Perry Bed Tax Collection July 2022 collected in August was $4.4M compared to the same month last year at $4.7M, a (7%) decrease. Actual July was 68% above Budget and (1%)
below the prior month at $4.48M. Actual July was 42% higher than 2019, collection slowing down from the record high as we enter the summer
FYTD’22 Collections at $74M, were higher than last fiscal year to date by $47M by 56%, reflecting the continued recovery. FYT collections at $74M are pacing 54% ahead of the Approved Budget and 43% higher than our record 2019 for the same eleven month period.
The Rooms sold for July were 353,404, (7%) lower than last year. Rooms available for July at 570,927 are 2% higher than last year. Hotel Rooms Active today in the County 18,417.
Occupancy for July 2022 was 61.9%, (8.4%) lower than last year. Occupancy for July 2021 was 67.6%. July 2019 was 68.6%. The average daily rate for July was $175.26, (1%) lower than last year, and 34% higher than 2019. The Revenue/Available Room for July 2022 was $108.46 lower than the prior July by (904%).
Hotel room net sales FY22 year over year July decreased (8%) at $60M compared to $64M. Non hotel room sales FY22 year over year July decreased (12%) at $12M compared to $13.6M. Hotel room net sales FYTD 2022 increased 58% at $1B compared to $649M. Non Hotel room sales FYTD 2022 increased 23% at $185M compared to $149M. FYTD 2022 Taxable Revenues Fiscal Year over FY2021 increased 51% at $1.2B compared to $799M. FYTD 2022 Taxable Revenues Fiscal Year over FY2019 increased 44% at $1.2B compared to $838M.
Airport passengers for the month of July 2022 were 460,329, 3.4% higher than July 2021, and the Total Estimated Seat Capacity at 1% is higher than last July 2021 with 514,959 seats. PBI Passengers 12 month rolling average is a 70.2% increase at 6,422,223 over last year.
Leisure & Hospitality Employment for July at 90,700 increased 11% over the same month last year. Accommodation employment went up 15% higher over last year at 10,200 employees. F&B was up 14% at 62,500 employees. Arts & Entertainment employment 1% higher than last year at 18,00 employees.

What is the trend in the hotel industry?

We've seen a slowdown, if you recall last year, with the Omicron variant, and our business dropped off, it is better this year than last year, but September slows down quickly We anticipated that so renovation is gearing up for the season.
Hostettler
August was the best we've ever had, and we're going to have the best September as well. This is due mostly to rate and lots of corporate groups coming back, which has not been a market for us much in August and September in the past.
Pesquera
Smith Travel data shows we had a soft July, but business is up in August from the 1st to the 27th, which is about 14%, that's pretty significant. And we're forecasting the year to end potentially at $78M in bed tax collections.
B. CHECKPOINT #22 JULY 2022 COLLECTED AUGUST 2022*

The checkpoint shows you the projected $78M and I wanted to stress the importance of our non hotels as far as Airbnb and VRBO, they played a significant role in having strong bed tax collections. The month of July was at $7M non hotel though this is down 12% over the last year.

We started these checkpoints during COVID, and we wanted very short term measurements to see what was happening with the world. We do not need to have checkpoints forever.
C. PBI UPDATE Lacy Larson
Larson
In May our total passengers were 2% over our 2019, and the end of spring was really good in terms of our recovery. As to be expected June and July were down about 5% from 2019 in total passengers, and seat capacity was also up in May by 2%, which was good. That means how many seats are available for purchase in the market as a whole, which can be measured by larger upscaled aircraft, it can measured by more routes and more frequencies and there are a few things that come into play in terms of seat capacity. We like to see seat capacity and passenger numbers go up, and when those are off balance, then we see a little bit of trouble on the horizon for airlines either they're at 90 plus capacity and they’re nearly crammed full or there is more capacity than there are passengers. We are seeing a balance between the two of those
The seat capacity for June and July is roughly down 5% from 2019. Our General Aviation Operations (GA) continue to drive traffic up 39% in May, compared to 2019 at 31% in June, and up 11% in July. They do not affect PBI commercially in any way. They put a little bit of pressure on our commercial facility, but we still welcome them. And our GA side is thriving at PBI. I wouldn't be surprised if our GA numbers put PBI as the No. 1 general aviation airport in the country, we've been between one and two for many years.
Our projected seat capacity for August and September is slightly down over 2019 as we head into the early part of the season, we're down about 7 or 8%, which is also not that big considering we are seeing airlines struggle.
Airlines are struggling with pilots, crew, and aircraft. They do not have enough aircraft to continue to maintain the schedules that we had seen in 2019.
Those pilots are flying and they're timing out. That is when cancellations happen. They do not have enough crew to demand the service that they've already booked. That's where we see delays and cancellations come in as they pull in a new crew. We are also seeing the FAA struggle a little bit in terms of staffing at their ATC (Traffic Control Towers). Jacksonville is a big deal for Florida when we start seeing Florida get hit a little bit in the news in terms of flight delays and cancellations, part of that has to do with the air traffic control staffing.
The Northeast is a big deal for our tourism and they're having some problems staffing their air traffic control towers up in the New York Metro. PBI was amongst friends in New York airports with the highest number of delays and cancellations because our highest number of flights come from the Northeast, and they are struggling to have those flights come in on time or without cancellations, there's a lot of moving parts to what we're seeing in the market.
I handle the air service for the airport, and I speak to them from a marketing perspective and communications in PR, a lot is going on right now and they are trying to order aircraft that can't be made fast enough. We're working on it as a whole.
And one final piece of great news, Frontier announced the Denver PBI nonstop returning on November 6th. That will be through the season, multiple times a week through April. All those sun seekers from the snowy mountains and all the sun seekers heading out to the snow mountains. It's been a long time since we've had nonstop to Denver through the entire season.

Yes. I appreciate every single one of the programs that we have, and we are working on many new and upcoming promotions, fun ticket giveaways, and activations that your team is working on. Jennifer and her team were working on co op opportunities to
advertise together. We've never done that before. PBI will be part of an in airport campaign, within airport advertising.

We have completed shore protection projects during this most recent season, Coral Cove, Jupiter, and Singer Island, and major tree nourishment at Jupiter/Carlin.
The TDC beach funding provides a local match sharing cost that is required for our grants. For those dollars, we give back at least $2 to the county on those projects for every dollar of TDC dollars spent on the long term maintenance of the critically eroded beaches.
If you look at the beach program statewide, we have maintained a reputation for managing some of the most cost effective shore protection programs in all of the state of Florida, and we are known for that. We go to our professional conferences and people learn from us about how we're doing this.
Sargasso or seaweed makes its way into the news again, that accumulation is a natural part of the ecological process. At this time of the year, it's naturally occurring, and we advised keeping the accumulation in place as a best management practice and provides nutrients to the plants, habitat to native animals and avoids impacts to the sea turtles, nesting habitat, it's not a bad thing, but we do have to manage it in the media.
Our sea turtle program in the county got great nationwide recognition recently, and this month Southern Living Magazine there's a feature about sea turtles nesting and how we're a turtle town. I want to thank Discover for your partnership in hosting that writer in the county. It was a great recognition for that Southern Living article that features Palm Beach County.
We are at the end of our peak nesting season. We're also out there putting artificial reefs into the waters; our reef program is active and ongoing. We've been fighting wildfires as they've popped up through the county with the dryer than usual conditions. We've all also been doing prescribed burns to prevent wildfires. We had a very successful night in the natural areas of the Twisted Trunk Brewery. It was our seventh annual, we had more people than ever. All of the funds and donations raised from that go directly into our public outreach program, and lastly, our adventure awaits program, the fall schedule for all of those free activities in our natural areas will be released next week. I'll share them

My family and I are happy to be part of this community. I've been blessed to have a career in hospitality, healthcare technology, and government, and I'm really happy to be here.
I'm looking forward to working with you to make sure we keep advancing this phenomenal and beautiful destination. I can tell you as a newcomer, what we have here it's amazing, something that very few destinations can claim. My goal is to work with you, work with all the other organizations and make sure our staff is inspired to bring the best and top potential of our brand that translates into visitors and revenue.

