Expanding our Reach Dear Friends and Supporters, 2017 was an incredible year of growth for Pacific Links Foundation thanks to your continuing support. We launched the Modern Slavery Innovation Fund (MSIF) Project, funded by the UK Government’s Home Office, enabling us to deepen our reach especially in Central Vietnam to support populations vulnerable to being trafficked to the UK. In the UK, Vietnam is the number one origin country of trafficking victims under 18 and in the top five for all age groups. We also launched a new scholarship program, Scholarship to Elevate Education & Develop Skills (SEEDS) in Central Vietnam for both girl and boy students. Scholarships are awarded to talented students at-risk for dropping out of school with a strong desire to continue going to school who are from impoverished families. We remain committed to giving youth the future they deserve. Pacific Links Foundation believes that transforming vulnerable individuals needs to be rooted in empowerment. The more knowledge, skills, and self-awareness an individual amasses, the higher the likelihood s/he will increase her/his access to economic opportunities and thereby reduce her/his vulnerability to human trafficking and forced labor. Each of our programs together are designed to put up a stronger line of defense around at-risk communities against human trafficking and the more insidious crime of forced labor. With gratitude,

Renewed Hope Nghia’s* family has 5 people including his parents and 3 siblings. His father has had lung cancer for 3 years and had treatment until now. So far, the family has spent $7,500 USD on his hospital fee that was borrowed from the bank and relatives. The mother sells drinks in front of their house and works as a motorbike taxi driver, earning $150 USD per month. Nghia’s eldest sister got married and lives in Da Nang, sometimes she sends home money ($25-30 USD) to contribute to her father’s medication expenses. His second sister was a 3rd year university student when she dropped out of school to take care of their father at the hospital. When Nghia was a high school student, he worked as a motorbike taxi driver to help support the family. Their father’s medical treatment is such a huge economic burden to the family that Nghia feared that he would need to drop out of university. Thanks to the SEEDS University scholarship, Nghia is able to stay in school. He is currently a 2nd year university student, majoring in Oil Engineering. *Name changed for confidentiality 8

Scholarship Program to Elevate Education & Develop Life Skills (SEEDS) Improving Educational Opportunities

SEEDS provides educational opportunities for talented disadvantaged students in rural areas of Central Provinces to equip them with essential life skills, help guide them towards a career choice and expand job opportunities. SEEDS aims to create a high qualified labor force for local communities and Vietnam in the near future. Results 2,000+ Middle school, high school and university students received scholarships in the 2017-2018 school year 60+ Student attended the 2017 Career Exploration and English Proficiency Program

Mekong Academic Scholarships

Summer Camp

Education protects young women living in trafficking hotspots by enabling a safer and improved economic outlook. Academic scholarship recipients receive: • Tuition, fees, tutoring, graduation test prep • Bicycles to commute to school • Health insurance • Uniforms, books, school supplies • Home visits to check in with students and their families to assess/reduce dropout risks and raise awareness about trafficking • Family days for students, their families and community members to raise awareness about trafficking and financial literacy

Over four days, academic scholarship recipients come together from the remote and impoverished areas of the Mekong Delta to build friendship, raise self-confidence, develop life and career skills and learn how to safeguard themselves against human trafficking.

Raising Self-Confidence

Summer camp emphasizes the importance of education and career orientation to strengthen the young women’s commitment to stay in school, thereby preventing unwanted dropouts and significantly reducing the risks of human trafficking. ADAPT Clubs

