KOUGALISTENINGTOUR:

MinisterMacphersonannouncesmajorEPWPimprovements

A NATIONAL listening tour on the Expanded Public Works Programme (EPWP) brought important updates to the Kouga region on Friday, 21 November 2025, as Minister of Public Works and Infrastructure, Dean Macpherson, announced significant reforms aimed at improving the programme’s effectiveness, transparency, and long-term impact

Speaking at a packed Pellsrus Community Hall in Jeffreys Bay – attended by EPWP participants, community members, Kouga Local Municipality Executive Mayor Hattingh Bornman, Speaker Lorraine Maree, MMC for Finance and Local Development Shena Ruth, members of the Eastern Cape Legislature, municipal offi-

cials, and community leaders – Macpherson outlined the government’s plan to strengthen the programme following months of direct engagement with communities across South Africa

The session formed part of an ongoing national effort to identify shortcomings within the EPWP and introduce changes that address the needs of beneficiaries

Stakeholders raised concerns about limited training opportunities, the short duration of work placements, and challenges around transparent recruitment processes Macpherson confirmed that these concerns have shaped a new set of reforms

“EPWP is one of the most important programmes of the government It helps th t f th l h h

Responding to widespread calls for deeper skills development, Macpherson said training and practical upskilling would form the backbone of the revamped programme Participants will also receive formal certificates of recognition upon completing their training a move intended to improve their prospects in the broader job market

“The EPWP remains one of the most important tools for job creation and poverty alleviation in South Africa,” Macpherson said “But for it to truly serve our people, we must listen and adapt Communities have told us they want more meaningful skills, longer-term opportunities, and accountable systems and today we are

confirming that these changes are on the way ”

He noted that the Inter-Ministerial Committee on Public Employment Programmes recently agreed that the EPWP requires decisive reform to ensure it continues to uplift the most vulnerable citizens

Macpherson said the government intends to partner with Kouga Local Municipality to create new EPWP opportunities in the area and align training with participants’ journey into permanent work

“These proposals are not just plans they are a commitment to better serve our people,” he said “We listened because we want to make the EPWP better, fairer, and more impactful for every community ”

RAZAAN PLAATJIES

THE Clarkson Moravian Church congregation marked a significant milestone on Sunday, 30 November, holding their first Advent service in the church hall following the devastating fire that destroyed their historic sanctuary on 25 November

While the community grieves the loss of their 184-year-old heritage site, church leadership remains committed to rebuilding in due time

The Reverend Chandré Davids, speaking about the impact on her congregation, described the church as a safe haven for the community that played a huge spiritual role in residents’ lives

“This church is where people were baptised, confirmed and got married It is a house where families come together and worship ”

As previously reported, the police spokesperson, Captain Marius McCarthy, confirmed that the South African Police Service (SAPS) attended to a fire incident at a church in Clarkson in the Kou-Kamma Municipality on 25 November, where a veld fire allegedly spread to the nearby church

The fire caused severe damage to the historical building before it could be extinguished

Andrew Whitfield, Democratic Alliance Eastern Cape Provincial Leader, said that the destruction of the church included the grass roof, pipe organ, piano and church pews

Elaborating on the church’s history, he said that the church was consecrated in 1840, one year after the town of Clarkson was founded, and is of such great historical significance that it was declared an Eastern Cape provincial heritage site

“The DA would like to express our deepest condolences to the congregants and residents of Clarkson after the town’s historic Moravian Church was destroyed in a fire,” said Whitfield

“We will stand with the residents of Clarkson during this difficult time and will support them as much as we can after the loss of a site that is the bedrock of the town ”

The emotional toll on the community is evident

“It still feels unreal, the community is broken and sad,” said Davids

This marks the first time the church building itself has been destroyed by fire, though she noted that the church hall had previously burned around 2014, before her tenure

While dealing with the devastating loss, Davids is thankful that they can continue conducting church services in the hall

“Sunday, 30 November, was the first Advent and we had our first service in the church

hall,” said Davids

Despite the devastating loss, the congregation is determined to rebuild

“Yes, we will rebuild but it will take time We need funding to rebuild and prayer for our church,” said Davids

The Kou-Kamma Municipality confirmed in an official statement that upon being notified of the fire at the historic Clarkson Moravian Church, they immediately dispatched firefighting and emergency services teams to the scene

“Our teams worked tirelessly and with urgency to contain the blaze and limit its impact,” the municipality stated

Furthermore, the statement said that the municipality was deeply saddened by the devastation caused by the fire and the significant loss suffered by the Moravian Church community