This contract had been brought before, but the company we had selected dropped out. We went to the second company called Madden Media. We are saving money and going to the second selection. It was a close call with the original selection process.

The first company was Bellwether from New York. Madden Media has a big presence all over the country. They're here in Florida.

The other big contract we do regularly is our agency of record. We have selected Zimmerman; they are a well known organization in Florida. They only work in the travel field. They have been a contractor of ours because they do our public relations work.

We recently completed the selection process that was released on May 9th and the proposal review on June 22nd The selection committee consisted of Jorge, Erika, Peter from the Discover The Beaches board, Joan Hutchinson, Jim Mostad, and Heather Sherm, which was Virginia’s appointment. And the criteria we evaluated were on experiencing, qualifications of professional personnel, and understanding of the needs and goals of the Palm Beaches.
The three finalist agencies were pushed for ideas and the Zimmerman agency gave a very strong presentation and ended up on top based on all of the scores and cost as well. They were the lowest cost agency, which made us happy that they were able to do such a great job as far as client experience in the hospitality and tourism industry.
They've been our PR agency of record for some years now providing great results in that area. And we are excited about the enhanced collaboration we will have now with PR and creative joined.
They've been doing our PR, but they can now get to know the stakeholders, and the leaders in the destination, and learn what the brand is about as they are evolving our creative process. They've also had extensive rebranding experience; a lot of experience bringing people together and building consensus about how we can continue to move the destination brand forward. They came together and designed a logo for The Bahamas, but also with all of the new 19 islands that make up The Bahamas and did individual logos for those islands as well. They were able to take into account the spirit and the flavor of all the individual islands to create logos for those while also integrating them into this larger logo that told the brand story. They had an organized approach to immersion as well as planning, testing, and tracking results, which we think will take us to the next level, superior direction qualities were demonstrated.

Could you share why they were $40,000, less than the second lowest?

They are familiar with our agency. They understood what our needs were and how that would relate to cost.

In the world of agencies, they run the full gambit. We even talked to an agency in Miami that had done super bowl commercials. Their pricing would've been three times, what we see here, I think Zimmerman has been after the Palm Beaches for a long time. This is their third time bidding for this, and they wanted us They see economies of scale because they have our public relations contract already. There's a synergy there that they can already capitalize on. It just worked out very favorably for us in this regard.

That's wonderful. It doesn't always happen that way. It's nice that it worked out in our favor.

Yes It could be three with two years extensions. We always have a 60 day out clause on all of these contracts.

5. Two Minute Update Jorge Pesquera

Thanks to Daniel for a huge successful governor's conference on tourism. I'd like to show some pictures to showcase the success of this event. We had our activation airplane there which is the kind of a mockup of the golden era of travel, with vintage seats, and vintage luggage aboard that shows the flights that come into PBI regularly.
It's just a cool airplane activation that everybody loved, and the hotel did a fantastic job in terms of service and logistics, etc We were very pleased that Dana Young, the president of Visit Florida welcomed the group.
We did the opening, in which we put postcards on every table, and we asked the audience to fill them out before the end of the evening and let them know we would mail them. We got about 300 of these postcards mailed around the country, inviting them to come to the Palm Beaches. It worked pretty well. The next slide is Kelly, our chief sales officer who is on the board of the Above and Beyond Foundation, which was collected through Visit Florida support for $4,500, which was given to one of the employees of the Boca Raton, who was selected through a voting process.
Cavers
The Above and Beyond Foundation wants to recognize the frontline workers at the Governor’s Conference with $4,500, they asked all the attendees to vote on, what frontline workers went above and beyond. They voted and chose an employee that had been with the Boca Raton for 22 years, it was a cool experience, and you see the energy of everyone standing around from the Boca Raton and clapping and sharing in the success.

I wanted to thank Cultural Council for the participation during the convention and provided some of the entertainment and won one of the Flagler awards on tourism advocacy because of the diversity equity, inclusion, arts, and tourism summit which we supported.
We won a couple of other Flagler awards, we also won the Destiny award by Esto, which is the educational piece of the US Travel Association for the Between the Sessions meetings and conventions campaign. We won the best DMO in the south from Meeting South Magazine. The Convention Center won the best Convention Center as well. We will be hosting the Site Classic starting this weekend.
And finally, the CBRE forecast for 2023 puts a focus on the level of reserves that we are all accumulating here. I think we need to do some homework about how our competitors are deploying their additional resources because the state of Florida is hot. Those funds in many of our competitive destinations are flowing into marketing directly. We have a lot of money in reserves, and I think we need to kind of plant the seed today. We are planning on proposing some additional use of funding for those reserves to remain competitive in 2023. Because otherwise, our share of the market will not be there.

We are going to be at 58% reserves at the end of the year.

I think we need to analyze the last five years of occupancy rates because ADR has been going through the roof, but occupancy hasn't gone up a tick, so spending more money to get the same occupancy and higher ADR doesn't make much sense. Especially if we are going to have a downturn, we want our reserves or maybe move some of those things to special funds where we might need them, we’ve got another super bowl coming, or a national championship football game coming where we are selling Palm Beach County and our numbers are so beyond expectation, but our occupancy rate is not keeping up with that.

I'm not opposed to higher ADRs.
Dufresne
Spending more money to get people to come here for the same occupancy and they're willing to pay a higher ADR. Why would we spend the money?

But our inventory is up too, right? I think if occupancy is the same, but you have more inventory, then you've increased substantially your market rate

I think the analysis is a good suggestion. More and more destinations are opening up, and we are going to need to compete and drive those ADRs.

We need to sit down with hoteliers on the beach, who have the majority of the upscale inventory, and determine whether the occupancy dilemma is self inflicted because you take July, August, September, or whatever is to take a couple of floors out of service to renovate and do whatever you'd need to do. Luckily, Gustav has information on the I-95 corridor performance, the Dixie Highway corridor performance, the beach, and the luxury versus the limited service, also by north central and south regions. We can certainly look at that and come back with a recommendation. But we know that our competitors on particularly the west coast of Florida, I'm talking about the Fort Myers, Sarasota, St. Pete, and Clearwater are spending a lot more money.

You are not proposing just advertising. You're proposing marketing in general. Things like Site Classic bringing in the top 82, planning companies in the country are a huge boost for occupancy with groups, which we all need for that Sunday through Thursday.

It would be all marketing or sales-related activities.
Hostettler
It's not just $5M in advertising. I think that's an important designation because supporting events like Site Classic and getting people here to see the area is huge.
Pesquera
Yes. We have a particular off season from July through December there's a lot of room at the end in Palm Beach County. That's the time when Kelly and her team, the international markets where it's the winter in Brazil, it's summer over here. Those are beginning to come back. We have some ideas about how we could reactivate some of those markets. There are a lot of moving parts here, but we can't do it all if everybody's outgunning us in places like New York or Chicago. We have to keep our presence sufficiently high enough that we don't lose market share from those places.
Dufresne
I don't think that current numbers mean we are in crisis. We are not in crisis mode at all.
Bronstien
This plays back to the ultimate master planning, right?
Dufresne
These are taxpayer dollars. There are other things that we can be doing with the dollars that we're getting. I need to consider those things, as part of the master plan

Yes, the master plan is ready to roll on that anytime. . Our team is ready to initiate that project with the support of the TDC and all the other agencies.

Where are we on that?
Pesquera
We have a meeting on the 19th with Verdenia coming up, we'll get some things going. The master plan was approved by this board in March 2018.

We have sort of the benefit of some extra dry powder that we didn't maybe expect. We shouldn't just keep doing more of what we're doing. We have an opportunity to have a plan to get out of the box a little and try some things.

There are all sorts of new things that are happening in the world of marketing. The metaverse, for example, is the hot new thing.
Segarra
The idea is to come up with an all-inclusive plan, which not only will help us to generate more market share and increase occupancy and increase ADR, but also make sure that the destination keeps current with some trends that are happening in our marketplace
Dufresne
It's a holistic approach. Forget about the specifics, we are looking at record numbers, but I want to see how we get more bodies here and ADR has the number one effect. The easiest is to drop ADR and increase occupancy. I'm not suggesting we do that, what I'm saying is, if we're spending more money to get the same number of people here, does it make a lot of sense? And I don't know that we're losing market share.

