Paradise Grange - Be The Community You Want To Live In The Grange is a nation-wide family fraternity with roots in agriculture. It was established in 1873 and has grown into an organization addressing the agrarian impulses of all people--urban, suburban and rural. The Grange seeks to create a sustainable agricultural program, and promotes close family ties and community service. Membership is open to anyone 14 years of age and older. Each member must have a desire to work with others in developing and advancing the interest of healthy lifestyles in the local community. Two Views on Proposed Temporary 1/2 cent sales tax Extracted from: Town Of Paradise Notice Of Election And Notice Of Measure To Be Voted On CA Elections Code Sections 12111 and 12101

Shall Ordinance No. 545, a temporary sales tax increase of one-half percent (0.50%) that automatically expires in six years, and that establishes a citizen oversight committee to ensure that the funds are used to preserve public services such as police protection, fire suppression, street maintenance, animal control and other services for the Town of

Paradise, be adopted?

Measure Synopsis Ordinance No. 545 would amend and add Chapter 3.22 to the Paradise Municipal Code. To become effective, Ordinance No. 545 as a general tax measure must

be approved by a majority of the Town’s voters at a regular election. If approved, Ordinance No. 545 would enact a temporary sales tax of one-half of one percent (0.50%) on tangible personal property sold by retail establishments doing retail business within the incorporated territory of the Town of Paradise. The ordinance would also establish

a nine-member citizens oversight committee to make recommendations concerning how the Council would use the revenue generated by the temporary sales tax increase. Ordinance No. 545 and the onehalf of one percent (0.50%) sales tax would automatically terminate six (6) years after the ordinance operative date.

VOTE YES on Measure C, a temporary sales tax increase to help restore and protect what we all want for Paradise: safe neighborhoods, reliable medical and fire protection, decent roads, economic prosperity, improved property values, and a VIBRANT future for our Town. The Town of Paradise has worked hard to be fiscally responsible while maintaining essential town services. The recession and state raids on local revenue sources have taken your local tax dollars to balance the State’s budget--no more! We want local control over local tax dollars! Despite our challenges, good things are happening in Paradise. Measure C will continue the progress by authorizing a temporary ½ cent sales tax to fund important Town services and needed facilities, such as: • Maintaining firefighting and emergency medical response • Improving police protection for safer neighborhoods • Restoring funding for our streets and roads • Enhancing funding to sustain animal control ALL Measure C funds will stay locally controlled IN Paradise – FOR Paradise. The State CANNOT take any of this funding away. Measure C automatically ends in six years. It includes strict accountability, independent citizen oversight, it, with mandatory financial reviews and quarterly reports to the community to ensure the funds are spent as promised for community priorities. Basic necessities like groceries and prescription medications won’t be taxed. Visitors to Paradise will pay their fair share, so residents won’t shoulder the entire cost. Please join your friends and neighbors, firefighters, police officers, and community business leaders, in taking this positive step to keep our Town strong and moving forward. Measure C is a smart investment for our future.

The question is, do you trust the Town to use your tax dollars as promised? The answer is “NO” and the following two examples explain why. Town staff promoted the Transit Occupancy Tax as a means to promote tourism with a substantial portion going to the Chamber of Commerce, Paradise Performing Arts Center, and the Gold Nugget Museum. Once that measure was passed, the entirety, 100% of that revenue was confiscated and went into the Town’s general fund that helps pay for staff salaries. The Town promoted and passed the animal control property tax. Town Staff promoted this tax as a means to improve the quality of our animal control shelter. Once voted in by our animal-loving public, 100% of that money WAS given to the shelter. However, the Town then promptly defunded the existing animal control budget leaving animal control worse off than before the tax. Instead of properly managing its budget and expenses (especially staff expenses), the Town Council has voted to increase virtually every Town fee and created new recovery and technology fees. Beware when you hear “spin” such as: “We do not have a spending problem, we have a revenue problem,” “Now you have the opportunity to contribute to how your community looks,” or “WE ARE TOTALLY TRANSPARENT.” In fact the Town of Paradise has a spending problem, a management problem, and a credibility problem. When you open your sample ballot you will see an analysis of Measure C prepared by the Town Attorney and an argument in favor of the passage of Measure C authored by Mayor Scott Lotter and Councilmember John Rawlings. Please note that there was no statement included AGAINST the measure. Not even by the one councilman that voted against putting the measure on the ballot. It is clear that the Town did not want any opposition to the measure appearing in your ballot. We do not believe the appointment of a “citizens’ commission” will be any factor in using your tax money responsibly. In our opinion, the previous two decades of Town leadership were masters of smoke and mirrors and the craft has apparently been passed on. It is way past time for this Town to learn how to live within its means just like you and I have to.

