BRONX: he longtime director of a Bronx youth group has been indicted on charges she stole $112,000 from a state-administered, federally-funded grant to support after-school programs for middle school children.

Earnestine Russell, 66, of 1930 Schiefflin Ave., Bronx, who has run the Baychester Youth Council since the 1980s, was indicted on second-degree grand larceny and second-degree criminal possession of stolen property.

She was arraigned on July 6, before Bronx Supreme Court Justice Steven Barrett. Bail was set at $30,000 cash and an examination of surety. Russell is due back in court on August 9, 2016.

According to the investigation by the Bronx District Attorney’s Office and the State Comptroller’s Office, in 2008, Russell received a federal grant, administered by the New York State Education Department, for more than $2.7 million over five years to create a 21st century community Learning center.

The State Comptroller’s Office audited Russell in 2012 and found she used $250,400 for inappropriate or undocumented expenses--including a home theater system -- and the grant was revoked.

The Bronx DA’s Office began investigating and found that Russell had moved the grant money through numerous bank accounts.

Russell made cash withdrawals, wrote checks to cash, to her self or to family, and made wire transfers from the accounts.

When confronted with records that also showed gambling more than $150,000 during the fraud period of 2009-2011, Russell first denied betting, then explained the figures also showed winnings she bet.

Is the Mayor instructing police officer to kill unarmed African Americans?

omething is alarmingly wrong in American today when all too frequent news headlines trumpet stories of “unarmed” African Americans being harassed, injured or killed by police.

In fact, the influential mappingpoliceviolence.org reported that police killed at least 102 unarmed black people in 2015, nearly two each week.

The report claims that nearly 1 in 3 black people killed by police in 2015 were identified as unarmed, though the actual number is likely higher due to underreporting.

It is also disturbing to learn that 37 percent of unarmed people killed by police in 2015 were black. Yet, blacks represent only 13 percent of the U.S. population.

According to the data, unarmed black people were killed at 5 times the rate of unarmed whites.

With just about five months to go in 2016 and already 160 reported deaths at the hands of police, the end-of-year numbers may be staggering as unarmed blacks continue to be the target of police officers under the supreme command of a politically-elected Mayor.

Many people label these disruptive and irrational police officers as simply “racially prejudiced” people who have no love for black people. But, we think the behavior of “racially prejudiced” police could be a directive -- or a poor command or instruction -- from their superior officers.

As in most jurisdictions, the police and other law enforcement agencies derive authority from the local governing body that created it. For example, the New York City Council is the oversight body for the New York Police Department (NYPD).

The NYC mayor appoints a police commissioner as well as provides the overall policy and mission that he would like the law enforcement officers to achieve.

In other words, the Mayor is the commander-in-chief of the police force.

It has never been our opinion that the mayor would be instructing the police officers to kill unarmed African Americans or to practice “racism.”

But how do we explain the frequency of such callous deeds on the same set of people?

The Mayor and his police commissioner should therefore be held accountable for the actions or the discriminatory behavior of the police under their command.

Solving police crime against blacks requires a political solution.

We should not be voting for a Democratic or Republican candidate, but a person who is willing to command a police team that respects and acknowledges that #blacklivesmatter.

When is the truth an offense..!

ood day folks. The weekend past, produced more bloodshed and wonderment, and I am thinking that somewhere, out there, something, someone, is under siege!

Which brings up the question. Are we now settling our disputes in the court of lawlessness?

Did this matter of jungle justice just happen upon us? Right off the bat, this eye for an eye approach is not going to work.

Folks, there is much danger lurking around the corner and as Reggae Jambassador Ini Kamoze crooned some decades ago, 'out in di street, they call it murder!' We don't want no more of that, please!

And I always remind myself that if you do not stand up for something, you will fall for nothing!

Now that a stand has been taken and painfully so, that all lives matter, where do we go from here?

To spend time giving direction and focus to one subset of the society, however financially influential and colorful s/he/it might be, is wrong now and forever will be.