I will show you some stats, we are losing market share in Florida because places like Tampa and Sarasota are adding more inventory.
Dufresne
$78M in revenue this year, three years ago was $52M that's a huge increase. Do not tell me we are losing money and losing people, I mean, we will look at it, but I'm saying the numbers don't bear out.

We are doing well. Some other destinations have done even better.
Dufresne
Yes. And they had a lot better to go. We can't go with $1,200 a night at The Breakers in June, where do you go with that?
Segarra
If you take a look at the numbers, based on the ADR report for the state, the number of rooms added to our inventory, we are over 6% when the nation is 2.8% and we have demonstrated a good absorption ratio of the new rooms maintaining, which means we have brought more people, but we have increased our number of rooms. We have been able to maintain more people coming, selling better, which means the demand was better and it was better to ask for more money. We need to think about the opportunity in this particular moment and honestly keep pushing, because most of the destinations after COVID 19, they've been realigning all the resources.
Number one, they've been repositioning to new markets and new opportunities. People are buying differently, and consumer behavior has changed after COVID 19, it's new, and you need to make sure to set your destination towards those trends to maintain your positioning and increase the market share with potential new key performance indicators.
Dufresne
In the last 25 years, I don't think we've had one downturn, maybe two years in 25 years, every year's been more than the last of those numbers, but we'll look at all the numbers. I don't know what the numbers are going to bear out, but I want to look at all the numbers because how do we get more bodies here?
How do we get our occupancy rate up? Because that's what matters to me We've got to know what we're doing here. What's right for us and we're selling Palm Beach County. It's not a hard sell in many respects, we're different. Let's take a look at it.
Perry
I want to bring to this board's attention that Discover has approved for marketing stimulus, close to $9M. We don't want to continue to do the same thing with those funds. If it's going to be something special, let's take a look at it, and let's see, what we can bring to Palm County. Because of the approved marketing stimulus, they have $7M in their contract, but they still have some funds for marketing. When they're requesting additional funds, what are we using them for?
Bronstien
Right. The money is there right now. The idea of expanding into different markets is terrific, we've kind of gone to the same markets
Pesquera
For example, ERM has done unbelievably cool things in the world of nature areas, like sinking ships and building islands and all sorts of things. We think that there's an opportunity in the nature and adventure area that we haven't exploited to the fullest extent. That's one example of what could be a whole host of different things that we could be doing. It's a universe of opportunities out there. We just need to be sure that we are picking and choosing in the wisest possible way through research.
Gustav is doing fantastic work there and with a new thinking process, we take a whole different approach based on the new trends and a new dynamic of a changing marketplace That's what we're saying.

Yes. This is all the lodging in the county, we get this from the Florida Department of Professional Regulation. Every lodging facility has a license to operate as a hotel, motel, Airbnb, and campground. There are filters that you can select. It's a dynamic map that would have a big impact on the master plan. I can change the filter to just hotels and add motels or just the beach properties here. All the zip code cities If you want to look at Boca. If we want 5,000 to 10,000 meeting spaces, it will pop up. I don't think we have rates. We have all the operational hotels and all the features that are in the pipeline in this map app We have 27 properties, there's a roll up on top there 3,000 rooms and 20,000 meeting space.

Gustav is adding attractions, cultural institutions, and so on. With this tool when the experts come and talk about how we map and create a roadmap into the future, they can look at this visually and say, here are gaps. And here are pockets of opportunities for us to develop this destination into a better destination.

That's why I think we can do a backward look into how the dynamics of occupancies versus ADR and reality revenue for available rooms is another important metric that we should look at. But we want to grow everything.

Are you looking at the potential markets that we haven't even approached? Trying different regions, different parts of the USA, and different parts of the world, targeting areas we just haven't targeted?
Pesquera
Yes. For example, we don't have enough flights from Chicago. We've always thought that the Midwest, which traditionally gravitates to the west coast of Florida, is a huge opportunity for us. But if you want to saturate the greater Chicago and Milwaukee, the story of the Palm Beaches is compelling, that's what you need to do, to kind of change the traditional way of thinking of people traveling to the west coast of Florida and start pulling them in harder.
Washington DC is another great market for us, but it's been exploding in terms of its suburbs. There are upscale suburbs that go 30, 40 miles outside of the Washington area. And I don't think we're marketing sufficiently in that area. Scandinavia is an international market that we haven't explored very much.

This also ties to activities, which tie into the culture and everything else, we have here. You have got to give them something to do while they're here. There are lots of places to put money.
Dufresne
You've also got to work with the airlines to have those nonstop flights, otherwise, you are making it difficult to saturate the market

The biggest buzzword in the travel world these days is wellness and travel. People who want to reconnect with nature, do a walking tour in the morning, swim in the afternoon, and kayaking or paddle boarding sometime during the day. That's an area where I think there's a huge opportunity.

First, a quick summary of the events that have been submitted. Seven events were approved by the Palm Beach County sports grant committee followed by our board of directors. Category G grants. Three of them represent direct bids and operational commitments from our Sports Commission. All of these events tell a good story and are part of the development plan that we will talk about.
One includes a youth ice hockey tournament taking place at Palm Beach State Zone and Ice Works, with 70 teams, and 1200 athletes. This is one of the fastest growing sports in Florida. We have real estate agents from the Northeast that contact us to try to learn what ice facilities we have here.
In October we added two more baseball events, and three tournaments are under one grant. There would be about 207 traveling teams, close to 9,800 traveling athletes, coaches, and attendees, staying on an average at a minimum guarantee of four to six nights, last year’s actual room nights were 11,600 plus. We are fighting hard to keep this event every year. There's also an International Baseball Tournament coming back strong after the pandemic with 30 international baseball teams competing at Ballpark of the Palm Beaches.
The Holiday Basketball Classic that our Sports Commission created several years ago, was restricted for the last two years, but the demand is now higher than ever.
The Timber Tech Championship will be relocated to the Royal Palm Yacht Club in Boca Raton. It's televised on the golf channel for over 20 hours of television coverage with live coverage
The Spring Games: This is the undisputed world's largest college softball event, created in 2008, it has been in central Florida Pinellas Lake and Polk Counties since its inception. It is a five to six week event during the Spring, with a high occupancy time. The room
night reports that we saw from Central Florida were for 2022, 448 teams between athletes and spectators, 28,000 attendees, and 52,000 plus room nights. We will try to bring about 90 teams from the NCAA. Two and three levels. I'm not sure if we can host the entire event, it's a significant commitment by parks considering the local demand, but that brings those 90 teams and about 8,000 plus room nights.

These grants seem great. I'm excited to hear about these events coming here. I think the discussion about the ice games was really interesting and it got me thinking about our involvement in helping educate the surrounding community about these. I can see some underserved communities benefiting from the exposure to not only that event, but others. Is that something that we do as well?
Linley
That’s a great point, in terms of ice sports, I wasn't buying into it at first. I saw a lot of data and then truly we've had real estate agents call our office to get information on it because as people are moving from the Northeast where ice hockey's prevalent, that's one of the conversations that families are having. Our youth are embracing the sport. We have two ice facilities in Palm Beach County, Skate Zone, and Palm Beach Ice Works. The Boca Ice and Fine Art Center is a combination of culture and sport. It was supposed to be opened in June, and there is talk about another ice facility in Palm Beach Gardens The actual development to meet this demand could be a market that we can corner particularly with the invasion from the Northeast that's happening in the state of Florida from the community side.
I believe that we cannot be the robust sports destination that this county has committed to without investment through our sports commission for facilities and venues.
I think that we've not had a strong grassroots approach to ice sports yet, but it's something that we would like to do. The barrier to entry into that sport is higher because of the equipment you need. But similar to other sports we trying to make sure that all of our communities, particularly the inner cities that would not necessarily have access to that at least have that opportunity to just put on skates or to grab a stick is there. And that's something that our commission would love to do.

