More than 3 900 people have signed a petition by Monday afternoon to ensure the future of Rust-enVrede Art Gallery and Clay Museum at the historic Rust-en-Vrede building in Durbanville This after the City of Cape Town indicated recently that it does not want to renew its lease agreement with Durbanville Cultural Society for the use of the historic Rust-en-Vrede building
However, the City has since last week's article ("Galery dalk in gedrang", TygerBurger 25-06) changed its stance, stating that it "intends to conclude a management agreement with Durbanville Cultural Society", subject to approval
This came after the community, arts and culture development department stated in a report at the Subcouncil 7 meeting that it does not want to renew the lease of Rusten-Vrede Gallery and Clay Museum as the department wants to use the premises for a new arts, culture and heritage facility

"As indicated previously, Rust-en-Vrede is critical to Cape Town’s arts and culture ecosystem The City’s community, arts and culture development department apologises for any confusion or ambiguity that may have arisen as a result of the processes that are currently underway, a City spokesperson says He explains further: "The lease with Durbanville Cultural Society has expired While the property transaction department initiated the renewal process, the community, arts and culture development department has since submitted a reservation request for the property and intends to conclude a management agreement with the society This process is still underway," according to the City spokesperson

"The appointment of an operator is one process Concurrently, a second process is underway to assign a City department that will be responsible for the property
"In terms of council-owned properties, the City is designated as the asset owner, the property transactions department is the asset custodian and a line department (in this case, the community, arts and culture development department) has requested to be appointed as the accountable asset user, which will be responsible for managing operators and facility management agreements for the property It is important to note that the department does not intend to take over the facility It will simply be responsible for overseeing the continued provision of arts, culture and heritage related services at the premises, according to the City spokesperson The reservation report will be tabled at the subcouncil meeting on 18 August ”

Despite strong opposition, the Cape Town Council on Thursday adopted the City’s controversial budget by a majority vote of the ruling party. Proving to be unpopular among rate-payers the budget introduced four fixed charges for sanitation, electricity, water and a new cleaning charge linked to property values that is set to increase most municipal bills to far above the current inflation rate of 7,98%.
In his address to the Council, Mayor Geordin Hill-Lewis stated that while the record-breaking R84,1 billion budget asks a little more of those who can afford it, it protects basic services for those who can’t afford it
"The budget was largely welcomed by lower income residents, and we’ve also managed to significantly lower increases for middle class residents, in the end building broad support for the budget across the city "
The said budget named the ‘Budget of Hope’, the mayor says will protect the City's infrastructure investment programme, while being able to invest in over 700 new law enforcement officers spread across every ward in the city "This is not just a budget It is a declaration of intent, that Cape Town will not wait for crisis to force our hand That we will not let our children inherit a city weakened by our hesitation And that, unlike other metros, we will not let our infrastructure crumble before we act We are budgeting for the next 20 years, not just the next 12 months And yes, to do this, we’ve had to make difficult decisions But they are the right decisions for a city that is determined to be a city of hope for

Discounts of 20% are also available up to R24 000 income, and 10% up to the R27 000 max threshold
"This all ensures that 97% of ratepayers won’t experience an increase over 20%, and the 3% that might are generally those with solar installations who can sell power back to us for municipal bill credits, and even cash," Hill-Lewis said Fixed charges linked to property value will remain in tact, with Hill-Lewis saying the City had elected to retain the crosssubsidisation principles at the heart of the original budget draft, in the form of fixed charges linked to property value
"The only other alternative to property value determining your fixed contribution to infrastructure and fixed service costs is for everyone to pay a flat charge regardless of whether you are low-income
when adding the new sanitation charge, 200 000 families in homes under R2,5 million will pay less fixed charges for water and sanitation together this year, compared to what they would have paid on the pipe-size system "

The City of Cape Town's ethics and forensics department issued a call to residents—particularly the youth—to help combat fraud, corruption, online misinformation, and scams by reporting suspicious activities to the City’s Fraud Hotline
"Our world is rapidly changing and technological advances bring opportunities and challenges," said the City's Mayco member for finance, Siseko Mbandezi.
“One clear trend is the rise in online fake news and fraud, particularly involving scammers who falsely claim to offer City services or who threaten residents with consequences unless they make payments.
“We’re also seeing a significant
spread of misinformation—whether by fraudsters, those with certain agendas or via AI-generated content and imagery”
Mbandezi further highlighted the danger of information overload. Always pause, assess, and verify before forwarding social media posts. Check the source, scrutinise branding and email addresses and search for individuals mentioned to see whether the information can be substantiated.
The City has appealed to the younger, more digital-savvy generation to lead the fight against scams and misinformation.

opwaartse aanpassing om die vaste basiese persentasie vir nie-huishoudelike gebruikers in lyn te bring met dié vir huishoudelike gebruikers ’n aanpassing in die veranderlike
huishoudelike en nie-huishoudelike kliënte te bereken Daarbenewens is tariewe vir trap 3 en 4 opwaarts aangepas om praktyke vir waterbesparing en -doeltreffendheid verder aan te moedig Die verandering in die tariefstruktuur beteken dat individuele kliënte se water- en sanitasierekeninge verskillend beïnvloed sal word Die hooffaktore wat dié invloed sal bepaal, sluit in die huidige metergrootte, die vlak van verbruik, en die waarde van die

• Groter stygings in beperkingstariewe op die noodvlak om te sorg dat n inkomsteneutrale posisie met hierdie volumetriese stel bereik kan word
Diverse tariewe:
• Volle kosteverhaling vir tarief om toevoer by afsluitkraan te stop vertragings as gevolg van kwotasiemetodologie uit te skakel.
• ’n Boete van R5 000 sal gehef word waar peutery/inmenging met die stelsel wat die ongemagtigde afvloei van stormwater in die rioolstelsel veroorsaak. Ander:

Hooftrekke van wysigings
• Residensiële kliënte met n koopkragmeter en n munisipale eiendomswaardasie van R500 000 of minder kom in aanmerking vir die hulptarief
• Residensiële kliënte met n koopkragmeter en n munisipale eiendomswaardasie van meer as R500 000 maar minder as R1 miljoen kom in aanmerking vir die huishoudelike tarief

• Alle tariewe is onderworpe aan ’n hervormingsprogram om tariefstrukture uiteindelik meer kosteweerspieëlend te maak. Dít is die eerste jaar van ’n multijaarproses. Die werklike impak van tariefveranderinge sal dus van die

• Die Stad beplan om kontrakte met SSEG- en deurvoer-elektrisiteitskliënte aan te gaan om hulle surplusenergie by hulle te koop Hierdie kontrakte sal boekjare waarvoor die MTREF 2025/26 voorsiening maak. Die Stad Kaapstad se ooreenkoms vir surpluselektrisiteit wat met die voorgestelde kliënte aangegaan word, sal in ’n latere stadium geadverteer word.
