Alert! Local vacant land property scams

There is a growing Vacant Land Property Scam that is now affecting property owners in our community, particularly those who own vacant land or recently inherited property.

Scammers impersonate legitimate owners, putting both sellers and buyers at risk. These fraudsters are targeting properties that are unencumbered, or that recently had a name change on the title, often linked to heirs inheriting property.

It’s crucial to be aware of the

warning signs and take steps to protect yourself.

How the scam works:

Scammers use publicly available property records to identify vacant landowners and homeowners alike, focusing on those who have recently inherited land. They then impersonate the owner listed on the title and try to sell the property without the actual owner’s knowledge. Fraudsters typically forge documents, falsify identification, and push for quick, under-the-radar sales, causing unsuspecting buyers and real landowners to lose money and face legal complications.

Red Flags to watch For:

1. Unsolicited Offers: If you or your family has recently inherited a property, be cautious if you receive unexpected offers to buy or inquiries about selling. Scammers are specifically targeting properties with recent ownership changes.

2. Pressure for a Quick Sale:

Scammers often create a sense of urgency, pressuring you to act fast to avoid missing out on a deal. Be wary of anyone pushing for an immediate sale or asking to bypass standard procedures

TOP reports progress on eliminating two rebuilding barriers

The Town of Paradise (TOP) continues to take significant strides to enhance fire resilience through two critical paths: the Category 4 Tree Removal Program and an improved weed abatement process.

FEMA approves private property tree removal funding

After a four-year delay, the Category 4 (Private Property) Tree Removal Program has finally been approved for funding by FEMA. This program, which focuses on removing hazardous trees from private properties enrolled since 2022, is a crucial step in reducing fire hazards and removing barriers to rebuilding.

Over 500 properties are enrolled in the program, with about 10,000 trees marked for removal. Property owners who enrolled in the program will be contacted soon to begin the next steps for tree removal which will begin within the next two months, following site specific environmental review.

Weed abatement at 92% compliance

In parallel, the Town has made considerable advancements in its weed abatement efforts. This year,

the Town’s fire prevention team has been bolstered by three new FEMA grant-funded fire prevention staff members, significantly improving compliance with defensible space regulations. As a result, the Town has achieved a 92% compliance rate—the highest in the last three years. This improvement is due in part to increased community outreach, allowing the fire prevention team to visit properties and directly discuss defensible space requirements with residents.

Recognizing the challenges posed by non-compliant property owners, the Paradise Town Council has taken a proactive approach to streamline the weed abatement process. The Council prioritized addressing properties adjacent to standing homes, which not only present fire hazards but also affect the insurability of nearby homes. As a result, 396 priority properties with overgrown vegetation have been identified and declared a public nuisance.

The new abatement process allows the Town to address non-compliant properties more quickly, often within a few months—a significant improvement over previous years. This swift action is vital for reducing fire risk and ensuring that Paradise continues its recovery journey with enhanced safety and resilience.

Together, the Category 4 Tree Removal Program and enhanced weed abatement efforts represent vital components in the Town’s ongoing commitment to building a safer, more resilient future.

Lighted Truck Parade — a Ridge tradition not to be missed, featuring local businesses with their trucks all dressed up for the holidays.

Truck Parade of Lights and Canned Food Drive

DADCO Construction is once again proud to host the much-loved annual Lighted Truck Parade on Saturday, December 7. This festive tradition brings the community together for a dazzling display of holiday spirit, with trucks adorned in lights parading up and down the Skyway.

The parade kicks off at 6:30 p.m., departing from Thomas Ace Hardware and traveling down Pearson Road to Skyway heading north to the Paradise Shopping Center. Spectators will have the opportunity to enjoy the parade twice as the trucks make their way back to Thomas Ace Hardware, along the same route. For everyone’s safety, parade watchers are encouraged to watch from designated areas along the parade route.

Before and after the parade, families can enjoy the many holiday festivities at Terry Ashe Park. Enjoy a night of lights, laughter, and community spirit!

Truck contestants are invited to stage their decorated vehicle at Ace Hardware starting at 4:30 p.m. Judging begins at 5:00 p.m. with trophies awarded before the parade starts- listen for the bullhorn calling drivers. The entrance fee for parade vehicles is non-perishable food, benefiting local families for the holidays.