Building Future Leaders

ADAPT club is a youth development afterschool program that represents a rare opportunity for youth in the poorest areas of the Mekong Delta to further develop life skills such as leadership, public speaking, team-building, and engage in trafficking prevention. ADAPT Club activities increase school-age students’ ability to take action, make good decisions, and chart a future free from trafficking for themselves and their communities as well as increasing their selfconfidence and self-awareness. Vocational Training & Job Placement provides opportunities for vocational training, job readiness skills and financial literacy that improve young people’s economic stability and safeguard against trafficking. Better Future I was a student in Pacific Links Foundation’s Academic Scholarships Program for 4 years. Before I received the scholarship, I faced a lot of difficulties. My family was so poor. My father was the main breadwinner for my family. He had to work very hard to pay for my younger brother and I to continue going to school. We lived with our grandparents and also took care of them. My grandma was sick so every month we had to buy medicine for her. To share the burden, I would help my mother peel longans after school. We could earn 20,000 to 50,000 VND (~$1 to $2 USD) if we worked all day. That made my studies more difficult. But I never once thought that I should give up my studies because I believed that education was the only way I could get out of poverty. The scholarship changed my life. Pacific Links Foundation helped pay for my studies and gave me the opportunity to attend Summer Camp. I learned so much at Summer Camp. I learned how to protect myself from human trafficking. I practised my public speaking, leadership, and teamwork skills. Through constant practice, I became more confident in myself. Most importantly, I was able to pursue my dream. I am studying law at Saigon University. I would not be here today without the support of the Academic Scholarships Program. Now I know I must try my best in my studies and take part in more activities at my school. I also hope to give back by volunteering at Summer Camp next year. Finally, I want to give thanks to Pacific Links Foundation and the Academic Scholarships Program because they gave me a chance at a better life. Pacific Links Foundation implements comprehensive solutions that breaks the cycle of human trafficking, targeting populations most at-risk of being trafficked. Our beneficiaries include at-risk youth especially young women and girls, factory workers, trafficking survivors, and their families and communities.

Factory Awareness To Counter Trafficking (FACT)

Reducing Risks in the Supply Chain

Providing Access to Knowledge Awareness-raising and outreach events builds vulnerable community’s capacity to protect themselves against trafficking risks. These events in communal areas expose trafficking as a stoppable crime.

Human trafficking poses great potential risk in many global industries’ supply chain, including apparel, hospitality, agriculture, and electronics. To combat this, the FACT program trains factory workers and managers about human trafficking in industrial zones. We work with employers to create good practice standards in labor recruiting and retention to reduce trafficking risks in the supply chain.

First Responder Training & Support

Increasing Capacity to Support Survivors We provide trainings to first responders including border guards and local government agencies who assist trafficking survivors. The trainings increase their ability to use a victimcentered approach, identify victims, use referral services, and provide victims with timely and proper care; helping to reduce victims’ risk of being re-trafficked or becoming traffickers. A Second Chance Moua* met a Chinese man, Chang,* via Facebook. Two days later, he invited her to go to China to meet him. Chang arranged for a taxi to pick her up at home. When she got to Ban Vuoc, he asked a man come to pick her up. She didn’t want to go with that man because she didn’t know him. She was then told that to go back home, she would need to pay 6 million VND (~$250 USD) for the taxi. She didn’t have the money, so she followed the man to China. That night, she met Chang who wanted her to become his wife but she didn’t agree. Chang then locked her up in the car for 2 days and gave her to another Chinese man. This man brought her to a building and confined her to the 2nd floor. When he wasn’t paying attending, she jumped down from the 2nd floor to escape, and got injured. She then met an old man, who helped her get to the Chinese police station. Eventually, her father came to pick her up at the border gate. Moua is a resident of the Lao Cai Compassion House. C o m i n g To g e t h e r Our last stop, was the Bac Ha ethnic minority market, where we held one our regular awareness raising/ outreach activities. We’re fortunate to have the mothers of trafficking survivors volunteer as our Hmong translators and advocates. The two moms on the left had their daughters returned to them, and now run search parties when other girls go missing and perform plays and go door to door in their community to raise awareness. The mom in the white shirt also built her own reintegration and community center in her village where survivors will be able receive English lessons and vocational training. Through our outreach, we know that the most common ruse to trick teenage girls into going to China is using Facebook to cultivate fake romantic relationships followed by a face-toface meeting at a market, where she’s then often drugged or outright kidnapped. The two moms on the right have daughters who met their traffickers on Facebook; the daughter of the mom on the right is still missing. The mom and her husband came up to us and said they wanted to tell their story to warn other parents, and also to appeal for help to find their daughter. June 14 was the 1 year anniversary of her disappearance, and the mom says she has a constant feeling in her gut that her daughter is dead. She tries to keep hope alive, though, but she says that most days she wakes up and misses her daughter so much that she just wants to die. 18

The MSIF project includes multiple prevention efforts including trafficking awareness information at village markets, bus stations, schools, improving future generations of Vietnamese law enforcement, knowledge and understanding of human trafficking and modern slavery, and approach in dealing with victims and traffickers, and engaging stakeholders in an “End to End Vulnerability Mapping,” systematically examining the trafficking journey from the source country (Vietnam) to the transit countries and finally to the destination country.