I'm not a pessimist but I offer, in this space, in this forum, that the time to recalibrate the GPS of this nation, of these United States, is short. I further offer that that window of opportunity is closing, starting today in Ohio!

to make the case for Donald Trump to be the next POTUS! At an event in South Florida on the weekend, it was interesting to hear the host making an appeal to the audience to go out and vote in the local primaries, set for August 30, and then the national (presidential) elections in November.

After all that was said and implied, my take away was that your vote, every vote will matter, big time!

It's the sign of the times, the kind of world we are living in!

Which brings me to another point of view as shared so well on the pages of the Weekly Gleaner North American - edition of July 14 - 20. It has to do with a story written by Dervan Malcolm, broadcaster turned journalist. And guess what the story is about, the hydra headed monster that is the Jamaican Diaspora!

Folks, do it for you. Get a copy and read the story, which starts on the front page and jumps

to page 3, so you know it's a hot topic. And Mass Dervan did it justice, no fluff. Same so him get it, same way 'im sell it.....oops, write it!

What is interesting is that Mr. Malcolm is most conversant with the subject and knows the 'players', and here, I want you to apply the street meaning to the word 'players'.

From his 'power' base in capital city Killsome, DM's antenna reaches far and wide but for this piece, he was right there in Central Florida, for the end of month (June) staging of the Southeastern regional conference of the Jamaica Diaspora, where attorney Wayne Golding is the ABM. I honestly did not know that there is someone else on this planet that shares my view of a distorted, dysfunctional Diaspora.

With all the treats, real and imagined, talk of defamation suits

and for me to 'tek whey mi self outta big people bizniz', you would think that I'm a troublemaker and rabble-rouser?

I was otherwise engaged and could not make either conference, even though I was in New York City on June 9, only for me to hear by way of a message that the conferences that I wanted to fail, were both very successful and that I should 'eat my heart out'! Well, seet deh now, 'tory cum to bump!

Another exercise in futility.

Tell the folks at the Gleaner Company and Power 106 FM, that Mr. Malcolm's story was not fit for print.

And wait til you si whofa and whofa name call up ina dis 'tory, then you will understand that what ails the Diaspora movement is bigger that Joan Pinnock, and was bigger than Irwine Clare, Sr; Patrick Beckford and others before them.

Queens Council Members Unveil Foreclosure Buyback Program

QUEENS: ome elected officials and several nonprofits in Queens are taking part in a new initiative aimed at helping homeowners get out of foreclosure and increasing affordable housing.

Under the "Foreclosure Buyback Pilot Program," non-profits can buy back distressed mortgages from federal government entities such as Freddie Mae and Freddie Mac, giving families the opportunity to refinance with the organization and stay in their homes.

If that's not possible, local non-profits or municipalities can bid on the distressed properties and then convert them into affordable housing.

Since the pilot program launched earlier this month, the city has purchased 24 distressed mortgages, including six in Jamaica, Queens.

Under the "Foreclosure Buyback Pilot Program," non-profits can buy back distressed mortgages from federal government entities such as Freddie Mae and Freddie Mac, giving families the opportunity to refinance with the organization and stay in their homes.

Officials say that of the foreclosures in city over the last few years, about 30 percent are in Southeast Queens.

They added that since the housing bubble of 2008, Southeast Queens has become of one of the largest communities in the country where families are facing foreclosure.

First Baby Born With Zika-Related Microcephaly

T

he Health Department on Friday reported the first baby delivered with Zika-related microcephaly at a hospital in New York City.

The baby and mother are currently in care and being monitored by physicians. The baby’s mother was infected while in an area with ongoing Zika transmission. The baby has been diagnosed with microcephaly – or a smaller than normal head – and other brain problems.

Tests have determined that the baby is positive for Zika. The Health Department is working closely with the Centers for Disease Control and Prevention on this case.