Paradise High School (PHS) is a finalist among 15 schools competing for a multi-million-dollar prize! Currently holding first place, they need community support to secure the win. T-Mobile launched the Friday Night 5G Lights Competition, selecting PHS from over 1,700 entries nationwide based on need and potential impact.

The 2018 Camp Fire, California’s deadliest wildfire and the world’s most expensive natural disaster, claimed 85 lives and displaced countless families. Paradise High’s football team, leading the season before the fire, had to end their season. A year later, the team rallied for an unforgettable victory, bringing hundreds of community members, families, and students back home to witness resilience, strength, and pride at its best. From the Desk of the Chamber CEO: A Year in Review

t the end of another eventful year, it’s time to reflect on the Chamber’s progress in supporting our Paradise Ridge business community. The strength of our Chamber lies in its adaptability to the changing needs of our constituents. While we continue to deliver the visible staples of Chamber activity—ribbon cuttings, groundbreakings, open houses, and annual events—this year, we’ve focused on one critical area: the recovery of our population.

Through our “Welcome to the Ridge” campaign, supported by a comprehensive website and outreach initiatives, we are working diligently to attract new residents to our beautiful mountain home. This effort has been rewarded with Paradise’s status as the fastest-growing city in California for the third consecutive year. As Kate Anderson, the recently retired Town of Paradise Housing Program Manager pointed out, this achievement is due to the tireless work and collaboration of both public and private sectors.

To build on this momentum, we continuously

showcase the attributes of life on the Ridge. In our vibrant, pioneering community, residents forge new paths together. With room to grow in business, community, and sustainable development, this vision of strength and opportunity guides our work in attracting others to join and grow with us.

To expand our outreach, we have produced Spanish-language materials for prospective residents. This effort, in collaboration with 3CORE and the North State Hispanic Chamber of Commerce, ensures inclusivity as we attract new residents to the Ridge.

Paradise Police Department strengthens operations amid staffing challenges

The Paradise Police Department (PPD) is committed to serving the community 24 hours a day, seven days a week. With a comprehensive range of services, Patrol, Dispatch, Records, and Animal Control, our department provides the safety and well-being of Paradise residents.

Currently, PPD is staffed with 18 officers, including the Chief of Police, two Lieutenants, four Sergeants, and eleven Officers. Pre-Camp Fire we had 21 officers. Our goal is to increase the staffing to 19, allowing us to cover patrol 24/7 with a Sergeant and two Officers per shift. This staffing level would also support the Investigations Unit and allow for the assignment of a School Resource Officer, along with consideration for a full-time traffic enforcement officer.

As Paradise continues to rebuild and grow, the Department is adapting to an increase in population and the associated challenges, including rising crime rates, traffic complaints, DUI arrests, and general calls for service. We continue to emphasize the department’s missioto remain flexible and responsive to the evolving needs of the community.

Prior to the Camp Fire, the department had 21 full-time Officers and one part-time detective. In the wake of the Camp Fire, the department faced staffing shortages and chal

lenges; for several years that made it necessary to contract Dispatch services to the Sheriff’s Office. However, on July 1, 2024, the department proudly reinstated its Dispatch Center, allowing local staff to handle 911 calls and dispatch Officers directly to calls.

Animal Control operations have also seen improvements with the recent addition of a supervisor and two animal control officers, and a part-time office assistant. The Animal Control Unit is now fully staffed and provides services seven days a week, including public access hours for shelter adoptions. The Paradise Animal Shelter Helpers (PASH) have played a crucial role in this effort, as they support ongoing construction to enhance the shelter facilities.

Our goal is to address quality of life issues that impact our residents. We are dedicated to making Paradise a safe place to live, work, and raise families, while ensuring everyone can enjoy all that our town and surrounding areas have to offer.

Reinbold’s journey from Paradise youth to Chief

Born and raised in Paradise, Reinbold attended St. Thomas More kindergarten through eighth grade, graduating from Paradise High School in 2001.

Growing up he worked several local jobs until January 2007, when in pursuit of a lifelong dream, he enrolled in the Butte Law Enforcement Academy. The following June he joined the Paradise Police Department.

Reinbold is married with three children, all of whom have attended Paradise schools. He remains dedicated to his community and emphasizes the department’s mission to remain flexible and responsive to the evolving needs of the community.

Funding for Town of Paradise Owner-Occupied Reconstruction Program has increased to $250,000!

