz set Sept 7 Ecuador friendly date ROSE HALL, St James: amaica's second tiered players and members of the Under-23 team could get a taste of international football after the Jamaica Football Federation (JFF) yesterday announced a friendly international against South American nation Ecuador to be played at Red Bulls Stadium on September 7.

With Jamaica set to start their CONCACAF Nations League two days later against the Cayman Islands on September 9 at the National Stadium, JFF President Michael Ricketts said in a briefing held at the Hilton Rose Hall yesterday, they will draw from their large pool of players to make up the squad for both games.

Asked by the Jamaica Observer whether players would be employed in both games, Ricketts said that while that was a question for Head Coach Theodore Whitmore, it was unlikely.

“We have a large squad and we will be able to manoeuvre in an effective way so that we have two different squads playing both games,” Ricketts said. “We will be bringing in some overseas-based players, some from England and also from the MLS, but the core of the teams will be made up of home-based players.”

The JFF president admitted it was a curious situation where Jamaica will be playing a tougher team in a friendly two days before a full international against a weaker team. but the latter game would carry more importance.

nglish based defenders Adrian Mariappa and Michael Hector have been recalled to the Reggae Boyz squad ahead of their CONCACAF Nations League game against Cayman Islands on September 9 at the National Stadium.

Hector who signed with championship club Sheffield Wednesday on loan from Chelsea on Friday, along with Watford defender Mariappa earned a spot in Theodore Whitmore's 23 man squad which will also take on Ecuador in a friendly next Friday in the United States.

The pair's last appearance for Jamaica came in 2016 during the CONCACAF World Cup qualifiers under then head coach Winfried Schafer. Meanwhile, defender Damion Lowe who currently plays in Norway, returns to the squad along with

several US-based players including goalkeeper Andre Blake, defenders Kemar Lawrence and Alvas Powell and inform striker Cory Curke.

Focused Advocacy ‘Trumps’ Bad Policy!

Qualities of a Good Lawyer

A

s the political debate on immigration becomes increasingly “Trumped” up, it is refreshing to know that the focused advocacy of attorney Mark A. Crawford, Esq. is reaping significant benefits for the immigrant community.

In a decision that sent shock waves to the legal community, Mr. Crawford secured a sweeping victory for his Jamaican born client, who had seven convictions for various drug offenses and was thus facing deportation.

Despite this fact, and against the current odds created by what can best be described as a “Trumped” up the war of discrimination against Black and Hispanic immigrants, the Court ruled in favor of Mr. Crawford’s client and has granted the relief prayed for by attorney Crawford.

Although this decision does not confer immediate immigration benefits to the client, the decision has paved the way for Attorney Crawford to pursue relief from removal/deportation, a rapidly growing reality faced by Mr. Crawford’s Jamaican born client and many other Black and Hispanic Immigrants.

This decision represents the clear fact that the American system of justice has checks and balances that thwart the efforts of injustice and balance the scales that all Americans look to for security and equal protection, effectively.

When asked how Mr. Crawford found the nerve to pursue this outcome for his client, Mark A. Crawford, Esq. responded, “I did what came naturally, I focused my advocacy and attention to the needs of my client for often, temerity is its reward.”

The rules of professional conduct dictate that a lawyer must never guarantee an outcome; this standard includes the premises that an attorney cannot tell a client they cannot win. Perseverance Those working in the legal profession must have perseverance. Often, cases require many hours of work with heavy research and lots of writing. A good lawyer or legal assistant must be willing to put in the time it takes to get the job done.

Project management As the complexity of cases continues to increase, the ability to effectively manage projects is a must. omen from different cultures all across the globe have been fighting the same fight for years.

They are fighting to be seen and treated as equals to the male counterparts. Sadly this issue continues to exist in many different aspects of our lives.

Only recently, with the commercial success of the Black Panther and Wonder Woman, the voice of female artists and different cultures like the African started to get attention in the entertainment industry.