“Today, I am the bearer of sad news: we have confirmed New York City’s first baby born with microcephaly associated with the

microcephaly baby – a smaller than normal head Zika virus,” said Deputy Mayor for Health and Human Services Dr. Herminia Palacio.

“While not surprising, given the travel trends of our global city, this case is a strong reminder of the tragic consequences of the Zika virus. We are monitoring the baby’s health closely and connecting the family with the necessary services to take care of their child,” said New York City Health Commissioner Dr. Mary T. Bassett. “I remind all pregnant women in New York City, and those trying to get pregnant, that they should delay travel to places where there is active Zika transmission. As we see today, the consequences for the child can be devastating.”

BRONX: olice are looking for a man who allegedly shot a Bronx bar owner Friday after, according to sources, he refused to serve him alcohol.

The city police department said it happened around 1 a.m. the bar El Rey de Copas, off of Allerton Avenue and White Plains Road in Allerton.

Police are looking for the person in the surveillance photo above.

Authorities said the 52-year-old bar owner was shot in the neck and chest. He was taken to a local hospital, where he is listed in stable condition.

Police describe the shooter as 5 foot 8 inches tall, with black hair, weighing about 150 pounds, and was last seen wearing eyeglasses.

MOUNT VERNON: nthony Bove, Mount Vernon’s former Board of Water Supply Commissioner was sentenced on Friday to 15 months in prison for soliciting a $10,000 bribe from an employee of the Water Department, and lying to federal law enforcement officers when Bove was interviewed during the investigation., U.S. Attorney for the Southern District of New York, Preet Bharara said.

Forty-eight-year-old Bove of North Salem, pled guilty and admitted before U.S. District Judge Vincent L. Briccetti, who imposed today’s sentence, to one count of bribery and one count of making a false statement to law enforcement officers, Tuesday, March 22, 2016.

U.S. Attorney Bharara said: “While entrusted to provide clean and safe water for the people of Mount Vernon, Anthony Bove looked out only for himself, demanding a bribe from one of his own employees for a promotion to which the employee was already entitled. For this shameful corruption, Bove has been sentenced to 15 months in prison.”

$10,000 bribe from a Water Department employee, Anthony Della Mura (“the Employee”) in exchange for approving the Employee’s promotion within the Water Department.

The Employee, who was serving in a provisional capacity as the bookkeeper of the Water Department, had passed a civil service bookkeeping examination in order to become eligible for a permanent bookkeeping position at the Water Department. After receiving the test results, the Employee completed the necessary form to apply for the permanent

bookkeeping position, and submitted it to Bove for his approval and signature, which was required for the promotion to occur.

Bove did not approve the application; instead, on April 14, 2015, Bove told the Employee to meet him at Memorial Field in Mount Vernon. At Memorial Field, Bove conveyed to the Employee that he would not approve the Employee’s promotion unless the Employee gave Bove $10,000, and that the Employee could give Bove half ($5,000) up front and pay the balance later.

On December 7, 2015, a Special Agent from the U.S. Department of Housing and Urban Development, Office of Inspector General (“HUD OIG”), and a Criminal Investigator from the U.S. Attorney’s Office for the Southern District of New York interviewed Bove in connection with a federal investigation into whether Bove had attempted to extort the Employee.

During the interview, Bove lied to the investigating agents, stating, in sum and substance, that he had never asked for money to approve a job promotion for anyone in his department.

In sentencing Bove, Judge Briccetti described Bove’s conduct as “a disgrace.” In addition to the prison sentence, Judge Briccetti ordered Bove to pay a $10,000 fine and a $200 special assessment fee. Bove also was sentenced to two years of supervised release.

Multi-billion-dollar litigation begins in the Cayman Islands

GEORGE TOWN, Cayman Islands -- The world’s spotlight is on the Cayman Islands courts with the largest trial in the history of the jurisdiction, with billions of dollars at stake, which began on Tuesday.