The Town of Paradise is making a “last call” to homeowners seeking assistance to rebuild their home lost in the Camp Fire through the Town of Paradise’s Owner-Occupied Reconstruction Program. To ensure the continued success of the program, the state has approved an increase in the maximum loan amount to $250,000 for homes that require reconstruction. Town and AHFRF work to assess and improve Ridge health services

To assess the current services and future needs, the Town and Adventist Health Feather River Foundation (AHFRF) hired a consulting firm to develop a Strategic Healthcare Recovery Plan.

In April 2024, the Town Council approved up to $75,000 for the proposed recovery plan, with AHFRF matching $75,000. In October 2024, the Town began working with the selected consultant, and the Plan is expected to be completed and presented to Council and the community in spring 2025.

TOWN OF PARADISE

Construction begins on new affordable housing in Paradise

Construction has begun on a new affordable housing community off Cypress Lane in Paradise. This project, led by the Community Housing Improvement Program (CHIP) and Mercy Housing, will span 19 acres and be completed in two phases.

To ensure safety and reduce fire hazards, the project team is following rigorous risk guidelines, removing fire-prone plants such as scotch broom from the area.

Phase One, currently underway, includes 70 multi-family apartment units and is slated for completion by late 2025.

Phase Two will add another 70 units designated for senior living, starting in 2025 pending funding approval, with expected completion in late 2026 or early 2027.

The Town of Paradise has committed $14 million in CDBG-DR MHP funding, and Wells Fargo provided an additional $100,000 grant to support the project. CHIP

CEO Seana O’Shaughnessy expressed gratitude for this vital partnership, while Town of Paradise Mayor Ron Lassonde shared his appreciation and optimism for the project’s progress.

Town recognizes Code Enforcement Officers

The Town of Paradise recently recognized their hard-working Paradise Code Enforcement Officers who work diligently to keep our community safe and looking its best! From addressing code violations to ensuring local ordinances are followed, their efforts help maintain quality of life in Paradise.

Town of Paradise project updates

Sewer design phase update:

The Paradise Sewer Project Team has made significant strides, with construction projected to begin as early as 2026–2027. The Progressive Design-Build team of Mountain Cascade and Carollo were selected to design and build the sewer. They have been moving forward on the Basis of Design over the past few months, including coordination meetings with Butte County and the City of Chico to discuss the Export Pipeline alignment and the connection to the Water Pollution Control Plant. As the sewer design continues, the Town is actively working with recovery partners and legislators to secure construction funding.

Road repaving to be completed end of 2026:

Public Works is finishing Phase 2 of the 2023 Residential Road Project. The 2024 Collectors and Arterials Project is to be completed by fall of 2024. This is part of the multi-year effort to restore all public roads funded through FEMA and the Federal Highway Administration by end of 2026.

Weed abatement reaches milestone:

Congratulations to our residents, Code Enforcement and Fire Prevention Inspectors for reaching a major milestone. As of October 2024, 90% of properties in Paradise have met defensible space requirements! Your dedication is making our community safer and reducing wildfire risk. Thank you for helping protect our town and build a resilient future.

Downtown planning workshop report:

The Town of Paradise, along with consultants from Urban Design Associates (UDA), hosted a Downtown Planning Community Workshop at Paradise Community Park in August. The workshop gathered insights and facilitated discussions about the downtown planning process and shared visions for the future of downtown Paradise. Over 100 participants attended, and an online survey received more than 550 responses. The feedback collected will be presented to the Council by end of year for further direction.

Early Warning Sirens (EWS):

The Town has 21 EWS located within town limits enhancing public safety and keeping residents informed during emergencies, such as wildfires and other critical situations. These sirens provide an essential layer of notification in addition to CodeRED alerts, ensuring that community receives timely warnings. Regular monthly testing to maintain functionality occurs on the 15th of each month at noon. For more information on sirens and emergency preparedness resources, visit townofparadise.com. Winter Wonderland

PRPD Kicks off the Holidays on Saturday, December 7th

The Paradise Recreation and Park District (PRPD) closes out its 75th Year Anniversary Celebration with Winter Wonderland returning holiday cheer and community traditions to the people of the Ridge and beyond. During the holiday season, the park and grounds are transformed into a Winter Wonderland of lights and decorations for the community to enjoy.

The holiday events will feature live music, food vendors, children’s activities and many opportunities for the community to gather and enjoy the season! We welcome Ridge residents and new visitors to join PRPD for all the fun events at Winter Wonderland located at the Terry Ashe Recreation Center, surrounded by the park and recreation building, centrally located in Paradise at 6626 Skyway.

