CO-TEACHING BASICS What is Co-Teaching?

Co-teaching is a service delivery option. That is, when students are entitled to receive special education or other specialized services (for example, those for English learners), co-teaching is a vehicle for providing those services within the context of the general education classroom instead of sending students to a separate setting for that purpose. These are the critical characteristics of co-teaching: • Co-teaching is implemented by two professionals with equivalent licensure but different areas of expertise. One partner usually is a general education teacher. The other most often is a special educator or ESL teacher but could also be a speech/language therapist, school psychologist, or another professional.

• Instruction takes place in a single shared classroom, exceptions occurring when students have alternative provisions (e.g., testing in a separate setting) or the instructional activity is best carried out in two settings (e.g., some students are in the media center using computers while others are in the classroom using print materials). If two teachers often divide students across classrooms, issues could occur about curriculum access, students’ placement, and teacher qualifications. • Co-teachers negotiate their roles. The intent is to take advantage of the expertise each professional brings to the partnership, setting aside assumptions about traditional responsibilities and forging new ways of thinking about teaching and learning.

• The goal of co-teaching is the provision, within the general education setting, of the specialized instruction needed by identified students. • Co-Teachers have a reciprocal relationship and share instructional responsibilities. Both teachers have ownership of all students and work together to effectively maximize the learning of all their shared students.

Why Co-Teach?

Co-teaching has been part of inclusive practices for nearly 30 years (e.g., Bauwens, Hourcade, & Friend, 1989), but it has developed rapidly over the past decade in response to several trends. The first is the expectation, established in federal and state law and policy, that students with disabilities have the same curriculum access and rigorous academic standards as other students. This expectation is grounded in the fact that more than 80% of all school-age students receiving special education services have no intellectual disabilities (U.S. Department of Education, 2012). A second factor influencing interest in co-teaching is slowly growing evidence of its effectiveness. Although empirical research on co-teaching is still scarce (Solis, Vaughn, Swanson, & McCulley, 2012), retrospective studies of school districts with unexpectedly high achievement among students with disabilities have found that co-teaching often is a preferred service delivery option (Huberman, Navo, & Parrish, 2012; Silverman, Hazelwood, & Cronin, 2009; Walsh, 2012). In addition, in schools in which co-teaching is implemented with fidelity, students’ achievement outcomes improve, sometimes dramatically (Benningfield, 2012).

What Practices are Related to—but Distinct from—Co-Teaching?

Part of understanding co-teaching is recognizing how it relates to other concepts that sometimes, mistakenly, are used interchangeably.