Are these events typically ticketed or are they free and open to the public?
Linley
Most of the events. There's only one event on this list that's ticketed and that's the PGA Tournament of Champions event. The other events are what I would call participatory events and they're not all youth sports. Some have adult divisions, but the majority are youth sports, and the spectators are moms, dads, family, and friends that are coming. Many of the events that we recruit to the county are participatory based. But with the golf tournament, the idea is that you have only 54 golfers competing, but hopefully, our
community, the South Florida community, and the golf enthusiast will travel in from outside of the area to fill hotel rooms,
Lambert
Just an aspirational idea and then I'd love to sit down and talk with you more later, but as a young athlete myself, going to just, you know, out of state colleges to see games and things like that were very aspirational to me. I would love to be able to provide that opportunity for our youth because I love what you said about having a grassroots effort here.
Linley
We do, if we don't have strong local sports programs, the assets that allow us to host national and international events will eventually fade. It may not happen overnight, but it will hurt us You have to be involved in your community and a local level, not just a hundred percent tourism, because tourism will go away if you're not community driven.
Drum
I love your heart about reaching out to the youth and, getting them engaged. I just wanted to share something that's worked for ERM. We've engaged with the youth empowerment centers in the county, as well as the school districts. We've connected people who are involved in environmental efforts with those groups that have connections, natural connections to youth and we have been extremely successful in guiding paid internship programs and programs working with some of those existing groups within the county.
I just want to point that out, there could be some opportunity and I'm happy to sit with small groups to share our experience and with whom we connected through our youth services department in the county. There are existing groups that can make those relationships and have them take it and run with it. Now the school district, we reach out environmentally to every science group via zoom through the science teachers and they do the outreach.

I want to point out you can't have ice events without the ice facilities, it always points to the importance of having facilities Without those facilities, you can't sell the event.
Bronstien
I'm assuming the primary competitor in Florida, or the Southeast is Orlando What other regions in the Southeast would be big competitors for youth sports?
Linley
We have a lot of competitors; Atlanta has a facility that's specifically for baseball and diamond sports. That greater region is gigantic. Tampa is a strong competitor of our sports commission. Several years ago, they created a sports venue.
But with public funds there is a reverse in philosophy, where you see most of the facility development, at least in communities like our parks and rec, local community first and then we must buy and work around locals. The local sports program and taxpayer dollars from residents are always going to drive those conversations.
Tampa has a new facility where they have 15 lighted fields of synthetic turf. They can go all day long. And it's the opposite model. It is for economic development first Tournaments and outside events have the first right, then when the booking window says it's four months out and no events have been booked, they'll release it for local use whether it's parks and rec programs or local leagues that just need practice time.
That dynamic is new, and it has created significant competition. For us, we can't have enough multipurpose rectangular fields in this county. Something that we're talking about in our marketing and development plan. Orlando's also big competition and nationally right now, Texas is rising not only from venue development, but they built a baseball facility with no spring training teams.
And they are throwing ungodly money at sporting events, sports facility development, and trying to even keep the events, editing very loyal to us like Perfect Game they look us in the eye, and they say, we have some big offers right now and they're building Perfect Game
We're doing everything we can, and Florida's a very important market to steal. We can have year round competition here, but we're doing everything we can to hold onto our market here and still try to grow it.
It is amazing what Texas is doing. That's probably the way, I think not just sports related, but from a business development perspective as well. And we compete on the international level as well.

2. Two Minute Update George Linley

A year from now the USA Water Ski National Championships will be about the fourth time we host it in probably eight or nine years. It's a big event that would take place at Okeeheelee Park. I do believe it's a strong connection to the Marine industries. You are not only looking at great athletes, but you have great skills on the boat that have to move some of these water ski athletes around. This September we're hosting the International Water Ski and Wakeboarding Federation. It's AGL Global organization. They're Pan American Championships at Okeeheelee Park, but it is the cable wakeboarding because we now have Shark Wake Park that's opened right before the pandemic.
And next year the Pan American Championships will be The World Championships. And we have aligned ourselves with Greg Norman Jr. and his company, and Discover's helping us with these events as well. It's been a good partnership. This event will be small, but with the world championship for next year, I think we'll have more meat on the ground.
Finally, from an international sports perspective, we have a variety of international sports organizations in our backyard. The FEI, which is equestrian, has always been in our backyard with representatives from international sports.
We have in a couple of months a good TDC collaborative event, which I talked about at the FIP, The Federation of International Polo. The World Baseball, Softball Confederation was here when we had the Olympic Qualifier, Spring Training for next year and the World Baseball Classic will have a qualifier or exhibition games at our spring training facilities.
During the spring training season, the IWFF, FIG Federation of International Gymnastics is something that we're working on right now with the Convention Center. That would be a year from now. Six international events, all part of the International Olympic Committee. Those aren't the only international events that we're hosting. These will all help grow our global scene.

Could you comment on the economic impact study for the spring training?
Linley
That is something we do every year it's a state requirement. We have an independent economic study The impact last year was far less than pre COVID levels which were $60M to $70M and then we were not able to capture nearly as much as we would've without that labor dispute, but we were able to capture some visitors from the St. Louis area and the greater Houston area.
From June 30th to July 1st, all these amateur baseball tournaments were close to 50,000 room nights. From the MLB side, those spring training facilities are like a little mini convention center for baseball. We're hosting high school, age and college age, and even senior events there from November-October, then we shut down for spring training and then we start back up in May again and go through the whole summer.

I also wish Okeeheelee Park had a massive sign going down the turnpike that says the home of International/National Water Ski.

It has had The National Water Ski Championship.

Okeeheelee Park was recognized by the state of Florida as the Venue of the Year by the Foundation of our Sports We were doing all kinds of stuff, the versatility of that venue, It’s a park and rec venue, but it is incredible. They're a huge asset to us. Most of our venues come from Parks and Recreation.
D. CULTURAL COUNCIL
1. Two Minutes Update Dave Lawrence

Introduced the new director of marketing and cultural tourism Lauren Perry. She has a long history of marketing, advertising, branding, and graphic design, she was most recently at the Flagler Museum.
I will echo Jorge's comments we were thrilled to be at the Governor's Conference at the Boca Raton. The resort looked phenomenal, and the comments there were great.
Mr. Hostettler congratulations. We were thrilled to win two Flagler awards, a silver for the Arts and Tourism Summit in partnership with our good friends at Discover, and Art and Culture magazine was the recipient of one and has won many awards this year.
We're thrilled with that tourism publication and our partnership with Palm Beach Media Group, Bandon did a phenomenal job of hiring some artists and performing artists from Palm Beach County to represent us at the Governor's Conference as well. We just added another little twist to give a little flavor, local flavor here, that was well received.
We are in the process of an RFS for a new website developer. We have just answered all the questions, and they have until the end of this month, we'll be putting the panel together to review and select someone to create our new website.
We have been working on preparation for the new biannual audience impact survey information. Every two years, we do this for the TDC to get numbers from audiences and cultural organizations, like how long they're staying, and what they're doing when they're here.
This study is done in conjunction with a study by Americans for the Arts, which is our parent organization. That study's called Arts and Economic Prosperity which is a national study looking at over 350 communities looking at the economic impact of the arts. We're looking at the entire county. But we'll also have separate reports for Jupiter, West Palm, and Boca. This study is done every five years, Georgia Tech crunches all the numbers. This was the study that shows that arts in Palm Beach County generate $633M of economic activity every single year.
It is an important number for us as we advocate for local state and federal dollars and help all our cultural organizations in that process as well. The organizations will begin collecting audience intercept surveys in October, and that will run throughout the season.
We will collect thousands upon thousands of those from people coming to cultural venues and activities throughout the year. We will have a lot more information in the coming year. It's a huge undertaking for the council, but it provides us with a wealth of information about audience and spending.
We held a reception a few weeks ago to wrap up the Palm Beach County Diversity Challenge This was an outgrowth of the Art and Tourism Summit. Ten organizations went through a six month process after the Art and Tourism Summit, looking at ways to increase and institutionalize policies and procedures and programs to positively impact diversity and equity in their organizations. Specifically, we're looking at creating corporate social responsibility programs, mentorship programs, and also blind hiring practices. And all the organizations have done a wealth of work in that area. We talked a little bit about the Art and Tourism Summit that is coming back in August at the beautiful Palm Beach Convention Center, we once again hold the arts and tourism summit on equity, diversity, and inclusion. We're working with the other TDC agencies, and we'll begin planning that very soon.
Finally, we've got a few activations that are working both in the Midwest and on the East Coast this fall with travel and tourism riders which has generated a lot of good PR impressions and, stories for us.
E. FILM & TV
1. Two Minute Update Chuck Elderd Elderd
Thank you all for letting me serve in this position. Yesterday, the Film Board approved Michelle’s contract to become The Film Commissioner starting on October 1st. I'll be around as a transition consultant for a year.
It's a privilege to have Michelle take over and continue the success of the Film Commission.
In the production industry, we are robust, to say the least, we're up 18%. I've never seen that, especially in the summertime, with such a large increase and the largest production report ever of 50 productions in the last reported cycle. We are becoming known as a production center.
Adding to that is the amazing Palm Beach TV program, and our Facebook Watch Parties. We're over a hundred episodes, season nine is airing every Tuesday at noon.
Diving with a Purpose aired in October, and we added a couple of very interesting episodes of Wild Palm Beaches. In addition, it also aired on Destination America.
The episode of America's First Resort Destination also aired on Destination in America, in July. We've changed the name of On the Town to On the Town, Palm Beaches with Frank Licari. Yesterday we added four more shows for this year along with six new
episodes of Wild Palm Beaches. We're going to do another six episodes of Passports to Palm Beaches. We have now gone into our second five year contract with Olympusat for Palm Beach's TV. We are now at 60 hours of series long-form programming, broadcast quality, and excellent shows.
Yesterday we did an agreement to do a Sports Commission 30 minute show as a co op called Bring Your Game