It is that magical time of the year when hearts are filled with holiday cheer, and the needs of others becomes a little more important than our own. At Boys and Girls Clubs, our goal is to remove barriers for families to access community support and meet their immediate needs, especially during the stressful holiday season. Good fire on the Ridge? Here’s what you need to know

What is “Good Fire”?

A Prescribed fire, also known as “good fire,” is an important tool in forest management. Butte County’s forests depend on periodic, lowintensity fire to thrive. This fall, good fire in the form of broadcast burns and pile burning will be part of Butte County Fire Safe Council’s forest health resilience efforts in Magalia. Through spring 2025, you may see smoke from these healthy prescribed burns or pile burning on the Upper Ridge.

What is the difference between good fire smoke and wildfire smoke?

All fires produce smoke. Controlled burns, or “good fires” generate both less smoke and less harmful smoke compared to wildfires. Regardless, smoke-sensitive groups may want to monitor air quality conditions and local health warnings. While inconvenient, smoke is a sign that important restoration work is taking place, making our forests healthier and communities safer.

How are “good fire” burns conducted?

Monthly billing cycle to return for PID customers

Prior to the Camp Fire, PID invoiced customers monthly; since the fire, bills have covered two months. With the February 2025 bill, PID will return to billing customers monthly.

Bills are mailed or sent electronically by the 20th of each month; as of February 2025 the invoice will cover only the previous month’s water service and use.

PID offers a variety of payment options— automatic payment with credit or debit card, one-time online payment, payment by phone or text (no fee), by standard mail or in person at PID’s office. For info, go to: https://www.pidwater. com/167/Payment-Options

• Don’t risk frozen water pipes this winter—it’s time to get ready for the colder weather ahead with these tasks:

• Insulate outdoor water pipes and spigots.

• Ensure your backflow device has its provided “frost bag” in place. If yours is missing, call PID at 530-877-4971 to find out about getting a replacement.

• Sign up for Dropcountr to be alerted quickly in case of a broken pipe or water leak.

• Going away during a spell of really cold weather? Keep minimum heat on inside. Open bathroom and kitchen lower cabinets to expose pipes to warmer air. Let cold water drip from faucets served by exposed pipes. Close outside vents, crawl spaces and doors so cold doesn’t seep inside and freeze water pipes.

Chamber pays Tribute to Jody Jones

At her packed memorial service, I gained deeper insight into Jody Jones, a woman I already held in high regard for her unwavering leadership during an extraordinary time in our community’s history. How fortunate we were to have Jody at the helm as Mayor of Paradise during the Camp Fire and throughout its ongoing aftermath.

Jody championed Chamber initiatives with support and enthusiasm and embraced the Chamber as a partner during the crucial disaster recovery period. I frequently bumped into her in local shops and restaurants, as she made it a point to shop local, a habit that reflected her deep connection to our town.

On the surface, her esteemed education, professional achievements, and extensive resume made her an ideal fit to serve as Mayor during such unprecedented devastation. But what truly resonated at her memorial—and with anyone who knew Jody—was her exceptional strength and steadfast commitment. It was clear that only someone with tremendous heart and unwavering resolve could have steered our community through such tumultuous times.

I last saw Jody at a Town Council meeting, where she stood to deliver a no-nonsense message about the importance of individual accountability in hazard abatement, once again demonstrating her passion for Paradise and its future through direct action.

A particular memory stands out: A couple of years ago, as the last of some 200 guests had departed from the Chamber’s Annual Dinner, Chamber staff and volunteers were tasked to clean up the Vets Hall. Jody, the Mayor of Paradise and an honored guest at the dinner, picked up a broom

and was among the last to leave after we got the hall all spiffy.

In a “grab a broom” community like ours, she wasn’t the only self-deployed sweeper that night, but the gesture touched me deeply—because she was recovering from illness at the time. Service was simply woven into the fabric of who she was.

Her ethos of grace, service and pastoral care is aptly summed up in 1 Peter 4:10: “Each of you should use whatever gift you have received to serve others, as faithful stewards of God’s grace in its various forms.”

In closing, and on behalf of the Paradise Ridge Chamber of Commerce, I offer my respect, admiration, and sorrow for the loss of this remarkable leader and crusading spirit. My deepest condolences to all of us, but most of all to our friend Ron Jones, whose obvious pride in his wife’s accomplishments and delight in her presence is an inspiration to spouses everywhere.