“The Clarkson Moravian Church is not only a place of worship, but also a treasured heritage site within our municipality, and its destruction is a profound loss to the congregation and the broader community,” the municipality stated

“As the Koukamma Municipality, we extend our heartfelt condolences to the Moravian Church leadership, the congregation, and all

SMALL business owners in Kouga Local Municipality were given invaluable insights at a recent stakeholder engagement session held at the Pellsrus Caravan Park Hall

The event, led by Deputy Minister of Small Business Development, Jane Sithole, brought together a diverse group of experts from the Small Enterprise Development Finance Agency (SEDFA), SARS, and the municipality’s Environmental Health section, all on a mission to help local SMMEs (Small, Medium, and Micro Enterprises) grow In her address, Sithole stressed the crucial role small businesses play in the South African economy

“We have to create 11 million jobs by 2030, and 9 million of those should come from small businesses The economy grows when small businesses grow,” she said, emphasising the vital contribution these businesses make to job creation and economic stability

Sithole’s message was clear: small businesses are the backbone of South Africa’s future, and nurturing them is essential for the country’s prosperity She acknowledged the challenges small businesses face but emphasised that with the right support and knowledge, these challenges can be overcome “We need more education sessions to empower small businesses,” Sithole explained

“The government has unveiled a R500 million fund to support small businesses, but the uptake has been low due to compliance issues More education is needed to help entrepreneurs understand the processes and take advantage of these opportunities ”

One of the key points Sithole made was the importance of collaboration “Small businesses should not operate in isolation You need to collaborate, share knowledge, and help each other Building a business is about building a legacy, and no one can do it alone Never stop asking for information and seeking guidance,” she encouraged the attendees ” Local support was also highlighted during the event Nomfundo Blom, Environmental Health Practitioner at Kouga Local Municipality, provided valuable information on the processes involved in applying for business licences, a critical step for any entrepreneur looking to operate legally in the

area The representative from SEDFA shared details on how the agency can assist small businesses, expressing a strong desire for the creation of a satellite office in the Kouga region to better serve local entrepreneurs

The session also featured a presentation from SARS, where the representative outlined the importance of tax compliance for

small businesses

“SARS is here to support small businesses We are not just about enforcement; our goal is service, education, and helping businesses comply with the law,” the representative said He emphasised that understanding tax responsibilities is key to ensuring the longevity and success of small enterprises

NSRIStation46StormsRiverhonouredwithaward

THE National Sea Rescue Institute (NSRI) announced that its Sea Rescue station at Storms River mouth has been recognised with a Kudu Award by South African National Parks (SANParks) in the Professional Stakeholder category

The award was presented to Bruce Sandmann, NSRI’s Head of Training, at a ceremony in Johannesburg on 27 November

The award celebrates the Storms River station’s exceptional contribution to public safety and conservation through its close partnership with Tsitsikamma National Park, part of the Garden Route National Park

Charles Hutchins, NSRI Station Commander at Station 46, Storms River, said, “This award is not just for the crew on the ground, it’s for every person who has helped make this Sea Rescue station a success ”

“We are a small team of volunteers, mostly professional river guides and SANParks Rangers, working in one of the most rugged rescue environments in South Africa, but we are backed by a much bigger family ”

The award citation highlighted the ways in which NSRI Storms River has made a meaningful difference in Tsitsikamma

The station plays a critical role in coastal search and rescue operations, particularly along the rugged coastline where joint NSRI and SANParks rescues have saved lives, including a rope-based rescue at Bloukrans River Mouth

Over the past 18 months, the station has responded to 37 incidents, many requiring helicopter support

The partnership has also led to the training of 18 SANParks Rangers in NSRI’s pre-sea training and online theory

One ranger has qualified as an active sea-going crew member and is progressing towards becoming a Class 4 Coxswain in 2026, while three others are currently in training

The NSRI’s 4 5-metre JetRIB, Spirit of Sam, named in memory of a SANParks team member, is hosted at the Sea Rescue base by SANParks and stands as a symbol of the deep bond between the two organisations

Beyond rescue operations, NSRI has supported SANParks’ Kids in the Park programme at Nature’s Valley, teaching 500 local children vital water safety skills and survival swimming, with the support of NSRI Plettenberg Bay and local lifeguards

NSRI volunteers also assist SANParks Honorary Rangers in providing water safety during rock pool education sessions for children, ensuring safe and engaging learning environments