LOCAL NON-PROFIT A REAL PAGE-TURNER By Katie Steicher Treasurer, Paradise Friends of the Library

Who uses our local library? Adults, seniors, children, toddlers, teens, the disabled, the unemployed, the homeless, the curious, knitters, chess players, book discussion groups, Girl Scouts, and the list goes on. Paradise Friends of the Library (PFOL) helps make the Paradise branch library the inviting, helpful place it is today by purchasing up to $1300 worth of books, e-books and magazine subscriptions monthly, by paying for special events and programs such as the Summer Reads Program, Wild Things and Teen Lock-In and by meeting the library’s needs not covered by the county, as able. PFOL will be hosting the Paradise Branch Centennial Celebration on Thursday, October 9 and Saturday, October 11. Come meet some local authors (rumor has it Emma Blackburn will be there, too!) have some refreshments and see the winning entries to the “Why I Love the Paradise Library” essay contest and Favorite Book or Character poster contest. Another exciting event PFOL will be hosting this fall is “War Comes Home,” A Cal Humanities new statewide effort to engage Californians in thinking about what it means to come home from war – for veterans as well as the rest of us. On behalf of the Butte County Library, Paradise Friends of the Library received a Cal Humanities grant to engage the community in the War Comes Home initiative in such a

way as to promote the library as a safe place for veterans and their families to meet with advocates and access resources. In the past two years, PFOL has purchased 12 new computers along with $3,000 worth of security software as well as two self-check out stations for patrons’ use. Now that the county has fixed the leaky library roof, PFOL would like to help finance new carpeting, if possible. These expenses are paid for by income generated from PFOL’s bi-monthly used book sales, membership dues and donations from the community. How could you help Friends of the Library? Let’s count the ways: 1) Become a Friend of the Library by submitting the membership form. 2) Tell your friends and co-workers about PFOL and encourage them to join. 3) Become a PFOL volunteer, whether at the books sales or at special events. Prep work for the book sales goes on all month long. 4) Donate books during library hours for PFOL’s used book sales. 5) Join the PFOL Board of Directors--only requires two hours a month meeting time and whatever skills and creative ideas you can bring to the table.

6) Pick up a SHARES card at the library and use it at Save Mart. 7) If you shop at Amazon, go to Amazon Smiles and designate Friends of the Library, Paradise as the organization you’d like to sponsor. Amazon will send .05% of your purchased item price to PFOL, no cost to you! 8) “Like” Paradise Friends of the Library on Facebook and repost our events on your FB page.

2014 “Party in the Park” By Monica Nolan Executive Director, Paradise Ridge Chamber of Commerce

In 2014, the Paradise Ridge Chamber of Commerce became a certified farmers’ market as part of its commitment to a sustainable, healthy community. In support of the Market’s mission to promote the local exchange of goods and services, the Market welcomed crafters and artisans at a special rate, as well as providing commercial vendor space for its members.

Our Local Round Table Pizza offered prizes.

The Chamber partners with Feather River Hospital and The Town of Paradise to coordinate, present and finance the event, drawing hundreds of Ridge residents to enjoy the cooler mountain air of their hometown. Additional sponsors were Baker & Baker Allstate Insurance, Blue Team – Cindy Haskett Homes, Wells Fargo Bank, Butte County Painters and General Contracting, Les Schwab Tire Center and Center for Spiritual Living. California Vocations provided much needed muscle and recycling support, and Meeho’s and The Wine Room provided meals and beverages. Thank you, business community, residents, Town of Paradise and Feather River Hospital for supporting this weekly party celebrating community and connecting the neighborhood with business, fresh produce, music and fun. We are particularly grateful to Assistant Town Manager Lauren Gill, Public Works Manager Paul Derr, and the Town of Paradise Disaster Service Worker Volunteers who were on hand each week games and to ensure a smooth and safe road closure.

Thursday nights, over the summer –were something I grew to really look forward to. Seeing the community –in business, in talent, in philosophy, in age and passion differences –come together –and eat, drink, spend some cash, hang out, and walk their dog… was very gratifying. The whimsical exhibit includes a large collection of irons, vintage linens, and antique clothing from the early 1900s to the 1940s. A Good Dog Day Training: Helping Puppies Start Off On The Right Foot Did you know that a dogs “socialization” period is finite? From about 5.5wks of age (when eyes and ears start to interpret the world) until the age of 16 weeks is the period you have to properly socialize your new puppy to help him grow into an emotionally healthy, confident dog. By the time a puppy hits 16 weeks of age, the socialization window closes. Socialization is not playing with other family dogs but is the process of strategically introducing your puppy to the things in the human world that he will be exposed to throughout his life and helping him to have a “good” experience. Exposure alone is not enough, because if the puppy is nervous about or finds the situation scary he could become sensitized and possibly develop a lifelong fear certain situations or objects. Paradise businesses “Lunch is on us”! Smoke Free Entryway MVP Competition The California Health Collaborative’s Smoke Free North State Program wants to take you to lunch! In an effort to encourage local businesses to create a smoke-free entryway, the program announces its Smoke Free Entryway MVP Competition. Paradise businesses are invited to show that they are the cleanest business in town by taking pictures of how they keep their business entryway free from cigarette smoke and butt litter (such as posting No Smoking signs, removing butt litter from the pavement, moving ashtrays away from the entryway, etc.). The Smoke Free North State program can make it even easier by providing free signs and educational materials! Every month, one business will be selected as the project’s Smoke Free Entryway MVP and win lunch for up to ten employees or guests. Each business must create a personalized name to participate (ex.