The case, to be presided over by Chief Justice Anthony Smellie, involves worldwide allegations of fraud, forgery and conspiracy arising from a credit crisis involving a large family conglomerate in the Middle East and financial institutions in Saudi Arabia, Bahrain, London, New York, Switzerland and the Cayman Islands. Borrowings from some 118 banks worldwide are central to the case.

The hearing will be the actual trial, jurisdictional and other interim challenges having been argued and resolved in other hearings taking the case all the way to the UK Privy Council, the highest court of appeal for the British territory. The Cayman Islands courts have blocked out seven months for the trial, to be followed by two to three months for deliberations and writing of the judgment by the islands’ chief justice.

Costa Rican woman candidate vying for United Nations top job

NEW YORK, NY: Costa Rican woman is in the running for the position of secretary general of the United Nations. Christiana Figueres was nominated by the government of her home country in early July.

As of now, there are 11 candidates to succeed Korean Ban Ki-moon, the current UN secretary general, whose tenure concludes January 1, 2017.

The UN has never had a female secretary general in its 70-year history, and some argue it's time for a woman to be at the helm. However, Figueres isn’t the only woman nominated.

Argentinian Susana Malcorra, Croatian politician Vesna Pusic, UNESCO director-general Irina Bokova of Bulgaria, former Moldovan

chancellor Natalia Gherman, and former New Zealand prime minister and current administrator of the UN Development Programme Helen Clark are all being considered.

Economist and Christiana Figeres analyst Figueres is the daughter of José Figueres Ferrer, who served three times as president of Costa Rica.

Currently, she is the executive secretary of the UN Framework Convention on Climate Change (UNFCCC) and participated in the talks for that convention and the Kyoto Protocol.

PORT OF SPAIN, Trinidad: ollowing claims by the prime minister of Saint Lucia Allen Chastanet that criminal deportees from the US are a burden on the Caribbean region, the Caribbean Committee against Sex Crimes (CCSC) said it is keen to work with both the Saint Lucian and US governments to enact the necessary policies to comply with international best practice, with regard to sex crimes in the Caribbean region.

With regard to sex offenders, Saint Lucia, like the majority of the Caribbean region, does not have an official sex offender registry database. Ideally, a registered sex offender deported from the US to Saint Lucia would be automatically registered on a sex offender registry in St. Lucia. However, such a registry does not yet exist.

Further, crucial policies that are essential by-products of sex offender registries, such as legislation to prevent sex offenders with certain inclinations from having certain jobs are also lacking. e.g. a pedophile not being able to have a job at a kindergarten, CCSC noted.

To this end, CCSC has drafted a treaty, which, when enacted, would mandate that every Caribbean island has its own local sex offender registry. These local registries would then be amalgamated to create a regional registry, which would be accessible to the US government and other international stakeholders.

A regional registry is necessary, CCSC said, because of the freedom of movement facilitated by the Revised Treaty of Chaguaramas, which establishes the CARICOM Single Market and Economy (CSME).

If one or several Caribbean Community (CARICOM) member states fail to implement sex offender registry policies, this can significantly undermine regional security by allowing sex offenders to travel to other CARICOM states undetected. This can result in further sex crimes being committed.

Get a special examination for your disability – What to Do?

B

efore a final decision is made to grant you social security or Supplemental Security Income benefits, you need to do a special medical evaluation.

The Social Security Administration will pay for you to have a special exam or medical test. They will also pay for certain travel expenses related to your special medical exam.

The doctors will then forward the results to the Disability Determination Services (DDS).

Should I be Scared?

There is no need to be afraid. You should take the exam and cooperate with the doctor examining you. If you cannot make the appointment, you can call ahead of time to reschedule.

The doctor’s job is to exam the medical issues that you have. The doctor will not determine if you are disabled.

What If the DDS Says That I Am Not Disabled?

It is always a possibility that the DDS may determine that your impairments do not render you disabled and unable to work competitively.

The Social Security Administration will communicate the unfavorable decision in writing. If you do not agree with the outcome of your application, you can file an appeal.