“Our working relationship with SANParks is one of deep trust,” said Hutchins

“They help us carry patients out of rugged trails, provide manpower on long rescues, and join us in educating the next generation ”

Station 46 is on the cusp of a new chapter, with construction of its new rescue base nearing completion

Although the buildings have not yet been handed over, the two boathouses are almost ready

Hutchins said that the team is hopeful that this national recognition will help accelerate efforts to finalise and secure a permanent home for the station, a development that would greatly enhance its operational readiness and community outreach

Looking ahead to 2026, the station plans to deepen its collaboration with SANParks by expanding training opportunities

More SANParks Rangers are expected to join the NSRI training pipeline, supported by volunteers from NSRI Station 6 in Gqeberha

Maritime Extrication courses, which began this year, will continue, and there are plans to introduce a Whale Disentanglement course, given the station’s location in a conservation area

Another important goal is to teach all SANParks rangers how to swim, starting with NSRI’s Survival Swimming module, to ensure that all members working along the coastline are

water-safe

The station will also continue its holiday outreach programme with SANParks Honorary Rangers, providing water safety education for local children, a vital service in a region where visitors often underestimate the risks posed by natural terrain and unpredictable sea conditions Hutchins noted that many rescues

take place along trails such as the Suspension Bridge and Waterfall Trail, which often require long extractions and coordinated efforts between NSRI and up to 20 SANParks Rangers “We’re a small crew in a remote location, but this award proves that with teamwork, community, and purpose, we can make a real difference,” said Hutchins

EIGHTEEN Kouga residents are taking bold steps towards a better future, thanks to a hands-on skills development programme offered by Atlega for Women Business Enterprise – delivered in partnership with Kouga Local Municipality’s Economic Development (ED) section

The accredited Gqeberha-based training organisation, led by founder Brenda Moduka, equipped three groups with practical skills in upholstery, shoemaking, and sewing, blended with strong business theory to build a resilient entrepreneurial mindset

With new confidence, creative skills, and real business insights, participants are now positioned to turn opportunity into sustainable income one stitch, one shoe, and one headboard at a time

The ED section played a central role in supporting this initiative as part of its commitment to community upliftment, enterprise development, and long-term local economic growth The programme forms part of the Impofu Windfarm’s community development commitments – one of the municipality’s key private-sector partners Impofu Windfarm also promoted the training through its website and social media platforms

For Moduka, this work is deeply personal

“I was born and raised by my grandmother I finished high school at 17, and two years later, I was a mother who had dropped out of university,” she said “It took someone to help me – my pastor’s wife connected me with someone who gave me my first job That opportunity changed my life Now, my purpose is to pay that forward and support a woman like me ” The upholstery group learnt to

transform everyday materials into quality products

“We use wooden pallets to build the structure for upholstered headboards, and we’ll make ottomans from old tyres,” Moduka said “The saying goes: one man’s trash is another man’s treasure ” Cobbler Lindile Rafani, who has 25 years of experience, guided the shoemaking group “Brenda invited me to facilitate the process, and it was exciting to watch participants develop these skills,” he said Moduka expressed her appreciation for the municipality’s support: “We want to see how we can further develop this group of participants This is only the beginning ”

JeffreysBayresidentpublishesAtlantismysterythriller

RAZAAN PLAATJIES

JEFFREYS Bay resident, Gianni Dembech, has published his first book, marking the culmination of over a decade of research into forbidden archaeology and ancient enigmas

The Key of Atlantis - The Guardians of the Secret, published under the pen name, Graeme Penroth, was released on Amazon on 27 October in both e-book and paperback formats

The Italian-born author, who moved to Jeffreys Bay four years ago, describes his debut work as belonging to the archeo-mystery thriller genre

Dembech said that the self-published book weaves together elements drawn from theories on ancient enigmas and lost civilisations, blending esoteric knowledge, paleoastronomy, and ancient technology “A red thread runs through the narrative, beginning with Atlantis, its origins and the

reasons for its disappearance, and continuing through the origins of the Ark of the Covenant all the way to the present day,” said Dembech

He said that the inspiration for the book came from a fundamental question that has long intrigued him

“What if part of our ancient history was never told but deliberately kept hidden?” said Dembech

“I’ve always had a strong interest in forbidden archaeology, in those places around the world that guard impossible structures, indecipherable symbols, and traces left behind in old manuscripts ”

Elaborating on the novel, Dembech said that it follows young Frederick as he uncovers an ancient artefact in Namibia’s Forbidden Zone, a plate with symbols allegedly belonging to the priestly guardians of the Ark of the Covenant