Thank you all very much in this room for the support that you've given me over the 25 years working under Chuck Elder. After 34 years of service, he has done an amazing job growing our Film Commission to what it is today.
We participated in the Governor's Conference on Tourism. During that conference, we hosted our Film Florida quarterly meeting. It was two days of Film Commissions and film industry experts from all around the State coming in and participating in that quarterly event. Our other participation with Visit Florida was to give an award, it was an award that I created several years ago, and Burt Reynolds was the first recipient of the award, which is the Film Florida Legends Tourism Ambassador Award. And this year we were honored to give our very own Mr. Burt Wolf, for all his contributions and for showcasing our beautiful State of Florida We've built a wonderful relationship with Burt Wolf over the last few years. He's done several shows, very specific to the Palm Beaches that have been very successful and aired on PBS and we get an awful lot of eyeballs on that show as a result of it.
F. CONVENTION CENTER

In June, July, and August we had a little bit of a breather, even though our business was still decent. September, we kicked back into gear. Just to give you an idea, in the past, and when we first opened 19 years ago, it was pretty much three or four busy months and then eight months of just trying to survive. Now we're pretty much a 12 month building. In September we will do three conferences for the first time in 19 years. Typically, September is the last month in the fiscal year and is usually very slow, not much going on, but we've got a lot of great business coming in. We're rolling right into the first quarter of the year. The year will end well, with an operating surplus, and there will be no money coming out of the TDC, which is great.
FY2022 FY2023 is looking incredibly strong as well. I mentioned before the month of May, we did not have an open day. We had 31 straight days of business. We have three months in 2023 already that are full. We just need to find a way to keep the staff surviving. But other than that's shaping up to be a phenomenal year, both from a revenue standpoint and a room night standpoint
A little announcement about our two art shows, which were our first two art shows in the building, David Lester, who has done the January art show for many years, has sold the show and he sold it to Robin Scott who owned the February Show.
The two have hated each other for 18 years, but now the one show bought the other show. I can put all those files and all those lawsuits away. And now I've just got one client to deal with. But the interesting thing is Robin Scott also owned the LA Art Show, which is the top contemporary art show at the LA Convention Center. What they're doing is tying in all their LA Art Show and contemporary exhibitors with the January show. They're doing a two for one deal, they're going to ship the art from LA. It's going to be interesting to see this January show.
I think we're going to see a huge upgrade as it relates to the quality and the international flavor of the contemporary art because of what they're doing already Plus, room night impact because all these foreign exhibitors and they're going to come straight from LA to Palm Beach.
And as George mentioned we're working on a back to back gymnastics event next year, which would be fantastic. I think right now the focus for us is our staff. They have just done an amazing job. We're going to end the year just on an incredible note and it's all to their work. It's good to have great business, but when you don't have time to have a quality of life, that's a challenge.

At the end of the month, we are doing a tasting for the people that are involved with the Blend. If you're not familiar with the Blend. It's an organization created to assist SBE caterers and restaurants, to open doors for them and give them opportunities. We had a great relationship with them, and we want to expand it. At the end of the month we are going to do an event and we're hoping to have about 30 SBEs that are going to come and present themselves and their products. We can continue to expand those relationships. From there OVG Hospitality/Spectra are starting a new contract here on the 1st of October and just continuing recruiting, which for anybody in hospitality understands is a challenge. We filled our last full-time position when I stepped in as interim general manager in January.
We just hired an executive sous chef about six weeks ago to assist our chef, the chef can start working on projects like menu revisions, that he hasn't had an opportunity to because he has been in the kitchen cooking.

I want to make one point to George's comment about the baseball field, when the Convention Center was built 19 years ago, we didn't have a hotel. Most of our business was short term business and still, I can't thank our community enough for the amount of
short term business that we did at that building. But as soon as the problem was identified seven years ago, we determined that the priority was room night business and its economic impact. And we changed our booking policy. The priority is out-of-town business. We are now about 80% long, 20% short term business and to give you an idea of impact, a consumer show probably drives $10 an attendee, as it relates to revenue to the building, with a conference we generate anywhere from $300 to 1,000 dollars. We'll have a group come in of 750 people and they will spend $400,000 or $500,000 plus three nights in economic impact. I deal with a lot of other communities around the country and people are becoming extremely competitive and they are building facilities just to bring people in. It is something that we should seriously consider.

What was the comparison for the different nights or amounts that they would spend?

When I do the art shows, which are consumer shows, the revenue for our building is about $10 per person. But if I do a conference, it's anywhere from $300 to $1,000 dollars of revenue to the building and then you add room nights. Plus, they spend in the community

Is that because the consumer shows are mostly drawing local attendees?
Anderson
Yes, absolutely. I may do 20,000 people but may only gross a hundred grand and then I'll have a thousand oncologists in the building, and we'll gross 400,000 to 500,000 off of that group.
It's just amazing, the difference, but the good news is there is still short term business. We're still doing all the annual events and monthly breakfasts and chamber events and forum clubs. So we're still doing it in between all of these large events.

But to that point, to kind of underline the competitive challenges, Savannah's expanding the convention center, adding a headquarter hotel, Tampa has about 2000 rooms around their Convention Center. Broward is constructing an 800-room hotel. Miami is building an 800 room hotel. We just came back from Nashville, Tennessee, where they had ASAE American Society of Association Executives, 5,000 people, great attendance for Nashville. So, the urgency to get that second headquarter hotel is important.

But again, we are not Nashville. We're not a top 50 city in this country. We're not Tampa. We're not Orlando.
We have to recognize who we are, and I think that is the thing I always want temper.
We're not Miami and we're not Orlando. We don't have the airlift to support 5,000 people. We are a different market It is an unfair comparison to say that we're losing market share, to conventions, we couldn't host.

The only issue with that is for Dave to utilize the entire building on a more regular basis.

He needs additional room inventory. And that was the number one recommendation out of the Convention Center District report, which was presented to the board back in 2020.

It is the same thing that's happening in Sports. What's happening is mid size Convention Center markets that compete with us, like Savannah are building hotels right around the building and that's where the planners want to be. We will start to lose business because the planners want everybody to be able to walk

These are all known factors. We know all these things, we've been over these things a hundred times, don't compare us to Nashville. Comparing us to Savanah makes sense. When we start to lose market share then it will be an issue, which we haven't, I haven't seen a slip in years.