Their voices are stronger than ever, telling various stories and creating diverse content that proves that women are as innovative, creative and as talented as men. This is the first step to having not only a diverse cast but also has a diverse range of films, representing and reflecting different cultures.

One of these women is Anastasia Reinhard. A successful young producer in the vast world of independent entertainment. Based in the greater Los Angeles area, she has produced a multitude of projects varying like films, music videos, and proofs of concepts.

H e r movies cover various topics ranging from "the overuse of cell phones" to "the effects of society's beauty standards imposed on individuals." But all of them have an aspect of culture to them in the story as well as an international crew.

As a co-founder of Phillmonaco Productions, she engages in the push for movies created by women for women, understanding the subtle difference between a story told from a female point of view and a story told by a male point of view. She says, "it might be tiny, but it’s important.”

She believes that we are shaped by what we watch, and over the past hundred years of film history, most stories that the world has seen were told from the male's perspective about the white culture.

Now it's time for change to add a feminine view into that mix, to cre-

ate stories about other cultures like the Iranian and diversify the viewing pool.

As a producer, Reinhard does everything in her power to build a balanced crew behind the scenes to diversify the stories we watch every day.

By hiring women from various backgrounds in different crew positions, she aims to break the stereotypes about gender roles in the industry. She says, “it is all about integrity and balance in front of the camera as well as behind it. Gender diversity, as well as cultural diversity, creates a much more engaging environment.

There should be no limits based on our gender or culture.”

She wants to create more movies like “Forushande” directed by Asghar Farhadi that show the Iranian culture in its full beauty.

In her recent film “Stand Up” she made sure to have a balanced crew of men and women that worked harmoniously together to create this fantastic comedy.

For making this project come to life, Anastasia teamed up as a producer with actor Raymond Karago, who wrote the film and played the lead. Both from different cultural backgrounds, they managed to create a magnificent story about a young African graduate who tells his conservative parents that he dreams of becoming a standup comedian. It is a dramatic and funny way to say that it is essential to stand up for what you want, even if it seems hard. Anastasia says “no matter what country you’re from, or who you are, or who your parents are, we all have a story to tell and an audience that will enjoy it.”

Her passion and determination to have a balanced team on her film projects are reflected in the results.

Within a couple of weeks after the conclusion of the project, “Stand Up.” received its first award at the Cannes Short Film Festival.

Now Anastasia continues her fight for divers female voices in the entertainment industry and the integration of cultural films in the mainstream media.

Emigrating to Jamaica in 1980, Andy played with Roots Radics at Channel One. He then joined Lloyd Parks and We The People, touring extensively with Dennis Brown.

Returning to the US in 1986, Andy joined Toots and the Maytals in 1988 and stayed for over two decades. He also served as the house guitarist for Studio One and toured with Yellow Man and Super Cat. Andy currently plays with Monty Alexanderâ&#x20AC;&#x2122;s Harlem-Kingston Express and Derrick Barnett and the Statement Band.

Outside of reggae, Andy has recorded with Rihanna, Natalie Merchant, sax man Bobby Keys, jazz artist Graham Haynes, and Felix da Housecat.

CCNY makes Princeton Review’s Best Colleges list for seventh year Princeton Review Best Colleges

F

or the seventh consecutive year, The City College of New York is listed among the top institutions in the nation by The Princeton Review.

CCNY features in the recently published Review’s 2019 “The Best 384 Colleges” guide.

The “Best 384” rankings are based on surveys of 138,000 students at 384 top colleges that includes a wide representation by region, size, selectivity and character.

Published annually since 1992, the book has detailed profiles of the colleges with rating scores in eight categories as well as ranking lists of top 20 schools in 62 categories.

“City College is one of the toughest CUNY schools to get into, with an admissions rate of about 33 percent (some schools and programs within can be lower),” notes the Princeton Review.

Students surveyed lauded CCNY’s fortes, from its “profound” diversity across the board, its “historic” location and the unique college experience it offers.

“The diversity in the student body, as well as the faculty and administration, ‘is profound,’ which helps many people interact with different people from different cultures and come together to get through each semester,” said one student.