Even though the SSA will tell you how to file an appeal, many claimants often become confused in the appeal process.

New York Laws & Penalties for Marijuana

M

arijuana and its synthetic "equivalents" are considered Schedule I hallucinogenic substances under New York Public Health Law. Synthetic equivalents include resinous extracts and derivatives with similar chemical properties.

Possession for Personal Use For a first offender, possession of up to 25 grams of marijuana is punishable by a fine of $100. If an additional offense occurs within three years of the first offense, possession of up to 25 grams of marijuana is punishable by a fine of $200.

For the third or subsequent offense(s) within a three-year period, possession of up to 25 grams of marijuana is punishable by a fine of $250 and/or imprisonment of 15 days or less.

Possession of marijuana in excess of 25 grams - 2 ounces is a class B misdemeanor and is punishable by no more than 3 months imprisonment and a fine not to exceed $500.

Possession of marijuana in excess of 2 ounces - 8 ounces is a class A misdemeanor and is punishable by no more than 1 year of imprisonment and a fine not to exceed $1,000.

Possession of marijuana in excess of 8 ounces - 16 ounces is a class E felony and is punishable by no more than 4 years of imprisonment and a fine not to exceed $5,000.

Possession of marijuana in excess of 16 ounces - 10 pounds is a class D felony and is punishable by no more than 7 years of imprisonment and a fine not to exceed $5,000. Possession of marijuana in excess of 10 pounds is a class C felony and is punishable by no more than 15 years of imprisonment and a fine not to exceed $15,000.

Use or Display of Marijuana Marijuana open to public view or being burnt in public is a Class B misdemeanor punishable by a fine of $250 with a maximum sentence of 90 days.

Sale Exchange without payment of less than 2 grams of marijuana and/or one marijuana cigarette is a class B misdemeanor and is punishable by no more than 3 months imprisonment.

Sale of marijuana in any amount to a person under 18 years of age is a class D felony and is punishable by up to 7 years of imprisonment and a fine not to exceed $5,000.

Sale of marijuana in an amount 25 grams or less is a class A misdemeanor and is punishable by no more than 1 year of imprisonment and a fine not to exceed $1,000.

Sale of marijuana in an amount greater than 25 grams - 4 ounces is a class E felony and is punishable by up to 4 years of imprisonment and a fine not to exceed $5,000. Sale of marijuana in an amount greater than 4 ounces - 16 ounces is a class D felony and is punishable by up to 7 years of imprisonment and a fine not to exceed $5,000.

Sale of marijuana in excess of 16 ounces is a class C felony and is punishable by up to 15 years of imprisonment and a fine not to exceed $15,000.

Using a child to assist in the sale of marijuana is a class E felony and is punishable by no more than 4 years of imprisonment and a fine not to exceed $5,000.

This offense includes hiding marijuana on a child or otherwise directing a child to assist in a marijuana sale.

Trafficking A person is considered a major trafficker of marijuana if they do one of the following: Act as the director of an organization, which sells $75000 worth of marijuana over the course of a year or less; collect $75000 or more from sales of marijuana over the course of 6 months or less; possess with intent to sell $75000 or more of marijuana over the course of 6 months or less. If one or more of the above are satisfied the person may be charged as a major trafficker, this is a class A-I felony and is punishable by 15-25 years of imprisonment and a fine not to exceed $100,000.

Garner brings a wealth of management and cricketing experience to the job. He served as interim manager for the 2009 to 2010 period which included West Indies tours of Australia and Sri Lanka; South

Africa and Zimbabwe tours to the West Indies and the ICC World Twenty20 which was held in the Caribbean in 2010.

He also served as West Indies A Team manager.