As a result of a FAM trip we hosted during The Ultimate Week of Sports, The Palm Beaches was featured on Cosmopolitan.com as a must visit destination. HIGHLIGHTS
Cultural Council staff attended the Governor’s Conference on Tourism at The Boca Raton from August 31 to September 2. The Council’s tourism work was recognized with two Silver Flagler Awards one for the Arts & Tourism Summit on Equity, Diversity & Inclusion in collaboration with Discover and one for art&culture magazine.
ADVERTISING
In September, the Council and its advertising agency finalized and approved its FY23 media plan. Due to the arrival of Hurricane Ian the last week of September, the Council decided to end FY22 advertising on September 28 and relaunch with its Fall/Winter fly market campaign on October 6. The Council will also launch a new campaign specific to the Chicago market on October 6, which is co sponsored by Palm Beach International Airport.
WEBSITE RFS
The Council released its RFS for Web Development & Services (RFS2022 WDS) on July 25 and posted the release to the public notices board on its website. After one round of clarification response, four vendors successfully submitted responses on September 9. The RFS selection committee (Council marketing staff + President/CEO Dave Lawrence, Council Board Member David Cohen, TDC Board Member Davicka Thompson) received the responses on September 12 and submitted score sheets on September 16. The two submitters with the highest scores (Push and Green Group Studio) presented their responses and answered questions of the RFS selection committee over Zoom on September 22. After the presentations, the selection committee voted that Push be awarded a contract to begin October 3. The Council’s new website is set to be finished by the summer of 2023.

The Council worked with its PR agency to gather information from cultural organizations on activities related to or timed to the XII Federation of International Polo (FIP) World Polo Championship for a press release and national pitch effort. The press release featured 8 organizations. The agency conducted national outreach with plans to continue pitch efforts where applicable.
HIGHLIGHTS
The PR agency worked with the Council on new cultural tourism numbers for a business pitch and media outreach. The PR agency shared information and a media kit of CCPBC organizations and upcoming events with The Telegraph (UK) for consideration in an upcoming Florida travel story.
The agency prepared a diverse itinerary of six organizations for a FAM trip for Orlando Magazine editor Jennifer McKee (October 1 3).
PARTNER COLLABORATIONS
Discover The Palm Beaches
The Council is working with Discover on two upcoming national events/activations in Chicago and New York City. The first is on November 3 at Union Station in Chicago. The Council hired local artist Libra Sene to perform at the media reception. The Council’s PR agency is sharing media lists with Discover’s team to leverage contacts and exploring opportunities for deskside visits around the reception date to maximize exposure. A date and venue were also confirmed for the media reception in NYC on December 6 at Queensyard in Hudson Yards. The agencies are working on an activation component with Mounts Botanical Garden, as well as building the invitations and media lists.
CULTURAL CONCIERGE PROGRAM
In September, the Cultural Concierge Program assisted tourism stakeholders throughout the county, including at the Florida Governor’s Conference on Tourism and the SITE Classic with customized arts infusions. The program also provided support to TDC agencies, area resorts, FRLA, Palm Health Foundation, and individual leisure travelers:
• Managed performances during the Florida Governor’s Conference on Tourism, furnishing two complementary elements (dancers from Vicky’s Entertainment on August 31; loop artist, Matt Brown, on September 1)
• Recommended talent for the 2022 SITE Classic, which included a music duo to perform in the guest welcome lounge at The Boca Raton; and MAP Dance Theatre to create dance enhancements at the Opal Grand Resort; costumed dancers (pictured here) posed with guests at the reception and performed brief dance interludes throughout the evening
• Wrote an invited article on Neuroarts potential (arts based healing/wellness programs) in Palm Beach County for the October 2022 edition of The Well of PBC, and gave a presentation on the work of the Cultural Council for Palm Health Foundation’s Neuroarts Collaborative meeting on September 15

Fiscal Year 22 Tourism Production
The Palm Beach County Sports Commission’ performance for FY 22, during the period of October 1, 2021 – September 30, 2022, reveals a record setting year of sports tourism in The Palm Beaches. The below tourism production numbers reflect data that was tracked through September 15th. The room night number will slightly rise, as more post event reports, and hotel room night actualizations are finalized. The Palm Beach County Sports Commission has exceeded its room night goals for FY 22 and the total room night production achieved in FY 21. Moreover, the Sports Commission surpassed the 290,000+ room night mark for the first time, setting a new standard of accomplishment. The Sports Commission’s production includes 178 hosted events, creating 293,296 room nights for the county’s lodging industry. Nearly (1) out of every four (4) room nights were produced from new business. This collection of events creates an estimated $282 million in economic impact.

Sports Development Executive Summary
In FY 22, the Palm Beach County Sports Commission (PBCSC) is deploying an aggressive sales and sports development effort to grow the number of sports tourisms generating events taking place in The Palm Beaches. The PBCSC continues to cultivate relationships with event owners, as well as identify, solicit, secure, and retain sports events to grow room night actualization. Below is a recap of sports development efforts that have taken place during the month of September.
Event Bids & Development
A primary mechanism for event solicitation is through the Event Bid and Development process. To recognize potential bid opportunities, the PBCSC will be at the forefront of the industry and engage with event owners.
Bid submission is a highly effective tool to recruit sporting events. Attached is a comprehensive list of the bids that have been submitted in FY 22, and below is a breakdown of the development efforts over the past month:

When trying to bring events to Palm Beach County, engaging event rights holders to conduct a site visit or familiarization tour is one of the most beneficial event development strategies. Site visits allow for an event owner to explore potential sports venues while experiencing Palm Beach County’s tourism assets, such as hotels, restaurants, and attractions. Miracle League All-Star Game 2023 Announcement
The Miracle League of Palm Beach County and the Palm Beach County Sports Commission will partner to host the fifth annual Miracle League All Star Weekend for youth and adults with disabilities from November 3 5. This marks the first time the Miracle League All Star Weekend will take place in The Palm Beaches.
The Miracle League of Palm Beach County aims to remove barriers that keep individuals with physical and mental disabilities from participating on the baseball field and provide them the opportunity to enjoy America’s favorite pastime. Each Miracle League organization selects players from their local league to attend this once in-a-lifetime experience. Palm Beach County is expected to host more than 400 volunteers, 80 directors, and 200 players from two countries, 20 states, and over 25 cities.
The Palm Beach County Sports Commission attended the 2022 Miracle League All Star Game in Murfreesboro, Tennessee. At the event, it was announced that The Palm Beaches would be the host destination for the 2023 All Star event. The announcement was made with a marketing video that the Sports Commission produced in partnership with the Miracle League and features National Baseball Hall of Fame member Johnny Bench.