This discovery leads to revelations about Atlantis and a form of technological knowledge of alien origin, kept secret for millennia

“It is a work of fiction, yet firmly grounded in established theories, authentic locations, and real historical facts,” said Dembech

The extensive research behind the book reflects his lifelong interests

Dembech said that he has been interested in mysterious archaeology, the history of civilisations and religions, ancient and modern mysteries, ufology, parapsychology, and esotericism since he was a young boy

Since various life commitments contributed to the extended timeline for completing the book, he said that over 10 years after he began researching the information for his book, it was only once he felt calmer and freer that he could gather the knowledge and insights he had accumulated over the years into a book

Dembech said that he hopes readers, while enjoying his book, will realise that reality is far more complex than we believe, and more intricate than what we have been told

“The Key of Atlantis – The Guardians of the Secret aims to represent the human ability to seek answers beyond accepted boundaries, and the courage to step beyond the threshold of the familiar,” said Dembech

“We cannot retreat into our comfort zone; we must go beyond appearances and conventions because truth, as we believe we know it, often becomes blurred and hides itself from those who do not want to see ”

Acknowledgingthementorwhomadeadifference

Behind every success story lies a figure of guidance, discipline and inspiration For me, that figure has always been my uncle and mentor, Jacobus Jantjes

I would like to express my sincere gratitude and appreciation to my uncle, whose guidance, support and encouragement have been instrumental in shaping my journey in the security industry

Recently, a story was published in the Kouga Express highlighting my training, development and achievements as a security officer

It was an incredible moment of pride for my family and me, but I know that none of it would have been possible without the influence and mentorship of my uncle, who has played a major role in my growth, both professional-

ly and personally

From the very beginning of my training in Cape Town, Uncle Jacobus has been a pillar of strength and wisdom He has always believed in me, even at times when I doubted myself

His experience in the industry and his commitment to excellence have inspired me to follow the same path of discipline, honesty and dedication

There were many challenges along the way: long hours, difficult tests, and moments when I felt uncertain about the future, but through it all, my uncle was there - offering advice, encouragement and faith in my potential

His words always reminded me that every obstacle is an opportunity to grow stronger

Die politieke bestel in China is wel ’n staatskapitalistiese eenpartyregering, maar die veiligheid en orde in China is ongekend

RAZAAN PLAATJIES

THE Nation Builders Prophetic Apostolic Movement (NBPAM), a service centre for senior citizens in Humansdorp, is spearheading an awareness campaign after discovering that seniors lack basic knowledge about their funeral policies, with many unaware that their policies may not even exist

The organisation held an educational programme in November following alarming discoveries about policy-related challenges facing senior citizens

Ashwell Goliath, Project Manager and Executive Director of NBPAM, said that he was prompted to start the awareness campaign after discovering that many seniors in Humansdorp do not have documents showing which company provides their funeral policy

The organisation, which serves 50 beneficiaries including 35 active members who attend weekly programmes and five bedridden seniors, identified the crisis after witnessing firsthand the struggles families face during claims processes

“Last year I witnessed one of our members experience chal-

lenges claiming from a funeral policy The senior did not have any documents and therefore struggled to arrange the funeral We then arranged the funeral at my house to ensure that the deceased had a dignified funeral,” said Goliath

The launch of the educational programme, hosted in November, was attended by at least 30 seniors from the community and focused on fundamental questions about policy ownership and documentation

“We asked the members if they knew where to find a copy of their contract and whether they have a contract at all For those who have contracts, we asked whether they knew the name of the policy provider and whether they knew how much the policy covered,” said Goliath

The initiative was conducted in partnership with Carisa Ellis, a funeral planning consultant who specialises in pre-planning and flexible funeral cover

“Policies are a good thing, but there is not enough information available that can help protect the rights of our elderly,” said Goliath Goliath’s personal experience with policy claims when his wife,

Nicolette, passed away earlier this year, drives his commitment to this cause

“We were struggling to find out how and where to claim, because she took out the policy many years ago We had no contract documents, just the application form,” said Goliath

He said that the financial and emotional implications for families are severe when claims are delayed or denied

“Families are under a lot of stress It creates conflicts and division among family members,” said Goliath

He said that common issues facing elderly claimants include not knowing whether they have funeral policies, whether the policies exist, understanding payout amounts, and lacking essential documentation

With continued assistance from Ellis, NBPAM is planning a broader outreach campaign to address these systemic issues

