TACO had a fantastic legislative session, passing two important bills that will ultimately assist RV Park owners in their provision of water and liability protection. One other piece of legislation regarding establishing the National Fire Protection Association 1194 standards for current and future RV Park construction and/or expansion did not pass the Senate. That effort will be taken up in the 2025 Texas legislative session. TACO not only worked with key legislators and leadership to pass good legislation, but also worked with legislators, House committees and stakeholders on killing bad legislation intended to redefine RV parks as hotels for taxing purposes.
The Texas Legislature slogged through a tough agenda of legislative priorities that also resulted in four Special Sessions called by Governor Abbott to continue working on some priorities that did not make it to the finish line during the Regular Session. Still, some of the Governor’s priorities have not been completed and it is expected that he will call yet another Special Session to deal with school vouchers and other priorities.
Official filing for the 2024 elections began on November 11th and ended Monday,
December 11th at 6:00 p.m. While Governor Abbott has said he would let the electorate decide if legislators vote against school vouchers, he isn’t waiting on the “final vote” to recruit candidates.
Politics is certainly a contact sport. The failure to pass some of the Governor’s legislative priorities has drawn his ire. He is, somewhat uncharacteristically, openly supporting some opponents to current Republican House members. These members failed to support his priority for school vouchers, otherwise known as Education Savings Accounts, for parents to use their tax dollars to have their children attend the school of their choice.
Another significant move that is targeting some House Republicans is the open opposition from Attorney General Ken Paxton. General Paxton is openly targeting some of the House Republicans who voted for his impeachment. As you recall, the Texas Senate voted to exonerate the Attorney General in a trial that captivated the political and general public.
Needless to say, the March primary election, where most elections are settled, will be a spirited and highly-watched event and will set the tone for the 89th Texas Legislature. ✪

Ken Rowley, of Rowley Insurance, a long-time supporter of TACO, passed away October 8th in his hometown of Austin, TX. Ken, even at 74, was an avid lover of the outdoors, known as a beloved husband, father, and selfproclaimed water-skiing instructor. He will be fondly remembered for his amusing sense of humor, his flair for storytelling, and his love of boats.
A third-generation Austinite, Ken was born August 9th, 1949, to James and Joe Helen Rowley. He graduated from Regan High School in 1967 before following the steps of his own father into the family insurance business. Ken went on to marry his late wife, Randy, the mother of his two children: Jamie and Evan. After 17 years of marriage, Randy was laid to rest after a lengthy battle with cancer. In the years that followed, Ken married his wife Suzy and embraced her two children as his own. Ken and Suzy loved and cared deeply for each other until his death.
Ken leaves behind a number of family and close relatives including: his wife Suzy, children James (Jordan) and Evan Rowley, stepsons Gardner and Brad Williams, Mother Joe Helen Rowley, siblings Jimmy (Martha) Rowley, Doug (Pam) Rowley, Ambra (Dick) Batiste, Helen (Mike) Bartholomew, in-laws Ed and Lou Gardner, along with multiple nieces and nephews. Ken is preceded in death by his late wife, Randy, and his father, James, both of whom we know will be waiting to welcome him with open arms.
The Rowley family is deeply grateful for the outpouring of love, support, and condolences during this difficult time. Ken’s spirit lives on in the hearts and memories of all who had the privilege of knowing him. ~ from the Austin American Statesman. ✪

On Monday (Jan. 29), OHI’s Board of Directors voted to shift the organization’s business model, offering more member choices for RV parks and campgrounds across the country. Effective January 1, 2025, the dues collection model for national membership will shift, allowing RV parks and campgrounds to join OHI directly, regardless of geographic location. For decades, member campgrounds were spread across the country in partnering and non-partnering states. Members in non-partnering states (such as TACO) paid their dues directly to OHI and members in partnering states paid membership dues, which included both state and national dues, directly to state associations. The state association would then send the national portion to OHI. This also caused confusion with members not clearly knowing which benefits they received from the national level versus benefits received from the state association. “I’m excited for the RV parks, campgrounds and the entire outdoor hospitality industry,” said Joe Moore, CPO, OHE, chair of the OHI Board of Directors and owner of Moore’s Campground Consulting. ✪