Rapid Care and Dermatology now in their newly renovated spaces

Several key services are now operating in newly renovated spaces. The Rapid Care clinic, which offers walk-in medical services, has been serving patients in its new, dedicated space since August, providing more efficient and accessible care. In early October, Dermatology services also moved into a newly renovated area, providing an expanded space for

patients with skincare needs. Additionally, to ensure consistent service hours, the Rapid Care clinic will now be closed on Saturdays. The current clinic hours are Monday through Friday from 7:30 a.m. to 6 p.m., and Sunday from 10 a.m. to 3:30 p.m.

Coming in 2025, a workforce training center at PHS

The Town of Paradise has been awarded a $17.8 million grant through the Community Development Block Grant - Disaster Recovery (CDBG-DR) from HUD to establish a Workforce Training Center. This center will be located on the Paradise High School campus, with training provided by Butte College and the Valley Contractors Workforce Foundation.

The grant will fund renovations of two existing buildings at Paradise High. Once completed, the facilities will serve high school students during school hours and adult learners in the evenings, on weekends, and during the summer. The center will offer career technical programs, preparing participants for employment in fields such as construction, medical specialties, and more.

Paradise Community Center rebuild on track!

The Paradise Community Center Board is thrilled to announce that construction on the new Community Center, rebuilding where the Senior Center once stood before the Camp Fire, is progressing swiftly. Set to open in late Spring 2025, this center will welcome all members of the community under its new name, while still at its original location at 877 Nunneley Road, next to the Paradise Performing Arts Center. Once complete, the Paradise Community Center will be a vibrant hub for classes, meetings, celebrations, fundraisers, dinners, and entertainment. Swing by to see the progress as they grow!

A new Ice cream parlor is coming in the spring

Ridge Top Parlor is set to be open by March 2025 in one of the new Burkett Plaza units at 797 Elliott Road Unit D. Owner Steffany Vang shared, “We want it to be a ‘cool,’ welcoming space, offering premium hard scoop ice cream, floats, shakes, sundaes, and some of my own fun frozen treats.”

In addition to sweet treats, Ridge Top Parlor has partnered with a local homeschool charter to offer culinary classes, furthering their goal to build a strong connection with the community.

MacIntire, who has spent the last 17 years in the culinary field, had dreamed of owning her own shop even before graduating high school. She said, “Though it’s not exactly what I envisioned, I’m passionate about quality food and serving people. There’s no better place than Paradise for our family of five to begin this journey.”

The 25th Annual Economic Development Conference by the Center for Economic Development at CSU Chico brings together industry, government, and education leaders to discuss key economic issues for the North State. Paradise Animal Shelter expands to better serve community

The Paradise Animal Shelter is moving forward with its long-awaited expansion, breaking ground at 925 American Way in August 2024. Expected to finish by spring 2025, this upgrade will provide a larger, improved space for the animals and families of Paradise.

Thanks to the combined efforts of Paradise Animal Shelter Helpers (PASH) and the Town of Paradise, the shelter will soon offer:

Yellowstone Kelly walks with OLLI

The Gold Nugget Museum in Paradise, CA, recently participated in an Osher Lifelong Learning Institute (OLLI) walk along the Yellowstone Kelly Heritage Trail. Museum docents and staff offered historical insights through reenactments, bringing the lives of Ridge pioneers to the community. Rebuild Paradise Foundation unveils Handprint Mural

Rebuild Paradise Foundation will unveil a stunning piece of public art to mark the anniversary of the Camp Fire. The sunset-themed tile mural features handprints, ages, and initials of more than 2,500 children living in the Camp Fireaffected area. The mural will serve as a permanent tribute to the strength and unity of our community and a reminder that our kids have a bright future here on the Ridge.

New Adventist Church building is near to spring completion

If you have driven in either direction on Pearson Road in Paradise lately, you may have seen great progress on the new Seventh-day Adventist Church building. This new facility will replace the one lost in the Camp Fire six years ago and fits neatly into a smaller portion of the building’s original footprint at 5720 Academy Drive. Outside, the project is awaiting landscaping and parking lot completion. Inside, significant work

remains to ensure a welcoming and inspirational space for members and guests alike. The Paradise Adventist Church family eagerly awaits the opportunity to worship and enjoy their new facility, which is expected sometime in 2025.