Another student observed that most CCNY students are not looking for the “typical college experience,” but rather

are interested “in the intellectual and emotional growth that comes with higher education.”

City College annually receives high rankings from the Princeton Review. Last January, the education services company named CCNY among the top schools in the country that pay you back. New Jersey gas tax to rise by 4.3 cents a gallon in October TRENTON, New Jersey: ew Jersey's gas tax will climb by 4.3 cents a gallon, or more than 10 percent, under a bipartisan law enacted in 2016, Democratic Gov. Phil Murphy's administration said Thursday.

The 41.4 cent-per-gallon rate will go into effect on Oct. 1 and means New Jersey would have the fifth-highest gas tax in the country, up from No. 8, according to 2017 data from the conservative Tax Foundation. Though it will still be lower than neighboring New York and Pennsylvania.

Murphy's administration sought to shift blame for the higher rate, which stems from a bipartisan law enacted under Republican Chris Christie in 2016.

"The precise change in the gas tax rate is dictated by several factors, all of which are beyond the control of the current administration," Treasurer Elizabeth Muoio said in a statement.

The law calls for a steady revenue stream to support a $2 billion a year trust fund for road, bridge and other transportation work, up from $1.6 billion before the 2016 law went into effect To do that the law requires the treasurer and legislative officials to review revenue and set the tax rate to reach the target

But Murphy's administration added that Christie overestimated fuel consumption last year and failed to raise the rate 1.7 cents. Had that happened, then the rate would climb 2.6 cents this year, according to the Treasury.

It's the second time since 2016 the gas tax has gone up, and reflects nearly a tripling of the rate that stood at 14.5 cents per gallon for nearly three decades.

Treasury officials say legislative action is required to change the formula, and they add that the change must secure reliable annual revenues for the trust fund, which supports capital projects across the state.

Republican state Sen. Kip Bateman, who voted against the 2016 legislation, said he plans to introduce a measure to end the possibility for an automatic increase.

He also lamented the higher rate would mean higher taxes in an already high tax state.

"New Jersey gas used to be the best bargain in the Northeast," Bateman said.

"The more you raise it the more people start to look at other places."

Forming a trusting and positive partnership takes effort and time. And unfortunately, it doesn’t just happen overnight. For any relationship to grow strong and stay strong, you need to put in some work. Below are some habits that will help create and maintain a happy and healthy twosome.

Communication: Communication is key. It is one of the most important qualities a healthy relationship. However, not everyone knows how to communicate properly ... or even communicate at all. Happy and healthy couples have this game down. They vocalize their love for one another, saying “I love you” often and offering compliments. They also discuss the bad instead of sweeping issues under the rug. In order to move forward and grow, you two need to be able to truly talk about your feelings. No matter how awkward or uncomfortable it feels, it will make for a long-lasting and fulfilling relationship.

Respect: Aretha Franklin sang a whole song about it, so you know it’s got to be important. Respecting your partner comes in many forms. Maintaining a joyful relationship means respecting your partner’s time, heart, character, and trust. However, there are many things people do in relationships that can break down respect, like name-calling, talking negatively about the other to friends or family, and/or threatening to leave the relationship.

Quality Time, Not Quantity: It’s all about quality over quantity. It doesn’t matter how much time you and your partner spend together. The most important part is about the quality of this time. There’s a huge difference between having dinner at a table while talking about your day at work, versus having dinner while sitting on a couch watching the latest episode of The Voice. It’s fine to zone out together and enjoy distractions, but it’s crucial to make sure you two are still engaging and spending quality time together to maintain a deep connection.

Time Apart: Spending time together with your partner is important. But just as important is spending time apart. Being able to do your own things and remain independent is vital. When couples spend too much time together, it can create an unhealthy codependence. Maintaining healthy boundaries and some autonomy will make for a long-lasting partnership.

