Another question that came up during the conference was ‘who is to blame for this mess in which some 300,000 homes have been built illegally. Whilst the mayors blamed town planning authorities and town planners blamed mayors, it seems that everyone in the system had failed at some point, including the Andalucian society itself with it’s lack of culture towards town planning. A spokesman for the conference said that “the days of people doing what they want with their land is over. People must understand that you can’t build a house on land just because it is beside your grandparent’s house. The property rights of Roman law no longer exist.” It seems that the comments at the conference go to the heart of the problem. The spokesman continued to say that “for many generations, Andalucians have built what they wanted, where they wanted, but it’s a different world now. Everything has changed and local attitudes must do the same if we are to create a safe future for housing and property development”. n