The Palm Beach County Sports Commission created a co branded banner that will hang on the hospital in Wellington to help promote the FIP World Polo Championships. An ad will also be taken out in the program.
Pan American Championships to Bring International Competition to The Palm Beaches
PALM BEACH COUNTY, Fla. – The Palm Beach County Sports Commission is partnering with the International Waterski and Wakeboarding Federation (IWWF) to bring over 200 riders from around the globe to compete in The Palm Beaches. The IWWF Pan American Cable Championships will take place from September 22 24, 2022, at Shark Wake Park in West Palm Beach.
The Pan American Cable Championships will serve as a qualifier for the 2022 IWWF World Cable Wakeboard and Wakeskate Championships in Thailand. The top four U.S. athletes’ placements from each age category from 14U through Veterans will be representatives of Team USA. Any individual competing will be qualified to compete as an individual for the IWWF World Wakeboard and Wakeskate Championships.
The field of competitors will be comprised of athletes from across the United States, the Caribbean, and South America. The influx of international visitors will create a strong economic impact for Palm Beach County.
“These IWWF Pan American Cable Championships will bring international competitors and worldwide attention to Palm Beach County. The Palm Beach County Sports Commission is thrilled that our partnership with Shark Wake Park and the IWWF has brought this world class event to The Palm Beaches for the first time,” said George Linley, Executive Director of the Palm Beach County Sports Commission. “These championships will attract international visitors which will create a boost for the county’s hospitality and restaurant industry.”
Shark Wake Park opened in June of 2019 and has already established itself as a top venue for watersports competitions. Located inside Okeeheelee Park, the high tech cable system at the park allows both beginners and advanced riders the perfect space to hone their craft. The two full size five tower cable systems at the park give riders the competitive edge they need to succeed at the highest levels.
At 1,700 acres, Okeeheelee Park is a West Palm Beach landmark a paradise for athletes and their supporters, and an inviting catch all for sports both common and unusual. One of the most versatile venues in Palm Beach County, Okeeheelee includes eight tennis courts, six pickleball courts, and one grass volleyball court. Five lighted baseball fields and four lighted softball fields touch all the bases, while four lighted multipurpose fields are ideal for soccer, rugby, lacrosse, and football. The park not only contains a 27 hole public championship golf course; it is also one of the few venues in the region with an 18-hole course for disc golf.
Ripken Baseball to Host Ripken Select Tournament in Palm Beach County in 2023
PALM BEACH COUNTY, Fla. – The Palm Beach County Sports Commission and Ripken Baseball will bring the popular Ripken Select Tournaments to The Palm Beaches in 2023. Ripken Baseball, known for providing a premier baseball experience, hosts tournaments at first class facilities for one week in the summer where every player will be treated like a Big Leaguer.
“Ripken Select Tournaments allow us to reach more ballplayers across the country and take the greatest experience in youth baseball beyond our own complexes in Maryland, Tennessee, South Carolina, and Kentucky,” said Mike Kenney, Executive Vice President of Ripken Baseball. “Next summer is shaping up to be our biggest in company history with the addition of The Ripken Experience™ Elizabethtown and three Ripken Select Tournaments in Florida and Texas.”
Ripken Select Tournaments were first introduced in 2021 at a single location in Round Rock, Texas, through a 60+ team event. Based on demand, the Ripken Select Tournaments expanded in 2022 and will continue the tradition next summer.
As part of their continuous growth in youth sports, Ripken Baseball also recently announced the addition of The Ripken Experience™ Elizabethtown in Kentucky, which will host its first tournaments in 2023. It joins Ripken Baseball’s lineup of youth sports destinations, including The Ripken Experience™ Aberdeen (Maryland), The Ripken Experience™ Myrtle Beach (South Carolina), and The Ripken Experience™ Pigeon Forge (Tennessee). Across its facilities, clinics, and tournaments, Ripken Baseball hosts more than 120,000 participants and 350,000 guests from all 50 states annually.
Gardens Park currently contains eight lighted baseball fields and six batting cages. Ideal for baseball, cricket, and softball, Gardens Baseball Park offers one stadium showcase field, a training facility, and covered batting and pitching cages, in addition to two small turf fields that will be home to the Miracle League of the Palm Beaches as its North County home. The nonprofit Miracle League of Palm Beach County supports children with physical and mental disabilities. Miracle League games are played on a special baseball diamond with synthetic turf, wheelchair accessible dugouts, and a flat, barrier free surface to assist wheelchair bound or visually impaired players.

Since 2000, The Miracle League has worked to remove barriers that previously prevented children and adults with mental and physical disabilities from participating in baseball. Today, the League serves over 200,000 individuals with more than 330 Miracle League organizations across the country. By opening the field to players with mental and physical disabilities, the Miracle League provides equal opportunities to make new friends, build self esteem, and be treated like any other athlete.

Lou Groza Award “Stars of the Week” for Week 3
Sept. 19, 2022 (WEST PALM BEACH) - College football’s top kicking award, the Palm Beach County Sports Commission Lou Groza Collegiate Place Kicker Award presented by the Orange Bowl recognizes top kickers each week from FBS division teams as the “Stars of the Week.”
Indiana senior Charles Campbell launched a 51-yard bomb to give the Hoosiers a 33-30 overtime win over Western Kentucky in Bloomington, Ind. on Saturday. The long range kick capped his 4 FG day, the second of his career, and was Indiana’s first walk off field goal since 2016. The Jackson, Tenn. native also connected from 34 and twice from 32 yards out to earn his second Star of the Week selection already this season. He has made 7 of his 8 field goal attempts and is 32 of 39 for his career. Campbell added one PAT for a 13 point game, and he has scored a team leading 27 points for the season.
UCLA junior Nicholas Barr-Mira split the uprights from 24 yards out as time expired to rally the Bruins to a 32-31 victory over South Alabama in Pasadena, Calif. on Saturday. The Palos Verdes, Calif. native also scored from 38 and 28, and made a career long from 49 yards for the first 4 FG game of his career. The winning kick was just the 11th in UCLA history to come in the last minute or overtime to win a game, and the program’s first since 2017. He made both PATs for a 14 point game which was tied for the best of the week and moved him to 19th on the Bruins’ all time scoring list.
Virginia kicker Brendan Farrell’s 26 yard field goal as time expired gave the Cavaliers a 16 14 win over in state rival Old Dominion in Charlottesville, Va. on Saturday afternoon. It was Virginia’s first game winning kick as time expired in over a decade. The senior from Dunwoody, Ga. also made another 26 yarder and connected from 30 yards out for his first career 3-FG game. He made his only extra point attempt for a 10 point game. He leads all Cavalier players with 17 points after three games.
The Award is named for National Football League Hall of Fame kicker Lou “The Toe” Groza, who played 21 seasons with the Cleveland Browns. Groza won four NFL championships with Cleveland and was named NFL Player of the Year in 1954. Although an All-Pro offensive lineman as well, Groza ushered in the notion that there should be a place on an NFL roster for a kicker.

G STAR PARTNERS WITH NASA, SPACEX & ISS
G Star has been called "The Arts High School of the Future" and now it's official!
G-Star High School of the Arts for Film, Animation and Performing Arts has partnered with NASA, SpaceX and the International Space Station (ISS) where less than 1% of all high schools in America have been invited into the program NASA has asked G-Star students to work on the Artemis Moon Base, assigning the school one of the biggest problems for the Moon Base: to help solve moon dust. Now integrated into G Star’s Film, Science and Design curriculum, students will be creating actual proto type inventions that will be launched on a SpaceX Falcon 9 rocket and delivered to the ISS to be used by the Astronauts. This is an ongoing research and development program open to all G Star students that affords real world experience with NASA for the expansion, progress, and evolution of space travel “We have entered into the most innovative and creative era in human history,” says Greg Hauptner, founder of G Star.

The world famous Harlem Globetrotters, known for their iconic brand of basketball, continue their mission to advance the game of basketball and deliver exciting interactive entertainment to the world. Returning to network television on NBC in an exclusive partnership with Hearst Media Production Group. The premiere of Harlem Globetrotters: Play it Forward, features several of the players’ achievements showcased as ambassadors of goodwill. Each episode focuses on inspirations and interests of the players, including space exploration, financial responsibility and literacy, urban farming, female empowerment, digital technology, innovations that the Harlem Globetrotters brought to the game of basketball, and much more. INSIDE THE BURROW FAU
The seventh season of Florida Atlantic University’s Inside the Owls Burrow weekly television show airs on Bally Sports Florida, an American regional sports network owned by Sinclair Broadcast Group
The 30 minute show is produced on campus and goes behind the scenes of the Owls football program with long time sports broadcaster, Frank Forte who serves as host and producer of the show that features a look back at the prior week’s football game. Frank, along with Head Football Coach Willie Taggert, review the past week’s game while profiling coaching staff, players and even family members. The sixth Swede Fest™ Palm Beach, will once again showcase a collection of ‘bad films made by good people’ on October 23, 2022, from 6:30PM to 8:30PM at the Lake Park Black Box Theater located at 700 Park Avenue, Lake Park. and is presented by the Palm Beach Film Society
The wildly popular, sell-out event showcases laughably bad, 3minute remakes of Hollywood hits made by amateur filmmakers throughout Palm Beach County. After the screenings, attendees will vote for their favorite worst film, which means bragging rights for the amateur filmmakers. BURT WOLF - TOURISM AMBASSADOR
Burt Wolf, known as the host of Travels & Traditions on PBS, recently received the Tourism Ambassador Award, that honors "Legends" in the entertainment industry. Previous winners are Burt Reynolds, Sharon Gless, Emilio and Gloria Estefan and Vanilla Ice. The Executive Director of Film Florida, John Lux presented the award and shared that, “Burt Wolf is a world class producer, host and storyteller, all the while being a wonderful ambassador for Florida. Movie Money CONFIDENTIAL, the feature length documentary and last onscreen appearance of Burt Reynolds, expands its audience to several ad supported platforms. The film, which is now part of American Airlines’ in flight entertainment, can now be seen for free on major AVOD platforms including Tubi, Freevee, Vudu, Plex, Docurama and also on Hoopla. Meet Theo Dorsey, new Host of The Palm Beaches TV Watch Party Series, now premiering on YouTube every Tuesday at noon. Many may know Theo from his sports gigs on local affiliates FOX 29 and WPTV maybe you’ve heard him on the radio on Ken LaVicka Live or hosting the Boca Bowl. Theo came to The Palm Beaches from his hometown of Houston Texas, and he says getting the job done is just in his DNA. His parents were a huge influence and he says he’s always loved to work hard. “Every single time somebody needed something done, I raised my hand!” Watching Theo effortlessly host the watch parties, you’d never know he had a speaking problem when he was a child. FLASHBACK FEATURE: EMPIRE OF THE ANTS
The 1977 release of H.G. Wells Empire of the Ants was a campy, low budget science fiction story that is rooted in an environmental accident. A barrel of radioactive waste washed ashore and the ants that ate the slime mutated into a giant species. The film starred Joan Collins who is busy selling swampland to unsuspecting buyers. When they are met by the giant animatronic ants! The film shot in Belle Glade, Jensen Beach and Fort Pierce. Joan Collins received a nomination for a Saturn Award from the Academy of Science Fiction, Fantasy and Horror Films and the film has a solid cult following.