Love Languages: Gary Chapman came up with the notion that men and women have five love languages. People have unique ways of feeling loved. There are words of affirmation, receiving gifts, quality time, acts of service, and physical touch. It’s important to know which love language speaks to you, along with your partner. Telling each other what makes you feel loved and special helps both of you stay connected. Furthermore, make sure you are attending to your partner’s love language consistently.

Appreciation: Often, we forget to let other people in our lives know that we appreciate them. We think it, but we don't remember to show it. This occurs in our romantic relationships as well. Show your special someone that you love him or her. This could be done with words, cards, flowers, acts of kindness, or more. Remember, a flower a day keeps the fights at bay. Okay, maybe not every day, but you get the point.

Positive vs. Negative: Sometimes, we get caught up in the negative. We hate our jobs, are annoyed with our friends, and our boyfriend or girlfriend is getting on our last nerve. Uh-oh, have we been drinking too much of that half-empty glass? It’s vital that

we look at our partner’s positive qualities, in contrast to the negative. Nobody is perfect, and that includes our significant other. So instead of focusing on the bad, let's make a conscious effort to look at the good.

Choose Your Battles: There are arguments to be had in every relationship. It’s crucial to bring issues to the forefront, and work through the hard times together. However, I don’t think arguing over your SO using your favorite coffee cup should be one of those.

Choose your battles wisely, because people in happy and healthy relationships do.

Sex: Let’s talk about sex, baby. Let’s also talk about how important it is in cultivating a flourishing relationship. Sex is simple.

The more you have it, the more you want it.

The other side of that is true as well. The less you have it, the less you want it — and, unfortunately, the less you'll feel connected to your partner. Keep your sex life alive and interesting. "Spicing it up" is not just meant for the kitchen.

No Comparisons: The grass isn’t always greener on the other side. Or even if it is, it might not be the kind of grass you would like.

We often compare our lives to those of others — what jobs people have, their homes, and their clothes. And with the help of social media, we tend to compare our relationships as well. But the happiest of couples don’t look to see what the grass looks like on the other side. They are happy with the view out their own front door.

Things you have to know to be computer literate

By Justin James t is tempting to think that because you have used a computer for a long time, you are "computer literate" or "computer savvy," but this is not the case.

1: Search engines Using a search engine is more than typing in the address, putting a couple of keywords into the big text box, clicking Search, and choosing the first result. While that may work, it won't give you the best results much of the time. Learning the advanced search, Boolean operators, and how to discern good results from bad results goes a long way toward enabling you to use a computer as a powerful research tool.

2: Word processing Word processing is one of the oldest uses for a computer. And it continues to be extremely important, even though in many ways its functions have been put into other applications. (For example, people may write more emails than documents, but the task is nearly identical.) It is tough to claim to be computer literate if the basic functions of word processing -- like spell check, table creation, and working with headers -- are outside your capabilities.

While the scanning tools come with real-time monitors, something can still slip onto the system before the scanner has the right filter for it. So it's critical to know how to trigger a manual

connectivity to the network; Check that you have a logical connection to the network; Find out what path network traffic takes to get to its destination; Translate from DNS names to IP addresses 9: How to hook it up Despite the color coding of connections and the fact that most cords can be plugged into only one hole, tons of people still can't hook up a computer. It is tough to claim to be computer literate if you can't even get it hooked up and turned on without some help.

10: Security/privacy 101 It is a dangerous world out there!

You absolutely must know how to protect yourself from attackers on the Internet and keep your personal data private. Everything from knowing to check a link before you click it to verifying that encryption is being used to transmit sensitive data to researching sites before giving them your personal data are all critical skills for the modern computer user. If you do not know how to keep yourself safe, you need to learn how.

3: Spreadsheets Spreadsheets were the killer application that got a lot of people willing to pony up big bucks for a PC in the early 1980s. Spreadsheets offer incredibly powerful analysis possibilities... if you know how to use them for more than storing the holiday card address list. (Okay, I use Excel for that too.) Being able to use formulas, references, and macros can turn a "grid of numbers" into actionable information in the hands of the right person.