“We are planning to run an awareness programme to make elderly people aware of their rights and to make sure elderly people have the necessary documents at hand when something happens in the future,” Goliath said

Exclusivepop-upeventpromisesfresh,upmarkettwist

REGULAR marketgoers who feel as though they have “been there, done that” can look forward to a fresh, upmarket twist on artisanal fairs when Trueblue Makers hits St Francis Bay from 16 to 23 December

This exclusive event will showcase the work of 30 talented and hand-picked designers, artisans and makers from across South Africa, many of whom have never shown their products in St Francis Bay

According to organiser Elsje Smuts, the intention is to create a high-end gathering of creatives that features limited collections with an emphasis on quality, exclusivity, and bespoke design “It’s really exciting to be able to bring something fresh like this to residents and holiday makers of St Francis Bay,” said Smuts, adding that the beautiful River Club

would provide a fitting backdrop for the pop-up event

“The exhibitors appear by invitation only Visitors will know many of them – Igoti Decor, Stonecamp Leather, Dear Diary ZA, and Willemijn Murray – from their beautiful Instagram profiles, but now they will be able to see and buy their products in real life ”

On offer will be a selection of previously unseen delights ranging from clothing, jewellery, and luxury leather goods to natural skincare, confectionery, homeware, and ceramics

Smuts, who is also the organiser behind the annual Christmas in the Home market hosted in Gqeberha, said the luxury items would be displayed in a shop-style set-up instead of traditional stalls, with a central pay point for added shopping convenience

RAZAAN PLAATJIES

JEFFREYS Bay’s Crazy 8 Pool Club has cemented its position as the premier pool team in the Kouga League after achieving an unprecedented treble of championships in 2025, including an undefeated regular season record

The club’s remarkable year began with victory in the Mayor’s Cup in March, when they claimed first place and the prize money

This was followed by their crowning achievement, winning the top team award for the best team in the Kouga League after beating every single team without losing a game Club captain, Freddie Leander, said that the wins of the year meant everything to the team since it was their ultimate goal and the pinnacle of success

“For us, it was a validation of our hard work, dedication and passion

It's a feeling of pride, accomplishment and recognition,” said Leander

The season culminated with the club successfully defending their summer league title against Big Brothers A team, delivering a crushing 13-2 victory in the finals, a record defeat for any finals played in the Kouga leagues

Individual honours also went to Crazy 8 players, with Leander taking first place in the Kouga 8-ball league awards, followed by Rayneldo Blou in second place and Shand third place The seven-m achieved this success

mondo Plaatjies, Blou, Cedrick Swatbooi, Klaasen, Asif Ruiters, Leander, and Caiden Seejiram

“Our team has chemistry, camaraderie and a shared passion for the game,” said Leander “When we come together to play, we feed off each other’s energy and work towards a common goal, to achieve success ”

The club, currently based at Jolly Dolphin in Jeffreys Bay, was founded in 2018 by Nicarlo Walters, who tragically passed away during the COVID-19 pandemic in 2020

“The late Nicarlo Walters was a very generous and good-hearted person, always willing to help fellow players He taught us the game and motivated us to become great players,” said Leander “He wanted to make a big difference in our lives as young people because there were so many negative things in our community, like drugs and gang activity growing among young people in our area ”

Despite the devastating loss of their founder, the team persevered by holding onto the memory of Walters and working towards making him proud

The path to success wasn’t without obstacles The club faced several challenges this season, including injuries to key players, internal conflicts, tough opponents, maintaining focus, and balancing individual goals with team objectives

Leander said that the club’s evolution has been gradual but steady

He credited their success to years of dedication, hard work, strategic growth, setting clear goals and vision, attracting and retaining talented players, continuous improvement, building a strong team, effective leadership, embracing challenges and learning from setbacks

The Mayor’s Cup prize money served a greater purpose beyond celebration, with the money used towards the team’s transport to Potchefstroom when they played for the Eastern Cape team at the Nationals event

For the club, representing the top team in the Kouga League carries significant responsibility

“It means wearing our community’s colours with pride, embodying its values It’s about being an ambassador, leading by example, and inspiring others to follow in our footsteps,” said Leander

Looking ahead to 2026, Crazy 8 Pool Club has ambitious plans

They aim to host a major international tournament, start a junior development programme to reach more children in the community, and secure funding to build their own facility where they can teach most of the community the art of eight-ball pool

Reflecting on their remarkable year, Leander said that the team felt amazing

“It’s a collective sense of pride, joy and relief As a club, we felt motivated empowered and inspired to keep