They were among hundreds who auditioned for the camp. “It’s a wonderful opportunity to meet other musicians from around the world and also to exchange different cultures and feelings through music, which is our common language,” said Calder, who is a trombonist. Crossbourne echoed similar sentiments. The Luzerne Music Center (LMC) runs a summer music programme and performing arts centre where pre-college students who play strings, piano, brass, woodwind or percussion instruments live in residence at the camp, study music with members of the Philadelphia Orchestra and perform concerts for eight weeks of the summer.

n February 1962, a new Constitution was approved by the Legislature and the Premier Norman Manley called General Elections.

Alexander Bustamante was elected in April and became the first Prime Minister of Jamaica. On August 6, 1962, Jamaica became an Independent Nation and a member of the British Commonwealth.

Jamaica becoming an Independent Nation, now meant that Britain, no longer controlled the affairs of the country. It was now the responsibility of the newly elected Prime Minister and the locally elected Cabinet.

Independence also meant that a Constitution, symbols, emblems, an army, Jamaican currency and passports had to be developed for the country.

As an Independent Nation, Jamaica assigns Ambassadors overseas who represent the country. They sign treaties on behalf of Jamaica and become members of various international organizations. This is important, as it gives Jamaica equal rights on various issues relating to international trade, policies and treaties.

QUICK FACTS ABOUT JAMAICA

amaica has an area of 4, 411 square miles of 11,424 square kilometers. The island is 146 miles (235km) long with widths varying between 22 (35km) miles. She is the third largest of the Caribbean islands and the largest of the English speaking islands.

• Jamaica is a very mountainous country. Almost half of the island is above 1,000 feet (305m). Blue mountain Peak, the highest point, is 7,402 feet (2,256m) above sea level.

•The annual average rainfall is 78 inches (198cm). Because of the effects of the mountains, rainfall is fairly evenly distributed.

Some hilly areas get nearly 300 inches (762cm) a year while parts of the western plains get as little as 30 inches (76.2).

hree men have been arrested and charged with attempted murder in connection with shooting and seriously wounding a bouncer who kicked them out of a South Hackensack NJ go-go-bar last weekend for not paying a bill, according to township police.

PATERSON: uthorities say four men in a black BMW committed two early morning stickups and an attempted robbery in Paterson within a 20minute period on July 23rd.

Police officers from Clifton and Passaic pursued the BMW along Route 21 after the holdups early Thursday, but the men escaped in the Newark area, authorities said.

The first robbery happened on Governor Street, just east of Rosa Parks Boulevard at 4:30 a.m.

A man and a woman were outside a house when the BMW stopped and four men — several of them with guns — got out and

demanded money, police said. They took the man’s belongings and drove off.

At about 4:40 a.m., the black BMW pulled up alongside another vehicle heading into a parking lot on Getty Avenue, near Park Street, and one of the gunmen tapped his handgun against the other vehicle’s window.

The driver of the other car hit the gas and escaped into the parking lot, at which point the men in the BMW drove away, police said.

At 4:49 a.m., the BMW pulled alongside a man walking near the corner of Main and Thomas streets; two men got out of the car with guns and took the man’s wallet, police said.

license, and they both have low-paying part-time jobs.

Beth expects us to baby-sit, take her to the doctor, etc. Mom is now starting to refuse to do more than baby-sit on Sunday, because she says Beth needs to get her license and look for a better job, and it won't happen until she's "pushed to the wall." Only then will she realize she has to.

I agree, but I feel Beth and Danny should pursue their dreams. It takes money to get a license, and where we live there is no public transportation.

Place chocolate pieces and heavy cream in microwave-safe and ovenproof ramekin or cassolette. Microwave 30 seconds on medium; stir.

Diets are made up of three main components, carbohydrates, protein, and fat. Each of these components impact your body differently, and all three are needed in differing amounts to keep your body healthy. Some may have heard that too much sugar or carbohydrate can lead to weight gain. Therefore, many are trying to cut back on carbs. This is hard to do because most of the foods we consume are carb-rich. So what should we replace those carbs with? Leaving Jamaica as a little girl with her family she did some of the usual things girls would do. Discovered at the age of 17 Marcia aka Lady Peace MN started modeling in local fashion shows.