EDUCATION CORNER 28TH ANNUAL STUDENT SHOWCASE
The call for entries for The Palm Beaches Student Showcase of Films will officially open on October 18, kicking off another exciting season of competition and cash for student filmmakers in the State of Florida. The event is free to enter and awards more than $20,000 in cash, prizes and scholarships dollars in the following categories: Feature/Short, Documentary, Music Video, Animation, Commercial PSA, Education PSA, Environmental PSA, Screenwriting, and Poster Design.
As part of the festivities, the SSOF will award a Palm Beach County high school senior with the coveted Burt Reynolds Scholarship, a $5,000 cash award with additional scholarships in the names of film pioneers, Sara Fuller and Mel Maron to deserving students. Submissions are evaluated by a panel of more than 50 industry professionals such as Vanilla Ice, Emmy winning writer and show-runner Chic Eglee, American Idol and America’s Got Talent musical director Michael Orland, casting giant Ellen Jacoby, composer Hal Rosenfeld, Emmy nominated actress Kelsey Scott, Emmy and Grammy nominated composer Ryan Shore, international artist Ralfonso, Airplane Repo’s Mike Kennedy, television and film producer Elayne “E.K.” Keratsis and more!

Production Activity Report
For August 2022 Variance Explanations
Percentage change variances of ± 10% in performance statistics are explained in this section
Historical Context (COVID-19): Please refer to the March 2020 - December 2021 Production Activity Reports for a full timeline of the pandemic’s impact on Palm Beach County’s production industry.
1. Production Revenue: A 17% YTD increase in Total Productions is due to production companies undertaking projects with larger budgets. Members of the production community continue to express that the volume of business is nearly back to pre pandemic levels, noting that current projects are high impact.
2. Total Hotel Room Nights: A 12% YTD decrease in Total Hotel Room Nights is a four percentage point increase over last month (July 2022). The general decrease in Hotel Room Nights is due to having fewer visiting productions coming to our County now that states like California and New York have reopened. The FTC is currently monitoring a visiting production that has been working in our County since Labor Day, and will be here through March 2023. Once that production’s hotel room nights are added to the count, we anticipate seeing these numbers improve.
3. Total Productions: A 22% YTD decrease in Total Productions is due to production rich states like California and New York reopening after their lengthy COVID 19 shutdowns. The Palm Beaches largely benefited from those shutdowns in 2021, resulting in higher production activity in the preceding year. This decrease is a natural correction from the higher than usual production activity that occurred in 2021. That said, there were 31 productions that took place throughout the County in August 2022, which is the same number of productions in August 2021.
4. Total Leads: A 25% decrease in Total Leads is a five percentage point increase over last month (July 2022). The general decrease in Total Leads is a correction from the unusually high production activity that occurred during the first quarter of 2021, as noted above. Recently, FTC Staff met with state Film Commissioner Niki Welge to better understand the challenges related to Leads. Ms. Welge explained that they too have seen a sharp decrease in inquiries, pointing to technology and the ease for location managers to do it themselves virtually. The FTC plans to attend production related conferences and/or events in the upcoming fiscal year to generate leads to our area.
5. Total Lead Responses: A 26% decrease in Total Lead Responses is a five percentage point increase over last month (July 2022), and goes hand in hand with the decrease in Total Leads (as described above). Leads are handled carefully, providing specific resource information tailored to each project to include a customized Locations Package, if applicable.
6. Lead Conversions: A 49% YTD decrease in Lead Conversions is an 11 percentage point increase over last month (July 2022). The general decrease can be attributed to a couple reasons: 1) there are some leads where the locations requested are for private properties, and productions have not confirmed whether they utilized our recommendations; 2)Leads coming from the state office are looking for locations that are specifically out of our region Also, a decrease in Total Leads - as noted above - will contribute to the general decrease in Lead Conversions.
7. Website Unique Visitors: A 25% decrease in Website Unique Visitors is due primarily to quality control measures that are in place on the FTC’s new website, which launched in October 2021. The 25% decrease is an improvement over previous months where the decrease remained steadily at 29%.

Department of Environmental Resources Management
Sawfish Island Restoration Project: Construction of the jetty at the south end of Sawfish Island has begun. The lower foundation of the jetty, which consists of smaller bedding stone underlain by filter fabric, is constructed first Then larger limestone boulders, called armor stone, are carefully placed in layers until the desired elevation is met. The jetty is designed to protect the entrance to the Sawfish basin from wave energy and keep it open to kayakers and paddle boarders
ARTIFICIAL REEF CONSTRUCTION
Pine Glades Natural Area Expansion: The Board of County Commissioners changed the designation of 13 acres of land adjacent to Pine Glades Natural Area from road right of way to natural area lands. The native uplands and wetlands were given to the County in 1962, but a roadway was never constructed and they remain undeveloped The re designation ensures that the lands will be protected and managed for environmental purposes in perpetuity while continuing to serve as a buffer between Pine Glades Natural Area and an adjacent developed parcel. The affected parcel will also remain available for water storage, filtration, recharge, and wildlife use ERM assumed management responsibility for the lands and incorporated them into Pine Glades Natural Area, which now contains a total of 6,702 acres.
Artificial Reef Construction: The Andrew Red Harris Foundation donated 1,500 tons of limestone that was placed by the County at two locations offshore of Jupiter in 55 ft of water and one location offshore of Juno Beach in 75ft of water The limestone was placed to fill gaps in existing artificial reef trails at both locations An additional 400 tons of limestone was deployed offshore of Delray Beach in 65ft. of water near existing artificial reef modules that were placed in 2020 A Florida Fish and Wildlife Conservation Commission Artificial Reef Grant helped to pay for this artificial reef Another 400 tons of limestone rock is scheduled to be placed there next month

Biological Control: ERM staff is working with the USDA Invasive Plant Research Laboratory (IPRL) to introduce biological control agents to Palm Beach County Natural Areas in an effort to combat Old World climbing fern (OWCF), or Lygodium microphyllum, a serious invasive weed in southern Florida. The goal of biological control (or “biocontrol”) is to reduce the population of an invasive species such as OWCF by using natural enemies of that species In this case, the biocontrol agents used are the brown lygodium moth, Neomusotima conspurcatalis, and a gall-forming mite, Floracarus perrepae. These organisms feed upon the invasive weed and reduce its capacity for growth and reproduction Together, they are one more tool that land managers can use to fight OWCF and help reduce the effort needed to manage this invasive plant in the Natural Areas.

August 2022 collected in September @ $4M compared to the same month last year @ $3.6M was an increase of 11%. Actual August was 87% above Budget and (8%) below than the prior month @ 4.42M. Actual August was 57% higher than 2019, a new record for any August since reporting started.
FYTD 22 Collections @ $78M, were higher than last fiscal year to date’s $51M by 53%, reflecting a strong recovery from the pandemic. Fiscal Year to Date collections at $78M are pacing 56% ahead of the Approved Budget. FYTD collections of $78M, 44% higher than our Record 2019.
